    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    A substantial upgrade of the beam position monitors (BPM) at the ATF (Accelerator Test Facility) damping ring is currently in progress. Implementing digital read-out signal processing techniques in line with an optimized, low-noise analog downconverter, a resolution well below 1 mum could be demonstrated at 20 (of 96) upgraded BPM stations. The narrowband, high resolution BPM mode permits investigation of all types of non-linearities, imperfections and other obstacles in the machine which may limit the very low target aimed vertical beam emittance of < 2 pm. The technical status of the project, first beam measurements and an outlook to it's finalization are presented.

    This plan describes and applies to the handling and management of soils excavated in support of the Y-12 Potable Water Systems Upgrades (PWSU) Project. The plan is specific to the PWSU Project and is intended as a working document that provides guidance consistent with the 'Soil Management Plan for the Oak Ridge Y-12 National Security Complex' (Y/SUB/92-28B99923C-Y05) and the 'Record of Decision for Phase II Interim Remedial Actions for Contaminated Soils and Scrapyard in Upper East Fork Popular Creek, Oak Ridge, Tennessee' (DOE/OR/01-2229&D2). The purpose of this plan is to prevent and/or limit the spread of contamination when moving soil within the Y-12 complex. The major feature of the soil management plan is the decision tree. The intent of the decision tree is to provide step-by-step guidance for the handling and management of soil from excavation of soil through final disposition. The decision tree provides a framework of decisions and actions to facilitate Y-12 or subcontractor decisions on the reuse of excavated soil on site and whether excavated soil can be reused on site or managed as waste. Soil characterization results from soil sampling in support of the project are also presented.

    The Accelerator Project for Upgrade of LHC (APUL) is a U.S. project participating in and contributing to CERN's Large Hadron Collider (LHC) upgrade program. In collaboration with Brookhaven National Laboratory, Fermilab is developing sub-systems for an upgrade of the LHC final focus magnet systems. A concept of main and auxiliary helium flow was developed that allows the superconductor to remain cold while the lead body warms up to prevent upper section frosting. The auxiliary flow will subsequently cool the thermal shields of the feed box and the transmission line cryostats. A thermal analysis of the current lead central heat exchange section was performed using analytic and FEA techniques. A method of remote soldering was developed that allows the current leads to be field replaceable. The remote solder joint was designed to be made without flux or additional solder, and able to be remade up to ten full cycles. A method of upper section attachment was developed that allows high pressure sealing of the helium volume. Test fixtures for both remote soldering and upper section attachment for the 13 kA lead were produced. The cooling concept, thermal analyses, and test results from both remote soldering and upper section attachment fixtures are presented.

    This Design Review Report (DRR) documents the contractor design verification methodology and records associated with project W-314`s AN Valve Pit Upgrades design package. The DRR includes the documented comments and their respective dispositions for this design. Acceptance of the comment dispositions and closure of the review comments is indicated by the signatures of the participating reviewers. Project W-314, Tank Farm Restoration and Safe Operations, is a project within the Tank Waste Remediation System (TWRS) Tank Waste Retrieval Program. This project provides capital upgrades for the existing Hanford tank farms` waste transfer, instrumentation, ventilation, and electrical infrastructure systems. To support established TWRS programmatic objectives, the project is organized into two distinct phases. The initial focus of the project (i.e., Phase 1) is on waste transfer system upgrades needed to support the TWRS Privatization waste feed delivery system. Phase 2 of the project will provide upgrades to support resolution of regulatory compliance issues, improve tank infrastructure reliability, and reduce overall plant operating/maintenance costs. Within Phase 1 of the W-314 project, the waste transfer system upgrades are further broken down into six major packages which align with the project`s work breakdown structure. Each of these six sub-elements includes the design, procurement, and construction activities necessary to accomplish the specific tank farm upgrades contained within the package. The first package to be performed is the AN Valve Pit Upgrades package. The scope of the modifications includes new pit cover blocks, valve manifolds, leak detectors, transfer line connections (for future planned transfer lines), and special protective coating for the 241-AN-A and 241-AN-B valve pits.

    This report is a needs assessment and project schedule for the Health Physics Analysis Laboratory (HPAL) upgrade project at Los Alamos National Laboratory (LANL). After reviewing current and projected HPAL operations, two custom-developed laboratory information management systems (LIMS) for similar facilities were reviewed; four commercially available LIMS products were also evaluated. This project is motivated by new regulations for radiation protection and training and by increased emphasis on quality assurance (QA). HPAL data are used to: protect the health of radiation workers; document contamination levels for transportation of radioactive materials and for release of materials to the public for uncontrolled use; and verify compliance with environmental emission regulations. Phase 1 of the HPAL upgrade project concentrates on four types of counting instruments which support in excess of 90% of the sample workload at the existing central laboratories. Phase 2 is a refinement phase and also integrates summary-level databases on the central Health, Safety, and Environment (HSE) VAX. Phase 3 incorporates additional instrument types and integrates satellite laboratories into the HPAL LIMS. Phase 1 will be a multi-year, multimillion dollar project. The temptation to approach the upgrade of the HPAL program in a piece meal fashion should be avoided. This is a major project, with clearly-defined goals and priorities, and should be approached as such. Major programmatic and operational impacts will be felt throughout HSE as a result of this upgrade, so effective coordination with key customer contacts will be critical.

    AREVA NP has gained significant experience during the past five years in digital upgrades at operating nuclear power stations in the US. Plants are seeking modernization with digital technology to address obsolescence, spare parts availability, vendor support, increasing age-related failures and diminished reliability. New systems offer improved reliability and functionality, and decreased maintenance requirements. Significant lessons learned have been identified relating to the areas of licensing, equipment qualification, software quality assurance and other topics specific to digital controls. Digital control systems have been installed in non safety-related control applications at many utilities within the last 15 years. There have also been a few replacements of small safety-related systems with digital technology. Digital control systems are proving to be reliable, accurate, and easy to maintain. Digital technology is gaining acceptance and momentum with both utilities and regulatory agencies based upon the successes of these installations. Also, new plants are being designed with integrated digital control systems. To support plant life extension and address obsolescence of critical components, utilities are beginning to install digital technology for primary safety-system replacement. AREVA NP analyzed operating experience and lessons learned from its own digital upgrade projects as well as industry-wide experience to identify key issues that should be considered when implementing digital controls in nuclear power stations.

    Western Area Power Administration (Western) and the Platte River Power Authority (Platte River) propose to upgrade portions of the existing electric transmission and substation system that serves the Town of Estes Park, Colorado. The existing transmission lines between the Estes Power Plant Switchyard and the Marys Lake Substation include a 115,000 volt (115-kV) line and 69,000 volt (69-kV) line. Approximately one mile is a double-circuit 115/69-kV line on steel lattice structures, and approximately two miles consists of separate single-circuit 115-kV and a 69-kV lines, constructed on wood H-Frame structures. Both lines were constructed in 1951 by the US Bureau of Reclamation. The existing transmission lines are on rights-of-way (ROW) that vary from 75 feet to 120 feet and are owned by Western. There are 48 landowners adjacent to the existing ROW. All of the houses were built adjacent to the existing ROW after the transmission lines were constructed. Upgrading the existing 69-kV transmission line between the Marys Lake Substation and the Estes Power Plant Switchyard to 115-kV and expanding the Marys Lake Substation was identified as the most effective way in which to improve electric service to Estes Park. The primary purpose and need of the proposed project is to improve the reliability of electric service to the Town of Estes Park. Lack of reliability has been a historical concern, and reliability will always be less than desired until physical improvements are made to the electrical facilities serving Estes Park.

    The mission of the TWRS program is to store, treat, and immobilize highly radioactive tank waste in an environmentally sound, safe, and cost-effective manner. Within this program, Project W-314, Tank Farm Restoration and Safe Operations, has been established to provide upgrades in the areas of instrumentation and control, tank ventilation, waste transfer, and electrical distribution for existing tank farm facilities. Requirements for tank farm infrastructure upgrades to support safe storage were being developed under Project W-314 at the same time that the TWRS EIS alternative analysis was being performed. Project W-314 provides essential tank farm infrastructure upgrades to support continued safe storage of existing tank wastes until the wastes can be retrieved and disposed of through follow-on TWRS program efforts. Section4.0 provides a description of actions associated with Project W-314. The TWRS EIS analyzes the environmental consequences form the entire TWRS program, including actions similar to those described for Project W-314 as a part of continued tank farm operations. The TWRS EIS preferred alternative was developed to a conceptual level of detail to assess bounding impact areas. For this Supplement Analysis, in each of the potential impact areas for Project W-314, the proposed action was evaluated and compared to the TWRS EIS evaluation of the preferred alternative (Section 5.0). Qualitative and/or quantitative comparisons are then provided in this Supplement Analysis to support a determination on the need for additional National Environmental Policy Act (NEPA) analysis. Based on this Supplement Analysis, the potential impacts for Project W-314 would be small in comparison to and are bounded by the impacts assessed for the TWRS EIS preferred alternative, and therefore no additional NEPA analysis is required (Section 7.0).

    Heavy-ion accelerators are tools used in the research of nuclear and atomic physics. The ATLAS facility at the Argonne National Laboratory is one such tool. The ATLAS control system serves as the primary operator interface to the accelerator. A project to upgrade the control system is presently in progress. Since this is an upgrade project and not a new installation, it was imperative that the development work proceed without interference to normal operations. An additional criteria for the development work was that the writing of additional ``in-house`` software should be kept to a minimum. This paper briefly describes the control system being upgraded, and explains some of the reasons for the decision to upgrade the control system. Design considerations and goals for the new system are described, and the present status of the upgrade is discussed.

    A design and fabrication effort for a beam director is documented. The conceptual design provides for the beam to pass first through a bending and focusing system (or ''achromat''), through a second achromat, through an air-to-vacuum interface (the ''beam window''), and finally through the vernier steering system. Following an initial concept study for a beam director, a prototype permanent magnet 30/sup 0/ beam-bending achromat and prototype vernier steering magnet were designed and built.     This paper, the second part of a 2 part paper, discusses the use of Computational Fluid Dynamics (CFD) to gain further insight into the results of fish release testing conducted to evaluate the modifications made to upgrade Unit 8 at Wanapum Dam. Part 1 discusses the testing procedures and fish passage survival. Grant PUD is working with Voith Siemens Hydro (VSH) and the Pacific Northwest National Laboratory (PNNL) of DOE and Normandeau Associates in this evaluation. VSH has prepared the geometry for the CFD analysis corresponding to the four operating conditions tested with Unit 9, and the 5 operating conditions tested with Unit 8. Both VSH and PNNL have conducting CFD simulations of the turbine intakes, stay vanes, wicket gates, turbine blades and draft tube of the units. Primary objectives of the analyses were: determine estimates of where the inserted fish passed the turbine components determine the characteristics of the flow field along the paths calculated for pressure, velocity gradients and acceleration associated with fish sized bodies determine the velocity gradients at the structures where fish to structure interaction is predicted. correlate the estimated fish location of passage with observed injuries correlate the calculated pressure and acceleration with the information recorded with the sensor fish utilize the results of the analysis to further interpret the results of the testing. This paper discusses the results of the CFD analyses made to assist the interpretation of the fish test results.

    An analysis has been made of recovery and upgrading of Venezuelan heavy crudes by integrating steam-drive production data with an upgraded computer processing program. A study used 110 computer cases to analyze a project using Venezuelan heavy crude from the Jobo field with gravity of 9.2 API and 4.1% by wt sulfur for the base case. Sensitivity cases used 12.2 API oil from the Lot 9 field, Monagas state, Venezuela, with sulfur content of 2.3%. Four upgrading methods were studied (deasphalting, delayed coking, flexicoking, and LC-fining), all with favorable resulting economics.

    The NSLS consists of two storage rings, a booster and a linac. A major upgrade of the control system (installed in 1978) was undertaken and has been completed. The computer architecture is being changed from a three level star-network to a two level distributed system. The microprocessor subsystem, host computer and workstations, communication link and the main software components are being upgraded or replaced. Since the NSLS rings operate twenty four hours a day a year with minimum maintenance time, the key requirement during the upgrade phase is a non-disruptive transition with minimum downtime. Concurrent with the upgrade, some immediate improvements were required. This paper describes the various components of the upgraded system and outlines the future plans.

    The objective of this project was to establish the physical and chemical characteristics of western coal and determine the best preparation technologies for upgrading this resource. Western coal was characterized as an abundant, easily mineable, clean, low-sulfur coal with low heating value, high moisture, susceptibility to spontaneous ignition, and considerable transit distances from major markets. Project support was provided by the Morgantown Energy Technology Center (METC) of the US Department of Energy (DOE). The research was conducted by the Western Research Institute, (WRI) in Laramie, Wyoming. The project scope of work required the completion of four tasks: (1) project planning, (2) literature searches and verbal contacts with consumers and producers of western coal, (3) selection of the best technologies to upgrade western coal, and (4) identification of research needed to develop the best technologies for upgrading western coals. The results of this research suggest that thermal drying is the best technology for upgrading western coals. There is a significant need for further research in areas involving physical and chemical stabilization of the dried coal product. Excessive particle-size degradation and resulting dustiness, moisture reabsorption, and high susceptibility to spontaneous combustion are key areas requiring further research. Improved testing methods for the determination of equilibrium moisture and susceptibility to spontaneous ignition under various ambient conditions are recommended.

    A review is presented of the heavy oil upgrading industry in Canada. Up to now it has been based on the processing of bitumen extracted from oil sands mining operations at two sites, to produce a residue-free, low sulphur, synthetic crude. Carbon rejection has been the prime process technology with delayed coking being used by Suncor and FLUID COKING at Syncrude. Alternative processes for recovering greater amounts of synthetic crude are examined. These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional projects, also based on hydrogenation, will use ebullated bed catalyst systems; the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

    The Lamarliquido LPG plant, offshore Lake Maracaibo, Venezuela, has received a major upgrade to its control system after 25 years of pneumatic instrumentation. The plant is now operating fully remote from a new central control room with a maximum production of 5,500 b/d, expected to go to 6,600 b/d. The phases of the project included installation and integration of four control systems: distributed control system; fire prevention, detection, and control system; refrigeration process turbocompressor control system; and emergency shutdown system. The paper describes the 1960s vintage instrumentation, the modernization objectives and phases, the distributed control system, the fire control system, gas and fire detection, the turbocompressor system, emergency shutdown system, and plant shutdown logic.

    Lighting upgrades including neon to LED, incandescent to CFL's and T-12 to T-8 and T-5's were completed through this grant. A total of 16 Chickasaw nation facilities decreased their carbon footprint because of these grant funds. Calculations used were based on comparing the energy usage from the previous year's average and the current energy usage. For facilities without a full year's set of energy bills, the month after installation was compared to the same month from the previous year. Overall, the effect the lighting change-outs had for the gaming centers and casinos far exceeded expectations. For the Madill Gaming Center; both an interior and exterior upgrade was performed which resulted in a 31% decrease in energy consumption. This same reduction was seen in every facility that participated in the grant. Just by simply changing out light bulbs to newer energy efficient equivalents, a decrease in energy usage can be achieved and this was validated by the return on investment seen at Chickasaw Nation facilities. Along with the technical project tasks were awareness sessions presented at Chickasaw Head Starts. The positive message of environmental stewardship was passed down to head start students and passed along to Chickasaw employees. Excitement was created in those that learned what they could do to help reduce their energy bills and many followed through and took the idea home. For a fairy low cost, the general public can also use this technique to lower their energy consumption both at home and at work. Although the idea behind the project was somewhat simple, true benefits have been gained through environmental awareness and reductions of energy costs.

    The Relativistic Heavy Ion Collider (RHIC) operates with either ions or polarized protons. After increasing the heavy ion luminosity by two orders of magnitude since its commissioning in 2000, the current luminosity upgrade program aims for an increase by another factor of 4 by means of 3D stochastic cooling and a new 56 MHz SRF system. An Electron Beam Ion Source is being commissioned that will allow the use of uranium beams. Electron cooling is considered for collider operation below the current injection energy. For the polarized proton operation both luminosity and polarization are important. In addition to ongoing improvements in the AGS injector, the construction of a new high-intensity polarized source has started. In RHIC a number of upgrades are under way to increase the intensity and polarization transmission to 250 GeV beam energy. Electron lenses will be installed to partially compensate the head-on beam-beam effect.

    This Environmental Assessment (EA) addresses the U.S. Department of Energy (DOE) proposed action regarding an upgrade of the Pantex Plant Wastewater Treatment Facility (WWTF). Potential environmental consequences associated with the proposed action and alternative actions are provided. DOE proposes to design, build, and operate a new WWTF, consistent with the requirements of Title 30 of the Texas Administrative Code (TAC), Chapter 317, ''Design Criteria for Sewage Systems,'' capable of supporting current and future wastewater treatment requirements of the Plant. Wastewater treatment at Pantex must provide sufficient operational flexibility to meet Pantex Plant's anticipated future needs, including potential Plant mission changes, alternative effluent uses, and wastewater discharge permit requirements. Treated wastewater effluent and non-regulated water maybe used for irrigation on DOE-owned agricultural land. Five factors support the need for DOE action: (1) The current WWTF operation has the potential for inconsistent permit compliance. (2) The existing WWTF lies completely within the 100-year floodplain. (3) The Pantex Plant mission has the potential to change, requiring infrastructure changes to the facility. (4) The life expectancy of the existing facility would be nearing its end by the time a new facility is constructed. (5) The treated wastewater effluent and non-regulated water would have a beneficial agricultural use through irrigation. Evaluation during the internal scoping led to the conclusion that the following factors are present and of concern at the proposed action site on Pantex Plant: (1) Periodic wastewater effluent permit exceedances; (2) Wetlands protection and floodplain management; (3) Capability of the existing facility to meet anticipated future needs of Pantex (4) Existing facility design life; and (5) Use of treated wastewater effluent and non-regulated water for irrigation. Evaluation during the internal scoping led to the conclusion

    WRI and FMI have collaborated to develop and test a novel coal upgrading technology. Proprietary coal upgrading technology is a fluidized bed-based continuous process which allows high through-puts, reducing the coal processing costs. Processing is carried out under controlled oxidizing conditions at mild enough conditions that compared to other coal upgrading technologies; the produced water is not as difficult to treat. All the energy required for coal drying and upgrading is derived from the coal itself. Under the auspices of the Jointly Sponsored Research Program, Cooperative Agreement DE-FC26-98FT40323, a nominal 400 lbs/hour PDU was constructed and operated. Over the course of this project, several low-rank coals were successfully tested in the PDU. In all cases, a higher Btu, low moisture content, stable product was produced and subsequently analyzed. Stack emissions were monitored and produced water samples were analyzed. Product stability was established by performing moisture readsorption testing. Product pyrophobicity was demonstrated by instrumenting a coal pile.

    The objective of the Earth System Modeling Director`s Initiative is to develop and test a framework for interactively coupling subsystem models that represent the physical, chemical, and biological processes which determine the state of the atmosphere, ocean, land surface and vegetation. Most studies of the potential for human perturbations of the climate system made previously have treated only limited components of the Earth system. The purpose of this project was to demonstrate the capability of coupling all relevant components in a flexible framework that will permit a wide variety of tests to be conducted to assure realistic interactions. A representation of the Earth system is shown and its important interactions.

    Residual oil fractions are upgraded in that Conradson Carbon Residue (CCR) is selectively removed without undue hydrogen consumption by hydroprocessing with a catalyst comprising a single metal such as molybdenum, tungsten, nickel, iron or palladium or multimetallic combination of such metals, excluding, however, active desulfurization compositions such as nickel molybdenum and nickel-tungsten. Said catalyst is characterized as having greater than about 50% of its pore volume contribution in pores having diameters in the range of between about 100 and 200 angstroms. The product of such hydroprocessing is a particularly preferable feedstock for coking to give more liquid yield and less coke make.

    A stretch of Bonneville Power Administration transmission line between Spokane and the Grand Coulee Dam is an 82-mile bottleneck as it is the last 115-kv section of [open quotes]road[close quotes] along a 500-kv transmission [open quotes]highway[close quotes]. Soon the administration will change all that. A number of independent and utility powerplants have been proposed in Idaho, Montana and the Spokane, Wash., area during the 1990s. As the operators will need to move their power, Bonneville is planning to build a $144-million, 500-kv line to upgrade the 115-kv section. The agency is planning to use its existing right-of-way.

    The LHC detectors are well into their construction phase. The LHC schedule shows first beam to ATLAS and CMS in 2007. Because the LHC accelerator has begun to plan for a ten fold increase in LHC design luminosity (the SLHC or super LHC) it is none too soon to begin to think about the upgrades which will be required of the present LHC detectors. In particular, the tracking systems of ATLAS and CMS will need to be completely rebuilt. Given the time needed to do the R & D, make prototypes, and construct the new detectors and given the accelerator schedule for the SLHC, work needs to begin rather soon.

    The Upgraded Coal Interest Group (UCIG) is an EPRI 'users group' that focuses on clean, low-cost options for coal-based power generation. The UCIG covers topics that involve (1) pre-combustion processes, (2) co-firing systems and fuels, and (3) reburn using coal-derived or biomass-derived fuels. The UCIG mission is to preserve and expand the economic use of coal for energy. By reducing the fuel costs and environmental impacts of coal-fired power generation, existing units become more cost effective and thus new units utilizing advanced combustion technologies are more likely to be coal-fired.
