    The displacement or deferral of conventional AC transmission line installation is a key benefit associated with several technologies being developed with the support of the U.S. Department of Energy`s Office of Energy Management (OEM). Previous benefits assessments conducted within OEM have been based on significantly different assumptions for the average cost per mile of AC transmission line. In response to this uncertainty, an investigation of transmission line capital cost data was initiated. The objective of this study was to develop a database for preparing preliminary estimates of transmission line costs. An extensive search of potential data sources identified databases maintained by the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) as superior sources of transmission line cost data. The BPA and WAPA data were adjusted to a common basis and combined together. The composite database covers voltage levels from 13.8 to 765 W, with cost estimates for a given voltage level varying depending on conductor size, tower material type, tower frame type, and number of circuits. Reported transmission line costs vary significantly, even for a given voltage level. This can usually be explained by variation in the design factors noted above and variation in environmental and land (right-of-way) costs, which are extremely site-specific. Cost estimates prepared from the composite database were compared to cost data collected by the Federal Energy Regulatory Commission (FERC) for investor-owned utilities from across the United States. The comparison was hampered because the only design specifications included with the FERC data were voltage level and line length. Working within this limitation, the FERC data were not found to differ significantly from the composite database. Therefore, the composite database was judged to be a reasonable proxy for estimating national average costs.

    Successful commercialization of fusion energy requires economic viability as well as technical and scientific feasibility. To assess economic viability, we have conducted a pre-conceptual level evaluation of LIFE economics. Unit costs are estimated from a combination of bottom-up costs estimates, working with representative vendors, and scaled results from previous studies of fission and fusion plants. An integrated process model of a LIFE power plant was developed to integrate and optimize unit costs and calculate top level metrics such as cost of electricity and power plant capital cost. The scope of this activity was the entire power plant site. Separately, a development program to deliver the required specialized equipment has been assembled. Results show that LIFE power plant cost of electricity and plant capital cost compare favorably to estimates for new-build LWR's, coal and gas - particularly if indicative costs of carbon capture and sequestration are accounted for.

  9. 2006 Update of Business Downtime Costs

    The objective of this paper is to assess the downtime cost of power outages to businesses in the commercial and industrial sectors, updating and improving upon studies that have already been published on this subject. The goal is to produce a study that, relative to existing studies, (1) applies to a wider set of business types (2) reflects more current downtime costs, (3) accounts for the time duration factor of power outages, and (4) includes data on the costs imposed by real outages in a well-defined market. This study examines power outage costs in 11 commercial subsectors and 5 industrial subsectors, using data on downtime costs that was collected in the 1990's. This study also assesses power outage costs for power outages of 20 minutes, 1 hour, and 4 hours duration. Finally, this study incorporates data on the costs of real power outages for two business subsectors. However, the current limited state of data availability on the topic of downtime costs means there is room to improve upon this study. Useful next steps would be to generate more recent data on downtime costs, data that covers outages shorter than 20 minutes duration and longer than 4 hours duration, and more data that is based on the costs caused by real-world outages. Nevertheless, with the limited data that is currently available, this study is able to generate a clear and detailed picture of the downtime costs that are faced by different types of businesses.

    The new developments in cost engineering revolve around the ability to capture information that in the past could not be automated. The purpose of automation is not to eliminate the expert cost engineer. The goal is to use available technology to have more information available to the professionals in the cost engineering field. In that sense, the demand for expertise increases in order to produce the highest quality estimate and project possible from all levels of cost engineers. We cannot overemphasize the importance of using a good source of expert information in building these types of programs. ''Garbage in, garbage out'' still applies in this form of programming. Expert systems technology will become commonplace in many vertical markets; it is important to undersand what can and cannot be accomplished in our field, and where this technology will lead us in the future.

  15. Developing a Cost Model and Methodology to Estimate Capital Costs for Thermal Energy Storage

    This report provides an update on the previous cost model for thermal energy storage (TES) systems. The update allows NREL to estimate the costs of such systems that are compatible with the higher operating temperatures associated with advanced power cycles. The goal of the Department of Energy (DOE) Solar Energy Technology Program is to develop solar technologies that can make a significant contribution to the United States domestic energy supply. The recent DOE SunShot Initiative sets a very aggressive cost goal to reach a Levelized Cost of Energy (LCOE) of 6 cents/kWh by 2020 with no incentives or credits for all solar-to-electricity technologies.1 As this goal is reached, the share of utility power generation that is provided by renewable energy sources is expected to increase dramatically. Because Concentrating Solar Power (CSP) is currently the only renewable technology that is capable of integrating cost-effective energy storage, it is positioned to play a key role in providing renewable, dispatchable power to utilities as the share of power generation from renewable sources increases. Because of this role, future CSP plants will likely have as much as 15 hours of Thermal Energy Storage (TES) included in their design and operation. As such, the cost and performance of the TES system is critical to meeting the SunShot goal for solar technologies. The cost of electricity from a CSP plant depends strongly on its overall efficiency, which is a product of two components - the collection and conversion efficiencies. The collection efficiency determines the portion of incident solar energy that is captured as high-temperature thermal energy. The conversion efficiency determines the portion of thermal energy that is converted to electricity. The operating temperature at which the overall efficiency reaches its maximum depends on many factors, including material properties of the CSP plant components. Increasing the operating temperature of the power generation system leads to higher thermal-to-electric conversion efficiency. However, in a CSP system, higher operating temperature also leads to greater thermal losses. These two effects combine to give an optimal system-level operating temperature that may be less than the upper operating temperature limit of system components. The overall efficiency may be improved by developing materials, power cycles, and system-integration strategies that enable operation at elevated temperature while limiting thermal losses. This is particularly true for the TES system and its components. Meeting the SunShot cost target will require cost and performance improvements in all systems and components within a CSP plant. Solar collector field hardware will need to decrease significantly in cost with no loss in performance and possibly with performance improvements. As higher temperatures are considered for the power block, new working fluids, heat-transfer fluids (HTFs), and storage fluids will all need to be identified to meet these new operating conditions. Figure 1 shows thermodynamic conversion efficiency as a function of temperature for the ideal Carnot cycle and 75% Carnot, which is considered to be the practical efficiency attainable by current power cycles. Current conversion efficiencies for the parabolic trough steam cycle, power tower steam cycle, parabolic dish/Stirling, Ericsson, and air-Brayton/steam Rankine combined cycles are shown at their corresponding operating temperatures. Efficiencies for supercritical steam and carbon dioxide (CO{sub 2}) are also shown for their operating temperature ranges.

  16. Costs of U.S. Oil Dependence: 2005 Update

    For thirty years, dependence on oil has been a significant problem for the United States. Oil dependence is not simply a matter of how much oil we import. It is a syndrome, a combination of the vulnerability of the U.S. economy to higher oil prices and oil price shocks and a concentration of world oil supplies in a small group of oil producing states that are willing and able to use their market power to influence world oil prices. Although there are vitally important political and military dimensions to the oil dependence problem, this report focuses on its direct economic costs. These costs are the transfer of wealth from the United States to oil producing countries, the loss of economic potential due to oil prices elevated above competitive market levels, and disruption costs caused by sudden and large oil price movements. Several enhancements have been made to methods used in past studies to estimate these costs, and estimates of key parameters have been updated based on the most recent literature. It is estimated that oil dependence has cost the U.S. economy $3.6 trillion (constant 2000 dollars) since 1970, with the bulk of the losses occurring between 1979 and 1986. However, if oil prices in 2005 average $35-$45/bbl, as recently predicted by the U.S. Energy Information Administration, oil dependence costs in 2005 will be in the range of $150-$250 billion. Costs are relatively evenly divided between the three components. A sensitivity analysis reflecting uncertainty about all the key parameters required to estimate oil dependence costs suggests that a reasonable range of uncertainty for the total costs of U.S. oil dependence over the past 30 years is $2-$6 trillion (constant 2000 dollars). Reckoned in terms of present value using a discount rate of 4.5%, the costs of U.S. oil dependence since 1970 are $8 trillion, with a reasonable range of uncertainty of $5 to $13 trillion.

The general aim of the project is to identify areas for improving the production of hydrogen from renewable energy sources. These areas include both technical development and cost analysis of systems that convert renewable energy to hydrogen via water electrolysis. Increased efficiency and reduced cost will bring about greater market penetration for hydrogen production and application. There are different issues for isolated versus grid-connected systems, however, and these issues must be considered. The manner in which hydrogen production is integrated in the larger energy system will determine its cost feasibility and energy efficiency.

    This paper reports the methodology for calculating present worth of system and operating costs for a number of energy storage technologies for representative electric utility applications. The values are an update from earlier reports, categorized by application use parameters. This work presents an update of energy storage system costs assessed previously and separately by the U.S. Department of Energy (DOE) Energy Storage Systems Program. The primary objective of the series of studies has been to express electricity storage benefits and costs using consistent assumptions, so that helpful benefit/cost comparisons can be made. Costs of energy storage systems depend not only on the type of technology, but also on the planned operation and especially the hours of storage needed. Calculating the present worth of life-cycle costs makes it possible to compare benefit values estimated on the same basis.

    We propose a general method to consolidate distillation columns of a distillation configuration using heat and mass integration. The proposed method encompasses all heat and mass integrations known till date, and includes many more. Each heat and mass integration eliminates a distillation column, a condenser, a reboiler and the heat duty associated with a reboiler. Thus, heat and mass integration can potentially offer significant capital and operating cost benefits. In this talk, we will study the various possible heat and mass integrations in detail, and demonstrate their benefits using case studies. This work will lay out a framework to synthesize an entire new class of useful configurations based on heat and mass integration of distillation columns.

    This volume of the final report is a compilation of the estimated capital and operating costs for the project. Using the definitive design as a basis, capital and operating costs were developed by obtaining quotations for equipment delivered to the site. Tables 1.1 and 1.2 provide a summary of the capital and operating costs estimated for the PGW Coal Gasification Project. In the course of its Phase I Feasibility Study of a medium-Btu coal-gas facility, Philadelphia Gas Works (PGW) identified the financing mechanism as having great impact on gas cost. Consequently, PGW formed a Financial/Legal Task Force composed of legal, financial, and project analysis specialists to study various ownership/management options. In seeking an acceptable ownership, management, and financing arrangement, certain ownership forms were initially identified and classified. Several public ownership, private ownership, and third party ownership options for the coal-gas plant are presented. The ownership and financing forms classified as base alternatives involved tax-exempt and taxable financing arrangements and are discussed in Section 3. Project implementation would be initiated by effectively planning the methodology by which commercial operation will be realized. Areas covered in this report are sale of gas to customers, arrangements for feedstock supply and by-product disposal, a schedule of major events leading to commercialization, and a plan for managing the implementation.

    This report updates the baseline cost for parabolic trough solar fields in the United States within NREL's System Advisor Model (SAM). SAM, available at no cost at https://sam.nrel.gov/, is a performance and financial model designed to facilitate decision making for people involved in the renewable energy industry. SAM is the primary tool used by NREL and the U.S. Department of Energy (DOE) for estimating the performance and cost of concentrating solar power (CSP) technologies and projects. The study performed a bottom-up build and cost estimate for two state-of-the-art parabolic trough designs -- the SkyTrough and the Ultimate Trough. The SkyTrough analysis estimated the potential installed cost for a solar field of 1500 SCAs as $170/m2 +/- $6/m2. The investigation found that SkyTrough installed costs were sensitive to factors such as raw aluminum alloy cost and production volume. For example, in the case of the SkyTrough, the installed cost would rise to nearly $210/m2 if the aluminum alloy cost was $1.70/lb instead of $1.03/lb. Accordingly, one must be aware of fluctuations in the relevant commodities markets to track system cost over time. The estimated installed cost for the Ultimate Trough was only slightly higher at $178/m2, which includes an assembly facility of $11.6 million amortized over the required production volume. Considering the size and overall cost of a 700 SCA Ultimate Trough solar field, two parallel production lines in a fully covered assembly facility, each with the specific torque box, module and mirror jigs, would be justified for a full CSP plant.

    Calculations of the uncertainty in the Levelized Cost at Equilibrium (LCAE) of generating nuclear electricity typically assume that the costs of the system component, notably reactors, are uncorrelated. Partial cancellation of independent errors thus gives rise to unrealistically small cost uncertainties for fuel cycles that incorporate multiple reactor technologies. This summary describes an expert elicitation of correlations between overnight reactor construction costs. It also defines a method for combining the elicitations into a single, consistent correlation matrix suitable for use in Monte Carlo LCAE calculations. Both the elicitation and uncertainty propagation methods are demonstrated through a pilot study where cost correlations between eight reactor technologies were elicited from experts in the US DOE Fuel Cycle Research

    Dravo Lime Company has operated the Miami Fort wet scrubber FGD pilot test unit since late 1989 and has continued in-house R&D to improve the economics of the magnesium-enhanced scrubbing process. Areas investigated include the scrubber configuration, flue gas velocity, spray nozzle type, droplet size, mist eliminator design, additives to inhibit oxidation, improved solids dewatering, etc. Also tested was the forced oxidation Thioclear process. The data gathered from the pilot plant and in-house programs were used to evaluate the capital and operating costs for the improved systems. These evaluations were made with eye towards the choices electric utilities will need to make in the near future to meet the Phase II emission limits mandated by the 1990 Clean Air Act. Some of the process modifications investigated, for example, the dewatering improvements apply to potential beneficial retrofit of existing FGD systems today.

    This Deliverable No. 18b - Capital and Operating Cost Estimates includes a detailed presentation of the 12,500 BPD coal-to-methanol-to-gasoline plant from the standpoint of capital, preoperations, start-up and operations cost estimation. The base capital cost estimate in June 1982 dollars was prepared by the Ralph M. Parsons Company under the direction of Grace. The escalated capital cost estimate as well as separate estimates for preoperations, startup and operations activities were developed by Grace. The deliverable consists of four volumes. Volume I contains details of methodology used in developing the capital cost estimate, summary information on a base June 1982 capital cost, details of the escalated capital cost estimate and separate sections devoted to preoperations, start-up, and operations cost. The base estimate is supported by detailed information in Volumes II, III and IV. The degree of detail for some units was constrained due to proprietary data. Attempts have been made to exhibit the estimating methodology by including data on individual equipment pricing. Proprietary details are available for inspection upon execution of nondisclosure and/or secrecy agreements with the licensors to whom the data is proprietary. Details of factoring certain pieces of equipment and/or entire modules or units from the 50,000 BPD capital estimate are also included. In the case of the escalated capital estimate, Grace has chosen to include a sensitivity analysis which allows for ready assessment of impacts of escalation rates (inflation), contingency allowances and the construction interest financing rates on the escalated capital cost. Each of the estimates associated with bringing the plant to commercial production rates has as a basis the schedule and engineering documentation found in Deliverable No. 14b - Process Engineering and Mechanical Design Report, No. 28b - Staffing Plans, No. 31b - Construction Plan, and No. 33b - Startup and Operation Plan.

    Over the years real (inflation-adjusted) O&M cost have begun to level off. The objective of this report is to determine whether the industry and NRC initiatives to control costs have resulted in this moderation in the growth of O&M costs. Because the industry agrees that the control of O&M costs is crucial to the viability of the technology, an examination of the factors causing the moderation in costs is important. A related issue deals with projecting nuclear operating costs into the future. Because of the escalation in nuclear operating costs (and the fall in fossil fuel prices) many State and Federal regulatory commissions are examining the economics of the continued operation of nuclear power plants under their jurisdiction. The economics of the continued operation of a nuclear power plant is typically examined by comparing the cost of the plants continued operation with the cost of obtaining the power from other sources. This assessment requires plant-specific projections of nuclear operating costs. Analysts preparing these projections look at past industry-wide cost trends and consider whether these trends are likely to continue. To determine whether these changes in trends will continue into the future, information about the causal factors influencing costs and the future trends in these factors are needed. An analysis of the factors explaining the moderation in cost growth will also yield important insights into the question of whether these trends will continue.

The previous study had looked mainly at incident light intensities, batch cycles and light adsorption without directly attempting to model the saturation effects seen in algal cultures. This study takes a more detailed look at the effects that cell density, light adsorption and light saturation have on algal hydrogen production. Performance estimates based on actual solar data are also included in this study. Based on this analysis, the estimated future selling price of hydrogen produced from algae ranges $0.57/kg to $13.53/kg.

  20. Update on maintenance and service costs of commercial building ground-source heat pump systems

    An earlier paper showed that commercial ground-source heat pump systems have significantly lower service and maintenance costs than alternative HVAC systems. This paper expands on those results by adding 13 more buildings to the original 25 sites and by comparing the results to the latest ASHRAE survey of HVAC maintenance costs. Data from the 38 sites are presented here including total (scheduled and unscheduled) maintenance costs in cents per square foot per year for base cost, in-house, and contractor-provided maintenance. Because some of the new sites had maintenance costs that were much higher than the industry norm, the resulting data are not normally distributed. Analysis (O'Hara Hines 1998) indicated that a log-normal distribution is a better fit; thus, the data are analyzed and presented here as log-normal. The log-mean annual total maintenance costs for the most recent year of the survey ranged from 6.07 cents per square foot to 8.37 cents per square foot for base cost and contractor-provided maintenance, respectively.

    This paper documents the approach used to update the U.S. geothermal supply curve. The analysis undertaken in this study estimates the supply of electricity generation potential from geothermal resources in the United States and the levelized cost of electricity (LCOE), capital costs, and operating and maintenance costs associated with developing these geothermal resources. Supply curves were developed for four categories of geothermal resources: identified hydrothermal (6.4 GWe), undiscovered hydrothermal (30.0 GWe), near-hydrothermal field enhanced geothermal systems (EGS) (7.0 GWe) and deep EGS (15,900 GWe). Two cases were considered: a base case and a target case. Supply curves were generated for each of the four geothermal resource categories for both cases. For both cases, hydrothermal resources dominate the lower cost range of the combined geothermal supply curve. The supply curves indicate that the reservoir performance improvements assumed in the target case could significantly lower EGS costs and greatly increase EGS deployment over the base case.

    The purpose of this Order is to a) provide the Department of Energy (DOE) Elements, including the National Nuclear Security Administration (NNSA), with program and project management direction for the acquisition of capital assets with the goal of delivering projects within the original performance baseline (PB), cost and schedule, and fully capable of meeting mission performance, safeguards and security, and environmental, safety, and health requirements unless impacted by a directed change; and b) implement Office of Management and Budget (OMB) Circulars to include: A-11, Part 7, Capital Programming Guide, which prescribes new requirements and leading practices for project and acquisition management; A-123, Management's Responsibility for Internal Control, which defines management's responsibility for internal control in Federal agencies; and A-131, Value Engineering, which requires that all Federal agencies use Value Engineering (VE) as a management tool. The Page Change is a limited update to incorporate recent Secretarial policies and issues raised by external stakeholders.

    In 2013, the U.S. Department of Energy (DOE) released the Revolution Now report, highlighting four transformational technologies: land-based wind power, silicon photovoltaic (PV) solar modules, light-emitting diodes (LEDs), and electric vehicles (EVs). That study and its 2014 update showed how dramatic reductions in cost are driving a surge in consumer, industrial, and commercial adoption for these clean energy technologies—as well as yearly progress. In addition to presenting the continued progress made over the last year in these areas, this year’s update goes further. Two separate sections now cover large, central, utility-scale PV plants and smaller, rooftop, distributed PV systems to highlight how both have achieved significant deployment nationwide, and have done so through different innovations, such as easier access to capital for utility-scale PV and reductions of non-hardware costs and third-party ownership for distributed PV.     Cost estimating equations were developed to determine capital and operating costs for five surface coal mine models in Central Appalachia, Northern Appalachia, Mid-West, Far-West, and Campbell County, Wyoming. Engineering equations were used to estimate equipment costs for the stripping function and for the coal loading and hauling function for the base case mine and for several mines with different annual production levels and/or different overburden removal requirements. Deferred costs were then determined through application of the base case depreciation schedules, and direct labor costs were easily established once the equipment quantities (and, hence, manpower requirements) were determined. The data points were then fit with appropriate functional forms, and these were then multiplied by appropriate adjustment factors so that the resulting equations yielded the model mine costs for initial and deferred capital and annual operating cost. (The validity of this scaling process is based on the assumption that total initial and deferred capital costs are proportional to the initial and deferred costs for the primary equipment types that were considered and that annual operating cost is proportional to the direct labor costs that were determined based on primary equipment quantities.) Initial capital costs ranged from $3,910,470 in Central Appalachia to $49,296,785; deferred capital costs ranged from $3,220,000 in Central Appalachia to $30,735,000 in Campbell County, Wyoming; and annual operating costs ranged from $2,924,148 in Central Appalachia to $32,708,591 in Campbell County, Wyoming.     This paper is an update of papers written in 1991 and in1997 by Rod Byrns and this author concerning estimating the cost ofrefrigeration for superconducting magnets and cavities. The actual costsof helium refrigerators and coolers (escalated to 2007 dollars) areplotted and compared to a correlation function. A correlation functionbetween cost and refrigeration at 4.5 K is given. The capital cost oflarger refrigerators (greater than 10 W at 4.5 K) is plotted as afunction of 4.5-K cooling. The cost of small coolers is plotted as afunction of refrigeration available at 4.2 K.     The International Energy Agency and Nuclear Energy Agency of the OECD have periodically undertaken a joint study on electricity generating costs in OECD Member countries and selected non-Member countries. This paper presents key results from the 1998 update of this study. Experts from 19 countries drawn from electric utility companies and government provided data on capital costs, operating and maintenance costs, and fuel costs from which levelized electricity generating costs (US cents/kWh) for baseload power plants were estimated in each country using a common set of economic assumptions. Light water nuclear power plants, pulverized coal plants, and natural gas-fired combined cycle gas turbines were the principal options evaluated. five and 10% discount rates, 40-year operating lifetime, and 75% annual load factor were the base assumptions, with sensitivity analyses on operating lifetime and load factor. Fuel costs and fuel escalation were provided individually by country, with a sensitivity case to evaluate costs assuming no real fuel price escalation over plant lifetimes. Of the three principal fuel/technology options, none is predominantly the cheapest option for all economic assumptions. However, fossil-fueled options are generally estimated to be the least expensive option. The study confirms that gas-fired combined cycles have improved their economic performance in most countries in recent years and are strong competitors to nuclear and coal-fired plants. Eleven out of the 18 countries with two or more options show gas-fired plants to be the cheapest option at 10% discount rate. Coal remains a strong competitor to gas when lower discount rates are used. Nuclear is the least expensive at both 5 and 10% discount rate in only two countries. Generally, with gas prices above 5 US$/GJ, nuclear plants constructed at overnight capital costs below 1 650 $/kWe have the potential to be competitive only at lower discount rates.

    LPGC is a set of nine microcomputer programs for estimating power generation costs for large steam-electric power plants. These programs permit rapid evaluation using various sets of economic and technical ground rules.     The Electricity Generation Cost Simulation Model (GENSIM) is a user-friendly, high-level dynamic simulation model that calculates electricity production costs for variety of electricity generation technologies, including: pulverized coal, gas combustion turbine, gas combined cycle, nuclear, solar (PV and thermal), and wind. The model allows the user to quickly conduct sensitivity analysis on key variables, including: capital, O&M, and fuel costs; interest rates; construction time; heat rates; and capacity factors. The model also includes consideration ofmore » a wide range of externality costs and pollution control options for carbon dioxide, nitrogen oxides, sulfur dioxide, and mercury. Two different data sets are included in the model; one from the U.S. Department of Energy (DOE) and the other from Platt's Research Group. Likely users of this model include executives and staff in the Congress, the Administration and private industry (power plant builders, industrial electricity users and electric utilities). The model seeks to improve understanding of the economic viability of various generating technologies and their emission trade-offs. The base case results using the DOE data, indicate that in the absence of externality costs, or renewable tax credits, pulverized coal and gas combined cycle plants are the least cost alternatives at 3.7 and 3.5 cents/kwhr, respectively. A complete sensitivity analysis on fuel, capital, and construction time shows that these results coal and gas are much more sensitive to assumption about fuel prices than they are to capital costs or construction times. The results also show that making nuclear competitive with coal or gas requires significant reductions in capital costs, to the $1000/kW level, if no other changes are made. For renewables, the results indicate that wind is now competitive with the nuclear option and is only competitive with coal and gas for grid connected applications if one includes the federal production tax credit of 1.8 cents/kwhr.« less

    In late 2012, the National Renewable Energy Laboratory (NREL) initiated the Solar Access to Public Capital (SAPC) working group. Backed by a three-year funding facility from the U.S. Department of Energy (DOE), NREL set out to organize the solar, legal, banking, capital markets, engineering, and other relevant stakeholder communities in order to open lower-cost debt investment for solar asset deployment. SAPC engaged its members to standardize contracts, develop best practices, and comprehend how the rating agencies perceive solar project portfolios as an investment asset class. Rating agencies opine on the future creditworthiness of debt obligations. Issuers often seek investment-grade ratings from the rating agencies in order to satisfy the desires of their investors. Therefore, for the solar industry to access larger pools of capital at a favorable cost, it is critical to increase market participants' understanding of solar risk parameters. The process provided valuable information to address rating agency perceptions of risk that, without such information, could require costly credit enhancement or higher yields to attract institutional investors. Two different securities were developed--one for a hypothetical residential solar portfolio and one for a hypothetical commercial solar portfolio. Five rating agencies (Standard and Poor's, Moody's, KBRA, Fitch, and DBRS) participated and provided extensive feedback, some through conversations that extended several months. The findings represented in this report are a composite summary of that feedback and do not indicate any specific feedback from any single rating agency.

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available.     Power towers are capable of producing solar-generated electricity and hydrogen on a large scale. Heliostats are the most important cost element of a solar power tower plant. Since they constitute {approx} 50% of the capital cost of the plant it is important to reduce heliostat cost as much as possible to improve the economic performance of power towers. In this study we evaluate current heliostat technology and estimate a price of $126/m{sup 2} given year-2006 materials and labor costs for a deployment of {approx}600 MW of power towers per year. This 2006 price yields electricity at $0.067/kWh and hydrogen at $3.20/kg. We propose research and development that should ultimately lead to a price as low as $90/m{sup 2}, which equates to $0.056/kWh and $2.75/kg H{sup 2}. Approximately 30 heliostat and manufacturing experts from the United States, Europe, and Australia contributed to the content of this report during two separate workshops conducted at the National Solar Thermal Test Facility.

    The High Temperature Gas-Cooler Reactor (HTGR) Cost Model was developed at the Idaho National Laboratory for the Next Generation Nuclear Plant Project. The HTGR Cost Model calculates an estimate of the capital costs, annual operating and maintenance costs, and decommissioning costs for a high-temperature gas-cooled reactor. The user can generate these costs for multiple reactor outlet temperatures; with and without power cycles, including either a Brayton or Rankine cycle; for the demonstration plant, first of a kind, or nth of a kind project phases; for a single or four-pack configuration; and for a reactor size of 350 or 600 MWt. This users manual contains the mathematical models and operating instructions for the HTGR Cost Model. Instructions, screenshots, and examples are provided to guide the user through the HTGR Cost Model. This model was design for users who are familiar with the HTGR design and Excel. Modification of the HTGR Cost Model should only be performed by users familiar with Excel and Visual Basic.

    There is a growing interest in carbon capture and storage (CCS) as a means of reducing carbon dioxide (CO2) emissions. However there are substantial uncertainties about the costs of CCS. Costs for pre-combustion capture with compression (i.e. excluding costs of transport and storage and any revenue from EOR associated with storage) are examined in this discussion paper for First-of-a-Kind (FOAK) plant and for more mature technologies, or Nth-of-a-Kind plant (NOAK). For FOAK plant using solid fuels the levelised cost of electricity on a 2008 basis is approximately 10 cents/kWh higher with capture than for conventional plants (with a range of 8-12 cents/kWh). Costs of abatement are found typically to be approximately US$150/tCO2 avoided (with a range of US$120-180/tCO2 avoided). For NOAK plants the additional cost of electricity with capture is approximately 2-5 cents/kWh, with costs of the range of US$35-70/tCO2 avoided. Costs of abatement with carbon capture for other fuels and technologies are also estimated for NOAK plants. The costs of abatement are calculated with reference to conventional SCPC plant for both emissions and costs of electricity. Estimates for both FOAK and NOAK are mainly based on cost data from 2008, which was at the end of a period of sustained escalation in the costs of power generation plant and other large capital projects. There are now indications of costs falling from these levels. This may reduce the costs of abatement and costs presented here may be 'peak of the market' estimates. If general cost levels return, for example, to those prevailing in 2005 to 2006 (by which time significant cost escalation had already occurred from previous levels), then costs of capture and compression for FOAK plants are expected to be US$110/tCO2 avoided (with a range of US$90-135/tCO2 avoided). For NOAK plants costs are expected to be US$25-50/tCO2. Based on these considerations a likely representative range of costs of abatement from CCS excluding transport and storage costs appears to be US$100-150/tCO2 for first-of-a-kind plants and perhaps US$30-50/tCO2 for nth-of-a-kind plants.The estimates for FOAK and NOAK costs appear to be broadly consistent in the light of estimates of the potential for cost reductions with increased experience. Cost reductions are expected from increasing scale, learning on individual components, and technological innovation including improved plant integration. Innovation and integration can both lower costs and increase net output with a given cost base. These factors are expected to reduce abatement costs by approximately 65% by 2030. The range of estimated costs for NOAK plants is within the range of plausible future carbon prices, implying that mature technology would be competitive with conventional fossil fuel plants at prevailing carbon prices.

    A Next Generation Nuclear Plant (NGNP) fuel acquisition strategy was first established in 2007. In that report, a detailed technical assessment of potential fuel vendors for the first core of NGNP was conducted by an independent group of international experts based on input from the three major reactor vendor teams. Part of the assessment included an evaluation of the credibility of each option, along with a cost and schedule to implement each strategy compared with the schedule and throughput needs of the NGNP project. While credible options were identified based on the conditions in place at the time, many changes in the assumptions underlying the strategy and in externalities that have occurred in the interim requiring that the options be re-evaluated. This document presents an update to that strategy based on current capabilities for fuel fabrication as well as fuel performance and qualification testing worldwide. In light of the recent Pebble Bed Modular Reactor (PBMR) project closure, the Advanced Gas Reactor (AGR) fuel development and qualification program needs to support both pebble and prismatic options under the NGNP project. A number of assumptions were established that formed a context for the evaluation. Of these, the most important are: Based on logistics associated with the on-going engineering design activities, vendor teams would start preliminary design in October 2012 and complete in May 2014. A decision on reactor type will be made following preliminary design, with the decision process assumed to be completed in January 2015. Thus, no fuel decision (pebble or prismatic) will be made in the near term. Activities necessary for both pebble and prismatic fuel qualification will be conducted in parallel until a fuel form selection is made. As such, process development, fuel fabrication, irradiation, and testing for pebble and prismatic options should not negatively influence each other during the period prior to a decision on reactor type. Additional funding will be made available beginning in fiscal year (FY) 2012 to support pebble bed fuel fabrication process development and fuel testing while maintaining the prismatic fuel schedule. Options for fuel fabrication for prismatic and pebble bed were evaluated based on the credibility of each option, along with a cost and schedule to implement each strategy. The sole prismatic option is Babcock and Wilcox (B&W) producing uranium oxycarbide (UCO) tristructural-isotropic (TRISO) fuel particles in compacts. This option finishes in the middle of 2022 . Options for the pebble bed are Nuclear Fuel Industries (NFI) in Japan producing uranium dioxide (UO2) TRISO fuel particles, and/or B&W producing UCO or UO2 TRISO fuel particles. All pebble options finish in mid to late 2022.

    Strategic Human Capital Plan DOE Strategic Human Capital Plan The current Strategic Human Capital Plan (SHCP) sets forth the framework for managing the Department of Energy's (DOE) human capital system through 2020.
