    The Fermilab Tevatron is both the world's highest energy accelerator system and first large-scale superconducting synchrotron. Since Tevatron commissioning in July 1983, the accelerator has operated in 1984, 1985 and 1987 with extracted beams of 800 GeV for three runs of fixed target physics, and in 1987, and 1988, with proton-antiproton colliding beams at 900 /times/ 900 GeV. This paper will focus on the collider operation of the Tevatron: its present status and the outlook for its longer-term future evolution. 18 refs., 3 figs., 2 tabs.

  10. Safety system status monitoring

    The Pacific Northwest Laboratory has studied the safety aspects of monitoring the preoperational status of safety systems in nuclear power plants. The goals of the study were to assess for the NRC the effectiveness of current monitoring systems and procedures, to develop near-term guidelines for reducing human errors associated with monitoring safety system status, and to recommend a regulatory position on this issue. A review of safety system status monitoring practices indicated that current systems and procedures do not adequately aid control room operators in monitoring safety system status. This is true even of some systems and procedures installed to meet existing regulatory guidelines (Regulatory Guide 1.47). In consequence, this report suggests acceptance criteria for meeting the functional requirements of an adequate system for monitoring safety system status. Also suggested are near-term guidelines that could reduce the likelihood of human errors in specific, high-priority status monitoring tasks. It is recommended that (1) Regulatory Guide 1.47 be revised to address these acceptance criteria, and (2) the revised Regulatory Guide 1.47 be applied to all plants, including those built since the issuance of the original Regulatory Guide.

    Web Operational Status Boards (WebOSB)is a web-based application designed to acquire, display, and update highly dynamic status information between multiple users and jurisdictions. WebOSB is able to disseminate real-time status information?support the timely sharing of information?with constant, dynamic updates via personal computers and the Internet between emergency operations centers (EOCs), incident command centers, and to users outside the EOC who need to know the information (hospitals, shelters, schools). The WebOSB application far exceeds outdated information-sharing methods used by emergency workers: whiteboards, Word and Excel documents, or even locality-specific Web sites. WebOSB?s capabilities include the following elements: - Secure access. Multiple users can access information on WebOSB from any personal computer with Internet access and a secure ID. Privileges are use to control access and distribution of status information and to identify users who are authorized to add or edit information. - Simultaneous update. WebOSB provides options for users to add, display, and update dynamic information simultaneously at all locations involved in the emergency management effort, A single status board can be updated from multiple locations enabling shelters and hospitals to post bed availability or list decontamination capability. - On-the-fly modification. Allowing the definition of an existing status board to be modified on-the-fly can be an asset during an emergency, where information requirements can change quickly. The status board designer feature allows an administrator to quickly define, modi,, add to, and implement new status boards in minutes without needing the help of Web designers and computer programmers. - Publisher/subscriber notification.     After practical changes were approved to the initial conceptual design of the cryogenic system for MSU FRIB and an agreement was made with JLab in 2012 to lead the design effort of the cryogenic plant, many activities are in place leading toward a cool-down of the linacs prior to 2018. This is mostly due to using similar equipment used at CHLII for the 12 GeV upgrade at JLab and an aggressive schedule maintained by the MSU Conventional Facilities department. Reported here is an updated status of the cryogenic plant, including the equipment procurement status, plant layout, facility equipment and project schedule.

    This software was developed to post real-time process status and building conditions to operators, system engineers, system managers, and all support personnel. Data input is via operator console, strategically located throughout the facility, or by electronic rounds tablet. The system requires a person to log in with a unique user id and password to edit data. Viewing system status does not require log in and can be done from any desktop location running FileMaker. Oncemore » logged into the system, all new records saved are stamped with date, time and user name, and a historical copy is created that can be brought up to review status. There is no limitation to the amount of records that can be saved in the historical databases. The system will flag all out of limit conditions on the screen and enter that record on a turnover summery page which displays only flagged items. System conditions are displayed on a plasma display which scrolls through the various system condition screens. The system also shows floor plans that reflect specific building radiological conditions which aides in pre job briefings to show all hazards to personnel entering specific locations. The input screen is displayed on a second standard computer monitor connected to the input PC. There are several popup screens that require user intervention to ensure that the user wants to edit the data, is editing the appropriate sytem, and if they want to continue to stay logged into the system. Each workstation is connected to a Uninterrupted Power Supply which will shut each system down safely in a power failure. The server is configured to print out current status upon notification from the UPS that power has failed. The system also has a video input card which is connected to a DVD/VCR which shows safety meetings, and images taken from a digital camera used to show specific locations/items for pre-job briefings.« less

    The ATLAS Positron Experiment (APEX) is designed to investigate narrow structures observed in the energy spectra of positions and positron-electron coincidences produced in collisions of high Z ions with high Z targets at Coulomb barrier energies. The apparatus consists of a large diameter uniform-field solenoid mounted transverse to the beam direction. Scattered heavy ions are detected in a gas-counter array. Electrons and positrons transversing the solenoid are detected in highly segmented silicon arrays surrounded by position sensitive NaI detectors for positron identification. The concept of APEX and the current status of the apparatus will be discussed.

    A new heavy ion preinjector is presently under construction at Brookhaven National Laboratory. This preinjector uses an Electron Beam Ion Source (EBIS), and an WQ and IH Linac, both operating at 100.625 MHz, to produce 2 MeV/u ions of any species for use, after further acceleration, at the Relativistic Heavy Ion Collider, and the NASA Space Radiation Laboratory. Among the increased capabilities provided by this preinjector are the ability to produce ions of any species, and the ability to switch between multiple species in 1 second, to simultaneously meet the needs of both physics programs. Fabrication of all major components for this preinjector is in process, with testing of the EBIS and WQ starting this year. The status of this construction is presented.

    The Muon Ionization Cooling Experiment (MICE) is an experiment currently under construction at the Rutherford Appleton Laboratory (RAL) in the UK. The aim of the experiment is to demonstrate the concept of ionization cooling for a beam of muons, crucial for the requirements of a Neutrino Factory and a Muon Collider. Muon cooling is achieved by measuring the reduction of the four dimensional transverse emittance for a beam of muons passing through low density absorbers and then accelerating the longitudinal component of the momentum using RF cavities. The absorbers are maintained in a focusing magnetic field to reduce the beta function of the beam and the RF cavities are kept inside coupling coils. The main goal of MICE is to measure a fractional drop in emittance, of order -10% for large emittance beams, with an accuracy of 1%(which imposes a requirement that the absolute emittance be measured with an accuracy of 0.1%). This paper will discuss the status of MICE, including the progress in commissioning the muon beam line at the ISIS accelerator at RAL, the construction of the different detector elements in MICE and the prospects for the future.

    The Status of Glueballs is presented considering that most popular candidates from among the isoscalars in the J{sup PC} = 0{sup ++}, 0{sup {minus}+} and 2{sup ++} channels. It is shown that in the 0{sup ++} channel the f{sub 0}(1720) which was discovered earlier (the S*{prime}(1720)) at BNL is highly likely the same state as the SLAC {theta}(1720) now that its spin has been found to be 0 instead of the 2 claimed for a long period. In the {sup ++} channel there is likely a complex of 2-3 states {zeta}/{eta}(1280), {lambda}/{eta}(1420) and {iota}/{eta}(1520) involving at least one extra isosclar. In the 2{sup ++}, the g{sub T}(2010), g{sub T}{prime}(2300) and g{sub T}{double_prime}(2340) {phi}{phi} states found in {pi}{sup {minus}} p {yields} {phi}{phi}n (OZI forbidden glueball filter channel) strikingly, approximately, completely break the OZI suppression and comprise within the errors all the {phi}{phi} cross-section. The only viable explanation of these states in the context of QCD is that they are produced by 1-3 primary 2{sup ++} glueballs. All alternate explanations in the past 15 years have failed.

The analyses of data will be performed during FY98, and then a complete report will be prepared. The United States Department of Energy (DOE) is investigatinq the suitability of Yucca Mountain (YM) as a potential site for the nation's first high-level nuclear waste repository. Interviews with staff from state public utility commissions indicate the current thinking about the status and future of industrial DSM programs.     This report documents the status of the US Department of Energy's (DOE) Oil Shale Program as of the end of FY 86. The report consists of (1) a status of oil shale development, (2) a description of the DOE Oil Shale Program, (3) an FY 86 oil shale research summary, and (4) a summary of FY 86 accomplishments. Discoveries were made in FY 86 about the physical and chemical properties and behavior of oil shales, process chemistry and kinetics, in situ retorting, advanced processes, and the environmental behavior and fate of wastes. The DOE Oil Shale Program shows an increasing emphasis on eastern US oil shales and in the development of advanced oil shale processing concepts. With the award to Foster Wheeler for the design of oil shale conceptual plants, the first step in the development of a systems analysis capability for the complete oil shale process has been taken. Unocal's Parachute Creek project, the only commercial oil shale plant operating in the United States, is operating at about 4000 bbl/day. The shale oil is upgraded at Parachute Creek for input to a conventional refinery. 67 refs., 21 figs., 3 tabs.

    We report on the status of the MINOS long baseline neutrino experiment presently under construction at the Fermi National Accelerator Laboratory and the Soudan mine. There is growing evidence that the solar neutrino and atmospheric neutrino anomalies [1] are the result of neutrino oscillations. The MINOS experiment is a long baseline neutrino oscillation experiment designed to study the region of parameter space indicated by the SuperKamiokande atmospheric neutrino results [2]. The experiment consists of two detectors, one with a mass of 980 tons located at Fermilab (the near detector) and the other of mass 5400 tons located 731 km away in the Soudan mine in northern Minnesota (the far detector). The third component is the neutrino beam which is currently under construction at Fermilab.

    The Majorana Collaboration is constructing the Majorana Demonstrator, an ultra-low background, 40-kg modular high purity Ge detector array to search for neutrinoless double-beta decay in 76Ge. In view of the next generation of tonne-scale Ge-based neutrinoless double-beta decay searches that will probe the neutrino mass scale in the inverted-hierarchy region, a major goal of the Demonstrator is to demonstrate a path forward to achieving a background rate at or below 1 count/tonne/year in the 4 keV region of interest around the Q-value at 2039 keV. Lastly, the current status of the Demonstrator is discussed, as are plans for its completion.

    The Outreach Project was initiated in October 1994 with the objective of developing a multi-year plan for the U.S. Department of Energy (DOE) for targeted outreach activities for stakeholders in industry and the general public. This status report summarizes the work on industry outreach that has been completed since the inception of the project in October 1994. A three-pronged approach was taken to ascertain issues related to industry outreach. First, there was a review of on-going and past industry outreach activities at DOE and NHA. Next, a series of meetings with industry decision makers was arranged to get a better understanding of industry interests and concerns, and to discuss how DOE and industry could work collaboratively to develop hydrogen energy systems. Third, a workshop is scheduled where representatives from industry, DOE and other federal agencies can identify issues that would enhance partnering between the federal government and industry in the development of hydrogen energy systems. At this tiny, the review of on-going and past activities has been completed. Industry interviews are in progress and a majority of meetings have been held. Analysis of the information gained is in progress. The preliminary analysis of this information indicates that for appropriate near-term demonstration-type projects, the level of interest for collaboration between DOE and industry is high. The data also identifies issues industry is concerned with which impact the commercialization of hydrogen energy systems.

    On July 21, 1997, the U.S. Nuclear Regulatory Commission (NRC) published the final rule on Radiological Criteria for License Termination (the License Termination Rule or LTR) as Subpart E to 10 CFR Part 20. NRC regulations require that materials licensees submit Decommissioning Plans to support the decommissioning of its facility if it is required by license condition, or if the procedures and activities necessary to carry out the decommissioning have not been approved by NRC and these procedures could increase the potential health and safety impacts to the workers or the public. NRC regulations also require that reactor licensees submit Post-shutdown Decommissioning Activities Reports and License Termination Plans to support the decommissioning of nuclear power facilities. This paper provides an update on the status of the NRC's decommissioning program that was presented during WM'02. It discusses the staff's current efforts to streamline the decommissioning process, current issues being faced in the decommissioning program, such as partial site release and restricted release of sites, as well as the status of the decommissioning of complex sites and those listed in the Site Decommissioning Management Plan. The paper discusses the status of permanently shut-down commercial power reactors and the transfer of complex decommissioning sites and sites listed on the SDMP to Agreement States. Finally the paper provides an update of the status of various tools and guidance the NRC is developing to assist licensees during decommissioning, including an effort to consolidate and risk-inform decommissioning guidance.

    This report describes the current status and recent accomplishments of the Fossil Energy Waste Management (FE WM) projects sponsored by the Morgantown Energy Technology Center (METC) of the US Department of Energy (DOE). The primary goal of the Waste Management Program is to identify and develop optimal strategies to manage solid by-products from advanced coal technologies for the purpose of ensuring the competitiveness of advanced coal technologies as a future energy source. The projects in the Fossil Energy Waste Management Program are divided into three types of activities: Waste Characterization, Disposal Technologies, and Utilization Technologies. This technology status report includes a discussion on barriers to increased use of coal by-products. Also, the major technical and nontechnical challenges currently being addressed by the FE WM program are discussed. A bibliography of 96 citations and a list of project contacts is included if the reader is interested in obtaining additional information about the FE WM program.

    A smart grid uses digital power control and communication technology to improve the reliability, security, flexibility, and efficiency of the electric system, from large generation through the delivery systems to electricity consumers and a growing number of distributed generation and storage resources. To convey progress made in achieving the vision of a smart grid, this report uses a set of six characteristics derived from the National Energy Technology Laboratory Modern Grid Strategy. The Smart Grid Status and Metrics Report defines and examines 21 metrics that collectively provide insight into the grid’s capacity to embody these characteristics. This appendix presents papers covering each of the 21 metrics identified in Section 2.1 of the Smart Grid Status and Metrics Report. These metric papers were prepared in advance of the main body of the report and collectively form its informational backbone.

The initial diagnostic instrument set has been described in the TMX Upgrade Proposal. This set is required to get TMX Upgrade operational and to evaluate its initial performance. Additional diagnostic instruments are needed to then carry out the more detailed experiments outlined by the TMX Upgrade program milestones.     This report describes the current status of the market and technology for concentrator photovoltaic (CPV) cells and modules. Significant progress in CPV has been achieved, including record efficiencies for modules (36.7%) and cells (46%), as well as growth of large field installations in recent years. CPV technology may also have the potential to be cost-competitive on a levelized cost of energy (LCOE) basis in regions of high direct normal irradiance (DNI). The study includes an overview of all installations larger than 1 MW, information on companies currently active in the CPV field, efficiency data, and estimates of the LCOE in different scenarios.

    The dielectric wall accelerator (DWA) system being developed at the Lawrence Livermore National Laboratory (LLNL) uses fast switched high voltage transmission lines to generate pulsed electric fields on the inside of a high gradient insulating (HGI) acceleration tube. High electric field gradients are achieved by the use of alternating insulators and conductors and short pulse times. The system is capable of accelerating any charge to mass ratio particle. Applications of high gradient proton and electron versions of this accelerator will be discussed. The status of the developmental new technologies that make the compact system possible will be reviewed. These include, high gradient vacuum insulators, solid dielectric materials, photoconductive switches and compact proton sources.

    The information contained and/or referenced in this Annual Hanford Site Environmental Permitting Status Report (Status Report) addresses the State Environmental Policy Act (SEPA) of 1971 and Condition II.W. of the Resource Conservation and Recovery Act (RCRA) of 1976 Permit, Dangerous Waste Portion (DW Portion). Condition II.W. of the RCRA Permit specifies the Permittees are responsible for all other applicable federal, state, and local permits for the development and operation of the Hanford Facility. Condition II.W. of the RCRA Permit specifies that the Permittees are to use their best efforts to obtain such permits. For the purposes of permit condition, `best efforts` means submittal of documentation and/or approval(s) in accordance with schedules specified in applicable regulations, or as determined through negotiations with the applicable regulatory agencies. This Status Report includes information on all existing and anticipated environmental permitting. Environmental permitting required by RCRA, the Hazardous and Solid Waste Amendments (HSWA) of 1984, and non-RCRA permitting (solid waste handling, Clean Air Act Amendments of 1990, Clean Water Act Amendments of 1987, Washington State waste discharge, and onsite sewage system) is addressed. Information on RCRA and non-RCRA is current as of July 31, 1998. For the purposes of RCRA and the State of Washington Hazardous Waste Management Act of 1976 [as administered through the Dangerous Waste Regulations, Washington Active Code (WAC) 173-303], the Hanford Facility is considered a single facility. As such, the Hanford Facility has been issued one US Environmental Protection Agency (EPA)/State Identification Number (WA7890008967). This EPA/State identification number encompasses over 60 treatment, storage, and/or disposal (TSD) units. The Washington State Department of Ecology (Ecology) has been delegated authority by the EPA to administer the RCRA, including mixed waste authority. The RCRA permitting approach for

    The MAJORANA DEMONSTRATOR is being constructed at the Sanford Underground Research Facility (SURF) in Lead, SD by the MAJORANA Collaboration to demonstrate the feasibility of a tonne-scale neutrinoless double beta decay experiment based on 76Ge. The observation of neutrinoless double beta decay would indicate that neutrinos can serve as their own antiparticles, thus proving neutrinos to be Majorana particles, and would give information on neutrino masses. Attaining sensitivities for neutrino masses in the inverted hierarchy region requires large tonne-scale detectors with extremely low backgrounds. The DEMONSTRATOR project will show that sufficiently low backgrounds are achievable. A brief description of the detector and a status update on the construction will be given, including the work done at BHSU on acid-etching of Pb shielding bricks.

  6. Interventional Radiology of Male Varicocele: Current Status

    Varicocele is a fairly common condition in male individuals. Although a minor disease, it may cause infertility and testicular pain. Consequently, it has high health and social impact. Here we review the current status of interventional radiology of male varicocele. We describe the radiological anatomy of gonadal veins and the clinical aspects of male varicocele, particularly the physical examination, which includes a new clinical and ultrasound Doppler maneuver. The surgical and radiological treatment options are also described with the focus on retrograde and antegrade sclerotherapy, together with our long experience with these procedures. Last, we compare the outcomes, recurrence and persistence rates, complications, procedure time and cost-effectiveness of each method. It clearly emerges from this analysis that there is a need for randomized multicentre trials designed to compare the various surgical and percutaneous techniques, all of which are aimed at occlusion of the anterior pampiniform plexus.

    A 40 MeV electron beam, using the inverse free-electron laser interaction, has been accelerated by {Delta}E/E = 2.5% over a distance of 0.47 m. The electrons interact with a 1--2 GW CO{sub 2} laser beam bounded by a 2.8 mm ID sapphire circular waveguide in the presence of a tapered wiggler with Bmax {approx} 1 T and a period 2.89 cm {le} {lambda}{sub w} {le} 3.14 cm. The experimental results of {Delta}E/E as a function of electron energy E, peak magnetic field Bw and laser power W{sub 1} compare well with analytical and 1-D numerical simulations and permit scaling to higher laser power and electron energy. The present status of the IFEL accelerator and planned near term development are indicated.

  8. Status of the Magma Energy Project

    The current magma energy project is assessing the engineering feasibility of extracting thermal energy directly from crustal magma bodies. The estimated size of the US resource (50,000 to 500,000 quads) suggests a considerable potential impact on future power generation. In a previous seven-year study, we concluded that there are no insurmountable barriers that would invalidate the magma energy concept. Several concepts for drilling, energy extraction, and materials survivability were successfully demonstrated in Kilauea Iki lava lake, Hawaii. The present program is addressing the engineering design problems associated with accessing magma bodies and extracting thermal energy for power generation. The normal stages for development of a geothermal resource are being investigated: exploration, drilling and completions, production, and surface power plant design. Current status of the engineering program and future plans are described. 20 refs., 12 figs.

    QCDOC is a massively parallel supercomputer whose processing nodes are based on an application-specific integrated circuit (ASIC). This ASIC was custom-designed so that crucial lattice QCD kernels achieve an overall sustained performance of 50% on machines with several 10,000 nodes. This strong scalability, together with low power consumption and a price/performance ratio of $1 per sustained MFlops, enable QCDOC to attack the most demanding lattice QCD problems. The first ASICs became available in June of 2003, and the testing performed so far has shown all systems functioning according to specification. We review the hardware and software status of QCDOC and present performance figures obtained in real hardware as well as in simulation.

    This study, conducted under the auspices of the Energy Engineering Board of the National Research Council, examines the status of and outlook for nuclear engineering education in the United States. The study resulted from a widely felt concern about the downward trends in student enrollments in nuclear engineering, in both graduate and undergraduate programs. Concerns have also been expressed about the declining number of US university nuclear engineering departments and programs, the aging of their faculties, the appropriateness of their curricula and research funding for industry and government needs, the availability of scholarships and research funding, and the increasing ratio of foreign to US graduate students. A fundamental issue is whether the supply of nuclear engineering graduates will be adequate for the future. Although such issues are more general, pertaining to all areas of US science and engineering education, they are especially acute for nuclear engineering education. 30 refs., 12 figs., 20 tabs.

    A financial analysis approach is described for calculating net present values and financial management rates of return for a wide variety of specific OTEC cases. Comparisons are made of the profit potentials, expected market penetration, perceived financial risks, and eventual benefits from the specific cases and logical follow-on construction scenarios. The principal factors of uncertainty as perceived by researchers, builders, and financiers are catalogued. Roles and responsibilities of participants in a financing approach including builder team, government, product user, financial houses, and investors are cited. Cases which have been investigated include 10 to 40 MW/sub e/ scale and 250 to 360 MW/sub e/ scale OTEC plants and plantships; electric power cabled ashore to US islands and the US mainland, methanol, ammonia, hybrid geothermal-OTEC plants for meeting local power demands or making products; and relevant data on other OTEC product possibilities.

  2. Salt repository project closeout status report

    This report provides an overview of the scope and status of the US Department of Energy (DOE`s) Salt Repository Project (SRP) at the time when the project was terminated by the Nuclear Waste Policy Amendments Act of 1987. The report reviews the 10-year program of siting a geologic repository for high-level nuclear waste in rock salt formations. Its purpose is to aid persons interested in the information developed during the course of this effort. Each area is briefly described and the major items of information are noted. This report, the three salt Environmental Assessments, and the Site Characterization Plan are the suggested starting points for any search of the literature and information developed by the program participants. Prior to termination, DOE was preparing to characterize three candidate sites for the first mined geologic repository for the permanent disposal of high-level nuclear waste. The sites were in Nevada, a site in volcanic tuff; Texas, a site in bedded salt (halite); and Washington, a site in basalt. These sites, identified by the screening process described in Chapter 3, were selected from the nine potentially acceptable sites shown on Figure I-1. These sites were identified in accordance with provisions of the Nuclear Waste Policy Act of 1982. 196 refs., 21 figs., 11 tabs.

    In the United States, recent shale gas discoveries have generated renewed interest in using natural gas as a vehicular fuel, primarily in fleet applications, while outside the United States, natural gas vehicle use has expanded significantly in the past decade. In this report for the U.S. Department of Energy's Clean Cities Program - a public-private partnership that advances the energy, economic, and environmental security of the U.S. by supporting local decisions that reduce petroleum use in the transportation sector - we have examined the state of natural gas vehicle technology, current market status, energy and environmental benefits, implications regarding advancements in European natural gas vehicle technologies, research and development efforts, and current market barriers and opportunities for greater market penetration. The authors contend that commercial intracity trucks are a prime area for advancement of this fuel. Therefore, we examined an aggressive future market penetration of natural gas heavy-duty vehicles that could be seen as a long-term goal. Under this scenario using Energy Information Administration projections and GREET life-cycle modeling of U.S. on-road heavy-duty use, natural gas vehicles would reduce petroleum consumption by approximately 1.2 million barrels of oil per day, while another 400,000 barrels of oil per day reduction could be achieved with significant use of natural gas off-road vehicles. This scenario would reduce daily oil consumption in the United States by about 8%.

  4. Development Status of The ILC Marx Modulator

    The ILC Marx Modulator is under development as a lower cost alternative to the 'Baseline Conceptual Design' (BCD) klystron modulator. Construction of a prototype Marx is complete and testing is underway at SLAC. The Marx employs solid state elements, IGBTs and diodes, to control the charge, discharge and isolation of the modules. The prototype is based on a stack of sixteen modules, each initially charged to {approx}11 kV, which are arranged in a Marx topology. Initially, eleven modules combine to produce the 120 kV output pulse. The remaining modules are switched in after appropriate delays to compensate for the voltage droop that results from the discharge of the energy storage capacitors. Additional elements will further regulate the output voltage to {+-}0.5%. The Marx presents several advantages over the conventional klystron modulator designs. It is physically smaller; there is no pulse transformer (quite massive at these parameters) and the energy storage capacitor bank is quite small, owing to the active droop compensation. It is oil-free; voltage hold-off is achieved using air insulation. It is air cooled; the secondary air-water heat exchanger is physically isolated from the electronic components. This paper outlines the current developmental status of the prototype Marx. It presents a detailed electrical and mechanical description of the modulator and operational test results. It will discuss electrical efficiency measurements, fault testing, and output voltage regulation.

  5. NRC Licensing Status Summary Report for NGNP

    The Next Generation Nuclear Plant (NGNP) Project, initiated at Idaho National Laboratory (INL) by the U.S. Department of Energy (DOE) pursuant to provisions of the Energy Policy Act of 2005, is based on research and development activities supported by the Department of Energy Generation IV Nuclear Energy Systems Initiative. The principal objective of the NGNP Project is to support commercialization of high temperature gas-cooled reactor (HTGR) technology. The HTGR is a helium-cooled and graphite moderated reactor that can operate at temperatures much higher than those of conventional light water reactor (LWR) technologies. The NGNP will be licensed for construction and operation by the Nuclear Regulatory Commission (NRC). However, not all elements of current regulations (and their related implementation guidance) can be applied to HTGR technology at this time. Certain policies established during past LWR licensing actions must be realigned to properly accommodate advanced HTGR technology. A strategy for licensing HTGR technology was developed and executed through the cooperative effort of DOE and the NRC through the NGNP Project. The purpose of this report is to provide a snapshot of the current status of the still evolving pre-license application regulatory framework relative to commercial HTGR technology deployment in the U.S. The following discussion focuses on (1) describing what has been accomplished by the NGNP Project up to the time of this report, and (2) providing observations and recommendations concerning actions that remain to be accomplished to enable the safe and timely licensing of a commercial HTGR facility in the U.S.

    Recently, the DOE`s Mixed Waste Integrated Program (MWIP) (superseded by the Mixed Waste Focus Area) initiated an evaluation of alternatives to incineration to identify technologies capable of treating DOE organically contaminated mixed wastes and which may be more easily permitted. These technologies have the potential of alleviating stakeholder concerns by decreasing off-gas volurties and the associated emissions of particulates, volatilized metals and radionuclides, PICs, NO{sub x}, SO{sub x}, and recombination products (dioxins and furans). Ideally, the alternate technology would be easily permitted, relatively omnivorous and effective in treating a variety of wastes with varying constituents, require minimal pretreatment or characterization, and be easy to implement. In addition, it would produce secondary waste stream volumes significantly smaller than the original waste stream, and would minimize the environmental health and safety effects on workers and the public. The purpose of this report is to provide an up-to-date (as of early 1995) compendium of iternative technologies for designers of mixed waste treatment facilities, and to identify Iternate technologies that may merit funding for further development. Various categories of non-thermal and thermal technologies have been evaluated and are summarized in Table ES-1. Brief descriptions of these technologies are provided in Section 1.7 of the Introduction. This report provides a detailed description of approximately 30 alternative technologies in these categories. Included in the report are descriptions of each technology; applicable input waste streams and the characteristics of the secondary, or output, waste streams; the current status of each technology relative to its availability for implementation; performance data; and costs. This information was gleaned from the open literature, governments reports, and discussions with principal investigators and developers.
