    The Genomic Standards Consortium was formed in September 2005. It is an international, open-membership working body which promotes standardization in the description of genomes and the exchange and integration of genomic data. The 2009 meeting was an activity of a five-year funding Research Coordination Network from the National Science Foundation and was organized held at the DOE Joint Genome Institute with organizational support provided by the JGI and by the University of California - San Diego. In quick succession Frank Oliver Glockner (MPI-Bremen), Victor Markowitz (LBNL), Nikos Kyripides (JGI), Folker Meyer (ANL), Linda Amaral-Zettler (Marine Biology Lab), and James Cole (Michigan State University) provide updates on a number of topics related to GSC projects at the Genomic Standards Consortium 8th meeting at the DOE JGI in Walnut Creek, Calif. on Sept. 9, 2009.

    The smart power grid aims at harnessing information and communication technologies to enhance reliability and enforce sensible use of energy. Its realization is geared by the fundamental goal of effective management of demand load. In this work, we envision a scenario with real-time communication between the operator and consumers. The grid operator controller receives requests for power demands from consumers, with different power requirement, duration, and a deadline by which it is to be completed. The objective is to devise a power demand task scheduling policy that minimizes the grid operational cost over a time horizon. The operational cost is a convex function of instantaneous power consumption and reflects the fact that each additional unit of power needed to serve demands is more expensive as demand load increases.First, we study the off-line demand scheduling problem, where parameters are fixed and known.     An AVLIS Production Plant Deployment Schedule for the engineering, procurement, and construction for both the Initial Increment of Production and the fully Activated Plant, has been developed by the project team consisting of Lawrence Livermore National Laboratory, Martin Marietta Energy Systems, Inc. with architect-engineer support from Bechtel National, Inc., Stone and Webster Engineering Corporation, and Westinghouse Corporation. The initial deployment phase consists of six separators modules and the three laser power amplifier modules consistent with the FY84 reference design with a name plate capacity of 5 million separative work units/yr followed by a full plant activation to approximately 13 million separative work units/yr. The AVLIS Production Plant project team's strategy for deployment schedule analysis focused on three schedule options: engineering limited schedule; authorization limited schedule; and funding limited project schedule. The three deployment schedule options developed by AVLIS project team have been classified in ranges such as an optimistic, rapid/moderate, or moderate/pessimistic based on the probability of meeting the individual schedule option's major milestones or program objectives of enriching uranium by the AVLIS process in an effective cost and schedule manner. 47 figures, 7 tables.

    A method and system for job backfill scheduling dedicated heterogeneous nodes in a multi-node computing environment. Heterogeneous nodes are grouped into homogeneous node sub-pools. For each sub-pool, a free node schedule (FNS) is created so that the number of to chart the free nodes over time. For each prioritized job, using the FNS of sub-pools having nodes useable by a particular job, to determine the earliest time range (ETR) capable of running the job. Once determined for a particular job, scheduling the job to run in that ETR. If the ETR determined for a lower priority job (LPJ) has a start time earlier than a higher priority job (HPJ), then the LPJ is scheduled in that ETR if it would not disturb the anticipated start times of any HPJ previously scheduled for a future time. Thus, efficient utilization and throughput of such computing environments may be increased by utilizing resources otherwise remaining idle.

The objectives of the meeting were to identify the barriers to commercialization, methods to overcome these barriers, and the actions required to achieve success. The meeting was planned to bring together government agencies and industry customers and, suppliers to discuss and conclude where the CFCC Program is today, where it is going, and how they plan to get there. It was also planned to join component developers with end users who can describe systems needs and projected schedules for introducing CFCC components in industrial applications.

    In 1992, The National Renewable Energy Laboratory (NREL) released the 1961-1990 National Solar Radiation Data Base (NSRDB), a 30-year set of hourly solar radiation data. In April 2003, NREL convened a meeting of experts to investigate issues concerning a proposed update of the NSRDB. The panel determined that an important difficulty posed by the update was the shift from manual to automated cloud observations at National Weather Service stations in the United States. The solar model used in the original NSRDB relied heavily on the methodology and resolution of the manual cloud observations. The meeting participants recommended that NREL produce a plan for creating an update using currently available meteorological observations and satellite imagery. This paper describes current progress toward a plan for an updated NSRDB.

    This schedule is available for the contract purchase of Firm Power to be used within the Pacific Northwest (PNW). Priority Firm (PF) Power may be purchased by public bodies, cooperatives, and Federal agencies for resale to ultimate consumers, for direct consumption, and for Construction, Test and Start-Up, and Station Service. Rates in this schedule are in effect beginning October 1, 2006, and apply to purchases under requirements Firm Power sales contracts for a three-year period. The Slice Product is only available for public bodies and cooperatives who have signed Slice contracts for the FY 2002-2011 period. Utilities participating in the Residential Exchange Program (REP) under Section 5(c) of the Northwest Power Act may purchase Priority Firm Power pursuant to the Residential Exchange Program. Rates under contracts that contain charges that escalate based on BPA's Priority Firm Power rates shall be based on the three-year rates listed in this rate schedule in addition to applicable transmission charges. This rate schedule supersedes the PF-02 rate schedule, which went into effect October 1, 2001. Sales under the PF-07 rate schedule are subject to BPA's 2007 General Rate Schedule Provisions (2007 GRSPs). Products available under this rate schedule are defined in the 2007 GRSPs. For sales under this rate schedule, bills shall be rendered and payments due pursuant to BPA's 2007 GRSPs and billing process.

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available.     Environmental surveillance of the Hanford Site and surrounding areas is conducted by the Pacific Northwest Laboratory (PNL) for the U.S. Department of Energy (DOE). This document contains the planned 1994 schedules for routine collection of samples for the Surface Environmental Surveillance Project (SESP), Drinking Water Project, and Ground-Water Surveillance Project. Samples are routinely collected for the SESP and analyzed to determine the quality of air, surface water, soil, sediment, wildlife, vegetation, foodstuffs, and farm products at Hanford Site and surrounding communities. The responsibility for monitoring onsite drinking water falls outside the scope of the SESP. PNL conducts the drinking water monitoring project concurrent with the SESP to promote efficiency and consistency, utilize expertise developed over the years, and reduce costs associated with management, procedure development, data management, quality control, and reporting. The ground-water sampling schedule identifies ground-water sampling .events used by PNL for environmental surveillance of the Hanford Site. Sampling is indicated as annual, semi-annual, quarterly, or monthly in the sampling schedule. Some samples are collected and analyzed as part of ground-water monitoring and characterization programs at Hanford (e.g. Resources Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), or Operational). The number of samples planned by other programs are identified in the sampling schedule by a number in the analysis column and a project designation in the Cosample column. Well sampling events may be merged to avoid redundancy in cases where sampling is planned by both-environmental surveillance and another program.

    This Current Year Work Plan presents in detail a description of the activities to be performed by the Joint Integration Office Rockwell International (JIO/RI) during FY86. It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO/RI by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO/RI tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, task guidance development, task monitoring, task progress information gathering and reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of reports for DOE detailing program status. Program Analysis is performed by the JIO/RI to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. These analyses include short-term analyses in response to DOE information requests, along with performing an RH Cost/Schedule Optimization report. Systems models will be developed, updated, and upgraded as needed to enhance JIO/RI's capability to evaluate the adequacy of program efforts in various fields. A TRU program data base will be maintained and updated to provide DOE with timely responses to inventory related questions.

    The Office of Inspector General`s (OIG) April 1995 report found that couriers received too much overtime and incurred too much unproductive time. This finding occurred because the Transportation Safeguards Division (TSD) employed a traditional work schedule that did not meet the demands of the job. The report recommended implementing an alternative work schedule that corresponded more closely to the couriers` actual work requirements. Management agreed to conduct a comparative analysis of work schedules to evaluate potential savings. The objectives of this audit were to (1) follow up on actions taken as a result of the OIG`s previous report, (2) determine if courier work schedules are cost effective, and (3) determine the cost effectiveness of escort vehicle replacements. The authors recommend: (1) implementing an alternative work schedule for courier which would achieve savings in overtime and unproductive time, while efficiently and cost effectively fulfilling TSD`s mission; (2) reexamining and adjusting the staffing level of each courier section in relation to the workload requirements in the area; and (3) discontinuing payment for travel time between courier lodging and temporary duty stations. The Albuquerque Operations Office agreed with the auditor`s findings and recommendations.

    Title 44 US Code, ``Public Printing and Documents,`` regulations issued by the General Service Administration (GSA) in 41 CFR Chapter 101, Subchapter B, ``Management and Use of Information and Records,`` and regulations issued by the National Archives and Records Administration (NARA) in 36 CFR Chapter 12, Subchapter B, ``Records Management,`` require each agency to prepare and issue a comprehensive records disposition schedule that contains the NARA approved records disposition schedules for records unique to the agency and contains the NARA`s General Records Schedules for records common to several or all agencies. The approved records disposition schedules specify the appropriate duration of retention and the final disposition for records created or maintained by the NRC. NUREG-0910, Rev. 3, contains ``NRC`s Comprehensive Records Disposition Schedule,`` and the original authorized approved citation numbers issued by NARA. Rev. 3 incorporates NARA approved changes and additions to the NRC schedules that have been implemented since the last revision dated March, 1992, reflects recent organizational changes implemented at the NRC, and includes the latest version of NARA`s General Records Schedule (dated August 1995).

    In this paper, we present an approach to fault tolerant execution of dynamic task graphs scheduled using work stealing. In particular, we focus on selective and localized recovery of tasks in the presence of soft faults. We elicit from the user the basic task graph structure in terms of successor and predecessor relationships. The work stealing-based algorithm to schedule such a task graph is augmented to enable recovery when the data and meta-data associated with a task get corrupted. We use this redundancy, and the knowledge of the task graph structure, to selectively recover from faults with low space and time overheads. We show that the fault tolerant design retains the essential properties of the underlying work stealing-based task scheduling algorithm, and that the fault tolerant execution is asymptotically optimal when task re-execution is taken into account. Experimental evaluation demonstrates the low cost of recovery under various fault scenarios.

    The Energy Economic Data Base (EEDB) Program deals with the development of cost data for nuclear and comparison electric power generating stations. The objective of the USDOE EEDB Program is to provide periodic updates of technical and cost (capital, fuel and operating and maintenance) information of significance to the US Department of Energy. This information is intended to be used by USDOE in evaluating and monitoring US Civilian nuclear power programs, and to provide them with a consistent means of evaluating the nuclear option against alternatives. This report presents the Second Update of the EEDB for a cost and regulation date of January 1, 1979, prepared during Phase II of the EEDB Program. The Second Update is the first of a series of periodic updates marking the beginning of the next step in meeting the objective of the EEDB Program.

    Today?s scientific and business applications generate mas- sive data sets that need to be transferred to remote sites for sharing, processing, and long term storage. Because of increasing data volumes and enhancement in current net- work technology that provide on-demand high-speed data access between collaborating institutions, data handling and scheduling problems have reached a new scale. In this paper, we present a new data scheduling model with ad- vance resource provisioning, in which data movement operations are defined with earliest start and latest comple- tion times. We analyze time-dependent resource assign- ment problem, and propose a new methodology to improve the current systems by allowing researchers and higher-level meta-schedulers to use data-placement as-a-service, so they can plan ahead and submit transfer requests in advance. In general, scheduling with time and resource conflicts is NP-hard. We introduce an efficient algorithm to organize multiple requests on the fly, while satisfying users? time and resource constraints. We successfully tested our algorithm in a simple benchmark simulator that we have developed, and demonstrated its performance with initial test results.

    This poster presents DRAFT initial results of a forthcoming NREL analysis. The analysis investigates the impacts of the scheduled investment tax credit (ITC) reversion from 30 percent to 10 percent for certain solar photovoltaic projects. Specifically, it considers whether the reversion will result in increased use of alternative compliance payments (ACPs) in lieu of solar renewable energy credits (SRECs) for renewable portfolio standard (RPS) compliance. The analysis models the effect of a 10 percent ITC on power purchase agreement (PPA) prices for non-residential systems in the eight states with solar carve-outs and solar ACPs. Our preliminary results suggest that states will likely install sufficient capacity to meet long-term targets through SRECs rather than ACPs following the ITC reversion. However, the analysis shows that the ITC reversion could affect project economics such that capacity shortfalls in certain states could temporarily increase the use of ACPs.     The large scale penetration of electric vehicles (EVs) will introduce technical challenges to the distribution grid, but also carries the potential for vehicle-to-grid services. Namely, if available in large enough numbers, EVs can be used as a distributed energy resource (DER) and their presence can influence optimal DER investment and scheduling decisions in microgrids. In this work, a novel EV fleet aggregator model is introduced in a stochastic formulation of DER-CAM [1], an optimization tool used to address DER investment and scheduling problems. This is used to assess the impact of EV interconnections on optimal DER solutions considering uncertainty in EV driving schedules. Optimization results indicate that EVs can have a significant impact on DER investments, particularly if considering short payback periods. Furthermore, results suggest that uncertainty in driving schedules carries little significance to total energy costs, which is corroborated by results obtained using the stochastic formulation of the problem.

    Important new changes to the Hazardous Waste Facility Permit (HWFP) were implemented during 2007. The challenge was to implement these changes without impacting shipping schedules. Many of the changes required advanced preparation and coordination in order to transition to the new waste analysis paradigm, both at the generator sites and at the WIPP without interrupting the flow of waste to the disposal facility. Not only did aspects of waste characterization change, but also a new Permittees' confirmation program was created. Implementing the latter change required that new equipment and facilities be obtained, personnel hired, trained and qualified, and operating procedures written and approved without interruption to the contact-handled (CH) transuranic (TRU) waste shipping schedule. This was all accomplished successfully with no delayed or cancelled shipments. Looking forward to 2008 and beyond, proposed changes that will deal with waste in the DOE TRU waste complex is larger than the TRUPACT-IIs can handle. Size reduction of the waste would lead to unnecessary exposure risk and ultimately create more waste. The WIPP is working to have the Nuclear Regulatory Commission (NRC) certify the TRUPACT-III. The TRUPACT-III will be able to accommodate larger sized TRU mixed waste. Along with this new NRC-certified shipping cask, a new disposal container, the Standard Large Box, must be proposed in a permit modification. Containers for disposal of TRU mixed waste at the WIPP must meet the DOT 7A standards and be filtered. Additionally, as the TRUPACT-III/Standard Large Box loads and unloads from the end of the shipping cask, the proposed modification will add horizontal waste handling techniques to WIPP's vertical CH TRU waste handling operations. Another major focus will be the Hazardous Waste Facility Permit reapplication. The WIPP received its HWFP in October of 1999 for a term of ten years. The regulations and the HWFP require that a new permit application be submitted 180-days before the expiration date of the HWFP. At that time, the WIPP will request only one significant change, the permitting of Panel 8 to receive TRU mixed waste. (author)

    This document provides a summary of the Tank Waste Remediation System (TWRS) Retrieval and Disposal Mission Initial Updated Baseline (scope, schedule, and cost), developed to demonstrate Readiness-to-Proceed (RTP) in support of the TWRS Phase 1B mission. This Updated Baseline is the proposed TWRS plan to execute and measure the mission work scope. This document and other supporting data demonstrate that the TWRS Project Hanford Management Contract (PHMC) team is prepared to fully support Phase 1B by executing the following scope, schedule, and cost baseline activities: Deliver the specified initial low-activity waste (LAW) and high-level waste (HLW) feed batches in a consistent, safe, and reliable manner to support private contractors` operations starting in June 2002; Deliver specified subsequent LAW and HLW feed batches during Phase 1B in a consistent, safe, and reliable manner; Provide for the interim storage of immobilized HLW (IHLW) products and the disposal of immobilized LAW (ILAW) products generated by the private contractors; Provide for disposal of byproduct wastes generated by the private contractors; and Provide the infrastructure to support construction and operations of the private contractors` facilities.

    States are moving forward with implementation plans for the Clean Air Interstate Rule (CAIR). The program, promulgated by the EPA in March 2005, is a cap-and-trade system designed to reduce emissions of SO2 and NOx. States originally had until March 2007 to submit implementation plans, but the deadline has been extended by another year. CAIR covers 28 eastern states and the District of Columbia. States have the option to participate in the cap-and trade plan or devise their own plans, which can be more stringent than the federal requirements. To date, no state has indicated an intent to form NOx and SO2 programs with emissions limits stricter than those in CAIR, and it is expected that all states will participate in the Environmental Protection Agency administered cap-and-trade program. CAIR remains on schedule for implementation, and Annual Energy Outlook 2008 includes CAIR by assuming that all required states will meet only the federal requirement and will trade credits.

    Emerging processor architectures such as GPUs and Intel MICs provide a huge performance potential for high performance computing. However developing software using these hardware accelerators introduces additional challenges for the developer such as exposing additional parallelism, dealing with different hardware designs and using multiple development frameworks in order to use devices from different vendors. The Dynamic Kernel Scheduler (DKS) is being developed in order to provide a software layer between host application and different hardware accelerators. DKS handles the communication between the host and device, schedules task execution, and provides a library of built-in algorithms. Algorithms available in the DKS library will be written in CUDA, OpenCL and OpenMP. Depending on the available hardware, the DKS can select the appropriate implementation of the algorithm.     We update cosmological bound on axion model. The contribution from the anharmonic effect and the newly introduced initial overshoot correction are considered. We present an explicit formula for the axion relic density in terms of the QCD scale Lambda_{QCD}, the current quark masses m_q's and the Peccei-Quinn scale F_a, including firstly introduced 1.85 factor which is from the initial overshoot.

    The long-term viability of existing nuclear power plants (NPPs) in the United States (U.S.) is dependent upon a number of factors, including maintaining high capacity factors, maintaining nuclear safety, and reducing operating costs, particularly those associated with refueling outages. Refueling outages typically take 20-30 days, and for existing light water NPPs in the U.S., the reactor cannot be in operation during the outage. Furthermore, given that many NPPs generate between $1-1.5 million/day in revenue when in operation, there is considerable interest in shortening the length of refueling outages. Yet, refueling outages are highly complex operations, involving multiple concurrent and dependent activities that are difficult to coordinate. Finding ways to improve refueling outage performance while maintaining nuclear safety has proven to be difficult. The Advanced Outage Control Center project is a research and development (R&D) demonstration activity under the Light Water Reactor Sustainability (LWRS) Program. LWRS is a R&D program which works with industry R&D programs to establish technical foundations for the licensing and managing of long-term, safe, and economical operation of current NPPs. The Advanced Outage Control Center project has the goal of improving the management of commercial NPP refueling outages. To accomplish this goal, this INL R&D project is developing an advanced outage control center (OCC) that is specifically designed to maximize the usefulness of communication and collaboration technologies for outage coordination and problem resolution activities. This report describes specific recent efforts to develop a capability called outage Micro-Scheduling. Micro-Scheduling is the ability to allocate and schedule outage support task resources on a sub-hour basis. Micro-Scheduling is the real-time fine-tuning of the outage schedule to react to the actual progress of the primary outage activities to ensure that support task resources are optimally deployed with the least amount of delay and unproductive use of resources. The remaining sections of this report describe in more detail the scheduling challenges that occur during outages, how a Micro-Scheduling capability helps address those challenges, and provides a status update on work accomplished to date and the path forward.

    This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmental concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.
