    Utility vectors with promoters that confer desired spatial and temporal expression patterns are useful tools for studying gene and cellular function and for industrial applications. To target the expression of DNA sequences of interest to cells forming plant secondary cell walls, which generate most of the vegetative biomass, upstream regulatory sequences of the Brachypodium distachyon lignin biosynthetic gene BdPMT and the cellulose synthase genes BdCESA7 and BdCESA8 were isolated and cloned into binary vectors designed for Agrobacterium-mediated transformation of monocots. Expression patterns were assessed using the β-glucuronidase gene GUSPlus and X-glucuronide staining. All three promoters showed strong expression levels inmore » stem tissue at the base of internodes where cell wall deposition is most active, in both vascular bundle xylem vessels and tracheids, and in interfascicular tissues, with expression less pronounced in developmentally older tissues. In leaves, BdCESA7 and BdCESA8 promoter-driven expression was strongest in leaf veins, leaf margins, and trichomes; relatively weaker and patchy expression was observed in the epidermis. BdPMT promoter-driven expression was similar to the BdCESA promoters expression patterns, including strong expression in trichomes. The intensity and extent of GUS staining varied considerably between transgenic lines, suggesting that positional effects influenced promoter activity. Introducing the BdPMT and BdCESA8 Open Reading Frames into BdPMT and BdCESA8 utility promoter binary vectors, respectively, and transforming those constructs into Brachypodium pmt and cesa8 loss-of-function mutants resulted in rescue of the corresponding mutant phenotypes. This work therefore validates the functionality of these utility promoter binary vectors for use in Brachypodium and likely other grass species.   7. CRISS-CROSS MAPPING OF BD+30 3639: A NEW KINEMATIC ANALYSIS TECHNIQUE

    We introduce a new method to analyze kinematic proper motion data. The method is called 'criss-cross' mapping. It emphasizes regions where proper motion vector extensions cross or converge. From a superposition of lines through the vectors a map is generated which helps to interpret the kinematic data. The new mapping technique is applied to the young planetary nebula BD+30 3639. The data are more than 200 internal proper motion measurements from Li et al. From the criss-cross mapping of BD+30 3639, we conclude that the kinematic center is approximately 0.5 arcsec off-set to the southeast from the central star. The mapping also shows evidence for a non-homologous expansion of the nebula that is consistent with a disturbance due to the bipolar molecular bullets.

    Based on comparisons between the TRAC-BD1 power imposed calculation and the RAMONA-3B results, it can be said that the thermal-hydraulic models of both RAMONA-3B and TRAC-BD1 provide adequate representation of an ATWS event in a BWR. However, for the reactor power calculation, RAMONA-3B with space-time neutron kinetics is a superior and preferable tool to the TRAC-BD1 with point kinetics for ATWS type events where the spatial core power distribution varies with time. Also, the computer running time for RAMONA-3B (with 115 hydraulic cells and 192 neutronic cells has been found to be about four times lower than TRAC-BD1 (with 63 hydraulic cells and point kinetics). Therefore, it is recommended that RAMONA-3B be further used for best-estimate analysis of BWR ATWS-type events.

    Deregulation is haltingly changing the United States electricity markets. The resulting uncertainty and/or rising energy costs can be hedged by generating electricity on-site and other benefits, such as use of otherwise wasted heat, can be captured. The Public Utility Regulatory Policy Act (PURPA) of 1978 first invited relatively small-scale generators ({ge} 1 MW) into the electricity market. The advent of efficient and reliable small scale and renewable equipment has spurred an industry that has, in recent years, made even smaller (business scale) electricity generation an economically viable option for some consumers. On-site energy capture and/or conversion, known as distributed energy resources (DER), offers consumers many benefits, such as economic savings and price predictability, improved reliability, control over power quality, and emissions reductions. Despite these benefits, DER adoption can be a daunting move to a customer accustomed to simply paying a monthly utility bill. San Diego is in many ways an attractive location for DER development: It has high electricity prices typical of California and a moderate climate i.e. energy loads are consistent throughout the year. Additionally, the price shock to San Diego Gas and Electric (SDG&E) customers during the summer of 2000 has interested many in alternatives to electricity price vulnerability. This report examines the business case for DER at the San Diego biotechnology supply company, BD Biosciences Pharmingen, which considered DER for a building with 200-300 kW base-load, much of which accommodates the refrigerators required to maintain chemicals. Because of the Mediterranean climate of the San Diego area and the high rate of air changes required due to on-site use of chemicals, modest space heating is required throughout the year. Employees work in the building during normal weekday business hours, and daily peak loads are typically about 500 kW.

    We report the results of the first X-ray observation of the luminous and helium-rich O-type subdwarf BD +37 Degree-Sign 442 carried out with the XMM-Newton satellite in 2011 August. X-ray emission is detected with a flux of about 3 Multiplication-Sign 10{sup -14} erg cm{sup -2} s{sup -1} (0.2-1 keV) and a very soft spectrum, well fit by the sum of a blackbody with temperature kT{sub BB} = 45{sup +11}{sub -9} eV, and a power law with a poorly constrained photon index. Significant pulsations with a period of 19.2 s are detected, indicating that the X-ray emission originates in a white dwarf or neutron star companion, most likely powered by accretion from the wind of BD +37 Degree-Sign 442.

    The substitution of hydrogen by deuterium is generally known to increase the stability of the defect passivation in semiconductors, occasionally giving rise to giant isotope effects. In this work, the stability under an electron beam irradiation of boron-hydrogen and boron-deuterium pairs in diamond are compared. The dissociation kinetics was followed in situ by cathodoluminescence spectroscopy. Surprisingly, B-H complexes are more stable than B-D complexes under electron beam at low temperature ({approx}100 K), with a dissociation rate about twice smaller. These experimental results are coherent with a dissociation mechanism involving a cumulative vibrational excitation of the complexes.

    The prospective oil deals of the century were unveiled last month in Baghdad at the unlikely venue of the first international oil conference in Iraq in decades. In a dramatic twist Iraq detailed 33 oil fields that are now open for joint development with foreign partners. The productive capacity of the listed fields totals some 4.5 million b/d, and the underlying proved reserves exceed 50 billion bbl--equal to more than US and Canadian reserves combined. Reversing its prior compulsive secretiveness concerning oil affairs, the government cleared at the highest level the proposal to publicize the available resources and to offer corroborative detail. ``Four and a half million b/d is an awful lot of oil,`` noted one foreign oilman who was loath to be quoted because his company feared possible reprisals in the US. The economic bait was both clear and enticing. Iraq chose the public forum to signal to the world the gains that could accrue to the first countries that break with the US over continuing the sanctions. The paper discusses the political impacts, the substantial offerings, exploitation costs, and bypassing sanctions.

    Analysis of a typical BWR/4 Anticipated Transient Without Scram (ATWS) has been performed using two advanced, best-estimate computer codes, namely, RAMONA-3B and TRAC-BD1. The transient was initiated by an inadvertant closure of all Main Steam Isolation Valves (MSIVs) with subsequent failure to scram the reactor. However, all other safety features namely, the safety and relief valves, recirculation pump trip, high pressure coolant injection and the standby liquid (boron) control system were assumed to work as designed. No other operator action was assumed. It has been found that both RAMONA-3B (with three-dimensional neutron kinetics) and TRAC-BD1 (with point kinetics) yielded similar results for the global parameters such as reactor power, system pressure and the suppression pool temperature. Both calculations showed that the reactor can be brought to hot shutdown in approximately twenty to twenty-five minutes with borated water mass flow rate of 2.78 kg/s (43 gpm) with 23800 ppM of boron. The suppression pool water temperature (assuming no pool cooling) at this time could be in the range of 170 to 205/sup 0/F. An additional TRAC-BD1 calculation with RAMONA-3B reactor power indicates that the thermal-hydraulic models in RAMONA-3B, although simpler than those in TRAC-BD1, can adequately represent the system behavior during the ATWS-type transient.

    In this paper, the Al{sub 2}O{sub 3}/InGaAs interface was studied by X-ray photoelectron spectroscopy (XPS) after a breakdown (BD) event at positive bias applied to the gate contact. The dynamics of the BD event were studied by comparable XPS measurements with different current compliance levels during the BD event. The overall results show that indium atoms from the substrate move towards the oxide by an electro-migration process and oxidize upon arrival following a power law dependence on the current compliance of the BD event. Such a result reveals the physical feature of the breakdown characteristics of III-V based metal-oxide-semiconductor devices.

    Spitzer Space Telescope photometry and spectroscopy of BD +20 307 show that all of the dust around this remarkable Gyr-old spectroscopic binary arises within 1 AU. No additional cold dust is needed to fit the infrared excess. Peaks in the 10 and 20 {mu}m spectrum are well fit with small silicates that should be removed on a timescale of years from the system. This is the dustiest star known for its age, which is {approx}>1 Gyr. The dust cannot arise from a steady-state collisional cascade. A catastrophic collision of two rocky, planetary-scale bodies in the terrestrial zone is the most likely source for this warm dust because it does not require a reservoir of planetesimals in the outer system.

    TRUMP-BD (Boil Down) is an extension of the TRUMP (Edwards 1972) computer program for the analysis of nuclear fuel assemblies under severe accident conditions. This extension allows prediction of the heat transfer rates, metal-water oxidation rates, fission product release rates, steam generation and consumption rates, and temperature distributions for nuclear fuel assemblies under core uncovery conditions. The heat transfer processes include conduction in solid structures, convection across fluid-solid boundaries, and radiation between interacting surfaces. Metal-water reaction kinetics are modeled with empirical relationships to predict the oxidation rates of steam-exposed Zircaloy and uranium metal. The metal-water oxidation models are parabolic in form with an Arrhenius temperature dependence. Uranium oxidation begins when fuel cladding failure occurs; Zircaloy oxidation occurs continuously at temperatures above 13000{degree}F when metal and steam are available. From the metal-water reactions, the hydrogen generation rate, total hydrogen release, and temporal and spatial distribution of oxide formations are computed. Consumption of steam from the oxidation reactions and the effect of hydrogen on the coolant properties is modeled for independent coolant flow channels. Fission product release from exposed uranium metal Zircaloy-clad fuel is modeled using empirical time and temperature relationships that consider the release to be subject to oxidation and volitization/diffusion ( bake-out'') release mechanisms. Release of the volatile species of iodine (I), tellurium (Te), cesium (Ce), ruthenium (Ru), strontium (Sr), zirconium (Zr), cerium (Cr), and barium (Ba) from uranium metal fuel may be modeled.

    We have obtained near-infrared adaptive optics imaging and collected additional radial velocity observations to search for a third component in the extremely dusty short-period binary system BD +20 Degree-Sign 307. Our image shows no evidence for a third component at separations greater than 19 AU. Our four seasons of radial velocities have a constant center-of-mass velocity and are consistent with the systemic velocities determined at two earlier epochs. Thus, the radial velocities also provide no support for a third component. Unfortunately, the separation domains covered by our imaging and radial velocity results do not overlap. Thus, we examined the parameters for possible orbits of a third component that could have been missed by our current observations. With our velocities we determined improved circular orbital elements for the 3.4 day double-lined binary. We also performed a spectroscopic abundance analysis of the short-period binary components and conclude that the stars are a mid- and a late-F dwarf. We find that the iron abundances of both components, [Fe/H] = 0.15, are somewhat greater than the solar value and comparable to that of stars in the Hyades. Despite the similarity of the binary components, the lithium abundances of the two stars are very unequal. The primary has log {epsilon} (Li) = 2.72, while in the secondary log {epsilon} (Li) {<=}1.46, which corresponds to a difference of at least a factor of 18.     Sandy coastal sediments are global hot spots for microbial mineralization of organic matter and denitrification. These sediments are characterized by advective pore water flow, tidal cycling and an active and complex microbial community. Metagenomic sequencing of microbial communities sampled from such sediments showed that potential sulfuroxidizing Gammaproteobacteria and members of the enigmaticBD1-5/ SN-2 candidatephylumwereabundantinsitu (>10% and 2% respectively). By mimicking the dynamic oxic/anoxic environmental conditions of the sedimentin a laboratory chemostat, a simplified microbial community was selected from the more complex inoculum. Metagenomics, proteomics and fluorescenceinsituhybridization showed that this simplified community contained both a potential sulfuroxidizing Gamma proteobacteria (at 24 2% abundance) and a member of the BD1-5 / SN-2candidatephylum (at 7 6%abundance). Despite the abundant supply of organic substrates to the chemostat, proteomic analysis suggested that the selected gamma proteobacterium grew partially auto trophically and performed hydrogen/formate oxidation. The enrichment of a member of the BD1-5/SN-2candidatephylum enabled, for the first time, direct microscopic observation by fluorescent insitu hybridization and the experimental validation of the previously predicted translation of the stop codon UGA into glycine.

    The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts. We identified opportunities for the development of renewable energy resources and energy services on the Yurok Reservation that fall into five basic categories: • Demand-side management – This refers to efforts to reduce energy use through energy efficiency and conservation measures. • Off-grid, facility and household scale renewable energy systems – These systems can provide electricity to individual homes and Tribal facilities in areas of the Reservation that do not currently have access to the electric utility grid. • Village scale, micro-grid renewable energy systems - These are larger scale systems that can provide electricity to interconnected groups of homes and Tribal facilities in areas of the Reservation that do not have access to the conventional electric grid. This will require the development of miniature electric grids to serve these interconnected facilities. • Medium to large scale renewable energy development for sale to the grid – In areas where viable renewable energy resources exist and there is access to the conventional electric utility grid, these resources can be

In addition to the system loss-of-load probability (LOLP) and loss-of-load expectation (LOLE) indices, PICES calculates the expected frequency and duration of system capacity deficiencies and the probability, expectation, and expected frequency and duration of a range of system reserve margin states. The program employs hourly load data and either the two-state (on/off) or a more sophisticated three-state (on/partially on/fully off) generating unit representation. Unit maintenance schedules are determined on a weekly, levelized reserve margin basis.     This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose.     When modeling solar energy technologies and other distributed energy systems, using high-quality expansive electricity rates is essential. The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

Xylose isomerases related to that of A. missouriensis were identified structurally through molecular phylogenetic and Profile Hidden Markov Model analyses, providing xylose isomerases that may be used to improve xylose utilization.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

    The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study. Objective 1 - Develop the basic organizational structure and operational strategy for a tribally controlled utility to operate at the Tribe’s tourism enterprise district, Grand Canyon West. As PV deployment has leapt forward and presaged a truly significant solar contribution, however, it has become clear that utilities’ traditional treatment of distributed PV cannot be taken for granted—nor can the future value and deployment of distributed PV. At the heart of this issue is net energy metering (NEM). Under NEM, PV owners can sell to a utility the electricity they generate but cannot consume on site, often at full retail rates. This widespread policy has helped drive the rapid growth of distributed PV, but the success has raised concerns about the potential for higher electricity rates and cost-shifting to non-solar customers, reduced utility shareholder profitability, reduced utility earnings opportunities, and inefficient resource allocation. The resulting reform efforts have revolved largely around changing NEM rules and retail rate structures. Most of the reforms to date address NEM concerns by reducing the benefits provided to distributed PV customers and thus constraining PV deployment. A new analysis estimates that eliminating NEM nationwide, by compensating exports of PV electricity at wholesale rather than retail rates would cut cumulative distributed PV deployment by 20% in 2050 compared with a continuation of current policies. This would slow the PV cost reductions that arise from larger scale and market certainty. It could also thwart achievement of the SunShot deployment goals even if the initiative’s cost targets are achieved.     An all-solid-state laser system is disclosed wherein the laser is pumped in the longwave wing of the pump absorption band. By utilizing a laser material that will accept unusually high dopant concentrations without deleterious effects on the crystal lattice one is able to compensate for the decreased cross section in the wing of the absorption band, and the number of pump sources which can be used with such a material increases correspondingly. In a particular embodiment a chromium doped colquiriite-structure crystal such as Cr:LiSrAlF.sub.6 is the laser material. The invention avoids the problems associated with using AlGaInP diodes by doping the Cr:LiSrAlF.sub.6 heavily to enable efficient pumping in the longwave wing of the absorption band with more practical AlGaAs diodes.

    Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public

It was found that not only is the technology different from what most US utilities are accustomed to, but also that the non-technical issues or business issues, such as contracting, project management and contract administration also have different requirements. The non-technical or business issues that are vital to the successful commercialization of this technology are described. These business issues must be successfully addressed by both the utilities and the technology suppliers in order for integrated gasification combined cycle power plants to achieve commercial success.

    The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. In the state of Washington, 20 small-scale hydroelectric projects with a combined generating capacity of 77 MW, 3 solid waste-to-energy facilities

In this work, we fabricated an aluminum (Al)/DNA/Al structure and generated current–voltage characteristics upon exposure to alpha radiation. Two models were utilized to investigate these current profiles; the standard conventional thermionic emission model and Cheung and Cheung's method. Using these models, the barrier height, Richardson constant, ideality factor and series resistance of the metal-DNA-metal structure were analyzed in real time. The barrier height, Φ value calculated using the conventional method for non-radiated structure was 0.7149 eV, increasing to 0.7367 eV after 4 min of radiation. Barrier height values were observed to increase after 20, 30 and 40 min of radiation, except for 6, 8, and 10 min, which registered a decrease of about 0.67 eV. This was in comparison using Cheung and Cheung's method, which registered 0.6983 eV and 0.7528 eV for the non-radiated and 2 min of radiation, respectively. The barrier height values, meanwhile, were observed to decrease after 4 (0.61 eV) to 40 min (0.6945 eV). The study shows that conventional thermionic emission model could be practically utilized for estimating the diode parameters including the effect of series resistance. These changes in the electronic properties of the Al/DNA/Al junctions could therefore be utilized in the manufacture of sensitive alpha particle sensors.

    Because of the interest in aluminum nitride (AlN) for various refractory and structural applications, methods are required to cost-effectively process a water-sensitive material into the required shapes. The existence of water-resistant AlN powders has allowed the consideration of aqueous processing of a material that previously required solvent-based formulation. The composition and procedures developed for aqueous slip-casting water-resistant AlN powders provide a manufacturing route for the fabrication of large and complex geometries. Technology to create aqueous dispersions of these powders also potentially enables other manufacturing processes, such as extrusion and spray drying, to utilize the cost advantages of aqueous processing.

    Multilayer assemblies of epitaxially-grown, III-V semiconductor materials are being investigated for use in thermophotovoltaic (TPV) energy conversion applications. It has been observed that thick, highly-doped semiconductor layers within cell architectures dominate the parasitic free-carrier absorption (FCA) of devices at wavelengths above the bandgap of the semiconductor material. In this work, the wavelength-dependent, free-carrier absorption of p- and n-type InGaAs layers grown epitaxially onto semi-insulating (SI) InP substrates has been measured and related to the total absorption of long-wavelength photons in thermophotovoltaic devices. The optical responses of the TPV cells are then used in the calculation of spectral utilization factors and device efficiencies.

    In the twentieth century, coal has become the major fuel for electric power generation in the U.S. and most of the nonpetroleum-producing countries of the world. In 1998, the world coal-fired capacity for electric power generation was about 815 GW, consuming large quantities of coals of all ranks. Today, coal provides a third of the world`s energy requirements. In fact, coal use for power generation has grown steadily since the oil embargo in 1973 and has seen an even faster rate of growth in recent years. It has been reported that the global demand for new coal will increase by more than 1500 million tons by the year 2000. However, this increased production of coal has its drawbacks, including the concomitant production of coal waste. Reported estimates indicate that billions of tons of coal waste have already been disposed of in waste impoundments throughout the U.S. Further, in the U.S. today, about 20-25 % of each ton of mined coal is discarded by preparation plants as gob and plant tailings. It appears that the most economical near-term approach to coal waste recovery is to utilize the waste coal fines currently discarded with the refuse stream, rather than attempt to recover coal from waste impoundments that require careful prior evaluation and site preparation. A hypothetical circuit was designed to examine the economics of recovery and utilization of waste coal fines. The circuit recovers products from 100 tons per hour (tph) of coal waste feed recovering 70 tph of fine coal that can be used in coal-fired boilers. The present analysis indicates that the coal waste recovery is feasible and economical. In addition, significant environmental benefits can be expected.

    This paper uses the Residential Energy Consumption Survey undertaken by the Energy Information Administration in 1990 to estimate the statistical association between household income and participation in electric utility energy conservation programs and the association between participation and the electricity consumption. The results indicate that utility rebates, energy audits, load management programs and other conservation measures tend to be undertaken at greater frequency by high income households than by low income households. Participants in conservation programs tend to occupy relatively new and energy efficient residences and undertake conservation measures other than utility programs, which suggests that utility sponsored programs are substitutes for other conservation investments. Electricity consumption during 1990 is not significantly less for households participating in utility programs than for nonparticipants, which also implies that utility conservation programs are displacing other conservation investments. Apparently, utility programs are not avoiding costs of new construction and instead are transferring wealth, particularly to high income participating households.

    The quality of fly ash is of considerable importance to fly ash utilizers. The fly ash puzzolanic activity is one of the most important properties that determines the role of fly ash as a binding agent in the cementing process. The puzzolanic activity, however is a function of fly ash particle size and chemical composition. These parameters are closely related to the process of fly ash formation in pulverized coal fired furnaces. In turn, it is essential to understand the transformation of mineral matter during coal combustion. Due to the particle-to-particle variation of coal properties and the random coalescence of mineral particles, the properties of fly ash particles e.g. size, SiO{sub 2} content, viscosity can change considerably from particle to particle. These variations can be described by the use of the probability theory. Since the mean values of these randomly changing parameters are not sufficient to describe the behavior of individual fly ash particles during the formation of concrete, therefore it is necessary to investigate the distribution of these variables. Examples of these variations were examined by the Computer Controlled Scanning Electron Microscopy (CCSEM) for particle size and chemical composition for Texas lignite and Eagel Butte mineral matter and fly ash. The effect of combustion on the variations of these properties for both the fly ash and mineral matter were studied by using a laminar flow reactor. It is shown in our paper, that there are significant variations (about 40-50% around the mean values) of the above-listed properties for both coal samples. By comparing the particle size and chemical composition distributions of the mineral matter and fly ash, it was possible to conclude that for the Texas lignite mineral matter, the combustion did not effect significantly the distribution of these properties, however, for the Eagel Butte coal the combustion had a major impact on these mineral matter parameters.

    To advance the development of III-V nitride on silicon heterostructure semiconductor devices, we have utilized in-situ x-ray photoelectron spectroscopy (XPS) to investigate the chemistry and valence band offset (VBO) at interfaces formed by gas source molecular beam epitaxy of AlN on Si (001) and (111) substrates. For the range of growth temperatures (600–1050 °C) and Al pre-exposures (1–15 min) explored, XPS showed the formation of Si-N bonding at the AlN/Si interface in all cases. The AlN/Si VBO was determined to be −3.5 ± 0.3 eV and independent of the Si orientation and degree of interfacial Si-N bond formation. The corresponding AlN/Si conduction band offset (CBO) was calculated to be 1.6 ± 0.3 eV based on the measured VBO and band gap for wurtzite AlN. Utilizing these results, prior reports for the GaN/AlN band alignment, and transitive and commutative rules for VBOs, the VBO and CBO at the GaN/Si interface were determined to be −2.7 ± 0.3 and −0.4 ± 0.3 eV, respectively.

Today, more than 750 utilities--or about 25% of all utilities nationally--provide their customers a "green power" option. Through these programs, more than 70 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs--or make contributions to support the development of renewable energy resources.     On Jan. 27, the US Supreme Court refused to review a recent federal circuit court decision allowing a California public utility to enter into energy-related contractor activities; this may set a precedent for future related cases, according to an attorney for the contractor plaintiffs. The Supreme Court's refusal lets stand the 9th Federal Circuit Court of Appeals decision on Grason Electric Co. et al. vs. the Sacramento Municipal Utility District (SMUD). That decision allows SMUD - a public utility - to engage in energy-related businesses such as the installation of energy management systems and lighting retrofits, according to the attorney. The plaintiffs in the case, 13 electrical contractors in the Sacramento area, originally brought the case against SMUD on antitrust grounds because, they alleged, the utility was encroaching upon their businesses.

    An unusual growth mechanism of metastable zincblende AlN thin film by diffusion of nitrogen atoms into Al lattice is established. Using first-principles density functional theory, we studied the possibility of thermodynamic stability of AlN as a zincblende phase due to epitaxial strains and interface effect, which fails to explain the formation of zincblende AlN. We then compared the formation energetics of rocksalt and zincblende AlN in fcc Al through direct diffusion of nitrogen atoms to Al octahedral and tetrahedral interstitials.     Aluminum (Al)-doped ZnO (AZO) films with embedded Al nanoclusters were proposed and utilized to enhance the light output power and maximum operation current of GaN-based light-emitting diodes (LEDs). The AZO films were sputtered using ZnO and Al targets in a magnetron cosputtering system. With Al dc power of 7 W and ZnO 100 W ac power, the electron concentration of 4.1x10{sup 20} cm{sup -3}, electron mobility of 16.2 cm{sup 2}/V s, and resistivity of 7.2x10{sup -4} {Omega} cm were obtained for the deposited AZO film annealed at 600 deg. C for 1 min in a N{sub 2} ambient. As verified by a high resolution transmission electron microscopy, the deposited AZO films with embedded Al nanoclusters were clearly observed. A 35% increase in light output power of the GaN-based LEDs with Al nanoclusters-embedded AZO films was realized compared with the conventional LEDs operated at 500 mA. It was verified experimentally that the various characteristics of GaN-based LEDs including the antireflection, light scattering, current spreading, and the light extraction efficiency in light emission could be significantly enhanced with the use of Al nanoclusters-embedded AZO films.

    We present a theoretical study of the distribution of Al atoms in zeolite ZSM-5 with Si/Al=47, where we focus on the role of Al-Al interactions rather than on the energetics of Al/Si substitutions at individual sites. Using interatomic potential methods, we evaluate the energies of the full set of symmetrically independent configurations of Al siting in a Si{sub 94}Al{sub 2}O{sub 192} cell. The equilibrium Al distribution is determined by the interplay of two factors: the energetics of the Al/Si substitution at an individual site, which tends to populate particular T sites (e.g., the T14 site), and the Al-Al interaction, which at this Si/Al maximises Al-Al distances in general agreement with Dempsey's rule. However, it is found that the interaction energy changes approximately as the inverse of the square of the distance between the two Al atoms, rather than the inverse of the distance expected if this were merely charge repulsion. Moreover, we find that the anisotropic nature of the framework density plays an important role in determining the magnitude of the interactions, which are not simply dependent on Al-Al distances. - Graphical abstract: Role of Al-Al interactions in high silica ZSM-5 is shown to be anisotropic in nature and not dependent solely on Coulombic interactions. Highlights: Black-Right-Pointing-Pointer Si-Al distribution in ZSM-5 is revisited, stressing the role of the Al-Al interaction. Black-Right-Pointing-Pointer Coulomb interactions are not the key factors controlling the Al siting. Black-Right-Pointing-Pointer Anisotropy of the framework is identified as a source of departure from Dempsey's rule.

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, nearly 600 utilities in regulated electricity markets--or almost 20% of all utilities nationally--provide their customers a "green power" option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals about 125. Through these programs, more than 40 million customers spanning 34 states have the ability to purchase renewable energy to meet some portion or all of their electricity needs--or make contributions to support the development of renewable energy resources.     Utilities first began offering consumers a choice of purchasing electricity generated from renewable energy sources in the early 1990s. Since then, the number of U.S. utilities offering green pricing programs has steadily grown. Today, more than 500 utilities in regulated electricity markets--or about 16% of all utilities nationally--offer their customers green power options. Because some of these utilities offer programs in conjunction with cooperative associations or other public power entities, the number of distinct programs is slightly more than 100. Through these programs, more than 33 million customers spanning 34 states have the ability to purchase renewable energy to meet some portion or all of their electricity needs, or make contributions to support the development of renewable energy resources. Typically, customers must pay a premium above standard electricity rates for this service. This report presents year-end 2003 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data provided in this report can be used by utilities as benchmarks by which to gauge the success of their green power programs.

    This is Volume 2 part 2, of the Utility flue gas desulfurization (FGD) Survey report, which is generated by a computerized data base management system, represents a survey of operational and planned domestic utility flue gas desulfurization (FGD) systems. It summarizes information contributed by the utility industry, system and equipment suppliers, system designers, research organizations, and regulatory agencies. The data cover system design, fuel characteristics, operating history, and actual system performance.     An Eu{sup 2+}-activated AlN phosphor was synthesized by firing the powder mixture of AlN, {alpha}-Si{sub 3}N{sub 4}, and Eu{sub 2}O{sub 3} at 2050 deg. C for 4 h under 1.0 MPa N{sub 2}. This nitride phosphor emits a strong blue color with the chromaticity coordinates of x=0.139 and y=0.106 at an accelerating voltage of 3 kV. The cathodoluminescence properties of AlN:Eu{sup 2+} was evaluated by utilizing it in the Spindt-type field emission display panel. It shows that the nitride phosphor exhibits higher brightness, higher color purity, lower saturation, and longer lifetime than the currently used Y{sub 2}SiO{sub 5}:Ce{sup 3+}, indicative of the suitability of the AlN:Eu{sup 2+} blue phosphor in field emission displays.
