    2003-03-21

We present multiepoch Very Large Array (VLA) observations at 1.4 GHz, 4.9 GHz, 8.5 GHz and 14.9 GHz for a sample of eight RS CVn binary systems. Circular polarization measurements of these systems are also reported. Most of the fluxes observed are consistent with incoherent emission from mildly relativistic electrons. Several systems show an increase of the degree of circular polarization with increasing frequency in the optically thin regime, in conflict with predictions by gyrosynchrotron models. We observed a reversal in the sense of circular polarization with increasing frequency in three non-eclipsing systems: EI Eri, DM Uma and HD 8358. We find clear evidence for coherent plasma emission at 1.4 GHz in the quiescent spectrum of HD 8358 during the helicity reversal. The degrees of polarization of the other two systems could also be accounted for by a coherent emission process. The observations of ER Vul revealed two U-shaped flux spectra at the highest frequencies. The U-shape of the spectra may be accounted for by an optically thin gyrosynchrotron source for the low frequency part whereas the high frequency part is dominated by a thermal emission component.

    2001-08-01

We used the 6.5m MMT to obtain a spectrum of the AM CVn star CP Eri in quiescence. The spectrum is dominated by He I emission lines, which are clearly double peaked with a peak-to-peak separation of ~1900 km/s. The spectrum is similar to that of the longer period AM CVn systems GP Com and CE 315, linking the short and the long period AM CVn systems. In contrast with GP Com and CE 315, the spectrum of CP Eri does not show a central 'spike' in the line profiles, but it does show lines of SiII in emission. The presence of these lines indicates that the material being transferred is of higher metallicity than in GP Com and CE 315, which, combined with the low proper motion of the system, probably excludes a halo origin of the progenitor of CP Eri. We constrain the primary mass to M_1>0.27 M_sun and the orbital inclination to 33 degr < i < 80 degr. The presence of the He I lines in emission opens up the possibility for phase resolved spectroscopic studies which allows a determination of the system parameters and a detailed study of helium accretion disks under highly varying circumstances.

  9. He-Accreting WDs: AM CVn stars with WD Donors

    E-Print Network [OSTI]

    Piersanti, Luciano; Tornambe', Amedeo

    2015-01-01

We study the physical and evolutionary properties of the "WD family" of AM CVn stars by computing realistic models of IDD systems. We evaluate self-consistently both the mass transfer rate from the donor, as determined by GW emission and interaction with the binary companion, and the thermal response of the accretor to mass deposition. We find that, after the onset of mass transfer, all the considered systems undergo a strong non-dynamical He-flash. However, due to the compactness of these systems, the expanding accretors fill their Roche lobe very soon, thus preventing the efficient heating of the external layers of the accreted CO WDs. Moreover, due to the loss of matter from the systems, the orbital separations enlarge and mass transfer comes to a halt. The further evolution depends on the value of \\mdot\\, after the donors fill again their lobe. On one hand, if the accretion rate, as determined by the actual value of (M_don,M_acc), is high enough, the accretors experience several He-flashes of decreasing s...

    2015-01-01

DG CVn is a binary system in which one of the components is an M type dwarf ultra fast rotator, only three of which are known in the solar neighborhood. Observations of DG CVn by the Swift satellite and several ground-based observatories during its super-flare event on 2014 allowed us to perform a complete hard X-ray - optical follow-up of a super-flare from the red-dwarf star. The observations support the fact that the super-flare can be explained by the presence of (a) large active region(s) on the surface of the star. Such activity is similar to the most extreme solar flaring events. This points towards a plausible extrapolation between the behaviour from the most active red-dwarf stars and the processes occurring in the Sun.

    2004-08-10

BVR photometry of a recently identified RS CVn binary star HD61396, carried out during 2001, is presented. The new photometry reveal significant evolution in the shape and amplitude of light curve when compared with those reported earlier by Padmakar etal (2000). The traditional two-starspot model has been used to obtain the spot parameters from the observed light curve. Changes in the spot area and their location on the stellar surface are discernible from the extracted parameters from the new photometry.

We report the discovery and characterisation of a deeply eclipsing AM CVn-system, Gaia14aae (= ASSASN-14cn). Gaia14aae was identified independently by the All-Sky Automated Survey for Supernovae (ASAS-SN; Shappee et al. 2014) and by the Gaia Science Alerts project, during two separate outbursts. A third outburst is seen in archival Pan-STARRS-1 (PS1; Schlafly et al. 2012; Tonry et al. 2012; Magnier et al. 2013) and ASAS-SN data. Spectroscopy reveals a hot, hydrogen-deficient spectrum with clear double-peaked emission lines, consistent with an accreting double degenerate classification. We use follow-up photometry to constrain the orbital parameters of the system. We find an orbital period of 49.71 min, which places Gaia14aae at the long period extremum of the outbursting AM CVn period distribution. Gaia14aae is dominated by the light from its accreting white dwarf. Assuming an orbital inclination of 90 degrees for the binary system, the contact phases of the white dwarf lead to lower limits of 0.78 M solar an...

To measure the properties of both components of the RS CVn binary sigma Geminorum (sigma Gem), we directly detect the faint companion, measure the orbit, obtain model-independent masses and evolutionary histories, detect ellipsoidal variations of the primary caused by the gravity of the companion, and measure gravity darkening. We detect the companion with interferometric observations obtained with the Michigan InfraRed Combiner (MIRC) at Georgia State University's Center for High Angular Resolution Astronomy (CHARA) Array with a primary-to-secondary H-band flux ratio of 270+/-70. A radial velocity curve of the companion was obtained with spectra from the Tillinghast Reflector Echelle Spectrograph (TRES) on the 1.5-m Tillinghast Reflector at Fred Lawrence Whipple Observatory (FLWO). We additionally use new observations from the Tennessee State University Automated Spectroscopic and Photometric Telescopes (AST and APT, respectively). From our orbit, we determine model-independent masses of the components (M_1 ...

    2010-01-01

We have obtained high-resolution spectroscopy, optical interferometry, and long-term broad band photometry of the ellipsoidal primary of the RS CVn-type binary system zeta And. Based on the optical interferometry the apparent limb darkened diameter of zeta And is 2.55 +/- 0.09 mas using a uniform disk fit. The Hipparcos distance and the limb-darkened diameter obtained with a uniform disk fit give stellar radius of 15.9 +/- 0.8 Rsolar, and combined with bolometric luminosity, it implies an effective temperature of 4665 +/- 140 K. The temperature maps obtained from high resolution spectra using Doppler imaging show a strong belt of equatorial spots and hints of a cool polar cap. The equatorial spots show a concentration around the phase 0.75. This spot configuration is reminiscent of the one seen in the earlier published temperature maps of zeta And. Investigation of the Halpha line reveals both prominences and cool clouds in the chromosphere. Long-term photometry spanning 12 years shows hints of a spot activit...

{\\it Kepler} satellite photometry and phase-resolved spectroscopy of the ultracompact AM CVn type binary SDSS J190817.07+394036.4 are presented. The average spectra reveal a variety of weak metal lines of different species, including silicon, sulphur and magnesium as well as many lines of nitrogen, beside the strong absorption lines of neutral helium. The phase-folded spectra and the Doppler tomograms reveal an S-wave in emission in the core of the He I 4471 \\AA\\,absorption line at a period of $P_{\\rm orb}=1085.7\\pm2.8$\\,sec identifying this as the orbital period of the system. The Si II, Mg II and the core of some He I lines show an S-wave in absorption with a phase offset of $170\\pm15^\\circ$ compared to the S-wave in emission. The N II, Si III and some helium lines do not show any phase variability at all. The spectroscopic orbital period is in excellent agreement with a period at $P_{\\rm orb}=1085.108(9)$\\,sec detected in the three year {\\it Kepler} lightcurve. 2011-01-01

Enterprise Architecture defines the overall form and function of systems across an enterprise involving the stakeholders and providing a framework, standards and guidelines for project-specific architectures. Project-specific Architecture defines the form and function of the systems in a project or program, within the context of the enterprise as a whole with broad scope and business alignments. Application-specific Architecture defines the form and function of the applications that will be developed to realize functionality of the system with narrow scope and technical alignments. Because of the magnitude and complexity of any enterprise integration project, a major engineering and operations planning effort must be accomplished prior to any actual integration work. As the needs and the requirements vary depending on their volume, the entire enterprise problem can be broken into chunks of manageable pieces. These pieces can be implemented and tested individually with high integration effort. Therefore it bec...

Highlights: • We analyse ICT equipment reuse operations of socio-economic enterprises. • Most common ICT products dealt with are computers and related equipment. • In the UK in 2010, ?143,750 appliances were reused. • Marketing and legislative difficulties are the common hurdles to reuse activities. • Socio-economic enterprises can significantly contribute to resource efficiency. - Abstract: In Europe, socio-economic enterprises such as charities, voluntary organisations and not-for-profit companies are involved in the repair, refurbishment and reuse of various products. This paper characterises and analyses the operations of socio-economic enterprises that are involved in the reuse of Information and Communication Technology (ICT) equipment. Using findings from a survey, the paper specifically analyses the reuse activities of socio-economic enterprises in the UK from which Europe-wide conclusions are drawn. The amount of ICT products handled by the reuse organisations is quantified and potential barriers and opportunities to their operations are analysed. By-products from reuse activities are discussed and recommendations to improve reuse activities are provided. The most common ICT products dealt with by socio-economic enterprises are computers and related equipment. In the UK in 2010, an estimated 143,750 appliances were reused. However, due to limitations in data, it is difficult to compare this number to the amount of new appliances that entered the UK market or the amount of waste electrical and electronic equipment generated in the same period. Difficulties in marketing products and numerous legislative requirements are the most common barriers to reuse operations. Despite various constraints, it is clear that organisations involved in reuse of ICT could contribute significantly to resource efficiency and a circular economy. It is suggested that clustering of their operations into “reuse parks” would enhance both their profile and their products. Reuse parks would also improve consumer confidence in and subsequently sales of the products. Further, it is advocated that industrial networking opportunities for the exchange of by-products resulting from the organisations’ activities should be investigated. The findings make two significant contributions to the current literature. One, they provide a detailed insight into the reuse operations of socio-economic enterprises. Previously unavailable data has been presented and analysed. Secondly, new evidence about the by-products/materials resulting from socio-economic enterprises’ reuse activities has been obtained. These contributions add substantially to our understanding of the important role of reuse organisations.

While wide-area Internet traffic has been heavily studied for many years, the characteristics of traffic inside Internet enterprises remain almost wholly unexplored. Nearly all of the studies of enterprise traffic available in the literature are well over a decade old and focus on individual LANs rather than whole sites. In this paper we present a broad overview of internal enterprise traffic recorded at a medium-sized site. The packet traces span more than 100 hours, over which activity from a total of several thousand internal hosts appears. This wealth of data--which we are publicly releasing in anonymized form--spans a wide range of dimensions. While we cannot form general conclusions using data from a single site, and clearly this sort of data merits additional in-depth study in a number of ways, in this work we endeavor to characterize a number of the most salient aspects of the traffic. Our goal is to provide a first sense of ways in which modern enterprise traffic is similar to wide-area Internet traffic, and ways in which it is quite different.

Deploying cloud computing in an enterprise infrastructure bring significant security concerns. Successful implementation of cloud computing in an enterprise requires proper planning and understanding of emerging risks, threats, vulnerabilities, and possible countermeasures. We believe enterprise should analyze the company/organization security risks, threats, and available countermeasures before adopting this technology. In this paper, we have discussed security risks and concerns in cloud computing and enlightened steps that an enterprise can take to reduce security risks and protect their resources. We have also explained cloud computing strengths/benefits, weaknesses, and applicable areas in information risk management.

  17. Future of the Department of Energy's uranium enrichment enterprise

    SciTech Connect (OSTI)

    Sewell, P.G.

    1991-11-01

The national energy strategy (NES) developed at President Bush's direction provides a focus for the US Department of Energy (DOE) future policy and funding initiatives including those of the uranium enrichment enterprise. The NES identifies an important and continuing role for nuclear energy as part of a balanced array of energy sources for meeting US energy needs, especially the growing demand for electricity. For many years, growth in US electricity demand has exhibited a strong correlation with growth in gross national product. NEW projections indicate that the US will need between 190 and 275 GW of additional system capacity by 2010. In order to unable nuclear power to help meet this need, the NEW establishes basic objectives for nuclear power. These objectives are to have a first order of a new nuclear power plant by 1995 and to have such a plant operational by 2000. The expansion of nuclear power anticipated in the NEW affirms a continuing need for a strong domestic uranium enrichment services supply capability. In terms of the future outlook for uranium enrichment, the atomic vapor laser isotope separation (AVLIS) technology continues to hold great promise for commercial application. If AVLIS efforts are successful, significant financial benefits from the commercial use of AVLIS will be realized by customers and the AVLIS deployment entity by approximately the year 2000 and thereafter.

  18. Examining Technology, Structure and Identity During an Enterprise System Implementation

    SciTech Connect (OSTI)

    Alvarez, Rosio

    2008-11-12

This paper presents a longitudinal study of an Enterprise System (ES) implementation by critically examining the discursive context in which an ES implementation unfolds. The findings show that users strongly supported the ES in the earlier stage of implementation when the technology was an imaginary phenomenon. However, in later stages, when the technology is in use, user support was not consistent. In this phase the ES produces loss of control and an inability to function as an arbiter of fairness (in allocating resources associated with the system) thereby directly challenging existing professional identities and roles. These outcomes, in turn, generate acts of resistance on the part of workers. Users reach inside the technology and reshape it by devising creative workarounds that produce a sense of reskilling to counter the deskilling produced by the loss of control and power. The analysis also shows that an ES is a complex social phenomenon that is intricately linked to and complicit in shaping organizational structure and identity. In particular this study shows how technology, structure, and identity are in a mutually constitutive relationship.

The Savannah River Site (SRS) is re-purposing its vast array of assets (including H Canyon - a nuclear chemical separation plant) to solve issues regarding advanced nuclear fuel cycle technologies, nuclear materials processing, packaging, storage and disposition. The vehicle for this transformation is Enterprise SRS which presents a new, radical view of SRS as a united endeavor for 'all things nuclear' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into SRS facilities but also in other facilities in conjunction with on-going missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, a center for applied nuclear materials processing and engineering research has been established in SRS.

This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system.

The U.S. Department of Energy Strategic Petroleum Reserve stores crude oil in caverns solution-mined in salt domes along the Gulf Coast of Louisiana and Texas. The CaveMan software program has been used since the late 1990s as one tool to analyze pressure mea- surements monitored at each cavern. The purpose of this monitoring is to catch potential cavern integrity issues as soon as possible. The CaveMan software was written in Microsoft Visual Basic, and embedded in a Microsoft Excel workbook; this method of running the CaveMan software is no longer sustainable. As such, a new version called CaveMan Enter- prise has been developed. CaveMan Enterprise version 1.0 does not have any changes to the CaveMan numerical models. CaveMan Enterprise represents, instead, a change from desktop-managed work- books to an enterprise framework, moving data management into coordinated databases and porting the numerical modeling codes into the Python programming language. This document provides a report of the code validation and verification testing.

This paper deals with how to manage effectively in the design, implementation and support of an IT infrastructure at an enterprise level. This particular management is lacking in today's IT infrastructure scenario. Just implementation is not sufficient for an NON-IT industry, they need a proper support in the infrastructure like documentation, support work flow, ticketing systems (used for IT related issue either hardware or software) etc... Many organizations spend a lot of money for this support and they expect a lot from the provider. Many providers sign in the SLA that they will provide them with an excellent support, but 80-90% it doesn't happen. Many times they don't meet the expectations of their client. So how to make these expectations being met 100% for the client? That is what is going to be discussed in this paper with respect to ITIL framework and other technical terminologies.

CNE has conducted a feasibility study on the Chilocco property in north-central Oklahoma since the grant award on July 20, 2003. This study has concluded that there is sufficient wind for a wind farm and that with the Production Tax Credits and Green Tags, there will be sufficient energy to, not only cover the costs of the Nation’s energy needs, but to provide a profit. CNE has developed a wind energy team and is working independently and with industry partners to bring its renewable energy resources to the marketplace. We are continuing with the next phase in conducting avian, cultural and transmission studies, as well as continuing to measure the wind with the SoDAR unit. Cherokee Nation Enterprises, Inc. is a wholly-owned corporation under Cherokee Nation and has managed the Department of Energy grant award since July 20, 2003. In summary, we have determined there is sufficient wind for a wind farm at the Chilocco property where Cherokee Nation owns approximately 4,275 acres. The primary goal would be more of a savings in light of the electricity used by Cherokee Nation and its entities which totals an estimated eight million dollars per year. Cherokee Nation Enterprises (CNE), working independently and with industry partners, plans to bring its renewable energy resources into the marketplace through a well-documented understanding of our undeveloped resource. Our plan is to cultivate this resource in a way that will ensure the development and use for our energy will be in an environmentally and culturally acceptable form.

In the last three decades, there has been an exponential growth in the area of information technology providing the information processing needs of data-driven businesses in government, science, and private industry in the form of capturing, staging, integrating, conveying, analyzing, and transferring data that will help knowledge workers and decision makers make sound business decisions. Data integration across enterprise warehouses is one of the most challenging steps in the big data analytics strategy. Several levels of data integration have been identified across enterprise warehouses: data accessibility, common data platform, and consolidated data model. Each level of integration has its own set of complexities that requires a certain amount of time, budget, and resources to implement. Such levels of integration are designed to address the technical challenges inherent in consolidating the disparate data sources. In this paper, we present a methodology based on industry best practices to measure the readiness of an organization and its data sets against the different levels of data integration. We introduce a new Integration Level Model (ILM) tool, which is used for quantifying an organization and data system s readiness to share data at a certain level of data integration. It is based largely on the established and accepted framework provided in the Data Management Association (DAMA-DMBOK). It comprises several key data management functions and supporting activities, together with several environmental elements that describe and apply to each function. The proposed model scores the maturity of a system s data governance processes and provides a pragmatic methodology for evaluating integration risks. The higher the computed scores, the better managed the source data system and the greater the likelihood that the data system can be brought in at a higher level of integration.

Purpose: To describe the processes and benefits of the integrating healthcare enterprises in radiation oncology (IHE-RO). Methods: The IHE-RO process includes five basic steps. The first step is to identify common interoperability issues encountered in radiation treatment planning and the delivery process. IHE-RO committees partner with vendors to develop solutions (integration profiles) to interoperability problems. The broad application of these integration profiles across a variety of vender platforms is tested annually at the Connectathon event. Demonstration of the seamless integration and transfer of patient data to the potential users are then presented by vendors at the public demonstration event. Users can then integrate these profiles into requests for proposals and vendor contracts by institutions. Results: Incorporation of completed integration profiles into requests for proposals can be done when purchasing new equipment. Vendors can publish IHE integration statements to document the integration profiles supported by their products. As a result, users can reference integration profiles in requests for proposals, simplifying the systems acquisition process. These IHE-RO solutions are now available in many of the commercial radiation oncology-related treatment planning, delivery, and information systems. They are also implemented at cancer care sites around the world. Conclusions: IHE-RO serves an important purpose for the radiation oncology community at large.

The Savannah River Site (SRS) is repurposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, strategic view of SRS as a united endeavor for “all things nuclear” as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with ongoing missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The DOE Savannah River Operations Office, Savannah River Nuclear Solutions, and the Savannah River National Laboratory (SRNL) have established a center for applied nuclear materials processing and engineering research (hereafter referred to as the Center). The key objective of this initiative is to bridge the gap between promising transformational nuclear materials management advancements and large-scale deployment of the technology by using SRS assets (e.g. facilities, staff, and property) for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. The Center will coordinate the demonstration of R&D technologies and serve as the interface between the engineering-scale demonstration and the R&D programs, essentially providing cradle-to-grave support to the R&D team during the demonstration. While the initial focus of the Center will be on the effective use of SRS assets for these demonstrations, the Center also will work with research teams to identify opportunities to perform R&D demonstrations at other facilities. Unique to this approach is the fact that these SRS assets will continue to accomplish DOE’s critical nuclear material missions (e.g., processing in H-Canyon and plutonium storage in K-Area). These demonstrations can be accomplished in a more cost-effective manner through the use of existing facilities in conjunction with ongoing missions. Essentially, the R&D program would not need to pay the full operational cost of a facility, just the incremental cost of performing the demonstration. Current Center activities have been focused on integrating advanced safeguards monitoring technology demonstrations into the SRS H-Canyon and advanced location technology demonstrations into K-Area Materials Storage. These demonstrations are providing valuable information to researchers and program owners. In addition these demonstrations are providing the Center with an improved protocol for demonstration management that can be exercised across the entire SRS (and to offsite venues) to ensure that future demonstrations are done efficiently and provide an opportunity to use these unique assets for multiple purposes involving national laboratories, academia, and commercial entities. Key among the envisioned future use of SRS assets is the demonstration of new radioactive waste management technologies critical for advancing the mission needs of the DOE-EM program offices in their efforts to cleanup 107 sites across the United States. Of particular interest is the demonstration of separations technologies in H-Canyon. Given the modular design of H-Canyon, those demonstrations would be accomplished using a process frame. The demonstration equipment would be installed on the process frame and that frame would then be positioned into an H-Canyon cell so that the demonstration is performed in a radiological environment involving prototypic nuclear materials.

The concept is to install processing equipment on frames. The frames are then positioned into an H-Canyon cell and testing in a relevant radiological environment involving prototypic radioactive materials can be performed.

The purpose of the project was to develop the processes for using commercial off-the-shelf (COTS) parts for WR production and to put in place a system for implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. Much of the effort was devoted to determining if the use of COTS parts was possible. A basic question: How does the Nuclear Weapons Complex (NWC) begin to use COTS in the weapon Stockpile Life Extension Programs with high reliability, affordability, while managing risk at acceptable levels? In FY00, it was determined that a certain weapon refurbishment program could not be accomplished without the use of COTS components. The elements driving the use of COTS components included decreased cost, greater availability, and shorter delivery time. Key factors that required implementation included identifying the best suppliers and components, defining life cycles and predictions of obsolescence, testing the feasibility of using COTS components with a test contractor to ensure capability, as well as quality and reliability, and implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. The primary effort of this project then was to concentrate on the risks involved in the use of COTS and address the issues of part and vendor selection, procurement and acceptance processes, and qualification of the parts via part and sample testing. The Enterprise Component Information System (eCIS) was used to manage the information generated by the COTS process. eCIS is a common interface for both the design and production of NWC components and systems integrating information between SNL National Laboratory (SNL) and the Kansas City Plant (KCP). The implementation of COTS components utilizes eCIS from part selection through qualification release. All part related data is linked across an unclassified network for access by both SNL and KCP personnel. The system includes not only NWC part information but also includes technical reference data for over 25 Million electronic and electromechanical commercial and military parts via a data subscription. With the capabilities added to the system through this project, eCIS provides decision support, parts list/BOM analysis, editing, tracking, workflows, reporting, and history/legacy information integrating manufacturer reference, company technical, company business, and design data.

This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

US DOE national laboratories and Russian institutes are becoming increasingly cooperative in support of nonproliferation of nuclear materials. This paper describes completed projects, current work, and areas of possible future cooperation between US laboratories and a Russian Ministry of Atomic Energy (MINATOM) entity, Special Scientific and Production State Enterprise (SNPO). The Kurchatov Institute, SNPO, and the US national laboratories jointly completed a physical protection system (PPS) for a facility housing two reactors at Kurchatov Institute within a very short time frame in 1994. Spin- off projects from this work resulted in a US-witnessed acceptance test of the new system adhering to a procedure adopted in Russia, and visits by DOE laboratories` personnel to SNPO`s sensor development and test facilities at Dubna and Penza. SNPO was one of the MINATOM sites at which Lawrence Livermore National Laboratory and Sandia National Laboratories (SNL) conducted a vulnerability assessment training course. Current cooperative projects include additional physical protection upgrades at Kurchatov where SNPO is involved as an installer and supplier of sensors, alarm display, video, and fiber optic equipment. Two additional contracts between SNL and SNPO result in information on Russian sensor performance and cost and an exchange of US and Russian sensors. Russian sensors will be tested in the United States,a nd US sensors will be tested in Russia. Pacific Northwest Laboratory administers a contract to document the process of certifying physical protection equipment for use at MINATOM facilities. Recent interest in transportation security has opened a new area of cooperation between the national laboratories and SNPO. Future projects are expected to include SNPO participation in physical protection upgrades at other locations in Russia, pedestrian and vehicle portal development, positive personnel identifier testing, and the exchange and testing of additional equipment.

Purpose: Medical display monitor calibration and quality control present challenges to medical physicists. The purpose of this work is to demonstrate and share experiences with an open source package that allows for both initial monitor setup and routine performance evaluation. Methods: A software package, pacsDisplay, has been developed over the last decade to aid in the calibration of all monitors within the radiology group in our health system. The software is used to calibrate monitors to follow the DICOM Grayscale Standard Display Function (GSDF) via lookup tables installed on the workstation. Additional functionality facilitates periodic evaluations of both primary and secondary medical monitors to ensure satisfactory performance. This software is installed on all radiology workstations, and can also be run as a stand-alone tool from a USB disk. Recently, a database has been developed to store and centralize the monitor performance data and to provide long-term trends for compliance with internal standards and various accrediting organizations. Results: Implementation and utilization of pacsDisplay has resulted in improved monitor performance across the health system. Monitor testing is now performed at regular intervals and the software is being used across multiple imaging modalities. Monitor performance characteristics such as maximum and minimum luminance, ambient luminance and illuminance, color tracking, and GSDF conformity are loaded into a centralized database for system performance comparisons. Compliance reports for organizations such as MQSA, ACR, and TJC are generated automatically and stored in the same database. Conclusion: An open source software solution has simplified and improved the standardization of displays within our health system. This work serves as an example method for calibrating and testing monitors within an enterprise health system.

    2005-07-28

In this paper the implementation plans and preparations for installation of the Fissile Mass Flow Monitor (FMFM) equipment at the Siberian Chemical Enterprise (SChE), Seversk, Russia, are presented. The FMFM, developed by Oak Ridge National Laboratory, is part of the Blend Down Monitoring System (BDMS) for the U.S. Department of Energy Highly Enriched Uranium (HEU) Transparency Implementation Program. The BDMS provides confidence to the United States that the Russian nuclear facilities supplying the lower assay ({approx}4%) product low enriched uranium (PLEU) to the United States from down-blended weapon-grade HEU are meeting the nonproliferation goals of the government-to-government HEU purchase agreement signed between the Russian Federation and the United States in 1993. The first BDMS has been operational at Ural Electrochemical Integrated Plant, Novouralsk, since February 1999. The second BDMS has been operational at Electro Chemical Plant, Zelenogorsk, since March 2003. These systems are successfully providing HEU transparency data to the United States. The third BDMS was successfully installed on the HEU down-blending tee in the SChE Enrichment Plant in October 2004. The FMFM makes use of a set of thermalized {sup 252}Cf spontaneous neutron sources for modulated fission activation of the UF{sub 6} gas stream for measuring the {sup 235}U fissile mass flow rate. To do this, the FMFM measures the transport time of the fission fragments created from the fission activation process under the modulated source to the downstream detectors by detecting the delayed gamma rays from the fission fragments retained in the flow. The FMFM provides unattended nonintrusive measurements of the {sup 235}U mass flow of the UF{sub 6} gas in the blending tee legs of HEU, the LEU blend stock, and the resulting P-LEU. The FMFM also confirms that highly enriched UF{sub 6} gas identified in the HEU leg flows through the blending tee into the P-LEU leg. This report contains details of the SChE FMFM equipment characteristics as well as the technical installation requirements and the latest measurement results.

During the 1992 reline of the No. 3 blast furnace, three new stoves were constructed. The design of the stoves, equipped with internal ceramic burners, was for providing a hot blast temperature of 2,000 F at a wind rate of 140,000 SCFM. After 3 years the performance had deteriorated so the burners were cleaned. When a second cleaning did not improve the performance of No. 3 blast furnace, it was decided to repair the refractory while still hot. The paper describes the hot repair procedures, taking a stove off for repairs, maintenance heat up during repairs, two stove operation, stove commissioning, repair of a ceramic burner, and wet gas prevention.

This report presents the results of our efforts to apply high-performance computing to entity-based simulations with a multi-use plugin for parallel computing. We use the term 'Entity-based simulation' to describe a class of simulation which includes both discrete event simulation and agent based simulation. What simulations of this class share, and what differs from more traditional models, is that the result sought is emergent from a large number of contributing entities. Logistic, economic and social simulations are members of this class where things or people are organized or self-organize to produce a solution. Entity-based problems never have an a priori ergodic principle that will greatly simplify calculations. Because the results of entity-based simulations can only be realized at scale, scalable computing is de rigueur for large problems. Having said that, the absence of a spatial organizing principal makes the decomposition of the problem onto processors problematic. In addition, practitioners in this domain commonly use the Java programming language which presents its own problems in a high-performance setting. The plugin we have developed, called the Parallel Particle Data Model, overcomes both of these obstacles and is now being used by two Sandia frameworks: the Decision Analysis Center, and the Seldon social simulation facility. While the ability to engage U.S.-sized problems is now available to the Decision Analysis Center, this plugin is central to the success of Seldon. Because Seldon relies on computationally intensive cognitive sub-models, this work is necessary to achieve the scale necessary for realistic results. With the recent upheavals in the financial markets, and the inscrutability of terrorist activity, this simulation domain will likely need a capability with ever greater fidelity. High-performance computing will play an important part in enabling that greater fidelity.

    Lewis, J.D.

    1982-03-05

America may have once led the world in economic development based on technology, but US firms are no longer matching foreign competitors in either the domestic or world markets. Mr. Lewis feels that much of the US supremacy was a post-war phenomenon due to European refugee scientists. Economic and technological strength are more fundamental than deregulation, low expenditures for research and development, lack of capital and long-range planning, and other arguments that, if reversed, would revitalize American industry. The author reviews the relationship of technology and economic growth, pointing out that Japanese industry has faced many of the same problems with different behavior patterns. The variations in behavior due to differences in social values, priorities, and attitudes affect individual performance and response to innovation. Inflation increases the pressure for short-term gains and encourages analytical management. Mr. Lewis thinks that, for international competition to move Americans to develop a sense of common interest between labor and management and producer and consumer, industry must lead the effort to unmask the adversarial barriers to mutual trust. 52 references, 1 figure, 3 tables. 10. Economic Assessment of a Conceptual Biomass to Liquids Bio-Syntrolysis Plant

    SciTech Connect (OSTI)

    M. M. Plum; G. L. Hawkes

    2010-06-01

A series of assessments evaluated the economic efficiency of integrating a nuclear electric power plant with a biomass to SynFuel plant under three market scenarios. Results strongly suggest that a nuclear assisted-BioSyntrolysis Process would be as cost competitive as other carbon feedstock to liquid fuels concepts while having significant advantages regarding CO2 greenhouse gas production. This concept may also be competitive for those energy markets where energy dense, fossil fuels are scarce while wind, hydroelectric, or other renewable energy sources can be produced at a relatively low cost. At this time, a realistic vision of this technology’s deployment of a biomass to synfuel plants powered by a nuclear 1100 MWe reactor. Accompanying an area of 25 miles by 25 miles, this integrated Enterprise could produce 24,000 BBLs of SynFuel daily; or 0.2% of the U.S.’s imported oil.

  15. The active personnel dosimeter---APFEL enterprises superheated drop detector

    SciTech Connect (OSTI)

    Ipe, N.E.; Donahue, R.J.; Busick, D.D.

    1991-03-01

The Active Personnel Dosimeter (APD) provides a digital readout of events caused by neutrons interacting with superheated liquid droplets. The droplets are suspended in a gel held in a replaceable cartridge. Upon neutron interaction, the superheated droplet vaporizes, forming a bubble. The sound produced in this process is recorded by transducers that sense the accompanying pressure pulse. The APD electronically discriminates against spurious noise and vibration. Studies with the production prototype APDs indicate that the detector response is linear up to about 0.40 mSv, with large variations sometimes from predicted values and between cartridges at higher dose equivalents. The response to standard neutron sources (bare {sup 252}Cf, PuBe, PuB, PuF, PuLi) is reported and compared with the expected response. Unirradiated cartridges self-nucleate when heated to temperatures of 46{degrees}C. The APD is insensitive to low-energy photons but responds to high-energy photons and electrons. 8 refs., 2 figs., 3 tabs.
