  5. Agriculture, land use, and commercial biomass energy

    In this paper we have considered commercial biomass energy in the context of overall agriculture and land-use change. We have described a model of energy, agriculture, and land-use and employed that model to examine the implications of commercial biomass energy or both energy sector and land-use change carbon emissions. In general we find that the introduction of biomass energy has a negative effect on the extent of unmanaged ecosystems. Commercial biomass introduces a major new land use which raises land rental rates, and provides an incentive to bring more land into production, increasing the rate of incursion into unmanaged ecosystems. But while the emergence of a commercial biomass industry may increase land-use change emissions, the overall effect is strongly to reduce total anthropogenic carbon emissions. Further, the higher the rate of commercial biomass energy productivity, the lower net emissions. Higher commercial biomass energy productivity, while leading to higher land-use change emissions, has a far stronger effect on fossil fuel carbon emissions. Highly productive and inexpensive commercial biomass energy technologies appear to have a substantial depressing effect on total anthropogenic carbon emissions, though their introduction raises the rental rate on land, providing incentives for greater rates of deforestation than in the reference case.

    Through this project, Advanced Energy Conversion (AEC) has developed, tested, refined and is preparing to commercialize a 2.5kW utility-interactive inverter system for distributed generation. The inverter technology embodies zero-voltage switching technology that will ultimately yield a system that is smaller, less expensive and more efficient than existing commercial technologies. This program has focused on commercial success through careful synthesis of technology, market-focus and business development. AEC was the primary participant. AEC is utilizing contract manufacturers in the early stages of production, allowing its technical staff to focus on quality control issues and product enhancements. The objective of this project was to bring the AEC inverter technology from its current pre-production state to a commercial product. Federal funds have been used to build and test production-intent inverters, support the implementation of the commercialization plan and bring the product to the point of UL certification.

    The project described in this report was a commercialization effort focused on cost-effective remote water pumping systems for use in utility-based photovoltaic (PV) service programs. The project combined a commercialization strategy tailored specifically for electric utilities with the development of a PV-powered pumping system that operates conventional ac pumps rather than relying on the more expensive and less reliable PV pumps on the market. By combining these two attributes, a project goal was established of creating sustained utility purchases of 250 PV-powered water pumping systems per year. The results of each of these tasks are presented in two parts contained in this Final Summary Report. The first part summarizes the results of the Photovoltaic Services Network (PSN) as a new business venture, while the second part summarizes the results of the Golden Photon system installations. Specifically, results and photographs from each of the system installations are presented in this latter part.

    This analysis uses simulated building data, simulated solar photovoltaic (PV) data, and actual electric utility tariff data from 25 cities to understand better the impacts of different commercial rate structures on the value of solar PV systems. By analyzing and comparing 55 unique rate structures across the United States, this study seeks to identify the rate components that have the greatest effect on the value of PV systems. Understanding the beneficial components of utility tariffs can both assist decision makers in choosing appropriate rate structures and influence the development of rates that favor the deployment of PV systems. Results from this analysis show that a PV system's value decreases with increasing demand charges. Findings also indicate that time-of-use rate structures with peaks coincident with PV production and wide ranges between on- and off-peak prices most benefit the types of buildings and PV systems simulated. By analyzing a broad set of rate structures from across the United States, this analysis provides an insight into the range of impacts that current U.S. rate structures have on PV systems.

  12. Characterizing the Response of Commercial and Industrial Facilities to Dynamic Pricing Signals from the Utility

    We describe a method to generate statistical models of electricity demand from Commercial and Industrial (C&I) facilities including their response to dynamic pricing signals. Models are built with historical electricity demand data. A facility model is the sum of a baseline demand model and a residual demand model; the latter quantifies deviations from the baseline model due to dynamic pricing signals from the utility. Three regression-based baseline computation methods were developed and analyzed. All methods performed similarly. To understand the diversity of facility responses to dynamic pricing signals, we have characterized the response of 44 C&I facilities participating in a Demand Response (DR) program using dynamic pricing in California (Pacific Gas and Electric's Critical Peak Pricing Program). In most cases, facilities shed load during DR events but there is significant heterogeneity in facility responses. Modeling facility response to dynamic price signals is beneficial to the Independent System Operator for scheduling supply to meet demand, to the utility for improving dynamic pricing programs, and to the customer for minimizing energy costs.

    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

    The price of photovoltaic (PV) systems in the United States (i.e., the cost to the system owner) has continued to decline across all major market sectors. This report provides a Q1 2015 update regarding the prices of residential, commercial, and utility scale PV systems, based on an objective methodology that closely approximates the book value of a PV system. Several cases are benchmarked to represent common variations in business models, labor rates, and system architecture choice. We estimate a weighted-average cash purchase price of $3.09/W for residential scale rooftop systems, $2.15/W for commercial scale rooftop systems, $1.77/W for utility scale systems with fixed mounting structures, and $1.91/W for utility scale systems using single-axis trackers. All systems are modeled assuming standard-efficiency, polycrystalline-silicon PV modules, and further assume installation within the United States.

  3. Utility bill comprehension in the commercial and industrialsector: results of field research

    This paper presents the results of interviews conducted with 44 business people in 10 states to examine the use of the utility bill as an information mechanism for providing businesses with the relationship between energy consumption and cost. Our results indicate that there are significant barriers to the use of the utility bill as an information tool for energy consumers. Furthermore, we found significant variations among respondents in the information desired from the bill, and differences in decision-making criteria for investments aimed at reducing energy consumption and for those aimed at other forms of waste minimization. These results call into question the applicability of standard market theories in the purchase of energy by most businesses.

    The objective of the Database on Energy Efficiency Programs (DEEP) is to document the measured cost and performance of utility-sponsored, energy-efficiency, demand-side management (DSM) programs. Consistent documentation of DSM programs is a challenging goal because of problems with data consistency, evaluation methodologies, and data reporting formats that continue to limit the usefulness and comparability of individual program results. This first DEEP report investigates the results of 20 recent commercial lighting DSM programs. The report, unlike previous reports of its kind, compares the DSM definitions and methodologies that each utility uses to compute costs and energy savings and then makes adjustments to standardize reported program results. All 20 programs were judged cost-effective when compared to avoided costs in their local areas. At an average cost of 3.9{cents}/kWh, however, utility-sponsored energy efficiency programs are not ``too cheap to meter.`` While it is generally agreed upon that utilities must take active measures to minimize the costs and rate impacts of DSM programs, the authors believe that these activities will be facilitated by industry adoption of standard definitions and reporting formats, so that the best program designs can be readily identified and adopted.

  5. Commercial Demonstration of the Manufactured Aggregate Processing Technology Utilizing Spray Dryer Ash

    Universal Aggregates LLC (UA) was awarded a cost sharing Co-operative Agreement from the Department of Energy (DOE) through the Power Plant Improvement Initiative Program (PPII) to design, construct and operate a lightweight aggregate manufacturing plant at the Birchwood Power Facility in King George, Virginia in October 2001. The Agreement was signed in November 2002. The installation and start-up expenses for the Birchwood Aggregate Facility are $19.5 million. The DOE share is $7.2 million (37%) and the UA share is $12.3 million (63%). The original project team consists of UA, SynAggs, LLC, CONSOL Energy Inc. and P. J. Dick, Inc. Using 115,000 ton per year of spray dryer ash (SDA), a dry FGD by-product from the power station, UA will produce 167,000 tons of manufactured lightweight aggregate for use in production of concrete masonry units (CMU). Manufacturing aggregate from FGD by-products can provide an economical high-volume use and substantially expand market for FGD by-products. Most of the FGD by-products are currently disposed of in landfills. Construction of the Birchwood Aggregate Facility was completed in March 2004. Operation startup was begun in April 2004. Plant Integration was initiated in December 2004. Integration includes mixing, extrusion, curing, crushing and screening. Lightweight aggregates with proper size gradation and bulk density were produced from the manufacturing aggregate plant and loaded on a stockpile for shipment. The shipped aggregates were used in a commercial block plant for CMU production. However, most of the production was made at low capacity factors and for a relatively short time in 2005. Several areas were identified as important factors to improve plant capacity and availability. Equipment and process control modifications and curing vessel clean up were made to improve plant operation in the first half of 2006. About 3,000 tons of crushed aggregate was produced in August 2006. UA is continuing to work to improve plant

    The following conclusions are drawn from the information presented in this report: (1) Joint efforts by industry and government focused on meeting RTC recommendations for reduction/removal of barriers have met with some success. The most notable of these are the changes in regulations related to CCB utilization by individual states. Regionally or nationally consistent state regulation of CCB utilization would further reduce regulatory barriers. (2) Technology changes will continue to be driven by the CAAA, and emission control technologies are expected to continue to impact the type and properties of CCBs generated. As a result, continued RD and D will be needed to learn how to utilize new and changing CCBs in environmentally safe, technically sound, and economically advantageous ways. Clean coal technology CCBs offer a new challenge because of the high volumes expected to be generated and the different characteristics of these CCBs compared to those of conventional CCBs. (3) Industry and government have developed the RD and D infrastructure to address the technical aspects of developing and testing new CCB utilization applications, but this work as well as constant quality control/quality assurance testing needs to be continued to address both industry wide issues and issues related to specific materials, regions, or users. (4) Concerns raised by environmental groups and the public will continue to provide environmental and technical challenges to the CCB industry. It is anticipated that the use of CCBs in mining applications, agriculture, structural fills, and other land applications will continue to be controversial and will require case-by-case technical and environmental information to be developed. The best use of this information will be in the development of generic regulations specifically addressing the use of CCBs in these different types of CCB applications.     Purpose: The purpose of the study was to implement a method for accurate rat brain irradiation using the Gamma Knife Perfexion unit. The system needed to be repeatable, efficient, and dosimetrically and spatially accurate. Methods: A platform (“rat holder”) was made such that it is attachable to the Leskell Gamma Knife G Frame. The rat holder utilizes two ear bars contacting bony anatomy and a front tooth bar to secure the rat. The rat holder fits inside of the Leskell localizer box, which utilizes fiducial markers to register with the GammaPlan planning system. This method allows for accurate, repeatable setup.A cylindrical phantom was made so that film can be placed axially in the phantom. We then acquired CT image sets of the rat holder and localizer box with both a rat and the phantom. Three treatment plans were created: a plan on the rat CT dataset, a phantom plan with the same prescription dose as the rat plan, and a phantom plan with the same delivery time as the rat plan. Results: Film analysis from the phantom showed that our setup is spatially accurate and repeatable. It is also dosimetrically accurate, with an difference between predicted and measured dose of 2.9%. Film analysis with prescription dose equal between rat and phantom plans showed a difference of 3.8%, showing that our phantom is a good representation of the rat for dosimetry purposes, allowing for +/- 3mm diameter variation. Film analysis with treatment time equal showed an error of 2.6%, which means we can deliver a prescription dose within 3% accuracy. Conclusion: Our method for irradiation of rat brain has been shown to be repeatable, efficient, and accurate, both dosimetrically and spatially. We can treat a large number of rats efficiently while delivering prescription doses within 3% at millimeter level accuracy.

The design is based upon the best commercial practices in confined swine raising in the US today.     The value of coal combustion by-products for various applications is well established by research and commercial practice worldwide. As engineering construction materials, these products can add value and enhance strength and durability while simultaneously reducing cost and providing the environmental benefit of reduced solid waste disposal. In agricultural applications, gypsum-rich products can provide plant nutrients and improve the tilth of depleted soils over large areas of the country. In waste stabilization, the cementitious and pozzolanic properties of these products can immobilize hazardous nuclear, organic, and metal wastes for safe and effective environmental disposal. Although the value of coal combustion by-products for various applications is well established, the full utilization of coal combustion by-products has not been realized in most countries. The reasons for the under utilization of these materials include attitudes that make people reluctant to use waste materials, lack of engineering standards for high-volume uses beyond eminent replacement, and uncertainty about the environmental safety of coal ash utilization. More research and education are needed to increase the utilization of these materials. Standardization of technical specifications should be pursued through established standards organizations. Adoption of uniform specifications by government agencies and user trade associations should be encouraged. Specifications should address real-world application properties, such as air entrainment in concrete, rather than empirical parameters (e.g., loss on ignition). The extensive environmental assessment data already demonstrating the environmental safety of coal ash by-products in many applications should be more widely used, and data should be developed to include new applications.

    Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    This report presents the results of an economic evaluation produced as part of the Innovative Clean Coal Technology project, which demonstrated selective catalytic reduction (SCR) technology for reduction of NO{sub x} emissions from utility boilers burning U.S. high-sulfur coal. The document includes a commercial-scale capital and O&M cost evaluation of SCR technology applied to a new facility, coal-fired boiler utilizing high-sulfur U.S. coal. The base case presented herein determines the total capital requirement, fixed and variable operating costs, and levelized costs for a new 250-MW pulverized coal utility boiler operating with a 60-percent NO{sub x} removal. Sensitivity evaluations are included to demonstrate the variation in cost due to changes in process variables and assumptions. This report also presents the results of a study completed by SCS to determine the cost and technical feasibility of retrofitting SCR technology to selected coal-fired generating units within the Southern electric system.

    The market for Integrated Gasification Combined Cycle (IGCC) power plants is discussed and some of the experiments with an Integrated Gasification Combined Cycle Power Plant Project, Polk Unit {number_sign}1 are described. It was found that not only is the technology different from what most US utilities are accustomed to, but also that the non-technical issues or business issues, such as contracting, project management and contract administration also have different requirements. The non-technical or business issues that are vital to the successful commercialization of this technology are described. These business issues must be successfully addressed by both the utilities and the technology suppliers in order for integrated gasification combined cycle power plants to achieve commercial success.

    The successful development of Magnetohydrodynamics (MHD) will provide an ultra clean, highly efficient alternative to other methods of coal-fired electric Power generation. A development path that could bring coal-fired MHD electric power plants to competitive commercial status is described in this paper. The paper discusses the scale-ups, the timing, and technical hurdles that face this technology as it progresses from its present status of small-scale demonstrations and begins its competition for electric utility acceptance. Coal-fired MHD power has at least four major markets: (1) New utility generation. (2) Utility retrofit/repowering applications. (3) New independent power production (IPP). (4) Large industrial cogeneration application. Of these, the largest market for MHD is expected to be the new electric utility/IPP generation market, those new units required to supply growth in power demand and to replace retired capacity. This market sector is the focus of this discussion. This paper describes the commercial pressures and inertias that motivate the entry of any new technology into the generation supply market. It then shows a development path that could bring coal-fired MHD electric power plants to competitive commercial status in the electric power industry.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and

    There is a great deal of interest in commercial operation in space today, but very little consideration of where the power to run such an operation is to come from. For any commercial operation in space, the power source, especially those involving kilowatts and megawatts of power, must be considered at the very onset of the venture. The Multimegawatt Space Reactor Program at the Idaho National Engineering Laboratory is working this problem in conjunction with the development of Strategic Defense Initiative needs. The same type of up-front power development program needs to be considered in all discussions associated with commercial development in space. A system developed for a commercial operation in space will most likely be a hybrid system utilizing both electrical and thermal energy. Even if the commercial process consists totally of high power thermal energy usage, there will be a certain amount of electricity required for controls, mass transport, environmental control (if manned), and communications. The optimum system will thus require a great deal of planning and coordination with the development of the commercial process. 2 refs., 4 figs.

    Electrical impedance measurement methods are extensively utilized to characterize dielectric materials. There are not many inexpensive commercially available measurement systems for low frequencies. In this paper an impedance measurement method using an electrometer is presented. The method can be employed for frequencies lower than 100 mHz. To illustrate the usefulness of the presented method, an epoxy resin is characterized and the influence of thermal aging is investigated.

    cofiring coal with waste paper, sunflower hulls, and wood waste showed a broad spectrum of chemical and physical characteristics, according to American Society for Testing and Materials (ASTM) C618 procedures. Higher-than-normal levels of magnesium, sodium, and potassium oxide were observed for the biomass-coal fly ash, which may impact utilization in cement replacement in concrete under ASTM requirements. Other niche markets for biomass-derived fly ash were explored. Research was conducted to develop/optimize a catalytic partial oxidation-based concept for a simple, low-cost fuel processor (reformer). Work progressed to evaluate the effects of temperature and denaturant on ethanol catalytic partial oxidation. A catalyst was isolated that had a yield of 24 mole percent, with catalyst coking limited to less than 15% over a period of 2 hours. In biodiesel research, conversion of vegetable oils to biodiesel using an alternative alkaline catalyst was demonstrated without the need for subsequent water washing. In work related to biorefinery technologies, a continuous-flow reactor was used to react ethanol with lactic acid prepared from an ammonium lactate concentrate produced in fermentations conducted at the EERC. Good yields of ester were obtained even though the concentration of lactic acid in the feed was low with respect to the amount of water present. Esterification gave lower yields of ester, owing to the lowered lactic acid content of the feed. All lactic acid fermentation from amylose hydrolysate test trials was completed. Management activities included a decision to extend several projects to December 31, 2003, because of delays in receiving biomass feedstocks for testing and acquisition of commercial matching funds. In strategic studies, methods for producing acetate esters for high-value fibers, fuel additives, solvents, and chemical intermediates were discussed with several commercial entities.     The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    The need for gas distributors to implement revenue-generating strategies is clearly evident in the commercial sector - their fastest growing market. One strategy is A.G.A.'s commercial national accounts marketing program, designed to establish working relationships with national and regional food, hotel, and retail chains and with the firms that design energy systems for them. The program supplies these chains with information on gas industry services and research aimed at increasing energy utilization efficiency. Regular communications and coordinated sales calls by gas utility executives on chain headquarters often produce increased gas sales, even of traditionally all-electric chains, as illustrated by several case histories.

    This paper discusses the need for a government-supported program to commercialize hydrogen production methods which use solar energy as the main source of energy. Current methods use hydrocarbons and generate large amounts of carbon dioxide. The paper describes results from a literature survey performed to identify technologies using direct solar energy that were likely to succeed on an industrial scale in the near term. Critical parameters included calculated efficiencies, measured efficiencies, and development status. The cost of solar collectors is cited as the reason most promising solar hydrogen research is not taken to the pilot plant stage. The author recommends use of existing DOE facilities already in operation for pilot plant testing. 14 refs. (CK)
