    We present bulk magnetic and transport measurements and x-ray resonant scattering measurements on U(Pd1-xPtx)? for x=0.005 and 0.01, which demonstrate the high sensitivity of the quadrupolar order in the canonical antiferroquadrupolar ordered system UPd? to doping with platinum. Bulk measurements for x=0.005 reveal behavior similar to that seen in UPd?, albeit at a lower temperature, and x-ray resonant scattering provides evidence of quadrupolar order described by the Qxy order parameter. In contrast, bulk measurements reveal only an indistinct transition in x=0.01, consistent with the observation of short-range quadrupolar order in our x-ray resonant scattering results.

    The underpotential deposition (UPD) of copper on Au(111) in the presence of bromide anions has been investigated employing electrochemical techniques, in-situ grazing incidence X-ray diffraction (GIXD), and crystal truncation rod (CTR) measurements. At potentials positive of +0.55 V (vs Ag/AgCl), bromide adsorbs on the electrode surface forming an ordered and rotated hexagonal structure. The rotation angle of this structure with respect to the Au(01) direction and the Br-Br distance change with the applied potential. At potentials below +0.55 V, the bromide overlayer becomes disordered although its coverage remains high. The initial stages of copper deposition (at ca. +0.36 V) lower the gold`s work function, giving rise to an increase in the bromide coverage and the formation of an ordered bromide layer with a coverage of 0.51. At +0.32 V there is a sharp voltammetric feature that corresponds to a phase transition to give a (4 x 4) bromide layer with a coverage of 0.563. Over the potential range from +0.32 to ca. +0.20 there are two voltammetric features associated with additional copper deposition, giving rise to a stoichiometric CuBr layer. At +0.47 V there is another sharp voltammetric feature which, again, is ascribed to a phase transition giving rise to a (1 x 1) copper layer with a bromide (4 x 4) structure adsorbed over the copper layer. At this potential, the distances between the bromide and copper layers are similar to those found in solid CuBr. At potentials negative of +0.147 V, bulk copper deposition begins.

In the Advanced Technology section there is an article on mechanisms that affect thin-film conductivity, and a report on the gain characteristics of the 20-cm SSA prototype amplifier to be used in the OMEGA Upgrade. Finally, the activities of the National Laser Users Facility and the GDL and OMEGA laser facilities are summarized. Highlights of the research reported in this issue are: argon radiation from argon-filled, polymer-shell targets is used as a core-temperature diagnostic and density diagnostic of the surrounding region in a regime where the argon line radiation is strongly absorbed. A theoretical analysis of the impact of nonlocal heat transport on laser filamentation in plasmas is developed. The resulting model is compared with experimental observations and the implications for ICF are discussed. A study of thermal conductivity in thin films seeks to identify mechanisms that result in degradation of thin-film conductivity. Identifying these mechanisms can lead to changes in the thin-film manufacture that will improve their resistance to laser damage.

    This issue of the PETC Review is devoted to explaining how the private sector can do business with DOE-and with PETC in particular-and how DOE works with academia, industry, and state and local groups to accomplish objectives of mutual interest. Over the past several years, the notion of cost-sharing'' has been receiving increased attention. Indeed, cost-shared RD D is becoming the norm, not only within DOE but also among other government agencies, including the Department of Defense. It may surprise some of our readership to learn that RD D cost-sharing is not a new government policy. In fact, it has been part of the DOE Acquisition Regulations from their inception in 1977. In lay terms, cost participation, a general kind of cost-sharing, is required for RD D efforts in which the non-Federal participant's goal is commercialization or in situations for which it is reasonable to expect that economic benefits will accrue to the participant as a result of the work. The policy is quite flexible and states that the degree of non-DOEcost participation depends on a number of factors, including the nature of the work performed and the extent of the project risk. As competition for RD D funds increases, it is to be expected that cost-sharing requirements for development, and even for basic research, will increase. Nevertheless, we think that Federal support of RD D will continue to be necessary to maintain this country's leadership in science, technology, industry, and living standards.

    MELCOR is a fully integrated, engineering-level computer code that models the progression of severe accidents in light water reactor nuclear power plants. The newest version of MELCOR is Version 1.8.1, July 1991. MELCOR development has reached the point that the United States Nuclear Regulatory Commission sponsored a broad technical review by recognized experts to determine or confirm the technical adequacy of the code for the serious and complex analyses it is expected to perform. For this purpose, an eight-member MELCOR Peer Review Committee was organized. The Committee has completed its review of the MELCOR code: the review process and findings of the MELCOR Peer Review Committee are documented in this report. The Committee has determined that recommendations in five areas are appropriate: (1) MELCOR numerics, (2) models missing from MELCOR Version 1.8.1, (3) existing MELCOR models needing revision, (4) the need for expanded MELCOR assessment, and (5) documentation.

    The primary objective for the Model Validation Status Review was to perform a one-time evaluation of model validation associated with the analysis/model reports (AMRs) containing model input to total-system performance assessment (TSPA) for the Yucca Mountain site recommendation (SR). This review was performed in response to Corrective Action Request BSC-01-C-01 (Clark 2001, Krisha 2001) pursuant to Quality Assurance review findings of an adverse trend in model validation deficiency. The review findings in this report provide the following information which defines the extent of model validation deficiency and the corrective action needed: (1) AMRs that contain or support models are identified, and conversely, for each model the supporting documentation is identified. (2) The use for each model is determined based on whether the output is used directly for TSPA-SR, or for screening (exclusion) of features, events, and processes (FEPs), and the nature of the model output. (3) Two approaches are used to evaluate the extent to which the validation for each model is compliant with AP-3.10Q (Analyses and Models). The approaches differ in regard to whether model validation is achieved within individual AMRs as originally intended, or whether model validation could be readily achieved by incorporating information from other sources. (4) Recommendations are presented for changes to the AMRs, and additional model development activities or data collection, that will remedy model validation review findings, in support of licensing activities. The Model Validation Status Review emphasized those AMRs that support TSPA-SR (CRWMS M&O 2000bl and 2000bm). A series of workshops and teleconferences was held to discuss and integrate the review findings. The review encompassed 125 AMRs (Table 1) plus certain other supporting documents and data needed to assess model validity. The AMRs were grouped in 21 model areas representing the modeling of processes affecting the natural and engineered barriers, plus the TSPA model itself Description of the model areas is provided in Section 3, and the documents reviewed are described in Section 4. The responsible manager for the Model Validation Status Review was the Chief Science Officer (CSO) for Bechtel-SAIC Co. (BSC). The team lead was assigned by the CSO. A total of 32 technical specialists were engaged to evaluate model validation status in the 21 model areas. The technical specialists were generally independent of the work reviewed, meeting technical qualifications as discussed in Section 5.

    The CONTAIN code was developed by Sandia National Laboratories under the sponsorship of the US Nuclear Regulatory Commission (NRC) to provide integrated analyses of containment phenomena. It is used to predict nuclear reactor containment loads, radiological source terms, and associated physical phenomena for a range of accident conditions encompassing both design-basis and severe accidents. The code`s targeted applications include support for containment-related experimental programs, light water and advanced light water reactor plant analysis, and analytical support for resolution of specific technical issues such as direct containment heating. The NRC decided that a broad technical review of the code should be performed by technical experts to determine its overall technical adequacy. For this purpose, a six-member CONTAIN Peer Review Committee was organized and a peer review as conducted. While the review was in progress, the NRC issued a draft ``Revised Severe Accident Code Strategy`` that incorporated revised design objectives and targeted applications for the CONTAIN code. The committee continued its effort to develop findings relative to the original NRC statement of design objectives and targeted applications.     This issue of the Monthly Energy Review contains preliminary energy summary data for 1982. A 4.3% decline in total energy consumption marked the third year in a row that domestic energy consumption fell. Decreases in the consumption of petroleum, natural gas, and coal contributed to the decline but were offset somewhat by increased use of hydroelectric and nuclear power. Because demand for energy was down, a lower level of imports was sufficient to meet US energy needs.

    This design review examined the design documents contained in a notebook prepared for the final design review of the multiport riser assembly. This assembly will support the Hydrogen Mitigation Test program for mitigation of safety issues for Hanford Waste Tank 241-SY-101. The purpose of the Multiport Riser is to provide multiple access ports of several diameters in a single 42 inch riser for simultaneous access of test and support equipment. The notebook was titled: {open_quotes}Multiport Riser Final Design Review.{close_quotes} The review was conducted using a database comment registration system whereby the reviewer comments were entered into the database and each comment was given a unique identifier. During the review, each comment was referred to by its identifier. Changes to comments, responses, and actions needed were made with the agreement of the committee and the reviewers at the formal design review meeting held March 1, 1994. When the structural analyses were available, they were distributed for review which allowed closure of all design review comments. Approval of the design was achieved and supporting documents are included in this report.

    As part of the Filtration task EM-31, WP-2.3.6, which is a joint effort between Savannah River National Laboratory (SRNL) and the Pacific Northwest National Laboratory (PNNL), tests were planned to evaluate crossflow filtration in order to the improve the use of existing hardware in the waste treatment plants at both the Department of Energy (DOE) Savannah River Site (SRS) and Hanford Site. These tests included experiments to try different operating conditions and additives, such as filter aids, in order to create a more permeable filter cake and improve the permeate flux. To plan the SRNL tests a literature review was performed to provide information on previous experiments performed by DOE laboratories, and by academia. This report compliments PNNL report (Daniel, et al 2010), and is an attempt to try and capture crossflow filtration work performed in the past that provide a basis for future testing. However, not all sources on crossflow filtration could be reviewed due to the shear volume of information available. In this report various references were examined and a representative group was chosen to present the major factors that affect crossflow filtration. The information summarized in this review contains previous operating conditions studied and their influence on the rate of filtration. Besides operating conditions, other attempted improvements include the use of filter aids, a pre-filtration leaching process, the backpulse system, and various types of filter tubes and filter coatings. The results from past research can be used as a starting point for further experimentation that can result in the improvement in the performance of the crossflow filtration. The literature reviewed in this report indicates how complex the crossflow issues are with the results of some studies appearing to conflict results from other studies. This complexity implies that filtration of mobilized stored waste cannot be explained in a simple generic sense; meaning an empirical model develop from one waste-filter combination will more than likely not be applicable to another combination. It appears that filtration performance varies as wide as the range of the types of slurry wastes that exist. However, conclusions can be elicited from existing information so that filter performance can be better understood, and hopefully improved. Those conclusions and recommendations for the planned tests are listed.

    Lithium cobalt oxide (LiCoO{sub 2}) was already used in the first commercialized Li-ion battery by SONY in 1990. Still, it is the most frequently used cathode material nowadays. However, LiCoO{sub 2} is intrinsically unstable in the charged state, especially at elevated temperatures and in the overcharged state causing volume changes and transport limitation for high power batteries. In this paper, some technological aspects with large impact on cell performance from the cathode material point of view will be reviewed. At first it will be focused on the degradation processes and life-time mechanisms of the cathode material LiCoO{sub 2}. Electrochemical and structural results on commercial Li-ion batteries recorded during the cycling will be discussed. Thereafter, advanced nanomaterials for new cathode materials will be presented.

    This Packaging Review Guide (PRG) provides guidance for Department of Energy (DOE) review and approval of packagings to transport fissile and Type B quantities of radioactive material. It fulfills, in part, the requirements of DOE Order 460.1B for the Headquarters Certifying Official to establish standards and to provide guidance for the preparation of Safety Analysis Reports for Packagings (SARPs). This PRG is intended for use by the Headquarters Certifying Official and his or her review staff, DOE Secretarial offices, operations/field offices, and applicants for DOE packaging approval. This PRG is generally organized at the section level in a format similar to that recommended in Regulatory Guide 7.9 (RG 7.9). One notable exception is the addition of Section 9 (Quality Assurance), which is not included as a separate chapter in RG 7.9. Within each section, this PRG addresses the technical and regulatory bases for the review, the manner in which the review is accomplished, and findings that are generally applicable for a package that meets the approval standards.     We present a representative review of existing, emerging, and future technology options in each of five hardware and systems areas in envelope and lighting technologies: lighting systems, glazing systems, shading systems, daylighting optical systems, and dynamic curtain wall systems. The term technology is used here to describe any design choice for energy efficiency, ranging from individual components to more complex systems to general design strategies. The purpose of this task is to characterize the state of the art in envelope and lighting technologies in order to identify those with promise for advanced integrated systems, with an emphasis on California commercial buildings. For each technology category, the following activities have been attempted to the extent possible: Identify key performance characteristics and criteria for each technology; determine the performance range of available technologies; identify the most promising technologies and promising trends in technology advances; examine market forces and market trends; and develop a continuously growing in-house database to be used throughout the project. A variety of information sources have been used in these technology characterizations, including miscellaneous periodicals, manufacturer catalogs and cut sheets, other research documents, and data from previous computer simulations. We include these different sources in order to best show the type and variety of data available, however publication here does not imply our guarantee of these data.     We present a representative review of existing, emerging, and future technology options in each of five hardware and systems areas in envelope and lighting technologies: lighting systems, glazing systems, shading systems, daylighting optical systems, and dynamic curtain wall systems. The term technology is used here to describe any design choice for energy efficiency, ranging from individual components to more complex systems to general design strategies. The purpose of this task is to characterize the state of the art in envelope and lighting technologies in order to identify those with promise for advanced integrated systems, with an emphasis on California commercial buildings. For each technology category, the following activities have been attempted to the extent possible: Identify key performance characteristics and criteria for each technology. Determine the performance range of available technologies. Identify the most promising technologies and promising trends in technology advances. Examine market forces and market trends. Develop a continuously growing in-house database to be used throughout the project. A variety of information sources have been used in these technology characterizations, including miscellaneous periodicals, manufacturer catalogs and cut sheets, other research documents, and data from previous computer simulations. We include these different sources in order to best show the type and variety of data available, however publication here does not imply our guarantee of these data. Within each category, several broad classes are identified, and within each class we examine the generic individual technologies that fall into that class.

    The electrode material is a key component for supercapacitor cell performance. As it is known, performance comparison of commercial available batteries and supercapacitors reveals significantly lower energy storage capability for supercapacitor devices. The energy density of commercial supercapacitor cells is limited to 10 Wh/kg whereas that of common lead acid batteries reaches 35-40 Wh/kg. For lithium ion batteries a value higher than 100 Wh/kg is easily available. Nevertheless, supercapacitors also known as ultracapacitors or electrochemical capacitors have other advantages in comparison with batteries. As a consequence, many efforts have been made in the last years to increase the storage energy density of electrochemical capacitors. A lot of results from published work (research and review papers, patents and reports) are available at this time. The purpose of this review is a presentation of the progress to date for the use of new materials and approaches for supercapacitor electrodes, with focus on the energy storage capability for practical applications. Many reported results refer to nanostructured carbon based materials and the related composites, used for the manufacture of experimental electrodes. A specific capacitance and a specific energy are seldom revealed as the main result of the performed investigation. Thus for nanoprous (activated) carbon based electrodes a specific capacitance up to 200-220 F/g is mentioned for organic electrolyte, whereas for aqueous electrolyte, the value is limited to 400-500 F/g. Significant contribution to specific capacitance is possible from fast faradaic reactions at the electrode-electrolyte interface in addition to the electric double layer effect. The corresponding energy density is limited to 30-50 Wh/kg for organic electrolyte and to 12-17 Wh/kg for aqueous electrolyte. However such performance indicators are given only for the carbon material used in electrodes. For a supercapacitor cell, where two electrodes and also other materials for cell assembling and packaging are used, the above mentioned values have to be divided by a factor higher than four. As a consequence, the specific energy of a prototype cell, hardly could exceed 10 Wh/kg because of difficulties with the existing manufacturing technology. Graphene based materials and carbon nanotubes and different composites have been used in many experiments reported in the last years. Nevertheless in spite of the outstanding properties of these materials, significant increase of the specific capacitance or of the specific energy in comparison with activated or nanoporous carbon is not achieved. Use of redox materials as metal oxides or conducting polymers in combination with different nanostructured carbon materials (nanocomposite electrodes) has been found to contribute to further increase of the specific capacitance or of the specific energy. Nevertheless, few results are reported for practical cells with such materials. Many results are reported only for a three electrode system and significant difference is possible when the electrode is used in a practical supercapacitor cell. Further improvement in the electrode manufacture and more experiments with supercapacitor cells with the known electrochemical storage materials are required. Device prototypes and commercial products with an energy density towards 15-20 Wh/kg could be realized. These may be a milestone for further supercapacitor device research and development, to narrow the storage energy gap between batteries and supercapacitors.

    The Annual Energy Review 2003 is a statistical history of energy activities in the United States in modern times. Data are presented for all major forms of energy by production (extraction of energy from the earth, water, and other parts of the environment), consumption by end-user sector, trade with other nations, storage changes, and pricing. Much of the data provided covers the fossil fuels—coal, petroleum, and natural gas. Fossil fuels are nature’s batteries; they have stored the sun’s energy over millennia past. It is primarily that captured energy that we are drawing on today to fuel the activities of the modern economy. Data in this report measure the extraordinary expansion of our use of fossil fuels from 29 quadrillion British thermal units (Btu) in 1949 to 84 quadrillion Btu in 2003. In recent years, fossil fuels accounted for 86 percent of all energy consumed in the United States. This report also records the development of an entirely new energy industry—the nuclear electric power industry. The industry got its start in this country in 1957 when the Shippingport, Pennsylvania, nuclear electric power plant came on line. Since that time, the industry has grown to account for 20 percent of our electrical output and 8 percent of all energy used in the country. Renewable energy is a third major category of energy reported in this volume. Unlike fossil fuels, which are finite in supply, renewable energy is essentially inexhaustible because it can be replenished. Types of energy covered in the renewable category include conventional hydroelectric power, which is power derived from falling water; wood; waste; alcohol fuels; geothermal; solar; and wind. Together, these forms of energy accounted for about 6 percent of all U.S. energy consumption in recent years.

    The Annual Energy Review (AER) is a historical data report that tells many stories. It describes, in numbers, the changes that have occurred in US energy markets since the midpoint of the 20th century. In many cases, those markets differ vastly from those of a half-century ago. By studying the graphs and data tables presented in this report, readers can learn about past energy supply and usage in the United States and gain an understanding of the issues in energy and the environment now before use. While most of this year`s report content is similar to last year`s, there are some noteworthy developments. Table 1.1 has been restructured into more summarized groupings -- fossil fuels, nuclear electric power, and renewable energy -- to aid analysts in their examination of the basic trends in those broad categories. Readers` attention is also directed to the electricity section, where considerable reformatting of the tables and graphs has been carried out to help clarify past and recent trends in the electric power industry as it enters a period of radical restructuring. Table 9.1, which summarizes US nuclear generating units, has been redeveloped to cover the entire history of the industry in this country and to provide categories relevant in assessing the future of the industry, such as the numbers of ordered generating units that have been canceled and those that were built and later shut down. In general, the AER emphasizes domestic energy statistics. Sections 1 through 10 and Section 12 are devoted mostly to US data; Section 11 reports on international statistics and world totals. 140 figs., 141 tabs.

Capability reviews address the STE integration that LANL uses to meet mission requirements. The Capability Review Committees serve a dual role of providing assessment of the Laboratory's technical contributions and integration towards its missions and providing advice to Laboratory Management. The assessments and advice are documented in reports prepared by the Capability Review Committees that are delivered to the Director and to the Principal Associate Director for Science, Technology and Engineering (PADSTE). Laboratory Management will use this report for STE assessment and planning. LANL has defined fifteen STE capabilities. Electrodynamics and Accelerators is one of the seven STE capabilities that LANL Management (Director, PADSTE, technical Associate Directors) has identified for review in Fiscal Year (FY) 2010. Accelerators and electrodynamics at LANL comprise a blend of large-scale facilities and innovative small-scale research with a growing focus on national security applications. This review is organized into five topical areas: (1) Free Electron Lasers; (2) Linear Accelerator Science and Technology; (3) Advanced Electromagnetics; (4) Next Generation Accelerator Concepts; and (5) National Security Accelerator Applications.     Quantum manipulation of macroscopic mechanical systems is of great interest in both fundamental physics and applications ranging from high-precision metrology to quantum information processing. A crucial goal is to cool the mechanical system to its quantum ground state. In this review, we focus on the cavity optomechanical cooling, which exploits the cavity enhanced interaction between optical field and mechanical motion to reduce the thermal noise. Recent remarkable theoretical and experimental efforts in this field have taken a major step forward in preparing the motional quantum ground state of mesoscopic mechanical systems. This review first describes the quantum theory of cavity optomechanical cooling, including quantum noise approach and covariance approach; then the up-to-date experimental progresses are introduced. Finally, new cooling approaches are discussed along the directions of cooling in the strong coupling regime and cooling beyond the resolved sideband limit.

    The technology demonstration element of the Global Nuclear Energy Partnership (GNEP) program is aimed at demonstrating the closure of the fuel cycle by destroying the transuranic (TRU) elements separated from spent nuclear fuel (SNF). Multiple recycle through fast reactors is used for burning the TRU initially separated from light-water reactor (LWR) spent nuclear fuel. For the initial technology demonstration, the preferred option to demonstrate the closed fuel cycle destruction of TRU materials is a sodium-cooled fast reactor (FR) used as burner reactor. The sodium-cooled fast reactor represents the most mature sodium reactor technology available today. This report provides a review of the current state of development of fuel systems relevant to the sodium-cooled fast reactor. This report also provides a review of research and development of TRU-metal alloy and TRU-oxide composition fuels. Experiments providing data supporting the understanding of minor actinide (MA)-bearing fuel systems are summarized and referenced.

The guidance consists of a review process and HFE guidelines. The document describes those aspects of the HSI design review process that are important to the identification and resolution of human engineering discrepancies that could adversely affect plant safety. Guidance is provided that could be used by the staff to review an applicant`s HSI design review process or to guide the development of an HSI design review plan, e.g., as part of an inspection activity. The document also provides detailed HFE guidelines for the assessment of HSI design implementations. NUREG-0700, Revision 1, consists of three stand-alone volumes. Volume 2 is a complete set of the guidelines contained in Volume 1, Part 2, but in a checklist format that can be used by reviewers to assemble sets of individual guidelines for use in specific design reviews. The checklist provides space for reviewers to enter guidelines evaluations and comments.

    Brookhaven National Laboratory (BNL) assisted the Korea Institute of Nuclear Safety (KINS) in reviewing the Level 2 Probabilistic Safety Assessment (PSA) of the APR+ Advanced Pressurized Water Reactor (PWR) prepared by the Korea Hydro & Nuclear Power Co., Ltd (KHNP) and KEPCO Engineering & Construction Co., Inc. (KEPCO-E&C). The work described in this report involves a review of the APR+ Level 2 PSA submittal [Ref. 1]. The PSA and, therefore, the review is limited to consideration of accidents initiated by internal events. As part of the review process, the review team also developed three sets of Requests for Additional Information (RAIs). These RAIs were provided to KHNP and KEPCO-E&C for their evaluation and response. This final detailed report documents the review findings for each technical element of the PSA and includes consideration of all of the RAIs made by the reviewers as well as the associated responses. This final report was preceded by an interim report [Ref. 2] that focused on identifying important issues regarding the PSA. In addition, a final meeting on the project was held at BNL on November 21-22, 2011, where BNL and KINS reviewers discussed their preliminary review findings with KHNP and KEPCO-E&C staffs. Additional information obtained during this final meeting was also used to inform the review findings of this final report. The review focused not only on the robustness of the APR+ design to withstand severe accidents, but also on the capability and acceptability of the Level 2 PSA in terms of level of detail and completeness. The Korean nuclear regulatory authorities will decide whether the PSA is acceptable and the BNL review team is providing its comments for KINS consideration. Section 2.0 provides the basis for the BNL review. Section 3.0 presents the review of each technical element of the PSA. Conclusions and a summary are presented in Section 4.0. Section 5.0 contains the references.

    A brief review of plutonium oxidation literature was conducted. The purpose of the review was to ascertain the effect of oxidation conditions on oxide morphology to support the design and operation of the PDCF direct metal oxidation (DMO) furnace. The interest in the review was due to a new furnace design that resulted in oxide characteristics that are different than those of the original furnace. Very little of the published literature is directly relevant to the DMO furnace operation, which makes assimilation of the literature data with operating conditions and data a convoluted task. The oxidation behavior can be distilled into three regimes, a low temperature regime (RT to 350 C) with a relatively slow oxidation rate that is influenced by moisture, a moderate temperature regime (350-450 C) that is temperature dependent and relies on more or less conventional oxidation growth of a partially protective oxide scale, and high temperature oxidation (> 500 C) where the metal autocatalytically combusts and oxidizes. The particle sizes obtained from these three regimes vary with the finest being from the lowest temperature. It is surmised that the slow growth rate permits significant stress levels to be achieved that help break up the oxides. The intermediate temperatures result in a fairly compact scale that is partially protective and that grows to critical thickness prior to fracturing. The growth rate in this regime may be parabolic or paralinear, depending on the oxidation time and consequently the oxide thickness. The high temperature oxidation is invariant in quiescent or nearly quiescent conditions due to gas blanketing while it accelerates with temperature under flowing conditions. The oxide morphology will generally consist of fine particles (<15 {micro}m), moderately sized particles (15 < x < 250 {micro}m) and large particles (> 250 {micro}m). The particle size ratio is expected to be < 5%, 25%, and 70% for fine, medium and large particles, respectively, for metal temperatures in the 500-600 C range.

    Lasers and LEDs display a statistical distribution in the number of photons emitted in a given time interval. New applications exploiting the quantum properties of light require sources for which either individual photons, or pairs, are generated in a regulated stream. Here we review recent research on single-photon sources based on the emission of a single semiconductor quantum dot. In just a few years remarkable progress has been made in generating indistinguishable single-photons and entangled photon pairs using such structures. It suggests it may be possible to realise compact, robust, LED-like semiconductor devices for quantum light generation.

    Stack monitors are used to sense radioactive particulates and gases in effluent air being vented from rooms of nuclear facilities. These monitors record the levels and types of effluents to the environment. This paper presents the results of a stack monitor operating experience review of the U.S. Department of Energy (DOE) Occurrence Reporting and Processing System (ORPS) database records from the past 18 years. Regulations regarding these monitors are briefly described. Operating experiences reported by the U.S. DOE and in engineering literature sources were reviewed to determine the strengths and weaknesses of these monitors. Electrical faults, radiation instrumentation faults, and human errors are the three leading causes of failures. A representative “all modes” failure rate is 1E-04/hr. Repair time estimates vary from an average repair time of 17.5 hours (with spare parts on hand) to 160 hours (without spare parts on hand). These data should support the use of stack monitors in any nuclear facility, including the National Ignition Facility and the international ITER project.

    The many continuing efforts around the world to deal with the issues of energy supply, demand, and environmental impact are reviewed. This volume carries reviews of recent developments in solar-photovoltaic technology and inertial-confinement fusion as long-term options. Progress in some important nearer-term energy-supply areas is reviewed by contributions in the fields of battery energy storage and coal clean-up technology. In the area of energy sociology, the interesting and poorly understood topic of public opinion about energy is reviewed. The subject of energy economics is represented by a review of the role of governmental incentives in energy production. Topics related to the environmental aspects of energy technologies include coastal flooding from atmospheric carbon dioxide warming, risks of liquefied natural gas and petroleum gas, and the environmental impacts of renewable energy sources. Continuing the practice of earlier volumes to review the energy perspective of a particular region or country, Volume 5 carries a review of emerging energy technologies in island environments, typified by the case of Hawaii. Finally, the energy problem from the perspective of developing countries is reviewed by two papers, the first on renewable energy resources for developing countries, and the second on the problem of energy for the people of Asia and the Pacific. A separate abstract was prepared for each of the 12 reviews for the Energy Data Base (EDB); all will appear in Energy Abstracts for Policy Analysis (EAPA) and three in Energy Research Abstracts (ERA).

    The staff of the Nuclear Regulatory Commission is performing nuclear power plant design certification reviews based on a design process plan that describes the human factors engineering (HFE) program elements that are necessary and sufficient to develop an acceptable detailed design specification and an acceptable implemented design. There are two principal reasons for this approach. First, the initial design certification applications submitted for staff review did not include detailed design information. Second, since human performance literature and industry experiences have shown that many significant human factors issues arise early in the design process, review of the design process activities and results is important to the evaluation of an overall design. However, current regulations and guidance documents do not address the criteria for design process review. Therefore, the HFE Program Review Model (HFE PRM) was developed as a basis for performing design certification reviews that include design process evaluations as well as review of the final design. A central tenet of the HFE PRM is that the HFE aspects of the plant should be developed, designed, and evaluated on the basis of a structured top-down system analysis using accepted HFE principles. The HFE PRM consists of ten component elements. Each element in divided into four sections: Background, Objective, Applicant Submittals, and Review Criteria. This report describes the development of the HFE PRM and gives a detailed description of each HFE review element.

    In this study, the Oak Ridge National Laboratory (ORNL) is performing a technology review to assess the market for commercially available power electronic converters that can be used to connect microturbines to either the electric grid or local loads. The intent of the review is to facilitate an assessment of the present status of marketed power conversion technology to determine how versatile the designs are for potentially providing different services to the grid based on changes in market direction, new industry standards, and the critical needs of the local service provider. The project includes data gathering efforts and documentation of the state-of-the-art design approaches that are being used by microturbine manufacturers in their power conversion electronics development and refinement. This project task entails a review of power converters used in microturbines sized between 20 kW and 1 MW. The power converters permit microturbine generators, with their non-synchronous, high frequency output, to interface with the grid or local loads. The power converters produce 50- to 60-Hz power that can be used for local loads or, using interface electronics, synchronized for connection to the local feeder and/or microgrid. The power electronics enable operation in a stand-alone mode as a voltage source or in grid-connect mode as a current source. Some microturbines are designed to automatically switch between the two modes. The information obtained in this data gathering effort will provide a basis for determining how close the microturbine industry is to providing services such as voltage regulation, combined control of both voltage and current, fast/seamless mode transfers, enhanced reliability, reduced cost converters, reactive power supply, power quality, and other ancillary services. Some power quality improvements will require the addition of storage devices; therefore, the task should also determine what must be done to enable the power conversion circuits to accept a varying dc voltage source. The study will also look at technical issues pertaining to the interconnection and coordinated/compatible operation of multiple microturbines. It is important to know today if modifications to provide improved operation and additional services will entail complete redesign, selected component changes, software modifications, or the addition of power storage devices. This project is designed to provide a strong technical foundation for determining present technical needs and identifying recommendations for future work.

    The Monthly Energy Review (MER) presents an overview of the Energy Information Administration`s recent monthly energy statistics. The statistics cover the major activities of U.S. production, consumption, trade, stocks, and prices for petroleum, natural gas, coal, electricity, and nuclear energy. Also included are international energy and thermal and metric conversion factors. Energy production during December 1997 totaled 5.9 quadrillion Btu, a 2.8 percent increase from the level of production during December 1996. Coal production increased 9.5 percent, natural gas production increased 3.9 percent, and production of crude oil and natural gas plant liquids decreased 1.1 percent. All other forms of energy production combined were down 6.9 percent from the level of production during December 1996.

    Spot market activity thus far in 1993-and indeed since the signing of the suspension agreements last fall-has been low by recent historical measures, the result of high levels of discretionary buying earlier in 1992 and continuing uncertainty about the performance of the current higher prices in the US market. The discretionary buying during the first three quarters of 1992 was a function of then-low prices and concerns about the outcome of the antidumping case. Last fall, following the signing of the suspension agreements, buying activity declined substantially, and a definite two-tiered market emerged, with prices in the restricted uranium market rising quickly for buyers requiring delivery in the USA. This article reviews the first 6 months of 1993 uranium market activity.

    We present results from the CERN Axion Solar Telescope (CAST) and the Axion Dark Matter eXperiment (ADMX), together with a brief review on prospects on Axion searches with a variety of experimental techniques. CAST has explored masses up to 0.64 eV setting the most stringent limit on the axion-photon coupling, apart for the micro-eV region where ADMX is the most competitive experiment. CAST is aiming at surpassing the 1eV WMAP upper limit and possibly revisiting the operation in vacuum with extra sensitive X-ray detectors, while ADMX, using improved extra sensitive SQUID amplifiers will explore the micro-eV mass range.

    Coal represents an important energy source in the United States, providing the fuel for over 50 percent of the Nation`s electricity since 1980. However, the amount of carbon dioxide, a greenhouse gas, emitted into the atmosphere as a result of coal combustion is significant and has raised a concern over its possible contribution to global warming. The need to produce accurate estimates of carbon dioxide emissions resulting from coal consumption has led the Energy Information Administration (EIA) to develop carbon dioxide emission factors. This article presents the factors developed by EIA for use in estimating the carbon dioxide emissions from coal, and introduces a new appendix to the Monthly Energy Review. It describes the relationship between the carbon content and the heat value of coal, and the development of basic emission factors by coal rank and State of origin of the coal. It also describes how these basic emission factors are weighted by the specific rank and origin of the coal consumed by sector and State to produce a second set of emission factors that reflect accurate estimates of carbon dioxide emissions. The weighted factors, which were statistically tested by EIA, are the first factors to account for State-by-State variations within a given rank of coal. Carbon dioxide emission factors are expressed in pound per million Btu of energy. (The Btu, or British thermal unit, is a unit of measure of heat that allows analysts to compare different forms of energy).

The experimental program started in the 1990's with collisions made available at the Brookhaven Alternating Gradient Synchrotron (AGS), the CERN Super Proton Synchrotron (SPS) and continued at the Brookhaven Relativistic Heavy-Ion Collider (RHIC) with maximum center of mass energies of 4.75, 17.2 and 200 GeV respectively. Collisions of heavy-ions at the unprecedented energy of 2.76 TeV have recently become available at the LHC collider at CERN. In this review I will give a brief introduction to the physics of ultra-relativistic heavy-ion collisions and discuss the current status of elliptic flow measurements.

  19. Geopressured habitat: A literature review

    A literature review of the geopressured-geothermal habitat is summarized. Findings are presented and discussed with respect to the principal topics: Casual agents are both geological and geochemical; they include disequilibrium compaction of sediments, clay diagenesis, aquathermal pressuring, hydrocarbon generation, and lateral tectonic compression. The overall physical and chemical characteristics of the habitats are dictated by varying combinations of sedimentation rates, alteration mineralogy, permeability, porosity and pressure, temperature, fluid content and chemistry, and hydrodynamic flow. Habitat pressure seals are considered in terms of their formation processes, geologic characteristics, and physical behavior, including pressure release and reservoir pressure recharge on a geologic time scale. World-wide occurrence of geopressured-geothermal habitats is noted. The main thrust of this topic concerns the U.S.A. and Canada; in addition, reference is made to occurrences in China and indications from deep-sea vents, as well as the contribution of paleo-overpressure to habitat initiation and maintenance. Identification and assessment of the habitat is addressed in relation to use of hydrogeologic, geophysical, geochemical, and geothermic techniques, as well as well-logging and drill-stem-test data. Conclusions concerning the adequacy of the current state of knowledge and its applicability to resource exploration and development are set forth, together with recommendations for the thrust of future work.

    We present a representative review of existing, emerging, and future technology options in each of five hardware and systems areas in envelope and lighting technologies: lighting systems, glazing systems, shading systems, daylighting optical systems, and dynamic curtain wall systems. The term technology is used here to describe any design choice for energy efficiency, ranging from individual components to more complex systems to general design strategies. The purpose of this task is to characterize the state of the art in envelope and lighting technologies in order to identify those with promise for advanced integrated systems, with an emphasis on California commercial buildings. For each technology category, the following activities have been attempted to the extent possible: Identify key performance characteristics and criteria for each technology. Determine the performance range of available technologies. Identify the most promising technologies and promising trends in technology advances. Examine market forces and market trends.Develop a continuously growing in-house database to be used throughout the project. A variety of information sources have been used in these technology characterizations, including miscellaneous periodicals, manufacturer catalogs and cut sheets, other research documents, and data from previous computer simulations. We include these different sources in order to best show the type and variety of data available, however publication here does not imply our guarantee of these data. Within each category, several broad classes are identified, and within each class we examine the generic individual technologies that fall into that class.

  1. Unconventional Energy Resources: 2011 Review

    This report contains nine unconventional energy resource commodity summaries prepared by committees of the Energy Minerals Division (EMD) of the American Association of Petroleum Geologists. Unconventional energy resources, as used in this report, are those energy resources that do not occur in discrete oil or gas reservoirs held in structural or stratigraphic traps in sedimentary basins. These resources include coal, coalbed methane, gas hydrates, tight gas sands, gas shale and shale oil, geothermal resources, oil sands, oil shale, and uranium resources. Current U.S. and global research and development activities are summarized for each unconventional energy commodity in the topical sections of this report. Coal and uranium are expected to supply a significant portion of the world's energy mix in coming years. Coalbed methane continues to supply about 9% of the U.S. gas production and exploration is expanding in other countries. Recently, natural gas produced from shale and low-permeability (tight) sandstone has made a significant contribution to the energy supply of the United States and is an increasing target for exploration around the world. In addition, oil from shale and heavy oil from sandstone are a new exploration focus in many areas (including the Green River area of Wyoming and northern Alberta). In recent years, research in the areas of geothermal energy sources and gas hydrates has continued to advance. Reviews of the current research and the stages of development of these unconventional energy resources are described in the various sections of this report.

  2. Sage-Grouse Lek Guideline Review Report

    On April 21, 2011, an Idaho National Laboratory (INL) Land Use Committee meeting was convened to support a Department of Energy Idaho Operations Office (DOE-ID) unofficial request to obtain Land Use Committee comments pertaining to the proposed Sage-Grouse Breeding Habitat Regulations. Two documents were provided from DOE-ID pertaining to the proposed regulations: “Guidelines for INL Site Activities within Sage-grouse Breeding Habitat” and “Guidelines for New Infrastructure Development and Future Activities on the INL Site.” The INL Land Use Committee agreed to conduct this unofficial review in the spirit of collaboration between DOE-ID and the INL Land Use Committee. However, through this cursory review, significant concerns were raised regarding the guidelines, INL financial obligations, and the draft Candidate Conservation Agreement, which was not part of the requested review but is referred to by the guideline. Therefore, it is the position of the INL Land Use Committee, based on the issues raised in its cursory review, that DOE-ID request INL (through contractual channels) to conduct a formal review of the draft Candidate Conservation Agreement and guidelines. A formal review would allow ample time to thoroughly review the extensive draft regulations, identify areas of concern, and establish impacts (e.g., cost and project delays).

  3. CASL Validation Data: An Initial Review

    The study aims to establish a comprehensive view of “data” needed for supporting implementation of the Consortium of Advanced Simulation of LWRs (CASL). Insights from this review (and its continual refinement), together with other elements developed in CASL, should provide the foundation for developing the CASL Validation Data Plan (VDP). VDP is instrumental to the development and assessment of CASL simulation tools as predictive capability. Most importantly, to be useful for CASL, the VDP must be devised (and agreed upon by all participating stakeholders) with appropriate account for nature of nuclear engineering applications, the availability, types and quality of CASL-related data, and novelty of CASL goals and its approach to the selected challenge problems. The initial review (summarized on the January 2011 report version) discusses a broad range of methodological issues in data review and Validation Data Plan. Such a top-down emphasis in data review is both needed to see a big picture on CASL data and appropriate when the actual data are not available for detailed scrutiny. As the data become available later in 2011, a revision of data review (and regular update) should be performed. It is expected that the basic framework for review laid out in this report will help streamline the CASL data review in a way that most pertinent to CASL VDP.

    The following computer codes were reviewed by the In-Facility Transport Working Group for application to the in-facility transport of radioactive aerosols, flammable gases, and/or toxic gases: (1) CONTAIN, (2) FIRAC, (3) GASFLOW, (4) KBERT, and (5) MELCOR. Based on the review criteria as described in this report and the versions of each code available at the time of the review, MELCOR is the best code for the analysis of in-facility transport when multidimensional effects are not significant. When multi-dimensional effects are significant, GASFLOW should be used.

    The Monthly Energy Review presents current data on production, consumption, stocks, imports, exports, and prices of the principal energy commodities in the United States. Also included are data on international production of crude oil, consumption of petroleum products, petroleum stocks, and production of electricity from nuclear-powered facilities. The United States produced 9.5% more energy during the first 8 months of 1984 than during the same period in 1983, and US energy consumption was up 6.6%. Net imports of all energy were 13.4% higher, with net imports of petroleum up 15.0% compared to those imports in the first 8 months of 1983. Energy production during August 1984 totaled 5.8 quadrillion Btu, a 9.8% increase compared to the level of production during August 1983. Coal production increased 22.3%, natural gas production was up 7.3%, and petroleum production increased 1.7%. Production of all other forms of energy combined increased 4.8% compared to production 1 year earlier. Energy consumption during August 1984 totaled 6.1 quadrillion Btu, 2.8% above the level of consumption during August 1983. Petroleum consumption increased 4.2%, natural gas consumption was up 2.4, and coal consumption increased 0.1%. Consumption of all other forms of energy combined increased 4.8% compared to consumption during August 1983. Net imports of energy during August 1984 totaled 0.6 quadrillion Btu, 24.4% below the level of net imports during August 1983. Net imports of petroleum decreased 21.8% while net imports of natural gas increased 4.0%. Net exports of coal were down 1.6% compared to the level in August 1983.
