    A model is presented for calculating the environmental burdens of the part manufacturing and vehicle assembly (VMA) stage of the vehicle life cycle. The approach is bottom-up, with a special focus on energy consumption and CO{sub 2} emissions. The model is applied to both conventional and advanced vehicles, the latter of which include aluminum-intensive, hybrid electric, plug-in hybrid electric and all-electric vehicles. An important component of the model, a weight-based distribution function of materials and associated transformation processes (casting, stamping, etc.), is developed from the United States Council for Automotive Research Generic Vehicle Life Cycle Inventory Study. As the approach is bottom-up, numerous transformation process data and plant operational data were extracted from the literature for use in representing the many operations included in the model. When the model was applied to conventional vehicles, reliable estimates of cumulative energy consumption (34 GJ/vehicle) and CO{sub 2} emission (2 tonnes/vehicle) were computed for the VMA life-cycle stage. The numerous data sets taken from the literature permitted the development of some statistics on model results. Because the model explicitly includes a greater coverage of relevant manufacturing processes than many earlier studies, our energy estimates are on the higher end of previously published values. Limitations of the model are also discussed. Because the material compositions of conventional vehicles within specific classes (cars, light duty trucks, etc.) are sensibly constant on a percent-by-weight basis, the model can be reduced to a simple linear form for each class dependent only on vehicle weight. For advanced vehicles, the material/transformation process distribution developed above needs to be adjusted for different materials and components. This is particularly so for aluminum-intensive and electric-drive vehicles. In fact, because of their comparatively high manufacturing energy, batteries required for an electric vehicle can significantly add to the energy burden of the VMA stage. Overall, for conventional vehicles, energy use and CO{sub 2} emissions from the VMA stage are about 4% of their total life-cycle values. They are expected to be somewhat higher for advanced vehicles.

    This EA evaluates the environmental impacts of a proposal to provide a financial assistance grant under the American Recovery and Reinvestment Act of 2009 (ARRA) to Delphi Automotive Systems, Limited Liability Corporation (LLC) (Delphi).     The Plug-in Hybrid electric Vehicle (PHEV) Market Introduction Study Final Report identified a range of policies, incentives and regulations designed to enhance the probability of success in commercializing PHEVs as they enter the automotive marketplace starting in 2010. The objective of the comprehensive PHEV Value Proposition study, which encompasses the PHEV Market Introduction Study, is to better understand the value proposition that PHEVs (as well as other plug-in electric vehicle platforms - PEVs) provide to the auto companies themselves, to the consumer and to the public at large as represented by the government and its public policies. In this report we use the more inclusive term PEVs, to include PHEVs, BEVs (battery electric vehicles that operate only on battery) and EREVs (extended range electric vehicles that combine battery electric vehicles with an internal combustion engine that charges the battery as needed). The objective of Taratec's contribution to Phase 2 of the PHEV Value Proposition Study is to develop a clear understanding of the benefits of PEVs to three stakeholders - auto original equipment manufacturers (OEMs), utilities, and the government - and of the technical and commercial challenges and risks to be overcome in order to achieve commercial success for these vehicles. The goal is to understand the technical and commercial challenges in moving from the 'early adopters' at the point of market introduction of these vehicles to a 'sustainable' mainstream market in which PEVs and other PEVs represent a normal, commercially available and attractive vehicle to the mainstream consumer. For the purpose of this study, that sustainable market is assumed to be in place in the 2030 timeframe. The principal focus of the study is to better understand the technical and commercial challenges in the transition from early adopters to a sustainable mainstream consumer market. Effectively, that translates to understanding the challenges to be overcome during the transition period - basically the middle years as the second and third generation of these vehicles are developed and come to market. The concern is to understand those things that in the near term would delay that transition. The study looked at identifying and then quantifying these technical and commercial risks and benefits from three perspectives: (1) The auto industry original equipment manufacturers (OEMs) themselves; (2) The utilities who will provide the electric 'fuel' that will fully or partially power the vehicles; and (3) The government, representing public policy interest in PEV success. By clarifying and quantifying these benefits and the technical and commercial risks that could delay the transition to a sustainable mainstream market, the study provides the basis for developing recommendations for government policies and support for PHEV and PEV development.

    Incentives play an important role in (security and IT) risk management of a large-scale organization with multiple autonomous divisions. This paper presents an incentive mechanism design framework for risk management based on a game-theoretic approach. The risk manager acts as a mechanism designer providing rules and incentive factors such as assistance or subsidies to divisions or units, which are modeled as selfish players of a strategic (noncooperative) game. Based on this model, incentive mechanisms with various objectives are developed that satisfy efficiency, preference-compatibility, and strategy-proofness criteria. In addition, iterative and distributed algorithms are presented, which can be implemented under information limitations such as the risk manager not knowing the individual units' preferences.     Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

This guide includes city and highway fuel economy estimates from the U.S. Environmental Protection Agency (EPA). The estimates are based on laboratory tests conducted by manufacturers in accordance with federal regulations. EPA retests about 10% of vehicle models to confirm manufacturer results. Fuel economy estimates are also available on FuelEconomy.gov.     The past three decades saw the rapid development of renewable energy technologies and the concurrent evolution of state and federal financial and regulatory incentives, programs and policies to augment that development. Within the past two years, utility companies have created new incentives and programs that promote the use of renewable energy. Many of these incentives are in response to electric utility restructuring, while others are part of a broader corporate perspective that seeks to diversify into renewable energy generation, manage demand-side growth, or reap environmental benefits. This paper will present the current status of available utility incentives and programs throughout the united States as collected and databased by the Interstate Renewable Energy Council's (IREC) Database of State Incentives for Renewable Energy (DSIRE) project.     This report summarizes the activities and accomplishments of a two-year DOE-funded project on Grid-Integrated Vehicles (GIV) with vehicle to grid power (V2G). The project included several research and development components: an analysis of US driving patterns; an analysis of the market for EVs and V2G-capable EVs; development and testing of GIV components (in-car and in-EVSE); interconnect law and policy; and development and filing of patents. In addition, development activities included GIV manufacturing and licensing of technologies developed under this grant. Also, five vehicles were built and deployed, four for the fleet of the State of Delaware, plus one for the University of Delaware fleet.

    There are various kinds of autonomous vehicles (AV`s) which can operate with varying levels of autonomy. This paper is concerned with underwater, ground, and aerial vehicles operating in a fully autonomous (nonteleoperated) mode. Further, this paper deals with AV`s as a special kind of device, rather than full-scale manned vehicles operating unmanned. The distinction is one in which the AV is likely to be designed for autonomous operation rather than being adapted for it as would be the case for manned vehicles.     As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals.The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

    Achieving a successful transition to hydrogen-powered vehicles in the U.S. automotive market will require strong and sustained commitment by hydrogen producers, vehicle manufacturers, transporters and retailers, consumers, and governments. The interaction of these agents in the marketplace will determine the real costs and benefits of early market transformation policies, and ultimately the success of the transition itself. The transition to hydrogen-powered transportation faces imposing economic barriers. The challenges include developing and refining a new and different power-train technology, building a supporting fuel infrastructure, creating a market for new and unfamiliar vehicles, and achieving economies of scale in vehicle production while providing an attractive selection of vehicle makes and models for car-buyers. The upfront costs will be high and could persist for a decade or more, delaying profitability until an adequate number of vehicles can be produced and moved into consumer markets. However, the potential rewards to the economy, environment, and national security are immense. Such a profound market transformation will require careful planning and strong, consistent policy incentives. Section 811 of the Energy Policy Act (EPACT) of 2005, Public Law 109-59 (U.S. House, 2005), calls for a report from the Secretary of Energy on measures to support the transition to a hydrogen economy. The report was to specifically address production and deployment of hydrogen-fueled vehicles and the hydrogen production and delivery infrastructure needed to support those vehicles. In addition, the 2004 report of the National Academy of Sciences (NAS, 2004), The Hydrogen Economy, contained two recommendations for analyses to be conducted by the U.S. Department of Energy (DOE) to strengthen hydrogen energy transition and infrastructure planning for the hydrogen economy. In response to the EPACT requirement and NAS recommendations, DOE's Hydrogen, Fuel Cells and Infrastructure Technologies Program (HFCIT) has supported a series of analyses to evaluate alternative scenarios for deployment of millions of hydrogen fueled vehicles and supporting infrastructure. To ensure that these alternative market penetration scenarios took into consideration the thinking of the automobile manufacturers, energy companies, industrial hydrogen suppliers, and others from the private sector, DOE held several stakeholder meetings to explain the analyses, describe the models, and solicit comments about the methods, assumptions, and preliminary results (U.S. DOE, 2006a). The first stakeholder meeting was held on January 26, 2006, to solicit guidance during the initial phases of the analysis; this was followed by a second meeting on August 9-10, 2006, to review the preliminary results. A third and final meeting was held on January 31, 2007, to discuss the final analysis results. More than 60 hydrogen energy experts from industry, government, national laboratories, and universities attended these meetings and provided their comments to help guide DOE's analysis. The final scenarios attempt to reflect the collective judgment of the participants in these meetings. However, they should not be interpreted as having been explicitly endorsed by DOE or any of the stakeholders participating. The DOE analysis examined three vehicle penetration scenarios: Scenario 1--Production of thousands of vehicles per year by 2015 and hundreds of thousands per year by 2019. This option is expected to lead to a market penetration of 2.0 million fuel cell vehicles (FCV) by 2025. Scenario 2--Production of thousands of FCVs by 2013 and hundreds of thousands by 2018. This option is expected to lead to a market penetration of 5.0 million FCVs by 2025. Scenario 3--Production of thousands of FCVs by 2013, hundreds of thousands by 2018, and millions by 2021 such that market penetration is 10 million by 2025. This report is supported by the U.S. Department of Energy s (DOE) Vehicle Technologies Program (VTP), and, in accord with its mission, pays special attention to the progress of high-efficiency and alternative-fuel technologies. This third edition since this report was started in 2008 offers several marked improvements relative to its predecessors. Most significantly, where earlier editions of this report focused on supplying information through an examination of market drivers, new vehicle trends, and supplier data, this edition uses a different structure. After opening with a discussion of energy and economics, this report features a section each on the light-duty vehicle and heavy/medium truck markets, and concluding with a section each on technology and policy. In addition to making this sectional re-alignment, this year s edition of the report also takes a different approach to communicating information. While previous editions relied heavily on text accompanied by auxiliary figures, this third edition relies primarily on charts and graphs to communicate trends. Any accompanying text serves to introduce the trends communication by the graphic and highlight any particularly salient observations. The opening section on Energy and Economics discusses the role of transportation energy and vehicle markets on a national (and even international) scale. For example, Figures 11 through 13 discuss the connections between global oil prices and U.S. GDP, and Figures 20 and 21 show U.S. employment in the automotive sector. The following section examines Light-Duty Vehicle use, markets, manufacture, and supply chains. Figures 26 through 33 offer snapshots of major light-duty vehicle brands in the U.S. and Figures 38 through 43 examine the performance and efficiency characteristics of vehicles sold. The discussion of Medium and Heavy Trucks offers information on truck sales (Figures 58 through 61) and fuel use (Figures 64 through 66). The Technology section offers information on alternative fuel vehicles and infrastructure (Figures 68 through 77), and the Policy section concludes with information on recent, current, and near-future Federal policies like the Cash for Clunkers program (Figures 87 and 88) and the Corporate Automotive Fuel Economy standard (Figures 90 through 99) and.     This Departmental Energy Management Program (DEMP) funded Model Program Study developed out of a potential DOE-ID Performance Based Incentive for the Idaho National Engineering and Environmental Laboratory (INEEL), lasting from October 2001 through May 2002, which stressed reductions in electrical usage. An analysis of demand usage obtained from monthly INEEL Power Management electric reports revealed reductions in demand from a majority of the site areas. The purpose of this Model Program study was to determine the methods and activities that were used at these site areas to achieve the reductions in demand and to develop these demand reduction methods and activities into a Model Program that could be shared throughout the INEEL and DOE complex-wide for additional demand savings. INEEL Energy Management personnel interviewed contacts from the eight areas which had achieved a consistent reduction in demand during the study period, namely, Idaho Nuclear Technology and Engineering Center (INTEC), Test Area North (TAN), Power Burst Facility (PBF), Test Reactor Area (TRA) including Advanced Test Reactor ATR), Engineering Test Reactor (ETR), and Materials Test Reactor (MTR) areas, Central Facilities Area (CFA), Specific Manufacturing Capability (SMC), Radioactive Waste Management Complex (RWMC), and Argonne National Laboratory-West (ANLW). The information that resulted from the interviews indicated that more than direct demand and energy reduction actions were responsible for the recorded reductions in demand. INEEL Energy Management identified five categories of actions or conditions that contributed to the demand reduction. These categories are Decontamination and Decommissioning (D&D), employee actions, improvements, inactivation for maintenance, and processes. The following information details the findings from the study.

    This article reports that though battery technology is currently limiting the growth of EVs, the search for improvements is spurring innovative engineering developments. As battery makers, automakers, national laboratories, and others continue their search for a practical source of electric power that will make electric vehicles (EVs) more viable, engineers worldwide are making progress in other areas of EV development. Vector control, for example, enables better regulation of motor torque and speed; composite and aluminum parts reduce the vehicle`s weight, which in turn reduces the load on the motor and battery; and flywheel energy storage systems, supercapacitors, regenerative brake systems, and hybrid/electric drive trains increase range and acceleration. Despite efforts to develop an electric vehicle from the ground up, most of the early EVs to be sold in the United States will likely be converted from gasoline-powered vehicles. Chrysler Corp., for example, is expected to sell electric versions of its minivans and build them on the same assembly line as its gasoline-powered vehicles to reduce costs. The pace of engineering development in this field is fast and furious. Indeed, it is virtually impossible to monitor all emerging EV technology. To meet their quotas, the major automakers may even consider buying credits from smaller, innovative EV manufacturers. But whatever stopgap measures vehicle makers take, technology development will be the driving force behind long-term EV growth.

    Fuel cell vehicles may create the first mass market for hydrogen as an energy carrier. Directed Technologies, Inc., working with the US Department of Energy hydrogen systems analysis team, has developed a time-dependent computer market penetration model. This model estimates the number of fuel cell vehicles that would be purchased over time as a function of their cost and the cost of hydrogen relative to the costs of competing vehicles and fuels. The model then calculates the return on investment for fuel cell vehicle manufacturers and hydrogen fuel suppliers. The model also projects the benefit/cost ratio for government--the ratio of societal benefits such as reduced oil consumption, reduced urban air pollution and reduced greenhouse gas emissions to the government cost for assisting the development of hydrogen energy and fuel cell vehicle technologies. The purpose of this model is to assist industry and government in choosing the best investment strategies to achieve significant return on investment and to maximize benefit/cost ratios. The model can illustrate trends and highlight the sensitivity of market penetration to various parameters such as fuel cell efficiency, cost, weight, and hydrogen cost. It can also illustrate the potential benefits of successful R and D and early demonstration projects. Results will be shown comparing the market penetration and return on investment estimates for direct hydrogen fuel cell vehicles compared to fuel cell vehicles with onboard fuel processors including methanol steam reformers and gasoline partial oxidation systems. Other alternative fueled vehicles including natural gas hybrids, direct injection diesels and hydrogen-powered internal combustion hybrid vehicles will also be analyzed.

  8. Incentive Pass-through for Residential Solar Systems in California

    The deployment of solar photovoltaic (PV) systems has grown rapidly over the last decade, partly because of various government incentives. In the United States, those established in California are among the largest and longest-running incentives. Building on past research, this report addresses the still-unanswered question: to what degree have the direct PV incentives in California been passed along from installers to consumers? This report addresses this question by carefully examining the residential PV market in California and applying both a structural-modeling approach and a reduced-form regression analysis to estimate the incentive pass-through rate. The results suggest an average pass-through rate of direct incentives of nearly 100%, but with regional differences among California counties. While these results could have multiple explanations, they suggest a relatively competitive market and well-functioning subsidy program. Further analysis is required to determine whether similar results broadly apply to other states, to other customer segments, to all third-party-owned PV systems, or to all forms of financial incentives for solar.

    Rising energy prices and climate change are central issues in the debate about our nation's energy policy. Many are demanding increased energy efficiency as a way to help reduce greenhouse gas emissions and lower the total cost of electricity and energy services for consumers and businesses. Yet, as the National Action Plan on Energy Efficiency (NAPEE) pointed out, many utilities continue to shy away from seriously expanding their energy efficiency program offerings because they claim there is insufficient profit-motivation, or even a financial disincentive, when compared to supply-side investments. With the recent introduction of Duke Energy's Save-a-Watt incentive mechanism and ongoing discussions about decoupling, regulators and policymakers are now faced with an expanded and diverse landscape of financial incentive mechanisms, Determining the 'right' way forward to promote deep and sustainable demand side resource programs is challenging. Due to the renaissance that energy efficiency is currently experiencing, many want to better understand the tradeoffs in stakeholder benefits between these alternative incentive structures before aggressively embarking on a path for which course corrections can be time-consuming and costly. Using a prototypical Southwest utility and a publicly available financial model, we show how various stakeholders (e.g. shareholders, ratepayers, etc.) are affected by these different types of shareholder incentive mechanisms under varying assumptions about program portfolios. This quantitative analysis compares the financial consequences associated with a wide range of alternative incentive structures. The results will help regulators and policymakers better understand the financial implications of DSR program incentive regulation.

Information produced by DSIRE is of increasing value to an audience of: · State and local energy offices and regulatory agencies that may be considering new programs or initiatives, or extensions and expansions of past programs; · State regulatory agencies or utility commissions that have approval or influence over the creation of regulatory incentives; · Utility companies who may be considering the creation of new programs and incentives for renewable energy; · Consumers, businesses, and renewable energy industries that need timely information on such incentives for purchasing and business planning; · Schools and youth activity organizations seeking exciting and innovative applications of science and technology; and · Renewable energy, environmental and consumer organizations actively promoting the utilization of renewable energy technologies.

    Interest in alternative motor vehicle fuels has grown tremendously over the last few years. The 1990 Clean Air Act Amendments, the National Energy Policy Act of 1992 and the California Clean Air Act are primarily responsible for this resurgence and have spurred both the motor fuels and vehicle manufacturing industries into action. For the first time, all three U.S. auto manufacturers are offering alternative fuel vehicles to the motoring public. At the same time, a small but growing alternative fuels refueling infrastructure is beginning to develop across the country. Although the recent growth in alternative motor fuels use is impressive, their market niche is still being defined. Environmental regulations, a key driver behind alternative fuel use, is forcing both car makers and the petroleum industry to clean up their products. As a result, alternative fuels no longer have a lock on the clean air market and will have to compete with conventional vehicles in meeting stringent future vehicle emission standards. The development of cleaner burning gasoline powered vehicles has signaled a shift in the marketing of alternative fuels. While they will continue to play a major part in the clean vehicle market, alternative fuels are increasingly recognized as a means to reduce oil imports. This new role is clearly defined in the National Energy Policy Act of 1992. The Act identifies alternative fuels as a key strategy for reducing imports of foreign oil and mandates their use for federal and state fleets, while reserving the right to require private and municipal fleet use as well.

    The purpose of the analysis is to identify and quantify Federal incentives that have increased the consumption of coal, oil, natural gas, and electricity. The introductory chapter is intended as a device for presenting the policy questions about the incentives that can be used to stimulate desired levels of energy development. In the theoretical chapter federal incentives were identified for the consumption of energy as Federal government actions whose major intent or result is to stimulate energy consumption. The stimulus comes through changing values of variables included in energy demand functions, thereby inducing energy consumers to move along the function in the direction of greater quantity of energy demanded, or through inducing a shift of the function to a position where more energy will be demanded at a given price. The demand variables fall into one of six categories: price of the energy form, price of complements, price of substitutes, preferences, income, and technology. The government can provide such incentives using six different policy instruments: taxation, disbursements, requirements, nontraditional services, traditional services, and market activity. The four major energy forms were examined. Six energy-consuming sectors were examined: residential, commercial, industrial, agricultural, transportation, and public. Two types of analyses of incentive actions are presented in this volume. The generic chapter focused on actions taken in 1978 across all energy forms. The subsequent chapters traced the patterns of incentive actions, energy form by energy form, from the beginning of the 20th century, to the present. The summary chapter includes the results of the previous chapters presented by energy form, incentive type, and user group. Finally, the implications of these results for solar policy are presented in the last chapter. (MCW)

A basic requirement for successfully commercializing any motor vehicle in the US is provision of adequate passenger comfort heating and air conditioning (cooling). Although air conditioning is generally sold as optional equipment, in excess of 80% of the automobiles and small trucks sold in the US have air conditioning systems. In current, pre-commercial electric vehicles, comfort heating is provided by a liquid fuel fired heater that heats water which is circulated through the standard heater core in the conventional interior air handling unit. Air conditioning is provided by electric motor driven compressors, installed in a system having, perhaps, an {open_quotes}upsized{close_quotes} condenser and a standard evaporator (front and rear evaporators in some instances) installed in the conventional interior air handler. Although this approach is adequate in the near term for initial commercialization efforts, a number of shortcomings of this arrangement, as well as longer range concerns need to be addressed. In this project, the long term alternatives for cooling and heating electric vehicles effectively, efficiently (with minimum range penalties), and without adverse environmental impacts have been examined. Identification of options that can provide both heating and cooling is important, in view of the disadvantages of carrying separate heating and cooling systems in the vehicle.

    Motor vehicles contribute to climate change and petroleum dependence. Improving their fuel economy by making them lighter need not compromise safety. The cars and trucks plying America's roads and highways generate roughly 20 percent of the nation's total emissions of carbon dioxide, a pollutant that is, of course, of increasing concern because of its influence on climate. Motor vehicles also account for most of our country's dependence on imported petroleum, the price of which has recently skyrocketed to near-record levels. So policymakers would welcome the many benefits that would accrue from lessening the amount of fuel consumed in this way. Yet lawmakers have not significantly tightened new vehicle fuel-economy standards since they were first enacted three decades ago. Since then, manufacturers have, for the most part, used advances in automotive technology, ones that could have diminished fuel consumption, to boost performance and increase vehicle weight. In addition, the growth in popularity of pickups, sport utility vehicles (SUVs) and minivans--and the large amounts of gas they typically guzzle--has resulted in the average vehicle using the same amount of fuel per mile as it did 20 years ago. One of the historical impediments to imposing tougher fuel-economy standards has been the long-standing worry that reducing the mass of a car or truck to help meet these requirements would make it more dangerous to its occupants in a crash. People often justify this concern in terms of 'simple physics', noting, for example, that, all else being equal, in a head-on collision, the lighter vehicle is the more strongly decelerated, an argument that continues to sway regulators, legislators and many in the general public. We have spent the past several years examining the research underlying this position--and some recent work challenging it. We have also conducted our own analyses and come to the conclusion that the claim that lighter vehicles are inherently dangerous to those riding in them is flawed. For starters, all else is never equal; other aspects of vehicle design appear to control what really happens in a crash, as reflected in the safety record of different kinds of vehicles. What's more, the use of high-strength steel, light-weight metals such as aluminum and magnesium, and fiber-reinforced plastics now offers automotive engineers the means to fashion vehicles that are simultaneously safer and less massive than their predecessors, and such designs would, of course, enjoy the better fuel economy that shedding pounds brings.

    The Advanced Vehicle Testing Activity (AVTA), part of the U.S. Department of Energy’s FreedomCAR and Vehicle Technologies Program, has conducted testing of advanced technology vehicles since August, 1995 in support of the AVTA goal to provide benchmark data for technology modeling, and research and development programs. The AVTA has tested over 200 advanced technology vehicles including full size electric vehicles, urban electric vehicles, neighborhood electric vehicles, and hydrogen internal combustion engine powered vehicles. Currently, the AVTA is conducting significant tests of hybrid electric vehicles (HEV). This testing has included all HEVs produced by major automotive manufacturers and spans over 1.3 million miles. The results of all testing are posted on the AVTA web page maintained by the Idaho National Laboratory. Through the course of this testing, the fuel economy of HEV fleets has been monitored and analyzed to determine the "real world" performance of their hybrid energy systems, particularly the battery. While the initial "real world" fuel economy of these vehicles has typically been less than that evaluated by the manufacturer and varies significantly with environmental conditions, the fuel economy and, therefore, battery performance, has remained stable over vehicle life (160,000 miles).

    Various alternative fuels and improved engine and vehicle systems have been proposed in order to reduce emissions and energy use associated with heavy vehicles (predominantly trucks). For example, oil companies have proposed improved methods for converting natural gas to zero-aromatics, zero-sulfur diesel fuel via the Fischer-Tropsch process. Major heavy-duty diesel engine companies are working on ways to simultaneously reduce particulate-matter and NOX emissions. The trend in heavy vehicles is toward use of lightweight materials, tires with lower rolling resistance, and treatments to reduce aerodynamic drag. In this paper, we compare the Mecycle energy use and emissions from trucks using selected alternatives, such as Fisher-Tropsch diesel fuel and advanced fuel-efficient engines. We consider heavy-duty, Class 8 tractor-semitrailer combinations for this analysis. The total life cycle includes production and recycling of the vehicle itself, extraction, processing, and transportation of the fuel itself, and vehicle operation and maintenance. Energy use is considered in toto, as well as those portions that are imported, domestic, and renewable. Emissions of interest include greenhouse gases and criteria pollutants. Angonne's Greenhouse Gases, Regulated Emissions, and Energy Use in Transportation (GREET) model is used to generate per-vehicle fuel cycle impacts. Energy use and emissions for materials manufacturing and vehicle disposal are estimated by means of materials information from Argonne studies. We conclude that there are trade-offs among impacts. For example, the lowest fossil energy use does not necessarily result in lowest total energy use, and lower tailpipe emissions may not necessarily result in lower lifecycle emissions of all criteria pollutants.

    This report compares the energy use, oil use and emissions of electric vehicles (EVs) with those of conventional, gasoline-powered vehicles (CVs) over the total life cycle of the vehicles. The various stages included in the vehicles` life cycles include vehicle manufacture, fuel production, and vehicle operation. Disposal is not included. An inventory of the air emissions associated with each stage of the life cycle is estimated. Water pollutants and solid wastes are reported for individual processes, but no comprehensive inventory is developed. Volume I contains the major results, a discussion of the conceptual framework of the study, and summaries of the vehicle, utility, fuel production, and manufacturing analyses. It also contains summaries of comments provided by external peer reviewers and brief responses to these comments.

    In contemplating a regulatory approach, the challenge for regulators is to develop a model that provides incentives for utilities to engage in socially desirable behavior. In this primer, we provide guidance on this process by discussing (1) various models of economic regulation, (2) problems implementing these models, and (3) the types of incentives that various models of regulation provide electric utilities. We address five regulatory models in depth. They include cost-of-service regulation in which prudently incurred costs are reflected dollar-for-dollar in rates and four performance-based models: (1) price-cap regulation, in which ceilings are placed on the average price that a utility can charge its customers; (2) revenue-cap regulation, in which a ceiling is placed on revenues; (3) rate-of-return bandwidth regulation, in which a utility`s rates are adjusted if earnings fall outside a {open_quotes}band{close_quotes} around equity returns; and (4) targeted incentives, in which a utility is given incentives to improve specific components of its operations. The primary difference between cost-of-service and performance-based approaches is the latter sever the tie between costs and prices. A sixth, {open_quotes}mixed approach{close_quotes} combines two or more of the five basic ones. In the recent past, a common mixed approach has been to combine targeted incentives with cost-of-service regulation. A common example is utilities that are subject to cost-of-service regulation are given added incentives to increase the efficiency of troubled electric-generating units.

The research was divided into five parts: a survey of current thought about incentives for solar energy production; the theoretical approach to analyzing and characterizing incentives; a generic view of the energy incentive creating landscape for 1978; analysis of the major energy sources (nuclear, hydro, coal, electricity, oil, and gas) along their trajectories from exploration to waste management, including their costs in 1978 dollars; and insights into potential incentives for solar policy. Economic, political, organizational, and legal viewpoints were considered in formulating the typology of incentives. Eight types of incentives were identified.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Manufacturing Laboratory at the Energy Systems Integration Facility. The Manufacturing Laboratory at NREL's Energy Systems Integration Facility (ESIF) focuses on developing methods and technologies that will assist manufacturers of hydrogen and fuel cell technologies, as well as other renewable energy technologies, to scale up their manufacturing capabilities to volumes that meet DOE and industry targets. Specifically, the manufacturing activity is currently focused on developing and validating quality control techniques to assist manufacturers of low temperature and high temperature fuel cells in the transition from low to high volume production methods for cells and stacks. Capabilities include initial proof-of-concept studies through prototype system development and in-line validation. Existing diagnostic capabilities address a wide range of materials, including polymer films, carbon and catalyst coatings, carbon fiber papers and wovens, and multi-layer assemblies of these materials, as well as ceramic-based materials in pre- or post-fired forms. Work leading to the development of non-contact, non-destructive techniques to measure critical dimensional and functional properties of fuel cell and other materials, and validation of those techniques on the continuous processing line. This work will be supported by materials provided by our partners. Looking forward, the equipment in the laboratory is set up to be modified and extended to provide processing capabilities such as coating, casting, and deposition of functional layers, as well as associated processes such as drying or curing. In addition, continuous processes are used for components of organic and thin film photovoltaics (PV) as well as battery technologies, so synergies with these important areas will be explored.

    The research program analyzed the Federal incentives used to stimulate nuclear, hydro, coal, gas, oil, and electricity production in order to supply what was learned to the selection of an incentives strategy to induce new energy production from renewable resources. Following the introductory chapter, Chapter 2 examines the problem of estimating effects from a theoretical perspective. Methods of quantifying and identifying the many interactive effects of government actions are discussed. Chapter 3 presents a generic analysis of the result of Federal incentives. Chapters 4 through 9 deal with incentives to energy forms - nuclear, hydro, coal, oil, gas, and electricity. Chapter 10 summarizes the estimated results of the incentives, which are presented in terms of their quantity and price impacts. The incentive costs per million Btu of induced energy production is also discussed. Chapter 11 discusses the parity issue, that is an equivalence between Federal incentives to renewable resources and to traditional energy resources. Any analysis of incentives for solar needs will profit from an analysis of the costs of solar incentives per million Btu compared with those for traditional energy forms. Chapter 12 concludes the analysis, discussing the history of traditional energy incentives as a guide to solar-energy incentives. 216 references, 38 figures, 91 tables.

    This report compares the energy use, oil use and emissions of electric vehicles (EVs) with those of conventional, gasoline-powered vehicles (CVs) over the total life cycle of the vehicles. The various stages included in the vehicles` life cycles include vehicle manufacture, fuel production, and vehicle operation. Disposal is not included. An inventory of the air emissions associated with each stage of the life cycle is estimated. Water pollutants and solid wastes are reported for individual processes, but no comprehensive inventory is developed. Volume IV includes copies of all the external peer review comments on the report distributed for review in July 1997.

  13. Analyzing Vehicle Fuel Saving Opportunities through Intelligent Driver Feedback

    Driving style changes, e.g., improving driver efficiency and motivating driver behavior changes, could deliver significant petroleum savings. This project examines eliminating stop-and-go driving and unnecessary idling, and also adjusting acceleration rates and cruising speeds to ideal levels to quantify fuel savings. Such extreme adjustments can result in dramatic fuel savings of over 30%, but would in reality only be achievable through automated control of vehicles and traffic flow. In real-world driving, efficient driving behaviors could reduce fuel use by 20% on aggressively driven cycles and by 5-10% on more moderately driven trips. A literature survey was conducted of driver behavior influences, and pertinent factors from on-road experiments with different driving styles were observed. This effort highlighted important driver influences such as surrounding vehicle behavior, anxiety over trying to get somewhere quickly, and the power/torque available from the vehicle. Existing feedback approaches often deliver efficiency information and instruction. Three recommendations for maximizing fuel savings from potential drive cycle improvement are: (1) leveraging applications with enhanced incentives, (2) using an approach that is easy and widely deployable to motivate drivers, and (3) utilizing connected vehicle and automation technologies to achieve large and widespread efficiency improvements.

    State and Federal regulations have been implemented that are intended to encourage more widespread use of low-emission vehicles. These regulations include requirements of the California Air Resources Board (CARB) and regulations pursuant to the Clean Air Act Amendments of 1990 and the Energy Policy Act. If the market share of electric vehicles increases in response to these initiatives, corresponding growth will occur in quantities of spent electric vehicle batteries for disposal. Electric vehicle battery recycling infrastructure must be adequate to support collection, transportation, recovery, and disposal stages of waste battery handling. For some battery types, such as lead-acid, a recycling infrastructure is well established; for others, little exists. This paper examines implications of increasing electric vehicle use for lead recovery infrastructure. Secondary lead recovery facilities can be expected to have adequate capacity to accommodate lead-acid electric vehicle battery recycling. However, they face stringent environmental constraints that may curtail capacity use or new capacity installation. Advanced technologies help address these environmental constraints. For example, this paper describes using backup power to avoid air emissions that could occur if electric utility power outages disable emissions control equipment. This approach has been implemented by GNB Technologies, a major manufacturer and recycler of lead-acid batteries. Secondary lead recovery facilities appear to have adequate capacity to accommodate lead waste from electric vehicles, but growth in that capacity could be constrained by environmental regulations. Advances in lead recovery technologies may alleviate possible environmental constraints on capacity growth.

    This is the final report in the Zero-Emission Vehicle (ZEV) Technology Assessment, performed for NYSERDA by Booz-Allen & Hamilton Inc. Booz-Allen wrote the final report, and performed the following tasks as part of the assessment: assembled a database of key ZEV organizations, their products or services, and plans; described the current state of ZEV technologies; identified barriers to widespread ZEV deployment and projected future ZEV technical capabilities; and estimated the cost of ZEVs from 1998 to 2004. Data for the ZEV Technology Assessment were obtained from several sources, including the following: existing ZEV industry publications and Booz-Allen files; major automotive original equipment manufacturers; independent electric vehicle manufacturers; battery developers and manufacturers; infrastructure and component developers and manufacturers; the U.S. Department of Energy, the California Air Resources Board, and other concerned government agencies; trade associations such as the Electric Power Research Institute and the Electric Transportation Coalition; and public and private consortia. These sources were contacted by phone, mail, or in person. Some site visits of manufacturers also were conducted. Where possible, raw data were analyzed by Booz-Allen staff and/or verified by independent sources. Performance data from standardized test cycles were used as much as possible.
