    This report is published quarterly by the Idaho National Laboratory (INL) Performance Assurance Organization. The Department of Energy Occurrence Reporting and Processing System (ORPS) as prescribed in DOE Order 232.2 “Occurrence Reporting and Processing of Operations Information” requires a quarterly analysis of events, both reportable and not reportable for the previous twelve months. This report is the analysis of occurrence reports and deficiency reports (including not reportable events) identified at the Idaho National Laboratory (INL) during the period of October 2012 through September 2013.

    This report satisfies the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO) commitment to prepare a quarterly summary report of radioactive waste shipments to and from the Nevada National Security Site (NNSS) Radioactive Waste Management Complex (RWMC) at Area 5. There were no shipments sent for offsite treatment and returned to the NNSS this quarter. There was one shipment of two drums sent for offsite treatment and disposal. This report summarizes the 4th quarter of Fiscal Year (FY) 2014 low-level radioactive waste (LLW) and mixed low-level radioactive waste (MLLW) shipments. This report also includes annual summaries for FY 2014.

    Quarterly highlights are: (1) The integration of Denovo and AMP was demonstrated in an AMP simulation of the thermo-mechanics of a complete fuel assembly; (2) Bison was enhanced with a mechanistic fuel cracking model; (3) Mechanistic algorithms were incorporated into various lower-length-scale models to represent fission gases and dislocations in UO2 fuels; (4) Marmot was improved to allow faster testing of mesoscale models using larger problem domains; (5) Component models of reactor piping were developed for use in Relap-7; (6) The mesh generator of Proteus was updated to accept a mesh specification from Moose and equations were formulated for the intermediate-fidelity Proteus-2D1D module; (7) A new pressure solver was implemented in Nek5000 and demonstrated to work 2.5 times faster than the previous solver; (8) Work continued on volume-holdup models for two fuel reprocessing operations: voloxidation and dissolution; (9) Progress was made on a pyroprocessing model and the characterization of pyroprocessing emission signatures; (10) A new 1D groundwater waste transport code was delivered to the used fuel disposition (UFD) campaign; (11) Efforts on waste form modeling included empirical simulation of sodium-borosilicate glass compositions; (12) The Waste team developed three prototypes for modeling hydride reorientation in fuel cladding during very long-term fuel storage; (13) A benchmark demonstration problem (fission gas bubble growth) was modeled to evaluate the capabilities of different meso-scale numerical methods; (14) Work continued on a hierarchical up-scaling framework to model structural materials by directly coupling dislocation dynamics and crystal plasticity; (15) New 'importance sampling' methods were developed and demonstrated to reduce the computational cost of rare-event inference; (16) The survey and evaluation of existing data and knowledge bases was updated for NE-KAMS; (17) The NEAMS Early User Program was launched; (18) The Nuclear Regulatory Commission (NRC) Office of Regulatory Research was introduced to the NEAMS program; (19) The NEAMS overall software quality assurance plan (SQAP) was revised to version 1.5; and (20) Work continued on NiCE and its plug-ins and other utilities, such as Cubit and VisIt.

    The Advanced Modeling and Simulation Office within the DOE Office of Nuclear Energy (NE) has been charged with revolutionizing the design tools used to build nuclear power plants during the next 10 years. To accomplish this, the DOE has brought together the national laboratories, U.S. universities, and the nuclear energy industry to establish the Nuclear Energy Advanced Modeling and Simulation (NEAMS) Program. The mission of NEAMS is to modernize computer modeling of nuclear energy systems and improve the fidelity and validity of modeling results using contemporary software environments and high-performance computers. NEAMS will create a set of engineering-level codes aimed at designing and analyzing the performance and safety of nuclear power plants and reactor fuels. The truly predictive nature of these codes will be achieved by modeling the governing phenomena at the spatial and temporal scales that dominate the behavior. These codes will be executed within a simulation environment that orchestrates code integration with respect to spatial meshing, computational resources, and execution to give the user a common 'look and feel' for setting up problems and displaying results. NEAMS is building upon a suite of existing simulation tools, including those developed by the federal Scientific Discovery through Advanced Computing and Advanced Simulation and Computing programs. NEAMS also draws upon existing simulation tools for materials and nuclear systems, although many of these are limited in terms of scale, applicability, and portability (their ability to be integrated into contemporary software and hardware architectures). NEAMS investments have directly and indirectly supported additional NE research and development programs, including those devoted to waste repositories, safeguarded separations systems, and long-term storage of used nuclear fuel. NEAMS is organized into two broad efforts, each comprising four elements. The quarterly highlights October-December 2011 are: (1) Version 1.0 of AMP, the fuel assembly performance code, was tested on the JAGUAR supercomputer and released on November 1, 2011, a detailed discussion of this new simulation tool is given; (2) A coolant sub-channel model and a preliminary UO{sub 2} smeared-cracking model were implemented in BISON, the single-pin fuel code, more information on how these models were developed and benchmarked is given; (3) The Object Kinetic Monte Carlo model was implemented to account for nucleation events in meso-scale simulations and a discussion of the significance of this advance is given; (4) The SHARP neutronics module, PROTEUS, was expanded to be applicable to all types of reactors, and a discussion of the importance of PROTEUS is given; (5) A plan has been finalized for integrating the high-fidelity, three-dimensional reactor code SHARP with both the systems-level code RELAP7 and the fuel assembly code AMP. This is a new initiative; (6) Work began to evaluate the applicability of AMP to the problem of dry storage of used fuel and to define a relevant problem to test the applicability; (7) A code to obtain phonon spectra from the force-constant matrix for a crystalline lattice has been completed. This important bridge between subcontinuum and continuum phenomena is discussed; (8) Benchmarking was begun on the meso-scale, finite-element fuels code MARMOT to validate its new variable splitting algorithm; (9) A very computationally demanding simulation of diffusion-driven nucleation of new microstructural features has been completed. An explanation of the difficulty of this simulation is given; (10) Experiments were conducted with deformed steel to validate a crystal plasticity finite-element code for bodycentered cubic iron; (11) The Capability Transfer Roadmap was completed and published as an internal laboratory technical report; (12) The AMP fuel assembly code input generator was integrated into the NEAMS Integrated Computational Environment (NiCE).     The Fleet Test and Evaluation Team at the U.S. Department of Energy's National Renewable Energy Laboratory is evaluating and documenting the performance of electric and plug-in hybrid electric drive systems in medium-duty trucks across the nation. U.S. companies participating in this evaluation project received funding from the American Recovery and Reinvestment Act to cover part of the cost of purchasing these vehicles. Through this project, Smith Electric Vehicles is building and deploying 500 all-electric medium-duty trucks that will be deployed by a variety of companies in diverse climates across the country.

    The global and annual mean aerosol direct and indirect effects, relative to 1850 conditions, estimated from CESM simulations are 0.02 W m-2 and -0.39 W m-2, respectively, for emissions in year 2100 under the IPCC RCP8.5 scenario. The indirect effect is much smaller than that for 2000 emissions because of much smaller SO2 emissions in 2100; the direct effects are small due to compensation between warming by black carbon and cooling by sulfate.

    The Energy Information Administration (EIA) prepares quarterly short-term energy supply, demand, and price projections for printed publication in January, April, July, and October in the Short-Term Energy Outlook. The details of these projections, as well as monthly updates on or about the 6th of each interim month, are available on the internet at: www.eia.doe.gov/emeu/steo/pub/contents.html. The forecast period for this issue of the Outlook extends from the fourth quarter of 1997 through the fourth quarter of 1998. Values for the fourth quarter of 1997, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in EIA`s Weekly Petroleum Status Report) or are calculated from model simulations that use the latest exogenous information available (for example, electricity sales and generation are simulated by using actual weather data). The historical energy data, compiled in the fourth quarter 1997 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly Energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS model is driven principally by three sets of assumptions or inputs: estimates of key macroeconomic variables, world oil price assumptions, and assumptions about the severity of weather. 19 tabs.

    The purpose of the Quarterly Geotechnical Field Data Reports is to meet the US Department of Energy intent to provide geotechnical and related information from WIPP underground activities to interested persons or groups in a timely manner. This Quarterly Geotechnical Field Data Report (GFDR) presents information obtained from the geotechnical studies at the WIPP site underground facilities from April 1 through June 30, 1985, as well as all previous data collected from the geomechanical instruments. During this period, the geotechnical activities at the site included maintaining and repairing instruments and monitoring previously installed geomechanical instruments in shafts, underground drifts, and test rooms. The data presented in this GFDR reflect the update of continuing measurements and monitoring. Also continuing and included in this report are preliminary geotechnical and structural analyses and interpretations of the data.

    The use of light water at supercritical pressures as the coolant in a nuclear reactor offers the potential for considerable plant simplification and consequent capital and O&M cost reduction compared with current light water reactor (LWR) designs. Also, given the thermodynamic conditions of the coolant at the core outlet (i.e. temperature and pressure beyond the water critical point), very high thermal efficiencies of the power conversion cycle are possible (i.e. up to about 45%). Because no change of phase occurs in the core, the need for steam separators and dryers as well as for BWR-type re-circulation pumps is eliminated, which, for a given reactor power, results in a substantially shorter reactor vessel and smaller containment building than the current BWRs. Furthermore, in a direct cycle the steam generators are not needed. If no additional moderator is added to the fuel rod lattice, it is possible to attain fast neutron energy spectrum conditions in a supercritical water-cooled reactor (SCWR). This type of core can make use of either fertile or fertile-free fuel and retain a hard spectrum to effectively burn plutonium and minor actinides from LWR spent fuel while efficiently generating electricity. One can also add moderation and design a thermal spectrum SCWR. The Generation IV Roadmap effort has identified the thermal spectrum SCWR (followed by the fast spectrum SCWR) as one of the advanced concepts that should be developed for future use. Therefore, the work in this NERI project is addressing both types of SCWRs.

    The Fleet Test and Evaluation Team at the U.S. Department of Energy's National Renewable Energy Laboratory is evaluating and documenting the performance of electric and plug-in hybrid electric drive systems in medium duty trucks across the nation. U.S. companies participating in this evaluation project received funding from the American Recovery and Reinvestment Act to cover part of the cost of purchasing these vehicles. Through this project, Navistar will build and deploy all-electric medium-duty trucks. The trucks will be deployed in diverse climates across the country.

    The Quarterly Coal Report (QCR) provides comprehensive information about U.S. coal production, distribution, exports, imports, receipts, prices, consumption, and stocks to a wide audience, including Congress, Federal and State agencies, the coal industry, and the general public. Coke production, consumption, distribution, imports, and exports data are also provided. The data presented in the QCR are collected and published by the Energy Information Administration (EIA) to fulfill data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275), as amended. This report presents detailed quarterly data for October through December 1995 and aggregated quarterly historical data for 1987 through the third quarter of 1995. Appendix A displays, from 1987 on, detailed quarterly historical coal imports data, as specified in Section 202 of the Energy Policy and Conservation Amendments Act of 1985 (Public Law 99-58). Appendix B gives selected quarterly tables converted to metric tons.

    The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

The historical energy data, compiled into the first quarter 1996 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly Energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS database is archived quarterly and is available from the National Technical Information Service. The cases are produced using the Short-Term Integrated Forecasting System (STIFS). The STIFS model is driven principally by three sets of assumptions or inputs: estimates of key macroeconomic variables, world oil price assumptions, and assumptions about the severity of weather. Macroeconomic estimates are produced by DRI/McGraw-Hill but are adjusted by EIA to reflect EIA assumptions about the world price of crude oil, energy product prices, and other assumptions which may affect the macroeconomic outlook.

    The Strategic Petroleum Reserve reduces the Nation`s vulnerability to oil supply disruptions. Its existence provides a formidable deterrent to the use of oil as a political instrument and an effective response mechanism should a disruption occur. The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program.     The second quarter 1997 Quarterly Report of Natural Gas Imports and Exports featured a Quarterly Focus report on cross-border natural gas trade between the United States and Mexico. This Quarterly Focus article is a follow-up to the 1997 report. This report revisits and updates the status of some of the pipeline projects discussed in 1997, and examines a number of other planned cross-border pipeline facilities which were proposed subsequent to our 1997 report. A few of the existing and proposed pipelines are bidirectional and thus have the capability of serving either Mexico, or the United States, depending on market conditions and gas supply availability. These new projects, if completed, would greatly enhance the pipeline infrastructure on the U.S.-Mexico border and would increase gas pipeline throughput capacity for cross-border trade by more than 1 billion cubic feet (Bcf) per day. The Quarterly Focus is comprised of five sections. Section I includes the introduction as well as a brief historic overview of U.S./Mexican natural gas trade; a discussion of Mexico's energy regulatory structure; and a review of trade agreements and a 1992 legislative change which allows for her cross-border gas trade in North America. Section II looks at initiatives that have been taken by the Mexican Government since 1995to open its energy markets to greater competition and privatization. Section III reviews Mexican gas demand forecasts and looks at future opportunities for U.S. gas producers to supplement Mexico's indigenous supplies in order to meet the anticipated rapid growth in demand. Section IV examines the U.S.-Mexico natural gas trade in recent years. It also looks specifically at monthly import and export volumes and prices and identifies short-term trends in this trade. Finally, Section V reviews the existing and planned cross-border gas pipeline infrastructure. The section also specifically describes six planned pipelines intended to expand this pipeline network and their planned in-service dates.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991. Under the new organization, the Strategic Petroleum Reserve Project Management Office in Louisiana will report to the Strategic Petroleum Reserve Program Office in Washington rather than the Oak Ridge Field Office in Tennessee. 2 tabs.

    This report presents reference information contained in the Yucca Mountain Project Automated Technical Data Tracking System. The Department of Energy is seeking to design and maintain a geologic repository for the disposal of high-level radioactive wastes. However, before this repository can be built, the DOE must first do a comprehensive site evaluation. This evaluation is subject to many regulations. This report fulfills the reporting requirements of the Site-Specific Procedural Agreement for Geologic Repository to develop and maintain a catalog of data which will be updated and provided to the Nuclear Regulatory Commission on a quarterly basis. This catalog contains: description of data; time, place, and method of acquisition; and where data may be examined.

    The United States produced 242 million short tons of coal in the first quarter of 1993, a decrease of 6 percent (14 million short tons) from the amount produced during the first quarter of 1992. The decrease was due to a decline in production east of the Mississippi River. All major coal-producing States in this region had lower coal production levels led by West Virginia, which produced 5 million short tons less coal. The principal reasons for the overall drop in coal output compared to a year earlier were: A decrease in demand for US coal in foreign markets; a slower rate of producer/distributor stock build-up; and a drawn-down of electric utility coal stocks. Distribution of US coal in the first quarter of 1993 was 10 million short tons lower than in the first quarter of 1992, with 5 million short tons less distributed to both electric utilities and overseas markets. The average price of coal delivered to electric utilities during the first quarter of 1993 was $28.65 per short ton, the lowest value since the first quarter of 1980. Coal consumption in the first quarter of 1993 was 230 million short tons, 4 percent higher than in the first quarter of 1992, due primarily to a 5-percent increase in consumption at electric utility plants. Total consumer stocks, at 153 million short tons, and electric utility stocks, at 144 million short tons, were at their lowest quarterly level since the end of 1989. US. coal exports totaled 19 million short tons, 6 million short tons less than in the first quarter of 1992, and the lowest quarterly level since 1988. The decline was primarily due to a 1-million-short-ton drop in exports to each of the following destinations: Italy, France, Belgium and Luxembourg, and Canada.

    The June 1, 1985, Department of Energy (DOE)/Nuclear Regulatory Commission (NRC) Site-Specific Procedural Agreement for Geologic Repository Site Investigation and Characterization Program requires the DOE to develop and maintain a catalog of data which will be updated and provided to the NRC at least quarterly. This catalog is to include a description of the data; the time (date), place, and method of acquisition; and where it may be examined. The Yucca Mountain Site Characterization Project (YMP) Technical Data Catalog is published and distributed in accordance with the requirements of the Site-Specific Agreement. The YMP Technical Data Catalog is a report based on reference information contained in the YMP Automated Technical Data Tracking System (ATDT). The reference information is provided by Participants for data acquired or developed in support of the YMP. The Technical Data Catalog is updated quarterly and published in the month following the end of each quarter. A complete revision to the Catalog is published at the end of each fiscal year.

    The goal of the West Hackberry Tertiary Project is to demonstrate the technical and economic feasibility of combining air injection with the Double Displacement Process for tertiary oil recovery. The Double Displacement Process is the gas displacement of a water invaded oil column for the purpose of recovering oil through gravity drainage. The novel aspect of this project is the use of air as the injection fluid. The target reservoir for the project is the Camerina C-1,2,3 sand located on the West Flank of West Hackberry Field in Cameron Parish, Louisiana. If successful, this project will demonstrate that the use of air injection in the Double Displacement Process can economically recover oil in reservoirs where tertiary oil recovery is presently uneconomic. The first quarter of 1996 was outstanding both in terms of volume of air injected and low cost operations. More air was injected during this quarter than in any preceding quarter. The compressors experienced much improved run time with minimal repairs. Low operating costs resulted from no repairs required for injection or production wells. A discussion of the following topics are contained herein: (1) performance summary for the injection and production wells, (2) air compressor operations, (3) updated bottom hole pressure data, (4) technology transfer activities and (5) plans for the upcoming quarter.

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available.     CHC (Geo-Heated Center) staff provided assistance to 103 requests from 26 states, and from Canada, Egypt, Mexico, China, Poland and Greece. A breakdown of the requests according to application include: space and district heating (19), geothermal heat pumps (24), greenhouses (10), aquaculture (4), industrial (4), equipment (3), resources (27), electric power (2) and other (20). Progress is reported on: (1) evaluation of lineshaft turbine pump problems, (2) pilot fruit drier and (3) geothermal district heating marketing tools and equipment investigation. Four presentations and two tours were conducted during the quarter, GHC Quarterly Bulletin Vol. 14, No. 4 was prepared, 14 volumes were added to the library and information was disseminated to 45 requests.
