While more than 70 utilities in the U.S. have offered voluntary RTP tariffs on either a pilot or permanent basis, most have operated in relative obscurity. To bring this broad base of experience to bear on policymakers current efforts to stimulate price responsive demand, we conducted a survey of 43 voluntary RTP tariffs offered in 2003. The survey involved telephone interviews with RTP program managers and other utility staff, as well as a review of regulatory documents, tariff sheets, program evaluations, and other publicly available sources. Based on this review of RTP program experience, we identify key trends related to: utilities motivations for implementing RTP, evolution of RTP tariff design, program participation, participant price response, and program outlook. We draw from these findings to discuss implications for policymakers that are currently considering voluntary RTP as a strategy for developing price responsive demand.

    1982-01-01

The results of the 1980 survey of electric utility-sponsored energy conservation, load management, and end-use solar energy conversion projects are described. The work is an expansion of a previous survey and evaluation and has been jointly sponsored by EPRI and DOE through the Oak Ridge National Laboratory. There are three volumes and a summary document. Each volume presents the results of an extensive survey to determine electric utility involvement in customer-side projects related to the particular technology (i.e., conservation, solar, or load management), selected descriptions of utility projects and results, and first-level technical and economic evaluations.

Section 1 of this report provides a background about the DOE High Performance Power Systems (HIPPS) program. There are two kinds of HIPPS cycles under development. One team is led by the Foster Wheeler Development Corporation, the other team is led by the United Technologies Research Center. These cycles are described. Section 2 summarizes the feedback from the survey of the repowering needs of ten electric utility companies. The survey verified that the utility company planners favor a repowering for a first-of-a-kind demonstration of a new technology rather than an all-new-site application. These planners list the major factor in considering a unit as a repowering candidate as plant age: they identify plants built between 1955 and 1965 as the most likely candidates. Other important factors include the following: the need to reduce operating costs; the need to perform major maintenance/replacement of the boiler; and the need to reduce emissions. Section 3 reports the results of the market assessment. Using the size and age preferences identified in the survey, a market assessment was conducted (with the aid of a power plant data base) to estimate the number and characteristics of US generating units which constitute the current, primary potential market for coal-based repowering. Nearly 250 units in the US meet the criteria determined to be the potential repowering market.

The [C II] 158 ?m line is one of the strongest emission lines observed in star-forming galaxies and has been empirically measured to correlate with the star-formation rate (SFR) globally and on kiloparsec scales. However, because of the multiphase origins of [C II], one might expect this relation to break down at small scales. We investigate the origins of [C II] emission by examining high spatial resolution observations of [C II] in M31 with the Survey of Lines in M31. We present five ?700 × 700 pc (3' × 3') fields mapping the [C II] emission, H? emission, and the ancillary infrared (IR) data. We spatially separate star-forming regions from diffuse gas and dust emission on ?50 pc scales. We find that the [C II]-SFR correlation holds even at these scales, although the relation typically has a flatter slope than found at larger (kiloparsec) scales. While the H? emission in M31 is concentrated in the SFR regions, we find that a significant amount (?20%-90%) of the [C II] emission comes from outside star-forming regions and that the total IR emission (TIR) has the highest diffuse fraction of all SFR tracers. We find a weak correlation of the [C II]/TIR to dust color in each field and find a large-scale trend of increasing [C II]/TIR with galactocentric radius. The differences in the relative diffuse fractions of [C II], H?, and IR tracers are likely caused by a combination of energetic photon leakage from H II regions and heating by the diffuse radiation field arising from older (B-star) stellar populations. However, we find that by averaging our measurements over kiloparsec scales, these effects are minimized, and the relation between [C II] and SFR found in other nearby galaxy studies is retrieved.

  9. Survey and analysis of selected jointly owned large-scale electric utility storage projects

The objective of this study was to examine and document the issues surrounding the curtailment in commercialization of large-scale electric storage projects. It was sensed that if these issues could be uncovered, then efforts might be directed toward clearing away these barriers and allowing these technologies to penetrate the market to their maximum potential. Joint-ownership of these projects was seen as a possible solution to overcoming the major barriers, particularly economic barriers, of commercializaton. Therefore, discussions with partners involved in four pumped storage projects took place to identify the difficulties and advantages of joint-ownership agreements. The four plants surveyed included Yards Creek (Public Service Electric and Gas and Jersey Central Power and Light); Seneca (Pennsylvania Electric and Cleveland Electric Illuminating Company); Ludington (Consumers Power and Detroit Edison, and Bath County (Virginia Electric Power Company and Allegheny Power System, Inc.). Also investigated were several pumped storage projects which were never completed. These included Blue Ridge (American Electric Power); Cornwall (Consolidated Edison); Davis (Allegheny Power System, Inc.) and Kttatiny Mountain (General Public Utilities). Institutional, regulatory, technical, environmental, economic, and special issues at each project were investgated, and the conclusions relative to each issue are presented. The major barriers preventing the growth of energy storage are the high cost of these systems in times of extremely high cost of capital, diminishing load growth and regulatory influences which will not allow the building of large-scale storage systems due to environmental objections or other reasons. However, the future for energy storage looks viable despite difficult economic times for the utility industry. Joint-ownership can ease some of the economic hardships for utilites which demonstrate a need for energy storage.

We cross-matched Wide-field Infrared Survey Explorer sources brighter than 1 mJy at 12 {mu}m with the Sloan Digital Sky Survey galaxy spectroscopic catalog to produce a sample of {approx}10{sup 5} galaxies at (z) = 0.08, the largest of its kind. This sample is dominated (70%) by star-forming (SF) galaxies from the blue sequence, with total IR luminosities in the range {approx}10{sup 8}-10{sup 12} L{sub Sun }. We identify which stellar populations are responsible for most of the 12 {mu}m emission. We find that most ({approx}80%) of the 12 {mu}m emission in SF galaxies is produced by stellar populations younger than 0.6 Gyr. In contrast, the 12 {mu}m emission in weak active galactic nuclei (AGNs; L{sub [Oiii]} < 10{sup 7} L{sub .}) is produced by older stars, with ages of {approx}1-3 Gyr. We find that L{sub 12{mu}m} linearly correlates with stellar mass for SF galaxies. At fixed 12 {mu}m luminosity, weak AGNs deviate toward higher masses since they tend to be hosted by massive, early-type galaxies with older stellar populations. SF galaxies and weak AGNs follow different L{sub 12{mu}m}-SFR (star formation rate) relations, with weak AGNs showing excess 12 {mu}m emission at low SFR (0.02-1 M{sub Sun} yr{sup -1}). This is likely due to dust grains heated by older stars. While the specific star formation rate (SSFR) of SF galaxies is nearly constant, the SSFR of weak AGNs decreases by {approx}3 orders of magnitude, reflecting the very different star formation efficiencies between SF galaxies and massive, early-type galaxies. Stronger type II AGNs in our sample (L[{sub Oiii]} > 10{sup 7} L{sub .}), act as an extension of massive SF galaxies, connecting the SF and weak AGN sequences. This suggests a picture where galaxies form stars normally until an AGN (possibly after a starburst episode) starts to gradually quench the SF activity. We also find that 4.6-12 {mu}m color is a useful first-order indicator of SF activity in a galaxy when no other data are available.

  11. Survey: utilization of zeolites for the removal of radioactivity from liquid waste streams. [178 references

    SciTech Connect (OSTI)

    Roddy, J.W.

    1981-08-01

A survey was made of the literature and of experience at selected nuclear installations to provide information on the stability of inorganic ion exchangers when used for the decontamination of both low-level and high-level radioactive liquids. Results of past campaigns at the Savannah River Plant, Oak Ridge National Laboratory, and Rockwell Hanford Operations were examined. In addition, the performance of zeolites used for controlling water quality in nuclear fuel storage basins was evaluated. The literature survey served as a guide for identifying relevant material from foreign sources and supplemented the information obtained by direct contact of domestic researchers. The study included a brief review of the physical and chemical properties of zeolites. A secondary objective of the study was to compile data on the corrosion resistance of containment materials for zeolites.

Transitional disks are protoplanetary disks around young stars, with inner holes or gaps which are surrounded by optically thick outer, and often inner, disks. Here we present observations of 62 new transitional disks in the Orion A star-forming region. These were identified using the Spitzer Space Telescope's Infrared Spectrograph and followed up with determinations of stellar and accretion parameters using the Infrared Telescope Facility's SpeX. We combine these new observations with our previous results on transitional disks in Taurus, Chamaeleon I, Ophiuchus, and Perseus, and with archival X-ray observations. This produces a sample of 105 transitional disks of ''cluster'' age 3 Myr or less, by far the largest hitherto assembled. We use this sample to search for trends between the radial structure in the disks and many other system properties, in order to place constraints on the possible origins of transitional disks. We see a clear progression of host-star accretion rate and the different disk morphologies. We confirm that transitional disks with complete central clearings have median accretion rates an order of magnitude smaller than radially continuous disks of the same population. Pre-transitional disks-those objects with gaps that separate inner and outer disks-have median accretion rates intermediate between the two. Our results from the search for statistically significant trends, especially related to M-dot , strongly support that in both cases the gaps are far more likely to be due to the gravitational influence of Jovian planets or brown dwarfs orbiting within the gaps, than to any of the photoevaporative, turbulent, or grain-growth processes that can lead to disk dissipation. We also find that the fraction of Class II YSOs which are transitional disks is large, 0.1-0.2, especially in the youngest associations.

  14. A framework and review of customer outage costs: Integration and analysis of electric utility outage cost surveys

    SciTech Connect (OSTI)

    2003-11-01

A clear understanding of the monetary value that customers place on reliability and the factors that give rise to higher and lower values is an essential tool in determining investment in the grid. The recent National Transmission Grid Study recognizes the need for this information as one of growing importance for both public and private decision makers. In response, the U.S. Department of Energy has undertaken this study, as a first step toward addressing the current absence of consistent data needed to support better estimates of the economic value of electricity reliability. Twenty-four studies, conducted by eight electric utilities between 1989 and 2002 representing residential and commercial/industrial (small, medium and large) customer groups, were chosen for analysis. The studies cover virtually all of the Southeast, most of the western United States, including California, rural Washington and Oregon, and the Midwest south and east of Chicago. All variables were standardized to a consistent metric and dollar amounts were adjusted to the 2002 CPI. The data were then incorporated into a meta-database in which each outage scenario (e.g., the lost of electric service for one hour on a weekday summer afternoon) is treated as an independent case or record both to permit comparisons between outage characteristics and to increase the statistical power of analysis results. Unadjusted average outage costs and Tobit models that estimate customer damage functions are presented. The customer damage functions express customer outage costs for a given outage scenario and customer class as a function of location, time of day, consumption, and business type. One can use the damage functions to calculate outage costs for specific customer types. For example, using the customer damage functions, the cost experienced by an ''average'' customer resulting from a 1 hour summer afternoon outage is estimated to be approximately $3 for a residential customer, $1,200 for small-medium commercial and industrial customer, and $82,000 for large commercial and industrial customer. Future work to improve the quality and coverage of information on the value of electricity reliability to customers is described.

  15. z {approx} 4 H{alpha} EMITTERS IN THE GREAT OBSERVATORIES ORIGINS DEEP SURVEY: TRACING THE DOMINANT MODE FOR GROWTH OF GALAXIES

    2011-09-01

We present evidence for strong H{alpha} emission in galaxies with spectroscopic redshifts in the range of 3.8 < z < 5.0 over the Great Observatories Origins Deep Survey fields. Among 74 galaxies detected in the Spitzer IRAC 3.6 and 4.5 {mu}m bands, more than 70% of the galaxies show clear excess at 3.6 {mu}m compared to the expected flux density from stellar continuum only. We provide evidence that this 3.6 {mu}m excess is due to H{alpha} emission redshifted into the 3.6 {mu}m band, and classify these 3.6 {mu}m excess galaxies to be H{alpha} emitter (HAE) candidates. The selection of HAE candidates using an excess in broadband filters is sensitive to objects whose rest-frame H{alpha} equivalent width (EW) is larger than 350 A. The H{alpha} inferred star formation rates (SFRs) of the HAEs range between 20 and 500 M{sub sun} yr{sup -1} and are a factor of {approx}6 larger than SFRs inferred from the UV continuum. The ratio between the H{alpha} luminosity and UV luminosity of HAEs is also on average larger than that of local starbursts. Possible reasons for such strong H{alpha} emission in these galaxies include different dust extinction properties, young stellar population ages, extended star formation histories, low metallicity, and a top-heavy stellar initial mass function. Although the correlation between UV slope {beta} and L{sub H{alpha}}/L{sub UV} raises the possibility that HAEs prefer a dust extinction curve which is steeper in the UV, the most dominant factor that results in strong H{alpha} emission appears to be star formation history. The H{alpha} EWs of HAEs are large despite their relatively old stellar population ages constrained by spectral energy distribution fitting, suggesting that at least 60% of HAEs produce stars at a constant rate. Under the assumption that the gas supply is sustained, HAEs are able to produce {approx}> 50% of the stellar mass density that is encompassed in massive (M{sub *} > 10{sup 11} M{sub sun}) galaxies at z {approx} 3. This 'strong H{alpha} phase' of star formation plays a dominant role in galaxy growth at z {approx} 4, and they are likely progenitors of massive red galaxies at lower redshifts.

We generate the peculiar velocity field for the Two Micron All-Sky Redshift Survey (2MRS) catalog using an orbit-reconstruction algorithm. The reconstructed velocities of individual objects in 2MRS are well correlated with the peculiar velocities obtained from high-precision observed distances within 3000 km s{sup -1}. We estimate the mean matter density to be OMEGA{sub m} = 0.31 +- 0.05 by comparing observed to reconstructed velocities in this volume. The reconstructed motion of the Local Group in the rest frame established by distances within 3000 km s{sup -1} agrees with the observed motion and is generated by fluctuations within this volume, in agreement with observations. Having tested our method against observed distances, we reconstruct the velocity field of 2MRS in successively larger radii, to study the problem of convergence toward the cosmic microwave background (CMB) dipole. We find that less than half of the amplitude of the CMB dipole is generated within a volume enclosing the Hydra-Centaurus-Norma supercluster at around 40 h {sup -1} Mpc. Although most of the amplitude of the CMB dipole seems to be recovered by 120 h {sup -1} Mpc, the direction does not agree and hence we observe no convergence up to this scale. Due to dominant superclusters such as Shapley or Horologium-Reticulum in the southern hemisphere at scales above 120 h {sup -1} Mpc, one might need to go well beyond 200 h {sup -1} Mpc to fully recover the dipole vector. We develop a statistical model which allows us to estimate cosmological parameters from the reconstructed growth of convergence of the velocity of the Local Group toward the CMB dipole motion. For scales up to 60 h {sup -1} Mpc, assuming a Local Group velocity of 627 km s{sup -1}, we estimate OMEGA{sub m} h {sup 2} = 0.11 +- 0.06 and sigma{sub 8} = 0.9 +- 0.4, in agreement with WMAP5 measurements at the 1sigma level. However, for scales up to 100 h {sup -1} Mpc, we obtain OMEGA{sub m} h {sup 2} = 0.08 +- 0.03 and sigma{sub 8} = 1.0 +- 0.4, which agrees at the 1sigma to 2sigma level with WMAP5 results.

    2007-06-30

The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts. We identified opportunities for the development of renewable energy resources and energy services on the Yurok Reservation that fall into five basic categories: • Demand-side management – This refers to efforts to reduce energy use through energy efficiency and conservation measures. • Off-grid, facility and household scale renewable energy systems – These systems can provide electricity to individual homes and Tribal facilities in areas of the Reservation that do not currently have access to the electric utility grid. • Village scale, micro-grid renewable energy systems - These are larger scale systems that can provide electricity to interconnected groups of homes and Tribal facilities in areas of the Reservation that do not have access to the conventional electric grid. This will require the development of miniature electric grids to serve these interconnected facilities. • Medium to large scale renewable energy development for sale to the grid – In areas where viable renewable energy resources exist and there is access to the conventional electric utility grid, these resources can be developed and sold to the wholesale electricity market. • Facility scale, net metered renewable energy systems – These are renewable energy systems that provide power to individual households or facilities that are connected to conventional electric utility grid.

Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

    2013-08-01

We present the design and performance of the multi-object fiber spectrographs for the Sloan Digital Sky Survey (SDSS) and their upgrade for the Baryon Oscillation Spectroscopic Survey (BOSS). Originally commissioned in Fall 1999 on the 2.5 m aperture Sloan Telescope at Apache Point Observatory, the spectrographs produced more than 1.5 million spectra for the SDSS and SDSS-II surveys, enabling a wide variety of Galactic and extra-galactic science including the first observation of baryon acoustic oscillations in 2005. The spectrographs were upgraded in 2009 and are currently in use for BOSS, the flagship survey of the third-generation SDSS-III project. BOSS will measure redshifts of 1.35 million massive galaxies to redshift 0.7 and Ly{alpha} absorption of 160,000 high redshift quasars over 10,000 deg{sup 2} of sky, making percent level measurements of the absolute cosmic distance scale of the universe and placing tight constraints on the equation of state of dark energy. The twin multi-object fiber spectrographs utilize a simple optical layout with reflective collimators, gratings, all-refractive cameras, and state-of-the-art CCD detectors to produce hundreds of spectra simultaneously in two channels over a bandpass covering the near-ultraviolet to the near-infrared, with a resolving power R = {lambda}/FWHM {approx} 2000. Building on proven heritage, the spectrographs were upgraded for BOSS with volume-phase holographic gratings and modern CCD detectors, improving the peak throughput by nearly a factor of two, extending the bandpass to cover 360 nm < {lambda} < 1000 nm, and increasing the number of fibers from 640 to 1000 per exposure. In this paper we describe the original SDSS spectrograph design and the upgrades implemented for BOSS, and document the predicted and measured performances.

  13. Confidential data in a competitive utility environment: A regulatory perspective

    SciTech Connect (OSTI)

    Vine, E.

    1996-08-01

Historically, the electric utility industry has been regarded as one of the most open industries in the United States in sharing information but their reputation is being challenged by competitive energy providers, the general public, regulators, and other stakeholders. As the prospect of competition among electricity power providers has increased in recent years, many utilities have been requesting that the data they submit to their utility regulatory commissions remain confidential. Withholding utility information from the public is likely to have serious and significant policy implications with respect to: (1) consumer education, the pursuit of truth, mutual respect among parties, and social cooperation; (2) the creation of a fair market for competitive energy services; (3) the regulatory balance; (4) regional and national assessments of energy-savings opportunities; (5) research and development; and (6) evaluations of utility programs, plans, and policies. In a telephone survey of all public utility commissions (PUCs) that regulate electric and gas utilities in the U.S., we found that almost all PUCs have received requests from utility companies for data to be filed as confidential, and confidential data filings appear to have increased (both in scope and in frequency) in those states where utility restructuring is being actively discussed. The most common types of data submitted as confidential by utilities dealt with specific customer data, market data, avoided costs, and utility costs.

    2012-01-01

The Cosmic Origins Spectrograph (COS) is a moderate-resolution spectrograph with unprecedented sensitivity that was installed into the Hubble Space Telescope (HST) in 2009 May, during HST Servicing Mission 4 (STS-125). We present the design philosophy and summarize the key characteristics of the instrument that will be of interest to potential observers. For faint targets, with flux F{sub {lambda}} Almost-Equal-To 1.0 Multiplication-Sign 10{sup -14} erg cm{sup -2} s{sup -1} A{sup -1}, COS can achieve comparable signal to noise (when compared to Space Telescope Imaging Spectrograph echelle modes) in 1%-2% of the observing time. This has led to a significant increase in the total data volume and data quality available to the community. For example, in the first 20 months of science operation (2009 September-2011 June) the cumulative redshift pathlength of extragalactic sight lines sampled by COS is nine times than sampled at moderate resolution in 19 previous years of Hubble observations. COS programs have observed 214 distinct lines of sight suitable for study of the intergalactic medium as of 2011 June. COS has measured, for the first time with high reliability, broad Ly{alpha} absorbers and Ne VIII in the intergalactic medium, and observed the He II reionization epoch along multiple sightlines. COS has detected the first CO emission and absorption in the UV spectra of low-mass circumstellar disks at the epoch of giant planet formation, and detected multiple ionization states of metals in extra-solar planetary atmospheres. In the coming years, COS will continue its census of intergalactic gas, probe galactic and cosmic structure, and explore physics in our solar system and Galaxy.

  1. Shallow (2-meter) temperature surveys in Colorado

    SciTech Connect (OSTI)

    Zehner, Richard E.

    2012-02-01

Citation Information: Originator: Geothermal Development Associates, Reno, Nevada Publication Date: 2012 Title: Colorado 2m Survey Edition: First Publication Information: Publication Place: Reno Nevada Publisher: Geothermal Development Associates, Reno, Nevada Description: Shallow temperature surveys are useful in early-stage geothermal exploration to delineate surface outflow zones, with the intent to identify the source of upwelling, usually a fault. Detailed descriptions of the 2-meter survey method and equipment design can be found in Coolbaugh et al. (2007) and Sladek et al. (2007), and are summarized here. The survey method was devised to measure temperature as far below the zone of solar influence as possible, have minimal equilibration time, and yet be portable enough to fit on the back of an all-terrain vehicle (ATV); Figure 2). This method utilizes a direct push technology (DPT) technique where 2.3 m long, 0.54” outer diameter hollow steel rods are pounded into the ground using a demolition hammer. Resistance temperature devices (RTD) are then inserted into the rods at 2-meter depths, and allowed to equilibrate for one hour. The temperatures are then measured and recorded, the rods pulled out of the ground, and re-used at future sites. Usually multiple rods are planted over the course of an hour, and then the sampler returns back to the first station, measures the temperatures, pulls the rods, and so on, to eliminate waiting time. At Wagon Wheel Gap, 32 rods were planted around the hot springs between June 20 and July 1, 2012. The purpose was to determine the direction of a possible upflow fault or other structure. Temperatures at 1.5m and 2m depths were measured and recorded in the attribute table of this point shapefile. Like a sleeping giant, utilities are waking up and preparing to participate in the increasingly competitive power production industry. Some are establishing subsidiaries to participate in join venture deals with independents. Others are competing by offering lucrative discount or deferral rates to important industrial and commercial customers considering cogeneration. And now, a third approach is beginning to shape up- the disaggregation of generation assets into a separate generation company, or genco. This article briefly discusses these three and also devotes brief sections to functional segmentation and The regulatory arena.

Energy Science and Technology Software Center (OSTI)

    1993-03-05

PICES (Probabilistic Investigation of Capacity and Energy Shortages) was developed for estimating an electric utility''s expected frequency and duration of capacity deficiencies on a daily on and off-peak basis. In addition to the system loss-of-load probability (LOLP) and loss-of-load expectation (LOLE) indices, PICES calculates the expected frequency and duration of system capacity deficiencies and the probability, expectation, and expected frequency and duration of a range of system reserve margin states. Results are aggregated and printedmore » on a weekly, monthly, or annual basis. The program employs hourly load data and either the two-state (on/off) or a more sophisticated three-state (on/partially on/fully off) generating unit representation. Unit maintenance schedules are determined on a weekly, levelized reserve margin basis. In addition to the 8760-hour annual load record, the user provides the following information for each unit: plant capacity, annual maintenance requirement, two or three-state unit failure and repair rates, and for three-state models, the partial state capacity deficiency. PICES can also supply default failure and repair rate values, based on the Edison Electric Institute''s 1979 Report on Equipment Availability for the Ten-Year Period 1968 Through 1977, for many common plant types. Multi-year analysis can be performed by specifying as input data the annual peak load growth rates and plant addition and retirement schedules for each year in the study.« less

New units can be automatically selected from a user-supplied list of expansion candidates which can include hydroelectric and pumped storage projects. The existing system is modeled. The calculational procedure takes into account user restrictions to limit generation configurations to an area of economic interest. The optimization program reports whether the restrictions acted as a constraint on the solution. All expansionmore » configurations considered are required to pass a user supplied reliability criterion. The discount rate and escalation rate are treated separately for each expansion candidate and for each fuel type. 1. YEAR 2 BIOMASS UTILIZATION

    SciTech Connect (OSTI)

    Christopher J. Zygarlicke

    2004-11-01

This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose. Fly ash derived from cofiring coal with waste paper, sunflower hulls, and wood waste showed a broad spectrum of chemical and physical characteristics, according to American Society for Testing and Materials (ASTM) C618 procedures. Higher-than-normal levels of magnesium, sodium, and potassium oxide were observed for the biomass-coal fly ash, which may impact utilization in cement replacement in concrete under ASTM requirements. Other niche markets for biomass-derived fly ash were explored. Research was conducted to develop/optimize a catalytic partial oxidation-based concept for a simple, low-cost fuel processor (reformer). Work progressed to evaluate the effects of temperature and denaturant on ethanol catalytic partial oxidation. A catalyst was isolated that had a yield of 24 mole percent, with catalyst coking limited to less than 15% over a period of 2 hours. In biodiesel research, conversion of vegetable oils to biodiesel using an alternative alkaline catalyst was demonstrated without the need for subsequent water washing. In work related to biorefinery technologies, a continuous-flow reactor was used to react ethanol with lactic acid prepared from an ammonium lactate concentrate produced in fermentations conducted at the EERC. Good yields of ester were obtained even though the concentration of lactic acid in the feed was low with respect to the amount of water present. Esterification gave lower yields of ester, owing to the lowered lactic acid content of the feed. All lactic acid fermentation from amylose hydrolysate test trials was completed. Management activities included a decision to extend several projects to December 31, 2003, because of delays in receiving biomass feedstocks for testing and acquisition of commercial matching funds. In strategic studies, methods for producing acetate esters for high-value fibers, fuel additives, solvents, and chemical intermediates were discussed with several commercial entities. Commercial industries have an interest in efficient biomass gasification designs but are waiting for economic incentives. Utility, biorefinery, pulp and paper, or other industries are interested in lignin as a potential fuel or feedstock but need more information on properties.

    1992-01-01

Crowley's Ridge is a 320 km long topographic ridge that extends from Thebes, Illinois to Helena, Arkansas. The ridge has been interpreted as an erosional remnant formed during Quaternary incision of the ancestral Mississippi and Ohio rivers; however, the Reelfoot Rift COCORP line identified a down-to-the-west fault bounding the western margin of Crowley's Ridge south of Jonesboro, Arkansas. Subsequent Mini-Sosie seismic reflection profiles confirmed the COCORP data and identified additional faults beneath other margins of the ridge. In each case the faults lie beneath the base of the ridge scarp. The Mini-Sosie data did not resolve the uppermost 150 m and so it was not possible to determine if the faults displace the near-surface Claiborne Group (middle Eocene). A shotgun source seismic reflection survey was subsequently conducted to image the uppermost 250 m across the faulted margins. The shotgun survey across the western margin of the ridge south of Jonesboro reveals displaced reflectors as shallow as 30 m depth. Claiborne Group strata are displaced approximately 6 m and it appears that some of the topographic relief of Crowley's Ridge at this location is due to post middle Eocene fault displacement. Based on the reflection data, the authors suggest that Crowley's Ridge is tectonic in origin.

    2015-10-01

Brookhaven National Laboratory was tasked by NA-241 to assess the transition of former IAEA employees back to the United States, investigating the rate of retention and overall smoothness of the repatriation process among returning safeguards professionals. Upon conducting several phone interviews, study authors found that the repatriation process went smoothly for the vast majority and that workforce retention was high. However, several respondents expressed irritation over the minimal extent to which their safeguards expertise had been leveraged in their current positions. This sentiment was pervasive enough to prompt a follow-on study focusing on questions relating to the utilization rather than the retention of safeguards professionals. A second, web-based survey was conducted, soliciting responses from a larger sample pool. Results suggest that the safeguards workforce may be oversaturated, and that young professionals returning to the United States from Agency positions may soon encounter difficulties finding jobs in the field.

  15. Hualapai Tribal Utility Development Project

    SciTech Connect (OSTI)

    Hualapai Tribal Nation

    2008-05-25

The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study. Objective 1 - Develop the basic organizational structure and operational strategy for a tribally controlled utility to operate at the Tribe’s tourism enterprise district, Grand Canyon West. 17. REDUCING POWER PRODUCTION COSTS BY UTILIZING PETROLEUM COKE

    SciTech Connect (OSTI)

    1999-09-01

Petroleum coke, a byproduct of the petroleum-refining process, is an attractive primary or supplemental fuel for power production primarily because of a progressive and predictable increase in the production volumes of petroleum coke (1, 2). Petroleum coke is most commonly blended with coal in proportions suitable to meet sulfur emission compliance. Petroleum coke is generally less reactive than coal; therefore, the cofiring of petroleum coke with coal typically improves ignition, flame stability, and carbon loss relative to the combustion of petroleum coke alone. Although petroleum coke is a desirable fuel for producing relatively inexpensive electrical power, concerns about the effects of petroleum coke blending on combustion and pollution control processes exist in the coal-fired utility industry (3). The Energy & Environmental Research Center (EERC) completed a 2-year technical assessment of petroleum coke as a supplemental fuel. A survey questionnaire was sent to seven electric utility companies that are currently cofiring coal and petroleum coke in an effort to solicit specific suggestions on research needs and fuel selections. An example of the letter and survey questionnaire is presented in Appendix A. Interest was expressed by most utilities in evaluating the effects of petroleum coke blending on grindability, combustion reactivity, fouling, slagging, and fly ash emissions control. Unexpectedly, concern over corrosion was not expressed by the utilities contacted. Although all seven utilities responded to the question, only two utilities, Northern States Power Company (NSP) and Ameren, sent fuels to the EERC for evaluation. Both utilities sent subbituminous coals from the Power River Basin and petroleum shot coke samples. Petroleum shot coke is produced unintentionally during operational upsets in the petroleum refining process. This report evaluates the effects of petroleum shot coke blending on grindability, fuel reactivity, fouling/slagging, and electrostatic precipitator (ESP) fly ash collection efficiency.

Once a package has been certified for the transportation of DOT Hazard Class 7 – Radioactive Material in compliance with the requirements of 10 CFR 71, it is often most economical to extend its utility through the addition of content-specific configuration control features or the addition of shielding materials. The SRNL Model 9977 Package’s authorization was expanded from its original single to twenty contents in this manner; and most recently, the 9977 was evaluated for a high-gamma source content. This paper discusses the need for and the proposed shielding modifications to the package for extending the utility of the package for this purpose.

    1991-12-31

Data regarding electricity sales (megawatthours) and associated revenue (thousand dollars) are submitted to the Energy Information Administration (EIA) by selected electric utilities on the Form EIA-826, `Monthly Electric Utility Sales and Revenue Report with State Distributions.` The Form EIA-826 survey is a statistical sample drawn from the respondents to the Form EIA-861, `Annual Electric Utility Report.` The monthly survey consists of the utilities with the largest sales within each state and a stratified random sample of the remaining utilities. The Form EIA-826 is designed to facilitate the estimation of electricity sales and associated revenue at the National Census Division, and state level, by class of consumer. These estimates in turn, can be used to calculate average revenue per milowatthour and estimates of sales, revenue, and average revenue per kilowatthour coefficients of variation.

  12. Utility Solar Generation Valuation Methods

    SciTech Connect (OSTI)

Hansen, Thomas N.; Dion, Phillip J.

    2009-06-30

Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public Service, Salt River Project, Xcel and Nevada Power Company as well as the Arizona electric cooperatives. In the second phase of the project, three years of 10 second power output data of the SGSSS was used to evaluate the effectiveness of frequency domain analysis, normal statistical distribution analysis and finally maximum/minimum differential output analysis to test the applicability of these mathematic methods in accurately modeling the output variations produced by clouds passing over the SGSSS array.

    2010-01-08

Cosmic Rays reach the Earth from space with energies of up to more than 1020 eV, carrying information on the most powerful particle accelerators that Nature has been able to assemble. Understanding where and how cosmic rays originate has required almost one century of investigations, and, although the last word is not written yet, recent observations and theory seem now to fit together to provide us with a global picture of the origin of cosmic rays of unprecedented clarity. Here we will describe what we learned from recent observations of astrophysical sources (such as supernova remnants and active galaxies) and we will illustrate what these observations tell us about the physics of particle acceleration and transport. We will also discuss the ?end? of the Galactic cosmic ray spectrum, which bridges out attention towards the so called ultra high energy cosmic rays (UHECRs). At ~1020 eV the gyration scale of cosmic rays in cosmic magnetic fields becomes large enough to allow us to point back to their sources, thereby allowing us to perform ?cosmic ray astronomy?, as confirmed by the recent results obtained with the Pierre Auger Observatory. We will discuss the implications of these observations for the understanding of UHECRs, as well as some questions which will likely remain unanswered and will be the target of the next generation of cosmic ray experiments.

    1980-09-01

The background and the results to date of the Department of Energy program to identify and evaluate the radiological conditions at sites formerly utilized by the Corps of Engineers' Manhattan Engineer District (MED) and the US Atomic Energy Commission (AEC) are summarized. The sites of concern were federally, privately, and institutionally owned and were used primarily for research, processing, and storage of uranium and thorium ores, concentrates, or residues. Some sites were subsequently released for other purposes without radiological restriction. Surveys have been conducted since 1974 to document radiological conditions at such sites. Based on radiological surveys, sites are identified in this document that require, or are projected to require, remedial action to remove potential restrictions on the use of the property due to the presence of residual low-level radioactive contamination. Specific recommendations for each site will result from more detailed environmental and engineering surveys to be conducted at those sites and, if necessary, an environmental impact assessment or environmental impact statement will be prepared. Section 3.0 describes the current standards and guidelines now being used to conduct remedial actions. Current authority of the US Department of Energy (DOE) to proceed with remedial actions and the new authority required are summarized. A plan to implement the Formerly Utilized Sites Remedial Action Program (FUSRAP) in accordance with the new authority is presented, including the objectives, scope, general approach, and a summary schedule. Key issues affecting schedule and cost are discussed.

The 1992 edition of the Financial Statistics of Major US Publicly Owned Electric Utilities publication presents 4 years (1989 through 1992) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Generator and nongenerator summaries are presented in this publication. Four years of summary financial data are provided. Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, and operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, {open_quotes}Annual Report of Public Electric Utilities.{close_quotes} Public electric utilities file this survey on a fiscal year, rather than a calendar year basis, in conformance with their recordkeeping practices. In previous editions of this publication, data were aggregated by the two most commonly reported fiscal years, June 30 and December 31. This omitted approximately 20 percent of the respondents who operate on fiscal years ending in other months. Accordingly, the EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents.

  7. Power Sales to Electric Utilities

    SciTech Connect (OSTI)

    1989-02-01

The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. In the state of Washington, 20 small-scale hydroelectric projects with a combined generating capacity of 77 MW, 3 solid waste-to-energy facilities with 55 MW of electrical output, 4 cogeneration projects with 34.5 MW of generating capability, and 4 wastewater treatment facility digester gas-to-energy projects with 5 MW of electrical production have come on-line (or are in the final stages of construction) since the passage of PURPA. These numbers represent only a small portion of Washington's untapped and underutilized cogeneration and renewable resource generating potentials. [DJE-2005

At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at 14 Cliff Street, Beverly, Massachusetts. The survey was performed in May 1991. The purpose of the survey was to determine if uranium dust from work performed under government contract at the former Ventron facility had migrated off-site to neighboring areas. The survey included a surface gamma scan and the collection of soil samples for radionuclide analyses. Results of the survey demonstrated no radionuclide concentrations or radiation measurements in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines.

    Berman, E.; Cooper, M.; Geller, H.

    1987-12-01

Rebate programs are becoming increasingly popular among utilities across the country as a method to persuade customers to purchase more energy efficient appliances, space conditioning systems, lighting products and motors. While there is substantial experience with and interest in utility rebate programs, utilities and other organizations lack comprehensive information on other utility-sponsored energy efficient rebate programs. The authors developed this Compendium to fill that gap. This Compendium contains information on 59 energy efficiency rebate programs, based upon a survey of 157 utilities. The information on each rebate program has been cross-tabulated and analyzed to identify such variables as program characteristics, products included, efficiency levels, rebate amounts, funding levels, energy and peak power savings, and the cost of peak demand reduction. Summary conclusions about these variables are also presented. 16 refs., 25 tabs.

In accordance with the currently suggestion to stay away from the separation of Pu and minor actinides (MA), in this study we evaluated the utilization of Pu and MA in FUJI-12. The reactor grade Pu was employed in the present study as a small effort of supporting THORIMS-NES scenario. The result shows that the reactor can achieve its criticality with the Pu and MA composition in the fuel of 5.96% or more.

The Form EIA-826 survey is a statistical sample drawn from the respondents to the Form EIA-861, Annual Electric Utility Report. The monthly survey consists of the utilities with the largest sales within each state and a stratified random sample of the remaining utilities.

    Clevenger, M.B.; Murray, C.S.

    1997-12-31

Multilayer assemblies of epitaxially-grown, III-V semiconductor materials are being investigated for use in thermophotovoltaic (TPV) energy conversion applications. It has been observed that thick, highly-doped semiconductor layers within cell architectures dominate the parasitic free-carrier absorption (FCA) of devices at wavelengths above the bandgap of the semiconductor material. In this work, the wavelength-dependent, free-carrier absorption of p- and n-type InGaAs layers grown epitaxially onto semi-insulating (SI) InP substrates has been measured and related to the total absorption of long-wavelength photons in thermophotovoltaic devices. The optical responses of the TPV cells are then used in the calculation of spectral utilization factors and device efficiencies.

Since 1987, many electric utilities throughout North America have been actively promoting demand-side management (DSM), the attempt to conserve fuels and postpone costly generating capacity increases by encouraging customers to use more efficient electrical equipment, including motors. One popular DSM program has been utility payment of cash rebates to purchasers of more efficient motors. Today, such payments face extinction in a rapidly changing utility economic climate based on deregulation. How rebates originated, the basis for such payments, how successful rebate programs have been, and what the future holds for them are the subjects of this paper.

The utility-accessible alternating current (AC) external disconnect switch (EDS) for distributed generators, including photovoltaic (PV) systems, is a hardware feature that allows a utility?s employees to manually disconnect a customer-owned generator from the electricity grid. This paper examines the utility-accessible EDS debate in the context of utility-interactive PV systems for residential and small commercial installations. It also evaluates the rationale for EDS requirements.

    SciTech Connect (OSTI)

    Enertech Consultants

    1996-04-01

The EMF Research and Public Information Dissemination Program (RAPID) includes several engineering research in the area of exposure assessment and source characterization. RAPID engineering project No. 3: ''Environmental Field Surveys'' was performed to obtain information on the levels and characteristics of different environments, for which only limited data were available, especially in comparison to magnetic field data for the residential environment and for electric utility facilities, such as power lines and substations. This project was also to provide information on the contribution of various field sources in the surveyed environments. Magnetic field surveys were performed at four sites for each of five environments: schools, hospitals, office buildings, machine shops, and grocery stores. Of the twenty sites surveyed, 11 were located in the San Francisco Bay Area and 9 in Massachusetts. The surveys used a protocol based on magnetic field measurements and observation of activity patterns, designed to provide estimates of magnetic field exposure by type of people and by type of sources. The magnetic field surveys conducted by this project produced a large amount of data which will form a part of the EMF measurement database Field and exposure data were obtained separately for ''area exposure'' and ''at exposure points''. An exposure point is a location where persons engage in fixed, site specific activities near a local source that creates a significant increase in the area field. The area field is produced by ''area sources'', whose location and field distribution is in general not related to the location of the people in the area.

In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 750 utilities--or about 25% of all utilities nationally--provide their customers a "green power" option. Through these programs, more than 70 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs--or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2006 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

Data regarding electricity sales (megawatthours) and associated revenue (thousand dollars) are submitted to the Energy Information Administration (EIA) by selected electric utilities on the Form EIA-826, `Monthly Electric Utility Sales and Revenue Report with State Distributions.` The monthly survey consists of the utilities with the largest sales within each state and a stratified random sample of the remaining utilities.

    2006-04-01

Some advances have been made in utility locating in recent years and standards have been recently published to try and categorize the level of information known about the utility in the subsurface. At the same time some characterization about the level of effort or technology in the geophysicist approach to utility locating may be generalized. The DOE environment poses some added difficulties and this presentation covers these issues, costs and the technical approach that has been developed at the INEEL to prevent utility hits and how it fits into the generalized classification of effort.

Applying the science of corrosion prevention to energy (petroleums, oil, LNG) pipelines in actual field operating conditions is a vital aspect of safely and efficiently operating a pipeline system. Ignoring corrosion prevention will allow this never-sleeping enemy to steal the strength from steel pipelines, turning them into dangerous junk. Various methods, techniques and technologies are available to the corrosion control department of cross-country pipelines and gas distribution utilities around the world. Every year, billions of dollars on corrosion control, including everything from coatings to cathodic protection facilities to pigging, are spent to keep these energy pipeline systems in peak operational efficiency. This paper reports that for more than 4 decades, this corrosion survey has sought out the opinions of corrosion control experts, asking them what are the problems they face daily and innovative solutions they have tried to help solve these problems.

  13. Court denies review of contractor/utility feud: contractors fear denial sets precedent

    SciTech Connect (OSTI)

    Poplett, J.

    1986-02-03

On Jan. 27, the US Supreme Court refused to review a recent federal circuit court decision allowing a California public utility to enter into energy-related contractor activities; this may set a precedent for future related cases, according to an attorney for the contractor plaintiffs. The Supreme Court's refusal lets stand the 9th Federal Circuit Court of Appeals decision on Grason Electric Co. et al. vs. the Sacramento Municipal Utility District (SMUD). That decision allows SMUD - a public utility - to engage in energy-related businesses such as the installation of energy management systems and lighting retrofits, according to the attorney. The plaintiffs in the case, 13 electrical contractors in the Sacramento area, originally brought the case against SMUD on antitrust grounds because, they alleged, the utility was encroaching upon their businesses.

This report is a compilation of four subcontract reports provided by B. P. Bandyopadhyay who, while a visiting professor at Toyohashi University in Japan, conducted a survey of ceramic machining technology in that country from January 1 through December 31, 1992. Various aspects of machining technology were surveyed: types of parts being produced, types of ceramic materials being used, the nature of current ceramic machining research and development, and types of machine tools. The four separate reports compiled here were originally provided in a narrative, chronological form, and some of the information has been reorganized into topical areas for this compilation. This report is organized into three sections: The first describes ten ceramic machining research and development organizations and provides a reference list of their current technical publications; the second, two major trade shows; and the third, several other products and commercial developments noted during the course of Bandyopadhyay`s stay in Japan. An Appendix lists key individuals who are currently conducting ceramic machining research in Japan.

  20. Trends in Utility Green Pricing Programs (2005)

    SciTech Connect (OSTI)

    Bird, Lori; Brown, Elizabeth

    2006-10-01

In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 600 utilities—or about 20% of all utilities nationally—provide their customers a “green power” option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals more than 130. Through these programs, more than 50 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs—or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2005 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

  13. Sloan Digital Sky Survey II (SDSS-II) Supernova Data

DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

The Sloan Digital Sky Survey (SDSS) is a series of three interlocking imaging and spectroscopic surveys, carried out over an eight-year period with a dedicated 2.5m telescope located at Apache Point Observatory in Southern New Mexico. The SDSS Supernova Survey was one of those three components of SDSS and SDSS-II, a 3-year extension of the original SDSS that operated from July 2005 to July 2008. The Supernova Survey was a time-domain survey, involving repeat imaging of the same region of sky every other night, weather permitting. The primary scientific motivation was to detect and measure light curves for several hundred supernovae through repeat scans of the SDSS Southern equatorial stripe 82 (about 2.5? wide by ~120? long). Over the course of three 3-month campaigns SDSS-II SN discovered and measured multi-band lightcurves for ~500 spectroscopically confirmed Type Ia supernovae in the redshift range z=0.05-0.4. In addition, the project harvested a few hundred light curves for SNe Ia and discovered about 80 spectroscopically confirmed core-collapse supernovae (supernova types Ib/c and II).
