    Peru has been undergoing a revolution since the election of Alberto Fujimori as president in 1990. A revolution that is reversing many of the policies of the past 25 years and one which aims to bring Peru back into the mainstream of the world economy. All the enterprises nationalized in the heady days of the early 1970s are set up for privatization. The most important are the three mining companies: Hierro-Peru, Centromin, and Mineroo-Peru. It will not be easy to attract foreign investment after such a long period of political and economic instability but the rewards are there for the intrepid.

    Revival of Peru's moribund oil and gas industry in the 1990s hinges on whether the new administration of President Alberto Fujimori is successful in attracting foreign investment in Peru. Fujimori's success would mean Peru pushing ahead into stepped up exploration and major development projects, such as the huge Camisea gas/condensate field discovered 2 years ago. His failure could mean Peru continuing to fall further behind in its already lagging low oil production. Huge sums of money will be needed. Peru also needs to succeed in its efforts to become creditworthy again for international agencies, foreign governments, and commercial banks. Meanwhile, Petroleos del Peru SA (Petroperu), the state oil company, will have to transfer an increasing share of its operations to private investors. But the company is likely to try to hold onto producing fields, even though it is unable to maintain full output.

    After months of delays, the sale of Petroleos del Peru SA (Petroperu) was postponed earlier this year until after the elections, which saw Peru`s incumbent President Alberto Fujimori reelected. In June, Fujimori appointed Amado Yataco Minister of Energy and Mines. Yataco, also serving as president of the privatization commission Copri, said a decision on the sale of Petroperu would be made quickly, perhaps by July 28, ahead of this report`s presstime. The uncertain status of Petroperu has not, however, slowed activity in Peru`s petroleum sector. The paper first discusses privatization plans and Petroperu`s budget, then describes exploration and development activities in the supergiant Camisea gas/condensate fields in the central southern jungle. Activities in several smaller fields are briefly described.

    Conventional wisdom holds that no prudent investor or lender will ante up a penny of investment money in a geothermal project unless and until there is a geothermal resources law in place. Since every law depends on a regulatory regime to make the law work in actual practice, implemented regulations are equally important conditions precedent for geothermal development. In recognition of the importance of assisting geothermal regulatory development in the emerging geothermal countries of Latin America, during the 1995 to 1996 timeframe, the Geothermal Energy Association has acted in an advisory capacity to the Ministry of Energy and Mines of Peru, in the drafting of geothermal regulations for Peru. These regulations are designed to promote developmental investment in the geothermal resources of Peru, while simultaneously establishing reasonable standards for the protection of the people and the environment of the country. While these regulations are specific to Peru, they may well serve as a model for other countries of Latin America. Thus, the lessons learned in crafting the Peru regulatory regime may have applicability in other countries in which the geothermal industry is now working or may work in the future.

    Agriculture in the arid and semi-arid regions that comprise much of present-day Peru, Bolivia, and Northern Chile is heavily dependent on irrigation; however, obtaining a dependable water supply in these areas is often difficult. The precolumbian peoples of Andean South America adapted to this situation by devising many strategies for transporting, storing, and retrieving water to insure consistent supply. I propose that the ''elaborated springs'' found at several Inka sites near Cuzco, Peru, are the visible expression of a simple and effective system of groundwater control and storage. I call this system ''geologic water storage'' because the water is stored in the pore spaces of sands, soils, and other near-surface geologic materials. I present two examples of sites in the Cuzco area that use this technology (Tambomachay and Tipon) and discuss the potential for identification of similar systems developed by other ancient Latin American cultures.

    IL-15 interacts with a heterotrimeric receptor that consists of the {beta} and {gamma} subunits of the IL-2 receptor (IL-2R) as well as a specific, high-affinity IL-15-binding subunit, which is designated IL-15R{alpha}. Since both the {beta} and the {gamma} subunits of the IL-2R are required for signaling by either IL-2 or IL-15, it is not surprising that these cytokines share many activities in vitro. However, the differential expression of these cytokines and the {alpha} chains of their receptors within various tissues and cell types suggests that IL-2 and IL-15 may perform at least partially distinct physiological functions. The production of IL-15 by macrophages, and possibly other cell types, in response to environmental stimuli and infectious agents suggests that IL-15 may play a role in protective immune responses, allograft rejection, and the pathogenesis of autoimmune diseases. 56 refs.

  3. Structural and Biophysical Studies of the Human IL-7/IL-7R[alpha] Complex

    IL-7 and IL-7R{alpha} bind the {gamma}{sub c} receptor, forming a complex crucial to several signaling cascades leading to the development and homeostasis of T and B cells. We report that the IL-7R{alpha} ectodomain uses glycosylation to modulate its binding constants to IL-7, unlike the other receptors in the {gamma}{sub c} family. IL-7 binds glycosylated IL-7R{alpha} 300-fold more tightly than unglycosylated IL-7R{alpha}, and the enhanced affinity is attributed primarily to an accelerated on rate. Structural comparison of IL-7 in complex to both forms of IL-7R{alpha} reveals that glycosylation does not participate directly in the binding interface. The SCID mutations of IL-7R{alpha} locate outside the binding interface with IL-7, suggesting that the expressed mutations cause protein folding defects in IL-7R{alpha}. The IL-7/IL-7R{alpha} structures provide a window into the molecular recognition events of the IL-7 signaling cascade and provide sites to target for designing new therapeutics to treat IL-7-related diseases.

    All three countries in this Andean group have diversified mineral industries that play an important role in their respective domestic economies. Peru, as the largest country with a population of over 21 million, is the most diversified mineral producer with the highest value of total output. The values added by the mineral industries in 1988 were $2.78 billion for Peru, $1.98 billion for Ecuador, and $0.64 billion for Bolivia. Each value encompasses production of petroleum, natural gas, metals, and industrial minerals. During the period 1980-88, Ecuador's mineral output in terms of value expanded while that of Bolivia and Peru contracted.

    Perupetro`s recent announcement that 13 offshore exploration blocks of nearly 1 million acres each will be offered for bids in the fourth quarter of 1998 has reawakened interest in this extensive, largely unexplored area. The new government policy, combined with the results of modern, deep-probing seismic surveys, has already led to a stepped-up search for oil and gas that will probably escalate. Most of Peru`s ten coastal basins are entirely offshore, but at both ends of the 1,500-mile coastline the sedimentary basins stretch from onshore across the continental shelf and down the continental slope. Two of these basin areas, both in the north, have commercial production. The third, straddling the country`s southern border, has never been drilled either on land or offshore. The Peruvian sectors of these three basins total roughly 50,000 sq miles in area, 75% offshore. All have major oil and gas potential. They are described individually in this article, an update in the ongoing studies last reported at the 1998 Offshore Technology Conference and in the first article of this series.

    Highlights: {yields} Curcumin inhibits CD4{sup +} T-lymphocyte proliferation. {yields} Curcumin inhibits interleukin-2 (IL-2) synthesis and CD25 expression by CD4{sup +} T-lymphocytes. {yields} Curcumin interferes with IL-2 receptor signaling by inhibiting JAK3 and STAT5 phosphorylation. {yields} IL-2-dependent regulatory T-lymphocyte function and Foxp3 expression is downregulated by curcumin. -- Abstract: Curcumin (diferulomethane) is the principal curcuminoid in the spice tumeric and a potent inhibitor of activation-induced T-lymphocyte proliferation; however, the molecular basis of this immunosuppressive effect has not been well studied. Here we show that micromolar concentrations of curcumin inhibited DNA synthesis by mouse CD4{sup +} T-lymphocytes, as well as interleukin-2 (IL-2) and CD25 ({alpha} chain of the high affinity IL-2 receptor) expression in response to antibody-mediated cross-linking of CD3 and CD28. Curcumin acted downstream of protein kinase C activation and intracellular Ca{sup 2+} release to inhibit I{kappa}B phosphorylation, which is required for nuclear translocation of the transcription factor NF{kappa}B. In addition, IL-2-dependent DNA synthesis by mouse CTLL-2 cells, but not constitutive CD25 expression, was impaired in the presence of curcumin, which demonstrated an inhibitory effect on IL-2 receptor (IL-2R) signaling. IL-2-induced phosphorylation of STAT5A and JAK3, but not JAK1, was diminished in the presence of curcumin, indicating inhibition of critical proximal events in IL-2R signaling. In line with the inhibitory action of curcumin on IL-2R signaling, pretreatment of CD4{sup +}CD25{sup +} regulatory T-cells with curcumin downregulated suppressor function, as well as forkhead box p3 (Foxp3) expression. We conclude that curcumin inhibits IL-2 signaling by reducing available IL-2 and high affinity IL-2R, as well as interfering with IL-2R signaling.

    Utilization of remote gas resources in developing countries continues to offer challenges and opportunities to producers and contractors. The Aguaytia Gas and Power Project is an example where perseverance and creativity resulted in successful utilization of natural gas resources in the Ucayali Region of Central Peru, a country which previously had no natural gas infrastructure. The resource for the project was first discovered by Mobil in 1961, and remained undeveloped for over thirty years due to lack of infrastructure and markets. Maple Gas won a competitively bid contract to develop the Aguaytia gas reserves in March of 1993. The challenges facing Maple Gas were to develop downstream markets for the gas, execute contracts with Perupetro S.A. and other Peruvian government entities, raise financing for the project, and solicit and execute engineering procurement and construction (EPC) contracts for the execution of the project. The key to development of the downstream markets was the decision to generate electric power and transmit the power over the Andes to the main electrical grid along the coast of Peru. Supplemental revenue could be generated by gas sales to a small regional power plant and extraction of LPG and natural gasoline for consumption in the Peruvian market. Three separate lump sum contracts were awarded to Asea Brown Boveri (ABB) companies for the gas project, power project and transmission project. Each project presented its unique challenges, but the commonalities were the accelerated schedule, high rainfall in a prolonged wet season and severe logistics due to lack of infrastructure in the remote region. This presentation focuses on how the gas plant contractor, ABB Randall, working in harmony with the developer, Maple Gas, tackled the challenges to monetize a remote gas resource.

    Along-strike variations in structural styles of the east-verging Subandean fold and thrust belt (SAFTB) in Peru and southern Ecuador are controlled by the presence or absence of thick Late Permian to Jurassic evaporite sequences rather than changes in subducting plate geometries as has been suggested previously for the Andes. Salt distribution and thickness have not only controlled the styles and segmentation along the SAFTB but also have been important factors in strike variations across the belt. The southern Ecuador SAFTB lacks significant evaporite units and is characterized by thick-skinned deformation that encompasses high-angle reverse faults, and broad, low-amplitude folds. The style changes to thin-skinned deformation near 2S lat. and it is well illustrated in the Santiago and Huallaga basins where thick evaporite units are present. This segment is characterized by a major decollement on the salt, grabens formed by salt withdrawal from reactivation of thrust faults as listric normal faults, salt piercement at or near synclinal axes, and periclines and asymmetric folds. The frontal thrust of this thin-skinned segment consists of box, overturned and upright folds above shallow salt domes, and by a major backthrust at the mountain front. This segment extends to 1030'S lat., near Oxapampa, Peru, where the thin-skinned SAFTB is narrow and changes across strike to a thick-skinned deformation as the evaporite units thin and disappear eastward. South of 1030'S lat., a new thick-skinned deformation segment is present in southern Peru and characterizes most of the deformation in the SAFTB of the Ucayali and Madre De Dios basins.

Thymic regeneration after irradiation is the product of a limited pool of intrathymic radioresistant stem cells undergoing simultaneous differentiation. We show that in this model of T cell development, thymic regeneration follows a pathway in which the IL-2R is transiently expressed on CD4-/CD8- cells. IL-2R expression occurred during the exponential growth period of thymic regeneration, and IL-2R blocking prevented this explosive growth. Flow cytometry analysis revealed that the IL-2R blockade affected primarily the development of the immature CD3-/CD4-/CD8- (triple negative) cells and their ability to generate CD3+/CD4+/CD8+ or CD3+/CD4+/CD8- and CD3+/CD4-/CD8+ thymocytes. Thus, our findings demonstrate that blocking of the IL-2R resulted in an arrest in proliferation and differentiation by intrathymic radioresistant stem cells, indicating that the IL-2/IL-2R pathway is necessary for the expansion of immature triple negative T cells.

    Human peripheral blood T cell expression of IL-2 receptors (IL-2R), detected by both immunocytofluorometry and /sup 125/I-IL-2 binding, was studied using lymphocytes stimulated with monoclonal anti-T3 antibodies (Leu-4, OKT3). Lymphocytes, isolated from healthy individuals, were prescreened and classified as Leu-4 responders or non-responders according to 72 h /sup 3/H-thymidine incorporation experiments. Leu-4 non-responder lymphocytes, though capable of normal IL-2R expression and IL-2 secretion when cultured with OKT3 (IgG2a), expressed little to no IL-2R nor secreted IL-2 when stimulated with Leu-4 (IgG1). In addition, the amount of IL-2 secreted by Leu-4 stimulated, Leu-4 responder cells, was one-third- to one-fifth of that detected when OKT3 was used as the stimulant. The addition of recombinant IL-2 (rIL-2) to a Leu-4 stimulated, Leu-4 non-responder lymphocyte culture, resulted in the expression of IL-2R and cellular proliferation, indicating that IL-2 upregulated its biologically relevant receptor. As expected, cyclosporin-A (CSA) inhibited the secretion of IL-2 and subsequent proliferation of Leu-4 stimulated, Leu-4 responder cells. Unexpectedly, however, the expression of IL-2R was also blocked. Exogenous rIL-2 partially reversed the effect of CSA on IL-2R expression and proliferation. The results indicate that IL-2 may provide an additional, required signal for optimal IL-2R expression.

    The 1-Ab block fields are located in the northeastern part of Peru. Geologically, the area is the sub-Andean Maranon Basin, a continuation of the Napo Basin from eastern Ecuador. During the 20 years that Occidental has operated Block 1-AB, approximately 11,500 km of seismic data has been recorded and 34 exploratory wells have been drilled, resulting in the discovery of 18 fields, or 53% exploration success. The 1-AB oil accumulation discovered in 1972 is a group of medium to small asymmetric anticlines distributed along six northwest-southeast trending structural alignments: North Capahuari-South Capahuari-Tambo, Carmen-North San Jaacinto and Bartra. This concentration of productive structures in a relative small area is unique within the Maranon basin. The controlling factors include exceptional pre-Cretaceous uplifting and the presence of very good to excellent Cretaceous sandstones reservoirs. The two major Cretaceous producing zones, the Chonta and Vivian sandstones, have been defined within the Coniacian and Campanian ages respectively. The Chonta sands are related to shelfal deposition across Block 1-AB, represented by strand plain and barrier island sediments. The Vivian formation is a massive fluvial sandstone covering all of the Maranon basin and ranging in thickness between 40 and 200 feet. After oil was accumulated, fresh water influxes into the reservoirs of the northern and eastern fields caused oil biodegradation and salinity variation of the reservoir waters, depending upon the intensity of biodegradation. Oil remigration also has been documented for the South Huayari field.

    Although blood pH is maintained in a narrow range of around pH 7.4 in living organisms, inflammatory loci are characterized by acidic conditions. Mast cells tend to reside close to the surface of the body in areas such as the mucosa and skin where they may be exposed to exogenous acids, and they play an important role in immune responses. However, little is known about the effects of extracellular acidification on the functions of mast cell. Here, we found that extracellular acidification increased the dinitrophenyl-conjugated human serum albumin (DNP-HSA)-induced production of interleukin (IL)-6 and IL-13 in MC/9 cells or bone marrow-derived mouse mast cells sensitized with anti-DNP IgE. Extracellular acidification also inhibited migration of MC/9 cells toward DNP-HSA. In addition, acidic pH stimulated antigen-induced activation of p38 mitogen-activated protein kinase (MAPK) and protein kinase B (Akt). These findings suggest that extracellular acidification augmented antigen/IgE-induced and FcĪµRI-mediated production of IL-6 and IL-13 in mast cells, and that this was associated with the enhancement of p38 MAPK and Akt activation. - Highlights: ā€¢ Antigen-induced IL-6 and IL-13 production was augmented by acidic pH in mast cells. ā€¢ Acidic pH-induced actions were associated with activation of p38 MAPK and Akt. ā€¢ Inhibition of p38 MAPK and Akt attenuated cytokine responses to acidic pH. ā€¢ Acidic pH effects are not attributable to actions of known proton-sensing GPCRs.

    The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts.     This report is an analysis of discovered crude oil reserves, undiscovered recoverable crude oil resources, and estimated annual oil field production. The countries analyzed are Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, and Peru. All of the countries in this report have a history of petroleum exploration and development. Also, they maintain policies which support the search for, and exploitation of, petroleum resources. This systematic assessment provides estimates of the quantities of remaining known petroleum reserves and undiscovered recoverable resources. The future feasible production rates from the respective countries are also discussed. The FESAP assessments are limited to petroleum resources recoverable by conventional primary and secondary extraction technology. It is estimated that over 29.4 billion barrels of recoverable oil (both discovered and undiscovered) originally existed within the sedimentary basins of these countries, as follows: Argentina (9.4 billion barrels); Brazil (6.5 billion barrels); Colombia (5.0 billion barrels); Peru (3.6 billion barrels); Ecuador (over 3.0 billion barrels); Chile (1.1 billion barrels); and Bolivia (over 0.8 billion barrels). Through 1982, about 10.2 billion barrels of the oil had been produced. Thus, some 19.2 billion barrels constitute the remaining recoverable petroleum resource base. It is estimated that the most likely volume of crude oil remaining to be found in the seven countries is 12 billion barrels. 91 refs., 59 figs., 82 tabs.

    Discordant muscovite and biotite K-Ar dates of samples taken in six transects through the Cordillera Oriental of southeast Peru and northwest Bolivia, combined with /sup 40/Ar//sup 39/Ar age spectra, reveal a northwest-trending, structurally cryptic, tectonothermal zone of late Eocene age (ca. 38 Ma) that overprints Triassic and older igneous and metamorphic rocks. The zone is at least 450 km long but is less than 25 km wide; temperatures along its northeast boundary are estimated to have reached 350/sup 0/C. No Paleogene magmatism has been recognized that could account for the thermal resetting of the K-Ar isotopic system. Uplift, erosion, and southwest-verging thrusting accompanied the development of this domain, which defined the foreland boundary of the orogen prior to inception of northeast-verging Andean thrusting in Miocene time. It is proposed that this tectonothermal zone, the Zongo-San Gaban zone (ZSGZ), which involves thrusting and basement shortening, is the southerly manifestation of the Incaic compressional deformation, which produced the thin-skinned Maranon thrust and fold belt (MTFB) north of the Abancay deflection of central Peru.

    PICES (Probabilistic Investigation of Capacity and Energy Shortages) was developed for estimating an electric utility''s expected frequency and duration of capacity deficiencies on a daily on and off-peak basis. In addition to the system loss-of-load probability (LOLP) and loss-of-load expectation (LOLE) indices, PICES calculates the expected frequency and duration of system capacity deficiencies and the probability, expectation, and expected frequency and duration of a range of system reserve margin states. Results are aggregated and printedmoreĀ Ā» on a weekly, monthly, or annual basis. The program employs hourly load data and either the two-state (on/off) or a more sophisticated three-state (on/partially on/fully off) generating unit representation. Unit maintenance schedules are determined on a weekly, levelized reserve margin basis. In addition to the 8760-hour annual load record, the user provides the following information for each unit: plant capacity, annual maintenance requirement, two or three-state unit failure and repair rates, and for three-state models, the partial state capacity deficiency. PICES can also supply default failure and repair rate values, based on the Edison Electric Institute''s 1979 Report on Equipment Availability for the Ten-Year Period 1968 Through 1977, for many common plant types.     This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose. The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

Under its Office of International Safeguards ''Sister Laboratory'' program, DOE/NNSA has undertaken numerous technical collaborations over the past decade intended to promote peaceful applications of nuclear technology. Among these has been technical assistance in research reactor applications, such as neutron activation analysis, nuclear analysis, reactor physics, and medical radioisotope production. The current collaborations are intended to provide the subject countries with a methodology for greater commercialization of research reactor products and services. Serum interleukin-2 receptor (IL-2R) concentrations, as well as a dinucleotide repeat polymorphism in the IL-2RP chain gene, were examined in both groups. No significant differences in IL-2R concentrations or in the distribution of the polymorphism were noted.     Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

    The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study.     Binding of interleukin-2 (IL-2) to its specific receptor induces activation of two members of Jak family protein tyrosine kinases, Jak1 and Jak3. An IL-2 receptor (IL-2R)-reconstituted NIH 3T3 fibroblast cell line proliferates in response to IL-2 only when hematopoietic lineage-specific Jak3 is ectopically expressed. However, the mechanism of Jak3-dependent proliferation in the fibroblast cell line is not known. Here, I showed that Jak3 expression is dispensable for IL-2-induced activation of Jak1 and Stat proteins and expression of nuclear proto-oncogenes in the IL-2R-reconstituted fibroblast cell line. Jak3 expression markedly enhanced these IL-2-induced signaling events. In contrast, Jak3 expression was essential for induction of cyclin genes involved in the G1-S transition. These data suggest a critical role of Jak3 in IL-2 signaling in the fibroblast cell line and may provide further insight into the cell type-specific mechanism of cytokine signaling.

In this study, we investigated the mechanism of inhibitory action of IL-3 on osteoclast differentiation. We show here that IL-3 significantly inhibits receptor activator of NF-{kappa}B (RANK) ligand (RANKL)-induced activation of c-Jun N-terminal kinase (JNK). IL-3 down-regulates expression of c-Fos and nuclear factor of activated T cells (NFATc1) transcription factors. In addition, IL-3 down-regulates RANK expression posttranscriptionally in both purified osteoclast precursors and whole bone marrow cells. Furthermore, the inhibitory effect of IL-3 on RANK expression was irreversible. Interestingly, IL-3 inhibits in vivo RANK expression in mice. Thus, we provide the first evidence that IL-3 irreversibly inhibits RANK expression that results in inhibition of important signaling molecules induced by RANKL.

    Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public

The promoter directs increased expression of xylose isomerase, and when the strain is in addition engineered for expression of xylulokinase, transaldolase and transketolase, improved utilization of xylose is obtained.

    The market for Integrated Gasification Combined Cycle (IGCC) power plants is discussed and some of the experiments with an Integrated Gasification Combined Cycle Power Plant Project, Polk Unit {number_sign}1 are described. It was found that not only is the technology different from what most US utilities are accustomed to, but also that the non-technical issues or business issues, such as contracting, project management and contract administration also have different requirements. The non-technical or business issues that are vital to the successful commercialization of this technology are described. These business issues must be successfully addressed by both the utilities and the technology suppliers in order for integrated gasification combined cycle power plants to achieve commercial success.
