    Hall thrusters might better scale to low power with non-conventional geometry. A 9 cm cylindrical, ceramic-channel, Hall thruster with a cusp-type magnetic field distribution has been investigated. It exhibits discharge characteristics similar to conventional coaxial Hall thrusters, but does not expose as much channel surface. Significantly, its operation is not accompanied by large amplitude discharge low frequency oscillations.

    This is the final report for United States Geological Survey (USGS) National Earthquake Hazard Reduction Program (NEHRP) Project 08HQGR0022, entitled “Quantifying Uncertainties in Ground Motion Simulations for Scenario Earthquakes on the HaywardRodgers Creek Fault System Using the USGS 3D Seismic Velocity Model and Realistic Pseudodynamics Ruptures”. Work for this project involved three-dimensional (3D) simulations of ground motions for Hayward Fault (HF) earthquakes. We modeled moderate events on the HF and used them to evaluate the USGS 3D model of the San Francisco Bay Area. We also contributed to ground motions modeling effort for a large suite of scenario earthquakes on the HF. Results were presented at conferences (see appendix) and in one peer-reviewed publication (Aagaard et al., 2010).

    Some of the paradigms emerging from the study of the phenomena of phase transitions in finite many-body systems, like e.g. the atomic nucleus can be used at profit to solve the protein folding problem within the framework of simple (although not oversimplified) models. From this solution a paradigm emerges for the design of non-conventional drugs, which inhibit enzymatic action without inducing resistance (mutations). The application of these concepts to the design of an inhibitor to the HIV-protease central in the life cycle of the HIV virus is discussed.

  8. Dosimetric evaluation of new approaches in GRID therapy using nonconventional radiation sources

    Purpose: Spatial fractionation of the dose has proven to be a promising approach to increase the tolerance of healthy tissue, which is the main limitation of radiotherapy. A good example of that is GRID therapy, which has been successfully used in the management of large tumors with low toxicity. The aim of this work is to explore new avenues using nonconventional sources: GRID therapy by using kilovoltage (synchrotron) x-rays, the use of very high-energy electrons, and proton GRID therapy. They share in common the use of the smallest possible grid sizes in order to exploit the dose–volume effects. Methods: Monte Carlo simulations (PENELOPE/PENEASY and GEANT4/GATE codes) were used as a method to study dose distributions resulting from irradiations in different configurations of the three proposed techniques. As figure of merit, percentage (peak and valley) depth dose curves, penumbras, and central peak-to-valley dose ratios (PVDR) were evaluated. As shown in previous biological experiments, high PVDR values are requested for healthy tissue sparing. A superior tumor control may benefit from a lower PVDR. Results: High PVDR values were obtained in the healthy tissue for the three cases studied. When low energy photons are used, the treatment of deep-seated tumors can still be performed with submillimetric grid sizes. Superior PVDR values were reached with the other two approaches in the first centimeters along the beam path. The use of protons has the advantage of delivering a uniform dose distribution in the tumor, while healthy tissue benefits from the spatial fractionation of the dose. In the three evaluated techniques, there is a net reduction in penumbra with respect to radiosurgery. Conclusions: The high PVDR values in the healthy tissue and the use of small grid sizes in the three presented approaches might constitute a promising alternative to treat tumors with such spatially fractionated radiotherapy techniques.     This publication reports on the status of the current coal assessment of the Powder River Basin (PRB) in Wyoming and Montana. This slide program was presented at the Energy Information Agency's 2006 EIA Energy Outlook and Modeling Conference in Washington, DC, on March 27, 2006. The PRB coal assessment will be the first USGS coal assessment to include estimates of both regional coal resources and reserves for an entire coal basin. Extensive CBM and additional oil and gas development, especially in the Gillette coal field, have provided an unprecedented amount of down-hole geological data. Approximately 10,000 new data points have been added to the PRB database since the last assessment (2002) which will provide a more robust evaluation of the single most productive U.S. coal basin. The Gillette coal field assessment, including the mining economic evaluation, is planned for completion by the end of 2006. The geologic portion of the coal assessment work will shift to the northern and northwestern portions of the PRB before the end of 2006 while the Gillette engineering studies are finalized. 7 refs.

  11. Development of an Improved Methodology to Assess Potential Unconventional Gas Resources

    Considering the important role played today by unconventional gas resources in North America and their enormous potential for the future around the world, it is vital to both policy makers and industry that the volumes of these resources and the impact of technology on these resources be assessed. To provide for optimal decision making regarding energy policy, research funding, and resource development, it is necessary to reliably quantify the uncertainty in these resource assessments. Since the 1970s, studies to assess potential unconventional gas resources have been conducted by various private and governmental agencies, the most rigorous of which was by the United States Geological Survey (USGS). The USGS employed a cell-based, probabilistic methodology which used analytical equations to calculate distributions of the resources assessed. USGS assessments have generally produced distributions for potential unconventional gas resources that, in our judgment, are unrealistically narrow for what are essentially undiscovered, untested resources. In this article, we present an improved methodology to assess potential unconventional gas resources. Our methodology is a stochastic approach that includes Monte Carlo simulation and correlation between input variables. Application of the improved methodology to the Uinta-Piceance province of Utah and Colorado with USGS data validates the means and standard deviations of resource distributions produced by the USGS methodology, but reveals that these distributions are not right skewed, as expected for a natural resource. Our investigation indicates that the unrealistic shape and width of the gas resource distributions are caused by the use of narrow triangular input parameter distributions. The stochastic methodology proposed here is more versatile and robust than the USGS analytic methodology.     The Montana Bureau of Mines and Geology has updated its inventory of low and moderate temperature resources for the state and has assisted the Oregon Institute of Technology - GeoHeat Center and the University of Utah Research Institute in prioritizing and collocating important geothermal resource areas. The database compiled for this assessment contains information on location, flow, water chemistry, and estimated reservoir temperatures for 267 geothermal well and springs in Montana. For this assessment, the minimum temperature for low-temperature resource is defined as 10{degree} C above the mean annual air temperature at the surface. The maximum temperature for a moderate-temperature resource is defined as greater than 50{degree} C. Approximately 12% of the wells and springs in the database have temperatures above 50{degree} C, 17% are between 30{degree} and 50{degree} C, 29% are between 20{degree} and 30{degree}C, and 42% are between 10{degree} and 20{degree} C. Low and moderate temperature wells and springs can be found in nearly all areas of Montana, but most are in the western third of the state. Information sources for the current database include the MBMG Ground Water Information Center, the USGS statewide database, the USGS GEOTHERM database, and new information collected as part of this program. Five areas of Montana were identified for consideration in future investigations of geothermal development. The areas identified are those near Bozeman, Ennis, Butte, Boulder, and Camas Prairie. These areas were chosen based on the potential of the resource and its proximity to population centers.

    The backgrund, structure and use of modern forecasting methods for estimating the future development of geothermal energy in the United States are documented. The forecasting instrument may be divided into two sequential submodels. The first predicts the timing and quality of future geothermal resource discoveries from an underlying resource base. This resource base represents an expansion of the widely-publicized USGS Circular 790. The second submodel forecasts the rate and extent of utilization of geothermal resource discoveries. It is based on the joint investment behavior of resource developers and potential users as statistically determined from extensive industry interviews. It is concluded that geothermal resource development, especially for electric power development, will play an increasingly significant role in meeting US energy demands over the next 2 decades. Depending on the extent of R and D achievements in related areas of geosciences and technology, expected geothermal power development will reach between 7700 and 17300 Mwe by the year 2000. This represents between 8 and 18% of the expected electric energy demand (GWh) in western and northwestern states.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    A 3-D model of moisture flow within the unsaturated zone at Yucca Mountain is being developed at LBL in cooperation with USGS. This site-scale model covers an area of about 34 km{sup 2} and is bounded by major faults to the north, east, and west. The relatively coarse-grid model includes about 300 horizontal grid-blocks and 17 layers. Contour maps and isopach maps are presented defining different types of infiltration zones, and the spatial distribution of Tiva Canyon, Paintbrush, and Topopah Spring hydrogeological units. Matrix flow is approximated using the van Genuchten model, and the equivalent continuum approximation is used to account for fracture flow in the welded units. One-, two-, and three-dimensional simulations are conducted using the TOUGH2 computer program. Steady-state simulations are performed with various uniform and nonuniform infiltration rates; results are interpreted in terms of effect of fault characteristics on moisture flow distribution, and on the location and formation of preferential pathways.

    The Water Resources Division of the US Geological Survey (USGS) in cooperation with State agencies, obtains a large amount of data each water year (a water year is the 12-month period from October 1 through September 30 and is identified by the calendar year in which it ends) pertaining to the water resources of Ohio. These data, accumulated during many years, constitute a valuable data base for developing an improved understanding of the water resources of the State. To make these data readily available to interested parties outside the USGS, they are published annually in this report series entitled ``Water Resources Data--Ohio.`` This report (in two volumes) includes records on surface water and ground water in the State. Specifically, it contains: (1) Discharge records for streamflow-gaging stations, miscellaneous sites, and crest-stage stations; (2) stage and content records for streams, lakes, and reservoirs; (3) water-quality data for streamflow-gaging stations, wells, synoptic sites, and partial-record sit -aid (4) water-level data for observation wells. Locations of lake-and streamflow-gaging stations, water-quality stations, and observation wells for which data are presented in this volume are shown in figures 8a through 8b. The data in this report represent that part of the National Water Data System collected by the USGS and cooperating State and Federal agencies in Ohio. This series of annual reports for Ohio began with the 1961 water year with a report that contained only data relating to the quantities of surface water. For the 1964 water year, a similar report was introduced that contained only data relating to water quality. Beginning with the 1975 water year, the report was changed to present (in two or three volumes) data on quantities of surface water, quality of surface and ground water, and ground-water levels.

    In 2000, NETL conducted a review of the adequacy of the resource characterization databases used in its Gas Systems Analysis Model (GSAM). This review indicated that the most striking deficiency in GSAMs databases was the poor representation of the vast resource believed to exist in low-permeability sandstone accumulations in western U.S. basins. The models databases, which are built primarily around the United States Geological Survey (USGS) 1995 National Assessment (for undiscovered resources), reflected an estimate of the original-gas-inplace (OGIP) only in accumulations designated technically-recoverable by the USGS roughly 3% to 4% of the total estimated OGIP of the region. As these vast remaining resources are a prime target of NETL programs, NETL immediately launched an effort to upgrade its resource characterizations. Upon review of existing data, NETL concluded that no existing data were appropriate sources for its modeling needs, and a decision was made to conduct new, detailed log-based, gas-in-place assessments.

    The primary objective of this study is to assess the oil and gas potential of the West Siberian Basin of Russia. The study does not analyze the costs or technology necessary to achieve the estimates of the ultimate recoverable oil and gas. This study uses reservoir data to estimate recoverable oil and gas quantities which were aggregated to the field level. Field totals were summed to a basin total for discovered fields. An estimate of undiscovered oil and gas, from work of the US Geological Survey (USGS), was added to give a total basin resource volume. Recent production decline points out Russia`s need to continue development of its discovered recoverable oil and gas. Continued exploration is required to discover additional oil and gas that remains undiscovered in the basin.

    An analogy was drawn between uranium and thirty five minerals for which the USGS maintains extensive records. The USGS mineral price data, which extends from 1900 to the present, was used to create a simple model describing long term price evolution. Making the assumption that the price of uranium, a geologically unexceptional mineral, will evolve in a manner similar to that of the USGS minerals, the model was used to project its price trend for this century. Based upon the precedent set by the USGS data, there is an 80% likelihood that the price of uranium will decline. Moreover, the most likely scenario would see the equilibrium price of uranium decline by about 40% by mid-century. (authors)

    From a geological perspective, deep natural gas resources are generally defined as resources occurring in reservoirs at or below 15,000 feet, whereas ultra-deep gas occurs below 25,000 feet. From an operational point of view, ''deep'' is often thought of in a relative sense based on the geologic and engineering knowledge of gas (and oil) resources in a particular area. Deep gas can be found in either conventionally-trapped or unconventional basin-center accumulations that are essentially large single fields having spatial dimensions often exceeding those of conventional fields. Exploration for deep conventional and unconventional basin-center natural gas resources deserves special attention because these resources are widespread and occur in diverse geologic environments. In 1995, the U.S. Geological Survey estimated that 939 TCF of technically recoverable natural gas remained to be discovered or was part of reserve appreciation from known fields in the onshore areas and State waters of the United. Of this USGS resource, nearly 114 trillion cubic feet (Tcf) of technically-recoverable gas remains to be discovered from deep sedimentary basins. Worldwide estimates of deep gas are also high. The U.S. Geological Survey World Petroleum Assessment 2000 Project recently estimated a world mean undiscovered conventional gas resource outside the U.S. of 844 Tcf below 4.5 km (about 15,000 feet). Less is known about the origins of deep gas than about the origins of gas at shallower depths because fewer wells have been drilled into the deeper portions of many basins. Some of the many factors contributing to the origin of deep gas include the thermal stability of methane, the role of water and non-hydrocarbon gases in natural gas generation, porosity loss with increasing thermal maturity, the kinetics of deep gas generation, thermal cracking of oil to gas, and source rock potential based on thermal maturity and kerogen type.   19. Estimate of Geothermal Energy Resource in Major U.S. Sedimentary Basins (Presentation)

    This study estimates the magnitude of geothermal energy from fifteen major known US sedimentary basins and ranks these basins relative to their potential. Because most sedimentary basins have been explored for oil and gas, well logs, temperatures at depth, and reservoir properties are known. This reduces exploration risk and allows development of geologic exploration models for each basin as well as a relative assessment of geologic risk elements for each play. The total available thermal resource for each basin was estimated using the volumetric heat-in-place method originally proposed by Muffler (USGS). Total sedimentary thickness maps, stratigraphic columns, cross sections, and temperature gradient Information were gathered for each basin from published articles, USGS reports, and state geological survey reports. When published data was insufficient, thermal gradients and reservoir properties were derived from oil and gas well logs obtained on oil and gas commission websites. Basin stratigraphy, structural history, and groundwater circulation patterns were studied in order to develop a model that estimates resource size and temperature distribution, and to qualitatively assess reservoir productivity.

    The purpose of this report is to summarize the scientific work that was performed to evaluate and assess the occurrence and economic potential of natural resources within the geologic setting of the Yucca Mountain area. The extent of the regional areas of investigation for each commodity differs and those areas are described in more detail in the major subsections of this report. Natural resource assessments have focused on an area defined as the ''conceptual controlled area'' because of the requirements contained in the U.S. Nuclear Regulatory Commission Regulation, 10 CFR Part 60, to define long-term boundaries for potential radionuclide releases. New requirements (proposed 10 CFR Part 63 [Dyer 1999]) have obviated the need for defining such an area. However, for the purposes of this report, the area being discussed, in most cases, is the previously defined ''conceptual controlled area'', now renamed the ''natural resources site study area'' for this report (shown on Figure 1). Resource potential can be difficult to assess because it is dependent upon many factors, including economics (demand, supply, cost), the potential discovery of new uses for resources, or the potential discovery of synthetics to replace natural resource use. The evaluations summarized are based on present-day use and economic potential of the resources. The objective of this report is to summarize the existing reports and information for the Yucca Mountain area on: (1) Metallic mineral and mined energy resources (such as gold, silver, etc., including uranium); (2) Industrial rocks and minerals (such as sand, gravel, building stone, etc.); (3) Hydrocarbons (including oil, natural gas, tar sands, oil shales, and coal); and (4) Geothermal resources. Groundwater is present at the Yucca Mountain site at depths ranging from 500 to 750 m (about 1,600 to 2,500 ft) below the ground surface. Groundwater resources are not discussed in this report, but are planned to be included in the hydrology

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    Storage Resource Managers (SRMs) are middleware components whose function is to provide dynamic space allocation and file management on shared storage components on the Grid[1,2]. SRMs support protocol negotiation and reliable replication mechanism. The SRM standard supports independent SRM implementations, allowing for a uniform access to heterogeneous storage elements. SRMs allow site-specific policies at each location. Resource Reservations made through SRMs have limited lifetimes and allow for automatic collection of unused resources thus preventing clogging of storage systems with ''orphan'' files. At Fermilab, data handling systems use the SRM management interface to the dCache Distributed Disk Cache [5,6] and the Enstore Tape Storage System [15] as key components to satisfy current and future user requests [4]. The SAM project offers the SRM interface for its internal caches as well.

    The rugged, mountainous country of Kyrgyzstan contains about one-half of the known coal resources of central Asia (a geographic and economic region that also includes Uzbekistan, Tadjikistan and Turkmenistan). Coal of Jurassic age is present in eight regions in Kyrgyzstan in at least 64 different named localities. Significant coal occurrences of about the same age are present in the central Asian countries of Kazakhstan, China, and Russia. Separation of the coal-bearing rocks into individual deposits results more than earth movements before and during formation of the present-day mountains and basins of the country than from deposition in separate basins.Separation was further abetted by deep erosion and removal of the coal-bearing rocks from many areas, followed by covering of the remaining coal-bearing rocks by sands and gravels of Cenozoic age. The total resources of coal in Kyrgyzstan have been reported as about 30 billion tons. In some of the reported localities, the coal resources are known and adequately explored. In other parts of the republic, the coal resources are inadequately understood or largely unexplored. The resource and reserve inventory of Kyrgyzstan is at best incomplete; for some purposes, such as short-term local and long-range national planning, it may be inadequate. Less than 8% of the total estimated resources are categorized as recoverable reserves, and the amount that is economically recoverable is unknown. The coal is largely of subbituminous and high-volatile C bituminous rank, most has low and medium ash and sulfur contents, and coals of higher rank (some with coking qualities) are present in one region. It is recommended that appropriate analyses and tests be made during planning for utilization.

    Ecological resources are resources that have functional value to ecosystems. Frequently, these functions are overlooked in terms of the value they provide to humans. Environmental economics is in search of an appropriate analysis framework for such resources. In such a framework, it is essential to distinguish between two related subsets of information: (1) ecological processes that have intrinsic value to natural ecosystems; and (2) ecological functions that are values by humans. The present study addresses these concerns by identifying a habitat that is being displaced by development, and by measuring the human and ecological values associated with the ecological resources in that habitat. It is also essential to determine which functions are mutually exclusive and which are, in effect, complementary or products of joint production. The authors apply several resource valuation tools, including contingent valuation methodology (CVM), travel cost methodology (TCM), and hedonic damage-pricing (HDP). One way to derive upper-limit values for more difficult-to-value functions is through the use of human analogs, because human-engineered systems are relatively inefficient at supplying the desired services when compared with natural systems. Where data on the relative efficiencies of natural systems and human analogs exist, it is possible to adjust the costs of providing the human analog by the relative efficiency of the natural system to obtain a more realistic value of the function under consideration. The authors demonstrate this approach in an environmental economic case study of the environmental services rendered by shrub-steppe habitats of Benton County, Washington State.

    Collecting and preserving undamaged core samples containing gas hydrates from depth is difficult because of the pressure and temperature changes encountered upon retrieval. Hydrate-bearing core samples were collected at the BPXA-DOE-USGS Mount Elbert Gas Hydrate Stratigraphic Test Well in February 2007. Coring was performed while using a custom oil-based drilling mud, and the cores were retrieved by a wireline. The samples were characterized and subsampled at the surface under ambient winter arctic conditions. Samples thought to be hydrate bearing were preserved either by immersion in liquid nitrogen (LN), or by storage under methane pressure at ambient arctic conditions, and later depressurized and immersed in LN. Eleven core samples from hydrate-bearing zones were scanned using x-ray computed tomography to examine core structure and homogeneity. Features observed include radial fractures, spalling-type fractures, and reduced density near the periphery. These features were induced during sample collection, handling, and preservation. Isotopic analysis of the methane from hydrate in an initially LN-preserved core and a pressure-preserved core indicate that secondary hydrate formation occurred throughout the pressurized core, whereas none occurred in the LN-preserved core, however no hydrate was found near the periphery of the LN-preserved core. To replicate some aspects of the preservation methods, natural and laboratory-made saturated porous media samples were frozen in a variety of ways, with radial fractures observed in some LN-frozen sands, and needle-like ice crystals forming in slowly frozen clay-rich sediments. Suggestions for hydrate-bearing core preservation are presented.

  2. Finding Large Aperture Fractures in Geothermal Resource Areas Using a Three-Component Long-Offset Surface Seismic Survey, PSInSAR and Kinematic Structural Analysis

    The DOE cost-share program applied innovative and cutting edge seismic surveying and processing, permanent scatter interferometry-synthetic aperture radar (PSInSAR) and structural kinematics to the exploration problem of locating and mapping largeaperture fractures (LAFs) for the purpose of targeting geothermal production wells. The San Emidio geothermal resource area, which is under lease to USG, contains production wells that have encountered and currently produce from LAFs in the southern half of the resource area (Figure 2). The USG lease block, incorporating the northern extension of the San Emidio geothermal resource, extends 3 miles north of the operating wellfield. The northern lease block was known to contain shallow thermal waters but was previously unexplored by deep drilling. Results of the Phase 1 exploration program are described in detail in the Phase 1 Final Report (Teplow et al., 2011). The DOE cost shared program was completed as planned on September 30, 2014. This report summarizes results from all of Phase 1 and 2 activities.

    The collection, treatment, and disposal of domestic and industrial wastewater, garbage, and other wastes present considerable problems in urban and semiurban areas of developing countries. Major benefits of using integrated treatment and resource recovery systems include waste stabilization, recovering energy as biogas, producing food from algae and fish, irrigation, improved public health, and aquatic weed control and use. Information and research are needed, however, to assesss the appropriateness, benefits, and limitations of such technology on a large scale. System configuration depends on the types and quantities of wastes available for processing. There must be enough collectable waste for the system to be viable. Information should be gathered to asses whether there is a net public health benefit by implementing a waste treatment and resource recovery system. Benefits such as savings in medical expenses and increased worker productivity due to improved health may be difficult to quantify. The potential health risks created by implementing a resource recovery system should be studied. The most difficult issues to contend with are socioeconomic in nature. Often, the poor performance of a proven technology is attributed to a lack of proper understanding of its principles by the operators, lack of community interest, improper operator training, and poor management. Public education to motivate people to accept technologies that are beneficial to them is important.

    Benefited from the rapid development of multiple geospatial data sets on topography, hydrology, and existing energy-water infrastructures, the reconnaissance level hydropower resource assessment can now be conducted using geospatial models in all regions of the US. Furthermore, the updated techniques can be used to estimate the total undeveloped hydropower potential across all regions, and may eventually help identify further hydropower opportunities that were previously overlooked. To enhance the characterization of higher energy density stream-reaches, this paper explored the sensitivity of geospatial resolution on the identification of hydropower stream-reaches using the geospatial merit matrix based hydropower resource assessment (GMM-HRA) model. GMM-HRAmore » model simulation was conducted with eight different spatial resolutions on six U.S. Geological Survey (USGS) 8-digit hydrologic units (HUC8) located at three different terrains; Flat, Mild, and Steep. The results showed that more hydropower potential from higher energy density stream-reaches can be identified with increasing spatial resolution. Both Flat and Mild terrains exhibited lower impacts compared to the Steep terrain. Consequently, greater attention should be applied when selecting the discretization resolution for hydropower resource assessments in the future study.« less

    Including renewable energy resources in integrated resource planning (IRP) requires that utility planning models properly consider the relevant attributes of the different renewable resources in addition to conventional supply-side and demand-side options. Otherwise, a utility`s resource plan is unlikely to have an appropriate balance of the various resource options. The current trend toward regulatory set-asides for renewable resources is motivated in part by the perception that the capabilities of current utility planning models are inadequate with regard to renewable resources. Adequate modeling capabilities and utility planning practices are a necessary prerequisite to the long-term penetration of renewable resources into the electric utility industry`s resource mix. This report presents a review of utility planning models conducted for the National Renewable Energy Laboratory (NREL). The review examines the capabilities of utility planning models to address key issues in the choice between renewable resources and other options. The purpose of this review is to provide a basis for identifying high priority areas for advancing the state of the art.

    RPG1.06 is an (IRP) tool developed so that small public utilities would have a tool to complete an IRP that was in compliance with the Energy Policy Act of 1992. RPG1.06 is divided into three levels: Fast Track, Intermediate, and Detailed. Each level is designed to be completed independently. The Fast Track level is designed for users who want to complete a quick, simple planning study to identify applicable resource options. The Intermediate level ismore » designed for users who want to add their own data and apply weighting factors to the results after completing a quick, simple planning study. The Detailed level is designed for users who want to identify applicable resource options and spend a fair amount of time collecting the data, computing the calculations, and compiling the results. The Detailed level contains a production costing module and optimization algorithms. The software contains the worksheets that appear in the workbook version. Similar to the workbooks, the software worksheets are designed to be completed in numerical order. The software automatically saves the data entered into a worksheet, and carries the data from worksheet to worksheet, completing all calculations. RPG1.06 also contains three additional volumes. Getting Started is an introduction to RPG1.06. Getting Started helps the user understand the differences between the three workbooks and choose the workbook that best fits the users needs. Reference Data contains supply, demand, end-use, weather, and survey data that can be used in lieu of a utility''s own data. Reference Data is particulary helpful for a utility that does not have the time, staff, or money to gather all its own data.     This Technical Report is a detailed presentation of the actions Bonneville Power Administration (BPA) will take to develop new resources to meet the power requirements of its customers. The primary focus of this report is on what BPA will do in Fiscal Years (FY's) 1992 and 1993. However, much care has been taken to define near-term actions aimed at meeting BPA's long-term needs. An aggressive, steadily increasing conservation program forms the foundation of the 1990 Resource Program and resource acquisitions for FY's 1992 and 1993. BPA's commitment to a steady ramp-up of the conservation program is key to achieving the least-cost approach to resource development, and to making the conservation resource deliverable in the long run. By itself, conservation can meet much of the likely range of load growth that BPA faces. A diverse mix of generation resources in small increments is the second cornerstone of the 1990 Resource Program. These generation resources can meet the rest of the likely range of BPA resource needs.     The Energy Information Administration (EIA), in cooperation with the US Geological Survey (USGS), has assessed 13 major petroleum producing regions outside of the United States. This series of assessments has been performed under EIA`s Foreign Energy Supply Assessment Program (FESAP). The basic approach used in these assessments was to combine historical drilling, discovery, and production data with EIA reserve estimates and USGS undiscovered resource estimates. Field-level data for discovered oil were used for these previous assessments. In FESAP, supply projections through depletion were typically formulated for the country or major producing region. Until now, EIA has not prepared an assessment of oil and gas provinces in the former Soviet Union (FSU). Before breakup of the Soviet Union in 1991, the Fergana basin was selected for a trial assessment of its discovered and undiscovered oil and gas. The object was to see if enough data could be collected and estimated to perform reasonable field-level estimates of oil and gas in this basin. If so, then assessments of other basins in the FSU could be considered. The objective was met and assessments of other basins can be considered. Collected data for this assessment cover discoveries through 1987. Compared to most other oil and gas provinces in the FSU, the Fergana basin is relatively small in geographic size, and in number and size of most of its oil and gas fields. However, with recent emphasis given to the central graben as a result of the relatively large Mingbulak field, the basin`s oil and gas potential has significantly increased. At least 7 additional fields to the 53 fields analyzed are known and are assumed to have been discovered after 1987.

    North Dakota has an outstanding resource--providing more available wind for development than any other state. According to U.S. Department of Energy (DOE) studies, North Dakota alone has enough energy from good wind areas, those of wind power Class 4 and higher, to supply 36% of the 1990 electricity consumption of the entire lower 48 states. At present, no more than a handful of wind turbines in the 60- to 100-kilowatt (kW) range are operating in the state. The first two utility-scale turbines were installed in North Dakota as part of a green pricing program, one in early 2002 and the second in July 2002. Both turbines are 900-kW wind turbines. Two more wind turbines are scheduled for installation by another utility later in 2002. Several reasons are evident for the lack of wind development. One primary reason is that North Dakota has more lignite coal than any other state. A number of relatively new minemouth power plants are operating in the state, resulting in an abundance of low-cost electricity. In 1998, North Dakota generated approximately 8.2 million megawatt-hours (MWh) of electricity, largely from coal-fired plants. Sales to North Dakota consumers totaled only 4.5 million MWh. In addition, the average retail cost of electricity in North Dakota was 5.7 cents per kWh in 1998. As a result of this surplus and the relatively low retail cost of service, North Dakota is a net exporter of electricity, selling approximately 50% to 60% of the electricity produced in North Dakota to markets outside the state. Keeping in mind that new electrical generation will be considered an export commodity to be sold outside the state, the transmission grid that serves to export electricity from North Dakota is at or close to its ability to serve new capacity. The markets for these resources are outside the state, and transmission access to the markets is a necessary condition for any large project. At the present time, technical assessments of the transmission network indicate

    As the penetration of variable generation (wind and solar) increases around the world, there is an accompanying growing interest and importance in accurately assessing the contribution that these resources can make toward planning reserve. This contribution, also known as the capacity credit or capacity value of the resource, is best quantified by using a probabilistic measure of overall resource adequacy. In recognizing the variable nature of these renewable resources, there has been interest in exploring the use of reliability metrics other than loss of load expectation. In this paper, we undertake some comparisons using data from the Western Electricity Coordinating Council in the western United States.

    Sandia National Laboratory (SNL) is leading an effort to develop reference models for marine and hydrokinetic technologies and wave and current energy resources. This effort will allow the refinement of technology design tools, accurate estimates of a baseline levelized cost of energy (LCoE), and the identification of the main cost drivers that need to be addressed to achieve a competitive LCoE. As part of this effort, Oak Ridge National Laboratory was charged with examining and reporting reference river inflow characteristics for reference model 2 (RM2). Published turbulent flow data from large rivers, a water supply canal and laboratory flumes, are reviewed to determine the range of velocities, turbulence intensities and turbulent stresses acting on hydrokinetic technologies, and also to evaluate the validity of classical models that describe the depth variation of the time-mean velocity and turbulent normal Reynolds stresses. The classical models are found to generally perform well in describing river inflow characteristics. A potential challenge in river inflow characterization, however, is the high variability of depth and flow over the design life of a hydrokinetic device. This variation can have significant effects on the inflow mean velocity and turbulence intensity experienced by stationary and bottom mounted hydrokinetic energy conversion devices, which requires further investigation, but are expected to have minimal effects on surface mounted devices like the vertical axis turbine device designed for RM2. A simple methodology for obtaining an approximate inflow characterization for surface deployed devices is developed using the relation umax=(7/6)V where V is the bulk velocity and umax is assumed to be the near-surface velocity. The application of this expression is recommended for deriving the local inflow velocity acting on the energy extraction planes of the RM2 vertical axis rotors, where V=Q/A can be calculated given a USGS gage flow time

    CMS is using a tiered setup of dedicated computing resources provided by sites distributed over the world and organized in WLCG. These sites pledge resources to CMS and are preparing them especially for CMS to run the experiment's applications. But there are more resources available opportunistically both on the GRID and in local university and research clusters which can be used for CMS applications. We will present CMS' strategy to use opportunistic resources and prepare them dynamically to run CMS applications. CMS is able to run its applications on resources that can be reached through the GRID, through EC2 compliant cloud interfaces. Even resources that can be used through ssh login nodes can be harnessed. All of these usage modes are integrated transparently into the GlideIn WMS submission infrastructure, which is the basis of CMS' opportunistic resource usage strategy. Technologies like Parrot to mount the software distribution via CVMFS and xrootd for access to data and simulation samples via the WAN are used and will be described. We will summarize the experience with opportunistic resource usage and give an outlook for the restart of LHC data taking in 2015.

  6. Estimate of the Geothermal Energy Resource in the Major Sedimentary Basins in the United States (Presentation)

    Because most sedimentary basins have been explored for oil and gas, well logs, temperatures at depth, and reservoir properties such as depth to basement and formation thickness are well known. The availability of this data reduces exploration risk and allows development of geologic exploration models for each basin. This study estimates the magnitude of recoverable geothermal energy from 15 major known U.S. sedimentary basins and ranks these basins relative to their potential. The total available thermal resource for each basin was estimated using the volumetric heat-in-place method originally proposed by (Muffler, 1979). A qualitative recovery factor was determined for each basin based on data on flow volume, hydrothermal recharge, and vertical and horizontal permeability. Total sedimentary thickness maps, stratigraphic columns, cross sections, and temperature gradient information was gathered for each basin from published articles, USGS reports, and state geological survey reports. When published data were insufficient, thermal gradients and reservoir properties were derived from oil and gas well logs obtained on oil and gas commission databases. Basin stratigraphy, structural history, and groundwater circulation patterns were studied in order to develop a model that estimates resource size, temperature distribution, and a probable quantitative recovery factor.

    This report contains nine unconventional energy resource commodity summaries prepared by committees of the Energy Minerals Division (EMD) of the American Association of Petroleum Geologists. Unconventional energy resources, as used in this report, are those energy resources that do not occur in discrete oil or gas reservoirs held in structural or stratigraphic traps in sedimentary basins. These resources include coal, coalbed methane, gas hydrates, tight gas sands, gas shale and shale oil, geothermal resources, oil sands, oil shale, and uranium resources. Current U.S. and global research and development activities are summarized for each unconventional energy commodity in the topical sections of this report. Coal and uranium are expected to supply a significant portion of the world's energy mix in coming years. Coalbed methane continues to supply about 9% of the U.S. gas production and exploration is expanding in other countries. Recently, natural gas produced from shale and low-permeability (tight) sandstone has made a significant contribution to the energy supply of the United States and is an increasing target for exploration around the world. In addition, oil from shale and heavy oil from sandstone are a new exploration focus in many areas (including the Green River area of Wyoming and northern Alberta). In recent years, research in the areas of geothermal energy sources and gas hydrates has continued to advance. Reviews of the current research and the stages of development of these unconventional energy resources are described in the various sections of this report.

    The Hawaii Geothermal Resources Assessment Program was initiated in 1978. The preliminary phase of this effort identified 20 Potential Geothermal Resource Areas (PGRA's) using available geological, geochemical and geophysical data. The second phase of the Assessment Program undertook a series of field studies, utilizing a variety of geothermal exploration techniques, in an effort to confirm the presence of thermal anomalies in the identified PGRA's and, if confirmed, to more completely characterize them. A total of 15 PGRA's on four of the five major islands in the Hawaiian chain were subject to at least a preliminary field analysis. The remaining five were not considered to have sufficient resource potential to warrant study under the personnel and budget constraints of the program. The island of Kauai was not studied during the current phase of investigation. Geothermal field studies were not considered to be warranted due to the absence of significant geochemical or geophysical indications of a geothermal resource. The great age of volcanism on this island would further suggest that should a thermal resource be present, it would be of low temperature. The geothermal field studies conducted on Oahu focused on the caldera complexes of the two volcanic systems which form the island: Waianae volcano and Koolau volcano. The results of these studies and the interpreted probability for a resource are presented.

    The Integrated Resource Planning Model (IRPM) is a decision-support software product for resource-and-capacity planning. Users can evaluate changing constraints on schedule performance, projected cost, and resource use. IRPM is a unique software tool that can analyze complex business situations from a basic supply chain to an integrated production facility to a distributed manufacturing complex. IRPM can be efficiently configured through a user-friendly graphical interface to rapidly provide charts, graphs, tables, and/or written results to summarize postulated business scenarios. There is not a similar integrated resource planning software package presently available. Many different businesses (from government to large corporations as well as medium-to-small manufacturing concerns) could save thousands of dollars and hundreds of labor hours in resource and schedule planning costs. Those businesses also could avoid millions of dollars of revenue lost from fear of overcommitting or from penalties and lost future business for failing to meet promised delivery by using IRPM to perform what-if business-case evaluations. Tough production planning questions that previously were left unanswered can now be answered with a high degree of certainty. Businesses can anticipate production problems and have solutions in hand to deal with those problems. IRPM allows companies to make better plans, decisions, and investments.

    As a federal agency, the US Department of Energy (DOE) has been directed by Congress and the President to provide leadership in the preservation of prehistoric, historical, and cultural resources on lands it administers, to manage these in a spirit of stewardship for future generations, and to protect and preserve the rights of Native Americans to religious freedom. The purpose of this document is to describe how the DOE-Richland Operations (DOE-RL) will meet those responsibilities on the Hanford Site, pursuant to guidelines for Agency Responsibilities under the Historic Preservation Act (FR 53:31, February 17, 1988). This document is intended for multiple uses. Among other things, the text is designed as a manual for cultural resource managers to follow and as an explanation of the process of cultural resource regulatory compliance for the DOE-RL and Site contractors. 10 refs., 17 figs., 11 tabs.

    World oil use is projected to grow to 98 million b/d in 2015 and 118 million b/d in 2030. Total world natural gas consumption is projected to rise to 134 Tcf in 2015 and 182 Tcf in 2030. In an era of declining production and increasing demand, economically producing oil and gas from unconventional sources is a key challenge to maintaining global economic growth. Some unconventional hydrocarbon sources are already being developed, including gas shales, tight gas sands, heavy oil, oil sands, and coal bed methane. Roughly 20 years ago, gas production from tight sands, shales, and coals was considered uneconomic. Today, these resources provide 25% of the U.S. gas supply and that number is likely to increase. Venezuela has over 300 billion barrels of unproven extra-heavy oil reserves which would give it the largest reserves of any country in the world. It is currently producing over 550,000 b/d of heavy oil. Unconventional oil is also being produced in Canada from the Athabasca oil sands. 1.6 trillion barrels of oil are locked in the sands of which 175 billion barrels are proven reserves that can be recovered using current technology. Production from 29 companies now operating there exceeds 1 million barrels per day. The report provides an overview of continuous petroleum sources and gives a concise overview of the current status of varying types of unconventional oil and gas resources. Topics covered in the report include: an overview of the history of Oil and Natural Gas; an analysis of the Oil and Natural Gas industries, including current and future production, consumption, and reserves; a detailed description of the different types of unconventional oil and gas resources; an analysis of the key business factors that are driving the increased interest in unconventional resources; an analysis of the barriers that are hindering the development of unconventional resources; profiles of key producing regions; and, profiles of key unconventional oil and gas producers.

    This report has been prepared to make available and archive the background scientific data and related information collected on ecological resources during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The U.S. Department of Energy (COE) published a notice in the Federal Register on May 17, 1994 (Fed. Regist. 5925638) withdrawing its Notice of Intent (Fed. Regst. 575433) of February 14, 1992, to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The background scientific data and related information presented in this report focus on several areas of Hawaii County, including the southeastern coast, a potential development corridor along the Saddle Road between Hilo and the North Kohala District on the northwestern coast, and on the southeastern coast of Maui. In this report, reference is made to these areas as study areas rather than as areas where proposed or alternative facilities of the HGP would be located. The resource areas addressed herein include terrestrial ecology, aquatic ecology, and marine ecology. The scientific background data and related information is being made available for future research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.

    This paper summarizes five 2007-2008 resource commodity committee reports prepared by the Energy Minerals Division (EMD) of the American Association of Petroleum Geologists. Current United States and global research and development activities related to gas hydrates, gas shales, geothermal resources, oil sands, and uranium resources are included in this review. These commodity reports were written to advise EMD leadership and membership of the current status of research and development of unconventional energy resources. Unconventional energy resources are defined as those resources other than conventional oil and natural gas that typically occur in sandstone and carbonate rocks. Gas hydrate resources are potentially enormous; however, production technologies are still under development. Gas shale, geothermal, oil sand, and uranium resources are now increasing targets of exploration and development, and are rapidly becoming important energy resources that will continue to be developed in the future.

    In recent years conservation of electric power has become an integral part of utility planning. The 1980 Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) requires that the region consider conservation potential in planning acquisitions of resources to meet load growth. The Bonneville Power Administration (BPA) developed its first estimates of conservation potential in 1982. Since that time BPA has updated its conservation supply analyses as a part of its Resource Program and other planning efforts. Major updates were published in 1985 and in January 1990. This 1992 document presents updated supply curves, which are estimates of the savings potential over time (cumulative savings) at different cost levels of energy conservation measures (ECMs). ECMs are devices, pieces of equipment, or actions that increase the efficiency of electricity use and reduce the amount of electricity used by end-use equipment.

    The use of factorization techniques provides a interesting option for the simulation of the time-dependent behavior of nuclear systems with a reduced computational effort. While point kinetics neglects all spatial and spectral effects, quasi-statics and multipoint kinetics allow to produce results with a higher accuracy for transients involving relevant modifications of the neutron distribution. However, in some conditions these methods can not work efficiently. In this paper, we discuss some possible alternative formulations for the factorization process for neutron kinetics, leading to mathematical models of reduced complications that can allow an accurate simulation of transients involving spatial and spectral effects. The performance of these innovative approaches are compared to standard techniques for some test cases, showing the benefits and shortcomings of the method proposed. (authors)

    Leaves show a variety of strategies for maximizing CO{sub 2} and light capture. These are more meaningfully explained if they are considered in the context of maximizing capture relative to the utilization of water, nutrients and carbohydrates reserves. There is considerable variation between crops in their efficiency of CO{sub 2} and light capture at the leaf level. Understanding of these mechanisms indicate some ways in which efficiency of resource capture could be level cannot be meaningfully considered without simultaneous understanding of implications at the canopy level. 36 refs., 5 figs., 1 tab.

    The Loads and Resources Study is presented in three documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. In this loads and resources study, resource availability is compared with a range of forecasted electricity consumption. The forecasted future electricity demands -- firm loads -- are subtracted from the projected capability of existing and {open_quotes}contracted for{close_quotes} resources to determine whether Bonneville Power Administration (BPA) and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, and additional conservation, contract purchases, or generating resources will be needed to meet load growth. The Pacific Northwest Loads and Resources Study analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system, which includes loads and resource in addition to the Federal system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. This study presents the Federal system and regional analyses for five load forecasts: high, medium-high, medium, medium-low, and low. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1994--95 through 2003--04.

    In recent years, there has been a great interest in designing high-performance distributed symbolic-processing computers. These architectures have special needs for resource management and dynamic reclamation of unused memory cells and objects. The memory management or garbage-collection aspects of these architectures are studied. Also introduced is a synchronous distributed algorithm for garbage collection. A special data structure is defined to handle the distributed nature of the problem. The author formally expresses the algorithm and shows the results of a synchronous garbage-collection simulation and its effect on the interconnection-network message to traffic. He presents an asynchronous distributed garbage collection to handle the resource management for a system that does not require a global synchronization mechanism. The distributed data structure is modified to include the asynchronous aspects of the algorithm. This method is extended to a multiple-mutator scheme, and the problem of having several processors share portion of a cyclical graph is discussed. Two models for the analytical study of the garbage-collection algorithms discussed are provided.

    When maintained under hydrate-stable conditions, methane hydrate in laboratory samples is often considered a stable and immobile solid material. Currently, there do not appear to be any studies in which the long-term redistribution of hydrates in sediments has been investigated in the laboratory. These observations are important because if the location of hydrate in a sample were to change over time (e.g. by dissociating at one location and reforming at another), the properties of the sample that depend on hydrate saturation and pore space occupancy would also change. Observations of hydrate redistribution under stable conditions are also important in understanding natural hydrate deposits, as these may also change over time. The processes by which solid hydrate can move include dissociation, hydrate-former and water migration in the gas and liquid phases, and hydrate formation. Chemical potential gradients induced by temperature, pressure, and pore water or host sediment chemistry can drive these processes. A series of tests were performed on a formerly natural methane-hydrate-bearing core sample from the BPX-DOE-USGS Mount Elbert Gas Hydrate Stratigraphic Test Well, in order to observe hydrate formation and morphology within this natural sediment, and changes over time using X-ray computed tomography (CT). Long-term observations (over several weeks) of methane hydrate in natural sediments were made to investigate spatial changes in hydrate saturation in the core. During the test sequence, mild buffered thermal and pressure oscillations occurred within the sample in response to laboratory temperature changes. These oscillations were small in magnitude, and conditions were maintained well within the hydrate stability zone.

    This final report to the Department of Energy for Task DE-AT26-97FT34343 covers the period from 1997 to April, 2005 and summarizes the larger research accomplishments, which can be divided in field and laboratory experiments. The geophysical and sampling field programs include 5 experiments conducted between 1998 and 2003 in the Gulf of Mexico (four cruises) and on the Blake Ridge (one cruise). Significant results from the Gulf of Mexico include advancing knowledge of gas hydrate as a potential hazard to drilling at a time when petroleum exploration and production move into deeper water on the continental slope. Anomalous bright reflections called high-reflectivity zones (HRZ's) were identified as possible seismic indicators of gas hydrate. Subsequent sampling through coring identified how methane flux changes from vent regions into mini-basins, and could explain the lack of a known Bottom Simulating Reflection (BSR) in much of the Gulf. In conjunction with the Chevron Gulf of Mexico JIP project, two site surveys were run to characterize gas hydrate prior to drilling in 2005, including detailed analysis of a BSR reflection at one of the sites. The one cruise to the Blake Ridge collected core samples to test the origin and age of the Blake Ridge collapse feature. While the cruise results were equivocal, they results raised new questions about the timing of methane release from hydrate in this well-studied natural laboratory field site. These field programs, particularly in the Gulf of Mexico, helped further DOE goals of understanding gas hydrates in areas where deep-water drilling and production were likely to penetrate the gas hydrate stability zone. Laboratory experiments were generally integrated with field studies but addressed specific questions about methane hydrate behavior and properties. Studies in the Gas Hydrate and Sediment Testing Laboratory Instrument (GHASTLI) performed some of the first physical property measurements on hydrate-sediment mixtures at simulated in-situ temperatures and pressures. These experiments showed the importance of grain size to hydrate occurrence, and demonstrated how the technique for making hydrate can significantly affect hydrate occurrence in the sample. The thermal properties laboratory made comprehensive thermal characterization of synthetic hydrate demonstrating the linear and non-linear behavior of the material in certain parts of the hydrate stability zone. From the petrophysics laboratory came detailed measurements of physical properties of pure methane hydrate as compared to ice and other hydrocarbon hydrates. This laboratory also developed a cryogenic Scanning Electron Microscope (SEM) capability that has been used to analyze samples returned from the field programs. Most laboratory experiments also included measurements in support of the major DOE-cofunded drilling programs (ODP Leg 204, Mallik, and Hot Ice). These laboratory studies also support DOE objectives of developing well-constrained parameters to use in modeling studies.

    Several processes are being developed to recover metals from coal combustion and conversion residues. Methods to obtain substantial amounts of aluminum, iron, and titanium from these wastes are presented. The primary purpose of our investigation is to find a process that is economically sound or one that at least will partially defray the costs of waste processing. A cursory look at the content of fly ash enables one to see the merits of recovery of these huge quantities of valuable resources. The major constituents of fly ash of most interest are aluminum (14.8%), iron (7.5%), and titanium (1.0%). If these major elements could be recovered from the fly ash produced in the United States (60 million tons/year), bauxite would not have to be imported, iron ore production could be increased, and titanium production could be doubled.

    The purpose of this resource guide is to provide a convenient reference document of information that may be useful to the U.S. Department of Energy (DOE) and DOE contractor personnel involved in packaging and transportation activities. An attempt has been made to present the terminology of DOE community usage as it currently exists. DOE`s mission is changing with emphasis on environmental cleanup. The terminology or nomenclature that has resulted from this expanded mission is included for the packaging and transportation user for reference purposes. Older terms still in use during the transition have been maintained. The Packaging and Transportation Resource Guide consists of four sections: Sect. 1, Introduction; Sect. 2, Abbreviations and Acronyms; Sect. 3, Definitions; and Sect. 4, References for packaging and transportation of hazardous materials and related activities, and Appendices A and B. Information has been collected from DOE Orders and DOE documents; U.S Department of Transportation (DOT), U.S. Environmental Protection Agency (EPA), and U.S. Nuclear Regulatory Commission (NRC) regulations; and International Atomic Energy Agency (IAEA) standards and other international documents. The definitions included in this guide may not always be a regulatory definition but are the more common DOE usage. In addition, the definitions vary among regulatory agencies. It is, therefore, suggested that if a definition is to be used in a regulatory or a legal compliance issue, the definition should be verified with the appropriate regulation. To assist in locating definitions in the regulations, a listing of all definition sections in the regulations are included in Appendix B. In many instances, the appropriate regulatory reference is indicated in the right-hand margin.

    The 1997 White Book is presented in two documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; and (2) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. Data detailing Pacific Northwest non-utility generating (NUG) resources is also available upon request. This analysis updates the 1996 pacific Northwest Loads and Resources Study, published in December 1996. In this loads and resources study, resource availability is compared with a medium forecast of electricity consumption. This document analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system which includes loads and resources in addition to the Federal system. This study presents the Federal system and regional analyses for the medium load forecast. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1998--99 through 2007--08.

    The US Army Forces Command (FORSCOM) has tasked Pacific Northwest Laboratory (PNL) as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program`s (FEMP) mission to identify, evaluate, and assist in acquiring all cost-effective energy projects at Fort Drum. This is a model program PNL is designing for federal customers served by the Niagara Mohawk Power Company (Niagara Mohawk). It will (1) identify and evaluate all electric and fossil fuel cost-effective energy projects; (2) develop a schedule at each installation for project acquisition considering project type, size, timing, capital requirements, as well as energy and dollar savings; and (3) secure 100% of the financing required to implement electric energy efficiency projects from Niagara Mohawk and have Niagara Mohawk procure the necessary contractors to perform detailed audits and install the technologies. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at one of Niagara Mohawk`s primary federal facilities, the FORSCOM Fort Drum facility located near Watertown, New York. This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the FORSCOM Fort Stewart facility located approximately 25 miles southwest of Savannah, Georgia. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analyses of EROs are presented in 11 common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). A narrative description of each ERO is provided, along with a table detailing information on the installed cost, energy and dollar savings; impacts on operations and maintenance (O&M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO. The tables also present the results of the life-cycle cost (LCC) analysis indicating the net present value (NPV) and savings to investment ratio (SIR) of each ERO.

    Demand response resources are an important component of modern grid management strategies. Accurate characterizations of DR resources are needed to develop systems of optimally managed grid operations and to plan future investments in generation, transmission, and distribution. The DOE Demand Response and Energy Storage Integration Study (DRESIS) project researched the degree to which demand response (DR) and energy storage can provide grid flexibility and stability in the Western Interconnection. In this work, DR resources were integrated with traditional generators in grid forecasting tools, specifically a production cost model of the Western Interconnection. As part of this study, LBNL developed a modeling framework for characterizing resource availability and response attributes of DR resources consistent with the governing architecture of the simulation modeling platform. In this report, we identify and describe the following response attributes required to accurately characterize DR resources: allowable response frequency, maximum response duration, minimum time needed to achieve load changes, necessary pre- or re-charging of integrated energy storage, costs of enablement, magnitude of controlled resources, and alignment of availability. We describe a framework for modeling these response attributes, and apply this framework to characterize 13 DR resources including residential, commercial, and industrial end-uses. We group these end-uses into three broad categories based on their response capabilities, and define a taxonomy for classifying DR resources within these categories. The three categories of resources exhibit different capabilities and differ in value to the grid. Results from the production cost model of the Western Interconnection illustrate that minor differences in resource attributes can have significant impact on grid utilization of DR resources. The implications of these findings will be explored in future DR valuation studies.
