    The Berkeley Quantitative Genome Browser provides graphical browsing functionality for genomic data organized, at a minimum, by sequence and position. While supporting the annotation browsing features typical of many other genomic browsers, additional emphasis is placed on viewing and utilizing quantitative data. Data may be read from GFF, SGR, FASTA or any column delimited format. Once the data has been read into the browser's buffer, it may be searched. filtered or subjected to mathematical transformation.more » The browser also supplies some graphical design manipulation functionality geared towards preparing figures for presentations or publication. A plug-in mechanism enables development outside the core functionality that adds more advanced or esoteric analysis capabilities.     The Berkeley Low Background Facility (BLBF) at Lawrence Berkeley National Laboratory (LBNL) in Berkeley, California provides low background gamma spectroscopy services to a wide array of experiments and projects. The analysis of samples takes place within two unique facilities; locally within a carefully-constructed, low background laboratory on the surface at LBNL and at the Sanford Underground Research Facility (SURF) in Lead, SD. These facilities provide a variety of gamma spectroscopy services to low background experiments primarily in the form of passive material screening for primordial radioisotopes (U, Th, K) or common cosmogenic/anthropogenic products; active screening via neutron activation analysis for U,Th, and K as well as a variety of stable isotopes; and neutron flux/beam characterization measurements through the use of monitors. A general overview of the facilities, services, and sensitivities will be presented. Recent activities and upgrades will also be described including an overview of the recently installed counting system at SURF (recently relocated from Oroville, CA in 2014), the installation of a second underground counting station at SURF in 2015, and future plans. The BLBF is open to any users for counting services or collaboration on a wide variety of experiments and projects.

    The Utility-Scale Wind Energy Technology U.S. Department of Energy (DOE) grant EE0000538, provided a way ahead for Laramie County Community College (LCCC) to increase educational and training opportunities for students seeking an Associate of Applied Science (AAS) or Associate of Science (AS) degree in Wind Energy Technology. The DOE grant enabled LCCC to program, schedule, and successfully operate multiple wind energy technology cohorts of up to 20-14 students per cohort simultaneously. As of this report, LCCC currently runs four cohorts. In addition, the DOE grant allowed LCCC to procure specialized LABVOLT electronic equipment that directly supports is wind energy technology curriculum.

    The purpose of this report is to present the preliminary findings made during the Environmental Survey, February 22--29, 1988, at the US Department of Energy (DOE) Lawrence Berkeley Laboratory (LBL) in Berkeley, California. The University of California operates the LBL facility for DOE. The LBL Survey is part of the larger DOE-wide Environmental Survey announced by Secretary John S. Herrington on September 18, 1985. The purpose of this effort is to identify, via no fault'' baseline Surveys, existing environmental problems and areas of environmental risk at DOE facilities, and to rank them on a DOE wide basis. This ranking will enable DOE to more effectively establish priorities for addressing environmental problems and allocate the resources necessary to correct them. Because the Survey is no fault'' and is not an audit,'' it is not designed to identify specific isolated incidents of noncompliance or to analyze environmental management practices. Such incidents and/or management practices will, however, be used in the Survey as a means of identifying existing and potential environmental problems. The LBL Survey was conducted by a multidisciplinary team of technical specialists headed and managed by a Team Leader and Assistant Team Leader from DOE's Office of Environmental Audit. A complete list of the LBL Survey participants and their affiliations is provided in Appendix A. 80 refs., 27 figs., 37 tabs.

    The Lawrence Berkeley Lab Indexing Toolbox is intended to be used in the context of X-ray crystallography experiments involving biological macromolecules. Macromolecules such as proteins form 3-dimensional periodic arrays (crystal) which in turn lead to lattice-like diffraction patterns when the crystal sample is irradiated with collimated X-rays from a synchrotron or other X-ray source. Once the diffraction pattern is captured on an imaging device the next step is to deduce the periodic nature of themore » crystal sample, along with its internal symmetry. this analysis, known as "indexing" is a well-studied problem. However, there are no other implementations designed to operate in an automated setting, in which the human experimentalist is not prosent to manually verify the results of indexing. In particular LABELIT uses three novel algorithms to facilitate automation: a more robust way to verify the position of the incident X-ray beam on the image, a better way to verify that the deduced lattice is consistent with the observed crystal lattice, and new method to deduce the internal symmetry from measurements of the lattice. Moreover, the algorithms are implemented in a Python framework that permits indexing to fail (in rare cases) without crashing the program, thus allowing the software to be incorporated in robotic systems where unattended operation is expected. It will be especially useful for high throughput operations at snychrotron beamlines.« less

  1. Berkeley Unified Parallel C (UPC) Runtime Library

    This software comprises a portable, open source implementation of a runtime library to support applications written in the Unified Parallel C (UPC) language. This library implements the UPC-specific functionality, including shared memory allocation and locks. The network-dependent functionality is implemented as a thin wrapper around a separate library implementing the GASNet (Global-Address Space Networking) specification. For true shared memory machines. GASNet is bypassed in favor of direct memory operations and local synchronization mechanisms. The Berkeleymore » UPC Runtime Library is currently the only implementation of the "Berkeley UPC Runtime Specification", and thus the only runtme library usable with the Berkeley UPC Compiler. Also, it is the only UPC runtime known to the author to provide two shared pointer representations: one for arbitrary blocksizes and one to optimize for the common cases of phaseless and blocksize=1. For distributed memory environments a library implementing the GASNet (Global-Address Space Networking) specification is required for communication. While no specialized hardware is required, a high-speed interconnet supported by the GASNet implementation is suggested for preformance. If no supported high-speed interconnect is available. GASNet can run over MPI. An external library is reqired for certain local memory allocation operations. A well defined interface allows for multiple implementations of this library, but at present the "umalloc" library from LBNL is the only compatible implementation.« less

    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

    Typical manufacturing methods produce solar cells with an efficiency of 12-15%; and 14% efficiency is the bare minimum for achieving a profit. In work performed at the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley, CA, 5 10-486-577 1)--a US Department of Energy national laboratory that conducts unclassified scientific research and is managed by the University of California--scientist Scott McHugo has obtained keen insights into the impaired performance of solar cells manufactured from polycrystalline silicon. The solar cell market is potentially vast, according to Berkeley Lab. Lightweight solar panels are highly beneficial for providing electrical power to remote locations in developing nations, since there is no need to build transmission lines or truck-in generator fuel. Moreover, industrial nations confronted with diminishing resources have active programs aimed at producing improved, less expensive solar cells. 'In a solar cell, there is a junction between p-type silicon and an n-type layer, such as diffused-in phosphorous', explained McHugo, who is now with Berkeley Lab's Accelerator and Fusion Research Division. 'When sunlight is absorbed, it frees electrons, which start migrating in a random-walk fashion toward that junction. If the electrons make it to the junction; they contribute to the cell's output of electric current. Often, however, before they reach the junction, they recombine at specific sites in the crystal' (and, therefore, cannot contribute to current output). McHugo scrutinized a map of a silicon wafer in which sites of high recombination appeared as dark regions. Previously, researchers had shown that such phenomena occurred not primarily at grain boundaries in the polycrystalline material, as might be expected, but more often at dislocations in the crystal. However, the dislocations themselves were not the problem. Using a unique heat treatment technique, McHugo performed electrical measurements to investigate the material

    Heinz Heineman came to Berkeley in 1978 and stayed there for 15 years. This was the time of the energy crisis and we did not have anybody like him who had such a tremendous industrial experience with oil and coal conversion technology and science. He was interested in the conversion of coal to gaseous molecules and our studies with model catalysts appealed to him and attracted him. In a way, Heinz Heineman was bigger than life, since he played such a seminal role in the history of American catalysis science.

    The US Department of Energy (DOE), Office of Technology Development, established the Resource Recovery Project (RRP) in 1992 as a five-year effort to evaluate and demonstrate multiple technologies for recovering water, metals, and other industrial resources from contaminated surface and groundwater. Natural water resources located throughout the DOE complex and the and western states have been rendered unusable because of contamination from heavy metals. The Berkeley Pit, a large, inactive, open pit copper mine located in Butte, Montana, along with its associated groundwater system, has been selected by the RRP for use as a feedstock for a test bed facility located there. The test bed facility provides the infrastructure needed to evaluate promising technologies at the pilot plant scale. Data obtained from testing these technologies was used to assess their applicability for similar mine drainage water applications throughout the western states and at DOE. The objective of the Clean Option project is to develop strategies that provides a comprehensive and integrated approach to resource recovery using the Berkeley Pit water as a feedstock. The strategies not only consider the immediate problem of resource recovery from the contaminated water, but also manage the subsequent treatment of all resulting process streams. The strategies also employ the philosophy of waste minimization to optimize reduction of the waste volume requiring disposal, and the recovery and reuse of processing materials.

    Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program.     This report documents the results of the Department of Energy's (DOE's) Tiger Team Assessment of the Lawrence Berkeley Laboratory (LBL) conducted from January 14 through February 15, 1991. The purpose of the assessment was to provide the Secretary of Energy with the status of environment, safety, and health (ES H) programs at LBL. The Tiger Team concluded that curtailment of cessation of any operations at LBL is not warranted. However, the number and breadth of findings and concerns from this assessment reflect a serious condition at this site. In spite of its late start, LBL has recently made progress in increasing ES H awareness at all staff levels and in identifying ES H deficiencies. Corrective action plans are inadequate, however, many compensatory actions are underway. Also, LBL does not have the technical expertise or training programs nor the tracking and followup to effectively direct and control sitewide guidance and oversight by DOE of ES H activities at LBL. As a result of these deficiencies, the Tiger Team has reservations about LBL's ability to implement effective actions in a timely manner and, thereby, achieve excellence in their ES H program. 4 figs., 24 tabs.

  2. Berkeley Lab Checkpoint/Restart (BLCR) for Linux Clusters

    This article describes the motivation, design andimplementation of Berkeley Lab Checkpoint/Restart (BLCR), a system-levelcheckpoint/restart implementation for Linux clusters that targets thespace of typical High Performance Computing applications, including MPI.Application-level solutions, including both checkpointing andfault-tolerant algorithms, are recognized as more time and spaceefficient than system-level checkpoints, which cannot make use of anyapplication-specific knowledge. However, system-level checkpointingallows for preemption, making it suitable for responding to "faultprecursors" (for instance, elevated error rates from ECC memory ornetwork CRCs, or elevated temperature from sensors). Preemption can alsoincrease the efficiency of batch scheduling; for instance reducing idlecycles (by allowing for shutdown without any queue draining period orreallocation of resources to eliminate idle nodes when better fittingjobs are queued), and reducing the average queued time (by limiting largejobs to running during off-peak hours, without the need to limit thelength of such jobs). Each of these potential uses makes BLCR a valuabletool for efficient resource management in Linux clusters.

    To gain an understanding of the long-term county-level impacts from a large sample of wind power projects and to understand the potential significance of methodological criticisms, the U.S. Department of Agriculture, the Lawrence Berkeley National Laboratory, and the National Renewable Energy Laboratory recently joined efforts to complete a first-of-its-kind study that quantifies the annual impact on county-level personal income resulting from wind power installations in nearly 130 counties across 12 states. The results of this study as well as a comparison with the prior county-level estimates generated from input-output models, are summarized in the fact sheet.

    The Lawrence Berkeley Laboratory Reduced Data Base contains approximately 288 megabytes of information, including detailed intensity profiles of the solar and circumsolar region, the total and spectrally divided direct normal radiation data, as well as the total hemispherical solar radiation in the horizontal plane and the plane facing the sun. Data are available for 11 locations in the United States in the period 1976 to 1981. The measurements were made by four circumsolar telescopes operating about 16 hours per day. The Reduced Data Base represents about one-tenth of the total data taken by the circumsolar telescopes.     The Pima County Area Development evaluated the county-wide market potential for utilizing geothermal energy. The study identified four potential geothermal resource areas with temperatures less than 100{sup 0}C (212{sup 0}F), and in addition, one area is identified as having a temperature of 147{sup 0}F (297{sup 0}F). Geothermal resources are found to occur in Tucson where average population growth rates of two to three percent per year are expected over the next 40 years. Rapid growth in the manufacturing sector and the existence of major copper mines provide opportunities for the direct utilization of geothermal energy. However, available water supplies are identified as a major constraint to projected growth. The study also includes a regional energy analysis, future predictions for energy consumption and energy prices. A major section of the report is aimed at identifying potential geothermal users in Pima County and providing projections of maximum economic geothermal utilization. The study identifies 115 firms in 32 industrial classes that have some potential for geothermal use. In addition, 26 agribusiness firms were found in the county.

    Lawrence Berkeley National Laboratory (Berkeley Lab) is a multiprogram national research facility operated by the University of California for the U.S. Department of Energy (DOE). DOE environment, safety, and health (ES&H) policy requires that all Berkeley Lab work be performed safely, with minimal adverse impact on the public and the environment. To facilitate safe and responsible work, Berkeley Lab divisions, directorates, and select departments must develop and implement Integrated Safety Management (ISM) plans. Berkeley Lab operates a formal internal ES&H self-assessment process to evaluate ES&H programs and policies and assure that ISM is implemented at all levels of activities and operations. ISM requires that: (1) work is defined, (2) hazards are identified, (3) controls are developed and implemented, (4) work is performed as authorized, and (5) feedback and improvement are continuous. These five ISM core functions are sustained by applying the seven guiding principles of ISM. These are: (1) line management responsibility and accountability for ES&H, (2) clear ES&H roles and responsibilities, (3) competency commensurate with responsibilities, (4) an ongoing balance between safety on the one hand and research and operational priorities on the other, (5) identification of standards and requirements, (6) hazard controls tailored to the work, and (7) operations authorization. Self-assessment at Berkeley Lab is a continuous process of information gathering and evaluation. The goals of the self-assessment program are: (a) Ensure that work activities and operations are done safely and in a manner that maximizes public and environmental protection.     Installations of PV systems have been expanding at a rapid pace in recent years. In the United States, the market for PV is driven by national, state, and local government incentives, including upfront cash rebates, production-based incentives, requirements that electricity suppliers purchase a certain amount of solar energy, and Federal and state tax benefits. These programs are, in part, motivated by the popular appeal of solar energy and by the positive attributes of PV - e.g., modest environmental impacts, avoidance of fuel price risks, coincidence with peak electrical demand, and the location of PV at the point of use. Given the relatively high cost of PV, however, a key goal of these policies is to encourage cost reductions over time. Therefore, as policy incentives have become more significant and as PV deployment has accelerated, so too has the desire to track the installed cost of PV systems over time, by system characteristics, by system location, and by component. A new Lawrence Berkeley National Laboratory report, 'Tracking the Sun: The Installed Cost of Photovoltaics in the U.S. from 1998-2007', helps to fill this need by summarizing trends in the installed cost (i.e., the cost paid by the system owner) of grid-connected PV systems in the U.S. The report is based on an analysis of project-level cost data from nearly 37,000 residential and non-residential PV systems completed from 1998-2007 and installed on the utility-customer-side of the meter. These systems total 363 MW, equal to 76% of all grid-connected PV capacity installed in the U.S. through 2007, representing the most comprehensive data source available on the installed cost of PV in the United States. The data were obtained from administrators of PV incentive programs around the country, who typically collect installed cost data for systems receiving incentives. A total of 16 programs, spanning 12 states, ultimately provided data for the study. Reflecting the broader geographical trends in the

    The US Department of Energy (DOE) has prepared an environmental assessment (EA), DOE/EA-0423, for the construction and operation of a replacement hazardous waste handling facility (HWHF) and decontamination of the existing HWHF at Lawrence Berkeley Laboratory (LBL), Berkeley, California. The proposed facility would replace several older buildings and cargo containers currently being used for waste handling activities and consolidate the LBL`s existing waste handling activities in one location. The nature of the waste handling activities and the waste volume and characteristics would not change as a result of construction of the new facility. Based on the analysis in the EA, DOE has determined that the proposed action would not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969, 42 USC. 4321 et seq.     The proposed action is to recycle slightly activated copper that is currently stored in a warehouse leased by Lawrence Berkeley Laboratory (LBL) to a scrap metal dealer. Subsequent reutilization of the copper would be unrestricted. This document addresses the potential environmental effects of recycling and reutilizing the activated copper. In addition, the potential environmental effects of possible future uses by the dealer are addressed. Direct environmental effects from the proposed action are assessed, such as air emissions from reprocessing the activated copper, as well as indirect beneficial effects, such as averting air emissions that would result from mining and smelting an equivalent quantity of copper ore. Evaluation of the human health impacts of the proposed action focuses on the pertinent issues of radiological doses and protection of workers and the public. Five alternatives to the proposed action are considered, and their associated potential impacts are addressed. The no-action alternative is the continued storage of the activated copper at the LBL warehouse. Two recycling alternatives are considered: recycling the activated copper at the Scientific Ecology Group (SEG) facility for re-use at a DOE facility and selling or giving the activated copper to a foreign government. In addition, two disposal alternatives evaluate the impacts attributable to disposing of the activated copper either at a local sanitary landfill or at the Hanford Low-Level Waste Burial Site. The proposed project and alternatives include no new construction or development of new industry.

    The Northern Counties Area Development Plan evaluated the regional market potential for utilizing geothermal energy. This study identified five potential geothermal resource areas, four of which have low temperature (<90{sup 0}C, 194{sup 0}F) potential and one possible igneous system. The average population growth rate in the Northern Counties is expected to be five percent per year over the next 40 years, with Mohave and Yavapai Counties growing the fastest. Rapid growth is anticipated in all major employment sectors, including trade, service, manufacturing, mining and utilities. A regional energy use analysis is included, containing information on current energy use patterns for all user classes. Water supplies are expected to be adequate for expected growth generally, though Yavapai and Gila Counties will experience water deficiencies. A preliminary district heating analysis is included for the towns of Alpine and Springerville. Both communities are believed located on geothermal resource sites. The study also contains a section identifying potential geothermal resource users in northern Arizona.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable “plumbing system” that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and nature.     In Hadzimehmedovicet al.[Phys. Rev. C 84, 035204 (2011)] we have used the Zagreb realization of Carnegie-Melon-Berkeley coupled-channel, unitary model as a tool for extracting pole positions from the world collection of partial-wave data, with the aim of eliminating model dependence in pole-search procedures. In order that the method is sensible, we in this paper discuss the stability of the method with respect to the strong variation of different model ingredients. We show that the Zagreb CMB procedure is very stable with strong variation of the model assumptions and that it can reliably predict the pole positions of the fitted partial-wave amplitudes.

    Executive Summary Salt Lake County's Solar Photovoltaic Project - an unprecedented public/private partnership Salt Lake County is pleased to announce the completion of its unprecedented solar photovoltaic (PV) installation on the Calvin R. Rampton Salt Palace Convention Center. This 1.65 MW installation will be one the largest solar roof top installations in the country and will more than double the current installed solar capacity in the state of Utah. Construction is complete and the system will be operational in May 2012. The County has accomplished this project using a Power Purchase Agreement (PPA) financing model. In a PPA model a third-party solar developer will finance, develop, own, operate, and maintain the solar array. Salt Lake County will lease its roof, and purchase the power from this third-party under a long-term Power Purchase Agreement contract. In fact, this will be one of the first projects in the state of Utah to take advantage of the recent (March 2010) legislation which makes PPA models possible for projects of this type. In addition to utilizing a PPA, this solar project will employ public and private capital, Energy Efficiency and Conservation Block Grants (EECBG), and public/private subsidized bonds that are able to work together efficiently because of the recent stimulus bill. The project also makes use of recent changes to federal tax rules, and the recent re-awakening of private capital markets that make a significant public-private partnership possible. This is an extremely innovative project, and will mark the first time that all of these incentives (EECBG grants, Qualified Energy Conservation Bonds, New Markets tax credits, investment tax credits, public and private funds) have been packaged into one project.     The Morris County Improvement Authority (Authority), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (Solar Projects) at fifteen (15) sites for seven (7) local government units (Local Units) in and including the County. The Program uses a Power Purchase Agreement (PPA) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    Microfield exposure tools (METs) play a crucial role in the development of extreme ultraviolet (EUV) resists and masks, One of these tools is the SEMATECH Berkeley 0.3 numerical aperture (NA) MET, Using conventional illumination this tool is limited to approximately 22-nm half pitch resolution. However, resolution enhancement techniques have been used to push the patterning capabilities of this tool to half pitches of 18 nm and below, This resolution was achieved in a new imageable hard mask which also supports contact printing down to 22 nm with conventional illumination. Along with resolution, line-edge roughness is another crucial hurdle facing EUV resists, Much of the resist LER, however, can be attributed to the mask. We have shown that intenssionally aggressive mask cleaning on an older generation mask causes correlated LER in photoresist to increase from 3.4 nm to 4,0 nm, We have also shown that new generation EUV masks (100 pm of substrate roughness) can achieve correlated LER values of 1.1 nm, a 3x improvement over the correlated LER of older generation EUV masks (230 pm of substrate roughness), Finally, a 0.5-NA MET has been proposed that will address the needs of EUV development at the 16-nm node and beyond, The tool will support an ultimate resolution of 8 nm half-pitch and generalized printing using conventional illumination down to 12 nm half pitch.

    Several high-performing resists identified in the past two years have been exposed at the 0.3-numerical-aperture (NA) SEMATECH Berkeley Microfield Exposure Tool (BMET) with an engineered dipole illumination optimized for 18-nm half pitch. Five chemically amplified platforms were found to support 20-nm dense patterning at a film thickness of approximately 45 nm. At 19-nm half pitch, however, scattered bridging kept all of these resists from cleanly resolving larger areas of dense features. At 18-nm half pitch, none of the resists were are able to cleanly resolve a single line within a bulk pattern. With this same illumination a directly imageable metal oxide hardmask showed excellent performance from 22-nm half pitch to 17-nm half pitch, and good performance at 16-nm half pitch, closely following the predicted aerial image contrast. This indicates that observed limitations of the chemically amplified resists are indeed coming from the resist and not from a shortcoming of the exposure tool. The imageable hardmask was also exposed using a Pseudo Phase-Shift-Mask technique and achieved clean printing of 15-nm half pitch lines and modulation all the way down to the theoretical 12.5-nm resolution limit of the 0.3-NA SEMATECH BMET.

    The Fayette County Better Buildings Initiative represented a comprehensive and collaborative approach to promoting and implementing energy efficiency improvements. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. The ultimate goal of Fayette County’s Better Buildings Initiative was to implement a total of 1,067 residential energy efficiency retrofits with a minimum 15% estimated energy efficiency savings per unit. Program partners included: United States Department of Energy, Allegheny Power, and Private Industry Council of Westmoreland-Fayette, Fayette County Redevelopment Authority, and various local partners. The program was open to any Fayette County residents who own their home and meet the prequalifying conditions. The level of assistance offered depended upon household income and commitment to undergo a BPI – Certified Audit and implement energy efficiency measures, which aimed to result in at least a 15% reduction in energy usage. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. Additionally, the program had components that involved recruitment and training for employment of persons in the energy sector (green jobs), as well as marketing and implementation of a commercial or community facilities component. The residential component of Fayette County’s Better Buildings Initiative involved a comprehensive approach, providing assistance to low- moderate- and market-rate homeowners. The initiative will also coordinate activities with local utility providers to further incentivize energy efficiency improvements among qualifying homeowners.     Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    On February 9, 1988, the Mono County Board of Supervisors voted to approve Bonneville Pacific Corporation's Mammoth Chance Geothermal Project. The project is an air-cooled, binary, geothermal power plant, 10 megawatts, net. The Mono County Board of Supervisors issued a project use-permit with vigorous and stringent conditions. Specific emphasis was placed on the establishment of a monitoring program designed to detect the effects of geothermal development on the springs at the Hot Creek Fish Hatchery and Hot Creek Gorge. On October 5, 1987, the Mono County Planning Commission granted a use-permit to Mammoth Pacific for its Mammoth Pacific II Project, a binary, air-cooled, geothermal power plant, 10 megawatts, net. The issuance of the use-permit instigated an appeal by the Sierra Club. That appeal was heard on February 22, 1988, At the end of the testimony, the Board of Supervisors voted to uphold the appeal of the Sierra Club, thereby denying the project by a vote of 3 to 2. The main areas of concern voiced by the majority of the Board included potential hydrologic impacts to Hot Creek Gorge and Hot Creek Fish Hatchery, visual impacts, and impacts to mule deer migration and survival. One of the options now available to Mammoth Pacific is to request that the project be denied without prejudice. This would allow Mammoth Pacific to return to the Board immediately with additional material regarding its concerns.

    The Graham/Greenlee County Area Development Plan evaluated the region-wide market potential for utilizing geothermal energy. The study identified five potential geothermal resource areas with temperatures less than 100{sup 0}C (212{sup 0}F). In addition, seven areas are inferred to contain higher temperature resources with the Clifton Hot Springs area having electrical potential. Geothermal resources are found to occur near Safford and Clifton, the two major population centers. Future population growth in the two counties is expected to average less than two percent per year over the next 40 years. Growth in the mining, trade and services economic sectors provide opportunities for the direct utilization of geothermal energy. A regional energy use analysis is included containing energy use and price projections. Water supplies are found to be adequate for urban needs, though agricultural and mineral water use may be limited in the future. The study also contains a preliminary economic analysis for two district heating systems as well as a section matching geothermal resources to potential users.

The goal of this project was to create a practical method with which the energy, of the landfill gas produced by the decomposing waste at the Chautauqua County Landfill, could be utilized. This goal was accomplished with the construction of a landfill gas to electric energy plant (originally 6.4MW and now 9.6MW) and the construction of an inter-connection power-line, from the power-plant to the nearest (5.5 miles) power-grid point.

    Orange County Florida completed the construction of a 20 kilowatt Solar Demonstration and Research Facility in March 2015. The system was constructed at the Orange County/University of Florida Cooperative Extension Center whose electric service address is 6021 South Conway Road, Orlando, Florida 32802. The Solar Demonstration and Research Facility is comprised of 72 polycrystalline photovoltaic modules and 3 inverters which convert direct current from the solar panels to alternating current electricity. Each module produces 270 watts of direct current power, for a total canopy production of just under 20,000 watts. The solar modules were installed with a fixed tilt of 5 degrees and face south, toward the equator to maximize the amount of sunlight captures. Each year, the electricity generated by the solar array will help eliminate 20 metric tons of carbon dioxide emissions as well as provide covered parking for staff and visitors vehicles. The solar array is expected to generate 27,000 kilowatt hours of electricity annually equating to an estimated $266 savings in the monthly electric bill, or $3,180 annually for the Orange County/University of Florida Cooperative Extension Center. In addition to reducing the electric bill for the Extension Center, Orange County’s solar array also takes advantage of a rebate incentive offered by the local utility, Orlando Utility Commission, which provided a meter that measures the amount of power produced by the solar array. The local utility company’s Solar Photovoltaic Production Incentive will pay Orange County $0.05 per kilowatt hour for the power that is produced by the solar array. This incentive is provided in addition to Net Metering benefits, which is an effort to promote the use of clean, renewable energy on the electric grid. The Photovoltaic Solar Demonstration and Research Facility also serves an educational tool to the public; the solar array is tied directly into a data logger that provides real time power

    With an average herd size of 113 mature cows, Cayuga County is home to 280 dairy farms and 31,500 dairy milking cows producing approximately 855 million gallons of milk per year. The Cayuga Dairy industry is a major contributor to the countys economy, employing nearly 1200 people, while generating $140,000,000 of revenue from sale of milk alone. At the same time, the Cayuga County dairy industry also produces 5.7 million gallons of manure daily: (a) Nearly 34% of this manure is produced on smaller farms. (b) Digesters are expensive pieces of equipment and require attention and care. ( c) The on-farm digester systems have fairly long payback (>10 years) even for larger CAFO farms (>1000 milking cows). In 2005, Cayuga County Soil and Water Conservation District (The District), a Public Agency under Cayuga County, decided to undertake a centralized community digester project. The primary goal of the project was to develop an economically sustainable model, under the auspices of The District to address manure management issues facing the smaller dairies, improve the water quality and improve the quality of life for Cayuga County residents. It is believed that the District has accomplished this goal by completing construction of Cayuga County Regional Digester on a parcel of land behind the Cayuga County Natural Resource Center located at 7413 County House Road in the Town of Sennett in Cayuga County, New York. The digester facility consists of the following major components. 1. Transfer Station: This an indoor truck bay, where 35,000 gallons of manure from three local farms, 8,500 gallons of liquid organic food-processor waste, and 1,200 gallons of brown grease are unloaded from tanker trucks and the digested slurry is loaded onto the tanker trucks for delivery back to the participating farms. 2. Anaerobic Digester: The project utilizes a hydraulic mix anaerobic digester, a unique design that has no internal moving parts for mixing. The digester, which operates at
