Thailand has continued to promote domestic biofuel utilization. Production and consumption of biofuel in Thailand have continued to increase at a fast rate due to aggressive policies of the Thai government in reducing foreign oil import and increasing domestic renewable energy utilization. This paper focuses on ethanol production and consumption, and the use of gasohol in Thailand. The paper is an update on the previous paper--Biofuel Infrastructure Development and Utilization in Thailand--in August 2008.

An Update on Ethanol Production and Utilization in Thailand2014

In spite of the recent political turmoil, Thailand has continued to develop its ethanol based alternative fuel supply and demand infrastructure. Its support of production and sales of ethanol contributed to more than doubling the production over the past five years alone. In April 2014, average consumption stood at 3.18 million liter per day- more than a third on its way to its domestic consumption goal of 9 million liters per day by 2021. Strong government incentives and the phasing out of non-blended gasoline contributed substantially. Concurrently, exports dropped significantly to their lowest level since 2011, increasing the pressure on Thai policy makers to best balance energy independency goals with other priorities, such as Thailands trade balance and environmental aspirations. Utilization of second generation biofuels might have the potential to further expand Thailands growing ethanol market. Thailand has also dramatically increased its higher ethanol blend vehicle fleet, with all new vehicles sold in the Thai market now being E20 capable and the number of E85 vehicles increasing three fold in the last year from 100,000 in 2013 to 300,000 in 2014.

This paper reports that the pace of exploration is packing up in Romania's offshore and onshore sectors. Enterprise Oil Exploration Ltd., London, signed an exploration and production sharing agreement with state owned Rompetrol SA for two Black Sea blocks, Nos. XIII and XV, covering 3,000 sq km and 4,000 sq km, respectively. Shell Romania Exploration BV agreed with Rompetrol on an exploration and production sharing agreement for onshore Block 10. This covers 6,150 sq km in northern Transylvania. Shell's target will be deep formations underlying producing gas zones. Enterprise has a 65% share as operator of Blocks XIII and XV, while partner CanadianOxy (Romania) Ltd. holds the remaining 35%. Exploration and development costs will be borne by the license partners, while Rompetrol will take a share of any production.

This evaluation updates and expands on a previous assessment of seven pathways conducted in 2009. This study summarizes key results, parameters, and sensitivities to those parameters for the 10 hydrogen pathways, reporting on the levelized cost of hydrogen in 2007 U.S. dollars as well as life-cycle well-to-wheels energy use and GHG emissions associated with the pathways.

Between 1980 and 2000, China's energy efficiency policiesresulted in a decoupling of the traditionally linked relationship betweenenergy use and gross domestic product (GDP) growth, realizing a four-foldincrease in GDP with only a doubling of energy use. However, during Chinas transition to a market-based economy in the 1990s, many of thecountry's energy efficiency programs were dismantled and between 2001 and2005 China's energy use increased significantly, growing at about thesame rate as GDP. Continuation of this one-to-one ratio of energyconsumption to GDP given China's stated goal of again quadrupling GDPbetween 2000 and 2020 will lead to significant demand for energy, most ofwhich is coal-based. The resulting local, national, and globalenvironmental impacts could be substantial.In 2005, realizing thesignificance of this situation, the Chinese government announced anambitious goal of reducing energy consumption per unit of GDP by 20percent between 2005 and 2010. One of the key initiatives for realizingthis goal is the Top-1000 Energy-Consuming Enterprises program. Thecomprehensive energy consumption of these 1000 enterprises accounted for33 percent of national and 47 percent of industrial energy usage in 2004.Under the Top-1000 program, 2010 energy consumption targets wereannounced for each enterprise. Activities to be undertaken includebenchmarking, energy audits, development of energy saving action plans,information and training workshops, and annual reporting of energyconsumption. This paper will describe the program in detail, includingthe types of enterprises included and the program activities, and willprovide an analysis of the progress and lessons learned todate.

The following conclusions are drawn from the information presented in this report: (1) Joint efforts by industry and government focused on meeting RTC recommendations for reduction/removal of barriers have met with some success. The most notable of these are the changes in regulations related to CCB utilization by individual states. Regionally or nationally consistent state regulation of CCB utilization would further reduce regulatory barriers. (2) Technology changes will continue to be driven by the CAAA, and emission control technologies are expected to continue to impact the type and properties of CCBs generated. As a result, continued RD and D will be needed to learn how to utilize new and changing CCBs in environmentally safe, technically sound, and economically advantageous ways. Clean coal technology CCBs offer a new challenge because of the high volumes expected to be generated and the different characteristics of these CCBs compared to those of conventional CCBs. (3) Industry and government have developed the RD and D infrastructure to address the technical aspects of developing and testing new CCB utilization applications, but this work as well as constant quality control/quality assurance testing needs to be continued to address both industry wide issues and issues related to specific materials, regions, or users. (4) Concerns raised by environmental groups and the public will continue to provide environmental and technical challenges to the CCB industry. It is anticipated that the use of CCBs in mining applications, agriculture, structural fills, and other land applications will continue to be controversial and will require case-by-case technical and environmental information to be developed. The best use of this information will be in the development of generic regulations specifically addressing the use of CCBs in these different types of CCB applications. (5) The development of federal procurement guidelines under Executive Order 12873 titled ''Federal Acquisition, Recycling and Waste Prevention,'' in October 1993 was a positive step toward getting CCBs accepted in the marketplace. Industry needs to continue to work with EPA to develop additional procurement guidelines for products containing CCBs--and to take advantage of existing guidelines to encourage the use of CCBs in high-profile projects. (6) Accelerated progress toward increased utilization of CCBs can be made only if there is an increased financial commitment and technical effort by industry and government. The framework for this has been set by the successful cooperation of industry and government under DOE leadership. Cooperation should continue, with DOE fulfilling its lead role established in the RTC. It is clear that the RTC recommendations continue to have validity with respect to increasing CCB utilization and continue to provide guidance to industry and government agencies.

Updated Measurement of the Single Top Quark Production Cross Section and $V{tb}$ in the Missing Transverse Energy Plus Jets Topology in $p\\bar{p}$ Collisions at $\\sqrt{s} = 1.96$ TeV

An updated measurement of the single top quark production cross section is presented using the full data set collected by the Collider Detector at Fermilab (CDF) and corresponding to 9.5 fb${}^{-1}$ of integrated luminosity from proton-antiproton collisions at 1.96 TeV center-of-mass energy. The events selected contain an imbalance in the total transverse energy, jets identified as originating from $b$ quarks, and no identified leptons. The sum of the $s$- and $t$-channel single top quark cross sections is measured to be $3.53_{-1.16}^{+1.25}$ pb and a lower limit on $V_{tb}$ of 0.63 is obtained at the 95% credibility level. These measurements are combined with previously reported CDF results obtained from events with an imbalance in total transverse energy, jets identified as originating from $b$ quarks, and exactly one identified lepton. The combined cross section is measured to be $3.02_{-0.48}^{+0.49}$ pb and a lower limit on $V{tb}$ of 0.84 is obtained at the 95% credibility level.

Routing SCADA data through an enterprise WAN

Houston Lighting and Power (HL and P) and many other large utilities have investigated substantial resources in developing integrated enterprise wide area networks (WANs). The WAN provides unprecedented opportunities for integrating information throughout the corporation, resulting in improved efficiency and reduced costs of operation. In contrast, present dedicated point-to-point SCADA data circuits from the energy management system (EMS) to remote terminal units (RTUs) are not currently integrated with the network, nor replicated in any offsite backup system. An integrated approach might integrate communications from selected RTUs over the WAN to a backup system or the EMS. Such an approach would potentially provide improved disaster recovery, more efficient use of communications, reduced maintenance costs, and improved availability of operational data. RTU data, however, is fundamentally different from most other WAN traffic in that it is critical to the moment-to-moment operation of the utility and consists of a large number of messages repeated frequently and continuously. There are valid concerns as to whether the stability, availability, and inherent latency of the WAN would be adequate to support operations of a backup or primary SCADA system. There are also concerns about the adverse effects that SCADA traffic might have on the WAN. These concerns led to the project featured in this article, which tested the operational suitability and effectiveness of routing SCADA data between selected RTUs and a central site on the WAN.

T3: Secure, Scalable, Distributed Data Movement and Remote System Control for Enterprise Level Cyber Security

Enterprise level cyber security requires the deployment, operation, and monitoring of many sensors across geographically dispersed sites. Communicating with the sensors to gather data and control behavior is a challenging task when the number of sensors is rapidly growing. This paper describes the system requirements, design, and implementation of T3, the third generation of our transport software that performs this task. T3 relies on open source software and open Internet standards. Data is encoded in MIME format messages and transported via NNTP, which provides scalability. OpenSSL and public key cryptography are used to secure the data. Robustness and ease of development are increased by defining an internal cryptographic API, implemented by modules in C, Perl, and Python. We are currently using T3 in a production environment. It is freely available to download and use for other projects.

China's Top-1000 Energy-Consuming Enterprises Program:Reducing Energy Consumption of the 1000 Largest Industrial Enterprises in China

In 2005, the Chinese government announced an ambitious goal of reducing energy consumption per unit of GDP by 20% between 2005 and 2010. One of the key initiatives for realizing this goal is the Top-1000 Energy-Consuming Enterprises program. The energy consumption of these 1000 enterprises accounted for 33% of national and 47% of industrial energy usage in 2004. Under the Top-1000 program, 2010 energy consumption targets were determined for each enterprise. The objective of this paper is to evaluate the program design and initial results, given limited information and data, in order to understand the possible implications of its success in terms of energy and carbon dioxide emissions reductions and to recommend future program modifications based on international experience with similar target-setting agreement programs. Even though the Top-1000 Program was designed and implemented rapidly, it appears that--depending upon the GDP growth rate--it could contribute to somewhere between approximately 10% and 25% of the savings required to support China's efforts to meet a 20% reduction in energy use per unit of GDP by 2010.

Cherokee Nation Enterprises Wind Energy Feasibility Study Final Report to U.S. DOE

CNE has conducted a feasibility study on the Chilocco property in north-central Oklahoma since the grant award on July 20, 2003. This study has concluded that there is sufficient wind for a wind farm and that with the Production Tax Credits and Green Tags, there will be sufficient energy to, not only cover the costs of the Nations energy needs, but to provide a profit. CNE has developed a wind energy team and is working independently and with industry partners to bring its renewable energy resources to the marketplace. We are continuing with the next phase in conducting avian, cultural and transmission studies, as well as continuing to measure the wind with the SoDAR unit. Cherokee Nation Enterprises, Inc. is a wholly-owned corporation under Cherokee Nation and has managed the Department of Energy grant award since July 20, 2003. In summary, we have determined there is sufficient wind for a wind farm at the Chilocco property where Cherokee Nation owns approximately 4,275 acres. The primary goal would be more of a savings in light of the electricity used by Cherokee Nation and its entities which totals an estimated eight million dollars per year. Cherokee Nation Enterprises (CNE), working independently and with industry partners, plans to bring its renewable energy resources into the marketplace through a well-documented understanding of our undeveloped resource. Our plan is to cultivate this resource in a way that will ensure the development and use for our energy will be in an environmentally and culturally acceptable form.

The Northeast Waste Management Enterprise was created in response to Dr. Clyde Frank`s vision of a new partnership between research, industrial, and financial sectors, with the goal of speeding development and use (particularly at U.S. Department of Energy [DOE] facilities) of environmental remediation technologies. It was anticipated that this partnership would also strengthen the international competitiveness of the U.S. environmental industry. Brookhaven National Laboratory`s (BNL) response to Dr. Frank was a proposal to create the Northeast Waste Management Alliance, later renamed the Northeast Waste Management Enterprise (NEWME). Recognizing the need to supplement its own technical expertise with acumen in business, financial management, and venture capital development, BNL joined forces with the Long Island Research Institute (LIRI). Since its inception at the end of FY 1993, NEWME has achieved several significant accomplishments in pursuing its original business and strategic plans. However, its successes have been constrained by a fundamental mismatch between the time scales required for technology commercialization, and the immediate need for available environmental technologies of those involved with ongoing environmental remediations at DOE facilities.

Integrating the Healthcare Enterprise in Radiation Oncology Plug and Play-The Future of Radiation Oncology?

Purpose: To describe the processes and benefits of the integrating healthcare enterprises in radiation oncology (IHE-RO). Methods: The IHE-RO process includes five basic steps. The first step is to identify common interoperability issues encountered in radiation treatment planning and the delivery process. IHE-RO committees partner with vendors to develop solutions (integration profiles) to interoperability problems. The broad application of these integration profiles across a variety of vender platforms is tested annually at the Connectathon event. Demonstration of the seamless integration and transfer of patient data to the potential users are then presented by vendors at the public demonstration event. Users can then integrate these profiles into requests for proposals and vendor contracts by institutions. Results: Incorporation of completed integration profiles into requests for proposals can be done when purchasing new equipment. Vendors can publish IHE integration statements to document the integration profiles supported by their products. As a result, users can reference integration profiles in requests for proposals, simplifying the systems acquisition process. These IHE-RO solutions are now available in many of the commercial radiation oncology-related treatment planning, delivery, and information systems. They are also implemented at cancer care sites around the world. Conclusions: IHE-RO serves an important purpose for the radiation oncology community at large.

Enterprise SRS: Leveraging Ongoing Operations to Advance National Programs - 13108

The SRS is re-purposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, strategic view of SRS as a united endeavor for 'all things nuclear' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with ongoing missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The DOE Savannah River Operations Office, Savannah River Nuclear Solutions, and the Savannah River National Laboratory (SRNL) have established the Center for Applied Nuclear Materials Processing and Engineering Research (CANMPER). The key objective of this initiative is to bridge the gap between promising transformational nuclear materials management advancements and large-scale deployment of the technology by leveraging SRS assets (e.g. facilities, staff, and property) for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. CANMPER will coordinate the demonstration of R and D technologies and serve as the interface between the engineering-scale demonstration and the R and D programs, essentially providing cradle-to-grave support to the R and D team during the demonstration. While the initial focus of CANMPER will be on the effective use of SRS assets for these demonstrations, CANMPER also will work with research teams to identify opportunities to perform R and D demonstrations at other facilities. Unique to this approach is the fact that these SRS assets will continue to accomplish DOE's critical nuclear material missions (e.g., processing in H-Canyon and plutonium storage in K-Area). The demonstration can be accomplished in a more cost-effective manner through the use of existing facilities in conjunction with ongoing missions. Essentially, the R and D program would not need to pay the full operational cost of a facility, just the incremental cost of performing the demonstration. Current CANMPER activities have been focused on integrating advanced safeguards monitoring technology demonstrations into the SRS H-Canyon and advanced location technology demonstrations into K-Area Materials Storage. These demonstrations are providing valuable information to researchers and program owners. In addition these demonstrations are providing CANMPER with an improved protocol for demonstration management that can be exercised across the entire SRS (and to offsite venues) to ensure that future demonstrations are done efficiently and provide an opportunity to use these unique assets for multiple purposes involving national laboratories, academia, and commercial entities. Key among the envisioned future demonstrations is the use of H-Canyon to demonstrate new nuclear materials separations technologies critical for advancing the mission needs of three major program offices: DOE-EM, DOE-Nuclear Energy (DOE-NE), and the NNSA. Given the modular design of H-Canyon, the demonstrations would be accomplished using a process frame. The demonstration equipment would be installed on the process frame and that frame would then be positioned into an H Canyon cell so that the demonstration is performed in a radiological environment involving prototypic nuclear materials. Important Norwegian crude assays updated

New assays on two important Norwegian North Sea crude oils, Statfjord and Gullfaks, are presented. Both are high-quality, low-sulfur crudes that will yield a full range of good-quality products. All assay data came from industry-standard test procedures. The Statfjord field is the largest in the North Sea. Production started in 1979. Statfjord is a typical North Sea crude, produced from three separate platforms and three separate loading buoys with interconnecting lines. Current production is about 700,000 b/d. Gullfaks is produced from a large field in Block 34/10 of the Norwegian sector of the North Sea production area. Gullfaks crude oil is more biodegraded than other crudes from the region. Biodegradation has removed most of the waxy normal paraffins, resulting in a heavier, more naphthenic and aromatic crude.

Gap Assessment (FY 13 Update)

To help guide its future data collection efforts, The DOE GTO funded a data gap analysis in FY2012 to identify high potential hydrothermal areas where critical data are needed. This analysis was updated in FY2013 and the resulting datasets are represented by this metadata. The original process was published in FY 2012 and is available here: https://pangea.stanford.edu/ERE/db/GeoConf/papers/SGW/2013/Esposito.pdf Though there are many types of data that can be used for hydrothermal exploration, five types of exploration data were targeted for this analysis. These data types were selected for their regional reconnaissance potential, and include many of the primary exploration techniques currently used by the geothermal industry. The data types include: 1. well data 2. geologic maps 3. fault maps 4. geochemistry data 5. geophysical data To determine data coverage, metadata for exploration data (including data type, data status, and coverage information) were collected and catalogued from nodes on the National Geothermal Data System (NGDS). It is the intention of this analysis that the data be updated from this source in a semi-automated fashion as new datasets are added to the NGDS nodes. In addition to this upload, an online tool was developed to allow all geothermal data providers to access this assessment and to directly add metadata themselves and view the results of the analysis via maps of data coverage in Geothermal Prospector (http://maps.nrel.gov/gt_prospector). A grid of the contiguous U.S. was created with 88,000 10-km by 10-km grid cells, and each cell was populated with the status of data availability corresponding to the five data types. Using these five data coverage maps and the USGS Resource Potential Map, sites were identified for future data collection efforts. These sites signify both that the USGS has indicated high favorability of occurrence of geothermal resources and that data gaps exist. The uploaded data are contained in two data files for each data category. The first file contains the grid and is in the SHP file format (shape file.) Each populated grid cell represents a 10k area within which data is known to exist. The second file is a CSV (comma separated value) file that contains all of the individual layers that intersected with the grid. This CSV can be joined with the map to retrieve a list of datasets that are available at any given site. The attributes in the CSV include: 1. grid_id : The id of the grid cell that the data intersects with 2. title: This represents the name of the WFS service that intersected with this grid cell 3. abstract: This represents the description of the WFS service that intersected with this grid cell 4. gap_type: This represents the category of data availability that these data fall within. As the current processing is pulling data from NGDS, this category universally represents data that are available in the NGDS and are ready for acquisition for analytic purposes. 5. proprietary_type: Whether the data are considered proprietary 6. service_type: The type of service 7. base_url: The service URL

Commercial Off-the-Shelf (COTS) Components and Enterprise Component Information System (eCIS)

The purpose of the project was to develop the processes for using commercial off-the-shelf (COTS) parts for WR production and to put in place a system for implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. Much of the effort was devoted to determining if the use of COTS parts was possible. A basic question: How does the Nuclear Weapons Complex (NWC) begin to use COTS in the weapon Stockpile Life Extension Programs with high reliability, affordability, while managing risk at acceptable levels? In FY00, it was determined that a certain weapon refurbishment program could not be accomplished without the use of COTS components. The elements driving the use of COTS components included decreased cost, greater availability, and shorter delivery time. Key factors that required implementation included identifying the best suppliers and components, defining life cycles and predictions of obsolescence, testing the feasibility of using COTS components with a test contractor to ensure capability, as well as quality and reliability, and implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. The primary effort of this project then was to concentrate on the risks involved in the use of COTS and address the issues of part and vendor selection, procurement and acceptance processes, and qualification of the parts via part and sample testing. The Enterprise Component Information System (eCIS) was used to manage the information generated by the COTS process. eCIS is a common interface for both the design and production of NWC components and systems integrating information between SNL National Laboratory (SNL) and the Kansas City Plant (KCP). The implementation of COTS components utilizes eCIS from part selection through qualification release. All part related data is linked across an unclassified network for access by both SNL and KCP personnel. The system includes not only NWC part information but also includes technical reference data for over 25 Million electronic and electromechanical commercial and military parts via a data subscription. With the capabilities added to the system through this project, eCIS provides decision support, parts list/BOM analysis, editing, tracking, workflows, reporting, and history/legacy information integrating manufacturer reference, company technical, company business, and design data.

Clean coal technology programs: program update 2006

The purpose of the Clean Coal Technology Programs: Program Update 2006 is to provide an updated status of the DOE commercial-scale demonstrations of clean coal technologies (CCTs). These demonstrations are performed under the Clean Coal Technology Demonstration Program (CCTDP), the Power Plant Improvement Initiative (PPII) and the Clean Coal Power Initiative (CCPI). Program Update 2006 provides 1) a discussion of the role of clean coal technology demonstrations in improving the nation's energy security and reliability, while protecting the environment using the nation's most abundant energy resource - coal; 2) a summary of the funding and costs of the demonstrations; and 3) an overview of the technologies being demonstrated, with fact sheets for demonstration projects that are active, recently completed, withdrawn or ended, including status as of June 30 2006. 4 apps.
