    Savannah River Nuclear Solutions (SRNS) completed the Accelerated TRU Project for remediating legacy waste at the Savannah River Site with significant cost and schedule efficiencies due to early identification of resources and utilization of risk matrices. Initial project planning included identification of existing facilities that could be modified to meet the technical requirements needed for repackaging and remediating the waste. The project schedule was then optimized by utilization of risk matrices that identified alternate strategies and parallel processing paths which drove the overall success of the project. Early completion of the Accelerated TRU Project allowed SRNS to pursue stretch goals associated with remediating very difficult TRU waste such as concrete casks from the hot cells in the Savannah River National Laboratory. Project planning for stretch goals also utilized existing facilities and the risk matrices. The Accelerated TRU project and stretch goals were funded under the American Recovery and Reinvestment Act (ARRA). (authors)

    In this paper we describe use of the Aquila active well neutron coincidence counter for nuclear material assays of {sup 235}U in multiple analytical techniques at Savannah River Site (SRS), at the Savannah River National Laboratory (SRNL), and at Argonne West National Laboratory (AWNL). The uses include as a portable passive neutron counter for field measurements searching for evidence of {sup 252}Cf deposits and storage; as a portable active neutron counter using an external activation source for field measurements searching for trace {sup 235}U deposits and holdup; for verification measurements of U-Al reactor fuel elements; for verification measurements of uranium metal; and for verification measurements of process waste of impure uranium in a challenging cement matrix. The wide variety of uses described demonstrate utility of the technique for neutron coincidence verification measurements over the dynamic ranges of 100 g-5000 g for U metal, 200 g-1300 g for U-Al, and 8 g-35 g for process waste. In addition to demonstrating use of the instrument in both the passive and active modes, we also demonstrate its use in both the fast and thermal neutron modes.

    Through the RE-Powering America's Land initiative, the economic and technical feasibility of utilizing contaminated lands in the Buffalo, New York, area for utility-scale wind development is explored. The study found that there is available land, electrical infrastructure, wind resource, and local interest to support a commercial wind project; however, economies of scale and local electrical markets may need further investigation before significant investment is made into developing a wind project at the Buffalo Reuse Authority site.

    This report addresses the validity of the utilities' use of the Ricker stock-recruitment model to extrapolate the combined entrainment-impingement losses of young fish to reductions in the equilibrium population size of adult fish. In our testimony, a methodology was developed and applied to address a single fundamental question: if the Ricker model really did apply to the Hudson River striped bass population, could the utilities' estimates, based on curve-fitting, of the parameter alpha (which controls the impact) be considered reliable. In addition, an analysis is included of the efficacy of an alternative means of estimating alpha, termed the technique of prior estimation of beta (used by the utilities in a report prepared for regulatory hearings on the Cornwall Pumped Storage Project). This validation methodology should also be useful in evaluating inferences drawn in the literature from fits of stock-recruitment models to data obtained from other fish stocks.

    Pacific lamprey Lampetra tridentata have received little attention in fishery science until recently, even though abundance has declined significantly along with other anadromous fish species in Idaho. Pacific lamprey in Idaho have to navigate over eight lower Snake River and Columbia River hydroelectric facilities for migration downstream as juveniles to the Pacific Ocean and again as adults migrating upstream to their freshwater spawning grounds in Idaho. The number of adult Pacific lamprey annually entering the Snake River basin at Ice Harbor Dam has declined from an average of over 18,000 during 1962-1969 to fewer than 600 during 1998-2006. Based on potential accessible streams and adult escapement over Lower Granite Dam on the lower Snake River, we estimate that no more than 200 Pacific lamprey adult spawners annually utilize the Clearwater River drainage in Idaho for spawning. We utilized electrofishing in 2000-2006 to capture, enumerate, and obtain biological information regarding rearing Pacific lamprey ammocoetes and macropthalmia to determine the distribution and status of the species in the Clearwater River drainage, Idaho. Present distribution in the Clearwater River drainage is limited to the lower sections of the Lochsa and Selway rivers, the Middle Fork Clearwater River, the mainstem Clearwater River, the South Fork Clearwater River, and the lower 7.5 km of the Red River. In 2006, younger age classes were absent from the Red River.

    Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public

    uncertainties, the Nez Perce Tribe proposes to utilize a phased approach for coho reintroductions. This Master Plan seeks authorization and funding to move forward to Step 2 in the Northwest Power and Conservation Council 3-Step review process to further evaluate Phase I of the coho reintroduction program, which would focus on the establishment of a localized coho salmon stock capable of enduring the migration to the Clearwater River subbasin. To achieve this goal, the Nez Perce Tribe proposes to utilize space at existing Clearwater River subbasin hatchery facilities in concert with the construction of two low-tech acclimation facilities, to capitalize on the higher survival observed for acclimated versus direct stream released coho. In addition, Phase I would document the natural productivity of localized coho salmon released in two targeted tributaries within the Clearwater River subbasin. If Phase I is successful at establishing a localized coho salmon stock in an abundance capable of filling existing hatchery space, the rates of natural productivity are promising, and the interspecific interactions between coho and sympatric resident and anadromous salmonids are deemed acceptable, then Phase II would be triggered. Phase II of the coho reintroduction plan would focus on establishing natural production in a number of Clearwater River subbasin tributaries. To accomplish this goal, Phase II would utilize existing Clearwater River subbasin hatchery facilities, and expand facilities at the Nez Perce Tribal Hatchery Site 1705 facility to rear approximately 687,700 smolts annually for use in a rotating supplementation schedule. In short, this document identifies a proposed alternative (Phase I), complete with estimates of capital, operations and maintenance, monitoring and evaluation, and permitting that is anticipated to raise average smolt replacement rates from 0.73 (current) to 1.14 using primarily existing facilities, with a limited capital investment for low-tech acclimation

    Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

    Spawning habitat in the Deschutes River was inventoried, gravel permeability and composition were sampled at selected gravel bars, historical flow records for the Deschutes were analyzed, salmon and trout utilization of spawning habitat was examined, and potential methods of enhancing spawning habitat in the river were explored. Some changes in river conditions since the mid-1960's were identified, including a reduction in spawning habitat immediately downstream from the hydroelectric complex. The 1964 flood was identified as a factor which profoundly affected spawning habitat in the river, and which greatly complicated efforts to identify recent changes which could be attributed to the hydrocomplex. A baseline on present gravel quality at both chinook and steelhead spawning areas in the river was established using a freeze-core methodology. Recommendations are made for enhancing spawning habitat in the Deschutes River, if it is independently determined that spawning habitat is presently limiting populations of summer steelhead or fall chinook in the river. 53 refs., 40 figs., 21 tabs.

    The Schatz Energy Research Center (SERC) assisted the Yurok Tribe in investigating the feasibility of creating a permanent energy services program for the Tribe. The original purpose of the DOE grant that funded this project was to determine the feasibility of creating a full-blown Yurok Tribal electric utility to buy and sell electric power and own and maintain all electric power infrastructure on the Reservation. The original project consultant found this opportunity to be infeasible for the Tribe. When SERC took over as project consultant, we took a different approach. We explored opportunities for the Tribe to develop its own renewable energy resources for use on the Reservation and/or off-Reservation sales as a means of generating revenue for the Tribe. We also looked at ways the Tribe can provide energy services to its members and how to fund such efforts. We identified opportunities for the development of renewable energy resources and energy services on the Yurok Reservation that fall into five basic categories: • Demand-side management – This refers to efforts to reduce energy use through energy efficiency and conservation measures. • Off-grid, facility and household scale renewable energy systems – These systems can provide electricity to individual homes and Tribal facilities in areas of the Reservation that do not currently have access to the electric utility grid. • Village scale, micro-grid renewable energy systems - These are larger scale systems that can provide electricity to interconnected groups of homes and Tribal facilities in areas of the Reservation that do not have access to the conventional electric grid. This will require the development of miniature electric grids to serve these interconnected facilities. • Medium to large scale renewable energy development for sale to the grid – In areas where viable renewable energy resources exist and there is access to the conventional electric utility grid, these resources can be

    This Energy & Environmental Research Center (EERC) Year 2 Biomass Utilization Final Technical Report summarizes multiple projects in biopower or bioenergy, transportation biofuels, and bioproducts. A prototype of a novel advanced power system, termed the high-temperature air furnace (HITAF), was tested for performance while converting biomass and coal blends to energy. Three biomass fuels--wood residue or hog fuel, corn stover, and switchgrass--and Wyoming subbituminous coal were acquired for combustion tests in the 3-million-Btu/hr system. Blend levels were 20% biomass--80% coal on a heat basis. Hog fuel was prepared for the upcoming combustion test by air-drying and processing through a hammer mill and screen. A K-Tron biomass feeder capable of operating in both gravimetric and volumetric modes was selected as the HITAF feed system. Two oxide dispersion-strengthened (ODS) alloys that would be used in the HITAF high-temperature heat exchanger were tested for slag corrosion rates. An alumina layer formed on one particular alloy, which was more corrosion-resistant than a chromia layer that formed on the other alloy. Research activities were completed in the development of an atmospheric pressure, fluidized-bed pyrolysis-type system called the controlled spontaneous reactor (CSR), which is used to process and condition biomass. Tree trimmings were physically and chemically altered by the CSR process, resulting in a fuel that was very suitable for feeding into a coal combustion or gasification system with little or no feed system modifications required. Experimental procedures were successful for producing hydrogen from biomass using the bacteria Thermotoga, a deep-ocean thermal vent organism. Analytical procedures for hydrogen were evaluated, a gas chromatography (GC) method was derived for measuring hydrogen yields, and adaptation culturing and protocols for mutagenesis were initiated to better develop strains that can use biomass cellulose.     In order for habitat restoration in regulated rivers to be effective at large scales, broadly applicable frameworks are needed that provide measurable objectives and contexts for management. The Ecological Limits of Hydrologic Alteration (ELOHA) framework was created as a template to assess hydrologic alterations, develop relationships between altered streamflow and ecology, and establish environmental flow standards. We tested the utility of ELOHA in informing flow restoration applications for fish and riparian communities in regulated rivers in the Upper Tennessee River Basin (UTRB). We followed the steps of ELOHA to generate flow alteration-ecological response relationships and then determined whether those relationships could predict fish and riparian responses to flow restoration in the Cheoah River, a regulated system within the UTRB. Although ELOHA provided a robust template to construct hydrologic information and predict hydrology for ungaged locations, our results do not support the assertion that over-generalized univariate relationships between flow and ecology can produce results sufficient to guide management in regulated rivers. After constructing multivariate models, we successfully developed predictive relationships between flow alterations and fish/riparian responses. In accordance with model predictions, riparian encroachment displayed consistent decreases with increases in flow magnitude in the Cheoah River; however, fish richness did not increase as predicted four years post- restoration. Our results suggest that altered temperature and substrate and the current disturbance regime may have reduced opportunities for fish species colonization. Our case study highlights the need for interdisciplinary science in defining environmental flows for regulated rivers and the need for adaptive management approaches once flows are restored.

    Zymomonas expressing xylose isomerase from A. missouriensis was found to have improved xylose utilization, growth, and ethanol production when grown in media containing xylose. Xylose isomerases related to that of A. missouriensis were identified structurally through molecular phylogenetic and Profile Hidden Markov Model analyses, providing xylose isomerases that may be used to improve xylose utilization.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

    The first phase of the Hualapai Tribal Utility Development Project (Project) studied the feasibility of establishing a tribally operated utility to provide electric service to tribal customers at Grand Canyon West (see objective 1 below). The project was successful in completing the analysis of the energy production from the solar power systems at Grand Canyon West and developing a financial model, based on rates to be charged to Grand Canyon West customers connected to the solar systems, that would provide sufficient revenue for a Tribal Utility Authority to operate and maintain those systems. The objective to establish a central power grid over which the TUA would have authority and responsibility had to be modified because the construction schedule of GCW facilities, specifically the new air terminal, did not match up with the construction schedule for the solar power system. Therefore, two distributed systems were constructed instead of one central system with a high voltage distribution network. The Hualapai Tribal Council has not taken the action necessary to establish the Tribal Utility Authority that could be responsible for the electric service at GCW. The creation of a Tribal Utility Authority (TUA) was the subject of the second objective of the project. The second phase of the project examined the feasibility and strategy for establishing a tribal utility to serve the remainder of the Hualapai Reservation and the feasibility of including wind energy from a tribal wind generator in the energy resource portfolio of the tribal utility (see objective 2 below). It is currently unknown when the Tribal Council will consider the implementation of the results of the study. Objective 1 - Develop the basic organizational structure and operational strategy for a tribally controlled utility to operate at the Tribe’s tourism enterprise district, Grand Canyon West.     This report summarizes current research needs relating to oil shale utilization which might also provide new insight into the organic geochemistry of the Green River formation. There are two general topics which cross boundaries and are particularly worthy of emphasis. The first is a study of changes in the kerogen structure and biological markers with depth and location, and how these changes affect the pyrolysis products. This information would be particularly useful to the retort diagnostic methods. It might also lead to a better chemical reaction model of diagenesis and metagenesis. The second is a study of the heteroatom chemistry of the kerogen and how it relates to mineral matter and trace metals. This would be useful not only to present utilization methods, but also might suggest new nonthermal methods of organic materials recovery.

    Petroleum coke, a byproduct of the petroleum-refining process, is an attractive primary or supplemental fuel for power production primarily because of a progressive and predictable increase in the production volumes of petroleum coke (1, 2). Petroleum coke is most commonly blended with coal in proportions suitable to meet sulfur emission compliance. Petroleum coke is generally less reactive than coal; therefore, the cofiring of petroleum coke with coal typically improves ignition, flame stability, and carbon loss relative to the combustion of petroleum coke alone. Although petroleum coke is a desirable fuel for producing relatively inexpensive electrical power, concerns about the effects of petroleum coke blending on combustion and pollution control processes exist in the coal-fired utility industry (3). The Energy & Environmental Research Center (EERC) completed a 2-year technical assessment of petroleum coke as a supplemental fuel. A survey questionnaire was sent to seven electric utility companies that are currently cofiring coal and petroleum coke in an effort to solicit specific suggestions on research needs and fuel selections. An example of the letter and survey questionnaire is presented in Appendix A. Interest was expressed by most utilities in evaluating the effects of petroleum coke blending on grindability, combustion reactivity, fouling, slagging, and fly ash emissions control. Unexpectedly, concern over corrosion was not expressed by the utilities contacted. Although all seven utilities responded to the question, only two utilities, Northern States Power Company (NSP) and Ameren, sent fuels to the EERC for evaluation. Both utilities sent subbituminous coals from the Power River Basin and petroleum shot coke samples. Petroleum shot coke is produced unintentionally during operational upsets in the petroleum refining process.     This report is a compilation of the seven appendices to DOE/BP/39339--4 the annual report for FY 1990. These appendices contain the supporting numerical data for the study. The purpose of this study was to assess the fishery improvement opportunities on the Box Canyon portion of the Pend Oreilla River. This three year study was initiated as part of the Northwest Power Planning Council's 1987 Columbia River Basin Fish and Wildlife Program. This report contains the findings of the third and final year of the study. The objectives of the third year of the study were to determine the relative abundance of each species in the river and sloughs; the population levels in five selected tributaries and, if possible, for fish in the river and sloughs; each species growth rate, feeding habits, abundance of preferred prey, and migration patterns; and the seasonal movement patterns and habitat utilization of largemouth bass.

    The National Marine Fisheries Service (NMFS) listed Lower Columbia River (LCR) chum salmon as threatened under the Endangered Species Act (ESA) in March, 1999 (64 FR 14508, March 25, 1999). The listing was in response to the reduction in abundance from historical levels of more than one-half million returning adults to fewer than 10,000 present-day spawners. Harvest, habitat degradation, changes in flow regimes, riverbed movement and heavy siltation have been largely responsible for this decline. The timing of seasonal changes in river flow and water temperatures is perhaps the most critical factor in structuring the freshwater life history of this species. This is especially true of the population located directly below Bonneville Dam, where hydropower operations can block access to spawning sites, dewater redds, strand fry, cause scour or fill of redds and increase sedimentation of spawning gravels. Prior to 1997, only two chum salmon populations were recognized as genetically distinct in the Columbia River, although spawning had been documented in many Lower Columbia River tributaries. The first population was in the Grays River (RKm 34), a tributary of the Columbia River, and the second was a group of spawners utilizing the mainstem Columbia River just below Bonneville Dam (RKm 235) adjacent to Ives Island and in Hardy and Hamilton creeks. Using additional DNA samples, Small et al. (2006) grouped chum salmon spawning in the mainstem Columbia River and the Washington State tributaries into three groups: the Coastal, the Cascade and the Gorge. The Coastal group comprises those spawning in the Grays River, Skamokawa Creek and the broodstock used at the Sea Resources facility on the Chinook River. The Cascade group comprises those spawning in the Cowlitz (both summer and fall stocks), Kalama, Lewis, and East Fork Lewis rivers, with most supporting unique populations. The Gorge group comprises those spawning in the mainstem Columbia River from the I-205 Bridge up to

    The market for Integrated Gasification Combined Cycle (IGCC) power plants is discussed and some of the experiments with an Integrated Gasification Combined Cycle Power Plant Project, Polk Unit {number_sign}1 are described. It was found that not only is the technology different from what most US utilities are accustomed to, but also that the non-technical issues or business issues, such as contracting, project management and contract administration also have different requirements. The non-technical or business issues that are vital to the successful commercialization of this technology are described. These business issues must be successfully addressed by both the utilities and the technology suppliers in order for integrated gasification combined cycle power plants to achieve commercial success.

In addition, human land-use impacts are factored into the conceptual model because they can alter habitat quality and can disrupt natural habitat-forming processes. In this model (Figure S.1), aquatic habitat--both instream and riparian--is viewed as the link between watershed conditions and biologic responses. Based on this conceptual model, assessment of habitat loss and the resultant declines in salmonid populations can be conducted by relating current and historical (e.g., natural) habitat conditions to salmonid utilization, diversity, and abundance. In addition, assessing disrupted ecosystem functions and processes within the watershed can aid in identifying the causes of habitat change and the associated decline in biological integrity. In this same way, restoration, enhancement, and conservation projects can be identified and prioritized. A watershed assessment is primarily a landscape-scale evaluation of current watershed conditions and the associated hydrogeomorphic riverine processes. The watershed assessment conducted for this project focused on watershed processes that form and maintain salmonid habitat. Landscape metrics describing the level of human alteration of natural ecosystem attributes were used as indicators of water quality, hydrology, channel geomorphology, instream habitat, and biotic integrity. Ecological (watershed) processes are related to and can be predicted based on specific aspects of spatial pattern. This study evaluated the hydrologic regime, sediment delivery regime, and riparian condition of the sub-watersheds that comprise the upper Grays River watershed relative to their natural range of conditions. Analyses relied primarily on available geographic information system (GIS) data describing landscape characteristics such as climate, vegetation type and maturity, geology and soils, topography, land use, and road density.     The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. In the state of Washington, 20 small-scale hydroelectric projects with a combined generating capacity of 77 MW, 3 solid waste-to-energy facilities

  17. Columbia River White Sturgeon Genetics and Early Life History: Population Segregation and Juvenile Feeding Behavior, 1987 Final Report.

    The geographic area of the genetics study broadly covered the distribution range of sturgeon in the Columbia from below Bonneville Dam at Ilwaco at Lake Roosevelt, the Upper Snake River, and the Kootenai River. The two remote river sections provided data important for enhancement considerations. There was little electrophoretic variation seen among individuals from the Kootenai River. Upper Snake river sturgeon showed a higher percentage of polymorphic loci than the Kootenai fish, but lower than the other areas in the Columbia River we sampled. Sample size was increased in both Lake Roosevelt and at Electrophoretic variation was specific to an individual sampling area in several cases and this shaped our conclusions. The 1987 early life history studies concentrated on the feeding behavior of juvenile sturgeon. The chemostimulant components in prey attractive to sturgeon were examined, and the sensory systems utilized by foraging sturgeon were determined under different environmental conditions. These results were discussed with regard to the environmental changes that have occurred in the Columbia River. Under present river conditions, the feeding mechanism of sturgeon is more restricted to certain prey types, and their feeding range may be limited. In these situations, enhancement measures cannot be undertaken without consideration given to the introduction of food resources that will be readily available under present conditions. 89 refs., 7 figs., 11 tabs.

    The Wabash River Coal Gasification Repowering Project (WRCGRP), a joint venture between Destec Energy, Inc. and PSI Energy, Inc., began commercial operation in November of 1995. The Project, selected by the United States Department of Energy (DOE) under the Clean Coal Program (Round IV) represents the largest operating coal gasification combined cycle plant in the world. This Demonstration Project has allowed PSI Energy to repower a 1950`s vintage steam turbine and install a new syngas fired combustion turbine to provide 262 MW (net) of electricity in a clean, efficient manner in a commercial utility setting while utilizing locally mined high sulfur Indiana bituminous coal. In doing so, the Project is also demonstrating some novel technology while advancing the commercialization of integrated coal gasification combined cycle technology. This paper discusses the first year operation experience of the Wabash Project, focusing on the progress towards achievement of the demonstration objectives.

    In 2005, the US Department of Energy (DOE) launched the third generation of closure contracts, including the River Corridor Closure (RCC) Contract at Hanford. Over the past decade, significant progress has been made on cleaning up the river shore that bordes Hanford. However, the most important cleanup challenges lie ahead. In March 2005, DOE awarded the Hanford River Corridor Closure Contract to Washington Closure Hanford (WCH), a limited liability company owned by Washington Group International, Bechtel National and CH2M HILL. It is a single-purpose company whose goal is to safely and efficiently accelerate cleanup in the 544 km{sup 2} Hanford river corridor and reduce or eliminate future obligations to DOE for maintaining long-term stewardship over the site. The RCC Contract is a cost-plus-incentive-fee closure contract, which incentivizes the contractor to reduce cost and accelerate the schedule. At $1.9 billion and seven years, WCH has accelerated cleaning up Hanford's river corridor significantly compared to the $3.2 billion and 10 years originally estimated by the US Army Corps of Engineers. Predictable funding is one of the key features of the new contract, with funding set by contract at $183 million in fiscal year (FY) 2006 and peaking at $387 million in FY2012. Another feature of the contract allows for Washington Closure to perform up to 40% of the value of the contract and subcontract the balance. One of the major challenges in the next few years will be to identify and qualify sufficient subcontractors to meet the goal.

    The Missisquoi River, in northwestern Vermont and southern Quebec, has become the focus of efforts to develop local community-based means to address environmental and cultural concerns affecting the region`s Native and non-Native peoples. The River flows through historical Abenaki territory, and is relied upon by tribal members for subsistence, cultural, and spiritual purposes. The River has been in a controversy involving aboriginal fishing and sovereignty rights, hydroelectric development, transboundary pollution problems, protection of Native cultural and historical sites, state resource management practices, and formal federal/state recognition of the Abenaki nation. The Missisquoi River Keepers Project is a cooperative program initiated by the Abenaki in 1993 to protect the River and its watershed by uniting often adversarial Native and non-Native communities in the region. This paper discusses how ecological monitoring, environmental and cultural education, community organizing, and outreach to federal, state and local officials are being utilized to identify the watershed`s problems and to resolve conflicts. The Project is working with different interest groups to develop consensus and to find creative means to reverse the degradation of the watershed. The Project has also provided legal and technical support in reviewing environmental permits, rule-making, and enforcement of federal, state and local statutes and regulations. The Project may serve as a useful model forlocal management of watershed protection programs.

In addition, human land-use impacts are factored into the conceptual model because they can alter habitat quality and can disrupt natural habitat forming processes. In this model (Figure S.1), aquatic habitat--both instream and riparian--is viewed as the link between watershed conditions and biologic responses. Based on this conceptual model, assessment of habitat loss and the resultant declines in salmonid populations can be conducted by relating current and historical (e.g., natural) habitat conditions to salmonid utilization, diversity, and abundance. In addition, assessing disrupted ecosystem functions and processes within the watershed can aid in identifying the causes of habitat change and the associated decline in biological integrity. In this same way, restoration, enhancement, and conservation projects can be identified and prioritized. A watershed assessment is primarily a landscape-scale evaluation of current watershed conditions and the associated hydrogeomorphic riverine processes. The watershed assessment conducted for this project focused on watershed processes that form and maintain salmonid habitat. Landscape metrics describing the level of human alteration of natural ecosystem attributes were used as indicators of water quality, hydrology, channel geomorphology, instream habitat, and biotic integrity. Ecological (watershed) processes are related to and can be predicted based on specific aspects of spatial pattern. This study evaluated the hydrologic regime, sediment delivery regime, and riparian condition of the sub-watersheds that comprise the upper Grays River watershed relative to their natural range of conditions. Analyses relied primarily on available geographic information system (GIS) data describing landscape characteristics such as climate, vegetation type and maturity, geology and soils, topography, land use, and road density.     The protection of worker health and safety is of paramount concern at the Savannah River Site. Since the site is one of the largest nuclear sites in the nation, radiation safety is a key element in the protection program. This report is a compendium of the results in 1988 of the programs at the Savannah River Plant and the Savannah River Laboratory to protect the radiological health of employees. By any measure, the radiation protection performance at this site in 1988 was the best since the beginning of operations. This accomplishment was made possible by the commitment and support at all levels of the organizations to reduce radiation exposures to ALARA (As Low As Reasonably Achievable). The report provides detailed information about the radiation doses received by departments and work groups within these organizations. It also includes exposure data for recent years to allow Plant and Laboratory units to track the effectiveness of their ALARA efforts. Many of the successful practices and methods that reduced radiation exposure are described. A new goal for personnel contamination cases has been established for 1989. Only through continual and innovative efforts to minimize exposures can the goals be met. The radiation protection goals for 1989 and previous years are included in the report. 27 figs., 58 tabs.

The geoscience data gathered in the drilling and testing of seven geothermal wells suggest that the Raft River thermal reservoir is: (a) produced from fractures found at the contact metamorphic zone, apparently the base of detached normal faulting from the Bridge and Horse Well Fault zones of the Jim Sage Mountains; (b) anisotropic, with the major axis of hydraulic conductivity coincident to the Bridge Fault Zone; (c) hydraulically connected to the shallow thermal fluid of the Crook and BLM wells based upon both geochemistry and pressure response; (d) controlled by a mixture of diluted meteoric water recharging from the northwest and a saline sodium chloride water entering from the southwest. Although the hydrogeologic environment of the Raft River geothermal area is very complex and unique, it is typical of many Basin and Range systems.

    Multilayer assemblies of epitaxially-grown, III-V semiconductor materials are being investigated for use in thermophotovoltaic (TPV) energy conversion applications. It has been observed that thick, highly-doped semiconductor layers within cell architectures dominate the parasitic free-carrier absorption (FCA) of devices at wavelengths above the bandgap of the semiconductor material. In this work, the wavelength-dependent, free-carrier absorption of p- and n-type InGaAs layers grown epitaxially onto semi-insulating (SI) InP substrates has been measured and related to the total absorption of long-wavelength photons in thermophotovoltaic devices. The optical responses of the TPV cells are then used in the calculation of spectral utilization factors and device efficiencies.

    In the twentieth century, coal has become the major fuel for electric power generation in the U.S. and most of the nonpetroleum-producing countries of the world. In 1998, the world coal-fired capacity for electric power generation was about 815 GW, consuming large quantities of coals of all ranks. Today, coal provides a third of the world`s energy requirements. In fact, coal use for power generation has grown steadily since the oil embargo in 1973 and has seen an even faster rate of growth in recent years. It has been reported that the global demand for new coal will increase by more than 1500 million tons by the year 2000. However, this increased production of coal has its drawbacks, including the concomitant production of coal waste. Reported estimates indicate that billions of tons of coal waste have already been disposed of in waste impoundments throughout the U.S. Further, in the U.S. today, about 20-25 % of each ton of mined coal is discarded by preparation plants as gob and plant tailings. It appears that the most economical near-term approach to coal waste recovery is to utilize the waste coal fines currently discarded with the refuse stream, rather than attempt to recover coal from waste impoundments that require careful prior evaluation and site preparation. A hypothetical circuit was designed to examine the economics of recovery and utilization of waste coal fines. The circuit recovers products from 100 tons per hour (tph) of coal waste feed recovering 70 tph of fine coal that can be used in coal-fired boilers. The present analysis indicates that the coal waste recovery is feasible and economical. In addition, significant environmental benefits can be expected.

    The Columbia Ricer is one of the greatest natural resources in the western United States. The river and its tributaries touch the lives of nearly every resident of the Northwest-from providing the world-famous Pacific salmon to supplying the clean natural fuel for over 75 percent of the region's electrical generation. Since early in the century, public and private agencies have labored to capture the benefits of this dynamic river. Today, dozens of major water resource projects throughout the region are fed by the waters of the Columbia Basin river system. And through cooperative efforts, the floods that periodically threaten developments near the river can be controlled. This publication presents a detailed explanation of the planning and operation of the multiple-use dams and reservoirs of the Columbia River system. It describes the river system, those who operate and use it, the agreements and policies that guide system operation, and annual planning for multiple-use operation.

  8. Equity implications of utility energy conservation programs

    This paper uses the Residential Energy Consumption Survey undertaken by the Energy Information Administration in 1990 to estimate the statistical association between household income and participation in electric utility energy conservation programs and the association between participation and the electricity consumption. The results indicate that utility rebates, energy audits, load management programs and other conservation measures tend to be undertaken at greater frequency by high income households than by low income households. Participants in conservation programs tend to occupy relatively new and energy efficient residences and undertake conservation measures other than utility programs, which suggests that utility sponsored programs are substitutes for other conservation investments. Electricity consumption during 1990 is not significantly less for households participating in utility programs than for nonparticipants, which also implies that utility conservation programs are displacing other conservation investments. Apparently, utility programs are not avoiding costs of new construction and instead are transferring wealth, particularly to high income participating households.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    The close of 1999 marked the completion of the Demonstration Period of the Wabash River Coal Gasification Repowering Project. This Final Report summarizes the engineering and construction phases and details the learning experiences from the first four years of commercial operation that made up the Demonstration Period under Department of Energy (DOE) Cooperative Agreement DE-FC21-92MC29310. This 262 MWe project is a joint venture of Global Energy Inc. (Global acquired Destec Energy's gasification assets from Dynegy in 1999) and PSI Energy, a part of Cinergy Corp. The Joint Venture was formed to participate in the Department of Energy's Clean Coal Technology (CCT) program and to demonstrate coal gasification repowering of an existing generating unit impacted by the Clean Air Act Amendments. The participants jointly developed, separately designed, constructed, own, and are now operating an integrated coal gasification combined-cycle power plant, using Global Energy's E-Gas{trademark} technology (E-Gas{trademark} is the name given to the former Destec technology developed by Dow, Destec, and Dynegy). The E-Gas{trademark} process is integrated with a new General Electric 7FA combustion turbine generator and a heat recovery steam generator in the repowering of a 1950's-vintage Westinghouse steam turbine generator using some pre-existing coal handling facilities, interconnections, and other auxiliaries. The gasification facility utilizes local high sulfur coals (up to 5.9% sulfur) and produces synthetic gas (syngas), sulfur and slag by-products. The Project has the distinction of being the largest single train coal gasification combined-cycle plant in the Western Hemisphere and is the cleanest coal-fired plant of any type in the world. The Project was the first of the CCT integrated gasification combined-cycle (IGCC) projects to achieve commercial operation.

    The quality of fly ash is of considerable importance to fly ash utilizers. The fly ash puzzolanic activity is one of the most important properties that determines the role of fly ash as a binding agent in the cementing process. The puzzolanic activity, however is a function of fly ash particle size and chemical composition. These parameters are closely related to the process of fly ash formation in pulverized coal fired furnaces. In turn, it is essential to understand the transformation of mineral matter during coal combustion. Due to the particle-to-particle variation of coal properties and the random coalescence of mineral particles, the properties of fly ash particles e.g. size, SiO{sub 2} content, viscosity can change considerably from particle to particle. These variations can be described by the use of the probability theory. Since the mean values of these randomly changing parameters are not sufficient to describe the behavior of individual fly ash particles during the formation of concrete, therefore it is necessary to investigate the distribution of these variables. Examples of these variations were examined by the Computer Controlled Scanning Electron Microscopy (CCSEM) for particle size and chemical composition for Texas lignite and Eagel Butte mineral matter and fly ash. The effect of combustion on the variations of these properties for both the fly ash and mineral matter were studied by using a laminar flow reactor. It is shown in our paper, that there are significant variations (about 40-50% around the mean values) of the above-listed properties for both coal samples. By comparing the particle size and chemical composition distributions of the mineral matter and fly ash, it was possible to conclude that for the Texas lignite mineral matter, the combustion did not effect significantly the distribution of these properties, however, for the Eagel Butte coal the combustion had a major impact on these mineral matter parameters.
