Advanced Instrumentation, Information, and Control System Technologies: Nondestructive Examination Technologies - FY11 Report

Licensees of commercial nuclear power plants in the US are expected to submit license renewal applications for the period of operation of 60 to 80 years which has also been referred to as long term operation (LTO). The greatest challenges to LTO are associated with degradation of passive components as active components are routinely maintained and repaired or placed through maintenance programs. Some passive component degradation concerns include stress corrosion cracking (SCC) of metal components, radiation induced embrittlement of the reactor pressure vessel (RPV), degradation of buried piping, degradation of concrete containment structures, and degradation of cables. Proactive management of passive component aging employs three important elements including online monitoring of degradation, early detection of degradation at precursor stages, and application of prognostics for the prediction of remaining useful life (RUL). This document assesses several nondestructive examination (NDE) measurement technologies for integration into proactive aging management programs. The assessment is performed by discussing the three elements of proactive aging management identified above, considering the current state of the industry with respect to adopting these key elements, and analyzing measurement technologies for monitoring large cracks in metal components, monitoring early degradation at precursor stages, monitoring the degradation of concrete containment structures, and monitoring the degradation of cables. Specific and general needs have been identified through this assessment. General needs identified include the need for environmentally rugged sensors are needed that can operate reliably in an operating reactor environment, the need to identify parameters from precursor monitoring technologies that are unambiguously correlated with the level of pre-macro defect damage, and a methodology for identifying regions where precursor damage is most likely to initiate.

Advanced Technology Vehicle Testing

The light-duty vehicle transportation sector in the United States depends heavily on imported petroleum as a transportation fuel. The Department of Energy’s Advanced Vehicle Testing Activity (AVTA) is testing advanced technology vehicles to help reduce this dependency, which would contribute to the economic stability and homeland security of the United States. These advanced technology test vehicles include internal combustion engine vehicles operating on 100% hydrogen (H2) and H2CNG (compressed natural gas) blended fuels, hybrid electric vehicles, neighborhood electric vehicles, urban electric vehicles, and electric ground support vehicles. The AVTA tests and evaluates these vehicles with closed track and dynamometer testing methods (baseline performance testing) and accelerated reliability testing methods (accumulating lifecycle vehicle miles and operational knowledge within 1 to 1.5 years), and in normal fleet environments. The Arizona Public Service Alternative Fuel Pilot Plant and H2-fueled vehicles are demonstrating the feasibility of using H2 as a transportation fuel. Hybrid, neighborhood, and urban electric test vehicles are demonstrating successful applications of electric drive vehicles in various fleet missions. The AVTA is also developing electric ground support equipment (GSE) test procedures, and GSE testing will start during the fall of 2003. All of these activities are intended to support U.S. energy independence. The Idaho National Engineering and Environmental Laboratory manages these activities for the AVTA.

Advanced Technology Vehicle Testing

The goal of the U.S. Department of Energy's Advanced Vehicle Testing Activity (AVTA) is to increase the body of knowledge as well as the awareness and acceptance of electric drive and other advanced technology vehicles (ATV). The AVTA accomplishes this goal by testing ATVs on test tracks and dynamometers (Baseline Performance testing), as well as in real-world applications (Fleet and Accelerated Reliability testing and public demonstrations). This enables the AVTA to provide Federal and private fleet managers, as well as other potential ATV users, with accurate and unbiased information on vehicle performance and infrastructure needs so they can make informed decisions about acquiring and operating ATVs. The ATVs currently in testing include vehicles that burn gaseous hydrogen (H2) fuel and hydrogen/CNG (H/CNG) blended fuels in internal combustion engines (ICE), and hybrid electric (HEV), urban electric, and neighborhood electric vehicles. The AVTA is part of DOE's FreedomCAR and Vehicle Technologies Program.

This report is supported by the U.S. Department of Energy s (DOE) Vehicle Technologies Program (VTP), and, in accord with its mission, pays special attention to the progress of high-efficiency and alternative-fuel technologies. This third edition since this report was started in 2008 offers several marked improvements relative to its predecessors. Most significantly, where earlier editions of this report focused on supplying information through an examination of market drivers, new vehicle trends, and supplier data, this edition uses a different structure. After opening with a discussion of energy and economics, this report features a section each on the light-duty vehicle and heavy/medium truck markets, and concluding with a section each on technology and policy. In addition to making this sectional re-alignment, this year s edition of the report also takes a different approach to communicating information. While previous editions relied heavily on text accompanied by auxiliary figures, this third edition relies primarily on charts and graphs to communicate trends. Any accompanying text serves to introduce the trends communication by the graphic and highlight any particularly salient observations. The opening section on Energy and Economics discusses the role of transportation energy and vehicle markets on a national (and even international) scale. For example, Figures 11 through 13 discuss the connections between global oil prices and U.S. GDP, and Figures 20 and 21 show U.S. employment in the automotive sector. The following section examines Light-Duty Vehicle use, markets, manufacture, and supply chains. Figures 26 through 33 offer snapshots of major light-duty vehicle brands in the U.S. and Figures 38 through 43 examine the performance and efficiency characteristics of vehicles sold. The discussion of Medium and Heavy Trucks offers information on truck sales (Figures 58 through 61) and fuel use (Figures 64 through 66). Today, growing awareness of environmental and energy issues associated with the automobile has resulted in renewed interest in the electric vehicle. In recognition of this, the Society of Automotive Engineers has added a TOPTEC on electric vehicles to the series of technical symposia focused on key issues currently facing industry and government. This workshop on the Electric and Hybrid Vehicle provides an opportunity to learn about recent progress in these rapidly changing technologies. Research and development of both the vehicle and battery system has accelerated sharply and in fact, the improved technologies of the powertrain system make the performance of today's electric vehicle quite comparable to the equivalent gasoline vehicle, with the exception of driving range between refueling'' stops. Also, since there is no tailpipe emission, the electric vehicle meets the definition of Zero Emission Vehicle: embodied in recent air quality regulations. The discussion forum will include a review of the advantages and limitations of electric vehicles, where the technologies are today and where they need to be in order to get to production level vehicles, and the service and maintenance requirements once they get to the road. There will be a major focus on the status of battery technologies, the various approaches to recharge of the battery systems and the activities currently underway for developing standards throughout the vehicle and infrastructure system. Intermingled in all of this technology discussion will be a view of the new relationships emerging between the auto industry, the utilities, and government. Since the electric vehicle and its support system will be the most radical change ever introduced into the private vehicle sector of the transportation system, success in the market requires an understanding of the role of all of the partners, as well as the new technologies involved.

FY11 Level-2 Milestone 3953: TLCC2 contract awarded

This report documents completion of FY11 L2 milestone No.3953-TLCC2 contract award. This milestone was scheduled for completion on 3/31/11 and was completed on 4/14/11. There is a separate milestone (3856), due at the end of the fiscal year, concerned with installation of the first LLNL SU and early user access. Efforts related to this tri-lab L2 milestone started early in 2010 with the development of tri-lab requirements for the second ASC capacity system procurement. The SOW was then developed along with necessary RFP paperwork and sent to HQ/DOE for their review prior to being released. There was significant delay in getting this step completed which led to this milestone being put at risk for several months. However, once the RFP was approved and released we were able to get the procurement back on track with aggressive proposal response and review timelines.

The Multi-Isotope Process Monitor Project: FY11 Progress and Accomplishments

Summary The Multi-Isotope Process (MIP) Monitor represents a potentially new and efficient approach to monitoring process conditions in reprocessing facilities with the high-level goal of aiding in the “...(minimization of) the risks of nuclear proliferation and terrorism” (Office of Technology Assessment 1995). This approach relies on multivariate analysis and gamma spectroscopy of spent fuel product and waste streams to automatically and simultaneously monitor a variety of process conditions (e.g., acid concentrations, burnup, cooling time, etc.) in near real-time (NRT). While the conceptual basis for the MIP Monitor has been shown to be effective in an aqueous reprocessing system, the fundamental approach should also be viable in a pyro-processing recycle system. The MIP Monitor may be calibrated to provide online quantitative information about process variables for process control or domestic safeguards applications; or it can simply monitor, with a built-in information barrier, for off-normal conditions in process streams, making the approach well-suited for applications were it is necessary to respect proprietary information or for international safeguards applications. Proof-of-concept simulations and experiments were performed in previous years demonstrating the validity of this tool in a laboratory setting. This report details follow-on research and development efforts sponsored by the U.S. Department of Energy Fuel Cycle Research and Development (FCR&D) related to the MIP Monitor for fiscal year 2011 (FY11).

Sponsored by the US Department of Energy (DOE), Energy, Mines, and Resources -- Canada (EMR), the Society of Automative Engineers (SAE), and General Motors Corporation (GM), the competition consisted of rigorous vehicle testing of exhaust emissions, fuel economy, performance parameters, and vehicle design. Using Sierra 2500 pickup trucks donated by GM, 24 teams of college and university engineers from the US and Canada participated in the event. A gasoline-powered control testing as a reference vehicle. This paper discusses the results of the event, summarizes the technologies employed, and makes observations on the state of natural gas vehicle technology.

Leveraging Intelligent Vehicle Technologies to Maximize Fuel Economy (Presentation)

Advancements in vehicle electronics, along with communication and sensing technologies, have led to a growing number of intelligent vehicle applications. Example systems include those for advanced driver information, route planning and prediction, driver assistance, and crash avoidance. The National Renewable Energy Laboratory is exploring ways to leverage intelligent vehicle systems to achieve fuel savings. This presentation discusses several potential applications, such as providing intelligent feedback to drivers on specific ways to improve their driving efficiency, and using information about upcoming driving to optimize electrified vehicle control strategies for maximum energy efficiency and battery life. The talk also covers the potential of Advanced Driver Assistance Systems (ADAS) and related technologies to deliver significant fuel savings in addition to providing safety and convenience benefits.

Vehicle technologies heavy vehicle program : FY 2008 benefits analysis, methodology and results --- final report.

This report describes the approach to estimating the benefits and analysis results for the Heavy Vehicle Technologies activities of the Vehicle Technologies (VT) Program of EERE. The scope of the effort includes: (1) Characterizing baseline and advanced technology vehicles for Class 3-6 and Class 7 and 8 trucks, (2) Identifying technology goals associated with the DOE EERE programs, (3) Estimating the market potential of technologies that improve fuel efficiency and/or use alternative fuels, and (4) Determining the petroleum and greenhouse gas emissions reductions associated with the advanced technologies. In FY 08 the Heavy Vehicles program continued its involvement with various sources of energy loss as compared to focusing more narrowly on engine efficiency and alternative fuels. These changes are the result of a planning effort that first occurred during FY 04 and was updated in the past year. (Ref. 1) This narrative describes characteristics of the heavy truck market as they relate to the analysis, a description of the analysis methodology (including a discussion of the models used to estimate market potential and benefits), and a presentation of the benefits estimated as a result of the adoption of the advanced technologies. The market penetrations are used as part of the EERE-wide integrated analysis to provide final benefit estimates reported in the FY08 Budget Request. The energy savings models are utilized by the VT program for internal project management purposes.

Comparison of Vehicle Efficiency Technology Attributes and Synergy Estimates

Analyzing the future fuel economy of light-duty vehicles (LDVs) requires detailed knowledge of the vehicle technologies available to improve LDV fuel economy. The National Highway Transportation Safety Administration (NHTSA) has been relying on technology data from a 2001 National Academy of Sciences (NAS) study (NAS 2001) on corporate average fuel economy (CAFE) standards, but the technology parameters were updated in the new proposed rulemaking (EPA and NHTSA 2009) to set CAFE and greenhouse gas standards for the 2011 to 2016 period. The update is based largely on an Environmental Protection Agency (EPA) analysis of technology attributes augmented by NHTSA data and contractor staff assessments. These technology cost and performance data were documented in the Draft Joint Technical Support Document (TSD) issued by EPA and NHTSA in September 2009 (EPA/NHTSA 2009). For these tasks, the Energy and Environmental Analysis (EEA) division of ICF International (ICF) examined each technology and technology package in the Draft TSD and assessed their costs and performance potential based on U.S. Department of Energy (DOE) program assessments. ICF also assessed the technologies? other relevant attributes based on data from actual production vehicles and from recently published technical articles in engineering journals. ICF examined technology synergy issues through an ICF in-house model that uses a discrete parameter approach.

Comparison of advanced battery technologies for electric vehicles

Battery technologies of different chemistries, manufacture and geometry were evaluated as candidates for use in Electric Vehicles (EV). The candidate batteries that were evaluated include four single cell and seven multi-cell modules representing four technologies: Lead-Acid, Nickel-Cadmium, Nickel-Metal Hydride and Zinc-Bromide. A standard set of testing procedures for electric vehicle batteries, based on industry accepted testing procedures, and any tests which were specific to individual battery types were used in the evaluations. The batteries were evaluated by conducting performance tests, and by subjecting them to cyclical loading, using a computer controlled charge--discharge cycler, to simulate typical EV driving cycles. Criteria for comparison of batteries were: performance, projected vehicle range, cost, and applicability to various types of EVs. The four battery technologies have individual strengths and weaknesses and each is suited to fill a particular application. None of the batteries tested can fill every EV application.

As the technology is applied to energy exploration and production advances to meet the deepwater challenges beyond the continental shelf, AUVs will be increasingly employed, it is believed. High-level objective of this project is to develop nanoparticle based additive technology to improve friction and wear characteristics of engine oil with a long-term focus to enhance durability and efficiency of engines. The project encompasses a detailed investigation of various chemicals that favors stable boundary film formation and therefore reduce friction and wear of engine components. These active chemicals designed as nanomaterials will be surface-stabilized to gain maximum dispersion stability in a lubricant media. This effort shall be focused with the following objectives in mind: develop active nanoparticle composite, optimize process design, detailed tribological testing and surface characterization, physical and chemical characterization of nanomaterials, and limited component level testing to document friction and wear improvements. Additional motivation is to minimize sulfur/phosphorous contents and lower ash forming components in additives and therefore improve aftertreatment functioning and emission. This effort shall be focused, over a two year funding period: Phase-I will be primarily a feasibility study, which includes selection of components for active nanoparticles, design and formulation, and synthesis of the active nanoparticles, optimize process design, physical and chemical characterization of nanomaterials, tribological testing and document friction and wear improvements. As a continuous effort of the Phase-I, Phase-II will focus on the optimization of the identified nanoparticle-based additives specifically for DOE strategic goal - minimizing S and P contents in additives and lowering ash-forming components. Additional efforts will also be invested in extended component level tribo-testing, manufacturing process scale-up, cost evaluation, and commercial viability assessment. In boundary lubrication, mating surfaces in direct physical contact are in surface asperities dimensional scale. These conditions may benefit from the nanometric size of the advanced nanoparticle lubricants in the following ways: (1) by supplying nano to sub-micron size lubricating agents which reduce friction and wear at the asperity contact zone, (2) by enabling strong metal adsorption and easy wetting, (3) by reacting with the surface to form durable lubricating 'transient transfer' films, sustain high loads and also retain under high temperatures, and (4) by enabling all these at minimal cost and great environmental safety. Suitably designed nanomaterials can significantly lower sulfur and phosphorus level in the lubricant additive pack, and therefore positively impact after-treatment catalyst life and exhaust emissions.

Graduate Automotive Technology Education (GATE) Program: Center of Automotive Technology Excellence in Advanced Hybrid Vehicle Technology at West Virginia University

This report summarizes the technical and educational achievements of the Graduate Automotive Technology Education (GATE) Center at West Virginia University (WVU), which was created to emphasize Advanced Hybrid Vehicle Technology. The Center has supported the graduate studies of 17 students in the Department of Mechanical and Aerospace Engineering and the Lane Department of Computer Science and Electrical Engineering. These students have addressed topics such as hybrid modeling, construction of a hybrid sport utility vehicle (in conjunction with the FutureTruck program), a MEMS-based sensor, on-board data acquisition for hybrid design optimization, linear engine design and engine emissions. Courses have been developed in Hybrid Vehicle Design, Mobile Source Powerplants, Advanced Vehicle Propulsion, Power Electronics for Automotive Applications and Sensors for Automotive Applications, and have been responsible for 396 hours of graduate student coursework. The GATE program also enhanced the WVU participation in the U.S. Department of Energy Student Design Competitions, in particular FutureTruck and Challenge X. The GATE support for hybrid vehicle technology enhanced understanding of hybrid vehicle design and testing at WVU and encouraged the development of a research agenda in heavy-duty hybrid vehicles. As a result, WVU has now completed three programs in hybrid transit bus emissions characterization, and WVU faculty are leading the Transportation Research Board effort to define life cycle costs for hybrid transit buses. Research and enrollment records show that approximately 100 graduate students have benefited substantially from the hybrid vehicle GATE program at WVU.

A Comparative Study on Emerging Electric Vehicle Technology Assessments

Numerous organizations have published reports in recent years that investigate the ever changing world of electric vehicle (EV) technologies and their potential effects on society. Specifically, projections have been made on greenhouse gas (GHG) emissions associated with these vehicles and how they compare to conventional vehicles or hybrid electric vehicles (HEVs). Similar projections have been made on the volumes of oil that these vehicles can displace by consuming large amounts of grid electricity instead of petroleum-based fuels. Finally, the projected rate that these new vehicle fleets will enter the market varies significantly among organizations. New ideas, technologies, and possibilities are introduced often, and projected values are likely to be refined as industry announcements continue to be made. As a result, over time, a multitude of projections for GHG emissions, oil displacement, and market penetration associated with various EV technologies has resulted in a wide range of possible future outcomes. This leaves the reader with two key questions: (1) Why does such a collective range in projected values exist in these reports? (2) What assumptions have the greatest impact on the outcomes presented in these reports? Since it is impractical for an average reader to review and interpret all the various vehicle technology reports published to date, Sentech Inc. and the Oak Ridge National Laboratory have conducted a comparative study to make these interpretations. The primary objective of this comparative study is to present a snapshot of all major projections made on GHG emissions, oil displacement, or market penetration rates of EV technologies. From the extensive data found in relevant publications, the key assumptions that drive each report's analysis are identified and 'apples-to-apples' comparisons between all major report conclusions are attempted. The general approach that was taken in this comparative study is comprised of six primary steps: (1) Search Relevant Literature - An extensive search of recent analyses that address the environmental impacts, market penetration rates, and oil displacement potential of various EV technologies was conducted; (2) Consolidate Studies - Upon completion of the literature search, a list of analyses that have sufficient data for comparison and that should be included in the study was compiled; (3) Identify Key Assumptions - Disparity in conclusions very likely originates from disparity in simple assumptions. In order to compare 'apples-to-apples,' key assumptions were identified in each study to provide the basis for comparing analyses; (4) Extract Information - Each selected report was reviewed, and information on key assumptions and data points was extracted; (5) Overlay Data Points - Visual representations of the comprehensive conclusions were prepared to identify general trends and outliers; and (6) Draw Final Conclusions - Once all comparisons are made to the greatest possible extent, the final conclusions were draw on what major factors lead to the variation in results among studies.

This is the final report in the Zero-Emission Vehicle (ZEV) Technology Assessment, performed for NYSERDA by Booz-Allen & Hamilton Inc. Booz-Allen wrote the final report, and performed the following tasks as part of the assessment: assembled a database of key ZEV organizations, their products or services, and plans; described the current state of ZEV technologies; identified barriers to widespread ZEV deployment and projected future ZEV technical capabilities; and estimated the cost of ZEVs from 1998 to 2004. Data for the ZEV Technology Assessment were obtained from several sources, including the following: existing ZEV industry publications and Booz-Allen files; major automotive original equipment manufacturers; independent electric vehicle manufacturers; battery developers and manufacturers; infrastructure and component developers and manufacturers; the U.S. Department of Energy, the California Air Resources Board, and other concerned government agencies; trade associations such as the Electric Power Research Institute and the Electric Transportation Coalition; and public and private consortia. These sources were contacted by phone, mail, or in person. Some site visits of manufacturers also were conducted. Where possible, raw data were analyzed by Booz-Allen staff and/or verified by independent sources. Performance data from standardized test cycles were used as much as possible.

This task analyzes the candidate hydrogen-fueled vehicles for near-term use in the Southeastern U.S. The purpose of this work is to assess their potential in terms of efficiency and performance. This report compares conventional, hybrid electric vehicles (HEV) with gasoline and hydrogen-fueled internal combustion engines (ICEs) as well as fuel cell and fuel cell hybrids from a technology as well as fuel economy point of view. All the vehicles have been simulated using the Powertrain System Analysis Toolkit (PSAT). First, some background information is provided on recent American automotive market trends and consequences. Moreover, available options are presented for introducing cleaner and more economical vehicles in the market in the future. In this study, analysis of various candidate hydrogen-fueled vehicles is performed using PSAT and, thus, a brief description of PSAT features and capabilities are provided. Detailed information on the simulation analysis performed is also offered, including methodology assumptions, fuel economic results, and conclusions from the findings.

This report describes the approach to estimating the benefits and analysis results for the Heavy Vehicle Technologies activities of the FreedomCar and Vehicle Technologies (FCVT) Program of EERE. The scope of the effort includes: (1) Characterizing baseline and advanced technology vehicles for Class 3-6 and Class 7 and 8 trucks, (2) Identifying technology goals associated with the DOE EERE programs, (3) Estimating the market potential of technologies that improve fuel efficiency and/or use alternative fuels, (4) Determining the petroleum and greenhouse gas emissions reductions associated with the advanced technologies. In FY 05 the Heavy Vehicles program activity expanded its technical involvement to more broadly address various sources of energy loss as compared to focusing more narrowly on engine efficiency and alternative fuels. This broadening of focus has continued in subsequent activities. These changes are the result of a planning effort that occurred during FY 04 and 05. (Ref. 1) This narrative describes characteristics of the heavy truck market as they relate to the analysis, a description of the analysis methodology (including a discussion of the models used to estimate market potential and benefits), and a presentation of the benefits estimated as a result of the adoption of the advanced technologies. The market penetrations are used as part of the EERE-wide integrated analysis to provide final benefit estimates reported in the FY07 Budget Request. The energy savings models are utilized by the FCVT program for internal project management purposes.

Fuel-cycle greenhouse gas emissions impacts of alternative transportation fuels and advanced vehicle technologies.

At an international conference on global warming, held in Kyoto, Japan, in December 1997, the United States committed to reduce its greenhouse gas (GHG) emissions by 7% over its 1990 level by the year 2012. To help achieve that goal, transportation GHG emissions need to be reduced. Using Argonne's fuel-cycle model, I estimated GHG emissions reduction potentials of various near- and long-term transportation technologies. The estimated per-mile GHG emissions results show that alternative transportation fuels and advanced vehicle technologies can help significantly reduce transportation GHG emissions. Of the near-term technologies evaluated in this study, electric vehicles; hybrid electric vehicles; compression-ignition, direct-injection vehicles; and E85 flexible fuel vehicles can reduce fuel-cycle GHG emissions by more than 25%, on the fuel-cycle basis. Electric vehicles powered by electricity generated primarily from nuclear and renewable sources can reduce GHG emissions by 80%. Other alternative fuels, such as compressed natural gas and liquefied petroleum gas, offer limited, but positive, GHG emission reduction benefits. Among the long-term technologies evaluated in this study, conventional spark ignition and compression ignition engines powered by alternative fuels and gasoline- and diesel-powered advanced vehicles can reduce GHG emissions by 10% to 30%. Ethanol dedicated vehicles, electric vehicles, hybrid electric vehicles, and fuel-cell vehicles can reduce GHG emissions by over 40%. Spark ignition engines and fuel-cell vehicles powered by cellulosic ethanol and solar hydrogen (for fuel-cell vehicles only) can reduce GHG emissions by over 80%. In conclusion, both near- and long-term alternative fuels and advanced transportation technologies can play a role in reducing the United States GHG emissions.
