  1. Uranium Management - Preservation of a National Asset

    The Uranium Management Group (UMG) was established at the Department of Energy's (DOE's) Oak Ridge Operations in 1999 as a mechanism to expedite the de-inventory of surplus uranium from the Fernald Environmental Management Project site. This successful initial venture has broadened into providing uranium material de-inventory and consolidation support to the Hanford site as well as retrieving uranium materials that the Department had previously provided to universities under the loan/lease program. As of December 31, 2001, {approx} 4,300 metric tons of uranium (MTU) have been consolidated into a more cost effective interim storage location at the Portsmouth site near Piketon, OH. The UMG continues to uphold its corporate support mission by promoting the Nuclear Materials Stewardship Initiative (NMSI) and the twenty-five (25) action items of the Integrated Nuclear Materials Management Plan (1). Before additional consolidation efforts may commence to remove excess inventory from Environmental Management closure sites and universities, a Programmatic Environmental Assessment (PEA) must be completed. Two (2) noteworthy efforts currently being pursued involve the investigation of re-use opportunities for surplus uranium materials and the recovery of usable uranium from the shutdown Portsmouth cascade. In summary, the UMG is available as a DOE complex-wide technical resource to promote the responsible management of surplus uranium.

    This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

    The U.S. Department of Energy (DOE) has a management challenge and financial liability in the form of 50,000 cylinders containing 555,000 metric tons of depleted uranium hexafluoride (UF{sub 6}) that are stored at the gaseous diffusion plants. The annual storage and maintenance cost is approximately $10 million. This report summarizes several studies undertaken by the DOE Office of Technology Development (OTD) to evaluate options for long-term depleted uranium management. Based on studies conducted to date, the most likely use of the depleted uranium is for shielding of spent nuclear fuel (SNF) or vitrified high-level waste (HLW) containers. The alternative to finding a use for the depleted uranium is disposal as a radioactive waste. Estimated disposal costs, utilizing existing technologies, range between $3.8 and $11.3 billion, depending on factors such as applicability of the Resource Conservation and Recovery Act (RCRA) and the location of the disposal site. The cost of recycling the depleted uranium in a concrete based shielding in SNF/HLW containers, although substantial, is comparable to or less than the cost of disposal. Consequently, the case can be made that if DOE invests in developing depleted uranium shielded containers instead of disposal, a long-term solution to the UF{sub 6} problem is attained at comparable or lower cost than disposal as a waste. Two concepts for depleted uranium storage casks were considered in these studies. The first is based on standard fabrication concepts previously developed for depleted uranium metal. The second converts the UF{sub 6} to an oxide aggregate that is used in concrete to make dry storage casks.

    In May 1980, the Assistant Secretary for Resource Applications within the Department of Energy requested that a group of experienced business executives be assembled to review the operation, financing, and management of the uranium enrichment enterprise as a basis for advising the Secretary of Energy. After extensive investigation, analysis, and discussion, the review group presented its findings and recommendations in a report on December 2, 1980. The following pages contain background material on which that final report was based. This report is arranged in chapters that parallel those of the uranium enrichment management review final report - chapters that contain summaries of the review group's discussion and analyses in six areas: management of operations and construction; long-range planning; marketing of enrichment services; financial management; research and development; and general management.     Proactive online monitoring in the nuclear industry is being explored using the Electric Power Research Institute’s Fleet-Wide Prognostic and Health Management (FW-PHM) Suite software. The FW-PHM Suite is a set of web-based diagnostic and prognostic tools and databases that serves as an integrated health monitoring architecture. The FW-PHM Suite has four main modules: Diagnostic Advisor, Asset Fault Signature (AFS) Database, Remaining Useful Life Advisor, and Remaining Useful Life Database. This paper focuses on development of asset fault signatures to assess the health status of generator step-up generators and emergency diesel generators in nuclear power plants. Asset fault signatures describe the distinctive features based on technical examinations that can be used to detect a specific fault type. At the most basic level, fault signatures are comprised of an asset type, a fault type, and a set of one or more fault features (symptoms) that are indicative of the specified fault. The AFS Database is populated with asset fault signatures via a content development exercise that is based on the results of intensive technical research and on the knowledge and experience of technical experts. The developed fault signatures capture this knowledge and implement it in a standardized approach, thereby streamlining the diagnostic and prognostic process. This will support the automation of proactive online monitoring techniques in nuclear power plants to diagnose incipient faults, perform proactive maintenance, and estimate the remaining useful life of assets.

    This study presents the development of diagnostic and prognostic capabilities for active assets in nuclear power plants (NPPs). The research was performed under the Advanced Instrumentation, Information, and Control Technologies Pathway of the Light Water Reactor Sustainability Program. Idaho National Laboratory researched, developed, implemented, and demonstrated diagnostic and prognostic models for generator step-up transformers (GSUs). The Fleet-Wide Prognostic and Health Management (FW-PHM) Suite software developed by the Electric Power Research Institute was used to perform diagnosis and prognosis. As part of the research activity, Idaho National Laboratory implemented 22 GSU diagnostic models in the Asset Fault Signature Database and two wellestablished GSU prognostic models for the paper winding insulation in the Remaining Useful Life Database of the FW-PHM Suite. The implemented models along with a simulated fault data stream were used to evaluate the diagnostic and prognostic capabilities of the FW-PHM Suite. Knowledge of the operating condition of plant asset gained from diagnosis and prognosis is critical for the safe, productive, and economical long-term operation of the current fleet of NPPs. This research addresses some of the gaps in the current state of technology development and enables effective application of diagnostics and prognostics to nuclear plant assets.

    The research sponsored by this project has greatly expanded the ASSET corrosion prediction software system to produce a world-class technology to assess and predict engineering corrosion of metals and alloys corroding by exposure to hot gases. The effort included corrosion data compilation from numerous industrial sources and data generation at Shell Oak Ridge National Laboratory and several other companies for selected conditions. These data were organized into groupings representing various combinations of commercially available alloys and corrosion by various mechanisms after acceptance via a critical screening process to ensure the data were for alloys and conditions, which were adequately well defined, and of sufficient repeatability. ASSET is the largest and most capable, publicly-available technology in the field of corrosion assessment and prediction for alloys corroding by high temperature processes in chemical plants, hydrogen production, energy conversion processes, petroleum refining, power generation, fuels production and pulp/paper processes. The problems addressed by ASSET are: determination of the likely dominant corrosion mechanism based upon information available to the chemical engineers designing and/or operating various processes and prediction of engineering metal losses and lifetimes of commercial alloys used to build structural components. These assessments consider exposure conditions (metal temperatures, gas compositions and pressures), alloy compositions and exposure times. Results of the assessments are determination of the likely dominant corrosion mechanism and prediction of the loss of metal/alloy thickness as a function of time, temperature, gas composition and gas pressure. The uses of these corrosion mechanism assessments and metal loss predictions are that the degradation of processing equipment can be managed for the first time in a way which supports efforts to reduce energy consumption, ensure structural integrity of equipment

    The entry-time approach to dynamic reliability is based upon computational solution of the Chapman-Kolmogorov (generalized state-transition) equations underlying a certain class of marked point processes. Previous work has verified a particular finite-difference approach to computational solution of these equations. The objective of this work is to illustrate the potential application of the entry-time approach to risk-informed asset management (RIAM) decisions regarding maintenance or replacement of major systems within a plant. Results are presented in the form of plots, with replacement/maintenance period as a parameter, of expected annual revenue, along with annual variance and annual skewness as indicators of associated risks. Present results are for a hypothetical system, to illustrate the capability of the approach, but some considerations related to potential application of this approach to nuclear power plants are discussed.     The University of Wisconsin Department of Engineering Professional Development (EPD) has completed the sponsored project entitled, Development of a Total Energy, Environment and Asset Management (TE2AM™) Curriculum. The project involved the development of a structured professional development program to improve the knowledge, skills, capabilities, and competencies of engineers and operators of commercial buildings. TE2AM™ advances a radically different approach to commercial building design, operation, maintenance, and end-­‐of-­‐life disposition. By employing asset management principles to the lifecycle of a commercial building, owners and occupants will realize improved building performance, reduced energy consumption and positive environmental impacts. Through our commercialization plan, we intend to offer TE2AM™ courses and certificates to the professional community and continuously improve TE2AM™ course materials. The TE2AM™ project supports the DOE Strategic Theme 1 -­‐ Energy Security; and will further advance the DOE Strategic Goal 1.4 Energy Productivity. Through participation in the TE2AM™ curriculum, engineers and operators of commercial buildings will be eligible for a professional certificate; denoting the completion of a prescribed series of learning activities. The project involved a comprehensive, rigorous approach to curriculum development, and accomplished the following goals: 1. Identify, analyze and prioritize key learning needs of engineers, architects and technical professionals as operators of commercial buildings. 2.     One of the major programs within the Office of Nuclear Energy, Science, and Technology of the US Department of Energy (DOE) is the depleted uranium hexafluoride (DUF{sub 6}) management program. The program is intended to find a long-term management strategy for the DUF{sub 6} that is currently stored in approximately 46,400 cylinders at Paducah, KY; Portsmouth, OH; and Oak Ridge, TN, USA. The program has four major components: technology assessment, engineering analysis, cost analysis, and the environmental impact statement (EIS). From the beginning of the program, the DOE has incorporated the environmental considerations into the process of strategy selection. Currently, the DOE has no preferred alternative. The results of the environmental impacts assessment from the EIS, as well as the results from the other components of the program, will be factored into the strategy selection process. In addition to the DOE`s current management plan, other alternatives continued storage, reuse, or disposal of depleted uranium, will be considered in the EIS. The EIS is expected to be completed and issued in its final form in the fall of 1997.

    The uranium production industry is well into its third recession during the nuclear era (since 1945). Exploration is drastically curtailed, and many staffs are being reduced. Historical market price production trends are discussed. A total of 3.07 million acres of land was acquired for exploration; drastic decrease. Surface drilling footage was reduced sharply; an estimated 250 drill rigs were used by the uranium industry during 1980. Land acquisition costs increased 8%. The domestic reserve changes are detailed by cause: exploration, re-evaluation, or production. Two significant discoveries of deposits were made in Mohave County, Arizona. Uranium production during 1980 was 21,850 short tons U/sub 3/O/sub 8/; an increase of 17% from 1979. Domestic and foreign exploration highlights were given. Chapter 1 provides a brief introduction to the problem. DOE owns about 560,000 metric tons (over a billion pounds) of depleted uranium hexafluoride. This material is contained in steel cylinders located in storage yards near Paducah, Kentucky; Portsmouth, Ohio; and at the East Tennessee Technology Park (formerly the K-25 Site) in Oak Ridge, Tennessee. On November 10, 1994, DOE announced its new Depleted Uranium Hexafluoride Management Program by issuing a Request for Recommendations and an Advance Notice of Intent in the Federal Register (59 FR 56324 and 56325).     Fort Carson, a United States Army installation located south of Colorado Springs, Colorado, is seeking to be a net-zero energy facility. As part of this initiative, the base will be constructing a micro-grid that ties to various forms of renewable energy. To reduce petroleum consumption, Fort Carson is considering grid-connected vehicles (GCVs) such as pure electric trucks to replace some of its on-base truck fleet. As the availability and affordability of distributed renewable energy generation options increase, so will the GCV options (currently, three all-electric trucks are available on the GSA schedule). The presence of GCVs on-base opens up the possibility to utilize these vehicles to provide stability to the base micro-grid. This poster summarizes work to estimate the potential impacts of three electric vehicle grid interactions between the electric truck fleet and the Fort Carson micro-grid: 1) full-power charging without management, 2) full-power charging capability controlled by the local grid authority, and 3) full-power charge and discharge capability controlled by the local grid authority. We found that even at relatively small adoption rates, the control of electric vehicle charging at Fort Carson will aid in regulation of variable renewable generation loads and help stabilize the micro-grid.

    This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

    The US established the regulatory structure for the management, disposal, and long-term care of uranium mill tailings in 1978 with the passage of the Uranium Mill Tailings Radiation Control Act (UMTRCA) (Pub. L. 95-604). This legislation has governed the cleanup and disposal of uranium tailings at both inactive and active sites. The passage of the UMTRCA established a federal regulatory program for the cleanup and disposal of uranium mill tailings in the US. This program involves the DOE, the NRC, the EPA, various states and tribal governments, private licensees, and the general public. The DOE has completed surface remediation at 14 sites, with the remaining sites either under construction or in planning. The DOE`s UMTRA Project has been very successful in dealing with public and agency demands, particularly regarding disposal site selection and transportation issues. The active sites are also being cleaned up, but at a slower pace than the inactive sites, with the first site tentatively scheduled for completion in 1996.

    The purpose of this paper is to describe the method and tool dedicated to optimize investments planning for industrial assets. These investments may either be preventive maintenance tasks, asset enhancements or logistic investments such as spare parts purchases. The two methodological points to investigate in such an issue are: 1. The measure of the profitability of a portfolio of investments 2. The selection and planning of an optimal set of investments 3. The measure of the risk of a portfolio of investments The measure of the profitability of a set of investments in the IPOP tool is synthesised in the Net Present Value indicator. The NPV is the sum of the differences of discounted cash flows (direct costs, forced outages...) between the situations with and without a given investment. These cash flows are calculated through a pseudo-Markov reliability model representing independently the components of the industrial asset and the spare parts inventories. The component model has been widely discussed over the years but the spare part model is a new one based on some approximations that will be discussed. This model, referred as the NPV function, takes for input an investments portfolio and gives its NPV. The second issue is to optimize the NPV. If all investments were independent, this optimization would be an easy calculation, unfortunately there are two sources of dependency. The first one is introduced by the spare part model, as if components are indeed independent in their reliability model, the fact that several components use the same inventory induces a dependency. The second dependency comes from economic, technical or logistic constraints, such as a global maintenance budget limit or a safety requirement limiting the residual risk of failure of a component or group of component, making the aggregation of individual optimum not necessary feasible.     Fluor Fernald, Inc. (Fluor Fernald), the contractor for the U. S. Department of Energy (DOE) Fernald Environmental Management Project (FEMP), recently submitted a new baseline plan for achieving site closure by the end of calendar year 2006. This plan was submitted at DOE's request, as the FEMP was selected as one of the sites for their accelerated closure initiative. In accordance with the accelerated baseline, the FEMP Waste Management Project (WMP) is actively evaluating innovative processes for the management and disposition of low-level uranium, fissile material, and thorium, all of which have been classified as waste. These activities are being conducted by the Low Level Waste (LLW) and Uranium Waste Disposition (UWD) projects. Alternatives associated with operational processing of individual waste streams, each of which poses potentially unique health physics, industrial hygiene and industrial hazards, are being evaluated for determination of the most cost effective and safe met hod for handling and disposition. Low-level Mixed Waste (LLMW) projects are not addressed in this paper. This paper summarizes historical uranium recycling programs and resultant trace quantity contamination of uranium waste streams with radionuclides, other than uranium. The presentation then describes how waste characterization data is reviewed for radiological and/or chemical hazards and exposure mitigation techniques, in conjunction with proposed operations for handling and disposition.     The U.S. Department of Energy (DOE) Office of Legacy Management is responsible for administering the DOE Uranium Leasing Program (ULP) and its 31 uranium lease tracts located in the Uravan Mineral Belt of southwestern Colorado (see Figure 1). In addition to administering the ULP for the last six decades, DOE has also undertaken the significant task of reclaiming a large number of abandoned uranium (legacy) mine sites and associated features located throughout the Uravan Mineral Belt. In 1995, DOE initiated a 3-year reconnaissance program to locate and delineate (through extensive on-the-ground mapping) the legacy mine sites and associated features contained within the historically defined boundaries of its uranium lease tracts. In November 1995, The BLM Colorado State Office formally issued the United States Department of the Interior, Colorado Bureau of Land Management, Closure/Reclamation Guidelines, Abandoned Uranium Mine Sites as a supplement to its Solid Minerals Reclamation Handbook (H-3042-1). Over the next five-and-one-half years, DOE reclaimed the 161 legacy mine sites that had been identified on DOE withdrawn lands. By the late 1990's, the various BLM field offices in southwestern Colorado began to recognize DOE's experience and expertise in reclaiming legacy mine sites. During the ensuing 8 years, BLM funded DOE (through a series of task orders) to perform reclamation activities at 182 BLM mine sites. To date, DOE has reclaimed 372 separate and distinct legacy mine sites. During this process, DOE has learned many lessons and is willing to share those lessons with others in the reclamation industry because there are still many legacy mine sites not yet reclaimed.     Some of nuclear facilities that would no longer be required have been decommissioned in JAEA (Japan Atomic Energy Agency). A lot of nuclear facilities have to be decommissioned in JAEA in near future. To implement decommissioning of nuclear facilities, it was important to make a rational decommissioning plan. Therefore, project management data evaluation system for dismantling activities (PRODIA code) has been developed, and will be useful for making a detailed decommissioning plan for an object facility. Dismantling of dry conversion facility in the uranium refining and conversion plant (URCP) at Ningyo-toge began in 2008. During dismantling activities, project management data such as manpower and amount of waste generation have been collected. Such collected project management data has been evaluated and used to establish a calculation formula to calculate manpower for dismantling equipment of chemical process and calculate manpower for using a green house (GH) which was a temporary structure for preventing the spread of contaminants during dismantling. In the calculation formula to calculate project management data related to dismantling of equipment, the relation of dismantling manpower to each piece of equipment was evaluated. Furthermore, the relation of dismantling manpower to each chemical process was evaluated. The results showed promise for evaluating dismantling manpower with respect to each chemical process. In the calculation formula to calculate project management data related to use of the GH, relations of GH installation manpower and removal manpower to GH footprint were evaluated. Furthermore, the calculation formula for secondary waste generation was established. In this study, project management data related to dismantling of equipment and use of the GH were evaluated and analyzed.     At the Fernald Environmental Management Project (FEMP) in southwestern Ohio, ICP-mass spectrometry (ICP-MS), with sample introduction by peristaltic pumping, is used to determine total and isotopic uranium (U-234, U-235, U-236 and U-238) in soil samples. These analyses are conducted in support of the environmental cleanup of the FEMP site. Various aspects of the sample preparation and instrumental analysis will be discussed. Initial sample preparation consists of oven drying to determine moisture content, and grinding and rolling to homogenize the sample. This is followed by a nitric/hydrofluoric acid digestion to bring the uranium in the sample into solution. Bismuth is added to the sample prior to digestion to monitor for losses. The total uranium (U-238) content of this solution and the U{sup 235}/U{sup 238} ratio are measured on the first pass through the ICP-MS. To determine the concentration of the less abundant U{sup 234} and U{sup 236} isotopes, the digestate is further concentrated by using Eichrom TRU-Spec extraction columns before the second pass through the ICP-MS. Quality controls for both the sample preparation and instrumental protocols will also be discussed. Finally, an explanation of the calculations used to report the data in either weight percent or activity units will be given.

    The nuclear industry, both in the commercial and the government sectors, has generated large quantities of material that span the spectrum of usefulness, from highly valuable ('assets') to worthless ('wastes'). In many cases, the decision parameters are clear. Transuranic waste and high level waste, for example, have no value, and is either in a final disposition path today, or - in the case of high level waste - awaiting a policy decision about final disposition. Other materials, though discardable, have intrinsic scientific or market value that may be hidden by the complexity, hazard, or cost of recovery. An informed decision process should acknowledge the asset value, or lack of value, of the complete inventory of materials, and the structure necessary to implement the range of possible options. It is important that informed decisions are made about the asset value for the variety of nuclear materials available. For example, there is a significant quantity of spent fuel available for recycle (an estimated $4 billion value in the Savannah River Site's (SRS) L area alone); in fact, SRS has already blended down more than 300 metric tons of uranium for commercial reactor use. Over 34 metric tons of surplus plutonium is also on a path to be used as commercial fuel. There are other radiological materials that are routinely handled at the site in large quantities that should be viewed as strategically important and / or commercially viable. In some cases, these materials are irreplaceable domestically, and failure to consider their recovery could jeopardize our technological leadership or national defense. The inventories of nuclear materials at SRS that have been characterized as 'waste' include isotopes of plutonium, uranium, americium, and helium. Although planning has been performed to establish the technical and regulatory bases for their discard and disposal, recovery of these materials is both economically attractive and in the national interest.     The Department of Energy (DOE) is examining alternative strategies for the long-term management of depleted uranium hexafluoride (UF{sub 6}) currently stored at the gaseous diffusion plants at Portsmouth, Ohio, and Paducah, Kentucky, and on the Oak Ridge Reservation in Oak Ridge, Tennessee. This paper describes the methodology for the comprehensive and ongoing technical analysis of the options being considered. An overview of these options, along with several of the suboptions being considered, is presented. The long-term management strategy alternatives fall into three broad categories: use, storage, or disposal. Conversion of the depleted UF6 to another form such as oxide or metal is needed to implement most of these alternatives. Likewise, transportation of materials is an integral part of constructing the complete pathway between the current storage condition and ultimate disposition. The analysis of options includes development of pre-conceptual designs; estimates of effluents, wastes, and emissions; specification of resource requirements; and preliminary hazards assessments. The results of this analysis will assist DOE in selecting a strategy by providing the engineering information necessary to evaluate the environmental impacts and costs of implementing the management strategy alternatives.

    Through a series of material transfers and sales agreements over the past 6 to 8 years, the Fernald Environmental Management Project (FEMP) has reduced its nuclear material inventory from 14,500 to approximately 6,800 metric tons of uranium (MTU). This effort is part of the US Department of energy`s (DOE`s) decision to change the mission of the FEMP site; it is currently shut down and the site is being remediated. This EA focuses on the receipt and storage of uranium materials at various DOE-ORO sites. The packaging and transportation of FEMP uranium material has been evaluated in previous NEPA and other environmental evaluations. A summary of these evaluation efforts is included as Appendix A. The material would be packaged in US Department of Transportation-approved shipping containers and removed from the FEMP site and transported to another site for storage. The Ohio Field Office will assume responsibility for environmental analyses and documentation for packaging and transport of the material as part of the remediation of the site, and ORO is preparing this EA for receipt and storage at one or more sites.

    The nuclear industry, both in the commercial and the government sectors, has generated large quantities of material that span the spectrum of usefulness, from highly valuable (“assets”) to worthless (“wastes”). In many cases, the decision parameters are clear. Transuranic waste and high level waste, for example, have no value, and is either in a final disposition path today, or – in the case of high level waste – awaiting a policy decision about final disposition. Other materials, though discardable, have intrinsic scientific or market value that may be hidden by the complexity, hazard, or cost of recovery. An informed decision process should acknowledge the asset value, or lack of value, of the complete inventory of materials, and the structure necessary to implement the range of possible options. It is important that informed decisions are made about the asset value for the variety of nuclear materials available. For example, there is a significant quantity of spent fuel available for recycle (an estimated $4 billion value in the Savannah River Site’s (SRS) L area alone); in fact, SRS has already blended down more than 300 metric tons of uranium for commercial reactor use. Over 34 metric tons of surplus plutonium is also on a path to be used as commercial fuel. There are other radiological materials that are routinely handled at the site in large quantities that should be viewed as strategically important and / or commercially viable. In some cases, these materials are irreplaceable domestically, and failure to consider their recovery could jeopardize our technological leadership or national defense. The inventories of nuclear materials at SRS that have been characterized as “waste” include isotopes of plutonium, uranium, americium, and helium. Although planning has been performed to establish the technical and regulatory bases for their discard and disposal, recovery of these materials is both economically attractive and in the national

    Uranium metal, which is present in sludge held in the Hanford Site K West Basin, can create hazardous hydrogen atmospheres during sludge handling, immobilization, or subsequent transport and storage operations by its oxidation/corrosion in water. A thorough knowledge of the uranium metal concentration in sludge therefore is essential to successful sludge management and waste process design. The goal of this work was to establish a rapid routine analytical method to determine uranium metal concentrations as low as 0.03 wt% in sludge even in the presence of up to 1000-fold higher total uranium concentrations (i.e., up to 30 wt% and more uranium) for samples to be taken during the upcoming sludge characterization campaign and in future analyses for sludge handling and processing. This report describes the experiments and results obtained in developing the selective dissolution technique to determine uranium metal concentration in K Basin sludge.

    This paper reports that in 1990 the Department of Energy began a two-year project to illustrate the technical and economic feasibility of a new uranium enrichment technology-the atomic vapor laser isotope separation (AVLIS) process. GAO believes that completing the AVLIS demonstration project will provide valuable information about the technical viability and cost of building an AVLIS plant and will keep future plant construction options open. However, Congress should be aware that DOE still needs to adequately demonstrate AVLIS with full-scale equipment and develop convincing cost projects. Program activities, such as the plant-licensing process, that must be completed before a plant is built, could take many years. Further, an updated and expanded uranium enrichment analysis will be needed before any decision is made about building an AVLIS plant. GAO, which has long supported legislation that would restructure DOE's uranium enrichment program as a government corporation, encourages DOE's goal of transferring AVLIS to the corporation. This could reduce the government's financial risk and help ensure that the decision to build an AVLIS plant is based on commercial concerns. DOE, however, has no alternative plans should the government corporation not be formed. Further, by curtailing a planned public access program, which would have given private firms an opportunity to learn about the technology during the demonstration project, DOE may limit its ability to transfer AVLIS to the private sector.

    About 11,000 m/sup 3/ of uranium ore residues and 180,000 m/sup 3/ of wastes (mostly slightly contaminated soils) are consolidated within a diked containment area at the Niagara Falls Storage Site (NFSS) located about 30 km north of Buffalo, NY. The residues account for less than 6% of the total volume of contaminated materials but almost 99% of the radioactivty. The average /sup 226/Ra concentration in the residues is 67,000 pCi/g. Several alternatives for long-term management of the wastes and residues are being considered, including: improvement of the containment at NFSS, modification of the form of the residues, management of the residues separately from the wastes, management of the wastes and residues at another humid site (Oak Ridge, TN) or arid site (Hanford, WA), and dispersal of the wastes in the ocean. Potential radiological risks are expected to be smaller than the nonradiological risks of occupational and transportation-related injuries and deaths. Dispersal of the slightly contaminated wastes in the ocean is not expected to result in any significant impacts on the ocean environment or pose any significant radiological risk to humans. It will be necessary to take perpetual care of the near-surface burial sites because the residues and wastes will remain hazardous for thousands of years. If controls cease, the radioactive materials will eventually be dispersed in the environment. Predicted loss of the earthen covers over the buried materials ranges from several hundred to more than two million years, depending primarily on the use of the land surface. Groundwater will eventually be contaminated in all alternatives; however, the groundwater pathway is relatively insignificant with respect to radiological risks to the general population. A person intruding into the residues would incur an extremely high radiation dose.

    Today’s online monitoring technologies provide opportunities to perform predictive and proactive health management of assets within many different industries, in particular the defense and aerospace industries. The nuclear industry can leverage these technologies to enhance safety, productivity, and reliability of the aging fleet of existing nuclear power plants. The U.S. Department of Energy’s Light Water Reactor Sustainability Program is collaborating with the Electric Power Research Institute’s (EPRI’s) Long-Term Operations program to implement online monitoring in existing nuclear power plants. Proactive online monitoring in the nuclear industry is being explored using EPRI’s Fleet-Wide Prognostic and Health Management (FW-PHM) Suite software, a set of web-based diagnostic and prognostic tools and databases that serves as an integrated health monitoring architecture. This paper focuses on development of asset fault signatures used to assess the health status of generator step-up transformers and emergency diesel generators in nuclear power plants. Asset fault signatures describe the distinctive features based on technical examinations that can be used to detect a specific fault type. Fault signatures are developed based on the results of detailed technical research and on the knowledge and experience of technical experts. The Diagnostic Advisor of the FW-PHM Suite software matches developed fault signatures with operational data to provide early identification of critical faults and troubleshooting advice that could be used to distinguish between faults with similar symptoms. This research is important as it will support the automation of predictive online monitoring techniques in nuclear power plants to diagnose incipient faults, perform proactive maintenance, and estimate the remaining useful life of assets.

    The recovery of uranium values from uranium ore such as pitchblende is described. The ore is first dissolved in nitric acid, and a water soluble nitrate is added as a salting out agent. The resulting feed solution is then contacted with diethyl ether, whereby the bulk of the uranyl nitrate and a portion of the impurities are taken up by the ether. This acid ether extract is then separated from the aqueous raffinate, and contacted with water causing back extractioa of the uranyl nitrate and impurities into the water to form a crude liquor. After separation from the ether extract, this crude liquor is heated to about 118 deg C to obtain molten uranyl nitrate hexahydratc. After being slightly cooled the uranyl nitrate hexahydrate is contacted with acid free diethyl ether whereby the bulk of the uranyl nitrate is dissolved into the ethcr to form a neutral ether solution while most of the impurities remain in the aqueous waste. After separation from the aqueous waste, the resultant ether solution is washed with about l0% of its volume of water to free it of any dissolved impurities and is then contacted with at least one half its volume of water whereby the uranyl nitrate is extracted into the water to form an aqueous product solution.

    This patent deals with the separation of rare earth and other fission products from neutron bombarded uranium. This is accomplished by melting the uranium in contact with either thorium oxide, maguesium oxide, alumnum oxide, beryllium oxide, or uranium dioxide. The melting is preferably carried out at from 1150 deg to 1400 deg C in an inert atmosphere, such as argon or helium. During this treatment a scale of uranium dioxide forms on the uranium whtch contains most of the fission products.

    This study was designed to assess the feasibility of decreasing NO[sub x] emissions from the current uranium alloy scrap tray dissolving facility. In the current process, uranium scrap is dissolved in boiling nitric acid in shallow stainless-steel trays. As scrap dissolves, more metal and more nitric acid are added to the tray by operating personnel. Safe geometry is assured by keeping liquid level at or below 5 cm, the depth of a safe infinite slab. The accountability batch control system provides additional protection against criticality. Both uranium and uranium alloys are dissolved. Nitric acid is recovered from the vapors for reuse. Metal nitrates are sent to uranium recovery. Brown NO[sub x] fumes evolved during dissolving have occasionally resulted in a visible plume from the trays. The fuming is most noticeable during startup and after addition of fresh acid to a tray. Present environmental regulations are expected to require control of brown NO[sub x] emissions. A detailed review of the literature, indicated the feasibility of slightly altering process chemistry to favor the production of NO[sub 2] which can be scrubbed and recycled as nitric acid. Methods for controlling the process to manage offgas product distribution and to minimize chemical reaction hazards were also considered.

    A process is described for reducing the extractability of ruthenium, zirconium, and niobium values into hexone contained in an aqueous nitric acid uranium-containing solution. The solution is made acid-deficient, heated to between 55 and 70 deg C, and at that temperature a water-soluble inorganic thiosulfate is added. By this, a precipitate is formed which carries the bulk of the ruthenium, and the remainder of the ruthenium as well as the zirconium and niobium are converted to a hexone-nonextractable form. The rutheniumcontaining precipitate can either be removed from the solu tion or it can be dissolved as a hexone-non-extractable compound by the addition of sodium dichromate prior to hexone extraction.

    The Department of Energy (DOE), Office of Environmental Restoration and Waste Management, has chartered a study to evaluate alternative management strategies for depleted uranium (DU) currently stored throughout the DOE complex. Historically, DU has been maintained as a strategic resource because of uses for DU metal and potential uses for further enrichment or for uranium oxide as breeder reactor blanket fuel. This study has focused on evaluating the disposal options for DU if it were considered a waste. This report is in no way declaring these DU reserves a ``waste,`` but is intended to provide baseline data for comparison with other management options for use of DU. To PICS considered in this report include: Retrievable disposal; permanent disposal; health hazards; radiation toxicity and chemical toxicity.

The UIA 1994 is prepared for use by the Congress, Federal and State agencies, the uranium and nuclear electric utility industries, and the public. It contains data for the 10-year period 1985 through 1994 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data collected on the ``Uranium Industry Annual Survey`` (UIAS) provide a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Where aggregate data are presented in the UIA 1994, care has been taken to protect the confidentiality of company-specific information while still conveying accurate and complete statistical data. A feature article, ``Comparison of Uranium Mill Tailings Reclamation in the United States and Canada,`` is included in the UIA 1994.     A method is described for recovering uranium values from uranium bearing phosphate solutions such as are encountered in the manufacture of phosphate fertilizers. The solution is first treated with a reducing agent to obtain all the uranium in the tetravalent state. Following this reduction, the solution is treated to co-precipitate the rcduced uranium as a fluoride, together with other insoluble fluorides, thereby accomplishing a substantially complete recovery of even trace amounts of uranium from the phosphate solution. This precipitate usually takes the form of a complex fluoride precipitate, and after appropriate pre-treatment, the uranium fluorides are leached from this precipitate and rccovered from the leach solution.

The primary document from which this paper was condensed is In-Situ Measurement of Low Enrichment Uranium Holdup in Process Gas Piping at K-25 Using NaI/HMS4 Gamma Detection Systems, BJC/OR-3355. This work explores the sufficiency and limitations of the Holdup Measurement System 4 (HJVIS4) software algorithms applied to measurements of low enriched uranium holdup in gaseous diffusion process gas piping. HMS4 has been used extensively during the decommissioning and demolition project of the K-25 building for U-235 holdup quantification. The HMS4 software is an integral part of one of the primary nondestructive assay (NDA) systems which was successfully tested and qualified for holdup deposit quantification in the process gas piping of the K-25 building. The initial qualification focused on the measurement of highly enriched UO{sub 2}F{sub 2} deposits. The purpose of this work was to determine if that qualification could be extended to include the quantification of holdup in UO{sub 2}F{sub 2} deposits of lower enrichment. Sample field data are presented to provide evidence in support of the theoretical foundation. The HMS4 algorithms were investigated in detail and found to sufficiently compensate for UO{sub 2}F{sub 2} source self-attenuation effects, over the range of expected enrichment (4-40%), in the North and East Wings of the K-25 building. The limitations of the HMS4 algorithms were explored for a described set of conditions with respect to area source measurements of low enriched UO{sub 2}F{sub 2} deposits when used in conjunction with a 1 inch by 1/2 inch sodium iodide (NaI) scintillation detector. The theoretical limitations of HMS4, based on the expected conditions in the process gas system of the K-25 building, are related back to the required data quality objectives (DQO) for the NBA measurement system established for the K-25

The briquetted, crushed, and screened concentrate is reacted with hydrogen fluoride in a fluidized bed, and the uranium tetrafluoride formed is mixed with a solid diluent, such as calcium fluoride. This mixture is fluorinated with fluorine and an inert diluent gas, also in a fluidized bed, and the uranium hexafluoride obtained is finally purified by fractional distillation.
