The Galactic bulge source MOA-2010-BLG-523S exhibited short-term deviations from a standard microlensing light curve near the peak of an A {sub max} {approx} 265 high-magnification microlensing event. The deviations originally seemed consistent with expectations for a planetary companion to the principal lens. We combine long-term photometric monitoring with a previously published high-resolution spectrum taken near peak to demonstrate that this is an RS CVn variable, so that planetary microlensing is not required to explain the light-curve deviations. This is the first spectroscopically confirmed RS CVn star discovered in the Galactic bulge.

This is the AmeriFlux version of the carbon flux data for the site US-Ses Sevilleta shrubland. Site Description - The Sevilleta Desert Shrubland site is located within the McKenzie Flats area of the Sevilleta National Wildlife Refuge (NWR), central New Mexico. Historically, this area has been used for livestock grazing; however, the McKenzie Flats have not been grazed since 1973 and the effects of this previous grazing are considered negligible for the purposes of this study. As the name suggests, McKenzie Flats is an extensive (~130 km2), nearly flat, mixed-species desert grassland bounded on the east by Los Pinos Mountains and on the west by the Rio Grande.

  11. Coordinated optical and ultraviolet observations of short period RS CVn and W UMa type stars

    SciTech Connect (OSTI)

    Newmark, J.S.

    1990-01-01

Data from the Fiber Optic Echelle Charge Coupled Device (CCD) Spectrograph at KPNO as well as IUE data were analyzed in this study of short period RS CVn and W UMa type binaries. Optical data were analyzed using a spectral subtraction technique to find excess emission (or absorption) in the component spectra. Analysis of data for the W UMa type contact binary VW Cep strongly suggests the existence of extended material near the contact region but clearly outside the Roche lobes. This material is presumably confined in magnetic loops bridging the two components. Making simple assumptions, the density can be estimated at 4 to 5 times 10 {sup 12} cm (sup {minus}3). A possible prominence was also detected on the secondary component of the detached short period RS CVn system DH Leo.

We report on PTF1 J191905.19+481506.2, a newly discovered, partially eclipsing, outbursting AM CVn system found in the Palomar Transient Factory synoptic survey. This is only the second known eclipsing AM CVn system. We use high-speed photometric observations and phase-resolved spectroscopy to establish an orbital period of 22.4559(3) minutes. We also present a long-term light curve and report on the normal and super-outbursts regularly seen in this system, including a super-outburst recurrence time of 36.8(4) days. We use the presence of the eclipse to place upper and lower limits on the inclination of the system and discuss the number of known eclipsing AM CVn systems versus what would be expected.

We describe an enterprise middleware system that integrates, from a user’s perspective, data located on disparate data storage devices without imposing additional requirements upon those storage mechanisms. The system provides advanced search capabilities by exploiting a repository of metadata that describes the integrated data. This search mechanism integrates information from a collection of XML metadata documents with diverse schema. Users construct queries using familiar search terms, and the enterprise system uses domain representations and vocabulary mappings to translate the user’s query, expanding the search to include other potentially relevant data. The enterprise architecture allows flexibility with respect to domain dependent processing of user data and metadata

  9. Value Modeling for Enterprise Resilience

    SciTech Connect (OSTI)

Henderson, Dale L.; Lancaster, Mary J.

    2015-10-20

Abstract. The idea that resilience is a tangible, measureable, and desirable system attribute has grown rapidly over the last decade beyond is origins in explaining ecological, physiological, psychological, and social systems. Operational enterprise resilience requires two types of measurement. First, the system must monitor various operational conditions in order to respond to disruptions. These measurements are part of one or more observation, orientation, decision, and action (OODA) loops The OODA control processes that implement a resilience strategy use these measurements to provide robustness, rapid recovery and reconstitution. In order to assess the effectiveness of the resilience strategy, a different class of measurements is necessary. This second type consists of measurements about how well the OODA processes cover critical enterprise functions and the hazards to which the enterprise is exposed. They allow assessment of how well enterprise management processes anticipate, mitigate, and adapt to a changing environment and the degree to which the system is fault tolerant. This paper nominates a theoretical framework, in the form of definitions, a model, and a syntax, that accounts for this important distinction, and in so doing provides a mechanism for bridging resilience management process models and the many proposed cyber-defense metric enumerations.

In response to a confidential employee request, an investigation was begun into possible hazardous working conditions at the quick basic oxygen process (Q-BOP) shop at USS/USX Gary Works (SIC-3312), Gary, Indiana. The company was an integrated steel manufacturer where three major steel making processes were performed. Air contaminants, noise, heat stress, and ergonomic problems had been reported. Exposures to metals and sulfur-dioxide (7446095) were monitored. Confidential interviews were conducted with workers. The authors conclude that Q-BOP shop workers were potentially exposed to airborne irritants, noise, heat, and ergonomic risk factors. The authors recommend that measures be taken to reduce exposures, and to improve the health and safety of the workers.

    2005-06-01

While wide-area Internet traffic has been heavily studied for many years, the characteristics of traffic inside Internet enterprises remain almost wholly unexplored. Nearly all of the studies of enterprise traffic available in the literature are well over a decade old and focus on individual LANs rather than whole sites. In this paper we present a broad overview of internal enterprise traffic recorded at a medium-sized site. The packet traces span more than 100 hours, over which activity from a total of several thousand internal hosts appears. This wealth of data--which we are publicly releasing in anonymized form--spans a wide range of dimensions. While we cannot form general conclusions using data from a single site, and clearly this sort of data merits additional in-depth study in a number of ways, in this work we endeavor to characterize a number of the most salient aspects of the traffic. Our goal is to provide a first sense of ways in which modern enterprise traffic is similar to wide-area Internet traffic, and ways in which it is quite different.

    2013-12-15

Highlights: • We analyse ICT equipment reuse operations of socio-economic enterprises. • Most common ICT products dealt with are computers and related equipment. • In the UK in 2010, ∼143,750 appliances were reused. • Marketing and legislative difficulties are the common hurdles to reuse activities. • Socio-economic enterprises can significantly contribute to resource efficiency. - Abstract: In Europe, socio-economic enterprises such as charities, voluntary organisations and not-for-profit companies are involved in the repair, refurbishment and reuse of various products. This paper characterises and analyses the operations of socio-economic enterprises that are involved in the reuse of Information and Communication Technology (ICT) equipment. Using findings from a survey, the paper specifically analyses the reuse activities of socio-economic enterprises in the UK from which Europe-wide conclusions are drawn. The amount of ICT products handled by the reuse organisations is quantified and potential barriers and opportunities to their operations are analysed. By-products from reuse activities are discussed and recommendations to improve reuse activities are provided. The most common ICT products dealt with by socio-economic enterprises are computers and related equipment. In the UK in 2010, an estimated 143,750 appliances were reused. However, due to limitations in data, it is difficult to compare this number to the amount of new appliances that entered the UK market or the amount of waste electrical and electronic equipment generated in the same period. Difficulties in marketing products and numerous legislative requirements are the most common barriers to reuse operations. Despite various constraints, it is clear that organisations involved in reuse of ICT could contribute significantly to resource efficiency and a circular economy. It is suggested that clustering of their operations into “reuse parks” would enhance both their profile and their

  18. Toward enterprise GIS design for DOE

    SciTech Connect (OSTI)

    Rich, P. M.; Riggs, T. L.; Witkowski, M. S.; Keating, G. N.

    2004-01-01

An increasing number of institutions are challenged with implementing robust geographic information system (GIS) capabilities for a large number of individuals through information sharing and interconnected networks. In the past, numerous technological roadblocks hampered successful implementation of enterprise GIS (EGIS). With the advent of high-speed networks, increasingly fast computers, intelligent spatial data serving technologies, improved data architecture, and advances in GIS software, the newest challenge involves integration of the various technological and institutional components. This integration can be viewed as an inevitable stage in the evolution of GIS. Successful EGIS design depends on three elements: (1) distinct stakeholder roles, (2) a complete geospatial data cycle, and (3) proven data warehouse concepts.

  1. Constraining Energy Consumption of China's Largest IndustrialEnterprises Through the Top-1000 Energy-Consuming EnterpriseProgram

    SciTech Connect (OSTI)

    Price, Lynn; Wang, Xuejun

    2007-06-01

Between 1980 and 2000, China's energy efficiency policiesresulted in a decoupling of the traditionally linked relationship betweenenergy use and gross domestic product (GDP) growth, realizing a four-foldincrease in GDP with only a doubling of energy use. However, during Chinas transition to a market-based economy in the 1990s, many of thecountry's energy efficiency programs were dismantled and between 2001 and2005 China's energy use increased significantly, growing at about thesame rate as GDP. Continuation of this one-to-one ratio of energyconsumption to GDP given China's stated goal of again quadrupling GDPbetween 2000 and 2020 will lead to significant demand for energy, most ofwhich is coal-based. The resulting local, national, and globalenvironmental impacts could be substantial. In 2005, realizing thesignificance of this situation, the Chinese government announced anambitious goal of reducing energy consumption per unit of GDP by 20percent between 2005 and 2010. One of the key initiatives for realizingthis goal is the Top-1000 Energy-Consuming Enterprises program. Thecomprehensive energy consumption of these 1000 enterprises accounted for33 percent of national and 47 percent of industrial energy usage in 2004.Under the Top-1000 program, 2010 energy consumption targets wereannounced for each enterprise. Activities to be undertaken includebenchmarking, energy audits, development of energy saving action plans, information and training workshops, and annual reporting of energyconsumption. This paper will describe the program in detail, includingthe types of enterprises included and the program activities, and willprovide an analysis of the progress and lessons learned todate.

Sukumar, Sreenivas R; Ferrell, Regina Kay

    2013-01-01

As data sources and data size proliferate, knowledge discovery from "Big Data" is starting to pose several challenges. In this paper, we address a specific challenge in the practice of enterprise knowledge management while extracting actionable nuggets from diverse data sources of seemingly-related information. In particular, we address the challenge of archiving knowledge gained through collaboration, dissemination and visualization as part of the data analysis, inference and decision-making lifecycle. We motivate the implementation of an enterprise data-discovery and knowledge recorder tool, called SEEKER based on real world case-study. We demonstrate SEEKER capturing schema and data-element relationships, tracking the data elements of value based on the queries and the analytical artifacts that are being created by analysts as they use the data. We show how the tool serves as digital record of institutional domain knowledge and a documentation for the evolution of data elements, queries and schemas over time. As a knowledge management service, a tool like SEEKER saves enterprise resources and time by avoiding analytic silos, expediting the process of multi-source data integration and intelligently documenting discoveries from fellow analysts.

In the first period of its activity the business employed skilled and experienced specialists from the ex-Military College for Army Chemical Engineers in Cracow; therefore, the enterprise dealt chiefly with the elimination of environmental contamination. Nowadays, the enterprise`s operational range comprises: consulting and training services related with ecology; study on environmental contamination; participation in the US program of low emission elimination in Cracow; designing, consulting in the realization of projects {open_quotes}GEF{close_quotes} (Global Environmental Facility); designing, construction, servicing, operating the sewerage and water treatment plants, boiler-houses, incinerators etc.; and designing of heat networks, exchanger junctions, central heating and household hot water installations. Since 1991 employees have individually participated in making the program and in testing boilers and fuels verified in the boiler houses covered by the Polish - US program of reduction of low emission sources in Cracow. We have actively joined the program of elimination of heating network boiler houses (industrial and local) by designing (for the Cracow cogeneration plant and MPEC) new connections among some structures and the municiple thermal distribution network and exchangers stations. In 1994, 47 such designs were made and have been working on successive projects to be carried out in Cracow.

    SciTech Connect (OSTI)

Price, Lynn; Price, Lynn; Wang, Xuejun; Yun, Jiang

    2008-06-02

In 2005, the Chinese government announced an ambitious goal of reducing energy consumption per unit of GDP by 20% between 2005 and 2010. One of the key initiatives for realizing this goal is the Top-1000 Energy-Consuming Enterprises program. The energy consumption of these 1000 enterprises accounted for 33% of national and 47% of industrial energy usage in 2004. Under the Top-1000 program, 2010 energy consumption targets were determined for each enterprise. The objective of this paper is to evaluate the program design and initial results, given limited information and data, in order to understand the possible implications of its success in terms of energy and carbon dioxide emissions reductions and to recommend future program modifications based on international experience with similar target-setting agreement programs. Even though the Top-1000 Program was designed and implemented rapidly, it appears that--depending upon the GDP growth rate--it could contribute to somewhere between approximately 10% and 25% of the savings required to support China's efforts to meet a 20% reduction in energy use per unit of GDP by 2010.

Main-stream applications are beginning to incorporate public key cryptography. It can be difficult to deploy this technology without a robust infrastructure to support it. It can also be difficult to deploy a public key infrastructure among multiple enterprises when different applications and standards must be supported. This discussion chronicles the efforts by a team within the US Department of Energy`s Nuclear Weapons Complex to build a public key infrastructure and deploy applications that use it. The emphasis of this talk will be on the lessons learned during this effort and an assessment of the overall impact of this technology.

    SciTech Connect (OSTI)

    Goland, A.; Kaplan, E.; Palmedo, P. Wortman, J.

    1997-10-01

The Northeast Waste Management Enterprise was created in response to Dr. Clyde Frank`s vision of a new partnership between research, industrial, and financial sectors, with the goal of speeding development and use (particularly at U.S. Department of Energy [DOE] facilities) of environmental remediation technologies. It was anticipated that this partnership would also strengthen the international competitiveness of the U.S. environmental industry. Brookhaven National Laboratory`s (BNL) response to Dr. Frank was a proposal to create the Northeast Waste Management Alliance, later renamed the Northeast Waste Management Enterprise (NEWME). Recognizing the need to supplement its own technical expertise with acumen in business, financial management, and venture capital development, BNL joined forces with the Long Island Research Institute (LIRI). Since its inception at the end of FY 1993, NEWME has achieved several significant accomplishments in pursuing its original business and strategic plans. However, its successes have been constrained by a fundamental mismatch between the time scales required for technology commercialization, and the immediate need for available environmental technologies of those involved with ongoing environmental remediations at DOE facilities.

    SciTech Connect (OSTI)

    Pancerella, C.M.

    1998-04-01

Distributed object and software agent technologies are two integration methods for connecting enterprises. The two technologies have overlapping goals--interoperability and architectural support for integrating software components--though to date little or no integration of the two technologies has been made at the enterprise level. The primary difference between these two technologies is that distributed object technologies focus on the problems inherent in connecting distributed heterogeneous systems whereas software agent technologies focus on the problems involved with coordination and knowledge exchange across domain boundaries. This paper addresses the integration of these technologies in support of enterprise integration across organizational and geographic boundaries. The authors discuss enterprise integration issues, review their experiences with both technologies, and make recommendations for future work. Neither technology is a panacea. Good software engineering techniques must be applied to integrate an enterprise because scalability and a distributed software development team are realities.

    1991-11-01

The national energy strategy (NES) developed at President Bush's direction provides a focus for the US Department of Energy (DOE) future policy and funding initiatives including those of the uranium enrichment enterprise. The NES identifies an important and continuing role for nuclear energy as part of a balanced array of energy sources for meeting US energy needs, especially the growing demand for electricity. For many years, growth in US electricity demand has exhibited a strong correlation with growth in gross national product. NEW projections indicate that the US will need between 190 and 275 GW of additional system capacity by 2010. In order to unable nuclear power to help meet this need, the NEW establishes basic objectives for nuclear power. These objectives are to have a first order of a new nuclear power plant by 1995 and to have such a plant operational by 2000. The expansion of nuclear power anticipated in the NEW affirms a continuing need for a strong domestic uranium enrichment services supply capability. In terms of the future outlook for uranium enrichment, the atomic vapor laser isotope separation (AVLIS) technology continues to hold great promise for commercial application. If AVLIS efforts are successful, significant financial benefits from the commercial use of AVLIS will be realized by customers and the AVLIS deployment entity by approximately the year 2000 and thereafter.

  13. Examining Technology, Structure and Identity During an Enterprise System Implementation

    SciTech Connect (OSTI)

    Alvarez, Rosio

    2008-11-12

This paper presents a longitudinal study of an Enterprise System (ES) implementation by critically examining the discursive context in which an ES implementation unfolds. The findings show that users strongly supported the ES in the earlier stage of implementation when the technology was an imaginary phenomenon. However, in later stages, when the technology is in use, user support was not consistent. In this phase the ES produces loss of control and an inability to function as an arbiter of fairness (in allocating resources associated with the system) thereby directly challenging existing professional identities and roles. These outcomes, in turn, generate acts of resistance on the part of workers. Users reach inside the technology and reshape it by devising creative workarounds that produce a sense of reskilling to counter the deskilling produced by the loss of control and power. The analysis also shows that an ES is a complex social phenomenon that is intricately linked to and complicit in shaping organizational structure and identity. In particular this study shows how technology, structure, and identity are in a mutually constitutive relationship.

The SRS is re-purposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, strategic view of SRS as a united endeavor for 'all things nuclear' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with ongoing missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The DOE Savannah River Operations Office, Savannah River Nuclear Solutions, and the Savannah River National Laboratory (SRNL) have established the Center for Applied Nuclear Materials Processing and Engineering Research (CANMPER). The key objective of this initiative is to bridge the gap between promising transformational nuclear materials management advancements and large-scale deployment of the technology by leveraging SRS assets (e.g. facilities, staff, and property) for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. CANMPER will coordinate the demonstration of R and D technologies and serve as the interface between the engineering-scale demonstration and the R and D programs, essentially providing cradle-to-grave support to the R and D team during the demonstration. While the initial focus of CANMPER will be on the effective use of SRS assets for these demonstrations, CANMPER also will work with research teams to identify opportunities to perform R and D demonstrations at other facilities. Unique to this approach is the fact that these SRS assets will continue to accomplish DOE's critical

    SciTech Connect (OSTI)

    2001-07-02

A conceptual framework is developed that is based on a behavioral model for organizations that rely upon innovation and adaptability for their survival in the market place. The model supports the assertion that change efforts aimed at performance improvement need a systems approach because contributions to an organization's performance cross functional lines and are systemic in nature. The model implies four conclusions for a unit trying to effectuate change within a greater bureaucracy. First, the desired behaviors are currently neither evaluated nor rewarded enough by either the enterprise or the local unit. Second, the model has to be applied to the local unit, treating the unit as a distinct enterprise itself. Third, a misalignment between the unit's new form and that of the rest of the enterprise will invariably be created. Fourth, this misalignment has to be minimized enough by the local unit to avoid the larger enterprise from responding negatively to the change effort. The mode l results in a change approach that constrains localized behavior modification by the need to remain aligned with the overall structure of the complete enterprise. The conceptual framework is used to develop a proposal for effectuating behavioral change within the High-Level Waste (HLW) Program at the Idaho National Engineering and Environmental Laboratory (INEEL). A ''strawman'' involving a set of critical systems, performance and evaluation measures, and tactics is presented as a starting point for further discussion and development within the Program organization.

This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system.

The U.S. Department of Energy Strategic Petroleum Reserve stores crude oil in caverns solution-mined in salt domes along the Gulf Coast of Louisiana and Texas. The CaveMan software program has been used since the late 1990s as one tool to analyze pressure mea- surements monitored at each cavern. The purpose of this monitoring is to catch potential cavern integrity issues as soon as possible. The CaveMan software was written in Microsoft Visual Basic, and embedded in a Microsoft Excel workbook; this method of running the CaveMan software is no longer sustainable. As such, a new version called CaveMan Enter- prise has been developed. CaveMan Enterprise version 1.0 does not have any changes to the CaveMan numerical models. CaveMan Enterprise represents, instead, a change from desktop-managed work- books to an enterprise framework, moving data management into coordinated databases and porting the numerical modeling codes into the Python programming language. The success of data-driven business in government, science, and private industry is driving the need for seamless integration of intra and inter-enterprise data sources to extract knowledge nuggets in the form of correlations, trends, patterns and behaviors previously not discovered due to physical and logical separation of datasets. Today, as volume, velocity, variety and complexity of enterprise data keeps increasing, the next generation analysts are facing several challenges in the knowledge extraction process. Towards addressing these challenges, data-driven organizations that rely on the success of their analysts have to make investment decisions for sustainable data/information systems and knowledge discovery. Options that organizations are considering are newer storage/analysis architectures, better analysis machines, redesigned analysis algorithms, collaborative knowledge management tools, and query builders amongst many others. In this paper, we present a concept of operations for enabling knowledge discovery that data-driven organizations can leverage towards making their investment decisions. We base our recommendations on the experience gained from integrating multi-agency enterprise data warehouses at the Oak Ridge National Laboratory to design the foundation of future knowledge nurturing data-system architectures.

Enterprise level cyber security requires the deployment, operation, and monitoring of many sensors across geographically dispersed sites. Communicating with the sensors to gather data and control behavior is a challenging task when the number of sensors is rapidly growing. This paper describes the system requirements, design, and implementation of T3, the third generation of our transport software that performs this task. T3 relies on open source software and open Internet standards. Data is encoded in MIME format messages and transported via NNTP, which provides scalability. OpenSSL and public key cryptography are used to secure the data. Robustness and ease of development are increased by defining an internal cryptographic API, implemented by modules in C, Perl, and Python. We are currently using T3 in a production environment. It is freely available to download and use for other projects.

Classified removable electronic media (CREM) are tracked in several different ways at the Laboratory. To ensure greater security for CREM, we are creating a single, Laboratory-wide system to track CREM. We are researching technology that can be used to electronically tag and detect CREM, designing a database to track the movement of CREM, and planning to test the system at several locations around the Laboratory. We focus on affixing ''smart tags'' to items we want to track and installing gates at pedestrian portals to detect the entry or exit of tagged items. By means of an enterprise database, the system will track the entry and exit of tagged items into and from CREM storage vaults, vault-type rooms, access corridors, or boundaries of secure areas, as well as the identity of the person carrying an item. We are considering several options for tracking items that can give greater security, but at greater expense.

CNE has conducted a feasibility study on the Chilocco property in north-central Oklahoma since the grant award on July 20, 2003. This study has concluded that there is sufficient wind for a wind farm and that with the Production Tax Credits and Green Tags, there will be sufficient energy to, not only cover the costs of the Nation’s energy needs, but to provide a profit. CNE has developed a wind energy team and is working independently and with industry partners to bring its renewable energy resources to the marketplace. We are continuing with the next phase in conducting avian, cultural and transmission studies, as well as continuing to measure the wind with the SoDAR unit. Cherokee Nation Enterprises, Inc. is a wholly-owned corporation under Cherokee Nation and has managed the Department of Energy grant award since July 20, 2003. In summary, we have determined there is sufficient wind for a wind farm at the Chilocco property where Cherokee Nation owns approximately 4,275 acres. The primary goal would be more of a savings in light of the electricity used by Cherokee Nation and its entities which totals an estimated eight million dollars per year. Cherokee Nation Enterprises (CNE), working independently and with industry partners, plans to bring its renewable energy resources into the marketplace through a well-documented understanding of our undeveloped resource. Our plan is to cultivate this resource in a way that will ensure the development and use for our energy will be in an environmentally and culturally acceptable form.

In the last three decades, there has been an exponential growth in the area of information technology providing the information processing needs of data-driven businesses in government, science, and private industry in the form of capturing, staging, integrating, conveying, analyzing, and transferring data that will help knowledge workers and decision makers make sound business decisions. Data integration across enterprise warehouses is one of the most challenging steps in the big data analytics strategy. Several levels of data integration have been identified across enterprise warehouses: data accessibility, common data platform, and consolidated data model. Each level of integration has its own set of complexities that requires a certain amount of time, budget, and resources to implement. Such levels of integration are designed to address the technical challenges inherent in consolidating the disparate data sources. In this paper, we present a methodology based on industry best practices to measure the readiness of an organization and its data sets against the different levels of data integration. We introduce a new Integration Level Model (ILM) tool, which is used for quantifying an organization and data system s readiness to share data at a certain level of data integration. It is based largely on the established and accepted framework provided in the Data Management Association (DAMA-DMBOK). It comprises several key data management functions and supporting activities, together with several environmental elements that describe and apply to each function. The proposed model scores the maturity of a system s data governance processes and provides a pragmatic methodology for evaluating integration risks. The higher the computed scores, the better managed the source data system and the greater the likelihood that the data system can be brought in at a higher level of integration.

Purpose: To describe the processes and benefits of the integrating healthcare enterprises in radiation oncology (IHE-RO). Methods: The IHE-RO process includes five basic steps. The first step is to identify common interoperability issues encountered in radiation treatment planning and the delivery process. IHE-RO committees partner with vendors to develop solutions (integration profiles) to interoperability problems. The broad application of these integration profiles across a variety of vender platforms is tested annually at the Connectathon event. Demonstration of the seamless integration and transfer of patient data to the potential users are then presented by vendors at the public demonstration event. Users can then integrate these profiles into requests for proposals and vendor contracts by institutions. Results: Incorporation of completed integration profiles into requests for proposals can be done when purchasing new equipment. Vendors can publish IHE integration statements to document the integration profiles supported by their products. As a result, users can reference integration profiles in requests for proposals, simplifying the systems acquisition process. These IHE-RO solutions are now available in many of the commercial radiation oncology-related treatment planning, delivery, and information systems. They are also implemented at cancer care sites around the world. Conclusions: IHE-RO serves an important purpose for the radiation oncology community at large.

The Savannah River Site (SRS) is repurposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, strategic view of SRS as a united endeavor for “all things nuclear” as opposed to a group of distinct and separate entities with individual missions and organizations. To manage that integration of research demonstrations into site facilities, The DOE Savannah River Operations Office, Savannah River Nuclear Solutions, and the Savannah River National Laboratory (SRNL) have established a center for applied nuclear materials processing and engineering research (hereafter referred to as the Center). The key objective of this initiative is to bridge the gap between promising transformational nuclear materials management advancements and large-scale deployment of the technology by using SRS assets (e.g. facilities, staff, and property) for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. The Center will coordinate the demonstration of R&D technologies and serve as the interface between the engineering-scale demonstration and the R&D programs, essentially providing cradle-to-grave support to the R&D team during the demonstration. While the initial focus of the Center will be on the effective use of SRS assets for these demonstrations, the Center also will work with research teams to identify opportunities to perform R&D demonstrations at other facilities. Unique to this approach is the fact that these SRS assets will

The international leadership in nuclear technology development and deployment long held by the United States has eroded due to the lack of clear national strategies for advanced reactor fuel cycle concepts and for nuclear materials management, as well as to the recent policy decision that halts work on the nuclear fuel repository at Yucca Mountain. Although no national consensus on strategy has yet been reached, a number of recent high-profile reviews and workshops have clearly highlighted a national need for robust research, development and deployment (RD and D) programs in key areas of nuclear technology, especially nuclear separations science and engineering. Collectively, these reviews and workshops provide a picture of the nuclear separations mission needs for three major program offices: Department of Energy Office of-Environmental Management), DOE Office of Nuclear Energy), and the National Nuclear Security Administration (NNSA). While the individual program needs differ significantly in detail and timing, they share common needs in two critical areas of RD and D: - The need for access to and use of multi-purpose engineering-scale demonstration test facilities that can support testing with radioactive material, and - The need for collaborative research enterprises that encompass government research organizations (i.e., national laboratories), commercial industry and the academic community. Such collaborative enterprises effectively integrate theory and modeling with the actual experimental work at all scales, as well as strengthen the technical foundation for research in critical areas. The arguments for engineering-scale collaborative research facilities are compelling. Processing history has shown that test programs and demonstrations conducted with actual nuclear materials are essential to program success. It is widely recognized, however, that such facilities are expensive to build and maintain; creating an imposing, if not prohibitive, financial burden

The purpose of the project was to develop the processes for using commercial off-the-shelf (COTS) parts for WR production and to put in place a system for implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. Much of the effort was devoted to determining if the use of COTS parts was possible. A basic question: How does the Nuclear Weapons Complex (NWC) begin to use COTS in the weapon Stockpile Life Extension Programs with high reliability, affordability, while managing risk at acceptable levels? In FY00, it was determined that a certain weapon refurbishment program could not be accomplished without the use of COTS components. The elements driving the use of COTS components included decreased cost, greater availability, and shorter delivery time. Key factors that required implementation included identifying the best suppliers and components, defining life cycles and predictions of obsolescence, testing the feasibility of using COTS components with a test contractor to ensure capability, as well as quality and reliability, and implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. The primary effort of this project then was to concentrate on the risks involved in the use of COTS and address the issues of part and vendor selection, procurement and acceptance processes, and qualification of the parts via part and sample testing. The Enterprise Component Information System (eCIS) was used to manage the information generated by the COTS process. eCIS is a common interface for both the design and production of NWC components and systems integrating information between SNL National Laboratory (SNL) and the Kansas City Plant (KCP). The implementation of COTS components utilizes eCIS from part selection through qualification release. All part related data is linked across an unclassified network for access by both SNL and KCP personnel. The system includes not

    1986-08-01

This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

Purpose: Medical display monitor calibration and quality control present challenges to medical physicists. The purpose of this work is to demonstrate and share experiences with an open source package that allows for both initial monitor setup and routine performance evaluation. Methods: A software package, pacsDisplay, has been developed over the last decade to aid in the calibration of all monitors within the radiology group in our health system. The software is used to calibrate monitors to follow the DICOM Grayscale Standard Display Function (GSDF) via lookup tables installed on the workstation. Additional functionality facilitates periodic evaluations of both primary and secondary medical monitors to ensure satisfactory performance. This software is installed on all radiology workstations, and can also be run as a stand-alone tool from a USB disk. Recently, a database has been developed to store and centralize the monitor performance data and to provide long-term trends for compliance with internal standards and various accrediting organizations. Results: Implementation and utilization of pacsDisplay has resulted in improved monitor performance across the health system. Monitor testing is now performed at regular intervals and the software is being used across multiple imaging modalities. Monitor performance characteristics such as maximum and minimum luminance, ambient luminance and illuminance, color tracking, and GSDF conformity are loaded into a centralized database for system performance comparisons. Compliance reports for organizations such as MQSA, ACR, and TJC are generated automatically and stored in the same database. Conclusion: An open source software solution has simplified and improved the standardization of displays within our health system. This work serves as an example method for calibrating and testing monitors within an enterprise health system.

In this paper the implementation plans and preparations for installation of the Fissile Mass Flow Monitor (FMFM) equipment at the Siberian Chemical Enterprise (SChE), Seversk, Russia, are presented. The FMFM, developed by Oak Ridge National Laboratory, is part of the Blend Down Monitoring System (BDMS) for the U.S. Department of Energy Highly Enriched Uranium (HEU) Transparency Implementation Program. The BDMS provides confidence to the United States that the Russian nuclear facilities supplying the lower assay ({approx}4%) product low enriched uranium (PLEU) to the United States from down-blended weapon-grade HEU are meeting the nonproliferation goals of the government-to-government HEU purchase agreement signed between the Russian Federation and the United States in 1993. The first BDMS has been operational at Ural Electrochemical Integrated Plant, Novouralsk, since February 1999. The second BDMS has been operational at Electro Chemical Plant, Zelenogorsk, since March 2003. These systems are successfully providing HEU transparency data to the United States. The third BDMS was successfully installed on the HEU down-blending tee in the SChE Enrichment Plant in October 2004. The FMFM makes use of a set of thermalized {sup 252}Cf spontaneous neutron sources for modulated fission activation of the UF{sub 6} gas stream for measuring the {sup 235}U fissile mass flow rate. To do this, the FMFM measures the transport time of the fission fragments created from the fission activation process under the modulated source to the downstream detectors by detecting the delayed gamma rays from the fission fragments retained in the flow. The FMFM provides unattended nonintrusive measurements of the {sup 235}U mass flow of the UF{sub 6} gas in the blending tee legs of HEU, the LEU blend stock, and the resulting P-LEU. The FMFM also confirms that highly enriched UF{sub 6} gas identified in the HEU leg flows through the blending tee into the P-LEU leg. This report contains details of

During the 1992 reline of the No. 3 blast furnace, three new stoves were constructed. The design of the stoves, equipped with internal ceramic burners, was for providing a hot blast temperature of 2,000 F at a wind rate of 140,000 SCFM. After 3 years the performance had deteriorated so the burners were cleaned. When a second cleaning did not improve the performance of No. 3 blast furnace, it was decided to repair the refractory while still hot. The paper describes the hot repair procedures, taking a stove off for repairs, maintenance heat up during repairs, two stove operation, stove commissioning, repair of a ceramic burner, and wet gas prevention.

This report presents the results of our efforts to apply high-performance computing to entity-based simulations with a multi-use plugin for parallel computing. We use the term 'Entity-based simulation' to describe a class of simulation which includes both discrete event simulation and agent based simulation. What simulations of this class share, and what differs from more traditional models, is that the result sought is emergent from a large number of contributing entities. Logistic, economic and social simulations are members of this class where things or people are organized or self-organize to produce a solution. Entity-based problems never have an a priori ergodic principle that will greatly simplify calculations. Because the results of entity-based simulations can only be realized at scale, scalable computing is de rigueur for large problems. Having said that, the absence of a spatial organizing principal makes the decomposition of the problem onto processors problematic. In addition, practitioners in this domain commonly use the Java programming language which presents its own problems in a high-performance setting. The plugin we have developed, called the Parallel Particle Data Model, overcomes both of these obstacles and is now being used by two Sandia frameworks: the Decision Analysis Center, and the Seldon social simulation facility. While the ability to engage U.S.-sized problems is now available to the Decision Analysis Center, this plugin is central to the success of Seldon. Because Seldon relies on computationally intensive cognitive sub-models, this work is necessary to achieve the scale necessary for realistic results. With the recent upheavals in the financial markets, and the inscrutability of terrorist activity, this simulation domain will likely need a capability with ever greater fidelity. High-performance computing will play an important part in enabling that greater fidelity.

Wind Generation Feasibility Warm Springs Power and Water Enterprises (WSPWE) is a corporate entity owned by the Confederated Tribes of the Warm Springs Reservation, located in central Oregon. The organization is responsible for managing electrical power generation facilities on tribal lands and, as part of its charter, has the responsibility to evaluate and develop renewable energy resources for the Confederated Tribes of Warm Springs. WSPWE recently completed a multi-year-year wind resource assessment of tribal lands, beginning with the installation of wind monitoring towers on the Mutton Mountains site in 2003, and collection of on-site wind data is ongoing. The study identified the Mutton Mountain site on the northeastern edge of the reservation as a site with sufficient wind resources to support a commercial power project estimated to generate over 226,000 MWh per year. Initial estimates indicate that the first phase of the project would be approximately 79.5 MW of installed capacity. This Phase 2 study expands and builds on the previously conducted Phase 1 Wind Resource Assessment, dated June 30, 2007. In order to fully assess the economic benefits that may accrue to the Tribes through wind energy development at Mutton Mountain, a planning-level opinion of probable cost was performed to define the costs associated with key design and construction aspects of the proposed project. This report defines the Mutton Mountain project costs and economics in sufficient detail to allow the Tribes to either build the project themselves or contract with a developer under the most favorable terms possible for the Tribes.
