    Construction of Atomic Energy of Canada Limited's (AECL's) Underground Research Laboratory (URL) began in 1982. The URL was designed to address the needs of the Canadian nuclear fuel waste management program. Over the years, a comprehensive program of geologic characterization and underground hydrogeologic, geotechnical and geomechanical projects have been performed, many of which are ongoing. The scientific work at the URL has evolved through a number of different phases to meet the changing needs of Canada's waste management program. The various phases of the URL have included siting, site evaluation, construction and operation. Collaboration with international organizations is encouraged at the URL, with the facility being a centre of excellence in an International Atomic Energy Agency (IAEA) network of underground facilities. One of AECL's major achievements of the past 20 year program has been the preparation and public defense of a ten-volume Environmental Impact Statement (EIS) for a conceptual deep geologic repository. Completion of this dissertation on the characterization, construction and performance modeling of a conceptual repository in the granite rock of the Canadian Shield was largely based on work conducted at the URL. Work conducted over the seven years since public defense of the EIS has been directed towards developing those engineering and performance assessment tools that would be required for implementation of a deep geologic repository. The URL continues to be a very active facility with ongoing experiments and demonstrations performed for a variety of Canadian and international radioactive waste management organizations.

    The CRAC2 computer code is a revised version of CRAC (Calculation of Reactor Accident Consequences) which was developed for the Reactor Safety Study. This document provides an overview of the CRAC2 code and a description of each of the models used. Significant improvements incorporated into CRAC2 include an improved weather sequence sampling technique, a new evacuation model, and new output capabilities. In addition, refinements have been made to the atmospheric transport and deposition model. Details of the modeling differences between CRAC2 and CRAC are emphasized in the model descriptions.

    The ''Yucca Mountain Site Description'' summarizes, in a single document, the current state of knowledge and understanding of the natural system at Yucca Mountain. It describes the geology; geochemistry; past, present, and projected future climate; regional hydrologic system; and flow and transport within the unsaturated and saturated zones at the site. In addition, it discusses factors affecting radionuclide transport, the effect of thermal loading on the natural system, and tectonic hazards. The ''Yucca Mountain Site Description'' is broad in nature. It summarizes investigations carried out as part of the Yucca Mountain Project since 1988, but it also includes work done at the site in earlier years, as well as studies performed by others. The document has been prepared under the Office of Civilian Radioactive Waste Management quality assurance program for the Yucca Mountain Project. Yucca Mountain is located in Nye County in southern Nevada. The site lies in the north-central part of the Basin and Range physiographic province, within the northernmost subprovince commonly referred to as the Great Basin. The basin and range physiography reflects the extensional tectonic regime that has affected the region during the middle and late Cenozoic Era. Yucca Mountain was initially selected for characterization, in part, because of its thick unsaturated zone, its arid to semiarid climate, and the existence of a rock type that would support excavation of stable openings. In 1987, the United States Congress directed that Yucca Mountain be the only site characterized to evaluate its suitability for development of a geologic repository for high-level radioactive waste and spent nuclear fuel.

To answer the question of when the collective quantum plasma effects are important, a proper description of such effects is necessary. We consider here the most common methods of description of quantum plasma, along with the related assumptions and applicability limits. In particular, we analyze in detail the hydrodynamic description of quantum plasma, as well as discuss some kinetic features of analytic properties of linear dielectric response function in quantum plasma. We point out the most important, in our view, fundamental problems occurring already in the linear approximation and requiring further investigation. (submitted to Physics-Uspekhi)

This SDD is an engineering tool for design control; accordingly, the primary audience and users are design engineers. This SDD is part of an iterative design process. It leads the design process with regard to the flow down of upper tier requirements onto the system. Knowledge of these requirements is essential in performing the design process. The SDD follows the design with regard to the description of the system. The description provided in the SDD reflects the current results of the design process. Throughout this SDD, the term aging cask applies to vertical site-specific casks and to horizontal aging modules. The term overpack is a vertical site-specific cask that contains a dual-purpose canister (DPC) or a disposable canister. Functional and operational requirements applicable to this system were obtained from ''Project Functional and Operational Requirements'' (F&OR) (Curry 2004 [DIRS 170557]). Other requirements that support the design process were taken from documents such as ''Project Design Criteria Document'' (PDC) (BSC 2004 [DES 171599]), ''Site Fire Hazards Analyses'' (BSC 2005 [DIRS 172174]), and ''Nuclear Safety Design Bases for License Application'' (BSC 2005 [DIRS 171512]). The documents address requirements in the ''Project Requirements Document'' (PRD) (Canori and Leitner 2003 [DIRS 166275]). This SDD includes several appendices.     The Integrated Program Management System (IPMS) Description is a ``working`` document that describes the work processes of the Uranium Mill Tailings Remedial Action Project Office (UMTRA) and IPMS Group. This document has undergone many revisions since the UMTRA Project began; this revision not only updates the work processes but more clearly explains the relationships between the Project Office, contractors, and other participants. The work process flow style has been revised to better describe Project work and the relationships of participants. For each work process, more background and guidance on ``why`` and ``what is expected`` is given. For example, a description of activity data sheets has been added in the work organization and the Project performance and reporting processes, as well as additional detail about the federal budget process and funding management and improved flow charts and explanations of cost and schedule management. A chapter has been added describing the Cost Reduction/Productivity Improvement Program. The Change Control Board (CCB) procedures (Appendix A) have been updated.     We develop a tropical analogue of the classical double description method allowing one to compute an internal representation (in terms of vertices) of a polyhedron defined externally (by inequalities). The heart of the tropical algorithm is a characterization of the extreme points of a polyhedron in terms of a system of constraints which define it. We show that checking the extremality of a point reduces to checking whether there is only one minimal strongly connected component in an hypergraph. The latter problem can be solved in almost linear time, which allows us to eliminate quickly redundant generators. We report extensive tests (including benchmarks from an application to static analysis) showing that the method outperforms experimentally the previous ones by orders of magnitude. The present tools also lead to worst case bounds which improve the ones provided by previous methods.

    We consider the initial energy density in the transverse plane of a high energy nucleus-nucleus collision as a random field $\\rho(\\x)$, whose probability distribution $P[\\rho]$, the only ingredient of the present description, encodes all possible sources of fluctuations. We argue that it is a local Gaussian, with a short-range 2-point function, and that the fluctuations relevant for the calculation of the eccentricities that drive the anisotropic flow have small relative amplitudes. In fact, this 2-point function, together with the average density, contains all the information needed to calculate the eccentricities and their variances, and we derive general model independent expressions for these quantities. The short wavelength fluctuations are shown to play no role in these calculations, except for a renormalization of the short range part of the 2-point function. As an illustration, we compare to a commonly used model of independent sources, and recover the known results of this model.

    A System Design Description (SDD) describes the requirements and features of a system. This standard provides guidance on the expected technical content of SDDs. The need for such a standard was recognized during efforts to develop SDDs for safety systems at DOE Hazard Category 2 nonreactor nuclear facilities. Existing guidance related to the corresponding documents in other industries is generally not suitable to meet the needs of DOE nuclear facilities. Across the DOE complex, different contractors have guidance documents, but they vary widely from site to site. While such guidance documents are valuable, no single guidance document has all the attributes that DOE considers important, including a reasonable degree of consistency or standardization. This standard is a consolidation of the best of the existing guidance. This standard has been developed with a technical content and level of detail intended to be most applicable to safety systems at DOE Hazard Category 2 nonreactor nuclear facilities. Notwithstanding that primary intent, this standard is recommended for other systems at such facilities, especially those that are important to achieving the programmatic mission of the facility. In addition, application of this standard should be considered for systems at other facilities, including non-nuclear facilities, on the basis that SDDs may be beneficial and cost-effective.

    Classical gravity can be described as a relational dynamical system without ever appealing to spacetime or its geometry. This description is the so-called shape dynamics description of gravity. The existence of relational first principles from which the shape dynamics description of gravity can be derived is a motivation to consider shape dynamics (rather than GR) as the fundamental description of gravity. Adopting this point of view leads to the question: What is the role of spacetime in the shape dynamics description of gravity? This question contains many aspects: Compatibility of shape dynamics with the description of gravity in terms of spacetime geometry, the role of local Minkowski space, universality of spacetime geometry and the nature of quantum particles, which can no longer be assumed to be irreducible representations of the Poincare group. In this contribution I derive effective spacetime structures by considering how matter fluctuations evolve along with shape dynamics. This evolution reveals an "experienced spacetime geometry." This leads (in an idealized approximation) to local Minkowski space and causal relations. The small scale structure of the emergent geometric picture depends on the specific probes used to experience spacetime, which limits the applicability of effective spacetime to describe shape dynamics. I conclude with discussing the nature of quantum fluctuations (particles) in shape dynamics and how local Minkowski spacetime emerges from the evolution of quantum particles.

    A major goal of neuroscience, statistical physics and nonlinear dynamics is to understand how brain function arises from the collective dynamics of networks of spiking neurons. This challenge has been chiefly addressed through large-scale numerical simulations. Alternatively, researchers have formulated mean-field theories to gain insight into macroscopic states of large neuronal networks in terms of the collective firing activity of the neurons, or the firing rate. However, these theories have not succeeded in establishing an exact correspondence between the firing rate of the network and the underlying microscopic state of the spiking neurons. This has largely constrained the range of applicability of such macroscopic descriptions, particularly when trying to describe neuronal synchronization. Here we provide the derivation of a set of exact macroscopic equations for a network of spiking neurons. Our results reveal that the spike generation mechanism of individual neurons introduces an effective coupling between two biophysically relevant macroscopic quantities, the firing rate and the mean membrane potential, which together govern the evolution of the neuronal network. The resulting equations exactly describe all possible macroscopic dynamical states of the network, including states of synchronous spiking activity. Finally we show that the firing rate description is related, via a conformal map, with a low-dimensional description in terms of the Kuramoto order parameter, called Ott-Antonsen theory. We anticipate our results will be an important tool in investigating how large networks of spiking neurons self-organize in time to process and encode information in the brain.

    We formulate a theory for the collective phase description of oscillatory convection in Hele-Shaw cells. It enables us to describe the dynamics of the oscillatory convection by a single degree of freedom which we call the collective phase. The theory can be considered as a phase reduction method for limit-cycle solutions in infinite-dimensional dynamical systems, namely, stable time-periodic solutions to partial differential equations, representing the oscillatory convection. We derive the phase sensitivity function, which quantifies the phase response of the oscillatory convection to weak perturbations applied at each spatial point, and analyze the phase synchronization between two weakly coupled Hele-Shaw cells exhibiting oscillatory convection on the basis of the derived phase equations.

    The Advanced High-Temperature Reactor (AHTR) is a design concept for a central station-type [1500 MW(e)] Fluoride salt-cooled High-temperature Reactor (FHR) that is currently undergoing development by Oak Ridge National Laboratory for the US. Department of Energy, Office of Nuclear Energy's Advanced Reactor Concepts program. FHRs, by definition, feature low-pressure liquid fluoride salt cooling, coated-particle fuel, a high-temperature power cycle, and fully passive decay heat rejection. The overall goal of the AHTR development program is to demonstrate the technical feasibility of FHRs as low-cost, large-size power producers while maintaining full passive safety. The AHTR is approaching a preconceptual level of maturity. An initial integrated layout of its major systems, structures, and components (SSCs), and an initial, high-level sequence of operations necessary for constructing and operating the plant is nearing completion. An overview of the current status of the AHTR concept has been recently published and a report providing a more detailed overview of the AHTR structures and mechanical systems is currently in preparation. This report documents the refueling components and processes envisioned at this early development phase. The report is limited to the refueling aspects of the AHTR and does not include overall reactor or power plant design information. The report, however, does include a description of the materials envisioned for the various components and the instrumentation necessary to control the refueling process. The report begins with an overview of the refueling strategy. Next a mechanical description of the AHTR fuel assemblies and core is provided. The reactor vessel upper assemblies are then described. Following this the refueling path structures and the refueling mechanisms and components are described. The sequence of operations necessary to fuel and defuel the reactor is then discussed. The report concludes with a discussion of the levels of maturity of the various SSCs to provide guidance for future technology developments. The conceptual design information presented in this report is very preliminary in nature. Significant uncertainty remains about several aspects of the process and even the radiation and mechanical performance of plate-type coated-particle fuel.

    The main features of 1P/Halley chaotic dynamics can be described by a two dimensional symplectic map. Using Mel'nikov integral we semi-analytically determine such a map for 1P/Halley taking into account gravitational interactions from the Sun and the eight planets. We determine the Solar system kick function ie the energy transfer to 1P/Halley along one passage through the Solar system. Our procedure allows to compute for each planet its contribution to the Solar system kick function which appears to be the sum of the Keplerian potential of the planet and of a rotating circular gravitational dipole potential due to the Sun movement around Solar system barycenter. We test the robustness of the symplectic Halley map by directly integrating Newton's equations over $\\sim 2.4\\cdot 10^4$ yr around Y2K and by reconstructing the Solar system kick function. Our results show that the Halley map with fixed parameters gives a reliable description of comet dynamics on time scales of $10^4$ yr while on a larger scales the parameters of the map are slowly changing due to slow oscillations of orbital momentum.

    We review and extend a novel approach that we introduced recently, to describe general dark energy or scalar-tensor models. Our approach relies on an ADM formulation based on the hypersurfaces where the underlying scalar field is uniform. The advantage of this approach is that it can describe in the same language and in a minimal way a vast number of existing models, such as quintessence models, $F(R)$ theories, scalar tensor theories, their Horndeski extensions and beyond. It also naturally includes Horava-Lifshitz theories. As summarized in this review, our approach provides a unified treatment of the linear cosmological perturbations about a FLRW universe, obtained by a systematic expansion of our general action up to quadratic order. This shows that the behaviour of these linear perturbations is generically characterized by five time-dependent functions. We derive the full equations of motion in the Newtonian gauge, and obtain in particular the equation of state for dark energy perturbations, in the Horndeski case, in terms of these functions. Our unifying description thus provides the simplest and most systematic way to confront theoretical models with current and future cosmological observations.

    As a part of the United States Department of Energy's High Temperature Turbine Technology Program, the Morgantown Energy Technology Center is participating in a Ceramics Corrosion/Erosion Materials Study. Objective is to create a technology base for ceramic materials which could be used by stationary gas power turbines operating with a high-temperature, coal-derived, low-Btu gas products of combustion environment. Two facilities are designed and installed to burn a varying low-Btu coal-derived gas in a controlled manner. This report contains the objectives and testing philosophy as well as the operating, specimen handling, and emergency procedures for the facilities. The facilities were checked out in August/September 1980. Testing is scheduled to begin in late 1980 with completion of 1000 hours of ceramic materials exposure to be completed by early 1981.     Brief descriptions are given of the observables in neutron emission in fission together with early theoretical representations of two of these observables, namely, the prompt fission neutron spectrum N(E) and the average prompt neutron multiplicity {bar {nu}}{sub p}. This is followed by summaries, together with examples, of modern approaches to the calculation of these two quantities. Here, emphasis is placed upon the predictability and accuracy of the new approaches. In particular, the dependencies of N(E) and {bar {nu}}{sub p} upon the fissioning nucleus and its excitation energy are discussed. Then, recent work in multiple-chance fission and other recent work involving new measurements are presented and discussed. Following this, some properties of fission fragments are mentioned that must be better known and better understood in order to calculate N(E) and {bar {nu}}{sub p} with higher accuracy than is currently possible. In conclusion, some measurements are recommended for the purpose of benchmarking simultaneous calculations of neutron emission and gamma emission in fission. 32 refs., 26 figs.

    In 1978 and 1979, a total of 72 blanket fuel assemblies (BFAs), irradiated during the operating cycles of the Shippingport Atomic Power Station's Pressurized Water Reactor (PWR) Core 2 from April 1965 to February 1974, were transferred to the Hanford Site and stored in underwater storage racks in Cell 2R at the 221-T Canyon (T-Plant). The initial objective was to recover the produced plutonium in the BFAs, but this never occurred and the fuel assemblies have remained within the water storage pool to the present time. The Shippingport Spent Fuel Canister (SSFC) is a confinement system that provides safe transport functions (in conjunction with the TN-WHC cask) and storage for the BFAs at the Canister Storage Building (CSB). The current plan is for these BFAs to be retrieved from wet storage and loaded into SSFCs for dry storage. The sealed SSFCs containing BFAs will be vacuum dried, internally backfilled with helium, and leak tested to provide suitable confinement for the BFAs during transport and storage. Following completion of the drying and inerting process, the SSFCs are to be delivered to the CSB for closure welding and long-term interim storage. The CSB will provide safe handling and dry storage for the SSFCs containing the BFAs. The purpose of this document is to describe the SSFC system and interface equipment, including the technical basis for the system, design descriptions, and operations requirements. It is intended that this document will be periodically updated as more equipment design and performance specification information becomes available.
