    The Genomic Standards Consortium was formed in September 2005. It is an international, open-membership working body which promotes standardization in the description of genomes and the exchange and integration of genomic data. The 2009 meeting was an activity of a five-year funding Research Coordination Network from the National Science Foundation and was organized held at the DOE Joint Genome Institute with organizational support provided by the JGI and by the University of California - San Diego. In quick succession Frank Oliver Glockner (MPI-Bremen), Victor Markowitz (LBNL), Nikos Kyripides (JGI), Folker Meyer (ANL), Linda Amaral-Zettler (Marine Biology Lab), and James Cole (Michigan State University) provide updates on a number of topics related to GSC projects at the Genomic Standards Consortium 8th meeting at the DOE JGI in Walnut Creek, Calif. on Sept. 9, 2009.

    The smart power grid aims at harnessing information and communication technologies to enhance reliability and enforce sensible use of energy. Its realization is geared by the fundamental goal of effective management of demand load. In this work, we envision a scenario with real-time communication between the operator and consumers. The grid operator controller receives requests for power demands from consumers, with different power requirement, duration, and a deadline by which it is to be completed. The objective is to devise a power demand task scheduling policy that minimizes the grid operational cost over a time horizon. The operational cost is a convex function of instantaneous power consumption and reflects the fact that each additional unit of power needed to serve demands is more expensive as demand load increases.First, we study the off-line demand scheduling problem, where parameters are fixed and known.     Thermionic conversion is unique among power conversion approaches in its ability to generate power efficiently with high temperature heat rejection. This feature has made thermionics an attractive choice for space power systems; and it has substantial potential for terrestrial advanced energy conversion, if certain recently identified technological developments are realized in a low cost manner. Thermionic energy converters are well suited to a modular approach. Thermionics is a passive system without moving parts. Thermionic energy conversion is able to use heat at the highest temperatures available, and to reject waste heat at temperatures high enough to be efficiently used by other energy conversion systems. For example, a thermionic converter can utilize heat at a high temperature from a flame or other heat source, convert some of it to electricity, and deliver its waste heat at a temperature high enough to run a steam generator. The combination of the thermionic converter and steam generator could produce as much as 40% more electricity from the fuel than the steam generator alone. Other terrestrial applications include cogeneration and a possible power source for a hybrid, low-emission electric vehicle. These terrestrial applications require advances in efficiency and power density in order to operate with lower emitter temperatures than space power thermionic systems. Recently it has been shown that close spaced thermionic converters can achieve the performance goals necessary to meet these attractive new applications. The paper addresses the progress in this regard and describes approaches for engineering practical closed spaced converters for large scale applications. Clearly the potential for thermionic energy conversion is great. Every effort must now be made to use this technology to help solve the world`s energy problems. Investments in the manufacturing infrastructure necessary to make thermionic energy conversion cost effective are needed to reach this goal.

    A method and system for job backfill scheduling dedicated heterogeneous nodes in a multi-node computing environment. Heterogeneous nodes are grouped into homogeneous node sub-pools. For each sub-pool, a free node schedule (FNS) is created so that the number of to chart the free nodes over time. For each prioritized job, using the FNS of sub-pools having nodes useable by a particular job, to determine the earliest time range (ETR) capable of running the job. Once determined for a particular job, scheduling the job to run in that ETR. If the ETR determined for a lower priority job (LPJ) has a start time earlier than a higher priority job (HPJ), then the LPJ is scheduled in that ETR if it would not disturb the anticipated start times of any HPJ previously scheduled for a future time. Thus, efficient utilization and throughput of such computing environments may be increased by utilizing resources otherwise remaining idle.

    The theme of the meeting was ``A Path to Commercialization`` and discussion was devoted to addressing the nearest-term products and the time frame for implementation. The objectives of the meeting were to identify the barriers to commercialization, methods to overcome these barriers, and the actions required to achieve success. The meeting was planned to bring together government agencies and industry customers and, suppliers to discuss and conclude where the CFCC Program is today, where it is going, and how they plan to get there. It was also planned to join component developers with end users who can describe systems needs and projected schedules for introducing CFCC components in industrial applications.

    A Beryllium Technology Update meeting was held at the Idaho National Laboratory on July 18, 2007. Participants came from the U.S., Japan, and Russia. There were two main objectives of this meeting. One was a discussion of current technologies for beryllium in fission reactors, particularly the Advanced Test Reactor and the Japan Materials Test Reactor, and prospects for material availability in the coming years.     This document provides the Environmental Restorations Contractor (ERC) and the Project Hanford Management Contractor (PHMC) a schedule in accordance with the HNF-PRO-454, Inactive Waste Sites` HNF-PRO-455, Solid Waste 3 Management4 and BHI-EE-02, Environmental Requirements, of monitoring and sampling, routines for the near-facility environmental monitoring program during calendar year (CY) 1998. Every attempt will be made to consistently follow this schedule; any deviation from this schedule will be documented by an internal memorandum (DSI) explaining the reason for the deviation. The DSI will be issued by the scheduled performing organization and directed to Environmental Monitoring and Investigations. The survey frequencies for particular sites are determined by the technical judgment of Environmental Monitoring and investigations and may depend on the site history, radiological status, use, and general conditions. Additional surveys may be requested at irregular frequencies if conditions warrant. All radioactive wastes sites are scheduled to be surveyed at least annually. Any newly discovered wastes sites not documented by this schedule will be included in the revised schedule for CY 1999. The outside perimeter road surveys of 200 East and West Area and the rail survey from the 300 Area to Columbia Center will be performed in the year 2000 per agreement with Department of Energy, Richland Field Office. This schedule does not discuss staffing needs, nor does it list the monitoring equipment to be used in completing specific routines. Personnel performing routines to meet this schedule shall communicate any need for 1332 assistance in completing these routines to Radiological Control management and Environmental Monitoring and Investigations. After each routine survey is completed, a copy of the survey record, maps, and data sheets will be forwarded to Environmental Monitoring and Investigations. These routine surveys will not be considered complete until this documentation is received. At the end of each month, the ERC and PHMC radiological control organizations shall forward a copy of the Routine Signoff Sheet and a DSI validating the completion of the scheduled routine surveys for that month.

    A Next Generation Nuclear Plant (NGNP) fuel acquisition strategy was first established in 2007. In that report, a detailed technical assessment of potential fuel vendors for the first core of NGNP was conducted by an independent group of international experts based on input from the three major reactor vendor teams. Part of the assessment included an evaluation of the credibility of each option, along with a cost and schedule to implement each strategy compared with the schedule and throughput needs of the NGNP project. While credible options were identified based on the conditions in place at the time, many changes in the assumptions underlying the strategy and in externalities that have occurred in the interim requiring that the options be re-evaluated. This document presents an update to that strategy based on current capabilities for fuel fabrication as well as fuel performance and qualification testing worldwide. In light of the recent Pebble Bed Modular Reactor (PBMR) project closure, the Advanced Gas Reactor (AGR) fuel development and qualification program needs to support both pebble and prismatic options under the NGNP project. A number of assumptions were established that formed a context for the evaluation. Of these, the most important are: Based on logistics associated with the on-going engineering design activities, vendor teams would start preliminary design in October 2012 and complete in May 2014. A decision on reactor type will be made following preliminary design, with the decision process assumed to be completed in January 2015. Thus, no fuel decision (pebble or prismatic) will be made in the near term. Activities necessary for both pebble and prismatic fuel qualification will be conducted in parallel until a fuel form selection is made. As such, process development, fuel fabrication, irradiation, and testing for pebble and prismatic options should not negatively influence each other during the period prior to a decision on reactor type. Additional funding will be made available beginning in fiscal year (FY) 2012 to support pebble bed fuel fabrication process development and fuel testing while maintaining the prismatic fuel schedule. Options for fuel fabrication for prismatic and pebble bed were evaluated based on the credibility of each option, along with a cost and schedule to implement each strategy. The sole prismatic option is Babcock and Wilcox (B&W) producing uranium oxycarbide (UCO) tristructural-isotropic (TRISO) fuel particles in compacts. This option finishes in the middle of 2022 . Options for the pebble bed are Nuclear Fuel Industries (NFI) in Japan producing uranium dioxide (UO2) TRISO fuel particles, and/or B&W producing UCO or UO2 TRISO fuel particles. All pebble options finish in mid to late 2022.

    This schedule is available for the contract purchase of Firm Power to be used within the Pacific Northwest (PNW). Priority Firm (PF) Power may be purchased by public bodies, cooperatives, and Federal agencies for resale to ultimate consumers, for direct consumption, and for Construction, Test and Start-Up, and Station Service. Rates in this schedule are in effect beginning October 1, 2006, and apply to purchases under requirements Firm Power sales contracts for a three-year period. The Slice Product is only available for public bodies and cooperatives who have signed Slice contracts for the FY 2002-2011 period. Utilities participating in the Residential Exchange Program (REP) under Section 5(c) of the Northwest Power Act may purchase Priority Firm Power pursuant to the Residential Exchange Program. Rates under contracts that contain charges that escalate based on BPA's Priority Firm Power rates shall be based on the three-year rates listed in this rate schedule in addition to applicable transmission charges. This rate schedule supersedes the PF-02 rate schedule, which went into effect October 1, 2001. Sales under the PF-07 rate schedule are subject to BPA's 2007 General Rate Schedule Provisions (2007 GRSPs). Products available under this rate schedule are defined in the 2007 GRSPs. For sales under this rate schedule, bills shall be rendered and payments due pursuant to BPA's 2007 GRSPs and billing process.

    A means of estimating the cost of hydrogen sulfide (H/sub 2/S) emission control was investigated. This study was designed to derive H/sub 2/S emission abatement cost functions and illustrate the cost of H/sub 2/S emission abatement at a hydrothermal site. Four tasks were undertaken: document the release of H/sub 2/S associated with geothermal development; review H/sub 2/S environmental standards; develop functional relationships that may be used to estimate the most cose-effective available H/sub 2/S abatement process; and use the cost functions to generate abatement cost estimates for a specific site. The conclusions and recommendations derived from the research are presented. The definition of the term impacts as used in this research is discussed and current estimates of the highest expected H/sub 2/S concentrations of in geothermal reservoirs are provided. Regulations governing H/sub 2/S emissions are reviewed and a review of H/sub 2/S control technology and a summary of the control cost functions are included. A case study is presented to illustrate H/sub 2/S abatement costs at the Baca KGRA in New Mexico.

    This document provides Bechtel Hanford, Inc. (BHI) and Westinghouse Hanford Company (WHC) a schedule of monitoring and sampling routines for the Operational Environmental Monitoring (OEM) program during calendar year (CY) 1995. Every attempt will be made to consistently follow this schedule; any deviation from this schedule will be documented by an internal memorandum (DSI) explaining the reason for the deviation. The DSI will be issued by the scheduled performing organization and directed to Near-Field Monitoring. The survey frequencies for particular sites are determined by the technical judgment of Near-Field Monitoring and may depend on the site history, radiological status, use and general conditions. Additional surveys may be requested at irregular frequencies if conditions warrant. All radioactive wastes sites are scheduled to be surveyed at least annually. Any newly discovered wastes sites not documented by this schedule will be included in the revised schedule for CY 1995.

    This paper is a status update of the SLAC P2 Marx. This Marx-topology klystron modulator is a second-generation modulator which builds upon experience gained from the SLAC P1 Marx. There are several fundamental differences between these modulators including the correction scheme, bus voltages, and the control system architecture.     This Implementation Plan is intended to provide a basis for improvements in the conduct of the Environmental Restoration (ER) Program at Hanford. The Plan is based on the findings of the Schedule Optimization Study (SOS) team which was convened for two weeks in September 1992 at the request of the U.S. Department of Energy (DOE) Richland Operations Office (RL). The need for the study arose out of a schedule dispute regarding the submission of the 1100-EM-1 Operable Unit (OU) Remedial Investigation/Feasibility Study (RI/FS) Work Plan. The SOS team was comprised of independent professionals from other federal agencies and the private sector experienced in environmental restoration within the federal system. The objective of the team was to examine reasons for the lengthy RI/FS process and recommend ways to expedite it. The SOS team issued their Final Report in December 1992. The report found the most serious impediments to cleanup relate to a series of management and policy issues which are within the control of the three parties managing and monitoring Hanford -- the DOE, U.S. Environmental Protection Agency (EPA), and the State of Washington Department of Ecology (Ecology). The SOS Report identified the following eight cross-cutting issues as the root of major impediments to the Hanford Site cleanup. Each of these eight issues is quoted from the SOS Report followed by a brief, general description of the proposed approach being developed.

    As Pacific Northwest National Laboratory (PNNL) initiated a Core Business Hours program, it became a challenge to ensure that the hundreds of systems campus wide were operating within their programmed schedules. Therefore, a collaborative exchange between PNNL operations and PNNL researchers developing the Decision Support for Operations and Maintenance (DSOM) software package was initiated to create a tool to solve this problem. This new DSOM tool verifies systems are operating within scheduled operation times by polling Building Automation and Control Network (BACnet) identifiers of systems on/off or command statuses. The tool records the time spent in operation state (ON) and totalizes each system over a rolling 7-day period, highlighting systems that are running over the scheduled hours. This snapshot view allows building management to look quickly at the entire campus to ensure that systems are not operating beyond their scheduled hours.

    On June 14--17, 1988 the participants and invited guests of the Cooperative Program in Kraft Recovery gathered in Charleston, South Carolina, to review progress on four major black liquor research programs being executed at the Institute of Paper Chemistry, the University of Maine, the National Bureau of Standards, and the University of Florida. These programs include: (1) Black Liquor Properties; (2) Black Liquor Droplet Formation; (3) Black Liquor Nozzle Evaluation; and (4) Black Liquor Combustion. In addition to the objectives of previous meetings, this meeting made a direct attempt to gather ideas on how to improve our ability to move from new technology concepts to commercial implementation. Also attached is the agenda for the Charleston meeting. The first two days were involved with updates and reviews of the four major black liquor programs. A half day was spent discussing pathways to implementation and developing thoughts on what industry, DOE and academia could do to facilitate commercial implementation of the research results. This publication is a summary of the presentations made in Charleston and the industry responses to the research work. Readers are cautioned that the contents are in-progress updates on the status of the research and do not represent referred technical papers.     High-precision radial velocity planet searches have surveyed over ~2000 nearby stars and detected over ~200 planets. While these same stars likely harbor many additional planets, they will become increasingly challenging to detect, as they tend to have relatively small masses and/or relatively long orbital periods. Therefore, observers are increasing the precision of their observations, continuing to monitor stars over decade timescales, and also preparing to survey thousands more stars. Given the considerable amounts of telescope time required for such observing programs, it is important use the available resources as efficiently as possible. Previous studies have found that a wide range of predetermined scheduling algorithms result in planet searches with similar sensitivities. We have developed adaptive scheduling algorithms which have a solid basis in Bayesian inference and information theory and also are computationally feasible for modern planet searches. We have performed Monte Carlo simulations of plausible planet searches to test the power of adaptive scheduling algorithms. Our simulations demonstrate that planet searches performed with adaptive scheduling algorithms can simultaneously detect more planets, detect less massive planets, and measure orbital parameters more accurately than comparable surveys using a non-adaptive scheduling algorithm. We expect that these techniques will be particularly valuable for the N2K radial velocity planet search for short-period planets as well as future astrometric planet searches with the Space Interferometry Mission which aim to detect terrestrial mass planets.

    In this paper, we present an approach to fault tolerant execution of dynamic task graphs scheduled using work stealing. In particular, we focus on selective and localized recovery of tasks in the presence of soft faults. We elicit from the user the basic task graph structure in terms of successor and predecessor relationships. The work stealing-based algorithm to schedule such a task graph is augmented to enable recovery when the data and meta-data associated with a task get corrupted. We use this redundancy, and the knowledge of the task graph structure, to selectively recover from faults with low space and time overheads. We show that the fault tolerant design retains the essential properties of the underlying work stealing-based task scheduling algorithm, and that the fault tolerant execution is asymptotically optimal when task re-execution is taken into account. Experimental evaluation demonstrates the low cost of recovery under various fault scenarios.

    This document contains summaries of technology development presented at the 1995 Efficient Separations and Processing Cross-Cutting Program (ESP) Annual Technical Exchange Meeting. The ESP is sponsored by the US Department of Energy`s Office of Environmental Management (EM), Office of Technology Development. The meeting is held annually to promote a free exchange of ideas among technology developers, potential users (for example, EM focus areas), and other interested parties within EM. During this meeting, developers of ESP-funded technologies describe the problems and needs addressed by their technologies; the technical approach, accomplishments, and resolution of issues; the strategy and schedule for commercialization; and evolving potential applications. Presenters are asked to address the following areas: Target waste management problem, waste stream, or data need; scientific background and technical approach; technical accomplishments and resolution of technical issues; schedule and strategy for commercializing and implementing the technology or acquiring needed data; potential alternate applications of the technology or data, including outside of DOE/EM. The meeting is not a program review of the individual tasks or subtasks; but instead focuses on the technical aspects and implementation of ESP-sponsored technology or data.     Today?s scientific and business applications generate mas- sive data sets that need to be transferred to remote sites for sharing, processing, and long term storage. Because of increasing data volumes and enhancement in current net- work technology that provide on-demand high-speed data access between collaborating institutions, data handling and scheduling problems have reached a new scale. In this paper, we present a new data scheduling model with ad- vance resource provisioning, in which data movement operations are defined with earliest start and latest comple- tion times. We analyze time-dependent resource assign- ment problem, and propose a new methodology to improve the current systems by allowing researchers and higher-level meta-schedulers to use data-placement as-a-service, so they can plan ahead and submit transfer requests in advance. In general, scheduling with time and resource conflicts is NP-hard. We introduce an efficient algorithm to organize multiple requests on the fly, while satisfying users? time and resource constraints. We successfully tested our algorithm in a simple benchmark simulator that we have developed, and demonstrated its performance with initial test results.

    The large scale penetration of electric vehicles (EVs) will introduce technical challenges to the distribution grid, but also carries the potential for vehicle-to-grid services. Namely, if available in large enough numbers, EVs can be used as a distributed energy resource (DER) and their presence can influence optimal DER investment and scheduling decisions in microgrids. In this work, a novel EV fleet aggregator model is introduced in a stochastic formulation of DER-CAM [1], an optimization tool used to address DER investment and scheduling problems. This is used to assess the impact of EV interconnections on optimal DER solutions considering uncertainty in EV driving schedules. Optimization results indicate that EVs can have a significant impact on DER investments, particularly if considering short payback periods. Furthermore, results suggest that uncertainty in driving schedules carries little significance to total energy costs, which is corroborated by results obtained using the stochastic formulation of the problem.

    States are moving forward with implementation plans for the Clean Air Interstate Rule (CAIR). The program, promulgated by the EPA in March 2005, is a cap-and-trade system designed to reduce emissions of SO2 and NOx. States originally had until March 2007 to submit implementation plans, but the deadline has been extended by another year. CAIR covers 28 eastern states and the District of Columbia. States have the option to participate in the cap-and trade plan or devise their own plans, which can be more stringent than the federal requirements. To date, no state has indicated an intent to form NOx and SO2 programs with emissions limits stricter than those in CAIR, and it is expected that all states will participate in the Environmental Protection Agency administered cap-and-trade program. CAIR remains on schedule for implementation, and Annual Energy Outlook 2008 includes CAIR by assuming that all required states will meet only the federal requirement and will trade credits.

    A major difficulty of choosing an optimal radiation schedule is the uncertainty of model parameters due to geometric and patient specific uncertainties. This paper proposes a method for determining the optimal fractionation schedule in the Linear Quadratic (LQ) model with multiple normal tissue toxicity constraints in the presence of uncertainties in model parameters. To this end, we assumed uncertainty in the LQ model can take two forms: (i) estimation errors for parameters of constant but unknown value, and (ii) stochasticity of random variables. For the unknown parameters, we formulated our problem as a conservative model whose solution is immune to the parameter drifts. When the underlying distributions of uncertain parameters are known, we developed a model which required the decision maker to specify a probability that determined the feasibility of normal tissues constraints and risk factor in the objective function.     This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmental concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. Because technology demonstration and commercialization tend to raise more environmental concerns than other portions of the transportation program, most of this EDP addresses these concerns.

    The long-term viability of existing nuclear power plants (NPPs) in the United States (U.S.) is dependent upon a number of factors, including maintaining high capacity factors, maintaining nuclear safety, and reducing operating costs, particularly those associated with refueling outages. Refueling outages typically take 20-30 days, and for existing light water NPPs in the U.S., the reactor cannot be in operation during the outage. Furthermore, given that many NPPs generate between $1-1.5 million/day in revenue when in operation, there is considerable interest in shortening the length of refueling outages. Yet, refueling outages are highly complex operations, involving multiple concurrent and dependent activities that are difficult to coordinate. Finding ways to improve refueling outage performance while maintaining nuclear safety has proven to be difficult. The Advanced Outage Control Center project is a research and development (R&D) demonstration activity under the Light Water Reactor Sustainability (LWRS) Program. LWRS is a R&D program which works with industry R&D programs to establish technical foundations for the licensing and managing of long-term, safe, and economical operation of current NPPs. The Advanced Outage Control Center project has the goal of improving the management of commercial NPP refueling outages. To accomplish this goal, this INL R&D project is developing an advanced outage control center (OCC) that is specifically designed to maximize the usefulness of communication and collaboration technologies for outage coordination and problem resolution activities. This report describes specific recent efforts to develop a capability called outage Micro-Scheduling. Micro-Scheduling is the ability to allocate and schedule outage support task resources on a sub-hour basis. Micro-Scheduling is the real-time fine-tuning of the outage schedule to react to the actual progress of the primary outage activities to ensure that support task resources are optimally deployed with the least amount of delay and unproductive use of resources. The remaining sections of this report describe in more detail the scheduling challenges that occur during outages, how a Micro-Scheduling capability helps address those challenges, and provides a status update on work accomplished to date and the path forward.

    This report summarizes the Low-Level Radioactive Waste Forum (LLW Forum) meeting on May 29 through May 31, 1996.The LLW Forum is an association of state and compact representatives, appointed by governors and compact commissions, established to facilitate state and compact implementation of the Low-Level Waste Policy Act of 1980 and the Low-Level Radioactive Waste Policy Amendments Act of 1985 and to promote the objectives of low-level radioactive waste regional compacts. The LLW forum provides an opportunity for state and compact officials to share information with one another and to exchange views with officials of federal agencies and other interested parties.
