    We report on high contrast near-infrared ({approx}2.2 {mu}m) observations of Vega obtained with the Palomar Fiber Nuller, a dual sub-aperture rotating coronagraph installed at the Palomar Hale telescope. The data show consistent astrophysical null depth measurements at the {approx_equal} 10{sup -3} level or below for three different baseline orientations spanning 60 deg in azimuth, with individual 1{sigma} uncertainties {<=}7 x 10{sup -4}. These high cancellation and accuracy levels translate into a dynamic range greater than 1000:1 inside the diffraction limit of the 5 m telescope beam. Such high contrast performance is unprecedented in the near-infrared and provides improved constraints on Vega's immediate ({approx_equal}20 to 250 mas, or {approx_equal}0.15 to 2 AU) environment. In particular, our measurements rule out any potential companion in the [0.25-1 AU] region contributing more than 1% of the overall near-infrared stellar flux, with limits as low as 0.2% near 0.6 AU. These are the best upper limits established so far by direct detection for a companion to Vega in this inner region. We also conclude that any dust population contributing a significant ({>=}1%) near-infrared thermal excess can arise only within 0.2 AU of the star, and that it must consist of much smaller grains than in the solar zodiacal cloud. Dust emission from farther than {approx_equal}2 AU is also not ruled out by our observations, but would have to originate in strong scattering, pointing again to very small grains.

    The Las Vegas 1/sup 0/ x 2/sup 0/ quadrangle, Nevada, Arizona, and California, contains rocks and structures from Precambrian through Holocene in age. It lies within the Basin and Range physiographic province adjacent to the westernmost portion of the Colorado Plateau. Miocene nonmarine sedimentary rocks of the Horse Spring Formation contain in excess of 100 tons U/sub 3/O/sub 8/ in deposits at a grade of 0.01% or greater, and therefore meet National Uranium Resource Evaluation base criteria for uranium favorability. One favorable area lies in the South Virgin Mountains at the type locality of the Horse Spring Formation, although the favorable environment extends into the unevaluated Lake Mead National Recreation Area and Desert National Wildlife Range. Environments within the Las Vegas Quadrangle considered unfavorable for uranium include the Shinarump Conglomerate member of the Triassic Chinle Formation, Mesozoic sediments of the Glen Canyon Group, Precambrian pegmatites, Pliocene and Quaternary calcrete, Laramide thrust faults, and a late Precambrian unconformity.

The meeting was hosted by the Department of Energy (DOE) Office of Indian Policy and Programs (DOE Office of Indian Energy) and facilitated by JR Bluehouse, Program Manager, Udall Foundations U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Mr. Bluehouse was assisted by Tamara, Underwood, Program Assistant, U.S. Institute.Tribal leaders and representatives from multiple tribal governments and communities attended the roundtable. Tracey LeBeau, newly appointed Director of the Office of Indian Energy attended. LaMont Jackson from DOEs Office of Electricity attended. Also attending from the administration and federal agencies were Kim Teehee, Senior Policy Advisor for Native American Affairs, The White House; Charlie Galbraith, Associate Director of the Office of Public Engagement and Deputy Associate Director of the Office of Intergovernmental Affairs, The White House; Jodi Gillette, Deputy Assistant Secretary for Policy and Economic Development, the Bureau of Indian Affairs.

  4. SOURCE AND PATHWAY DETERMINATION FOR BERYLLIUM FOUND IN BECHTEL NEVADA NORTH LAS VEGAS FACILITIES

    In response to the report ''Investigation of Beryllium Exposure Cases Discovered at the North Las Vegas Facility of the National Nuclear Security Administration'', published by the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) in August 2003, Bechtel Nevada (BN) President and General Manager Dr. F. A. Tarantino appointed the Beryllium Investigation & Assessment Team (BIAT) to identify both the source and pathway for the beryllium found in the North Las Vegas (NLV) B-Complex. From September 8 to December 18, 2003, the BIAT investigated the pathway for beryllium and determined that a number of locations existed at the Nevada Test Site (NTS) which could have contained sufficient quantities of beryllium to result in contamination if transported. Operations performed in the B-1 Building as a result of characterization activities at the Engine Maintenance, Assembly, and Disassembly (EMAD); Reactor Maintenance, Assembly, and Disassembly (RMAD); Test Cells A and C; and the Central Support Facility in Area 25 had the greatest opportunity for transport of beryllium. Investigative monitoring and sampling was performed at these sites with subsequent transport of sample materials, equipment, and personnel from the NTS to the B-1 Building. The timeline established by the BIAT for potential transport of the beryllium contamination into the B-1 Building was from September 1997 through November 2002. Based on results of recently completed swipe sampling, no evidence of transport of beryllium from test areas has been confirmed. Results less than the DOE beryllium action level of 0.2 ???g/100 cm2 were noted for work support facilities located in Area 25. All of the identified sites in Area 25 worked within the B-1 tenant's residency timeline have been remediated. Legacy contaminants have either been disposed of or capped with clean borrow material. As such, no current opportunity exists for release or spread of beryllium contamination. Historical

    A superposition of the monochromatic charts transmitted by Vega 2's three-channel spectrometer during its approach of Comet P/Halley in March, 1986, has yielded composite images of the inner coma with moderate spatial resolution which cover a sector of angle 50 deg converging to the nucleus. Images of the CN, C3, C2 Delta-v = 1 and C2 Delta-v = 0 emissions show evidence of two well-contrasted jets, one of which is in the direction of the sun while the other lies in the perpendicular direction; they are separated by a valley-shaped low-intensity zone.     To be prepared for a range of oil spills, emergency response organizations must have an arsenal of powerful and adaptable equipment. Around the coastal United States, a network of oil spill cooperatives and emergency response organizations stand ready with the technology and the know-how to respond to the first sign of an oil spill. When the telephone rings, they may be required to mop up 200 gallons of oil that leaked off the deck of a ship or to contain and skim 2,000 gallons of oil from a broken hose at a loading terminal. In a few cases each year, they may find themselves responding to a major pollution incident, one that involves hundreds of people and tons of equipment. To clean an oil spill at a New Jersey marine terminal, the local cooperative used the Lundin Oil Recovery Inc. (LORI) skimming system to separate the oil and water and the lift the oil out of the river. The LORI skimming technology is based on sound principles of fluid management - using the natural movement of water instead of trying to fight against it. A natural feeding mechanism delivers oily water through the separation process, and a simple mechanical separation and recovery device - a brush conveyor - removes the pollutants from the water.

    100 Tesla is the highest attainable field that can be held for milli-sec in a non-destructive magnet. The strongest steels turn soft under stresses of 4GPa, which is the magnetic pressure of 100 T. Until there is a breakthrough in materials, magnets having all the low temperature and high pressure trimmings will be limited to about 100 T. Within the field range 1-100 T far more resources are now devoted to producing the highest possible continuous fields (40+5 T) than to producing longer pulsed fields above 50 T. This illustrates that the utility of the field can be more important than the strength of the field to researchers in condensed matter. Discoveries are typically made in new territory, but this can be new combinations of pressure, temperature, and magnetic field, or new probes and new materials. If any activity has kept up with the proliferation of new experiments and new facilities in high magnetic field research it is the listing of experiments that could and should be done in high fields. Part of the reason for the vitality of high field research is that high fields provide a generic environment. Compared to particle accelerators and plasma machines a high field laboratory is a setting for generic science, like synchrotron light sources or neutron scattering centers. Although the latter two installations probes states, while a magnetic field creates a state. Because it is unrealistic to try to list all the science opportunities at high fields, the author list sources for lists in the public domain and gives a few examples.

In order to provide guidance to local officials and maximize how effectively this NSP funding is used in retrofitting homes, the CARB team provided design specifications, energy modeling, and technical support for the BARA team and its local partnersBetter Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevadafor two retrofit test homes. One home demonstrated a modest retrofit and the other a deep energy retrofit. This report describes the retrofit packages, which were used as an educational experience for home performance professionals, building trades, remodelers, and the general public.

One home was to demonstrate a modest retrofit and the other a deep energy retrofit. Through this project, CARB has provided two robust solution packages for retrofitting homes built in this region between the 1980s and early 1990s without substantially inconveniencing the occupants. The two test homes, the Carmen and Sierra Hills, demonstrate how cost-effectively energy efficient upgrades can be implemented in the hot, dry climate of the Southwest. In addition, the homes were used as an educational experience for home performance professionals, building trades, remodelers, and the general public. In-field trainings on air-sealing, HVAC upgrades, and insulating were provided to local contractors during the retrofit and BARA documented these retrofits through a series of video presentations, beginning with a site survey and concluding with the finished remodel and test out.

    This paper conceptualises what sustainability assessment follow-up might entail for three models of sustainability assessment: EIA-driven integrated assessment, objectives-led integrated assessment and the contribution to sustainability model. The first two are characterised by proponent monitoring and evaluation of individual impacts and indicators while the latter takes a holistic view based around focused sustainability criteria relevant to the context. The implications of three sustainability challenges on follow-up are also examined: contested time horizons and value changes, trade-offs, and interdisciplinarity. We conclude that in order to meet these challenges some form of adaptive follow-up is necessary and that the contribution to sustainability approach is the best approach. -- Highlights: • We explore sustainability follow-up for three different sustainability models. • Long-time frames require adaptive follow-up and are a key follow-up challenge. • Other key challenges include interdisciplinarity, and trade-offs. • Sustainability follow-up should be a direction of travel and not an outcome. • Only the follow-up for contribution to sustainability model addresses sustainability challenges sufficiently.

In the down mode, power is switched from a DC power source to a lower voltage energy storing load while in the up mode stored energy in the load is transferred to the higher voltage source. The system uses Darlington transistor switches in a conventional connection. The improvement relates to circuit additions to eliminate the effects of inter-electrode capacitance inherent with this Darlington transistor switching arrangement.

    The scale-up performance of sintered stainless steel crossflow filter elements planned for use at the Pretreatment Engineering Platform (PEP) and at the Waste Treatment and Immobilization Plant (WTP) were characterized in partial fulfillment (see Table S.1) of the requirements of Test Plan TP RPP WTP 509. This test report details the results of experimental activities related only to filter scale-up characterization. These tests were performed under the Simulant Testing Program supporting Phase 1 of the demonstration of the pretreatment leaching processes at PEP. Pacific Northwest National Laboratory (PNNL) conducted the tests discussed herein for Bechtel National, Inc. (BNI) to address the data needs of Test Specification 24590-WTP-TSP-RT-07-004. Scale-up characterization tests employ high-level waste (HLW) simulants developed under the Test Plan TP-RPP-WTP-469. The experimental activities outlined in TP-RPP-WTP-509 examined specific processes from two broad areas of simulant behavior: 1) leaching performance of the boehmite simulant as a function of suspending phase chemistry and 2) filtration performance of the blended simulant with respect to filter scale-up and fouling. With regard to leaching behavior, the effect of anions on the kinetics of boehmite leaching was examined. Two experiments were conducted: 1) one examined the effect of the aluminate anion on the rate of boehmite dissolution and 2) another determined the effect of secondary anions typical of Hanford tank wastes on the rate of boehmite dissolution. Both experiments provide insight into how compositional variations in the suspending phase impact the effectiveness of the leaching processes. In addition, the aluminate anion studies provide information on the consequences of gibbsite in waste. The latter derives from the expected fast dissolution of gibbsite relative to boehmite. Often hindered by crowding in biologically relevant environments, three-dimensional diffusion can be slow and result in long bimolecular association times. Moreover, the initial association step between two binding partners often represents a rate-limiting step in biotechnologically relevant reactions. We also demonstrate the practical use of an 11-a.a. DNA-interacting peptide derived from adenovirus to reduce the dimensionality of diffusional search processes and speed up associations between biological macromolecules. We functionalize binding partners with the peptidemore » and demonstrate that the ability of the peptide to one-dimensionally diffuse along DNA results in a 20-fold reduction in reaction time.     What is disclosed is a heat pump apparatus for conditioning a fluid characterized by a fluid handler and path for circulating the fluid in heat exchange relationship with a refrigerant fluid; at least two refrigerant heat exchangers, one for effecting heat exchange with the fluid and a second for effecting heat exchange between refrigerant and a heat exchange fluid and the ambient air; a compressor for efficiently compressing the refrigerant; at least one throttling valve for throttling liquid refrigerant; a refrigerant circuit; refrigerant; a source of heat exchange fluid; heat exchange fluid circulating device and heat exchange fluid circuit for circulating the heat exchange fluid in heat exchange relationship with the refrigerant; and valves or switches for selecting the heat exchangers and direction of flow of the refrigerant therethrough for selecting a particular mode of operation. The heat exchange fluid prevents freeze up of the second heat exchanger by keeping the temperature above the dew point; and, optionally, provides heat for efficient operation.

The proposed engineering solution which will be the backbone of this project will be to use RGBW combination in every pixel to save energy. Two different RGBW geometrical pixel configurations will be implemented and compared against traditional LED configurations. These configurations will be analyzed for energy efficiency while keeping the quality of the display the same.     A reflux condensing start-up system includes a steam generator, a start-up vessel connected parallel to the steam generator, a main steam line connecting steam outlets of the steam generator and start-up vessel to a steam turbine, a condenser connected to an outlet of the turbine and a feedwater return line connected between the condenser and inlets of the steam generator and start-up vessel. The start-up vessel has one or more heaters at the bottom thereof for heating feedwater which is supplied over a start-up line to the start-up vessel. Steam is thus generated to pressurize the steam generator before the steam generator is supplied with a heat transfer medium, for example liquid sodium, in the case of a liquid metal fast breeder reactor. The start-up vessel includes upper and lower bulbs with a smaller diameter mid-section to act as water and steam reservoirs. The start-up vessel can thus be used not only in a start-up operation but as a mixing tank, a water storage tank and a level control at low loads for controlling feedwater flow.

    In the fall of 1994, the UPS fleet in Landover, Maryland, began operating 20 vehicles on CNG. UPS selected CNG because natural gas is an abundant domestic resource that is available in almost every city in the US, and it also generally costs less than other fuels.     This Acceptance Test Report for the PUREX Surveillance and Monitoring and Control System (SAMCONS) Uninterruptible Power Supply (UPS) Acceptance Test Procedure validates the operation of the UPS, all alarming and display functions and the ability of the UPS to supply power to the SAMCONS as designed. The proper installation of the PUREX SAMCONS Trailer UPS components and wiring will be systematically evaluated by performance of this procedure. Proper operation of the SAMCONS computer UPS will be verified by performance of a timed functional load test, and verification of associated alarms and trouble indications. This test procedure will be performed in the SAMCONS Trailer and will include verification of receipt of alarms at the SAMCONS computer stations. This test may be performed at any time after the completion of HNF-SD-CP-ATP-083, PUREX Surveillance and Monitoring and Control System (SAMCONS) Acceptance Test Procedure, when computer display and alarm functions have been proven to operate correctly.

  19. Local Burn-Up Effects in the NBSR Fuel Element

    This study addresses the over-prediction of local power when the burn-up distribution in each half-element of the NBSR is assumed to be uniform. A single-element model was utilized to quantify the impact of axial and plate-wise burn-up on the power distribution within the NBSR fuel elements for both high-enriched uranium (HEU) and low-enriched uranium (LEU) fuel. To validate this approach, key parameters in the single-element model were compared to parameters from an equilibrium core model, including neutron energy spectrum, power distribution, and integral U-235 vector. The power distribution changes significantly when incorporating local burn-up effects and has lower power peaking relative to the uniform burn-up case. In the uniform burn-up case, the axial relative power peaking is over-predicted by as much as 59% in the HEU single-element and 46% in the LEU single-element with uniform burn-up. In the uniform burn-up case, the plate-wise power peaking is over-predicted by as much as 23% in the HEU single-element and 18% in the LEU single-element. The degree of over-prediction increases as a function of burn-up cycle, with the greatest over-prediction at the end of Cycle 8. The thermal flux peak is always in the mid-plane gap; this causes the local cumulative burn-up near the mid-plane gap to be significantly higher than the fuel element average. Uniform burn-up distribution throughout a half-element also causes a bias in fuel element reactivity worth, due primarily to the neutronic importance of the fissile inventory in the mid-plane gap region.
