    In many tracking applications, adapting the target appearance model over time can improve performance. This approach is most popular in high frame rate video applications where latent variables, related to the objects appearance (e.g., orientation and pose), vary slowly from one frame to the next. In these cases the appearance model and the tracking system are tightly integrated, and latent variables are often included as part of the tracking system's dynamic model. In this paper we describe our efforts to track cars in low frame rate data (1 frame/second) acquired from a highly unstable airborne platform. Due to the low frame rate, and poor image quality, the appearance of a particular vehicle varies greatly from one frame to the next. This leads us to a different problem: how can we build the best appearance model from all instances of a vehicle we have seen so far. The best appearance model should maximize the future performance of the tracking system, and maximize the chances of reacquiring the vehicle once it leaves the field of view. We propose an online feature selection approach to this problem and investigate the performance and computational trade-offs with a real-world dataset.

    BEopt is a computer program designed to find optimal building designs along the path to ZNE. A user selects from predefined options in various categories to specify options to be considered in the optimization. Energy savings are calculated relative to a reference. The reference can be either a user-defined base-case building or a climate-specific Building America Benchmark building automatically generated by BEopt. The user can also review and modify detailed information on all available options in a linked options library spreadsheet. BEopt calls the DOE2 and TRNSYS simulation engines and uses a sequential search technique to automate the process of identifying optimal building designs along the path to ZNE. BEopt finds these optimal and near-optimal designs based on discrete building options reflecting realistic construction options. BEopt handles special situations with positive or negative interactions between options in different categories. The BEopt software includes a results browser that allows the user to navigate among different design points and retrieve detailed results regarding energy end-use and option costs in different categories. Multiple cases, based on a selected parameter such as climate, can be included in a BEopt project file for comparative purposes.

    This project provides a combination of software and services that more easily and cost-effectively help to achieve optimized building performance and energy efficiency. Featuring an open-platform, cloud- hosted application suite and an intuitive user experience, this solution simplifies a traditionally very complex process by collecting data from disparate building systems and creating a single, integrated view of building and system performance. The Fault Detection and Diagnostics algorithms developed within the IBMS have been designed and tested as an integrated component of the control algorithms running the equipment being monitored. The algorithms identify the normal control behaviors of the equipment without interfering with the equipment control sequences. The algorithms also work without interfering with any cooperative control sequences operating between different pieces of equipment or building systems. In this manner the FDD algorithms create an integrated building management system.

    High performance buildings, also known as sustainable buildings and green buildings, are resource efficient structures that minimize the impact on the environment by using less energy and water, reduce solid waste and pollutants, and limit the depletion of natural resources while also providing a thermally and visually comfortable working environment that increases productivity for building occupants. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish this mission. This infrastructure, particularly the buildings, should incorporate high performance sustainable design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. Additionally, INL is a large consumer of energy that contributes to both carbon emissions and resource inefficiency. In the current climate of rising energy prices and political pressure for carbon reduction, this guide will help new construction project teams to design facilities that are sustainable and reduce energy costs, thereby reducing carbon emissions. With these concerns in mind, the recommendations described in the INL High Performance Building Strategy (previously called the INL Green Building Strategy) are intended to form the INL foundation for high performance building standards. This revised strategy incorporates the latest federal and DOE orders (Executive Order [EO] 13514, “Federal Leadership in Environmental, Energy, and Economic Performance” [2009], EO 13423, “Strengthening Federal Environmental, Energy, and Transportation Management” [2007], and DOE Order 430.2B, “Departmental Energy, Renewable Energy, and Transportation Management” [2008]), the latest guidelines, trends, and observations in high performance building construction, and the latest changes to the Leadership in Energy and Environmental Design (LEED®) Green Building Rating System (LEED 2009). The document employs a two-level approach for high performance building at INL. The first level identifies the requirements of the Guiding Principles for Sustainable New Construction and Major Renovations, and the second level recommends which credits should be met when LEED Gold certification is required.

    This paper describes the first efforts at developing a set of prototypical buildings defined to capture the key features affecting airflow and pollutant transport in buildings. These buildings will be used to model airflow and pollutant transport for emergency response scenarios when limited site-specific information is available and immediate decisions must be made, and to better understand key features of buildings controlling occupant exposures to indoor pollutant sources. This paper presents an example of this approach for a prototypical intermediate-sized, open style, commercial building. Interzonal transport due to a short-term source release, e.g., accidental chemical spill, in the bottom and the upper floors is predicted and corresponding HVAC system operation effects and potential responses are considered. Three-hour average exposure estimates are used to compare effects of source location and HVAC operation.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    The Fusion Engineering Device (FED) Baseline design incorporates a number of features which were selected to enhance its maintainability, as well as limit cost and achieve reliable operation. An installation of ten TF coils and ten torus sectors was selected on the basis of plasma chamber segmentation studies and TF coil cost tradeoff studies, permitting removal of a torus sector with a single radial motion. The design also features a shield sector support spool which provides a plasma chamber vacuum boundary and access to the shield sectors. The vacuum seals are made at the outboard face of the torus so that they can be readily cut and rewelded. A pumped limiter provides plasma edge definition and impurity control. Ten individual blades are inserted through the shield sector in an arrangement that permits replacement without sector removal. ICRH is used for plasma bulk heating. Two EF coils, which are located inside the TF coil bore, are segmented so that they can be removed if necessary. The removal of the superconducting lower outboard EF coil, which is trapped under the TF coil assembly, presents a problem; consideration is being given to increasing its diameter and relocating it so that it can be lifted up around the TF coils.

    2nd report on the performance of GSA's sustainably designed buildings. The purpose of this study was to provide an overview of measured whole building performance as it compares to GSA and industry baselines. The PNNL research team found the data analysis illuminated strengths and weaknesses of individual buildings as well as the portfolio of buildings. This section includes summary data, observations that cross multiple performance metrics, discussion of lessons learned from this research, and opportunities for future research. The summary of annual data for each of the performance metrics is provided in Table 25. The data represent 1 year of measurements and are not associated with any specific design features or strategies. Where available, multiple years of data were examined and there were minimal significant differences between the years. Individually focused post occupancy evaluation (POEs) would allow for more detailed analysis of the buildings. Examining building performance over multiple years could potentially offer a useful diagnostic tool for identifying building operations that are in need of operational changes. Investigating what the connection is between the building performance and the design intent would offer potential design guidance and possible insight into building operation strategies. The 'aggregate operating cost' metric used in this study represents the costs that were available for developing a comparative industry baseline for office buildings. The costs include water utilities, energy utilities, general maintenance, grounds maintenance, waste and recycling, and janitorial costs. Three of the buildings that cost more than the baseline in Figure 45 have higher maintenance costs than the baseline, and one has higher energy costs. Given the volume of data collected and analyzed for this study, the inevitable request is for a simple answer with respect to sustainably designed building performance. As previously stated, compiling the individual building values into single metrics is not statistically valid given the small number of buildings, but it has been done to provide a cursory view of this portfolio of sustainably designed buildings. For all metrics except recycling cost per rentable square foot and CBE survey response rate, the averaged building performance was better than the baseline for the GSA buildings in this study.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further decreasing the amount of unconditioned air that enters the office building. The HVAC system has an Energy Efficiency Rating 29% greater than required. No CFC based refrigerants were used in the HVAC system, thus reducing the emission of compounds that contribute to ozone depletion and global warming. In addition, interior light fixtures employ the latest energy-efficient lamp and ballast technology. Interior lighting throughout the building is operated by sensors that will automatically turn off lights inside a room when the room is unoccupied. The electrical traction elevators use less energy than typical elevators, and they are made of 95% recycled material. Further, locally manufactured products were used throughout, minimizing the amount of energy required to construct this building. The primary objective was to construct a 30,000 square foot medical office building on the Jackson Park Hospital campus that would comply with newly adopted City of Chicago green building codes focusing on protecting the environment and conserving energy and resources. The energy saving systems demonstrate a state of the-art whole-building approach to energy efficient design and construction. The energy efficiency and green aspects of the building contribute to the community by emphasizing the environmental and economic benefits of conserving resources. The building highlights the integration of Chicago's new green building codes into a poor, inner city neighborhood project and it is designed to attract medical providers and physicians to a medically underserved area.

    This brochure/poster provides information on the features of the Research Support Facility including a detailed illustration of the facility with call outs of energy efficiency and renewable energy technologies. Imagine an office building so energy efficient that its occupants consume only the amount of energy generated by renewable power on the building site. The building, the Research Support Facility (RSF) occupied by the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) employees, uses 50% less energy than if it were built to current commercial code and achieves the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED{reg_sign}) Platinum rating. With 19% of the primary energy in the U.S. consumed by commercial buildings, the RSF is changing the way commercial office buildings are designed and built.

    This paper is a presentation of an 'instrument' for the optimization of the functionality and conservation of tertiary buildings. This technique has several different names: Building Automation Systems (BAS), Central Control and Monitoring System (CCMS) in English, and Gestion Technique du Bâtiment' (GTB) or Gestion Technique Centralisée (GTC) in French. With this technique it is possible to manage all the functions of a building, it is a modern instrument that introduces the concept of 'automation' in the operation of buildings using computerized procedures, earlier reserved for industrial processes. The system is structured with different automation levels with a distributed intelligence, each level characterized by a communication system (Fieldbus for the lowest and Ethernet for the highest level). In order to apply the BAS to CERN buildings it is necessary to evaluate the advantages, the CERN requirements and the integration with the several existing control and automation systems.

    An OMIT procedure is presented that has the benefits of iterative model building density modification and refinement yet is essentially unbiased by the atomic model that is built. A procedure for carrying out iterative model building, density modification and refinement is presented in which the density in an OMIT region is essentially unbiased by an atomic model. Density from a set of overlapping OMIT regions can be combined to create a composite ‘iterative-build’ OMIT map that is everywhere unbiased by an atomic model but also everywhere benefiting from the model-based information present elsewhere in the unit cell. The procedure may have applications in the validation of specific features in atomic models as well as in overall model validation. The procedure is demonstrated with a molecular-replacement structure and with an experimentally phased structure and a variation on the method is demonstrated by removing model bias from a structure from the Protein Data Bank.

    At the Modelica 2009 conference, we introduced the Buildings library, a freely available Modelica library for building energy and control systems. This paper reports the updates of the library and presents example applications for a range of heating, ventilation and air conditioning (HVAC) systems. Over the past two years, the library has been further developed. The number of HVAC components models has been doubled and various components have been revised to increase numerical robustness.The paper starts with an overview of the library architecture and a description of the main packages. To demonstrate the features of the Buildings library, applications that include multizone airflow simulation as well as supervisory and local loop control of a variable air volume (VAV) system are briefly described. The paper closes with a discussion of the current development.

    This chapter covers research advances in passive solar buildings research during the time span from 1982 through 1991. These advances fall within the following categories: (1) short-term energy monitoring, (2) heat transport by natural convection within buildings, and (3) design guidelines and design tools. In short-term energy monitoring, a simulation model of the building is calibrated, based on data taken in a 3-day test. The method accurately predicts performance over an extended period. Heat transport through doorways is characterized for complex situations that arise in passive solar buildings. Simple concepts and models adequately describe the energy transport in many situations of interest. In a new approach, design guidelines are automatically generated for any specific locality. Worksheets or an accompanying computer program allow the designer to quickly and accurately evaluate performance and investigate design alternatives. 29 refs., 19 figs., 2 tabs.

The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Nevertheless, we do not have the right tools to aggregate and preserve blog content correctly, as well as to manage blog archives effectively. Given the rising importance of blogs, it is crucial to build systems to facilitate blog preservation, safeguarding an essential part of our heritage that will prove valuable for current and future generations. In this paper, we present our work in progress towards building a novel blog preservation platform featuring robust digital preservation, management and dissemination facilities for blogs.     Previous research on phase change materials (PCM) for building applications has been done for several decades resulting in plenty of literature on PCM properties, temperature, and peak reduction potential. Thus, PCMs are a potential technology to reduce peak loads and HVAC energy consumption in buildings. There are few building energy simulation programs that have PCM modeling features, and even fewer have been validated. Additionally, there is no previous research that indicates the level of accuracy when simulating PCM from a building energy simulation perspective. This study analyzes the effects a nonlinear enthalpy profile has on thermal performance and expected energy benefits for PCM-enhanced insulation.

    Gas utilities across the US are aggressively pursuing the natural gas vehicle market by putting in place the infrastructure needed to ensure the growth of the important market. The first annual P and GJ NGV Marketing Survey has revealed many utilities plant to build and continue building NGV fueling facilities. The NGV industry in the US is confronting a classic chicken-or-egg quandary. Fleet operators and individual drivers are naturally unwilling to commit to a natural gas vehicle fuel until sufficient fueling facilities are in place, yet service station operators are reluctant to add NGV refueling capacity until enough CNG vehicles are on the road to create demand. The future of the NGV market is bright, but continued research and product improvements by suppliers as well as LDCs is needed if the potential is to be fulfilled. Advances in refueling facilities must continue if the market is to develop.

    A procedure for carrying out iterative model-building, density modification and refinement is presented in which the density in an OMIT region is essentially unbiased by an atomic model. Density from a set of overlapping OMIT regions can be combined to create a composite 'Iterative-Build' OMIT map that is everywhere unbiased by an atomic model but also everywhere benefiting from the model-based information present elsewhere in the unit cell. The procedure may have applications in the validation of specific features in atomic models as well as in overall model validation. The procedure is demonstrated with a molecular replacement structure and with an experimentally-phased structure, and a variation on the method is demonstrated by removing model bias from a structure from the Protein Data Bank.

    The energy-efficiency gap literature suggests that building buyers are often short-sighted in their failure to apply life-cycle costing principles to energy efficient building technologies, with the result that under investment in these advanced technology occurs. This study examines the reasons this behavior may occur, by analyzing the pressures that market forces place on purchasers of buildings. Our basic conclusion is that the fundamental manner in which the buildings sector does business creates pressures to reduce initial capital outlays and to hedge against a variety of risks, including the ability of building owners to capture benefits from energy efficiency. Starting from the position that building buyers' willingness to pay drives choices over building attributes, we examine basic market principles, the structure of the buildings market, including the role of lenders, and policies that promote penetration of energy efficient technologies. We conclude that greater attention to buyers, and to the incentives and constraints they face, would promote a better understanding of building investment choices and contribute to better policies to promote the penetration of these technologies into markets.

    The U.S. Department of Energy’s (DOE) residential research and demonstration program, Building America, has triumphed through 20 years of innovation. Partnering with researchers, builders, remodelers, and manufacturers to develop innovative processes like advanced framing and ventilation standards, Building America has proven an energy efficient design can be more cost effective, healthy, and durable than a standard house. As Building America partners continue to achieve their stretch goals, they have found that the barrier to true market transformation for high performance homes is the limited knowledge-base of the professionals working in the building industry. With dozens of professionals taking part in the design and execution of building and selling homes, each person should have basic building science knowledge relevant to their role, and an understanding of how various home components interface with each other. Instead, our industry typically experiences a fragmented approach to home building and design. After obtaining important input from stakeholders at the Building Science Education Kick-Off Meeting, DOE created a building science education strategy addressing education issues preventing the widespread adoption of high performance homes. This strategy targets the next generation and provides valuable guidance for the current workforce. The initiative includes: • Race to Zero Student Design Competition: Engages universities and provides students who will be the next generation of architects, engineers, construction managers and entrepreneurs with the necessary skills and experience they need to begin careers in clean energy and generate creative solutions to real world problems. • Building Science to Sales Translator: Simplifies building science into compelling sales language and tools to sell high performance homes to their customers. • Building Science Education Guidance: Brings together industry and academia to solve problems related to building science education. This report summarizes the steps DOE has taken to develop guidance for building science education and outlines a path forward towards creating real change for an industry in need. The Guidelines for Building Science Education outlined in Appendix A of this report have been developed for external stakeholders to use to certify that their programs are incorporating the most important aspects of building science at the most appropriate proficiency level for their role. The guidelines are intended to be used primarily by training organizations, universities, and certification bodies. Each guideline can be printed or saved as a stand-alone document for ease-of-use by the respective stakeholder group. In 2015, DOE, with leadership from Pacific Northwest National Laboratory (PNNL), is launching a multi-year campaign to promote the adoption of the Guidelines for Building Science Education in a variety of training settings.

    Building homes underground is a rapidly growing concept. From less than 200 in 1977 to about 6000 homes at present, this trend is discussed in detail. Although dirt is a poor insulator, its temperature moderating properties offer advantages. The need for insulating an underground house is discussed as well as the advantages of this type of home: (1) security advantages (fewer entrances); (2) storm resistance; (3) protection against fire; (4) lower maintenance costs; (5) space for lawn and garden is greater; and (6) these homes are quieter. The three principle types of underground homes are discussed in detail and illustrated with drawings and floor plans. These are: (1) the elevational type (most popular) with all doors and windows on one wall with other walls and roof completely covered; (2) penetrational homes with windows and doors on more than one side; and (3) the atrium home which is built around an open courtyard or atrium. Problems associated with earth-sheltered homes (underground water, structural strength requirements, building codes, indoor air pollution, costs, and financing) are discussed and suggestions are made for cutting costs. 4 references.     Structural materials in commercial buildings in the United States account for a significant fraction of national energy use, resource consumption, and greenhouse gas (GHG) emissions. Robust decisions for balancing and minimizing these various environmental effects require that structural materials selections follow a life-cycle, systems modeling approach. This report provides a concise overview of the development and use of a new life-cycle assessment (LCA) model for structural materials in U.S. commercial buildings?the Berkeley Lab Building Materials Pathways (B-PATH) model. B-PATH aims to enhance environmental decision-making in the commercial building LCA, design, and planning communities through the following key features: (1) Modeling of discrete technology options in the production, transportation, construction, and end of life processes associated U.S. structural building materials; (2) Modeling of energy supply options for electricity provision and directly combusted fuels across the building life cycle; (3) Comprehensiveness of relevant building mass and energy flows and environmental indicators; (4) Ability to estimate modeling uncertainties through easy creation of different life-cycle technology and energy supply pathways for structural materials; and (5) Encapsulation of the above features in a transparent public use model. The report summarizes literature review findings, methods development, model use, and recommendations for future work in the area of LCA for commercial buildings.

    U.S. and China are the world’s top two economics. Together they consumed one-third of the world’s primary energy. It is an unprecedented opportunity and challenge for governments, researchers and industries in both countries to join together to address energy issues and global climate change. Such joint collaboration has huge potential in creating new jobs in energy technologies and services. Buildings in the US and China consumed about 40% and 25% of the primary energy in both countries in 2010 respectively. Worldwide, the building sector is the largest contributor to the greenhouse gas emission.     Commercial buildings account for a large portion of summer peak electric demand. Research results show that there is significant potential to reduce peak demand in commercial buildings through advanced control technologies and strategies. However, a better understanding of commercial buildings contribution to peak demand and the use of energy management and control systems is required to develop this demand response resource to its full potential. The main objectives of the study were: (1) To evaluate the size of contributions of peak demand commercial buildings in the U.S.; (2) To understand how commercial building control systems support energy efficiency and DR; and (3) To disseminate the results to the building owners, facility managers and building controls industry. In order to estimate the commercial buildings contribution to peak demand, two sources of data are used: (1) Commercial Building Energy Consumption Survey (CBECS) and (2) National Energy Modeling System (NEMS). These two sources indicate that commercial buildings noncoincidental peak demand is about 330GW. The project then focused on technologies and strategies that deliver energy efficiency and also target 5-10% of this peak. Based on a building operations perspective, a demand-side management framework with three main features: (1) daily energy efficiency, (2) daily peak load management and (3) dynamic, event-driven DR are outlined. A general description of DR, its benefits, and nationwide DR potential in commercial buildings are presented. Case studies involving these technologies and strategies are described. The findings of this project are shared with building owners, building controls industry, researchers and government entities through a webcast and their input is requested. Their input is presented in the appendix section of this report.

    Surface water is a primary concept of human experience but concepts are captured in cultures and languages in many different ways. Still, many commonalities can be found due to the physical basis of many of the properties and categories. An abstract ontology of surface water features based only on those physical properties of landscape features has the best potential for serving as a foundational domain ontology. It can then be used to systematically incor-porate concepts that are specific to a culture, language, or scientific domain. The Surface Water ontology design pattern was developed both for domain knowledge distillation and to serve as a conceptual building-block for more complex surface water ontologies. A fundamental distinction is made in this on-tology between landscape features that act as containers (e.g., stream channels, basins) and the bodies of water (e.g., rivers, lakes) that occupy those containers. Concave (container) landforms semantics are specified in a Dry module and the semantics of contained bodies of water in a Wet module. The pattern is imple-mented in OWL, but Description Logic axioms and a detailed explanation is provided. The OWL ontology will be an important contribution to Semantic Web vocabulary for annotating surface water feature datasets. A discussion about why there is a need to complement the pattern with other ontologies, es-pecially the previously developed Surface Network pattern is also provided.
