  1. Renewable Electricity Benefits Quantification Methodology: A Request for Technical Assistance from the California Public Utilities Commission

    The California Public Utilities Commission (CPUC) requested assistance in identifying methodological alternatives for quantifying the benefits of renewable electricity. The context is the CPUC's analysis of a 33% renewable portfolio standard (RPS) in California--one element of California's Climate Change Scoping Plan. The information would be used to support development of an analytic plan to augment the cost analysis of this RPS (which recently was completed). NREL has responded to this request by developing a high-level survey of renewable electricity effects, quantification alternatives, and considerations for selection of analytic methods. This report addresses economic effects and health and environmental effects, and provides an overview of related analytic tools. Economic effects include jobs, earnings, gross state product, and electricity rate and fuel price hedging. Health and environmental effects include air quality and related public-health effects, solid and hazardous wastes, and effects on water resources.

    This article is about What is and What ought to be as we look to the institution of public utility commission regulation at the turn of the century. To signal my own view at the outset, I find the prospects somewhat worrisome in light of the nature and direction of much of the response to real and imaginary changes in the regulated sectors. I surely do not call for standing in place, but I strongly believe we should leave the place standing. The following items are discernable trends that will shape the PUC at the turn-of-the century: (1) dichotomy of customers into core and noncore groups, (2) unbundling and new service offerings with a menu of prices, (3) relaxed regulation and increased reliance on market solutions instead of command and control, (4) increased use of market-based pricing and incentive ratemaking, (5) large users seeking lowest-cost generation and supply services, (6) shift from old regulatory bargains regarding exclusive territorial franchises and assured recovery of costs and investments, (7) utility diversification, (8) increasing business risk for utilities, amd (9) uncertainty as to continued utility attention to social goals and a changing obligation to serve. For each of these, the author focuses on: (1) changing missions and roles of the PUC, (2) the strategies for achieving them, and (3) the implementation requirements that operationalize the strategies.

    Numerous authors have discussed the massive changes in the new regulatory environment and the necessary impact of these changes on the roles, responsibilities, structure, function, and mission of the public utility commission. In fact, when public utility commissioners gathered in Denver for the NRRI/NARUC Commissioners Summit in April 1995, {open_quotes}they made it clear that they embraced change as necessary to effective commission functioning in new regulatory environments and made it clear that they were prepared to direct that change.{close_quotes} The Commissioners identified the following trends of change: (1) Dichotomy of customers in core and noncore groupings. (2) Unbundling and new service offerings. (3) Deregulation of certain services and markets. (4) Increased use of market-based pricing and incentive ratemaking. (5) Large users seeking lowest-cost service providers. (6) Shift from old regulatory compact [of] territorial exclusivity and assured recovery. (7) Changing obligation to serve. (8) Utility diversification into other businesses and use of holding company structures. (9) Increased business risk for utilities. (10) Uncertainty as to continued attention to social goals. In response to these changes, they identified five clusters of core missions for public utility commissions: (1) Protection of those customers who would not reap the full benefits of competition. (2) Support of competition balanced with an interest in fair and effective competition. (3) The provision of timely and clear decisions to utility managers and allowing utilities the flexibility to adapt to new conditions. (4) Preserving the commitment to social goals compatible with the competitive market. (5) Addressing the impact of new corporate structures, jurisdictional changes, necessary change in regulatory methods, and customer protection in the new environment.

  17. Background report for the formerly utilized Manhattan Engineer District/Atomic Energy Commission sites program

    The Department of Energy is conducting a program to determine radiological conditions at sites formerly used by the Army Corps of Engineers' Manhattan Engineer District and the Atomic Energy Commission in the early years of nuclear energy development. Also included in the program are sites used in the Los Alamos plutonium development program and the Trinity atomic bomb test site. Materials, equipment, buildings, and land became contaminated, primarily with naturally occurring radioactive nuclides. They were later decontaminated in accordance with the standards and survey methods in use at that time. Since then, however, radiological criteria, and proposed guidelines for release of such sites for unrestricted use have become more stringent as research on the effects of low-level radiation has progressed. In addition, records documenting some of these decontamination efforts cannot be found, and the final radiological conditions of the sites could not be adequately determined from the records. As a result, the Formerly Utilized Sites Program was initiated in 1974 to identify these formerly used sites and to reevaluate their radiological status. This report covers efforts through June 1980 to determine the radiological status of sites for which the existing conditions could not be clearly defined. Principal contractor facilities and associated properties have already been identified and activities are continuing to identify additional sites. Any new sites located will probably be subcontractor facilities and areas used for disposal of contractor waste or equipment; however, only limited information regarding this equipment and material has been collected to date. As additional information becomes available, supplemental reports will be published.

    One technology that can assist utilities remain financially viable in competitive markets and help utilities and regulators to better serve the public is information technology. Because geography is an important part of an electric, natural gas, telecommunications, or water utility, computer-based Geographic Information Systems (GIS) and related Automated Mapping/Facilities Management systems are emerging as core technologies for managing an ever-expanding variety of formerly manual or paper-based tasks. This report focuses on GIS as an example of the types of information systems that can be used by utilities and regulatory commissions. Chapter 2 provides general information about information systems and effects of information on organizations; Chapter 3 explores the conversion of an organization to an information-based one; Chapters 4 and 5 set out GIS as an example of the use of information technologies to transform the operations of utilities and commissions; Chapter 6 describes the use of GIS and other information systems for organizational reengineering efforts; and Chapter 7 examines the regulatory treatment of information systems.

    This is the first of a series of reports on utility mergers and acquisitions published by NRRI; because it was completed Nov. 1996, it does not cover FERC Order 592 (policy statement on merger policy under Federal Power Act). Since cost-benefit analyses are expensive, state regulators need guidelines that efficiently streamline the review process for mergers and acquisitions. Purpose of this paper is to suggest such guidelines; they are applicable only to mergers and acquisitions of vertically integrated electric utilities or combination electric/gas utilities.

    Large blackouts, such as the August 14-15, 2003 blackout in the northeasternUnited States and Canada, focus attention on the importance of reliable electric service. As public and private efforts are undertaken to improve reliability and prevent power interruptions, it is appropriate to assess their effectiveness. Measures of reliability, such as the frequency and duration of power interruptions, have been reported by electric utilities to state public utility commissions for many years. This study examines current state and utility practices for collecting and reporting electricity reliability information and discusses challenges that arise in assessing reliability because of differences among these practices. The study is based primarily on reliability information for 2006 reported by 123 utilities to 37 state public utility commissions.

Without commissioning, new buildings can have incorrect equipment installed, devices like fans installed backwards, and unimplemented control algorithms to mention a few deficiencies sometimes found. Existing buildings can have faulty and failed equipment such as clogged filters and coils, stuck dampers, leaky valves, and imbalanced air distribution, as well as overridden controls, improper set points, and incorrect schedules. Commissioning of new and existing buildings helps prevent and alleviate such problems. Yet only a small fraction of commercial buildings has ever been commissioned, and many buildings that have been commissioned have only a fraction of the recommended actions implemented. Time may change this situation or maybe other changes can accelerate the progress of commissioning. Will commissioning continue in the future as it is performed today or must it change? The authors share a vision for how the functions provided by commissioning could change in the future. The paper delves into the roles of automation technology for functional testing, diagnostics, prognostics, data management, asset tracking, and project management in building commissioning. Methods of delivery explored for these capabilities include laptop-, desktop-, and pda-based tools, web-based services, and ubiquitous embedded networked processing. The authors present a vision for how these technologies could change the practice of commissioning and the impacts this could bring for commercial buildings in the U.S. and throughout the world. Potential impacts on building performance, energy consumption, peak power, and occupant satisfaction are examined.

    Historically, the electric utility industry has been regarded as one of the most open industries in the United States in sharing information but their reputation is being challenged by competitive energy providers, the general public, regulators, and other stakeholders. As the prospect of competition among electricity power providers has increased in recent years, many utilities have been requesting that the data they submit to their utility regulatory commissions remain confidential. Withholding utility information from the public is likely to have serious and significant policy implications with respect to: (1) consumer education, the pursuit of truth, mutual respect among parties, and social cooperation; (2) the creation of a fair market for competitive energy services; (3) the regulatory balance; (4) regional and national assessments of energy-savings opportunities; (5) research and development; and (6) evaluations of utility programs, plans, and policies. In a telephone survey of all public utility commissions (PUCs) that regulate electric and gas utilities in the U.S., we found that almost all PUCs have received requests from utility companies for data to be filed as confidential, and confidential data filings appear to have increased (both in scope and in frequency) in those states where utility restructuring is being actively discussed. The most common types of data submitted as confidential by utilities dealt with specific customer data, market data, avoided costs, and utility costs.

The laboratory being constructed is a showcase of modern design methods being built at a construction cost of less than $180 per sq. ft.     Despite growth in revenues during 1979, electric utilities are greatly troubled by high inflation, restricted capital, and the lack of rate relief from utility commissions. The growth, although smaller than normal, will likely convince commissions to respond to rate increase requests by authorizing only the smallest possible increases. With inflationary pressures eroding utility companies' financial base, the benefits of rate increases are wiped out after a year or so, necessitating a return to the commissions for futher adjustments. This up-down cycling is reflected in the report of the performances of the top one hundred utility companies. Earning growth statistics, sales data, financial statistics, and company performances (electric sales, customers served, revenues, and after-tax net income) of top one hundred electric utilities are given in separate tables for 1979. Overall, kWh sales were up 2.9%; revenues were up 13.4%; net income was up 8.1%; and overall earnings performance was a weak increase of 9.4%. (SAC)

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to

    Experiences at Alabama Power Company and other nuclear utilities have promped a request for institutionalizing security checks of personnel in order to eliminated convicted criminals and drug users. The Nuclear Regulatory Commission (NRC), which could provide FBI criminal history information by submitting fingerprints, does not do so, and would require new legislation to take on that duty. Believing that current malevolent employees can be managed with existing procedures, NRC allows criminal background checks only on prospective employees in order to avoid a negative social impact on personnel. Legislation to transfer criminal histories to nuclear facilities is now pending, and NRC is leaning toward a request for full disclosure, partly because of terrorist threats and partly to save manpower time and costs in reviewing case histories.

    Utilities have become concerned that their competitors will desire access to energy-related data--including energy-efficiency data collected by utilities from their energy- efficiency programs--that they may regard as proprietary or confidential. In the future, disputes about confidentiality may focus more on costs and market information (as well as energy use and load data) than on energy-efficiency data per se. So far, the discussion has been limited to ratepayer-funded data. Consequently, many utilities are now requesting that the data (including evaluation data) they submit to their utility regulatory commissions remain confidential. Withholding utility information from the public is likely to harm the evaluation community that depends on the free flow of information for improving the practice of evaluation as well as for disseminating the lessons learned from particular program evaluations. Confidentiality will also have significant policy implications. In response to these concerns, in late 1995 and early 1996, we conducted a survey of state public utility commissions (PUCs) in the U.S. to assess: (1) the relative importance of the issue of confidential data in the regulatory arena; (2) the regulatory response to utility requests for confidentiality (e.g., formal policies, guidelines, rules and procedures, and decisions); and (3) the type of data filed as confidential with PUCS. We focus on the first two objectives of this study. In addition to our interviews, we reviewed selected state statutes, judicial and PUC decisions, rules and procedures, protective orders, and interim policy documents. Evaluators need to understand the context of confidentiality as well as the response of the regulatory commissions to confidentiality, because evaluators will need to adapt to a new environment where energy-related data and information may be harder to obtain and distribute.     On September 27, 1994, the states of the Ozone Transport Commission (OTC) signed an important memorandum of understanding (MOU) agreeing to develop a regional strategy for controlling stationary sources of nitrogen oxide emissions. Specifically, the states of the Ozone Transport Region, OTR, agreed to propose regulations for the control of NOx emissions from boilers and other indirect heat exchangers with a maximum gross heat input rate of at least 250 million BTU per hour. The Ozone Transport Region was divided into Inner, Outer and Northern Zones. States in the Outer Zone agreed to reduce NOx emissions by 55%. States in the Inner Zone agreed to reduce NOx emissions 65%. Facilities in both zones have the option to emit NOx at a rate no greater than 0.2 pounds per million Btu by May 1, 1999. This option provides fairness for the gas-fired plants which already have relatively low NOx emissions. Additionally, States in the Inner and Outer Zones agreed to reduce their NOx emissions by 75% or to emit NOx at a rate no greater than 0.15 pounds per million BTU by May 1, 2003. The Northern Zone States agree to reduce their rate of NOx emissions by 55% from base year levels by May 1, 2003, or to emit NOx at a rate no greater than 0.2 pounds per million BTU. As part of this MOU, States also agreed to develop a regionwide trading mechanism to provide a cost-effective mechanism for implementing the reductions.

    NSLS-II, the new 3rd generation light source at BNL was designed for a brightness of 1022 photons s-1mm-2mrad-2 (0.1%BW)-1. It was constructed between 2009 and 2014. The storage ring was commissioned in April 2014 which was followed by insertion device and beamline commissioning in the fall of 2014. All ambitious design parameters of the facility have already been achieved except for commissioning the full beam intensity of 500mA which requires more RF installation. This paper reports on the results of commissioning.

    Commissioning California's houses can result in better performing systems and houses. In turn, this will result in more efficient use of energy, carbon emission reductions, and improved occupant comfort. In particular, commissioning houses can save a significant amount of HVAC-related energy (15 to 30% in existing houses, 10 to 20% in new conventional houses, and up to 8% in advanced energy efficiency houses). The process that we considered includes corrective measures that could be implemented together during construction or during a single site visit (e.g., air tightening, duct sealing, and refrigerant and air handler airflow corrections in a new or existing house). Taking advantage of additional, more complex opportunities (e.g., installing new windows in an existing house, replacing the heating and air conditioning system in a new or existing house) can result in additional HVAC-related energy savings (60 to 75% in existing houses, and 50 to 60% in new conventional houses). The commissioning-related system and house performance improvements and energy savings translate to additional benefits throughout California and beyond. By applying commissioning principles to their work, the building community (builders and contractors) benefit from reduced callbacks and lower warranty costs. HERS raters and inspectors will have access to an expanded market sector. As the commissioning process rectifies construction defects and code problems, building code officials benefit from better compliance with codes. The utilities benefit from reduced peak demand, which can translate into lower energy acquisition costs. As houses perform closer to expectations, governmental bodies (e.g., the California Energy Commission and the Air Resources Board) benefit from greater assurance that actual energy consumption and carbon emissions are closer to the levels mandated in codes and standards, resulting in better achievement of state energy conservation and environmental goals.     The University of Wisconsin has completed fabrication and commissioning of a low frequency (199.6 MHz) superconducting electron gun based on a quarter wave resonator (QWR) cavity. Its concept was optimized to be the source for a CW free electron laser facility. The gun design includes active tuning and a high temperature superconducting solenoid.     In evaluating mergers, FERC should adopt the approach of the federal antitrust agencies to prevent firms from gaining and exercising market power. Doing so will require changes in everything from how FERC defines product and geographic markets, and how market concentration, entry conditions and cost saving are evaluated, to how discovery is conducted - in short, to virtually every aspect of how FERC reaches a merger decision. Reliance on competition to benefit consumers carries with it the necessity to preserve competition that is threatened by mergers or other structural changes. Faced with numerous mergers of large and medium-size electric utilities and the expectation of more to come, in January 1996 the Federal Energy Regulatory Commission requested comments on how it should evaluate mergers. This paper addresses that need. Section I explains how FERC and the federal antitrust agencies have responded to the competitive issues raised by utility mergers during the past decade. Section II introduces the analytical approach used by the antitrust agencies to evaluate mergers. Section III highlights features of the electric power industry that make analysis of market power unusually complex. Section IV evaluates FERC`s past reliance on comparable open access transmission as a sufficient remedy for competitive concerns relating to the availability, reliability and pricing of transmission service. Section V suggests changes to FERC`s merger policy that would make it consistent with antitrust principles and FERC`s public interest responsibilities. The final section draws conclusions.

    The purpose of this document is to report the first year accomplishments of two coordinated Laboratory Directed Research and Development (LDRD) projects that utilize a hybrid energy testing laboratory that couples various reactors to investigate system reactance behavior. This work is the first phase of a series of hybrid energy research and testing stations - referred to hereafter as HYTEST facilities – that are planned for construction and operation at the Idaho National Laboratory (INL). A HYTEST Phase I facility was set up and commissioned in Bay 9 of the Bonneville County Technology Center (BCTC). The purpose of this facility is to utilize the hydrogen and oxygen that is produced by the High Temperature Steam Electrolysis test reactors operating in Bay 9 to support the investigation of kinetic phenomena and transient response of integrated reactor components. This facility provides a convenient scale for conducting scoping tests of new reaction concepts, materials performance, new instruments, and real-time data collection and manipulation for advance process controls. An enclosed reactor module was assembled and connected to a new ventilation system equipped with a variable-speed exhaust blower to mitigate hazardous gas exposures, as well as contract with hot surfaces. The module was equipped with a hydrogen gas pump and receiver tank to supply high quality hydrogen to chemical reactors located in the hood.

    Achieving significant reductions in retail electric sales is becoming a priority for policymakers in many states and is echoed at the federal level with the introduction of legislation to establish a national energy efficiency resource standard. Yet, as the National Action Plan on Energy Efficiency (NAPEE) pointed out, many utilities continue to shy away from seriously expanding their energy efficiency program offerings because they claim there is insufficient profit motivation, or even a financial disincentive, when compared to supply-side investments. In response to an information request from the Kansas Corporation Commission staff, we conducted a financial analysis to assess the utility business case in Kansas for pursuing more aggressive energy efficiency that complies with recent state legislation. Kansas' utilities are vertically integrated and don't face retail competition. With historically low retail rates and modest experience with energy efficiency, the achievement of rapid and substantial sales reductions from energy efficiency will require a viable utility business model. Using a conglomerate of the three largest utilities in Kansas, we quantitatively illustrate the tradeoff between ratepayer and shareholder interests when a 1percent reduction in incremental sales is achieved through energy efficiency both with and without the impact of future carbon regulation. We then assess if the utility can be compensated in a manner that produces a sufficient business case but leaves an adequate amount of net resource benefits for ratepayers at a cost that is not overly burdensome. Finally, we show how several common shareholder incentive mechanisms would be designed to achieve this balance.

    This paper describes the results from the second season of research to develop and evaluate the performance of new Automated Demand Response (Auto-DR) hardware and software technology in large facilities. Demand Response (DR) is a set of activities to reduce or shift electricity use to improve the electric grid reliability and manage electricity costs. Fully-Automated Demand Response does not involve human intervention, but is initiated at a home, building, or facility through receipt of an external communications signal. We refer to this as Auto-DR. The evaluation of the control and communications must be properly configured and pass through a set of test stages: Readiness, Approval, Price Client/Price Server Communication, Internet Gateway/Internet Relay Communication, Control of Equipment, and DR Shed Effectiveness. New commissioning tests are needed for such systems to improve connecting demand responsive building systems to the electric grid demand response systems.

    Three new combined heat and power (CHP) sets have recently been commissioned at Harrods, the world-famous department store in the heart of London's fashionable Knightsbridge district. The sets provide all the electricity needed by the store for lighting, heating and air-conditioning and are powered by Ruston 6RK270 turbocharged, charge-air-cooled diesel engines each producing 1392 kW at 750 r/min. These high power-to-weight ratio units were chosen in view of severe engine room space limitations. Low-grade waste heat is extracted from the engine jacket water to preheat water for three new boilers supplying some 1600 kg/h of steam for process heat to the store. The engines drive Brush BJS HW 10 100/8 alternators and are fully automatic in operation through a Regulateurs Europa control system. Some 600 sensors feed data into a Satchwell Building Management System (BMS). In the event of a breakdown, the engine control system can be switched to manual. 5 figs.

    The Spallation Neutron Source (SNS) successfully met the primary construction project completion milestones in April 2006. An important ingredient of this successful commissioning was the development and use of software tools. With the increasing digitalization of beam diagnostics and increasing complexity of Integrated Control Systems of large accelerators, the need for high level software tools is critical for smooth commissioning. At SNS a special Java based infrastructure called XAL was prepared for beam commissioning. XAL provides a hierarchal view of the accelerator, is data base configured, and includes a physics model of the beam. This infrastructure and individual applications development along with a historical time line of the SNS commissioning will be discussed.

    The Electron Beam Ion Source (EBIS) LLRF system utilizes the RHIC LLRF upgrade platform to achieve the required functionality and flexibility. The LLRF system provides drive to the EBIS high-level RF system, employs I-Q feedback to provide required amplitude and phase stability, and implements a cavity resonance control scheme. The embedded system provides the interface to the existing Controls System, making remote system control and diagnostics possible. The flexibility of the system allows us to reuse VHDL codes, develop new functionalities, improve current designs, and implement new features with relative ease. In this paper, we will discuss the commissioning process, issues encountered, and performance of the system.

    The basic concepts of public utility status and utility regulation intertwine the obligation to provide service to the public as reasonably demanded with rate regulation and shielding from competitive interference. While a common law service obligation was not part of the Federal Power Act, the Federal Energy Regulatory Commission has taken the position that service, once commenced, may not be terminated without its approval. This view of Commission authority may not be supported by the legislative history of the Federal Power Act or by judicial precedent. The requirement to serve apart from recognition of a right to serve may result in increased rates in the near term and insufficient capacity, or both, in the long run. A review by the Commission and the courts is examining ways to introduce competition and shift risks from ratepayers to shareholders.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify deficiencies or to correct them. Solving this problem requires field performance evaluations using appropriate and agreed upon procedures in the form of a new process called residential commissioning. The purpose of this project is to develop and document these procedures and to demonstrate the value that applying them could provide in both new and existing California houses. This project has four specific objectives: to develop metrics and diagnostics for assessing house performance, to provide information on the potential benefits of commissioning using a whole-house approach, to develop programmatic guidelines for commissioning, and to conduct outreach efforts to transfer project results to industry stakeholders. The primary outcomes from this project are the development of residential commissioning guidelines and the analytical confirmation that there are significant potential benefits associated with commissioning California houses, particularly existing ones. In addition, we have made substantial advances in understanding the accuracy and usability of diagnostics for commissioning houses. In some cases, we have been able to work with equipment manufacturers to improve these aspects of their diagnostic tools. These outcomes provide a solid foundation on which to build a residential commissioning program in California. We expect that a concerted effort will be necessary to integrate such a program with existing building industry efforts and to demonstrate its use in the field.

    The HIT (Heidelberg Ion Beam Therapy Center) is the first hospital-based treatment facility in Europe where patients can be irradiated with protons and carbon ions. Since the commissioning starting in 2006 two 14.5 GHz electron cyclotron resonance ion sources are routinely used to produce a variety of ion beams from protons up to oxygen. In the future a helium beam for regular patient treatment is requested, therefore a third ion source (Supernanogan source from PANTECHNIK S.A.) will be integrated. This third ECR source with a newly designed extraction system and a spectrometer line is installed at a test bench at HIT to commission and validate this section. Measurements with different extraction system setups will be presented to show the improvement of beam quality for helium, proton, and carbon beams. An outlook to the possible integration scheme of the new ion source into the production facility will be discussed.

    The Ground Test Accelerator (GTA) has the objective of verifying much of the technology (physics and engineering) required for producing high-brightness, high-current H{sup {minus}} beams. GTA commissioning is staged to verify the beam dynamics design of each major accelerator component as it is brought on-line. The commissioning stages are the 35 key H{sup {minus}} injector, the 2.5 MeV Radio Frequency Quadrupole (RFQ), the Intertank Matching Section (IMS), the 3.2 MeV first 2{beta}{gamma} Drift Tube Linac (DTL-1) module, the 8.7 MeV 2{beta}{gamma} DTL (modules 1--5), and the 24 MeV GTA; all 10 DTL modules. Commissioning results from the RFQ beam experiments will be presented along with comparisons to simulations.

    The Ozone Transport Commission`s (OTC) Nitrogen Oxides (NO{sub x}) Budget Program will implement the emissions reduction goal of the 1994 Memorandum of Understanding between its twelve member states and the District of Columbia. The program will achieve its significant NO{sub x} reductions from electric utilities and industrial boilers using a {open_quotes}cap-and-trade{close_quotes} approach modeled after the US Environmental Protection Agency`s sulfur dioxide emissions trading under the Acid Rain Program. The similarity of the two programs has led to the development of an important partnership between the OTC states and EPA`s Acid Rain Division, Over the past two years, Acid Rain Program staff have shared their technical expertise and assisted extensively in the development of the program`s rules. Leveraging the investment EPA made in the systems used to run the Acid Rain Program, the OTC states have asked the Acid Rain Division to administer the data systems for them, and together are working to expand its existing Emissions Tracking System and to modify a clone of the sulfur dioxide Allowance Tracking System, to fulfill the unique requirements of the NO{sub x} Budget Program. This partnership is an important example of the new type of cooperation and sharing of expertise and resources that should develop between EPA and states as they launch multi-state programs to address regional pollution problems that defy a single-state solution.

  16. Curriculum for Commissioning Energy Efficient Buildings

    In July 2010, the U.S. Department of Energy (DOE) awarded funding to PECI to develop training curriculum in commercial energy auditing and building commissioning. This program was created in response to the high demand for auditing and commissioning services in the U.S. commercial buildings market and to bridge gaps and barriers in existing training programs. Obstacles addressed included: lack of focus on entry level candidates; prohibitive cost and time required for training; lack of hands-on training; trainings that focus on certifications & process overviews; and lack of comprehensive training. PECI organized several other industry players to create a co-funded project sponsored by DOE, PECI, New York State Energy and Research Development Authority (NYSERDA), California Energy Commission (CEC), Northwest Energy Efficiency Alliance (NEEA) and California Commissioning Collaborative (CCC). After awarded, PECI teamed with another DOE awardee, New Jersey Institute of Technology (NJIT), to work collaboratively to create one comprehensive program featuring two training tracks. NJIT’s Center for Building Knowledge is a research and training institute affiliated with the College of Architecture and Design, and provided e-learning and video enhancements. This project designed and developed two training programs with a comprehensive, energy-focused curriculum to prepare new entrants to become energy auditors or commissioning authorities (CxAs). The following are the key elements of the developed trainings, which is depicted graphically in Figure 1: • Online classes are self-paced, and can be completed anywhere, any time • Commissioning Authority track includes 3 online modules made up of 24 courses delivered in 104 individual lessons, followed by a 40 hour hands-on lab. Total time required is between 75 and 100 hours, depending on the pace of the independent learner. • Energy Auditor track includes 3 online modules made up of 18 courses delivered in 72 individual

    Ethylene Plant Commissioned at Corpus Christi. Corpus Christi Petrochemical Co. has commissioned its $600 million ethylene plant at Corpus Christi, Tex. Plant capacities include 1.2 billion lb/yr of ethylene, 560 million lb/yr of propylene, 400 million lb/yr of crude butadiene mixture, 60 million gal of benzene, 45 million gal of gasoline blending components, and 50 million gal of fuel oils. The ethylene and propylene will be transported by pipeline to Houston for further processing. At the Corpus Christi facilities, process pressures range from full vacuum to 1800 psig, and process temperatures range from -260/sup 0/ to +1600/sup 0/F. The plant uses gas oil and naphtha as feedstock, but also has some flexibility to use ethane or LPG as feedstock. Stone and Webster Engineering Corp. engineered and Brown and Root Inc. built the plant.

    Recently, a new high energy proton microscopy facility PRIOR (Proton Microscope for FAIR Facility for Anti-proton and Ion Research) has been designed, constructed, and successfully commissioned at GSI Helmholtzzentrum für Schwerionenforschung (Darmstadt, Germany). As a result of the experiments with 3.5–4.5 GeV proton beams delivered by the heavy ion synchrotron SIS-18 of GSI, 30 μm spatial and 10 ns temporal resolutions of the proton microscope have been demonstrated. A new pulsed power setup for studying properties of matter under extremes has been developed for the dynamic commissioning of the PRIOR facility.     This report describes in detail steps performed in bringing the Relativistic Heavy Ion Collider (RHIC) from the commissioning into the operational stage when collisions between 60 bunches of fully striped gold ions, were routinely provided. Corrections of the few power supplies connections by the beam measurements are described. Beam lifetime improvements at injection, along the acceleration are shown. The beam diagnostic results; like Schottky detector, beam profile monitor, beam position monitors, tune meter and others, are shown [1].

  4. Commissioning an Engineering Scale Coal Gasifier

    This report explains the development, commissioning, and testing of an engineering scale slagging coal gasifier at PNNL. The initial objective of this project was to commission the gasifier with zero safety incidents. The commissioning work was primarily an empirical study that required an engineering design approach. After bringing the gasifier on-line, tests were conducted to assess the impact of various operating parameters on the synthesis gas (syngas) product composition. The long-term intent of this project is to produce syngas product for use by internal Pacific Northwest National Laboratory (PNNL) researchers in catalyst, materials, and instrumentation development. Future work on the project will focus on improving the reliability and performance of the gasifier, with a goal of continuous operation for greater than 4 hours using coal feedstock. In addition, alternate designs that allow for increased flexibility regarding the fuel sources that can be used for syngas production is desired. Continued modifications to the fuel feed system will be pursued to address these goals. Alternative feed mechanisms such as a coal/methanol slurry are being considered.

    The Commission to Review the Effectiveness of the National Energy Laboratories (Commission) was convened for its fifth meeting at 10:00 AM on December 15, 2014. Commission Co-Chair Jared Cohon led the meeting. The meeting included two panels: (1) authors of recent reports about the DOE National Labs and (2) a national lab contractor panel. The report authors summarized their respective reports, highlighting concerns related to the relationship between DOE and the labs, research funding and strategy stove-piping, weak links between the labs and market, an inconsistent economic development mission, the difficulty small firms have in accessing labs, the labs’ lack of regional engagement, and DOE and congressional micromanagement of the labs. The lab contractor representatives responded to questions posed by the commissioners related to lab management and the relationship with DOE. Additionally, Patricia Falcone spoke of the important role of the labs in the science and technology enterprise and Alan Leshner talked about the labs and their relationship with the scientific community. Christopher Paine presented his views on transforming the weapons complex. The next meeting will be held February 24 at the Hilton at Mark Center in VA.

  6. Practical Diagnostics for Evaluating Residential Commissioning Metrics

    In this report, we identify and describe 24 practical diagnostics that are ready now to evaluate residential commissioning metrics, and that we expect to include in the commissioning guide. Our discussion in the main body of this report is limited to existing diagnostics in areas of particular concern with significant interactions: envelope and HVAC systems. These areas include insulation quality, windows, airtightness, envelope moisture, fan and duct system airflows, duct leakage, cooling equipment charge, and combustion appliance backdrafting with spillage. Appendix C describes the 83 other diagnostics that we have examined in the course of this project, but that are not ready or are inappropriate for residential commissioning. Combined with Appendix B, Table 1 in the main body of the report summarizes the advantages and disadvantages of all 107 diagnostics. We first describe what residential commissioning is, its characteristic elements, and how one might structure its process. Our intent in this discussion is to formulate and clarify these issues, but is largely preliminary because such a practice does not yet exist. Subsequent sections of the report describe metrics one can use in residential commissioning, along with the consolidated set of 24 practical diagnostics that the building industry can use now to evaluate them. Where possible, we also discuss the accuracy and usability of diagnostics, based on recent laboratory work and field studies by LBNL staff and others in more than 100 houses. These studies concentrate on evaluating diagnostics in the following four areas: the DeltaQ duct leakage test, air-handler airflow tests, supply and return grille airflow tests, and refrigerant charge tests. Appendix A describes those efforts in detail. In addition, where possible, we identify the costs to purchase diagnostic equipment and the amount of time required to conduct the diagnostics.   11. Investigation of the persistence of new building commissioning

    Commissioning is gaining increasing recognition as a cost-effective strategy for reducing commercial building energy use. Although the success and cost-effectiveness of commissioning projects depends on how well the benefits of commissioning persist over time, this aspect of commissioning is not well understood. The persistence of commissioning benefits was recently studied in a PIER project evaluating ten buildings that were commissioned at building start-up at least two years ago. The researchers examined the commissioning reports, control algorithms, EMCS point measurements, and energy use data, and conducted operator and commissioning provider interviews to investigate the persistence of commissioning benefits. In addition, they conducted site visits in a sample of the buildings. A set of commissioning measures was selected for each building to compare the persistence of benefits. Persistence was measured both qualitatively through a discussion of occupant comfort and decreased maintenance and quantitatively through estimations of energy savings. This paper reports the results of the study. The discussion includes how well the benefits of commissioning persisted over time, reasons for declining performance, and methods for improving persistence. The results provide valuable insight into how to estimate the persistence of commissioning information central to the cost benefit analyses routinely performed for commissioning measures.

    At the end of the First Quarter of 1984, the number of signed contracts and letter agreements for cogeneration and small power production projects was 322, with a total estimated nominal capacity of 2,643 MW. Of these totals, 215 projects, capable of producing 640 MW, are operational. A map indicating the location of operational facilities under contract with PG and E is provided. Developers of cogeneration, solid waste, or biomass projects had signed 110 contracts with a potential of 1,467 MW. In total, 114 contracts and letter agreements had been signed with projects capable of producing 1,508 MW. PG and E also had under active discussion 35 cogeneration projects that could generate a total of 425 MW to 467 MW, and 11 solid waste or biomass projects with a potential of 94 MW to 114 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 5 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 32, with a generating capability of 848 MW. Also, discussions were being conducted with 18 wind farm projects, totaling 490 MW. There were 101 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 6 other small wind projects under active discussion. There were 64 hydroelectric projects with signed contracts and a potential of 148 MW, as well as 75 projects under active discussion for 316 MW. Of these totals, 232 projects, capable of producing 678 MW, are operational (Table A). A map indicating the location of operational facilities under contract with PG and E is provided as Figure A. Developers of cogeneration projects had signed 80 contracts with a potential of 1,161 MW. Thirty-three contracts had been signed for solid waste/biomass projects for a total of 298 MW. In total, 118 contracts and letter agreements had been signed with cogeneration, solid waste, and biomass projects capable of producing 1,545 MW. PG and E also had under active discussion 46 cogeneration projects that could generate a total of 688 MW to 770 MW, and 13 solid waste or biomass projects with a potential of 119 MW to 139 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. Two geothermal projects were under active discussion for a total of 2 MW. There were 8 solar projects with signed contracts and a potential of 37 MW, as well as 4 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 34, with a generating capability of 1,042 MW, Also, discussions were being conducted with 23 wind farm projects, totaling 597 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 7 other small wind projects under active discussion. There were 71 hydroelectric projects with signed contracts and a potential of 151 MW, as well as 76 projects under active discussion for 505 MW. In addition, there were 18 hydroelectric projects, with a nominal capacity of 193 MW, that PG and E was planning to construct. Table B displays the above information. Appendix A displays in tabular form the status reports of the projects as of June 30, 1984.

Wind farm projects under contract number 19, with a generating capability of 471 MW. Also, discussions are being conducted with 12 wind farm projects, totaling 273 to 278 MW. There are 89 wind projects of 100 kW or less with signed contracts and a potential of almost 1 MW, as well as 10 other projects under active discussion. There are 47 hydroelectric projects with signed contracts and a potential of 110 MW, as well as 65 projects under active discussion for 175 MW. In addition, there are 30 hydroelectric projects, with a nominal capacity of 291 MW, that PG and E is constructing or planning to construct. Table A displays the above information. PG and E also had under active discussion 38 cogeneration projects that could generate a total of 797 MW to 848 MW, and 19 solid waste/biomass projects with a potential of 152 MW to 159 MW. Two contracts have been signed with geothermal projects, capable of producing 83 MW. There are 6 solar projects with signed contracts and a potential of 36 MW, as well as 3 solar projects under active discussion for 31 MW. Wind farm projects under contract number 21, with a generating capability of 528 MW. Also, discussions are being conducted with 17 wind farm projects, totaling 257 to 262 MW. There are 94 wind projects of 100 kW or less with signed contracts and a potential of almost 1 MW, as well as 8 other small wind projects under active discussion. There are 50 hydroelectric projects with signed contracts and a potential of 112 MW, as well as 67 projects under active discussion for 175 MW. In addition, there are 31 hydroelectric projects, with a nominal capacity of 185 MW, that PG and E is planning to construct.

    The evolution of competition in the US natural gas industry has followed a predictable course. Wellhead deregulation stimulated pipeline restructuring, which in turn has provoked a debate over gas-service restructuring at the retail level. Over the last several years, almost all local gas distribution companies (LDCs) in the US have established stand-alone transportation service allowing industrial customers to purchase gas supplies in the open market. By all accounts, service unbundling to large retail customers has achieved significant cost savings to these customers. The current focus in the retail gas sector is on small customers-namely, small commercial and residential customers. To many observers, service unbundling to small customers, especially residential customers, is not as clear cut in terms of yielding economic benefits as it was for large customers. For example, they question whether residential customers or their agents can procure gas supplies and interstate pipeline services at a lower cost than an LDC. They also argue that the transaction cost for small customers, in terms of per-unit of gas purchased, may be much greater than for large customers. Finally, they believe the high cost of unreliable service to small customers may preclude reliance on market forces and contracts, to assure these customers the high level of reliable service that they demand. Comprehensive service unbundling with the correct regulatory rules in place should further enhance competition in the natural gas industry. If past trends in the natural gas industry continue, service unbundling will ultimately be available to all retail customers. This article examines the many regulatory-policy questions relating to the unbundling of services to small retail gas customers. It argues that widespread service unbundling is an inherent feature of a competitive natural gas industry and will likely benefit gas customers and society at large. 61 refs.

    At the end of 1983, the number of signed contracts and letter agreements for cogeneration and small power production projects was 305, with a total estimated nominal capacity of 2,389 MW. Of these totals, 202 projects, capable of producing 566 MW, are operational (Table A). A map indicating the location of operational facilities under contract with PG and E is provided as Figure A. Developers of cogeneration, solid waste, or biomass projects had signed 101 contracts with a potential of 1,408 MW. In total, 106 contracts and letter agreements had been signed with projects capable of producing 1,479 MW. PG and E also had under active discussion 29 cogeneration projects that could generate a total of 402 MW to 444 MW, and 13 solid waste or biomass projects with a potential of 84 MW to 89 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 3 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 28, with a generating capability of 618 MW. Also, discussions were being conducted with 14 wind farm projects, totaling 365 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 8 other small wind projects under active discussion. There were 59 hydroelectric projects with signed contracts and a potential of 146 MW, as well as 72 projects under active discussion for 169 MW. In addition, there were 31 hydroelectric projects, with a nominal capacity of 185 MW, that PG and E was planning to construct. Table B displays the above information. In tabular form, in Appendix A, are status reports of the projects as of December 31, 1983.

    Preamble The Blue Ribbon Commission on America’s Nuclear Future (BRC) was formed by the Secretary of Energy at the request of the President to conduct a comprehensive review of policies for managing the back end of the nuclear fuel cycle and recommend a new strategy. It was co-chaired by Rep. Lee H. Hamilton and Gen. Brent Scowcroft. Other Commissioners are Mr. Mark H. Ayers, the Hon. Vicky A. Bailey, Dr. Albert Carnesale, Sen. Pete Domenici, Ms. Susan Eisenhower, Sen. Chuck Hagel, Mr. Jonathan Lash, Dr. Allison M. Macfarlane, Dr. Richard A. Meserve, Dr. Ernest J. Moniz, Dr. Per Peterson, Mr. John Rowe, and Rep. Phil Sharp. The Commission and its subcommittees met more than two dozen times between March 2010 and January 2012 to hear testimony from experts and stakeholders, to visit nuclear waste management facilities in the United States and abroad, and to discuss the issues identified in its Charter. Additionally, in September and October 2011, the Commission held five public meetings, in different regions of the country, to hear feedback on its draft report. A wide variety of organizations, interest groups, and individuals provided input to the Commission at these meetings and through the submission of written materials. Copies of all of these submissions, along with records and transcripts of past meetings, are available at the BRC website (www.brc.gov). This report highlights the Commission’s findings and conclusions and presents recommendations for consideration by the Administration and Congress, as well as interested state, tribal and local governments, other stakeholders, and the public.

    MINER{nu}A Main INjector ExpeRiment {nu}-A is a high-statistic neutrino scattering experiment that will ran in the NuMI Beam Hall at Fermilab. To calibrate the energy response of the MINER{nu}A detector, a beamline is being designed for the MINER{nu}A Test Beam Detector (TBD). The TBD is a replica of the full MINER{nu}A detector at small scale for calibration studies of the main detector. The beamline design consists of the following parts: a copper target, used to generate tertiaries from an incoming secondary beam; a steel collimator for tertiaries, which also serves as a dump for the incoming beam; a time of fight system (scintillator planes); four wire chambers, for angle measurements and tracking; and two dipole magnets, used as an spectrometer. During last October, the first commissioning run of the MINER{nu}A Test Beam took place in the Meson Test Beam Facility at Fermilab. We commissioned the target and collimator of the new tertiary beamline.

    Each request is assigned a unique identifying number. The first two digits of this number give the year the request was initiated. All requests for a given Isotope and Quantity are grouped (or blocked) together. The requests in a block are followed by any status comments. Each request has a unique Isotope, Quantity and Requester. The requester is identified by laboratory, last name, and sponsoring US government agency, e.g., BET, Steen, DNR. All requests must give the energy (or range of energy) for the incident particle when appropriate. The accuracy needed in percent is also given.     The Neutralized Drift Compression Experiment-II (NDCX-II) will generate ion beam pulses for studies of Warm Dense Matter and heavy-ion-driven Inertial Fusion Energy. The machine will accelerate 20-50 nC of Li+ to 1.2-3 MeV energy, starting from a 10.9-cm alumino-silicate ion source. At the end of the accelerator the ions are focused to a sub-mm spot size onto a thin foil (planar) target. The pulse duration is compressed from ~;;500 ns at the source to sub-ns at the target following beam transport in a neutralizing plasma. We first describe the injector, accelerator, transport, final focus and diagnostic facilities. We then report on the results of early commissioning studies that characterize beam quality and beam transport, acceleration waveform shaping and beam current evolution. We present simulation results to benchmark against the experimental measurements.

    The National Synchrotron Light Source II (NSLS-II) is a state of the art 3-GeV third generation light source currently under construction at Brookhaven National Laboratory. The NSLS-II injection system consists of a 200 MeV linac, a 3-GeV booster synchrotron and associated transfer lines. The transfer lines not only provide a means to deliver the beam from one machine to another, they also provide a suite of diagnostics and utilities to measure the properties of the beam to be delivered. In this paper we discuss the suite of diagnostics that will be used to commission the NSLS-II linac and measure the beam properties. The linac to booster transfer line can measure the linac emittance with a three screens measurement or a quadrupole scan. Energy and energy spread are measured in a dispersive section. Total charge and charge uniformity are measured with wall current monitors in the linac and transformers in the transfer line. We show that the performance of the diagnostics in the transfer line will be sufficient to ensure the linac meets its specifications and provides a means of trouble shooting and studying the linac in future operation.

    The California Energy Commission`s Geothermal Program (Assembly Bill 1905, Bosco) has built cost-shared Research, Development and Demonstration (RD&D) partnerships with over 150 public and private entities. The Geothermal Program promotes the development of new geothermal resources and technologies for both direct-use and electricity generation while protecting the environment and promoting energy independence. This is accomplished by providing financial and technical assistance in the form of contingent awards which, depending on project success, can become either a loan or a grant. Some of the cost-shared RD&D accomplishments are presented. The process and requirements to obtain financial assistance through the Geothermal Program are summarized.

    This compilation represents the current needs for nuclear data measurements and evaluations as expressed by interested fission and fusion reactor designers, medical users of nuclear data, nuclear data evaluators, CSEWG members and other interested parties. The requests and justifications are reviewed by the Data Request and Status Subcommittee of CSEWG as well as most of the general CSEWG membership. The basic format and computer programs for the Request List were produced by the National Nuclear Data Center (NNDC) at Brookhaven National Laboratory. The NNDC produced the Request List for many years. The Request List is compiled from a computerized data file. Each request has a unique isotope, reaction type, requestor and identifying number. The first two digits of the identifying number are the year in which the request was initiated. Every effort has been made to restrict the notations to those used in common nuclear physics textbooks. Most requests are for individual isotopes as are most ENDF evaluations, however, there are some requests for elemental measurements. Each request gives a priority rating which will be discussed in Section 2, the neutron energy range for which the request is made, the accuracy requested in terms of one standard deviation, and the requested energy resolution in terms of one standard deviation. Also given is the requestor with the comments which were furnished with the request. The addresses and telephone numbers of the requestors are given in Appendix 1. ENDF evaluators who may be contacted concerning evaluations are given in Appendix 2. Experimentalists contemplating making one of the requested measurements are encouraged to contact both the requestor and evaluator who may provide valuable information. This is a working document in that it will change with time. New requests or comments may be submitted to the editors or a regular CSEWG member at any time.

    The AEgIS Experiment is an international collaboration based at CERN whose aim is to perform the first direct measurement of the gravitational acceleration g of antihydrogen in the gravitational field of the Earth. Cold antihydrogen will be produced with a pulsed charge exchange reaction in a cylindrical Penning trap where antiprotons will be cooled to 100mK. The cold antihydrogen will be produced in an excited Rydberg state and subsequently formed into a beam. The deflection of the antihydrogen beam will be measured by using Moire deflectometer gratings. After being approved in late 2008, AEgIS started taking data in a commissioning phase early 2012. This report presents an overview of the AEgIS experiment, describes its current status and shows the first measurements on antiproton catching and cooling in the 5 T Penning catching trap. We will also present details on the techniques needed for the 100mK antihydrogen production, such as pulsed positronium production and its excitation with lasers.

    Many buildings today use sophisticated building automation systems (BASs) to manage a wide and varied range of building systems. Although the capabilities of the BASs seem to have increased over time, many buildings still are not properly commissioned, operated or maintained. Lack of or improper commissioning, the inability of the building operators to grasp the complex controls, and lack of proper maintenance leads to inefficient operations and reduced lifetimes of the equipment. If regularly scheduled manual maintenance or re-commissioning practices are adopted, they can be expensive and time consuming. Automated proactive commissioning and diagnostic technologies address two of the main barriers to commissioning: cost and schedules. Automated proactive continuous commissioning tools can reduce both the cost and time associated with commissioning, as well as enhance the persistence of commissioning fixes. In the long run, automation even offers the potential for automatically correcting problems by reconfiguring controls or changing control algorithms dynamically. This paper will discuss procedures and processes that can be used to automate and continuously commission the economizer operation and outdoor-air ventilation systems of an air-handling unit.

    Quality assurance and optimization are essential elements of any serious technological endeavor, including efforts to improve energy efficiency. Commissioning is an important tool in this respect. The aim of commissioning new buildings is to ensure that they deliver-if not exceed-the performance and energy savings promised by their design. When applied to existing buildings, one-time or repeated commissioning (often called retrocommissioning) identifies the almost inevitable drift in energy performance and puts the building back on course, often surpassing the original design intent. In both contexts, commissioning is a systematic, forensic approach to improving performance, rather than a discrete technology.

    Hydropower is under attack everywhere you look. It started back in the sixties during the battle over Arizona's Glen Canyon Dam. That case purportedly ended in a compromise with the Sierra Club to save the Grand Canyon from hydro development. But once built, the dam played havoc with Colorado River levels, disrupting rafting trips for Grand Canyon tourists. Even Barry Goldwater was later heard to rue the Glen Canyon project. Marc Reisner's 1986 book, Cadillac Desert, galvanized the antihydro faction. A few years later, calls arose for the City of San Francisco to dismantle its O'Shaughnessy Dam across the Hetch Hetchy Valley in the Sierra Nevada, just 15 miles north of famed Yosemite. That move failed. (Maybe San Francisco's oddball reputation had something to do with the result). But now we hear of plans underway to tear down dams on the Elwah River in Washington State's Olympic National Park, to reclaim lost salmon spawning grounds and return the parks to its natural state. This time the dam busters may win. These events are not unconnected. Strung together, they reveal a change in the popular opinion of how rivers, streams, and coastlines contribute to our economic well-being, and how the federal government should manage those economic resources. Federal hydropower control was born to govern our navigable waterways. It grew up as a tool to speed electrification and develop mining and logging. But forces today are seeking to make federal hydropower law more sympathetic to wildlife preservation. They argue that wildlife represents a national economic resource - no less so than timber, minerals, and shipping. This view is winning support from those in high positions, including the Chair of the Federal Energy Regulatory Commission, Elizabeth Moler.

    Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.
