    A posttest study of Semiscale Tests S-UT-6 and S-UT-7 has been completed to assess TRAC-PFl predictions of pressurized water-reactor (PWR) small-break transients. The comparisons of the TRAC calculations and experimental results show that the correct qualitative influence of upper-head injection (UHI) was predicted. The major phenomenological difference predicted was the mode of core voiding. The data show a slow boiloff from the top of the core resulting in a dryout near the top of the core only. TRAC predicted a more extensive voiding with fluid forced from the bottom of the core by a pressure increase in the upper vessel plenum. The pressure increase was the primary consequence of a failure to predict a complete clearance of the seal in the intact-loop pump-suction upflow leg. Further review of the interphasic drag correlations, entrainment correlations, and critical-flow model is recommended. 20 figures.

The 4QCY14 saltstone sample results show that the saltstone is Resource Conservation Recovery Act (RCRA) nonhazardous, but is greater than the universal treatment standard for land disposal. The Saltstone Production Facility (SPF) and SDF were in a maintenance outage during the 4QCY14. Thus no processing or disposal of saltstone, as characterized by this 4QCY14 sample, occurred.

    Energy balance is maintained by controlling both energy intake and energy expenditure. Thyroid hormones play a crucial role in regulating energy expenditure. Their levels are adjusted by a tight feedback-controlled regulation of thyroid hormone production/incretion and by their hepatic metabolism. Thyroid hormone degradation has previously been shown to be enhanced by treatment with phenobarbital or other antiepileptic drugs due to a CAR-dependent induction of phase II enzymes of xenobiotic metabolism. We have recently shown, that PPAR{alpha} agonists synergize with phenobarbital to induce another prototypical CAR target gene, CYP2B1. Therefore, it was tested whether a PPAR{alpha} agonist could enhance the phenobarbital-dependent acceleration of thyroid hormone elimination. In primary cultures of rat hepatocytes the apparent half-life of T3 was reduced after induction with a combination of phenobarbital and the PPAR{alpha} agonist WY14643 to a larger extent than after induction with either compound alone. The synergistic reduction of the half-life could be attributed to a synergistic induction of CAR and the CAR target genes that code for enzymes and transporters involved in the hepatic elimination of T3, such as OATP1A1, OATP1A3, UGT1A3 and UGT1A10. The PPAR{alpha}-dependent CAR induction and the subsequent induction of T3-eliminating enzymes might be of physiological significance for the fasting-induced reduction in energy expenditure by fatty acids as natural PPAR{alpha} ligands. The synergism of the PPAR{alpha} agonist WY14643 and phenobarbital in inducing thyroid hormone breakdown might serve as a paradigm for the synergistic disruption of endocrine control by other combinations of xenobiotics.

    Under the with-project scenario, WyCoalGas is projected to make a difference in the long-range future of Converse County. Because of the size of the proposed construction and operations work forces, the projected changes in employment, income, labor force, and population will alter Converse County's economic role in the region. Specifically, as growth occurs, Converse County will begin to satisfy a larger portion of its own higher-ordered demands, those that are currently being satisfied by the economy of Casper. Business-serving and household-serving activities, currently absent, will find the larger income and population base forecast to occur with the WyCoalGas project desirable. Converse County's economy will begin to mature, moving away from strict dependence on extractive industries to a more sophisticated structure that could eventually appeal to national, and certainly, regional markets. The technical demand of the WyCoalGas plant will mean a significant influx of varying occupations and skills. The creation of basic manufacturing, advanced trade and service sectors, and concomitant finance and transportation firms will make Converse County more economically autonomous. The county will also begin to serve market center functions for the smaller counties of eastern Wyoming that currently rely on Casper, Cheyenne or other distant market centers. The projected conditions expected to exist in the absence of the WyCoalGas project, the socioeconomic conditions that would accompany the project, and the differences between the two scenarios are considered. The analysis is keyed to the linkages between Converse County and Natrona County.

  11. Evaluation of Mineral Deposits Along the Little Wind River, Riverton, WY, Processing Site

    In 2012, the U.S.Department of Energy (DOE) began reassessing the former Riverton, Wyoming, Processing Site area for potential contaminant sources impacting groundwater. A flood in 2010 along the Little Wind River resulted in increases in groundwater contamination (DOE 2013).This investigation is a small part of continued efforts by DOE and other stakeholders to update human health and ecological risk assessments, to make a comprehensive examination of all exposure pathways to ensure that the site remains protective through established institutional controls. During field inspections at the Riverton Site in 2013, a white evaporitic mineral deposit was identified along the bank of the Little Wind River within the discharge zone of the groundwater contamination plume. In December 2013, Savannah River National Laboratory (SRNL) personnel collected a sample for analysis by X-ray fluorescence (Figure 1 shows the type of material sampled). The sample had a uranium concentration of approximately 64 to 73 parts per million. Although the uranium in this mineral deposit is within the expected range for evaporatic minerals in the western United States (SRNL 2014), DOE determined that additional assessment of the mineral deposit was warranted. In response to the initial collection and analysis of a sample of the mineral deposit, DOE developed a work plan (Work Plan to Sample Mineral Deposits Along the Little Wind River, Riverton, Wyoming, Processing Site [DOE 2014]) to further define the extent of these mineral deposits and the concentration of the associated contaminants (Appendix A). The work plan addressed field reconnaissance, mapping, sampling, and the assessment of risk associated with the mineral deposits adjacent to the Little Wind River.

    The 2013 Ultrasonic Testing (UT) modeling benchmark concerns direct echoes from side drilled holes (SDH), flat bottom holes (FBH) and corner echoes from backwall breaking artificial notches inspected with a matrix phased array probe. This communication presents the results obtained with the models implemented in the CIVA software: the pencilmodel is used to compute the field radiated by the probe, the Kirchhoff approximation is applied to predict the response of FBH and notches and the SOV (Separation Of Variables) model is used for the SDH responses. The comparison between simulated and experimental results are presented and discussed.

    In March 1995, Tennessee Valley Authority (TVA) and Southwest Research Institute (SwRi) conducted testing of a multi-element ultrasonic probe designed to inspect economizer tubing in the Paradise power plant during the spring outage. This evaluation was to determine general loss of wall thickness due to erosion/corrosion and preferential inside diameter (ID) corrosion at butt welds in straight sections of the tube. The erosion/corrosion wall loss occurs during service while the butt weld corrosion occurs out-of-service when water collects in the weld groove during outages and results in localized pitting in the weld groove. The ultrasonic (UT) probe was designed to acquire thickness measurements from the ID of the economizer tubes and to be accurate, very rapid UT inspection. To attain a high rate of speed inside the tubes, an eight-element circular array of transducers were designed into the probe head. Thickness data and location data are collected automatically by a portable computer.

    Universidad del Turabo (UT), in a collaborative effort with Global Turn Key Services, Inc. (GTKS), proposed to develop a training program and a commercialization plan for the development of Commercial Building Operators (CBOs). The CBOs will operate energy efficient buildings to help maintain existing buildings up to their optimal energy performance level, and ensure that net-zero-energy buildings continuously operate at design specifications, thus helping achieve progress towards meeting BTP Strategic Goals of creating technologies and design approaches that enable net-zero-energy buildings at low incremental costs by 2025. The proposed objectives were then: (1) Develop a Commercial Building Operator (CBO) training program and accreditation that will in turn provide a certification to participants recognized by Accreditation Boards such as the North American Board of Certified Energy Practitioners (NABCEP) and Leadership in Energy & Environmental Designs (LEED). (2) Develop and implement a commercialization and sustainability plan that details marketing, deployment, financial characterization, job placement, and other goals required for long-term sustainability of the project after the funding period. (3) After program development and deployment, provide potential candidates with the knowledge and skill sets to obtain employment in the commercial building green energy (net-zero-energy building) job market. The developed CBO training program will focus on providing skills for participants, such as displaced and unemployed workers, to enter the commercial building green energy (net-zeroenergy building) job market. This course was designed to allow a participant with minimal to no experience in commercial building green technology to obtain the required skill sets to enter the job market in as little as 12 weeks of intensive multi-faceted learning. After completion of the course, the CBO staff concluded the participant will meet minimum established accreditation

    This report documents work performed at the Pacific Northwest National Laboratory (PNNL) in Richland, Washington, and at the Electric Power Research Institute's (EPRI) Nondestructive Examination (NDE) Center in Charlotte, North Carolina, on evalutating a low frequency ultrasonic inspection technique used for examination of cast stainless steel (CSS) and dissimilar metal (DMW) reactor piping components. The technique uses a zone-focused, multi-incident angle, low frequency (250-450 kHz) inspection protocol coupled with the synthetic aperture focusing technique (SAFT). The primary focus of this work is to provide information to the United States Nuclear Regulatory Commission on the utility, effectiveness and reliability of ultrasonic testing (UT) inspection techniques as related to the inservice ultrasonic inspection of coarse grained primary piping components in pressurized water reactors (PWRs).

    The objective of this project was to establish the physical and chemical characteristics of western coal and determine the best preparation technologies for upgrading this resource. Western coal was characterized as an abundant, easily mineable, clean, low-sulfur coal with low heating value, high moisture, susceptibility to spontaneous ignition, and considerable transit distances from major markets. Project support was provided by the Morgantown Energy Technology Center (METC) of the US Department of Energy (DOE). The research was conducted by the Western Research Institute, (WRI) in Laramie, Wyoming. The project scope of work required the completion of four tasks: (1) project planning, (2) literature searches and verbal contacts with consumers and producers of western coal, (3) selection of the best technologies to upgrade western coal, and (4) identification of research needed to develop the best technologies for upgrading western coals. The results of this research suggest that thermal drying is the best technology for upgrading western coals. There is a significant need for further research in areas involving physical and chemical stabilization of the dried coal product. Excessive particle-size degradation and resulting dustiness, moisture reabsorption, and high susceptibility to spontaneous combustion are key areas requiring further research. Improved testing methods for the determination of equilibrium moisture and susceptibility to spontaneous ignition under various ambient conditions are recommended.

    While crude oil production continues to drop in the Russian Federation at a rate of 15% to 20% per year, Kazakhstan's output rose from 440,000 bopd in 1991 to 446,000 bopd, as of November 1992. Much of this increase was exported to the Russian Federation to supplement the latter's declining production. while Kazakhstan received needed Russian goods in exchange for this oil, it isn't getting the hard currency that will be required to upgrade its petroleum industry. This is a serious problem for Kazakh officials, since they are counting on revenues from petroleum exports to invigorate their overall plan for economic growth in this newly independent country. In order to convert Kazakhstan's hydrocarbon potential into economic reality, two critical issues must be addressed immediately. First, Kazakhstan must develop a tax and minerals law that gives multinational petroleum companies an incentive to invest in opening a dedicated crude oil export route through Russia, and at least one alternate export route to the Caspian Sea or Persian Gulf. At present, even the most successful petroleum venture inside Kazakhstan would have to weave its way through the Russian bureaucracy to utilize that existing and inadequate export pipeline system. This quandary, of course, has recently become the undoing of several Western petroleum operations that have managed to actually produce exportable oil inside the Russian Federation itself, but they can't get it out. In addition, three other variables should be considered by any party that is evaluating Kazakhstan as a future area (see map for current fields) of interest for petroleum operations. These are political stability, field operating conditions, and the country's natural gas crisis. Each of these factors, though not as critical as the legal regime and export access, can radically affect how an operator might approach negotiating the terms of its particular project.

    The history of oil shale in the United States since the early 1900's is detailed. Research on western oil shale probably began with the work of Robert Catlin in 1915. During the next 15 years there was considerable interest in the oil shales, and oil shale claims were located, and a few recovery plants were erected in Colorado, Nevada, Utah, Wyoming, and Montana. Little shale soil was produced, however, and the major oil companies showed little interest in producing shale oil. The early boom in shale oil saw less than 15 plants produce a total of less than 15,000 barrels of shale oil, all but about 500 barrels of which was produced by the Catlin Operation in Nevada and by the US Bureau of Mines Rulison, Colorado operation. Between 1930 and 1944 plentiful petroleum supplies at reasonable prices prevent any significant interest in shale oil, but oil shortages during World War II caused a resurgence of interest in oil shale. Between 1940 and 1969, the first large-scale mining and retorting operations in soil shale, and the first attempts at true in situ recovery of shale oil began. Only 75,000 barrels of shale oil were produced, but major advancements were made in developing mine designs and technology, and in retort design and technology. The oil embargo of 1973 together with a new offering of oil shale leases by the Government in 1974 resulted in the most concentrated efforts for shale oil production to date. These efforts and the future prospects for shale oil as an energy source in the US are discussed.

    The increase in domestic energy production coupled with the switch from oil and natural gas to coal as a boiler-fuel source have prompted various federal agencies to assess the potential environmental and health risks associated with coal-fired power plants. Because it has been suggested that Western coals contain more uranium than Eastern coals, particular concern has been expressed about radioactive emissions from the increasing number of power plants that burn low-sulfur Western coal. As a result, the radionuclides in coal program was established to analyze low-sulfur coal reserves in Western coal fields for radioactivity. Samples from seams of obvious commercial value were taken from 19 operating mines that represented 65% of Western coal production. Although the present study did not delve deeply into underlying causative factors, the following general conclusions were reached. Commercially exploited Western coals do not show any alarming pattern of radionuclide content and probably have lower radioactivity levels than Eastern coals. The materials that were present appeared to be in secular equilibrium in coal, and a detailed dose assessment failed to show a significant hazard associated with the combustion of Western coal. Flue gas desulfurization technology apparently has no significant impact on radionuclide availability, nor does it pose any significant radiologic health risks. This study has also shown that Western coals are not more radioactive than most soils and that most solid combustion products have emanation powers <1%, which greatly reduce dose estimates from this pathway. In summary, the current use of mined, Western coals in fossil-fueled power plants does not present any significant radiological hazard.

    Concentrations of radium-226, radium-228, and thorium-228 in coal from six Western states have been measured by gamma spectroscopy. The existence of secular equilibrium was verified for radium-226 and previously measured uranium-238 and also for radium-228 and thorium-228. The measured radionuclide concentrations for Western coal averaged about 0.3 pCi/g for radium-226 and 0.2 pCi/g for radium-228 and thorium-228. These average values are not greatly different from those in coal from other provinces of the United States.

    Following a telephone interview with Materials and Systems Research, Inc. (MSRI) by members of the Hydrogen Safety Panel on December 4, 2008, a safety review team was dispatched to Salt Lake City, UT to perform a site-visit review. The major topic of concern was the presence of a hydrogen storage and dispensing shed on the MSRI premises close to both its own laboratory/office building and to the adjoining property. The metal shed contains 36 cylinders (two 18-cylinder "pods") of hydrogen all connected to a common manifold and used to supply hydrogen to a U.S. Department of Energy (DOE) fuel cell project plus several other projects using an entire pod as a common supply. In busy times, MSRI uses and replaces one pod per week. As a result of the site visit, the safety review team has raised some concern with the shed’s location, design, use, and safety features as well as other components of the facility, including the laboratory area.

    A distinct positive anomaly in the temperatures of the shallow (Pleistocene) aquifers along the Cincinnati-Findlay Arch in Western Ohio coincides with a low geothermal gradient. A conceptual model of convective currents associated with a tensional fault and/or fracture system along the crest of the Arch is suggested as an explanation of the anomaly. Hydrochemical information indicates that various quantities of warmer ground water, with the composition characteristics of deep bedrock aquifers, is present as an admixture in the shallow aquifers. This confirms the conceptual model of convection in fractures.

    With the development of the shield support, the primary requirement for successful ground control in longwall mining is to provide stable gate road and bleeder entries. Wood cribbing has been the dominant form of secondary support. However, the cost and limited availability of timber, along with the poor performance of softwood crib supports, has forced western U.S. mines to explore the utilization of other support systems. The recent success of cable bolts has engendered much interest from western operators. Several innovative freestanding support systems have been developed recently including: (1) {open_quotes}The Can{close_quotes} support by Burrell Mining Products International, Inc., (2) Hercules and Link-N-Lock wood cribs and Propsetter by Strata Products (USA) Inc., (3) Variable Yielding Crib and Power Crib supports by Mountainland Support Systems, (4) the Confined Core Crib developed by Southern Utah Fuels Corporation; and (5) the MEGA prop by MBK Hydraulik. This paper assesses design considerations and compares the performance and application of these alternative secondary support systems.

    The world is facing significant growth in energy demand over the next several decades. Strategic in meeting this demand are the world-class energy resources concentrated along the Rocky Mountains and northern plains in Canada and the U.S., informally referred to as the Western Energy Corridor (WEC).     As part of this DOE`s demonstration program, a corrosion test panel was installed on the west sidewall of Dayton Power & Light Unit no.4 at the J. M. Stuart Station (JMSS4) during the burner retrofit outage in November 1991. The test panel consisted of four sections of commercial coatings separated by bare SA213-T2 tubing. During the retrofit outage, a UT survey was performed to document the baseline wall thicknesses of the test panel, as well as several furnace wall areas outside the test panel. The purpose of the UT survey was to generate the baseline data so that the corrosion wastage associated with the operation of Low NO{sub x} Cell Burners (LNCB{trademark} burner) could be quantitatively determined. The corrosion test panel in JMSS4 was examined in April 1993 after the first 15-month operation of the LNCB{trademark} burners. Details of the corrosion analysis and UT data were documented in the Long-Term Testing Report. The second JMSS4 outage following the LNCB{trademark} burner retrofit took place in September 1944. Up to this point, the test panel in JMSS4 had been exposed to the corrosive combustion environment for approximately 31 months under normal boiler operation of JMSS4. This test period excluded the down time for the April 1993 outage. During the September 1994 outage, 70 tube samples of approximately one-foot length were cut from the bottom of the test panel. These samples were evaluated by the Alliance Research Center of B&W using the same metallurgical techniques as those employed for the previous outage. In addition, UT measurements were taken on the same locations of the lower furnace walls in JMSS4 as those during the prior outages. Results of the metallurgical analyses and UT surveys from different exposure times were compared, and the long-term performance of waterwall materials was analyzed. The corrosion data obtained from the long-term field study at JMSS4 after 32 months of LNCB{trademark} burner operation are summarized in this report.

The digital numbers of each Landsat scene were converted to radiance and the temperature was calculated in degrees Kelvin and then converted to degrees Celsius for each land cover type using the emissivity of that cover type. And this process was repeated for each of the land cover types (open water, barren, deciduous forest and evergreen forest, mixed forest, shrub/scrub, grassland/herbaceous, pasture hay, and cultivated crops). The temperature of each pixel within each scene was calculated using the thermal band. In order to calculate the temperature an average emissivity value was used for each land cover type within each scene. The NLCD 2001 land cover classification raster data of the zones that cover Colorado were downloaded from USGS site and used to identify the land cover types within each scene.     This report presents the results of the independent certified public accountants` audit of the Western Area Power Administration`s combined power system statements of assets, Federal investment and liabilities, and the related combined statements of revenues, expenses and accumulated net revenues, and cash flows. The auditors` report on Westerns internal control structure disclosed three new reportable conditions concerning the lack of: (1) a reconciliation of stores inventory from subsidiary ledgers to summary financial information, (2) communication of interest during construction and related adjustments to interest on Federal investment, and (3) a system to prevent and detect power billing errors. None of the conditions were considered to be material weaknesses. Western provided concurrence and corrective action plans. The auditors` report on Western`s compliance with laws and regulations also disclosed two new instances of noncompliance. Western failed to calculate nonreimbursable expenses in accordance with the Grand Canyon Protection Act and had an unexplained difference in gross Federal investment balances used to calculate interest on Federal investment. Western provided concurrence and corrective action plans for the instances.

GPS Analyze at Massachusetts Institute of Technology (GAMIT) software and Global Kalman Filter (GLOBK) software are used to process the GPS signal to estimate the vertical velocities of the CGPS station. In order to minimize noise due to atmospheric delay, Vienna Mapping Function 1 (VMF1) is used as atmospheric parameter model and include daily IONEX file provided by the Center for Orbit Determination in Europe (CODE) as well. It improves GAMIT daily position accuracy up to 0.8 mm. In a second step of processing, the GLOBK is used in order to estimate site positions and velocities in the ITRF08 reference frame. The result shows that the uncertainties of estimated displacement velocity at all CGPS stations are smaller than 1.5 mm/yr. The subsided deformation patterns are seen at the northern and southern part of west Sumatra. The vertical deformation at northern part of west Sumatra indicates postseismic phase associated with the 2010 and 2012 Northern Sumatra earthquakes and also the long-term postseismic associated with the 2004 and 2005 Northern Sumatra earthquakes. The uplifted deformation patterns are seen from Bukit Tinggi to Seblat which indicate a long-term interseismic phase after the 2007 Bengkulu earthquake and 2010 Mentawai earthquake. GANO station shows a subsidence at rate 12.25 mm/yr, indicating the overriding Indo-Australia Plate which is dragged down by the subducting Southeast Asian Plate.
