    In April, 1996, the R.W. Beckett Corporation became aware of a series of apparently unrelated symptoms that made the leadership of the company concerned that there could be a fuel oil quality problem. A task force of company employees and industry consultants was convened to address the topic of current No. 2 heating oil quality and its effect on burner performance. The task force studied changes in fuel oil specifications and trends in properties that have occurred over the past few years. Experiments were performed at Beckett and Brookhaven National Laboratory to understand the effect of changes in some fuel oil properties. Studies by other groups were reviewed, and field installations were inspected to gain information about the performance of fuel oil that is currently being used in the U.S. and Canada. There was a special concern about the use of red dye in heating oils and the impact of sulfur levels due to the October, 1993 requirement of low sulfur (<0.05%) for on-highway diesel fuel. The results of the task force`s efforts were published in July, 1996. The primary conclusion of the task force was that there is not a crisis or widespread general problem with fuel oil quality. Localized problems that were seen may have been related to refinery practices and/or non-traditional fuel sources. System cleanliness is very important and the cause of many oil burner system problems. Finally, heating oil quality should get ongoing careful attention by Beckett engineering personnel and heating oil industry groups.

    The Federal Fleet Conversion Task Force was created by Executive Order 12844, signed by President Clinton on April 21, 1993. In the Order, the President directed that purchases of alternative fueled vehicles by the Federal Government be substantially increased beyond the levels required by current law. The President charged the Task Force with developing recommendations for carrying out the Executive Order, with special emphasis on setting a course that will lead to the widespread use of alternative fueled vehicles by Federal, State, and local government fleets, by private fleets and, ultimately, by individuals. The chief recommendation of the Task Force is the establishment of a Presidential Clean Cities Initiative. To support creation of the Presidential Initiative, the Task Force identified 38 cities and regions, prioritized into three tiers, for concentrating the Initiative`s efforts in Fiscal Years 1994 through 1996. This concentration of effort is key to the effectiveness of the Initiative. The 38 cities and regions would receive priority funding for Federal vehicle purchases and for infrastructure development. In addition, the Task Force has made specific recommendations for overcoming numerous regulatory, economic, and technical barriers that have slowed the introduction of alternative fueled vehicles into general use.

    Muon Colliders offer a possible long term path to lepton-lepton collisions at center-of-mass energies {radical}s {ge} 1 TeV. In October 2006 the Muon Collider Task Force (MCTF) proposed a program of advanced accelerator R&D aimed at developing the Muon Collider concept. The proposed R&D program was motivated by progress on Muon Collider design in general, and in particular, by new ideas that have emerged on muon cooling channel design. The scope of the proposed MCTF R&D program includes muon collider design studies, helical cooling channel design and simulation, high temperature superconducting solenoid studies, an experimental program using beams to test cooling channel RF cavities and a 6D cooling demonstration channel. The first year of MCTF activities are summarized in this report together with a brief description of the anticipated FY08 R&D activities. In its first year the MCTF has made progress on (1) Muon Collider ring studies, (2) 6D cooling channel design and simulation studies with an emphasis on the HCC scheme, (3) beam preparations for the first HPRF cavity beam test, (4) preparations for an HCC four-coil test, (5) further development of the MANX experiment ideas and studies of the muon beam possibilities at Fermilab, (6) studies of how to integrate RF into an HCC in preparation for a component development program, and (7) HTS conductor and magnet studies to prepare for an evaluation of the prospects for of an HTS high-field solenoid build for a muon cooling channel.

    Several U.S. Department of Defense base studies have been conducted to identify potential U.S. Department of Defense transportation systems that are strong candidates for introduction or expansion of plug-in electric vehicles (PEVs). This study is focused on the Naval Air Station Whidbey Island (NASWI) located in Washington State. Task 1 consisted of a survey of the non-tactical fleet of vehicles at NASWI to begin the review of vehicle mission assignments and types of vehicles in service. In Task 2, daily operational characteristics of vehicles were identified to select vehicles for further monitoring and attachment of data loggers. Task 3 recorded vehicle movements in order to characterize the vehicles’ missions. The results of the data analysis and observations were provided. Individual observations of the selected vehicles provided the basis for recommendations related to PEV adoption, i.e., whether a battery electric vehicle (BEV) or plug-in hybrid electric vehicle (PHEV) (collectively PEVs) can fulfill the mission requirements. It also provided the basis for recommendations related to placement of PEV charging infrastructure. This report focuses on an implementation plan for the near-term adoption of PEVs into the NASWI fleet.

    Fermi National Accelerator Laboratory convened the ILC Citizens' Task Force to provide guidance and advice to the laboratory to ensure that community concerns and ideas are included in all public aspects of planning and design for a proposed future accelerator, the International Linear Collider. In this report, the members of the Task Force describe the process they used to gather and analyze information on all aspects of the proposed accelerator and its potential location at Fermilab in northern Illinois. They present the conclusions and recommendations they reached as a result of the learning process and their subsequent discussions and deliberations. While the Task Force was charged to provide guidance on the ILC, it became clear during the process that the high cost of the proposed accelerator made a near-term start for the project at Fermilab unlikely. Nevertheless, based on a year of extensive learning and dialogue, the Task Force developed a series of recommendations for Fermilab to consider as the laboratory develops all successor projects to the Tevatron. The Task Force recognizes that bringing a next-generation particle physics project to Fermilab will require both a large international effort and the support of the local community. While the Task Force developed its recommendations in response to the parameters of a future ILC, the principles they set forth apply directly to any large project that may be conceived at Fermilab, or at other laboratories, in the future. With this report, the Task Force fulfills its task of guiding Fermilab from the perspective of the local community on how to move forward with a large-scale project while building positive relationships with surrounding communities. The report summarizes the benefits, concerns and potential impacts of bringing a large-scale scientific project to northern Illinois.

    The Office of Secretary of Defense (OSD) Power Surety Task Force was officially created in early 2008, after nearly two years of work in demand reduction and renewable energy technologies to support the Warfighter in Theater. The OSD Power Surety Task Force is tasked with identifying efficient energy solutions that support mission requirements. Spray foam insulation demonstrations were recently expanded beyond field structures to include military housing at Ft. Belvoir. Initial results to using the foam in both applications are favorable. This project will address the remaining key questions: (1) Can this technology help to reduce utility costs for the Installation Commander? (2) Is the foam cost effective? (3) What application differences in housing affect those key metrics? The critical need for energy solutions in Hawaii and the existing relationships among Sandia, the Department of Defense (DOD), the Department of Energy (DOE), and Forest City, make this location a logical choice for a foam demonstration. This project includes application and analysis of foam to a residential duplex at the Waikulu military community on Oahu, Hawaii, as well as reference to spray foam applied to a PACOM facility and additional foamed units on Maui, conducted during this project phase. This report concludes the analysis and describes the utilization of foam insulation at military housing in Hawaii and the subsequent data gathering and analysis.

    This report documents the Government Applications Task Force (GATF) Buried Waste Project. The project was initiated as a field investigation and verification of the 1994 Strategic Environmental Research and Development Program`s (SERDP) Buried Waste Identification Project results. The GATF project team included staff from three US Department of Energy (DOE) Laboratories [Oak Ridge National Laboratory (ORNL), Los Alamos National Laboratory (LANL), and the Savannah River Technology Center (SRTC)] and from the National Exploitation Laboratory. Similar studies were conducted at each of the three DOE laboratories to demonstrate the effective use of remote sensing technologies. The three locations were selected to assess differences in buried waste signatures under various environmental conditions (i.e., climate, terrain, precipitation, geology, etc.). After a brief background discussion of the SERDP Project, this report documents the field investigation (ground truth) results from the 1994--1995 GATF Buried Waste Study at ORNL`s Waste Area Grouping (WAG) 4. Figures for this report are located in Appendix A.

    This task analyzes the candidate hydrogen-fueled vehicles for near-term use in the Southeastern U.S. The purpose of this work is to assess their potential in terms of efficiency and performance. This report compares conventional, hybrid electric vehicles (HEV) with gasoline and hydrogen-fueled internal combustion engines (ICEs) as well as fuel cell and fuel cell hybrids from a technology as well as fuel economy point of view. All the vehicles have been simulated using the Powertrain System Analysis Toolkit (PSAT). First, some background information is provided on recent American automotive market trends and consequences. Moreover, available options are presented for introducing cleaner and more economical vehicles in the market in the future. In this study, analysis of various candidate hydrogen-fueled vehicles is performed using PSAT and, thus, a brief description of PSAT features and capabilities are provided. Detailed information on the simulation analysis performed is also offered, including methodology assumptions, fuel economic results, and conclusions from the findings.

The Task Force was established in June 1990 by the European Commission and the White House Office of Science and Technology Policy. The Task Force has acted as an effective forum for discussion, coordination, and development of new ideas for the last 18 years. Task Force members are European Commission and US Government science and technology administrators who meet annually to enhance communication across the Atlantic, and to encourage collaborative research. Through sponsoring workshops, and other activities, the Task Force also brings together scientific leaders and early career researchers from both sides of the Atlantic to forecast research challenges and opportunities and to promote better links between researchers. Over the years, by keeping a focus on the future of science, the Task Force has played a key role in establishing a diverse range of emerging scientific fields, including biodiversity research, neuroinformatics, genomics, nanobiotechnology, neonatal immunology, transkingdom molecular biology, biologically-based fuels, and environmental biotechnology. The EC-US Task Force has sponsored a number of Working Groups on topics of mutual transatlantic interest. The idea to create a Working Group on Environmental Biotechnology research was discussed in the Task Force meeting of October 1993. The EC-US Working Group on Environmental Biotechnology set as its mission 'To train the next generation of leaders in environmental biotechnology in the United States and the European Union to work collaboratively across the Atlantic.' Since 1995, the Working Group supported three kinds of activities, all of which focus one early career scientists: (1) Workshops on the use of molecular methods and genomics in environmental biotechnology; (2) Short courses with theoretical, laboratory

    Battelle Energy Alliance, LLC, managing and operating contractor for the U.S. Department of Energy’s Idaho National Laboratory, is the lead laboratory for the U.S. Department of Energy’s advanced vehicle testing. Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America (Intertek) to conduct several U.S. Department of Defense-based studies to identify potential U.S. Department of Defense transportation systems that are strong candidates for introduction or expansion of plug-in electric vehicles (PEVs). Task 1 consisted of a survey of the non-tactical fleet of vehicles at Marine Corps Base Camp Lejeune to begin the review of vehicle mission assignments and types of vehicles in service. Task 2 selected vehicles for further monitoring and involved identifying daily operational characteristics of these select vehicles. Data logging of vehicle movements was initiated in order to characterize the vehicle’s mission. The Task 3 vehicle utilization report provided results of the data analysis and observations related to the replacement of current vehicles with PEVs. Finally, this report provides an assessment of charging infrastructure required to support the suggested PEV replacements. Intertek acknowledges the support of Idaho National Laboratory, Marine Corps headquarters, and Marine Corps Base Camp Lejeune Fleet management and personnel for participation in this study.     In 2005 a global effort was initiated to conduct studies for a baseline recommendation for the various components of the International Linear Collider (ILC). Work for the damping rings was subdivided in a number of tasks. This Report contains the contribution to this effort by the Authors as Coordinators of the Task Force on space charge. (A slightly reduced version of this document can also be found as part of the ''Configuration Studies and Recommendations for the ILC Damping Rings'', Edts. A. Wolski, et al., LBNL-59449.) The studies documented in this Report were carried out for several of the reference lattices considered for the baseline recommendation. Space charge effects were found to be quite noticeable in the lattices with the longest circumference. Although it does not appear that they could prevent operation of any machine having such lattices they do favor a choice of a ring design with shorter ({approx}6km) circumference at 5 GeV.

    The International PV Quality Assurance Task Force is developing a rating system that provides comparative information about the relative durability of PV modules. Development of accelerated stress tests that can provide such comparative information is seen as a major step toward being able to predict PV module service life. This paper will provide details of the ongoing effort to determine the format of such an overall module rating system. The latest proposal is based on using three distinct climate zones as defined in IEC 60721-2-1 for two different mounting systems. Specific stresses beyond those used in the qualification tests are being developed for each of the selected climate zones.

    This report summarizes the testing program of NACE Task Force T-1 F-24 addressing the sulfide stress cracking resistance (SSC) of weldments. Three alloys were welded, postweld heat treated (PWHT), and tested for resistance to sulfide stress cracking (SSC) The alloys tested included AISI 4130, 2 1/4 Cr-1Mo, and Type 410 stainless steel. Resistance to SSC was evaluated using NACE TM0177 procedure. Performance of welded specimens was compared to base metal samples. The welding and PWHT procedures used were similar to those successfully used in industry practice today. With the exception of a lower strength, normalized, 2 1/4 Cr-1Mo weldments, the SSC of weldments was less than that of the base metal.

They have worked diligently to identify ways in which Idaho can position itself to benefit from potential carbon-related federal legislation, including identifying opportunities for Idaho to engage in carbon sequestration efforts, barriers to development of these options, and ways in which these barriers can be overcome. These are the experts to which we will turn when faced with federal greenhouse gas-related legislation and how we should best react to protect and provide for Idaho’s interests. Note that the conclusions and recommended options in this report are not intended to be exhaustive, but rather form a starting point for an informed dialogue regarding the way-forward in developing Idaho energy resources.

    Carbon capture and storage (CCS) refers to a set of technologies that can greatly reduce carbon dioxide (CO{sub 2}) emissions from new and existing coal- and gas-fired power plants, industrial processes, and other stationary sources of CO{sub 2}. In its application to electricity generation, CCS could play an important role in achieving national and global greenhouse gas (GHG) reduction goals. However, widespread cost-effective deployment of CCS will occur only if the technology is commercially available and a supportive national policy framework is in place. In keeping with that objective, on February 3, 2010, President Obama established an Interagency Task Force on Carbon Capture and Storage composed of 14 Executive Departments and Federal Agencies. The Task Force, co-chaired by the Department of Energy (DOE) and the Environmental Protection Agency (EPA), was charged with proposing a plan to overcome the barriers to the widespread, cost-effective deployment of CCS within ten years, with a goal of bringing five to ten commercial demonstration projects online by 2016. Composed of more than 100 Federal employees, the Task Force examined challenges facing early CCS projects as well as factors that could inhibit widespread commercial deployment of CCS. In developing the findings and recommendations outlined in this report, the Task Force relied on published literature and individual input from more than 100 experts and stakeholders, as well as public comments submitted to the Task Force. The Task Force also held a large public meeting and several targeted stakeholder briefings. While CCS can be applied to a variety of stationary sources of CO{sub 2}, its application to coal-fired power plant emissions offers the greatest potential for GHG reductions. Coal has served as an important domestic source of reliable, affordable energy for decades, and the coal industry has provided stable and quality high-paying jobs for American workers.     The ultimate goal of the U.S. Transport Task Force is to develop a physics-based understanding of confinement and particle, momentum and heat transport in magnetic fusion devices. This understanding should be of sufficient depth that it allows the development of predictive models of plasma transport that can be validated against experiment, and then used to anticipate the future performance of burning plasmas in ITER, as well as to provide guidance to the design of next-step fusion nuclear science facilities. To achieve success in transport science, it is essential to characterize local fluctuations and transport in toroidal plasmas, to understand the basic mechanisms responsible for transport, and ultimately to control these transport processes. These goals must be pursued in multiple areas, including ion and electron thermal transport, particle and momentum transport, the physics of H-modes and the edge pedestal, Internal Transport Barriers, energetic particle transport and 3D effects on all the underlying transport processes. Demonstrating our understanding requires multiple, successful, quantitative tests of theory, simulation and modeling using experimental results in fusion-relevant and basic plasmas (i.e., verification and validation). The 2014 U.S. TTF meeting was held in April 2014 in San Antonio TX to provide a forum for leading scientists focused on the study of transport of particles, momentum and heat in fusion plasmas. Approximately 110 scientists from the US and several from the EU and from China attended and heard oral talks on recent transport results. Several poster sessions were also held. One day of plenary talks were followed by Breakout sessions and poster sessions that were held on focused topics, including L-H transition physics, energetic particles, transport in high performance plasmas, divertor particle and heat flux management and innovative divertor designs, fundamental turbulence studies, end edge transport shortfall.     The Union for International Cancer Control (UICC) is a membership-based, non-governmental organization with a mandate to to unite the cancer community to reduce the global cancer burden, to promote greater equity, and to integrate cancer control into the world health and development agenda. COMP is an associate member of the UICC. It is well recognized by the UICC that there are major gaps between high, and low and middle income countries, in terms of access to cancer services including access to radiation therapy. In this context, the UICC has developed a Global Task Force on Radiotherapy for Cancer Control with a charge to answer a single question: What does it cost to close the gap between what exists today and reasonable access to radiotherapy globally? The Task Force consists of leaders internationally recognized for their radiation treatment related expertise (radiation oncologists, medical physicists, radiation therapists) as well as those with global health and economics specialization. The Task Force has developed three working groups: (1) to look at the global burden of cancer; (2) to look at the infrastructure requirements (facilities, equipment, personnel); and (3) to consider outcomes in terms of numbers of lives saved and palliated patients. A report is due at the World Cancer Congress in December 2014. This presentation reviews the infrastructure considerations under analysis by the second work group. The infrastructure parameters being addressed include capital costs of buildings and equipment and operating costs, which include human resources, equipment servicing and quality control, and general overhead.

    The development of an advanced dynamic model for aeroelastic hypersonic vehicles powered by air breathing engines requires an adequate engine model. This report provides a discussion of some of the more important features of supersonic combustion and their relevance to the analysis and design of supersonic ramjet engines. Of particular interest are those aspects of combustion that impact the control of the process. Furthermore, the report summarizes efforts to enhance the aeropropulsive/aeroelastic dynamic model developed at the Aerospace Research Center of Arizona State University by focusing on combustion and improved modeling of this flow. The expanded supersonic combustor model described here has the capability to model the effects of friction, area change, and mass addition, in addition to the heat addition process. A comparison is made of the results from four cases: (1) heat addition only; (2) heat addition plus friction; (3) heat addition, friction, and area reduction, and (4) heat addition, friction, area reduction, and mass addition. The relative impact of these effects on the Mach number, static temperature, and static pressure distributions within the combustor are then shown. Finally, the effects of frozen versus equilibrium flow conditions within the exhaust plume is discussed.

See Appendix 1 for a review of terminology related to reporting limits. The Beryllium Health and Safety Committee (BHSC) formed a Sampling and Analysis Subcommittee (SAS) in 2003. The SAS established a working group on accreditation and reporting limits. By 2006 it had become evident that the issues extended to data reporting as a whole. The SAS proposed to the BHSC the formation of a Data Reporting Task Force (DRTF) to consider issues related to data reporting. The BHSC Board agreed, and requested that the DRTF generate a white paper, to be offered by the BHSC to potential interested parties such as the DOE policy office that is responsible for beryllium health and safety policy. It was noted that additional products could include detailed guidance and potentially a journal article in the future. The SAS proposed that DRTF membership represent the affected disciplines (chemists, industrial hygiene professionals and statisticians, and the DOE office that is responsible for beryllium health and safety policy). The BHSC Board decided that DRTF membership should come from DOE sites, since the focus would be on reporting in the context of the TS and the Rule. The DRTF came into existence in late 2006. The DRTF membership includes industrial hygienists, analytical chemists and laboratory managers, members of the regulatory and oversight community, and environmental statisticians. A first White Paper, ''Summary of Issues and Path Forward'', was reviewed by the BHSC in March 2007 and issued by the DRTF in June 2007. It describes the charter of the DRTF, introduces some basic terminology (reproduced here in Appendix 1), lays out the issues the DRTF is expected to address, and describes a path forward for the DRTF's work.     The Organization for Economic Cooperation and Development /Nuclear Energy Agency (OECD/NEA) Nuclear Science Committee approved the formation of an Expert Group on Accident Tolerant Fuel (ATF) for LWRs (EGATFL) in 2014. Chaired by Kemal Pasamehmetoglu, INL Associate Laboratory Director for Nuclear Science and Technology, the mandate for the EGATFL defines work under three task forces: (1) Systems Assessment, (2) Cladding and Core Materials, and (3) Fuel Concepts. Scope for the Systems Assessment task force includes definition of evaluation metrics for ATF, technology readiness level definition, definition of illustrative scenarios for ATF evaluation, parametric studies, and selection of system codes. The Cladding and Core Materials and Fuel Concepts task forces will identify gaps and needs for modeling and experimental demonstration; define key properties of interest; identify the data necessary to perform concept evaluation under normal conditions and illustrative scenarios; identify available infrastructure (internationally) to support experimental needs; and make recommendations on priorities. Where possible, considering proprietary and other export restrictions (e.g., International Traffic in Arms Regulations), the Expert Group will facilitate the sharing of data and lessons learned across the international group membership. The Systems Assessment Task Force is chaired by Shannon Bragg-Sitton (INL), while the Cladding Task Force will be chaired by a representative from France (Marie Moatti, Electricite de France [EdF]) and the Fuels Task Force will be chaired by a representative from Japan (Masaki Kurata, Japan Atomic Energy Agency [JAEA]).   4. Plug-In Hybrid Electric Vehicle Value Proposition Study: Phase 1, Task 3: Technical Requirements and Procedure for Evaluation of One Scenario

    In Task 2, the project team designed the Phase 1 case study to represent the 'baseline' plug-in hybrid electric vehicle (PHEV) fleet of 2030 that investigates the effects of seventeen (17) value propositions (see Table 1 for complete list). By creating a 'baseline' scenario, a consistent set of assumptions and model parameters can be established for use in more elaborate Phase 2 case studies. The project team chose southern California as the Phase 1 case study location because the economic, environmental, social, and regulatory conditions are conducive to the advantages of PHEVs. Assuming steady growth of PHEV sales over the next two decades, PHEVs are postulated to comprise approximately 10% of the area's private vehicles (about 1,000,000 vehicles) in 2030. New PHEV models introduced in 2030 are anticipated to contain lithium-ion batteries and be classified by a blended mileage description (e.g., 100 mpg, 150 mpg) that demonstrates a battery size equivalence of a PHEV-30. Task 3 includes the determination of data, models, and analysis procedures required to evaluate the Phase 1 case study scenario. Some existing models have been adapted to accommodate the analysis of the business model and establish relationships between costs and value to the respective consumers. Other data, such as the anticipated California generation mix and southern California drive cycles, have also been gathered for use as inputs. The collection of models that encompasses the technical, economic, and financial aspects of Phase 1 analysis has been chosen and is described in this deliverable. The role of PHEV owners, utilities (distribution systems, generators, independent system operators (ISO), aggregators, or regional transmission operators (RTO)), facility owners, financing institutions, and other third parties are also defined.

    The report provides essential information on the design and operation of liquefied natural gas (LNG) fueling stations for fleet vehicles. The report serves to evaluate current practices in LNG fleet vehicle fueling station designs, and provide fleet operators with a tool for use in discussions with permitting agencies, engineering firms, fabricators, and contractors who permit, design, or construct LNG fueling stations. Representative sites (i.e., LNG fueling stations) were evaluated for technical feasibility, customer satisfaction, economics, operating and maintenance history, problems encountered/overcome, and regulatory environment. The compiled information in this report reveals that LNG fueling stations have advanced to the point where LNG is a viable alternative to gasoline and/or diesel fuel.

    The Interagency Coal Export Task Force was formed in the Spring of 1980 at the direction of the President, in support of the international efforts of the United States, encouraging the use of coal. Its purpose was to report on possible courses of action to increase United States steam coal exports in a manner consistent with other national policies, including our commitment to environmental protection. The Task Force assembled existing data, developed significant new information regarding the international coal market and undertook analyses of apparent problems underlying coal exports. The Task Force contributed to a public awareness of the fact that increased coal exports will serve both the domestic and international interests of the United States. Based upon extensive, independent field studies in Europe and the Far East, the Task Force concludes that there will be significant growth in world demand for steam coal. Such growth has already begun, has contributed to the almost seven-fold increase in United States overseas steam coal exports for 1990 over 1979, and is expected to continue beyond the end of this century. The growth in world steam coal trade projected in the report does not guarantee United States coal exporters a large or expanding share of the market. The United States' role depends on the buying strategies of the consuming countries, the policies and prices of competing exporters, and the actions taken by the United States to maintain reasonable prices, prompt delivery and dependable quality. Projections of United States steam coal exports, therefore, rest upon a number of highly uncertain factors which are discussed in some detail.

    The purpose of this guide is to describe each of the series of records identified in the documents of the Y-12 Mercury Task Force Files that pertain to the use of mercury in the separation and enrichment of lithium isotopes at the Department of Energy`s (DOE) Y-12 Plant in Oak Ridge, Tennessee. History Associates Incorporated (HAI) prepared this guide as part of DOE`s Epidemiologic Records Inventory Project, which seeks to verify and conduct inventories of epidemiologic and health-related records at various DOE and DOE contractor sites. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in the project. Specific attention will be given to the history of the DOE-Oak Ridge Reservation, the development of the Y-12 Plant, and the use of mercury in the production of nuclear weapons during the 1950s and early 1960s. This introduction provides background information on the Y-12 Mercury Task Force Files, an assembly of documents resulting from the 1983 investigation of the Mercury Task Force into the effects of mercury toxicity upon workplace hygiene and worker health, the unaccountable loss of mercury, and the impact of those losses upon the environment. This introduction also explains the methodology used in the selection and inventory of these record series. Other topics include the methodology used to produce this guide, the arrangement of the detailed record series descriptions, and information concerning access to the collection.

    The Plug-In Hybrid Electric Vehicle (PHEV) Value Propositions Workshop held in Washington, D.C. in December 2007 served as the Task 1 Milestone for this study. Feedback from all five Workshop breakout sessions has been documented in a Workshop Summary Report, which can be found at www.sentech.org/phev. In this report, the project team compiled and presented a comprehensive list of potential value propositions that would later serve as a 'grab bag' of business model components in Task 2. After convening with the Guidance and Evaluation Committee and other PHEV stakeholders during the Workshop, several improvements to the technical approach were identified and incorporated into the project plan to present a more realistic and accurate case study and evaluation. The assumptions and modifications that will have the greatest impact on the case study selection process in Task 2 are described in more detail in this deliverable. The objective of Task 2 is to identify the combination of value propositions that is believed to be achievable by 2030 and collectively hold promise for a sustainable PHEV market by 2030. This deliverable outlines what the project team (with input from the Committee) has defined as its primary scenario to be tested in depth for the remainder of Phase 1. Plans for the second and third highest priority/probability business scenarios are also described in this deliverable as proposed follow up case studies in Phase 2. As part of each case study description, the proposed utility system (or subsystem), PHEV market segment, and facilities/buildings are defined.

    The UN Secretary General established the Sustainable Energy for All initiative in order to guide and support efforts to achieve universal access to modern energy, rapidly increase energy efficiency, and expand the use of renewable energies. Task forces were formed involving prominent energy leaders and experts from business, government, academia and civil society worldwide. The goal of the Task Forces is to inform the implementation of the initiative by identifying challenges and opportunities for achieving its objectives. This report contains the findings of Task Force Two which is dedicated energy efficiency and renewable energy objectives. The report shows that doubling the rate of energy efficiency improvements and doubling the share of energy from renewable sources by 2030 is challenging but feasible if sufficient actions are implemented. Strong and well-informed government policies as well as extensive private investment should focus on the high impact areas identified by the task force.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

  13. Control of Multiple Robotic Sentry Vehicles

    As part of a project for the Defense Advanced Research Projects Agency, Sandia National Laboratories is developing and testing the feasibility of using of a cooperative team of robotic sentry vehicles to guard a perimeter and to perform surround and diversion tasks. This paper describes on-going activities in the development of these robotic sentry vehicles. To date, we have developed a robotic perimeter detection system which consists of eight ''Roving All Terrain Lunar Explorer Rover'' (RATLER{trademark}) vehicles, a laptop-based base-station, and several Miniature Intrusion Detection Sensors (MIDS). A radio frequency receiver on each of the RATLER vehicles alerts the sentry vehicles of alarms from the hidden MIDS. When an alarm is received, each vehicle decides whether it should investigate the alarm based on the proximity of itself and the other vehicles to the alarm. As one vehicle attends an alarm, the other vehicles adjust their position around the perimeter to better prepare for another alarm. We have also demonstrated the ability to drive multiple vehicles in formation via tele-operation or by waypoint GPS navigation. This is currently being extended to include mission planning capabilities. At the base-station, the operator can draw on an aerial map the goal regions to be surrounded and the repulsive regions to be avoided. A potential field path planner automatically generates a path from the vehicles' current position to the goal regions while avoiding the repulsive regions and the other vehicles. This path is previewed to the operator before the regions are downloaded to the vehicles. The same potential field path planner resides on the vehicle, except additional repulsive forces from on-board proximity sensors guide the vehicle away from unplanned obstacles.

    In April 1990, Wright-Patterson Air Force Base (WPAFB), initiated an investigation to evaluate a potential Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) removal action to prevent, to the extent practicable, the offsite migration of contaminated ground water from WPAFB. WPAFB retained the services of the Environmental Management Operations (EMO) and its principle subcontractor, International Technology Corporation (IT) to complete Phase 1 of the environmental investigation of ground-water contamination at WPAFB. Phase 1 of the investigation involves the short-term evaluation and potential design for a program to remove ground-water contamination that appears to be migrating across the western boundary of Area C, and across the northern boundary of Area B along Springfield Pike. Primarily, Task 4 of Phase 1 focuses on collection of information at the Area C and Springfield Pike boundaries of WPAFB. This Sampling and Analysis Plan (SAP) has been prepared to assist in completion of the Task 4 field investigation and is comprised of the Quality Assurance Project Plan (QAPP) and the Field Sampling Plan (FSP).

  20. Vehicle Ancillary Load Reduction Project Close-Out Report: An Overview of the Task and a Compilation of the Research Results

    The amount of fuel used for climate control in U.S. vehicles reduces the fuel economy of more than 200 million light-duty conventional vehicles and thus affects U.S. energy security. Researchers at the DOE National Renewable Energy Laboratory estimated that the United States consumes about 7 billion gallons of fuel per year for air-conditioning (A/C) light-duty vehicles. Using a variety of tools, NREL researchers developed innovative techniques and technologies to reduce the amount of fuel needed for these vehicles' ancillary loads. For example, they found that the A/C cooling capacity of 5.7 kW in a Cadillac STS could be reduced by 30% while maintaining a cooldown performance of 30 minutes. A simulation showed that reducing the A/C load by 30% decreased A/C fuel consumption by 26%. Other simulations supported the great potential for improving fuel economy by using new technologies and techniques developed to reduce ancillary loads.

  1. Challenges for the vehicle tester in characterizing hybrid electric vehicles

    Many problems are associated with applying test methods, like the Federal Test Procedure (FTP), for HEVs. Although there has been considerable progress recently in the area of HEV test procedure development, many challenges are still unsolved. A major hurdle to overcoming the challenges of developing HEV test procedures is the lack of HEV designs available for vehicle testing. Argonne National Laboratory has tested hybrid electric vehicles (HEVs) built by about 50 colleges and universities from 1994 to 1997 in annual vehicle engineering competitions sponsored in part by the U.S. Department of Energy (DOE). From this experience, the Laboratory has gathered information about the basics of HEV testing and issues important to successful characterization of HEVs. A collaboration between ANL and the Society of Automotive Engineer`s (SAE) HEV Test Procedure Task Force has helped guide the development of test protocols for their proposed procedures (draft SAE J1711) and test methods suited for DOE vehicle competitions. HEVs use an electrical energy storage device, which requires that HEV testing include more time and effort to deal with the effects of transient energy storage as the vehicle is operating in HEV mode. HEV operation with electric-only capability can be characterized by correcting the HEV mode data using results from electric-only operation. HEVs without electric-only capability require multiple tests conducted to form data correlations that enable the tester to find the result that corresponds to a zero net change in SOC. HEVs that operate with a net depletion of charge cannot be corrected for battery SOC and are characterized with emissions and fuel consumption results coupled with the electrical energy usage rate. 9 refs., 8 figs.

    An investigation was conducted on the emissions and efficiency from hydrogen blended compressed natural gas (CNG) in light duty vehicles. The different blends used in this investigation were 0%, 15%, 30%, 50%, 80%, 95%, and ~100% hydrogen, the remainder being compressed natural gas. The blends were tested using a Ford F-150 and a Chevrolet Silverado truck supplied by Arizona Public Services. Tests on emissions were performed using four different driving condition tests. Previous investigation by Don Karner and James Frankfort on a similar Ford F-150 using a 30% hydrogen blend showed that there was substantial reduction when compared to gasoline in carbon monoxide (CO), nitrogen oxide (NOx), and carbon dioxide (CO2) emissions while the reduction in hydrocarbon (HC) emissions was minimal. This investigation was performed using different blends of CNG and hydrogen to evaluate the emissions reducing capabilities associated with the use of the different fuel blends. The results were then tested statistically to confirm or reject the hypotheses on the emission reduction capabilities. Statistically analysis was performed on the test results to determine whether hydrogen concentration in the HCNG had any effect on the emissions and the fuel efficiency. It was found that emissions from hydrogen blended compressed natural gas were a function of driving condition employed. Emissions were found to be dependent on the concentration of hydrogen in the compressed natural gas fuel blend.

    Activities during the first quarter centered around integrating the new participants into the program. A meeting of the Site Operators, in conjunction with the first meeting of the Electric Vehicle Users Task Force, was held in October. A second meeting of the Task Force was held in December. During these meetings the new contractual requirements were explained to the participants. The Site Operator Data Base was distributed and explained. The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG G. Representatives from Arizona Public Service, Texas A M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.

    There are various kinds of autonomous vehicles (AV`s) which can operate with varying levels of autonomy. This paper is concerned with underwater, ground, and aerial vehicles operating in a fully autonomous (nonteleoperated) mode. Further, this paper deals with AV`s as a special kind of device, rather than full-scale manned vehicles operating unmanned. The distinction is one in which the AV is likely to be designed for autonomous operation rather than being adapted for it as would be the case for manned vehicles. The authors provide a survey of the technological progress that has been made in AV`s, the current research issues and approaches that are continuing that progress, and the applications which motivate this work. It should be noted that issues of control are pervasive regardless of the kind of AV being considered, but that there are special considerations in the design and operation of AV`s depending on whether the focus is on vehicles underwater, on the ground, or in the air. The authors have separated the discussion into sections treating each of these categories.

    A thermoelectric generator for producing electric power for a motor vehicle from the heat of the exhaust gasses produced by the engine of the motor vehicle. The exhaust gasses pass through a finned heat transfer support structure which has seat positions on its outside surface for the positioning of thermoelectric modules. A good contact cylinder provides a framework from which a spring force can be applied to the thermoelectric modules to hold them in good contact on their seats on the surface of the heat transfer support structure.

    Activities during the second quarter included the second meeting of the Site Operators in Phoenix, AZ in late April. The meeting was held in conjunction with the Solar and Electric 500 Race activities. Delivery of vehicles ordered previously has begun, although two of the operators are experiencing some delays in receiving their vehicles. Public demonstration activities continue, with an apparent increasing level of awareness and interest being displayed by the public. Initial problems with the Site Operator Database have been corrected and revised copies of the program have been supplied to the Program participants. Operating and Maintenance data is being supplied and submitted to INEL on a monthly basis. Interest in the Site Operator Program is being reflected in requests for information from several organizations from across the country, representing a wide diversity of interests. These organizations have been referred to existing Site Operators with the explanation that the program will not be adding new participants, but that most of the existing organizations are willing to work with other groups. The exception to this was the addition of Potomac Electric Power Company (PEPCO) to the program. PEPCO has been awarded a subcontract to operate and maintain the DOE owned G-Van and Escort located in Washington, DC. They will provide data on these vehicles, as well as a Solectria Force which PEPCO has purchased. The Task Force intends to be actively involved in the infrastructure development in a wide range of areas. These include, among others, personnel development, safety, charging, and servicing. Work continues in these areas. York Technical College (YORK) has completed the draft outline for the EV Technician course. This is being circulated to organizations around the country for comments. Kansas State University (KSU) is working with a private sector company to develop a energy dispensing meter for opportunity charging in public areas.

    This report documents refined requirements for tools to aid the process of force design in Operations Other Than War (OOTWs). It recommends actions for the creation of one tool and work on other tools relating to mission planning. It also identifies the governmental agencies and commands with interests in each tool, from whom should come the user advisory groups overseeing the respective tool development activities. The understanding of OOTWs and their analytical support requirements has matured to the point where action can be taken in three areas: force design, collaborative analysis, and impact analysis. While the nature of the action and the length of time before complete results can be expected depends on the area, in each case the action should begin immediately. Force design for OOTWs is not a technically difficult process. Like force design for combat operations, it is a process of matching the capabilities of forces against the specified and implied tasks of the operation, considering the constraints of logistics, transport and force availabilities. However, there is a critical difference that restricts the usefulness of combat force design tools for OOTWs: the combat tools are built to infer non-combat capability requirements from combat capability requirements and cannot reverse the direction of the inference, as is required for OOTWs. Recently, OOTWs have played a larger role in force assessment, system effectiveness and tradeoff analysis, and concept and doctrine development and analysis. In the first Quadrennial Defense Review (QDR), each of the Services created its own OOTW force design tool. Unfortunately, the tools address different parts of the problem and do not coordinate the use of competing capabilities. These tools satisfied the immediate requirements of the QDR, but do not provide a long-term cost-effective solution.

This monitoring involves data logging of vehicle operation in order to identify the vehicle’s mission and travel requirements. Individual observations of these selected vehicles provide the basis for recommendations related to PEV adoption. It also identifies whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements and provide observations related to placement of PEV charging infrastructure. This report provides the results of the assessments and observations of the current non-tactical fleet, fulfilling the Task 1 requirements.

    The light-duty vehicle transportation sector in the United States depends heavily on imported petroleum as a transportation fuel. The Department of Energy’s Advanced Vehicle Testing Activity (AVTA) is testing advanced technology vehicles to help reduce this dependency, which would contribute to the economic stability and homeland security of the United States. These advanced technology test vehicles include internal combustion engine vehicles operating on 100% hydrogen (H2) and H2CNG (compressed natural gas) blended fuels, hybrid electric vehicles, neighborhood electric vehicles, urban electric vehicles, and electric ground support vehicles. The AVTA tests and evaluates these vehicles with closed track and dynamometer testing methods (baseline performance testing) and accelerated reliability testing methods (accumulating lifecycle vehicle miles and operational knowledge within 1 to 1.5 years), and in normal fleet environments. The Arizona Public Service Alternative Fuel Pilot Plant and H2-fueled vehicles are demonstrating the feasibility of using H2 as a transportation fuel. Hybrid, neighborhood, and urban electric test vehicles are demonstrating successful applications of electric drive vehicles in various fleet missions. The AVTA is also developing electric ground support equipment (GSE) test procedures, and GSE testing will start during the fall of 2003. All of these activities are intended to support U.S. energy independence. The Idaho National Engineering and Environmental Laboratory manages these activities for the AVTA.

    In 1985 January a Taskforce was organized to study the impact of magnet design on the commissioning and operation of the SSC. The results of the study, in the form of this report, are intended as one of several sources of input for the Magnet Type Selection Committee. Other major input will come from the Magnet Taskforce, the Test String Taskforce, the Cost Estimating Taskforce, and other study groups. All of these efforts will culminate in a magnet type selection, after which concentrated R&D on the selected magnet can commence. The study began with a one-week workshop, held on the UC Berkeley campus in 1985 January 14--18. An interim report of the Taskforce, based on the results of the Workshop, was published on 1985 January 28 (SSC-05). With very few exceptions, the work of the Taskforce was carried out by the participants in the Workshop, both during the workshop and in the subsequent weeks. This report is the collective effort of that group, whose very substantial contribution of time, effort, and thought is gratefully acknowledged.

    This article reports that though battery technology is currently limiting the growth of EVs, the search for improvements is spurring innovative engineering developments. As battery makers, automakers, national laboratories, and others continue their search for a practical source of electric power that will make electric vehicles (EVs) more viable, engineers worldwide are making progress in other areas of EV development. Vector control, for example, enables better regulation of motor torque and speed; composite and aluminum parts reduce the vehicle`s weight, which in turn reduces the load on the motor and battery; and flywheel energy storage systems, supercapacitors, regenerative brake systems, and hybrid/electric drive trains increase range and acceleration. Despite efforts to develop an electric vehicle from the ground up, most of the early EVs to be sold in the United States will likely be converted from gasoline-powered vehicles. Chrysler Corp., for example, is expected to sell electric versions of its minivans and build them on the same assembly line as its gasoline-powered vehicles to reduce costs. The pace of engineering development in this field is fast and furious. Indeed, it is virtually impossible to monitor all emerging EV technology. To meet their quotas, the major automakers may even consider buying credits from smaller, innovative EV manufacturers. But whatever stopgap measures vehicle makers take, technology development will be the driving force behind long-term EV growth.
