    Federal fleet managers face unique challenges in accomplishing their mission - meeting agency transportation needs while complying with Federal goals and mandates. Included in these challenges are a variety of statutory requirements, executive orders, and internal goals and objectives that typically focus on petroleum consumption and greenhouse gas (GHG) emissions reductions, alternative fuel vehicle (AFV) acquisitions, and alternative fuel use increases. Given the large number of mandates affecting Federal fleets and the challenges faced by all fleet managers in executing day-to-day operations, a primary challenge for agencies and other organizations is ensuring that they are as efficient as possible in using constrained fleet budgets. An NREL Optimal Vehicle Acquisition (NOVA) analysis makes use of a mathematical model with a variety of fleet-related data to create an optimal vehicle acquisition strategy for a given goal, such as petroleum or GHG reduction. The analysis can helps fleets develop a vehicle acquisition strategy that maximizes petroleum and greenhouse gas reductions.

    This report focuses on the National Renewable Energy Laboratory's (NREL) fiscal year (FY) 2012 effort that used the NREL Optimal Vehicle Acquisition (NOVA) analysis to identify optimal vehicle acquisition recommendations for eleven diverse federal agencies. Results of the study show that by following a vehicle acquisition plan that maximizes the reduction in greenhouse gas (GHG) emissions, significant progress is also made toward the mandated complementary goals of acquiring alternative fuel vehicles, petroleum use reduction, and alternative fuel use increase.

    Policy Flash 201 0-05, issued on October 15,2009, provided an overview of Federal Acquisition Circular (FAC) 2005-37. In reference to Policy Flash 2010-05, the subject Acquisition Guide Chapter has been updated to prescribe Department of Energy implementing procedures pursuant to changes to Federal Acquisition Regulation 6.302-2 which now limits the length of contracts awarded noncompetitively under unusual and compelling urgency circumstances to the minimum contract period necessary to meet the requirements, and no longer than one year, unless the head of the agency determines that exceptional circumstances apply. The chapter is revised to state that the Senior Procurement Executive can make the determination that exceptional circumstances apply. It also includes additional guidance when these exceptional circumstances apply.

    SP-100 is the designation for a nuclear reactor-based power plant being developed for both civil and military missions beginning in the 1990s for such potential space applications as communication satellites, space radar, electric propulsion and space stations. Typically, a system using the SP-100 along with a selected upper stage system would be launched by the National Space Transportation System (NSTS) Space Shuttle System into a near-earth orbit, deployed, and through upper stage propulsion burn(s) be inserted/transferred to its mission orbit. The nature of the advanced design SP-100 gives rise to a set of issues that require special attention to assure that payloads using this power plant are physically and functionally compatible with the NSTS and meet the safety requirements thereof. The purpose of this document is to define and present the requirements and interface provisions that, when satisfied, will ensure technical compability between SP-100 systems and the NSTS.

    Many states are deploying renewable generation sources at a significant rate to meet renewable portfolio standards. As part of this drive to meet renewable generation levels, significant additions of wind generation are planned. Due to the highly variable nature of wind generation, significant energy imbalances on the power system can be created and need to be handled. This report examines the impact on the Northwest Power Pool (NWPP) region for a 2019 expected wind scenario. One method for mitigating these imbalances is to utilize plug-in hybrid electric vehicles (PHEVs) or battery electric vehicles (BEVs) as assets to the grid. PHEVs and BEVs have the potential to meet this demand through both charging and discharging strategies. This report explores the usage of two different charging schemes: V2GHalf and V2GFull. In V2GHalf, PHEV/BEV charging is varied to absorb the additional imbalance from the wind generation, but never feeds power back into the grid. This scenario is highly desirable to automotive manufacturers, who harbor great concerns about battery warranty if vehicle-to-grid discharging is allowed. The second strategy, V2GFull, varies not only the charging of the vehicle battery, but also can vary the discharging of the battery back into the power grid. This scenario is currently less desirable to automotive manufacturers, but provides an additional resource benefit to PHEV/BEVs in meeting the additional imbalance imposed by wind. Key findings in the report relate to the PHEV/BEV population required to meet the additional imbalance when comparing V2GHalf to V2GFull populations, and when comparing home-only-charging and work-and-home-charging scenarios. Utilizing V2GFull strategies over V2GHalf resulted in a nearly 33% reduction in the number of vehicles required. This reduction indicates fewer vehicles are needed to meet the unhandled energy, but they would utilize discharging of the vehicle battery into the grid. This practice currently results in the

    Thermal management in heavy vehicles is cross-cutting because it directly or indirectly affects engine performance, fuel economy, safety and reliability, engine/component life, driver comfort, materials selection, emissions, maintenance, and aerodynamics. It follows that thermal management is critical to the design of large (class 6-8) trucks, especially in optimizing for energy efficiency and emissions reduction. Heat rejection requirements are expected to increase, and it is industry's goal to develop new, innovative, high-performance cooling systems that occupy less space and are lightweight and cost-competitive. The state of the art in heavy vehicle thermal management is reviewed, and issues and research areas are identified.

    Analog-to-digital converters (ADC's) are increasingly replacing mixers in frequency conversion schemes. To achieve superior performances, in terms of bandwidth and dynamic range, a nearly ideal ADC clock is needed, with a spectral purity higher than the reference signal of the classical mixing scheme. These requirements of spectral purity for the ADC clock are discussed by analyzing in detail the nonuniform sampling process and by characterizing an actual acquisition system. The effect of clock phase imperfections on the output is proportional to the input frequency over sampling frequency ratio. Moreover, at the output we may have a multiple folding of the phase jitter spectrum. These effects are illustrated by three sets of measurements performed using our system: transfer of spurious clock components, aliasing of these components, and transfer of clock phase noise.

    Slide presentation to EVS-23 conference describing NREL work to help identify appropriate requirements for batteries to be useful for plug-in hybrid-electric vehicles (PHEVs). Suggested requirements were submitted to the U.S. Advanced Battery Consortium, which used them for a 2007 request for proposals. Requirements were provided both for charge-depleting mode and charge-sustaining mode and for high power/energy ratio and hige energy/power ration batteries for each (different modes of PHEV operation), along with battery and system level requirements.

    The integration of variable renewable generation sources continues to be a significant area of focus for power system planning. Renewable portfolio standards and initiatives to reduce the dependency on foreign energy sources drive much of the deployment. Unfortunately, renewable energy generation sources like wind and solar tend to be highly variable in nature. To counter the energy imbalance caused by this variability, wind generation often requires additional balancing resources to compensate for the variability in the electricity production. With the expected electrification of transportation, electric vehicles may offer a new load resource for meeting all, or part, of the imbalance created by the renewable generation. This paper investigates a regulation-services-based battery charging method on a population of plug-in hybrid electric vehicles to meet the power imbalance requirements associated with the introduction of 11 GW of additional wind generation into the Northwest Power Pool. It quantifies the number of vehicles required to meet the imbalance requirements under various charging assumptions.

    A method and system are provided for determining the torque required to launch a vehicle having a hybrid drive-train that includes at least two independently operable prime movers. The method includes the steps of determining the value of at least one control parameter indicative of a vehicle operating condition, determining the torque required to launch the vehicle from the at least one determined control parameter, comparing the torque available from the prime movers to the torque required to launch the vehicle, and controlling operation of the prime movers to launch the vehicle in response to the comparing step. The system of the present invention includes a control unit configured to perform the steps of the method outlined above.

    Hybrid electric vehicles have shown great potential for enhancing fuel economy and reducing emissions. Deriving a power management control policy to distribute the power demanded by the driver optimally to the available subsystems (e.g., the internal combustion engine, motor, generator, and battery) has been a challenging control problem. One of the main aspects of the power management control algorithms is concerned with the self-sustainability of the electrical path, which must be guaranteed for the entire driving cycle. This paper considers the problem of identifying online the power required by the battery to maintain the state of charge within a range of the target value. An algorithm is presented that realizes how much power the engine needs to provide to the battery so that self-sustainability of the electrical path is maintained.

    We describe the versatile features of the attosecond beamline recently installed at CEA-Saclay on the PLFA kHz laser. It combines a fine and very complete set of diagnostics enabling high harmonic spectroscopy (HHS) through the advanced characterization of the amplitude, phase, and polarization of the harmonic emission. It also allows a variety of photo-ionization experiments using magnetic bottle and COLTRIMS (COLd Target Recoil Ion Momentum Microscopy) electron spectrometers that may be used simultaneously, thanks to a two-foci configuration. Using both passive and active stabilization, special care was paid to the long term stability of the system to allow, using both experimental approaches, time resolved studies with attosecond precision, typically over several hours of acquisition times. As an illustration, applications to multi-orbital HHS and electron-ion coincidence time resolved spectroscopy are presented.

    A major driving force for change in light-duty vehicle design and technology is the National Highway Traffic Safety Administration (NHTSA) and the U.S. Environmental Protection Agency (EPA) joint final rules concerning Corporate Average Fuel Economy (CAFE) and greenhouse gas (GHG) emissions for model years (MY) 2016 through 2025 passenger cars and light trucks. The chief goal of this current study is to compare the already rapid pace of fuel economy improvement and technological change over the previous decade to the needed rate of change to meet regulations over the next decade. EPA and NHTSA comparisons of the MY 2004 USmore » light-duty vehicle fleet to the MY 2014 fleet shows improved fuel economy (FE) of approximately 28% using the same FE estimating method mandated for CAFE regulations. Future predictions by EPA and NHTSA concerning ensemble fleet fuel economy are examined as an indicator of needed vehicle rate-of-change. A set of 40 same-model vehicle pairs for MY 2005 and MY 2015 is compared to examine changes in energy use and related technological change over the 10 year period. Powertrain improvements measured as increased vehicle efficiency, and vehicle mass-glider improvements measured as decreased tractive work requirements are quantified. The focus is first on conventional gasoline powertrain vehicles which currently dominate the market, with hybrids also examined due to their high potential importance for CAFE compliance. Most hybrid vehicles with significant sales in 2014 were represented in the study. Results show 10 years of progress for the studied vehicle set includes lowered tractive effort of about 5.6% and improved powertrain efficiency of about 16.5%. Further analysis shows that this high rate of past progress must increase by about 50% in order to meet the 2025 CAFE standards.     Achieving a successful transition to hydrogen-powered vehicles in the U.S. automotive market will require strong and sustained commitment by hydrogen producers, vehicle manufacturers, transporters and retailers, consumers, and governments. The interaction of these agents in the marketplace will determine the real costs and benefits of early market transformation policies, and ultimately the success of the transition itself. The transition to hydrogen-powered transportation faces imposing economic barriers. The challenges include developing and refining a new and different power-train technology, building a supporting fuel infrastructure, creating a market for new and unfamiliar vehicles, and achieving economies of scale in vehicle production while providing an attractive selection of vehicle makes and models for car-buyers. The upfront costs will be high and could persist for a decade or more, delaying profitability until an adequate number of vehicles can be produced and moved into consumer markets. However, the potential rewards to the economy, environment, and national security are immense. Such a profound market transformation will require careful planning and strong, consistent policy incentives. Section 811 of the Energy Policy Act (EPACT) of 2005, Public Law 109-59 (U.S. House, 2005), calls for a report from the Secretary of Energy on measures to support the transition to a hydrogen economy. The report was to specifically address production and deployment of hydrogen-fueled vehicles and the hydrogen production and delivery infrastructure needed to support those vehicles. In addition, the 2004 report of the National Academy of Sciences (NAS, 2004), The Hydrogen Economy, contained two recommendations for analyses to be conducted by the U.S. Department of Energy (DOE) to strengthen hydrogen energy transition and infrastructure planning for the hydrogen economy.     On September 28, 2010, four draft acquisition templates (Competitive Range Exclusion Letter, Competitive Range Inclusion Letter - Written Discussions, Competitive Range Inclusion Letter - Written and Oral Discussions, and Proposal Receipt Checklist) were distributed for Procurement Director (PD) and Head of Contracting Activity (HCA) review and comment. All comments received were considered and changes were made as appropriate. The final versions of the four aforementioned acquisition templates will be e-mailed directly to the Procurement Directors and made available in the STRIPES Library.

    In Task 2, the project team designed the Phase 1 case study to represent the 'baseline' plug-in hybrid electric vehicle (PHEV) fleet of 2030 that investigates the effects of seventeen (17) value propositions (see Table 1 for complete list). By creating a 'baseline' scenario, a consistent set of assumptions and model parameters can be established for use in more elaborate Phase 2 case studies. The project team chose southern California as the Phase 1 case study location because the economic, environmental, social, and regulatory conditions are conducive to the advantages of PHEVs. Assuming steady growth of PHEV sales over the next two decades, PHEVs are postulated to comprise approximately 10% of the area's private vehicles (about 1,000,000 vehicles) in 2030. New PHEV models introduced in 2030 are anticipated to contain lithium-ion batteries and be classified by a blended mileage description (e.g., 100 mpg, 150 mpg) that demonstrates a battery size equivalence of a PHEV-30. Task 3 includes the determination of data, models, and analysis procedures required to evaluate the Phase 1 case study scenario. Some existing models have been adapted to accommodate the analysis of the business model and establish relationships between costs and value to the respective consumers. Other data, such as the anticipated California generation mix and southern California drive cycles, have also been gathered for use as inputs. The collection of models that encompasses the technical, economic, and financial aspects of Phase 1 analysis has been chosen and is described in this deliverable. The role of PHEV owners, utilities (distribution systems, generators, independent system operators (ISO), aggregators, or regional transmission operators (RTO)), facility owners, financing institutions, and other third parties are also defined.

    The proven value of DOD Unmanned Aerial Vehicles (UAVs) will ultimately transition to National and Homeland Security missions that require real-time aerial surveillance, situation awareness, force protection, and sensor placement. Public services first responders who routinely risk personal safety to assess and report a situation for emergency actions will likely be the first to benefit from these new unmanned technologies. ‘Packable’ or ‘Portable’ small class UAVs will be particularly useful to the first responder. They require the least amount of training, no fixed infrastructure, and are capable of being launched and recovered from the point of emergency. All UAVs require wireless communication technologies for real- time applications. Typically on a small UAV, a low bandwidth telemetry link is required for command and control (C2), and systems health monitoring. If the UAV is equipped with a real-time Electro-Optical or Infrared (EO/Ir) video camera payload, a dedicated high bandwidth analog/digital link is usually required for reliable high-resolution imagery. In most cases, both the wireless telemetry and real-time video links will be integrated into the UAV with unity gain omni-directional antennas. With limited on-board power and payload capacity, a small UAV will be limited with the amount of radio-frequency (RF) energy it transmits to the users. Therefore, ‘packable’ and ‘portable’ UAVs will have limited useful operational ranges for first responders. This paper will discuss the limitations of small UAV wireless communications. The discussion will present an approach of utilizing a dynamic ground based real-time tracking high gain directional antenna to provide extend range stand-off operation, potential RF channel reuse, and assured telemetry and data communications from low-powered UAV deployed wireless assets.

A miniature helicopter airframe is used as a platform for sensor testing and development. A new test methodology has been developed for the LabRAT simulating any vehicles running on road with different weights from compact passenger car to light duty truck on an AC or eddy current dynamometers without much effort for modification of the system. LabRAT is equipped with a fully functional data acquisition system supplied by CyberMetrix. The measurement points along the drive train are DC electric power between battery pack and motor controller input, AC electric power between motor controller and electric motor, mechanical power between motor and rear axle. The data acquisition system is designed with more capability than current requirements in order to meet the requirements for phase II.

    CleanFleet is a demonstration of panel vans operating on five alternative motorfuels in commercial package delivery operations in the South Coast Air Basin of California. The five alternative fuels are propane gas, compressed natural gas (CNG), California Phase 2 reformulated gasoline (RFG), methanol (M-85 with 15 percent RFG), and electricity. Data were gathered on in-use emissions, operations, and fleet economics. This volume of the final report summarizes the maintenance required on these vans from the time they were introduced into the demonstration (April through early November 1992) until the end of the demonstration in September 1994. The vans were used successfully in FedEx operations; but, to varying degrees, the alternative fuel vehicles required more maintenance than the unleaded gasoline control vehicles. The maintenance required was generally associated with the development state of the fuel-related systems. During the demonstration, no non-preventive maintenance was required on the highly developed fuel-related systems in any of the unleaded gasoline production vehicles used either as controls or as RFG test vehicles. The maintenance problems encountered with the less developed systems used in this demonstration may persist in the short term with vehicles featuring the same or similar systems. This means that fleet operators planning near-term acquisitions of vehicles incorporating such systems should consider the potential for similar problems when (1) selecting vendors and warranty provisions and (2) planning maintenance programs.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    Although truly new technology is not required for successful acquisition of seismic data in deep Gulf of Mexico waters, it is helpful to review some basic aspects of these seismic surveys. Additionally, such surveys are likely to see early use of some emerging new technology which can improve data quality. Because such items as depth imaging, borehole seismic, 4-D and marine 3-component recording were mentioned in the May 1996 issue of World Oil, they are not discussed again here. However, these technologies will also play some role in the deepwater seismic activities. What is covered in this paper are some new considerations for: (1) longer data records needed in deeper water, (2) some pros and cons of very long steamer use, and (3) two new commercial systems for quantifying data quality.

    There are various kinds of autonomous vehicles (AV`s) which can operate with varying levels of autonomy. This paper is concerned with underwater, ground, and aerial vehicles operating in a fully autonomous (nonteleoperated) mode. Further, this paper deals with AV`s as a special kind of device, rather than full-scale manned vehicles operating unmanned. The distinction is one in which the AV is likely to be designed for autonomous operation rather than being adapted for it as would be the case for manned vehicles. The authors provide a survey of the technological progress that has been made in AV`s, the current research issues and approaches that are continuing that progress, and the applications which motivate this work. It should be noted that issues of control are pervasive regardless of the kind of AV being considered, but that there are special considerations in the design and operation of AV`s depending on whether the focus is on vehicles underwater, on the ground, or in the air. The authors have separated the discussion into sections treating each of these categories.

    A two-phase, multi-year research program entitled ``development of a portable driver performance data acquisition system for human factors research was recently completed. The primary objective of the project was to develop a portable data acquisition system for crash avoidance research (DASCAR) that will allow driver performance data to be collected using a large variety of vehicle types and that would be capable of being installed on a given vehicle type within a relatively short-time frame. During Phase 1 a feasibility study for designing and fabricating DASCAR was conducted. In phase 2 of the research DASCAR was actually developed and validated. This technical memorandum documents the results from the feasibility study. It is subdivided into three volumes. Volume one addresses the last five items in the phase 1 research and the first issue in the second phase of the project. Volume 2 presents the related appendices. Volume three (this report) displays the design specifications developed for DASCAR during the ``develop design requirements and specifications for a portable driver performance data acquisition system`` task. Design specifications were assembled for each DASCAR element. The specifications were prepared in sufficient detail to allow a third party to use them to design, develop, procure, and subsequently construct the data acquisition system. This report also covers the background to the program.

It will be employed to record driver, vehicle, and environment parameter data from a wide range of vehicles and trucks.     EVs have insufficient energy sources for a climatic comfort system. The heat rejection of the drivetrain is dispersed in the vehicle (electric motor, batteries, electronic unit for power control). Its level is generally low (no more than 2-kW peaks) and variable according to the trip profile, with no heat rejection at rest and a maximum during regenerative braking. Nevertheless, it must be used for heating. It is not realistic to have the A/C compressor driven by the electric traction motor: the motor does not operate when the vehicle is at rest, precisely when maximum cooling power is required. The same is true for hybrid vehicles during electric operation. It is necessary to develop solutions that use stored onboard energy either from the traction batteries or specific storage source. In either case, it is necessary to design the climate control system to use the energy efficiently to maximize range and save weight. Heat loss through passenger compartment seals and the walls of the passenger compartment must be limited. Plastic body panes help to reduce heat transfer, and heat gain is minimized with insulating glazing. This article describes technical solutions to solve the problem of passenger thermal comfort. However, the heating and A/C systems of electrically operated vehicles may have marginal performance at extreme outside temperatures.

    A data acquisition circuit for a particle detection system that allows for time tagging of particles detected by the system. The particle detection system screens out background noise and discriminate between hits from scattered and unscattered particles. The detection system can also be adapted to detect a wide variety of particle types. The detection system utilizes a particle detection pixel array, each pixel containing a back-biased PIN diode, and a data acquisition pixel array. Each pixel in the particle detection pixel array is in electrical contact with a pixel in the data acquisition pixel array. In response to a particle hit, the affected PIN diodes generate a current, which is detected by the corresponding data acquisition pixels. This current is integrated to produce a voltage across a capacitor, the voltage being related to the amount of energy deposited in the pixel by the particle. The current is also used to trigger a read of the pixel hit by the particle.

    In Task 1, a survey was completed of the inventory of non-tactical fleet vehicles at the Marine Corps Base Camp Lejeune (MCBCL) to characterize the fleet. This information and characterization was used to select vehicles for further monitoring, which involves data logging of vehicle movements in order to identify the vehicles mission and travel requirements. Individual observations of these selected vehicles provide the basis for recommendations related to PEV adoption. It also identifies whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements and provides observations related to placement of PEV charging infrastructure. This report provides the list of vehicles selected by MCBCL and Intertek for further monitoring and fulfills the Task 2 requirements.

    Typically, for energy efficiency and scalability purposes, sensor networks have been used in the context of environmental and traffic monitoring applications in which operations at the sensor level are not computationally intensive. But increasingly, sensor network applications require data and compute intensive sensors such video cameras and microphones. In this paper, we describe the design and implementation of two such systems: a vehicle classifier based on acoustic signals and a license plate identification system using a camera. The systems are implemented in an energy-efficient manner to the extent possible using commercially available hardware, the Mica motes and the Stargate platform. Our experience in designing these systems leads us to consider an alternate more flexible, modular, low-power mote architecture that uses a combination of FPGAs, specialized embedded processing units and sensor data acquisition systems.

    MARVEL performs least-life-cycle-cost analyses of battery/heat engine/hybrid vehicle systems to determine the combination of battery and heat engine characteristics for different vehicle types and missions. Simplified models are used for the transmission, motor/generator, controller, and other vehicle components, while a rather comprehensive model is used for the battery. Battery relationships available include the Ragone curve, peak power versus specific energy and depth-of-discharge (DOD), cycle life versus DOD, effects of battery scale, and capacity recuperation duemore » to intermittent driving patterns. Energy management in the operation of the vehicle is based on the specified mission requirements, type and size of the battery, allowable DOD, size of the heat engine, and the management strategy employed. Several optional management strategies are available in MARVEL. The program can be used to analyze a pure electric vehicle, a pure heat engine vehicle, or a hybrid vehicle that employs batteries as well as a heat engine. Cost comparisons for these vehicles can be made on the same basis. Input data for MARVEL are contained in three files generated by the user using three preprocessors which are included.   12. Electric and Hybrid Vehicle Program; Site Operator Program

    Activities during the first quarter centered around integrating the new participants into the program. A meeting of the Site Operators, in conjunction with the first meeting of the Electric Vehicle Users Task Force, was held in October. A second meeting of the Task Force was held in December. During these meetings the new contractual requirements were explained to the participants. The Site Operator Data Base was distributed and explained. The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG G. Representatives from Arizona Public Service, Texas A M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.

    Hybrid electric vehicles (HEVs) offer great promise in improving fuel economy. In this paper, we analyze why, how, and by how much vehicle hybridization can reduce energy consumption and improve fuel economy. Our analysis focuses on efficiency gains associated solely with vehicle hybridization. We do not consider such other measures as vehicle weight reduction or air- and tire-resistance reduction, because such measures would also benefit conventional technology vehicles. The analysis starts with understanding the energy inefficiencies of light-duty vehicles associated with different operation modes in US and Japanese urban and highway driving cycles, with the corresponding energy-saving potentials. The potential for fuel economy gains due to vehicle hybridization can be estimated almost exclusively on the basis of three elements: the reducibility of engine idling operation, the recoverability of braking energy losses, and the capability of improving engine load profiles to gain efficiency associated with specific HEV configurations and control strategies. Specifically, we evaluate the energy efficiencies and fuel economies of a baseline MY97 Corolla-like conventional vehicle (CV), a hypothetical Corolla-based minimal hybrid vehicle (MHV), and a MY98 Prius-like full hybrid vehicle (FHV). We then estimate energy benefits of both MHVs and FHVs over CVs on a performance-equivalent basis. We conclude that the energy benefits of hybridization vary not only with test cycles, but also with performance requirements. The hybrid benefits are greater for ''Corolla (high) performance-equivalent'' vehicles than for ''Prius (low) performance-equivalent'' vehicles. An increasing acceleration requirement would result in larger fuel economy benefits from vehicle hybridization.

In recognition of this, the Society of Automotive Engineers has added a TOPTEC on electric vehicles to the series of technical symposia focused on key issues currently facing industry and government. This workshop on the Electric and Hybrid Vehicle provides an opportunity to learn about recent progress in these rapidly changing technologies. Research and development of both the vehicle and battery system has accelerated sharply and in fact, the improved technologies of the powertrain system make the performance of today's electric vehicle quite comparable to the equivalent gasoline vehicle, with the exception of driving range between refueling'' stops. Also, since there is no tailpipe emission, the electric vehicle meets the definition of Zero Emission Vehicle: embodied in recent air quality regulations. The discussion forum will include a review of the advantages and limitations of electric vehicles, where the technologies are today and where they need to be in order to get to production level vehicles, and the service and maintenance requirements once they get to the road. There will be a major focus on the status of battery technologies, the various approaches to recharge of the battery systems and the activities currently underway for developing standards throughout the vehicle and infrastructure system. Intermingled in all of this technology discussion will be a view of the new relationships emerging between the auto industry, the utilities, and government. Since the electric vehicle and its support system will be the most radical change ever introduced into the private vehicle sector of the transportation system, success in the market requires an understanding of the role of all of the partners, as well as the new technologies involved.

    The THINK city Electric Vehicle (EV) Demonstration Program Project, initiated late 2001, has been successfully completed as of April 2005. US. Partners include Federal, State and Municipal agencies as well as commercial partners. Phase I, consisting of placement of the vehicles in demonstration programs, was completed in 2002. Phase II, the monitoring of these programs was completed in 2004. Phase III, the decommissioning and/or exporting of vehicles concluded in 2005. Phase I--the Program successfully assigned 192 EV's with customers (including Hertz) in the state of California, 109 in New York (including loaner and demo vehicles), 16 in Georgia, 7 to customers outside of the US and 52 in Ford's internal operations in Dearborn Michigan for a total of 376 vehicles. The Program was the largest operating Urban EV Demonstration Project in the United States. Phase II--the monitoring of the operational fleet was ongoing and completed in 2004, and all vehicles were returned throughout 2004 and 2005. The Department of Energy (DOE) was involved with the monitoring of the New York Power Authority/THINK Clean Commute Program units through partnership with Electric Transportation Engineering Corporation (ETEC), which filed separate reports to DOE. The remainder of the field fleet was monitored through Ford's internal operations. Vehicles were retired from lease operation throughout the program for various operator reasons. Some of the vehicles were involved in re-leasing operations. At the end of the program, 376 vehicles had been involved, 372 of which were available for customer use while 4 were engineering prototype and study vehicles. Phase III--decommissioning and/or export of vehicles. In accordance with the NHTSA requirement, City vehicles could not remain in the United States past their three-year allowed program timeframe. At the end of leases, City vehicles have been decommissioned and/or exported to KamKorp in Norway.

    The light-duty vehicle transportation sector in the United States depends heavily on imported petroleum as a transportation fuel. The Department of Energy’s Advanced Vehicle Testing Activity (AVTA) is testing advanced technology vehicles to help reduce this dependency, which would contribute to the economic stability and homeland security of the United States. These advanced technology test vehicles include internal combustion engine vehicles operating on 100% hydrogen (H2) and H2CNG (compressed natural gas) blended fuels, hybrid electric vehicles, neighborhood electric vehicles, urban electric vehicles, and electric ground support vehicles. The AVTA tests and evaluates these vehicles with closed track and dynamometer testing methods (baseline performance testing) and accelerated reliability testing methods (accumulating lifecycle vehicle miles and operational knowledge within 1 to 1.5 years), and in normal fleet environments. The Arizona Public Service Alternative Fuel Pilot Plant and H2-fueled vehicles are demonstrating the feasibility of using H2 as a transportation fuel. Hybrid, neighborhood, and urban electric test vehicles are demonstrating successful applications of electric drive vehicles in various fleet missions. The AVTA is also developing electric ground support equipment (GSE) test procedures, and GSE testing will start during the fall of 2003. All of these activities are intended to support U.S. energy independence. The Idaho National Engineering and Environmental Laboratory manages these activities for the AVTA.

    In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

  3. Data acquisition instruments: Psychopharmacology

    This report contains the results of a Direct Assistance Project performed by Lockheed Martin Energy Systems, Inc., for Dr. K. O. Jobson. The purpose of the project was to perform preliminary analysis of the data acquisition instruments used in the field of psychiatry, with the goal of identifying commonalities of data and strategies for handling and using the data in the most advantageous fashion. Data acquisition instruments from 12 sources were provided by Dr. Jobson. Several commonalities were identified and a potentially useful data strategy is reported here. Analysis of the information collected for utility in performing diagnoses is recommended. In addition, further work is recommended to refine the commonalities into a directly useful computer systems structure.

    EAGLES1.1 is PC-based interactive software for analyzing performance (e.g., maximum range) of electric vehicles (EVs) or fuel economy (e.g., miles/gallon) of gasoline vehicles (GVs). The EV model provides a second by second simulation of battery voltage and current for any specified vehicle velocity/time or power/time profile. It takes into account the effects of battery depth-of-discharge (DOD) and regenerative braking. The GV fuel economy model which relates fuel economy, vehicle parameters, and driving cycle characteristics, canmore » be used to investigate the effects of changes in vehicle parameters and driving patterns on fuel economy. For both types of vehicles, effects of heating/cooling loads on vehicle performance can be studied.     A two-phase, multi-year research program entitled ``development of a portable driver performance data acquisition system for human factors research`` was recently completed. The primary objective of the project was to develop a portable data acquisition system for crash avoidance research (DASCAR) that will allow drive performance data to be collected using a large variety of vehicle types and that would be capable of being installed on a given vehicle type within a relatively short-time frame. During phase 1 a feasibility study for designing and fabricating DASCAR was conducted. In phase 2 of the research DASCAR was actually developed and validated. This technical memorandum documents the results from the feasibility study. It is subdivided into three volumes. Volume one (this report) addresses the last five items in the phase 1 research and the first issue in the second phase of the project. Volumes two and three present the related appendices, and the design specifications developed for DASCAR respectively. The six tasks were oriented toward: identifying parameters and measures; identifying analysis tools and methods; identifying measurement techniques and state-of-the-art hardware and software; developing design requirements and specifications; determining the cost of one or more copies of the proposed data acquisition system; and designing a development plan and constructing DASCAR. This report also covers: the background to the program; the requirements for the project; micro camera testing; heat load calculations for the DASCAR instrumentation package in automobile trunks; phase 2 of the research; the DASCAR hardware and software delivered to the National Highway Traffic Safety Administration; and crash avoidance problems that can be addressed by DASCAR.
