    When modeling solar energy technologies and other distributed energy systems, using high-quality expansive electricity rates is essential. The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

    The structure of electric utility is undergoing dramatic changes as new and expanded service options are added. The concepts of unbundling or of priority service are expanding the options open to customers. Spot pricing, or real time pricing of electricity provides the economic structure for many of these new service options. It is frequently stated that customers can not adapt to real time prices. This paper identifies the dimensions of real time rates and identifies existing rate structures in the United States and other OECD countries which incorporate these dimensions.

    One of the key informational barriers for consumers, installers, regulators and policymakers, is the proper comparison cost of utility-supplied electricity that will be replaced with a Photovoltaic (PV) system. Oftentimes, these comparisons are made with national or statewide averages which results in inaccurate comparisons and conclusions. Illinois State University seeks to meet the need for accurate information about electricity costs and rate structure by building a national database of utility rates and rate structures. The database will build upon the excellent framework that was developed by the OpenEI.org initiative and extend it in several important ways. First, the data will be populated and monitored by a team of trained regulatory economists. Second, the database will be more comprehensive because it will be populated with data from newer competitive retail suppliers for states that have restructured their electricity markets to allow such suppliers. Third, the University and its Institute for Regulatory Policy Studies will maintain the database and ensure that it contains the most recent rate information.

    The major objective of this study was to test the hypothesis that investors have required an additional interest rate premium before purchasing bonds of utilities with large investments in nuclear facilities. The study required several tasks. First, the literature relating to firm bankruptcy and default was reviewed. Second, the failing financial health of the electric utility industry was assessed in terms of construction problems, the impact of federal and state regulations, and the impact of Three Mile Island. Finally, data were collected on 63 electric utilities. This allowed statistical estimation of the magnitude of the risk premium associated with utility involvement in nuclear power. The effect of this involvement on a utility's bond ratings was also examined. Multiple regression was the statistical tool used for the statistical testing and estimation.

    First, the comments on May 3, 1979 Notice of Inquiry of DOE relating to the Gas Utility Rate Design Study Required by Section 306 of PURPA are presented. Then, comments on the following are included: (1) ICF Gas Utility Model, Gas Utility Model Data Outputs, Scenario Design; (2) Interim Model Development Report with Example Case Illustrations; (3) Interim Report on Simulation of Seven Rate Forms; (4) Methodology for Assessing the Impacts of Alternative Rate Designs on Industrial Energy Use; (5) Simulation of Marginal-Cost-Based Natural Gas Rates; and (6) Preliminary Discussion Draft of the Gas Rate Design Study. Among the most frequent comments expressed were the following: (a) the public should be given the opportunity to review the final report prior to its submission to Congress; (b) results based on a single computer model of only four hypothetical utility situations cannot be used for policy-making purposes for individual companies or the entire gas industry; (c) there has been an unobjective treatment of traditional and economic cost rate structures; the practical difficulties and potential detrimental consequences of economic cost rates are not fully disclosed; and (d) it is erroneous to assume that end users, particularly residential customers, are influenced by price signals in the rate structure, as opposed to the total bill.

    Small volumes of Pd{sub 44}Ni{sub 10}Cu{sub 26}P{sub 20} and Pd{sub 43.2}Ni{sub 8.8}Cu{sub 28}P{sub 20} were encapsulated in B{sub 2}O{sub 3} and thermally cycled between T{sub g}-60 deg. C and T{sub l}+60 deg. C, where T{sub g} and T{sub l} denote the alloys' glass transition and liquidus temperatures. After this thermal treatment, the critical cooling rates (CCRs) for glass formation can be lowered by an order of magnitude, resulting in a critical cooling rate significantly lower than that reported for any other glass forming alloy melt. These experiments demonstrate that the CCR is not constant but strongly dependent on the degree of heterogeneous nucleation.

    SERICPAC is a computer program developed to calculate average avoided cost rates for decentralized power producers and cogenerators that sell electricity to electric utilities. SERICPAC works in tandem with SERICOST, a program to calculate avoided costs, and determines the appropriate rates for buying and selling of electricity from electric utilities to qualifying facilities (QF) as stipulated under Section 210 of PURA. SERICPAC contains simulation models for eight technologies including wind, hydro, biogas, and cogeneration. The simulations are converted in a diversified utility production which can be either gross production or net production, which accounts for an internal electricity usage by the QF. The program allows for adjustments to the production to be made for scheduled and forced outages. The final output of the model is a technology-specific average annual rate. The report contains a description of the technologies and the simulations as well as complete user's guide to SERICPAC.

    This analysis uses simulated building data, simulated solar photovoltaic (PV) data, and actual electric utility tariff data from 25 cities to understand better the impacts of different commercial rate structures on the value of solar PV systems. By analyzing and comparing 55 unique rate structures across the United States, this study seeks to identify the rate components that have the greatest effect on the value of PV systems. Understanding the beneficial components of utility tariffs can both assist decision makers in choosing appropriate rate structures and influence the development of rates that favor the deployment of PV systems. Results from this analysis show that a PV system's value decreases with increasing demand charges. Findings also indicate that time-of-use rate structures with peaks coincident with PV production and wide ranges between on- and off-peak prices most benefit the types of buildings and PV systems simulated. By analyzing a broad set of rate structures from across the United States, this analysis provides an insight into the range of impacts that current U.S. rate structures have on PV systems.

    Ratings of transmission paths, typically determined in an offline environment, are static and tend to be conservative, leading to underutilization of transmission assets, higher costs of system operation and renewable energy integration, and lower efficiency and savings. With the ever-increasing transmission congestion costs and new challenges from renewable integration, increasing transfer capacity of existing transmission lines is essential. Real-time path rating provides a promising approach to enabling additional power transfer capability and fully utilizing transfer capability. In this paper, the feasibility of real-time path rating is investigated. Several promising technologies to achieve real-time path rating are discussed. Various benefits that can be expected from real-time path rating, such as increased transfer capability and reduced total generation cost, are demonstrated through simulations conducted on the Western Electricity Coordinating Council system model.

What is needed, the author of this article says, is a presentational device which is capable of bringing the implications of the pertinent statistics more clearly into view for the typical regulatory commissioner. The purpose of the article is to describe such a device. It involves showing revenue curves and demand-curve confidence limits in such a way that repression and revenue confidence limits are more easily visualized and comprehended.

    We try to constrain the gas inflow and outflow rate of star-forming galaxies at z ? 1.4 by employing a simple analytic model for the chemical evolution of galaxies. The sample is constructed based on a large near-infrared spectroscopic sample observed with Subaru/FMOS. The gas-phase metallicity is measured from the [N II]?6584/H? emission line ratio and the gas mass is derived from the extinction corrected H? luminosity by assuming the Kennicutt-Schmidt law. We constrain the inflow and outflow rate from the least-?{sup 2} fittings of the observed gas-mass fraction, stellar mass, and metallicity with the analytic model. The joint ?{sup 2} fitting shows that the best-fit inflow rate is ?1.8 and the outflow rate is ?0.6 in units of star-formation rate. By applying the same analysis to the previous studies at z ? 0 and z ? 2.2, it is shown that both the inflow and outflow rates decrease with decreasing redshift, which implies the higher activity of gas flow process at higher redshift. The decreasing trend of the inflow rate from z ? 2.2 to z ? 0 agrees with that seen in previous observational works with different methods, though the absolute value is generally larger than in previous works. The outflow rate and its evolution from z ? 2.2 to z ? 0 obtained in this work agree well with the independent estimations in previous observational works.

    In this article, the author reviews FERC's current procedures for undertaking competitive analysis. The current procedure for evaluating the competitive impact of transactions in the electric utility industry is described in Order 592, in particular Appendix A. These procedures effectively revised criteria that had been laid out in Commonwealth Edison and brought its merger policy in line with the EPAct and the provisions of Order 888. Order 592 was an attempt to provide more certainty and expedition in handling mergers. It established three criteria that had to be satisfied for a merger to be approved: Post-merger market power must be within acceptable thresholds or be satisfactorily mitigated, acceptable customer protections must be in place (to ensure that rates will not go up as a result of increased costs) and any adverse effect on regulation must be addressed. FERC states that its Order 592 Merger Policy Statement is based upon the Horizontal Merger Guidelines issued jointly by the Federal Trade Commission and the Antitrust Division Department of Justice (FTC/DOJ Merger Guidelines). While it borrows much of the language and basic concepts of the Merger Guidelines, FERC's procedures have been criticized as not following the methodology closely enough, leaving open the possibility of mistakes in market definition.

    Spray forming is an effective way to process many tool steels into near-net-shape molds, dies and related tooling. The general approach involves depositing atomized droplets onto a refractory pattern in order to image the pattern痴 features. The pattern is removed and the die is fitted into a standard holding fixture. This approach results in significant cost and lead-time savings compared to conventional machining, Spray-formed dies perform well in many industrial forming operations, oftentimes exhibiting extended die life over conventional dies. Care must be exercised when spray forming tool steel dies to minimize porosity and control the nature and distribution of phases and residual stresses. Selection of post-deposition heat treatment is important to tailor the die痴 properties (hardness, strength, impact energy, etc.) for a particular application. This paper examines how the cooling rate and other processing parameters during spray processing and heat treatment of H13 tool steel influence phase formation. Results of case studies on spray-formed die performance in forging, extrusion and die casting, conducted by industry during production runs, will be described.

The impacts of electricity rate changes on consumers are studied by measuring impacts on the rates charged by individual utility systems, determining the average rates in regional areas, and conducting a detailed rate analysis of representative utility systems. The primary focus is an evaluation of the way retail electricity rates for Western`s preference customers vary with alternative pricing and power quantity commitment terms under Western`s long-term contracts to sell power (marketing programs). Retail rate impacts are emphasized because changes in the price of electricity are the most direct economic effect on businesses and residences arising from different Western contractual and operational policies. Retail rates are the mechanism by which changes in cost associated with Western`s contract terms are imposed on ultimate consumers, and rate changes determine the dollar level of payments for electric power incurred by the affected consumers. 41 figs., 9 tabs.

    This report (1) reviews economic theory of marginal-cost pricing; and (2) examines its applications, going back to the 1960s and before, by electric utilities in France and Great Britain. An ideal pricing system for an economy is first reviewed to clarify fairly complicated ideas of economic theory for noneconomists - the industry specialist and state regulator. The concept of ideal marginal-cost pricing as applied to electricity is then developed. Next, an overview is provided of practical issues that need to be faced when the theory is implemented. Finally, the study turns to examine how the theory has actually been interpreted and applied to electricity rate design by the French and the British. Their methods of transforming theory into practice are reviewed, illustrative tariffs that incorporate their interpretation are provided.

  19. Bladder Preservation for Localized Muscle-Invasive Bladder Cancer: The Survival Impact of Local Utilization Rates of Definitive Radiotherapy

    Purpose: This study examines the management and outcomes of muscle-invasive bladder cancer in the United States. Methods and Materials: Patients with muscle-invasive bladder cancer diagnosed between 1988 and 2006 were identified in the Surveillance, Epidemiology, and End Results (SEER) database. Patients were classified according to three mutually exclusive treatment categories based on the primary initial treatment: no local management, radiotherapy, or surgery. Overall survival was assessed with Kaplan-Meier analysis and Cox models based on multiple factors including treatment utilization patterns. Results: The study population consisted of 26,851 patients. Age, sex, race, tumor grade, histology, and geographic location were associated with differences in treatment (all p < 0.01). Patients receiving definitive radiotherapy tended to be older and have less differentiated tumors than patients undergoing surgery (RT, median age 78 years old and 90.6% grade 3/4 tumors; surgery, median age 71 years old and 77.1% grade 3/4 tumors). No large shifts in treatment were seen over time, with most patients managed with surgical resection (86.3% for overall study population). Significant survival differences were observed according to initial treatment: median survival, 14 months with no definitive local treatment; 17 months with radiotherapy; and 43 months for surgery. On multivariate analysis, differences in local utilization rates of definitive radiotherapy did not demonstrate a significant effect on overall survival (hazard ratio, 1.002; 95% confidence interval, 0.999-1.005). Conclusions: Multiple factors influence the initial treatment strategy for muscle-invasive bladder cancer, but definitive radiotherapy continues to be used infrequently. Although patients who undergo surgery fare better, a multivariable model that accounted for patient and tumor characteristics found no survival detriment to the utilization of definitive radiotherapy.   20. Implementation of a pressure and rate dependent Forming Limit Diagram model into NIKE and DYNA

    The Forming Limit Diagram (FLD) has been used for decades as an aid to successful sheet metal forming. In this work, we describe the incorporation of the FLD technique into the DYNA and NIKE codes at LLNL along with applications that led to the developments. The algorithm is currently available in the public version of DYNA3D. Several augmentations of the basic technique have been made available due to the necessity of their incorporation to solve programmatic problems of interest at LLNL. Illustration of the use of the FLD model is shown for a dome geometry similar to that used in the Limiting Dome Height (LDH) test. This early example uses the simplest FLD option (analogous to circle grid) and shows the relative merits of this method versus scalar plastic work in prediction of tearing. In a phenomenological extension of the method, a pressure-dependent (FLD+P) method is used to successfully predict the relative design merits of stainless steel forgings. A final application to sheet stamping of a Boeing 757 door frame shows how the scatter plot circle grid option and strain path plots can be used to predict when preforms and intermediate anneals are necessary. The phenomenological nature of the FLD model as implemented is discussed relative to alternative approaches of calculating the FLD and its path dependence.

  1. Determination of the Rate of Formation of Hydroceramic Waste Forms made with INEEL Calcined Wastes

    The formulation, synthesis, characterization and hydration kinetics of hydroceramic waste forms designed as potential hosts for existing INEEL calcine high-level wastes have been established as functions of temperature and processing time. Initial experimentations were conducted with several aluminosilicate pozzolanic materials, ranging from fly ash obtained from various power generating coal and other combustion industries to reactive alumina, natural clays and ground bottled glass powders. The final selection criteria were based on the ease of processing, excellent physical properties and chemical durability (low-leaching) determined from the PCT test produced in hydroceramic. The formulation contains vermiculite, Sr(NO32), CsC1, NaOH, thermally altered (calcined natural clay) and INEEL simulated calcine high-level nuclear wastes and 30 weight percent of fluorinel blend calcine and zirconia calcine. Syntheses were carried out at 75-200 degree C at autogeneous water pressure (100% relative humidity) at various time intervals. The resulting monolithic compact products were hard and resisted breaking when dropped from a 5 ft height. Hydroceramic host mixed with fluorinel blend calcine and processed at 75 degree C crumbled into rice hull-side grains or developed scaly flakes. However, the samples equally possessed the same chemical durability as their unbroken counterparts. Phase identification by XRD revealed that hydroceramic host crystallized type zeolite at 75-150 degree C and NaP1 at 175-200 degree C in addition to the presence of quartz phase originating from the clay reactant. Hydroceramic host mixed with either fluorinel blend calcine or zirconia calcine crystallized type A zeolite at 75-95 degree C, formed a mixture of type A zeolite and hydroxysodalite at 125-150 degree C and hydroxysodalite at 175-200 degree C.   2. Estimation of the Optimal Brachytherapy Utilization Rate in the Treatment of Gynecological Cancers and Comparison With Patterns of Care

    Purpose: We aimed to estimate the optimal proportion of all gynecological cancers that should be treated with brachytherapy (BT)-the optimal brachytherapy utilization rate (BTU)-to compare this with actual gynecological BTU and to assess the effects of nonmedical factors on access to BT. Methods and Materials: The previously constructed inter/multinational guideline-based peer-reviewed models of optimal BTU for cancers of the uterine cervix, uterine corpus, and vagina were combined to estimate optimal BTU for all gynecological cancers. The robustness of the model was tested by univariate and multivariate sensitivity analyses. The resulting model was applied to New South Wales (NSW), the United States, and Western Europe. Actual BTU was determined for NSW by a retrospective patterns-of-care study of BT; for Western Europe from published reports; and for the United States from Surveillance, Epidemiology, and End Results data. Differences between optimal and actual BTU were assessed. The effect of nonmedical factors on access to BT in NSW were analyzed. Results: Gynecological BTU was as follows: NSW 28% optimal (95% confidence interval [CI] 26%-33%) compared with 14% actual; United States 30% optimal (95% CI 26%-34%) and 10% actual; and Western Europe 27% optimal (95% CI 25%-32%) and 16% actual. On multivariate analysis, NSW patients were more likely to undergo gynecological BT if residing in Area Health Service equipped with BT (odds ratio 1.76, P=.008) and if residing in socioeconomically disadvantaged postcodes (odds ratio 1.12, P=.05), but remoteness of residence was not significant. Conclusions: Gynecological BT is underutilized in NSW, Western Europe, and the United States given evidence-based guidelines. Access to BT equipment in NSW was significantly associated with higher utilization rates. Causes of underutilization elsewhere were undetermined.     Air Products set out to investigate the impact of additives on the deposition rate of both テδεつづδづつオCSi and テδεつ偲δづつアSi-H films. One criterion for additives was that they could be used in conventional PECVD processing, which would require sufficient vapor pressure to deliver material to the process chamber at the required flow rates. The flow rate required would depend on the size of the substrate onto which silicon films were being deposited, potentially ranging from 200 mm diameter wafers to the 5.7 m2 glass substrates used in GEN 8.5 flat-panel display tools. In choosing higher-order silanes, both disilane and trisilane had sufficient vapor pressure to withdraw gas at the required flow rates of up to 120 sccm. This report presents results obtained from testing at Air Productsテδεつ「テδづつテδづつ electronic technology laboratories, located in Allentown, PA, which focused on developing processes on a commercial IC reactor using silane and mixtures of silane plus additives.     Utility vectors with promoters that confer desired spatial and temporal expression patterns are useful tools for studying gene and cellular function and for industrial applications. To target the expression of DNA sequences of interest to cells forming plant secondary cell walls, which generate most of the vegetative biomass, upstream regulatory sequences of the Brachypodium distachyon lignin biosynthetic gene BdPMT and the cellulose synthase genes BdCESA7 and BdCESA8 were isolated and cloned into binary vectors designed for Agrobacterium-mediated transformation of monocots. Expression patterns were assessed using the ホイ-glucuronidase gene GUSPlus and X-glucuronide staining. All three promoters showed strong expression levels inmoreツツサ stem tissue at the base of internodes where cell wall deposition is most active, in both vascular bundle xylem vessels and tracheids, and in interfascicular tissues, with expression less pronounced in developmentally older tissues. In leaves, BdCESA7 and BdCESA8 promoter-driven expression was strongest in leaf veins, leaf margins, and trichomes; relatively weaker and patchy expression was observed in the epidermis. BdPMT promoter-driven expression was similar to the BdCESA promoters expression patterns, including strong expression in trichomes. The intensity and extent of GUS staining varied considerably between transgenic lines, suggesting that positional effects influenced promoter activity. Introducing the BdPMT and BdCESA8 Open Reading Frames into BdPMT and BdCESA8 utility promoter binary vectors, respectively, and transforming those constructs into Brachypodium pmt and cesa8 loss-of-function mutants resulted in rescue of the corresponding mutant phenotypes. This work therefore validates the functionality of these utility promoter binary vectors for use in Brachypodium and likely other grass species.     A self-assembled GeOx/reduced graphene oxide (GeOx/RGO) composite, where GeOx nanoparticles were grown directly on reduced graphene oxide sheets, was synthesized via a facile one-step reduction approach and studied by X-ray diffraction, transmission electron microscopy, energy dispersive X-ray spectroscopy, electron energy loss spectroscopy elemental mapping, and other techniques. Electrochemical evaluation indicates that incorporation of reduced graphene oxide enhances both the rate capability and reversible capacity of GeOx, with the latter being due to the RGO enabling reversible utilization of Li2O. The composite delivers a high reversible capacity of 1600 mAhg-1 at a current density of 100 mAg-1, and still maintains a capacity of 410 mAhg-1 at a high current density of 20 Ag-1. Owing to the flexible reduced graphene oxide sheets enwrapping the GeOx particles, the cycling stability of the composite was also improved significantly. To further demonstrate its feasibility in practical applications, the synthesized GeOx/RGO composite anode was successfully paired with a high voltage LiNi0.5Mn1.5O4 cathode to form a full cell, which showed good cycling and rate performance.

The approaches include modified sol-gel and solutionbased synthesis processes. As-made products were mixed with 5 and 10 mass% of a Na2O-B2O3- SiO2 glass binder and these, along with product without a binder, were heated using either a cold-press-and-sinter method or hot uniaxial pressing. The results demonstrate the limitation of sodalite yield due to the fast intermediate reactions between Na+ and Cl- to form halite in solution and Li2O and SiO2 to form lithium silicates (e.g., Li2SiO3 or Li2Si2O5) in the calcined and sintered pellets. The results show that pellets can be made with high sodalite fractions in the crystalline product (~92 mass%) and low porosities using a solution-based approach and this LiCl-Li2O salt but that the incorporation of Li into the sodalite is low.

    The goal of this proposal was to develop new sampling and analytical techniques which could be used to understand the transformation rates and mechanisms of exchange between dissolved, colloidal, small particle and large particle size classes of organic carbon in ocean margins. To meet this goal, the authors focused on the development of cross-flow filtration (CFF) for the isolation of colloidal material from the dissolved phase in seawater. In addition, they tested and optimized high sensitivity techniques for the measurement of thorium isotopes using thermal ionization mass spectrometry (TIMS) and carbon isotopes using accelerator mass spectrometry (AMS) and stable C mass spectrometric techniques. In this final report, they highlight some of these new sampling and analytical developments as well as preliminary results from the first DOE cruise this past April. The report is broken down into 4 sections, namely (1) colloidal sampling strategies, (2) TIMS analytical developments, (3) carbon isotopic measurements and (4) results from the R/V Columbus Iselin cruise.     State and federal regulators need to rethink the existing structure of the electric power industry because the continued application of traditional processes to its emerging competitive nature is creating a conflict between market-driven generators and regulated utilities, the Electric Generation Association says. Indeed, because of the current regulatory structure, many utilities have been forced to actively resist the development of a competitive market place, the group says in a paper published for this week's National Association of Regulatory Utility Commissioners winter meetings. In place of the existing structure, the industry needs a [open quotes]new, more discerning model of regulation[close quotes] that unbundles generation from transmission and realizes that, at least during the transition, all generation facilities are at risk of being considered stranded assets. A transition policy must minimize costs overall by achieving an early and smooth resolution of the stranded investment issue. One approach looks promising: Utilities that spin off high-cost assets would be preauthorized to enter into a binding contract to buy the output of the facility for an established period at rates slightly below what the cost of power would have been, assuming continued rate base treatment of the facility. Another alternative would reflect the rate design mechanisms used in the unbundling of gas supply from transportation service: A utility calculates the differential between the book value and market value of a high-cost asset, and then converts it from a generation-related charge into a form of transition surcharge. This is added to the inelastic portion of its system rates, which most logically is the distribution charge for retail and wholesale requirements customers. The charge would be applied over a specific period of time or to a specific volume of sales.

    This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose. In addition to the system loss-of-load probability (LOLP) and loss-of-load expectation (LOLE) indices, PICES calculates the expected frequency and duration of system capacity deficiencies and the probability, expectation, and expected frequency and duration of a range of system reserve margin states. The program employs hourly load data and either the two-state (on/off) or a more sophisticated three-state (on/partially on/fully off) generating unit representation.     The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study.     We investigate the relationships between stellar mass, gas-phase oxygen abundance (metallicity), star formation rate (SFR), and dust content of star-forming galaxies at z 竏シ 1.6 using Subaru/FMOS spectroscopy in the COSMOS field. The mass-metallicity (MZ) relation at z 竏シ 1.6 is steeper than the relation observed in the local universe. The steeper MZ relation at z 竏シ 1.6 is mainly due to evolution in the stellar mass where the MZ relation begins to turnover and flatten. This turnover mass is 1.2 dex larger at z 竏シ 1.6. The most massive galaxies at z 竏シ 1.6 (竏シ10{sup 11} M {sub 笘厭) are enriched to the level observed in massive galaxies in the local universe. The MZ relation we measure at z 竏シ 1.6 supports the suggestion of an empirical upper metallicity limit that does not significantly evolve with redshift. We find an anti-correlation between metallicity and SFR for galaxies at a fixed stellar mass at z 竏シ 1.6, which is similar to trends observed in the local universe. We do not find a relation between stellar mass, metallicity, and SFR that is independent of redshift; rather, our data suggest that there is redshift evolution in this relation. We examine the relation between stellar mass, metallicity, and dust extinction, and find that at a fixed stellar mass, dustier galaxies tend to be more metal rich. From examination of the stellar masses, metallicities, SFRs, and dust extinctions, we conclude that stellar mass is most closely related to dust extinction.

    Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public
