    In response to a request from the Corporate Medical Consultant to Thomson Consumer Electronics (SIC-3673), Marion, Indiana, a study was undertaken of an illness outbreak in workers at the facility. There were about 1900 workers at the facility, which produced television picture tubes. Production occurred over three shifts, 6 days a week. Charcoal tube sampling indicated the presence of acetone (67641) n-amyl-acetate (628637), n-butyl-acetate (123864), isoamyl-acetate (123922), toluene (108883), 1,1,1-trichloroethane (71556), and trichloroethylene (79016). No contaminants were detected in the bag samples of air collected from the in/house compressed air system. One or more symptoms were reported by 593 (82%) of the workers. Those most commonly reported included headache (68%), sore throat (53%), fatigue (51%), eye irritation (50%), itchy skin (47%), irritated nose (45%), dizziness (45%), unusual taste in mouth (45%), unusual smell (41%) and cough. The authors conclude that symptoms were consistent with stress related health complaints in occupational settings. Concentrations of chemicals measured in the facility would not be expected to produce the effects seen in the outbreak. The authors recommend that trichloroethylene degreasing units be replaced with equipment which uses a less toxic degreasing agent. The facility should hire a full time industrial hygienist.

    Fort Benjamin Harrison (FBH) has been investigated by Arthur D. Little, Inc. under the Community Environmental Response Facilitation Act (CERFA). FBH is located 12 miles northeast of downtown Indianapolis, Indiana. The installation's mission includes administrative and training activities. The objective of CERFA is to expeditiously identify real property offering the greatest opportunity for immediate reuse and redevelopment. This investigation included interviews, visual inspections, and review of existing documents, regulatory records, data bases, and title documents. This information was used to divide the installation into four categories of parcels. CERFA parcels approximately 1,825 acres of the facility have no history of Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) regulated hazardous substance or petroleum product release, disposal, or storage. CERFA parcels with qualifiers approximately 78 acres had no evidence of such release, disposal, or storage, but contained non-CERCLA hazards, such as asbestos or radon. CERFA disqualified parcels for approximately 399 acres of the investigated areas there is a history of release, disposal, or storage for one year or more of CERCLA-regulated hazardous substances or petroleum products; and CERFA excluded parcels approximately 201 acres have an existing mandate for retention by the federal government or have already been designated for transfer.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at a Montana Army National Guard (MTARNG) property near Helena, Montana. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Fort William Henry Harrison property, requirements of the Department of Defense Installation Restoration Program.

    Data from the Atacama Cosmology Telescope (ACT) and the South Pole Telescope (SPT), combined with the nine-year data release from the WMAP satellite, provide very precise measurements of the cosmic microwave background (CMB) angular anisotropies down to very small angular scales. Augmented with measurements from Baryonic Acoustic Oscillations surveys and determinations of the Hubble constant, we investigate whether there are indications for new physics beyond a Harrison-Zel'dovich model for primordial perturbations and the standard number of relativistic degrees of freedom at primordial recombination. All combinations of datasets point to physics beyond the minimal Harrison-Zel'dovich model in the form of either a scalar spectral index different from unity or additional relativistic degrees of freedom at recombination (e.g., additional light neutrinos). Beyond that, the extended datasets including either ACT or SPT provide very different indications: while the extended-ACT (eACT) dataset is perfectly consistent with the predictions of standard slow-roll inflation, the extended-SPT (eSPT) dataset prefers a non-power-law scalar spectral index with a very large variation with scale of the spectral index. Both eACT and eSPT favor additional light degrees of freedom on top of the Harrison-Zel'dovich model. eACT is consistent with zero neutrino masses, while eSPT favors nonzero neutrino masses at more than 95% confidence.

The LNS Burner employs a simple innovative combustion process burning high-sulfur Illinois coal to provide substantial SO{sub 2} and NO{sub x} control within the burner. A complete series of boiler performance and characterization tests, called the baseline tests, was conducted in October 1990 on unit 1 of SIPC's Marion Station. The primary objective of the baseline test was to collect data from the existing plant that could provide a comparison of performance after the LNS Burner retrofit. These data could confirm the LNS Burner's SO{sub x} and NO{sub x} emissions control and any effect on boiler operation. Further, these tests would provide to the project experience with the operating characteristics of the host unit as well as engineering design information to minimize technical uncertainties in the application of the LNS Burner technology.

    The visible Multifilter Rotating Shadowband Radiometer (MFRSR) is a passive instrument that measures global and diffuse components of solar irradiance at six narrowband channels and one open, or broadband, channel (Harrison et al. 1994). Direct irradiance is not a primary measurement, but is calculated using the diffuse and global measurements. To collect one data record, the MFRSR takes measurements at four different shadowband positions. The first measurement is taken with the shadowband in the nadir (home) position. The next three measurements are, in order, the first side-band, sun-blocked, and second side-band. The side-band measurements are used to correct for the portion of the sky obscured by the shadowband. The nominal wavelengths of the narrowband channels are 415, 500, 615, 673, 870, and 940 nm. From such measurements, one may infer the atmosphere's aerosol optical depth at each wavelength. In turn, these optical depths may be used to derive information about the column abundances of ozone and water vapor (Michalsky et al. 1995), as well as aerosol (Harrison and Michalsky 1994) and other atmospheric constituents.

    In a recent paper Reuter and Harrison [J. Chem. Phys. 139, 114104 (2013)] question the widely used mean-field electron transport theories, which employ nonorthogonal localized basis sets. They claim these can violate an “implicit decoupling assumption,” leading to wrong results for the current, different from what would be obtained by using an orthogonal basis, and dividing surfaces defined in real-space. We argue that this assumption is not required to be fulfilled to get exact results. We show how the current/transmission calculated by the standard Greens function method is independent of whether or not the chosen basis set is nonorthogonal, and that the current for a given basis set is consistent with divisions in real space. The ambiguity known from charge population analysis for nonorthogonal bases does not carry over to calculations of charge flux.

    We reconstruct the shape of the primordial power spectrum (PPS) using a smoothing spline. Our adapted smoothing spline technique provides a complementary method to existing efforts to search for smooth features in the PPS, such as a running spectral index. With this technique we find no significant indication with WMAP first-year data that the PPS deviates from Harrison-Zeldovich and no evidence for loss of power on large scales. We also examine the effect on the cosmological parameters of the additional PPS freedom. Smooth variations in the PPS are not significantly degenerate with other cosmological parameters, but the spline reconstruction greatly increases the errors on the optical depth and baryon fraction.

    Triboelectric charging of different size fractions of a sample of volcanic ash is studied experimentally. Laboratory experiments demonstrate that the normalised span of the particle size distribution plays an important role in the magnitude of charging generated. Previous measurements of the volcanic plumes have shown that ash particles are electrically charged up to hundreds of km away from the vent, which indicates the the ash particles continue to be charged in the plume through the mechanism of triboelectrification [Harrison et al., Env. Res. Lett. 5 024004 (2010), Hatakeyama J. Met. Soc. Japan 27 372 (1949)]. The influence of the normalised span on plume charging suggests that all ash plumes are likely to be charged, with implications for remote sensing and plume lifetime.

  14. CMB radiation power spectrum in CDM open universes up to 2nd order perturbations

    A second--order perturbation theory approach is developed to calculate temperature anisotropies in the cosmic microwave background. Results are given for open universes and fluctuations corresponding to CDM models with either Harrison-Zeldovich (HZ) or Lyth-Stewart-Ratra-Peebles (LSRP) primordial energy--density fluctuation power spectrum. Our perturbation theory approach provides a distinctive multipole contribution as compared to the primary one, the amplitude of the effect being very dependent on normalization. For low--$\\Omega$ models, the contribution of the secondary multipoles to the radiation power spectrum is negligible both for standard recombination and reionized scenarios, with the 2--year COBE--DMR normalization. For a flat universe this contribution is $\\approx 0.1-10\\%$ depending on the reionization history of the universe and on the normalization of the power spectrum.

  15. JV Task 125-Mercury Measurement in Combustion Flue Gases Short Course

    The short course, designed to train personnel who have an interest in measuring mercury in combustion flue gases, was held twice at the Drury Inn in Marion, Illinois. The short course helped to provide attendees with the knowledge necessary to avoid the many pitfalls that can and do occur when measuring mercury in combustion flue gases. The first short course, May 5-8, 2008, included both a classroom-type session and hands-on demonstration of mercury-sampling equipment. The hands-on demonstration of equipment was staged at Southern Illinois Power Cooperative. Not including the Illinois Clean Coal Institute and the U.S. Department of Energy project managers, there were 12 attendees. The second short course was conducted September 16-17, 2008, but only included the classroom portion of the course; 14 people attended. In both cases, lectures were provided on the various mercury measurement methods, and interaction between attendees and EERC research personnel to discuss specific mercury measurement problems was promoted. Overall, the response to the course was excellent.

    We consider dust drift under the influence of stellar radiation pressure during the pressure-driven expansion of an HII region using the chemo-dynamical model MARION. Dust size distribution is represented by four dust types: conventional polycyclic aromatic hydrocarbons (PAHs), very small grains (VSGs), big grains (BGs) and also intermediate-sized grains (ISGs), which are larger than VSGs and smaller than BGs. The dust is assumed to move at terminal velocity determined locally from the balance between the radiation pressure and gas drag. As Coulomb drag is an important contribution to the overall gas drag, we evaluate a grain charge evolution within the HII region for each dust type. BGs are effectively swept out of the HII region. The spatial distribution of ISGs within the HII region has a double peak structure, with a smaller inner peak and a higher outer peak. PAHs and VSGs are mostly coupled to the gas.   19. Towards the Final State of Spherical Gravitational Collapse and Likely Source of Gamma Ray Bursts

    We invoke the global properties of the actual GTR field equations for spherical collapse to directly show that the condition for formation of trapped surfaces, 2GM/R >1 is not allowed by GTR. And therefore all singularity theorems based on the assumption of formation of trapped surfaces are invalidated! Our conclusion is in perfect agreement with Einstein's intuitive idea that a Sch. like surface can not occur in reality. Further as singularity is approached R ->0, in order that 2GM/R 0! Harrison, et al. had also pointed out that collapse should come to a decisive end with M=0. This is possible in GTR if the fluid radiates its entire original mass-energy during the relentless graviatational contraction process, Q->M c^2! Since the actual efficiency for gamma ray production by the relevant blast wave may hardly exceed 10-20% and there could be a stronger (undetected) nu-anti-nu burst precding GRBs, the actual energy released for GRB 990123, even accounting for probable weak beaming, or for GRB 971214 (unbeamed) could be ~10^{54-55} erg. And such energy release may not be properly accountable without realizing that trapped surfaces are indeed not formed. All authors concerned with this subject, and particularly those, who would like to differ with our derivation are requested to send their criticism either directly or express the same openly for a healthy scientific discussion.

    The New Albany Shale (Devonian and Mississippian) is recognized as both a source rock and gas-producing reservoir in the Illinois basin. The first gas discovery was made in 1885, and was followed by the development of several small fields in Harrison County, Indiana, and Meade County, Kentucky. Recently, exploration for and production of New Albany gas has been encouraged by the IRS Section 29 tax credit. To identify technology gaps that have restricted the development of gas production form the shale gas resource in the basin, the Illinois Basin Consortium (IBC), composed of the Illinois, Indiana, and Kentucky geological surveys, is conducting a cooperative research project with the Gas Research Institute (GRI). An earlier study of the geological and geochemical aspects of the New Albany was conducted during 1976-1978 as part of the Eastern Gas Shales Project (EGSP) sponsored by the Department of Energy (DOE). The current IBC/GRI study is designed to update and reinterpret EGSP data and incorporate new data obtained since 1978. During the project, relationships between gas production and basement structures are being emphasized by constructing cross sections and maps showing thickness, structure, basement features, and thermal maturity. The results of the project will be published in a comprehensive final report in 1992. The information will provide a sound geological basis for ongoing shale-gas research, exploration, and development in the basin.

    We study some symmetry and integrability properties of four-dimensional Einstein-Maxwell gravity with nonvanishing cosmological constant in the presence of Killing vectors. First of all, we consider stationary spacetimes, which lead, after a timelike Kaluza-Klein reduction followed by a dualization of the two vector fields, to a three-dimensional nonlinear sigma model coupled to gravity, whose target space is a noncompact version of $\\mathbb{C}\\text{P}^2$ with SU(2,1) isometry group. It is shown that the potential for the scalars, that arises from the cosmological constant in four dimensions, breaks three of the eight SU(2,1) symmetries, corresponding to the generalized Ehlers and the two Harrison transformations. This leaves a semidirect product of a one-dimensional Heisenberg group and a translation group $\\mathbb{R}^2$ as residual symmetry.   3. Extremal Limits of Rotating Black Holes

    We consider non-extremal, stationary, axion-dilaton solutions to ungauged symmetric supergravity models, obtained by Harrison transformations of the non-extremal Kerr solution. We define a general algebraic procedure, which can be viewed as an Inonu-Wigner contraction of the Noether charge matrix associated with the effective D=3 sigma-model description of the solution, yielding, through different singular limits, the known BPS and non-BPS extremal black holes (which include the under-rotating non-BPS one). The non-extremal black hole can thus be thought of as "interpolating" among these limit-solutions. The algebraic procedure that we define generalizes the known Rasheed-Larsen limit which yielded, in the Kaluza-Klein theory, the first instance of under-rotating extremal solution. As an example of our general result, we discuss in detail the non-extremal solution in the T^3-model, with either (q_0, p^1) or (p^0, q_1) charges switched on, and its singular limits. Such solutions, computed in D=3 through the solution-generating technique, is completely described in terms of D=4 fields, which include the fully integrated vector fields.

    We study the generation of primordial fluctuations in pure de Sitter inflation where the quantum scalar field dynamics are governed by polymer (not Schrodinger) quantization. This quantization scheme is related to, but distinct from, the structures employed in Loop Quantum Gravity; and it modifies standard results above a polymer energy scale $M_{\\star}$. We recover the scale invariant Harrison Zel'dovich spectrum for modes that have wavelengths bigger than $M_{\\star}^{-1}$ at the start of inflation. The primordial spectrum for modes with initial wavelengths smaller than $M_{\\star}^{-1}$ exhibits oscillations superimposed on the standard result. The amplitude of these oscillations is proportional to the ratio of the inflationary Hubble parameter $H$ to the polymer energy scale. For reasonable choices of $M_{\\star}$, we find that polymer effects are likely unobservable in CMB angular power spectra due to cosmic variance uncertainty, but future probes of baryon acoustic oscillations may be able to directly constrain the ratio $H/M_{\\star}$.

    We study some symmetry and integrability properties of four-dimensional Einstein-Maxwell gravity with nonvanishing cosmological constant in the presence of Killing vectors. First of all, we consider stationary spacetimes, which lead, after a timelike Kaluza-Klein reduction followed by a dualization of the two vector fields, to a three-dimensional nonlinear sigma model coupled to gravity, whose target space is a noncompact version of $\\mathbb{C}\\text{P}^2$ with SU(2,1) isometry group. It is shown that the potential for the scalars, that arises from the cosmological constant in four dimensions, breaks three of the eight SU(2,1) symmetries, corresponding to the generalized Ehlers and the two Harrison transformations. This leaves a semidirect product of a one-dimensional Heisenberg group and a translation group $\\mathbb{R}^2$ as residual symmetry. We show that, under the additional assumptions that the three-dimensional manifold is conformal to a product space $\\mathbb{R}\\times\\Sigma$, and all fields depend only on the coordinate along $\\mathbb{R}$, the equations of motion are integrable. This generalizes the results of Leigh et al. in arXiv:1403.6511 to the case where also electromagnetic fields are present. In the second part of the paper we consider the purely gravitational spacetime admitting a second Killing vector that commutes with the timelike one. We write down the resulting two-dimensional action and discuss its symmetries. If the fields depend only on one of the two coordinates, the equations of motion are again integrable, and the solution turns out to be one constructed by Krasinski many years ago.

  6. Hot and Cold Spots in the First plus Second Year COBE/DMR Maps

    Density perturbations at the decoupling epoch produce angular fluctuations in the temperature of the Cosmic Microwave Background (CMB) radiation that may appear as hot and cold spots. Observational data of the CMB includes instrumental noise in addition to the cosmological signal. One would like to determine which of the observed spots are produced by the noise and which correspond to signal. In this work we first present a statistical analysis of the first plus second year COBE/DMR map at 53 GHz that reveals the presence of cosmological signal in the data. The analysis is based on Harrison-Zeldovich Monte Carlo realizations and utilizes a generalized $\\chi^2$ statistic. The method is applied to the number of spots and the fraction of the total area that appear above/below a certain value of the dispersion of the noise, including and excluding the quadrupole, giving $Q_{rms-PS}=15^{+3}_{-6}$, $18^{+5}_{-7} \\mu K$ and $Q_{rms-PS}=18^{+3}_{-4}$, $21\\pm6 \\mu K$, at the $95\\%$ confidence level, respectively. The data taken by the COBE/DMR experiment during the first two years at three different frequencies (31, 53 and 90 GHz) are used to determine which of the spots observed at 53 GHz appear simultaneously in the other two channels. The significance of those spots is determined by comparison of their area and signal-to-noise with noise Monte Carlo simulations. We point out two cold spots and one hot spot at positions $(l,b)\\approx (-99^{\\circ},57^{\\circ}),(-21^{\\circ},-45^{\\circ}), (-81^{\\circ},-33^{\\circ})$ respectively, at the $95 \\%$ confidence level.

  7. METHANE HYDRATE PRODUCTION FROM ALASKAN PERMAFROST

    Natural-gas hydrates have been encountered beneath the permafrost and considered a nuisance by the oil and gas industry for years. Engineers working in Russia, Canada and the USA have documented numerous drilling problems, including kicks and uncontrolled gas releases, in arctic regions. Information has been generated in laboratory studies pertaining to the extent, volume, chemistry and phase behavior of gas hydrates. Scientists studying hydrate potential agree that the potential is great--on the North Slope of Alaska alone, it has been estimated at 590 TCF. However, little information has been obtained on physical samples taken from actual rock containing hydrates. This gas-hydrate project is in the final stages of a cost-shared partnership between Maurer Technology, Noble Corporation, Anadarko Petroleum, and the U.S. Department of Energy's Methane Hydrate R&D program. The purpose of the project is to build on previous and ongoing R&D in the area of onshore hydrate deposition to identify, quantify and predict production potential for hydrates located on the North Slope of Alaska. Hot Ice No. 1 was planned to test the Ugnu and West Sak sequences for gas hydrates and a concomitant free gas accumulation on Anadarko's 100% working interest acreage in section 30 of Township 9N, Range 8E of the Harrison Bay quadrangle of the North Slope of Alaska. The Ugnu and West Sak intervals are favorably positioned in the hydrate-stability zone over an area extending from Anadarko's acreage westward to the vicinity of the aforementioned gas-hydrate occurrences. This suggests that a large, north-to-south trending gas-hydrate accumulation may exist in that area. The presence of gas shows in the Ugnu and West Sak reservoirs in wells situated eastward and down dip of the Hot Ice location indicate that a free-gas accumulation may be trapped by gas hydrates. The Hot Ice No. 1 well was designed to core from the surface to the base of the West Sak interval using the revolutionary and new Arctic Drilling Platform in search of gas hydrate and free gas accumulations at depths of approximately 1200 to 2500 ft MD. A secondary objective was the gas-charged sands of the uppermost Campanian interval at approximately 3000 ft. Summary results of geophysical analysis of the well are presented in this report.

  8. Inflation driven by q-de Sitter

    We propose a generalised de Sitter scale factor for the cosmology of early and late time universe, including single scalar field is called as inflaton. This form of scale factor has a free parameter $q$ is called as nonextensivity parameter. When $q=1$, the scale factor is de Sitter. This scale factor is an intermediate form between power-law and de Sitter. We study cosmology of such families. We show that both kinds of dark components, dark energy and dark matter simultaneously are described by this family of solutions. As a motivated idea, we investigate inflation in the framework of $q$-de Sitter. We consider three types of scenarios for inflation. In a single inflation scenario, we observe that, inflation ended without any specific ending inflation $\\phi_{end}$, the spectral index and the associated running of the spectral index are %$ n_\\mathrm{s} - 1 \\sim -2\\epsilon, \\quad \\alpha_\\mathrm{s} \\equiv 0 $. To end the inflation: we should have $q=\\frac{3}{4}$. We deduce that the inflation ends when the evolution of the scale factor is $a (t) =e_ {3/4} (t) $. With this scale factor there is no need to specify $\\phi_{end}$. As an alternative to have inflation with ending point, We will study q-inflation model in the context of warm inflation. We propose two forms of damping term $\\Gamma$. In the first case when $\\Gamma=\\Gamma_0$, we show the scale invariant spectrum, (Harrison-Zeldovich spectrum, i.e. $n_s=1$) may be approximately presented by ($q=\\frac{9}{10},~~N=70$). Also there is a range of values of $R$ and $n_s$ which is compatible with the BICEP2 data where $q=\\frac{9}{10}$. In case $\\Gamma=\\Gamma_1V(\\phi)$, it is observed that small values of a number of e-folds are assured for small values of $q$ parameter. For $q=\\frac{9}{10}$ a range of values of $R$ and $n_s$ is compatible with the BICEP2 data.

    The Dynamics of Molecular Collisions Conference focuses on all aspects of molecular collisions--experimental & theoretical studies of elastic, inelastic, & reactive encounters involving atoms, molecules, ions, clusters, & surfaces--as well as half collisions--photodissociation, photo-induced reaction, & photodesorption. The scientific program for the meeting in 2011 included exciting advances in both the core & multidisciplinary forefronts of the study of molecular collision processes. Following the format of the 2009 meeting, we also invited sessions in special topics that involve interfacial dynamics, novel emerging spectroscopies, chemical dynamics in atmospheric, combustion & interstellar environments, as well as a session devoted to theoretical & experimental advances in ultracold molecular samples. Researchers working inside & outside the traditional core topics of the meeting are encouraged to join the conference. We invite contributions of work that seeks understanding of how inter & intra-molecular forces determine the dynamics of the phenomena under study. In addition to invited oral sessions & contributed poster sessions, the scientific program included a formal session consisting of five contributed talks selected from the submitted poster abstracts. The DMC has distinguished itself by having the Herschbach Medal Symposium as part of the meeting format. This tradition of the Herschbach Medal was first started in the 2007 meeting chaired by David Chandler, based on a generous donation of funds & artwork design by Professor Dudley Herschbach himself. There are two such awards made, one for experimental & one for theoretical contributions to the field of Molecular Collision Dynamics, broadly defined. The symposium is always held on the last night of the meeting & has the awardees are asked to deliver an invited lecture on their work. The 2011 Herschbach Medal was dedicated to the contributions of two long standing leaders in Chemical Physics, Professor Yuan T. Lee & Professor George Schatz. Professor Lee’s research has been based on the development & use of advanced chemical kinetics & molecular beams to investigate & manipulate the behavior of fundamental chemical reactions. Lee’s work has been recognized by many awards, including the Nobel Prize for Chemistry in 1986, as well as Sloan Fellow, Dreyfus Scholar, Fellowship in the American Academy of Arts & Sciences, Fellowship in the American Physical Society, Guggenheim Fellow, Member National Academy of Sciences, Member Academia Sinica, E.O. Lawrence Award, Miller Professor, Berkeley, Fairchild Distinguished Scholar, Harrison Howe Award, Peter Debye Award, & the National Medal of Science. Lee also has served as the President of the Academia Sinica in Taiwan (ROC). Professor Schatz’s research group is interested in using theory & computation to describe physical phenomena in a broad range of applications relevant to chemistry, physics, biology & engineering. Among the types of applications that we interested are: optical properties of nanoparticles & nanoparticle assemblies; using theory to model polymer properties; DNA structure, thermodynamics & dynamics; modeling self assembly & nanopatterning; & gas phase reaction dynamics. Among his many awards & distinctions have been appointment as an Alfred P. Sloan Research Fellow, Camille & Henry Dreyfus Teacher-Scholar, the Fresenius Award, Fellow of the American Physical Society, the Max Planck Research Award, Fellowship in the American Association for the Advancement of Science, & election to the International Academy of Quantum Molecular Sciences & the American Academy of Arts & Sciences. Dr Schatz is also lauded for his highly successful work as Editor for the Journal of Physical Chemistry. We requested $10,000 from DOE in support of this meeting. The money was distributed widely among the student & post doctoral fellows & some used to attract the very best scientists in the field.   10. GAMMA-RAY BURST AFTERGLOW LIGHT CURVES FROM A LORENTZ-BOOSTED SIMULATION FRAME AND THE SHAPE OF THE JET BREAK

    The early stages of decelerating gamma-ray burst (GRB) afterglow jets have been notoriously difficult to resolve numerically using two-dimensional hydrodynamical simulations even at very high resolution, due to the extreme thinness of the blast wave and high outflow Lorentz factors. However, these resolution issues can be avoided by performing the simulations in a boosted frame, which makes it possible to calculate afterglow light curves from numerically computed flows in sufficient detail to accurately quantify the shape of the jet break and the post-break steepening of the light curve. Here, we study afterglow jet breaks for jets with opening angles of 0.05, 0.1, and 0.2 radians decelerating in a surrounding medium of constant density, observed at various angles ranging from on-axis to the edge of the jet. A single set of scale-invariant functions describing the time evolution of afterglow synchrotron spectral break frequencies and peak flux, depending only on jet opening angle and observer angle, are all that is needed to reconstruct light curves for arbitrary explosion energy, circumburst density and synchrotron particle distribution power law slope p. These functions are presented in the paper. Their time evolutions change directly following the jet break, although an earlier reported temporary post-break steepening of the cooling break is found to have been resolution-induced. We compare synthetic light curves to fit functions using sharp power law breaks as well as smooth power law transitions. We confirm our earlier finding that the measured jet break time is very sensitive to the angle of the observer and can be postponed significantly. We find that the difference in temporal indices across the jet break is larger than theoretically anticipated and is about -(0.5 + 0.5p) below the cooling break and about -(0.25 + 0.5p) above the cooling break, both leading to post-break slopes of roughly about 0.25 - 1.3p, although different observer angles, jet opening angles and heuristic descriptions of the break introduce a wide range of temporal indices. Nevertheless, the post-break slope from our constant density interstellar medium simulations is sufficiently steep to be hard to reconcile with post-break slopes measured for the Swift sample, suggesting that Swift GRBs mostly do not explode in a homogeneous medium or that the jet breaks are hidden from view by additional physics such as prolonged energy injection or viewing angle effects. A comparison between different smooth power law fit functions shows that although smooth power law transitions of the type introduced by Harrison et al. often provide better fits, smooth power law transitions of the type introduced by Beuermann et al. or even sharp power law fits are easier to interpret in terms of the underlying model.   11. Commercialization Development of Oxygen Fired CFB for Greenhouse Gas Control

    Given that fossil fuel fired power plants are among the largest and most concentrated producers of CO{sub 2} emissions, recovery and sequestration of CO{sub 2} from the flue gas of such plants has been identified as one of the primary means for reducing anthropogenic (i.e., man-made) CO{sub 2} emissions. In 2001, ALSTOM Power Inc. (ALSTOM) began a two-phase program to investigate the feasibility of various carbon capture technologies. This program was sponsored under a Cooperative Agreement from the US Department of Energy's National Energy Technology Laboratory (DOE). The first phase entailed a comprehensive study evaluating the technical feasibility and economics of alternate CO{sub 2} capture technologies applied to Greenfield US coal-fired electric generation power plants. Thirteen cases, representing various levels of technology development, were evaluated. Seven cases represented coal combustion in CFB type equipment. Four cases represented Integrated Gasification Combined Cycle (IGCC) systems. Two cases represented advanced Chemical Looping Combined Cycle systems. Marion, et al. reported the details of this work in 2003. One of the thirteen cases studied utilized an oxygen-fired circulating fluidized bed (CFB) boiler. In this concept, the fuel is fired with a mixture of oxygen and recirculated flue gas (mainly CO{sub 2}). This combustion process yields a flue gas containing over 80 percent (by volume) CO{sub 2}. This flue gas can be processed relatively easily to enrich the CO{sub 2} content to over 96 percent for use in enhanced oil or gas recovery (EOR or EGR) or simply dried for sequestration. The Phase I study identified the O{sub 2}-fired CFB as having a near term development potential, because it uses conventional commercial CFB technology and commercially available CO{sub 2} capture enabling technologies such as cryogenic air separation and simple rectification or distillation gas processing systems. In the long term, air separation technology advancements offer significant reductions in power requirements, which would improve plant efficiency and economics for the oxygen-fired technology. The second phase consisted of pilot-scale testing followed by a refined performance and economic evaluation of the O{sub 2} fired CFB concept. As a part of this workscope, ALSTOM modified its 3 MW{sub th} (9.9 MMBtu/hr) Multiuse Test Facility (MTF) pilot plant to operate with O{sub 2}/CO{sub 2} mixtures of up to 70 percent O{sub 2} by volume. Tests were conducted with coal and petroleum coke. The test objectives were to determine the impacts of oxygen firing on heat transfer, bed dynamics, potential agglomeration, and gaseous and particulate emissions. The test data results were used to refine the design, performance, costs, and economic models developed in Phase-I for the O{sub 2}-fired CFB with CO{sub 2} capture. Nsakala, Liljedahl, and Turek reported results from this study in 2004. ALSTOM identified several items needing further investigation in preparation for large scale demonstration of the oxygen-fired CFB concept, namely: (1) Operation and performance of the moving bed heat exchanger (MBHE) to avoid recarbonation and also for cost savings compared to the standard bubbling fluid bed heat exchanger (FBHE); (2) Performance of the back-end flash dryer absorber (FDA) for sulfur capture under high CO{sub 2}/high moisture flue gas environment using calcined limestone in the fly ash and using fresh commercial lime directly in the FDA; (3) Determination of the effect of recarbonation on fouling in the convective pass; (4) Assessment of the impact of oxygen firing on the mercury, other trace elements, and volatile organic compound (VOC) emissions; and (5) Develop a proposal-level oxygen-fired retrofit design for a relatively small existing CFB steam power plant in preparation for a large-scale demonstration of the O{sub 2} fired CFB concept. Hence, ALSTOM responded to a DOE Solicitation to address all these issues with further O{sub 2} fired MTF pilot testing and a subsequent retrofit design study of oxygen firing and CO{s
