    Data from the Herschel Space Observatory have revealed an unusual elliptical galaxy, NGC 4125, which has strong and extended submillimeter emission from cold dust but only very strict upper limits to its CO and H I emission. Depending on the dust emissivity, the total dust mass is 2-5 10{sup 6} M {sub ?}. While the neutral gas-to-dust mass ratio is extremely low (<12-30), including the ionized gas traced by [C II] emission raises this limit to <39-100. The dust emission follows a similar r {sup 1/4} profile to the stellar light and the dust to stellar mass ratio is toward the high end of what is found in nearby elliptical galaxies. We suggest that NGC 4125 is currently in an unusual phase where evolved stars produced in a merger-triggered burst of star formation are pumping large amounts of gas and dust into the interstellar medium. In this scenario, the low neutral gas-to-dust mass ratio is explained by the gas being heated to temperatures ?10{sup 4} K faster than the dust is evaporated. If galaxies like NGC 4125, where the far-infrared emission does not trace neutral gas in the usual manner, are common at higher redshift, this could have significant implications for our understanding of high redshift galaxies and galaxy evolution.

    Laboratory measurements of the performance of residential heat recovery ventilators have been carried out for the R-2000 Energy Efficient Home Program. This work was based on a preliminary test procedure developed by the Canadian Standards Association, part of which calls for testing the HRV under cold weather conditions. An environmental chamber was used to simulate outdoor conditions. Initial tests were carried out with an outdoor temperature of -20/sup 0/C; subsequent tests were carried out at a temperature of -25/sup 0/C. During the tests, airflows, temperatures, and relative humidities of airstreams entering and leaving the HRV, along with electric power inputs, were monitored. Frost buildup in the heat exchangers and defrost mechanisms, such as fan shutoff or recirculation, led to reductions in airflows. The magnitude of the reductions is dependent on the design of the heat exchanger and the defrost mechanism used. This paper presents the results of tests performed on a number of HRVs commercially available in Canada at the time of the testing. The flow reductions for the various defrost mechanisms are discussed.

A central pot of liquid nitrogen is nested within and supported by a surrounding, vertical, helical coil of metai sheet, all enveloped by a larger, upright, cylindrical, vacuum vessel.     A cold trap is presented for removing a condensable component from a gas mixture by cooling. It consists of a shell, the exterior surface of which is chilled by a refrigerant, and conductive fins welded inside the shell to condense the gas, and distribute the condensate evenly throughout the length of the trap, so that the trap may function until it becomes completely filled with the condensed solid. The contents may then be removed as either a gas or as a liquid by heating the trap. This device has particuinr use as a means for removing uranium hexafluoride from the gaseous diffusion separation process during equipment breakdown and repair periods.

    Deviations in Q for resonant superconducting radio frequency niobium accelerator cavities are generally correlated with resistivity loss mechanisms. Field dependent Qs are not well modeled by these classical loss mechanisms, but rather can represent a form of precision cavity surface thermometry. When the field dependent Q variation shows improvement with increasing B field level the classical treatment of this problem is inadequate. To justify this behavior hydrogen as a ubiquitous impurity in niobium, which creates measurable property changes, even at very low concentrations is typically considered the cause of such anomalous behavior. This maybe the case in some instances, but more importantly any system operating with a highly coherent field with a significant time dependent magnetic component at near 2° K will have the ability to organize the remaining free spins within the London penetration depth to form a coupled energy reservoir in the form of low mass spin waves. The niobium resonant cavities are composed of a single isotope with a large nuclear spin. When the other loss mechanisms are stripped away this may be the gain medium activated by the low level residual magnetic fields. It was found that one resonant cavity heat treatment produced optimum surface properties and then functioned as a MASER extracting energy from the 2° K thermal bath while cooling the cavity walls. The cavity operating in this mode is a simulator of what can take place in the wider but not colder universe using the cosmic microwave background (CMB) as a thermal source. The low mass, long lifetimes, and the scale of the magnetic spin waves on the weakly magnetized interstellar medium allows energy to be stored that is many orders of magnitude colder than the cosmic microwave background. A linear accelerator cavity becomes a tool to explore the properties of the long wave length magnetic spin waves that populate this cold low energy regime.

    The SRS Doppler Weather System consists of a Doppler Server, A Master Server (also known as the Weather Server), several Doppler Slave Servers, and client-side software program called the Doppler Radar Client. This system is used to display near rel-time images taken from the SRS Weather Center's Doppler Radar computer. The Doppler Server is software that resides on the SRS Doppler Computer. It gathers raw data, 24-bit color weather images via screen scraping ever fivemore » minutes as requested by the Master Server. The Doppler Server then reduces the 24-bit color images to 8-bit color using a fixed color table for analysis and compression. This preserves the fidelity of the image color and arranges the colors in specific order for display. At the time of color reduction, the white color used for the city names on the background images are remapped to a different index (color) of white that the white on the weather scale. The Weather Server places a time stamp on the image, then compresses the image and passes it to all Doppler Slave servers. Each of the Doppler Slave servers mainitain a circular buffer of the eight most current images representing the last 40 minutes of weather data. As a new image is added, the oldest drops off. The Doppler Radar Client is an optional install program for any site-wide workstation. When a Client session is started, the Client requests Doppler Slave server assignment from the Master Server. Upon its initial request to the Slave Server, the Client obtains all eight current images and maintains its own circular buffer, updating its images every five minutes as the Doppler Slave is updated. Three background reference images are stored as part of the Client. The Client brings up the appropriate background image, decompresses the doppler data, and displays the doppler data on the background image.« less

    The report presents fifteen individual case studies of high-performing and unique local weatherization agencies. This research was one component of the retrospective evaluation of the U.S. Department of Energy s Weatherization Assistance Program. The agencies were chosen to represent a range of contexts and approaches to weatherization. For example, the set of agencies includes a mix of urban and rural agencies, those that mainly use in-house crews to weatherize homes versus those that use contractor crews, and a mix of locations, from very cold climates to moderate to hot humid and dry climates. The case studies were mainly based on site visits to the agencies that encompassed interviews with program directors, weatherization crews, and recipients of weatherization. This information was supplemented by secondary materials. The cases document the diversity of contexts and challenges faced by the agencies and how they operate on a day-by-day basis. The cases also high common themes found throughout the agencies, such as their focus on mission and respect for their clients.

    If cold dark matter consists of particles, these must be non-interacting and non-relativistic by definition. In most cold dark matter models however, dark matter particles inherit a non-vanishing velocity dispersion from interactions in the early universe, a velocity that redshifts with cosmic expansion but certainly remains non-zero. In this article, we place model-independent constraints on the dark matter temperature to mass ratio, whose square root determines the dark matter velocity dispersion. We only assume that dark matter particles decoupled kinetically while non-relativistic, when galactic scales had not entered the horizon yet, and that their momentum distribution has been Maxwellian since that time. Under these assumptions, using cosmic microwave background and matter power spectrum observations, we place upper limits on the temperature to mass ratio of cold dark matter today (away from collapsed structures). These limits imply that the present cold dark matter velocity dispersion has to be smaller than 54 m/s. Cold dark matter has to be quite cold, indeed.

    Weatherization improvement services will be provided to Native people by Native people. The proposed project will recruit, train and hire two full-time weatherization technicians who will improve the energy efficiency of homes of Alaska Natives/American Indians residing in the Indian areas, within the Cook Inlet Region of Alaska. The Region includes Anchorage as well as 8 small tribal villages: The Native Villages of Eklutna, Knik, Chickaloon, Seldovia, Ninilchik, Kenaitze, Salamatof, and Tyonek. This project will be a partnership between three entities, with Cook Inlet Tribal Council (CITC) as the lead agency: CITCA's Employment and Training Services Department, Cook Inlet Housing Authority and Alaska Works Partnership. Additionally, six of the eight tribal villages within the Cook Inlet Region of Alaska have agreed to work with the project in order to improve the energy efficiency of their tribally owned buildings and homes. The remaining three villages will be invited to participate in the establishment of an intertribal consortium through this project. Tribal homes and buildings within Anchorage fall under Cook Inlet Region, Inc. (CIRI) tribal authority.

    WeatherMaker is a weather-data utility for use with the ENERGY-10 design-tool computer program. The three main features are: Convert--Weather files can be converted from one format to another. For example, a TMY2 format file can be converted to an ENERGY-10 binary file that can be used in a simulation. This binary file can then be converted to a text format that allows it to be read and/or manipulated in WordPad or Excel. Evaluate--ENERGY-10 weather files can be studied in great detail. There are 8 graphical displays of the data that provide insight into the data, and a summary tables that presents results calculated from the hourly data. Adjust--Hourly temperature data can be adjusted starting with hourly data from a nearby TMY2 site. Dry-bulb and wet-bulb temperatures are adjusted up or down as required to match given monthly statistics. This feature can be used to generate weather files for any of 3,958 sites in the US where such monthly statistics are tabulated. The paper shows a variety of results, explains the methods used, and discusses the rationale for making the adjustments. It is anticipated that WeatherMaker will be released by the time of the ASES Solar 99 conference.

    Photovoltaic (PV) system performance depends on both the quality of the system and the weather. One simple way to communicate the system performance is to use the performance ratio (PR): the ratio of the electricity generated to the electricity that would have been generated if the plant consistently converted sunlight to electricity at the level expected from the DC nameplate rating. The annual system yield for flat-plate PV systems is estimated by the product of the annual insolation in the plane of the array, the nameplate rating of the system, and the PR, which provides an attractive way to estimate expected annual system yield. Unfortunately, the PR is, again, a function of both the PV system efficiency and the weather. If the PR is measured during the winter or during the summer, substantially different values may be obtained, making this metric insufficient to use as the basis for a performance guarantee when precise confidence intervals are required. This technical report defines a way to modify the PR calculation to neutralize biases that may be introduced by variations in the weather, while still reporting a PR that reflects the annual PR at that site given the project design and the project weather file. This resulting weather-corrected PR gives more consistent results throughout the year, enabling its use as a metric for performance guarantees while still retaining the familiarity this metric brings to the industry and the value of its use in predicting actual annual system yield. A testing protocol is also presented to illustrate the use of this new metric with the intent of providing a reference starting point for contractual content.

    A cold isopressing method in which two or more layers of material are formed within an isopressing mold. One of the layers consists of a tape-cast film. The layers are isopressed within the isopressing mold, thereby to laminate the layers and to compact the tape-cast film. The isopressing mold can be of cylindrical configuration with the layers being coaxial cylindrical layers. The materials used in forming the layers can contain green ceramic materials and the resultant structure can be fired and sintered as necessary and in accordance with known methods to produce a finished composite, ceramic structure. Further, such green ceramic materials can be of the type that are capable of conducting hydrogen or oxygen ions at high temperature with the object of utilizing the finished composite ceramic structure as a ceramic membrane element.

    The multifamily case studies that are the subject of this report were conducted to provide a better understanding of the approach taken by program operators in weatherizing large buildings. Because of significant variations in building construction and energy systems across the country, five states were selected based on their high level of multifamily weatherization. This report summarizes findings from case studies conducted by multifamily weatherization operations in five cities. The case studies were conducted between January and November 1994. Each of the case studies involved extensive interviews with the staff of weatherization subgrantees conducting multifamily weatherization, the inspection of 4 to 12 buildings weatherized between 1991 and 1993, and the analysis of savings and costs. The case studies focused on innovative techniques which appear to work well.

    Aging and weathering can reduce the solar reflectance of cool roofing materials. This paper summarizes laboratory measurements of the solar spectral reflectance of unweathered, weathered, and cleaned samples collected from single-ply roofing membranes at various sites across the United States. Fifteen samples were examined in each of the following six conditions: unweathered; weathered; weathered and brushed; weathered, brushed and then rinsed with water; weathered, brushed, rinsed with water, and then washed with soap and water; and weathered, brushed, rinsed with water, washed with soap and water, and then washed with an algaecide. Another 25 samples from 25 roofs across the United States and Canada were measured in their unweathered state, weathered, and weathered and wiped. We document reduction in reflectivity resulted from various soiling mechanisms and provide data on the effectiveness of various cleaning approaches. Results indicate that although the majority of samples after being washed with detergent could be brought to within 90% of their unweathered reflectivity, in some instances an algaecide was required to restore this level of reflectivity.

    On March 24, 1989, the oil tanker Exxon/Valdez ran aground on Bligh Reef located off the coast of Alaska, and 11 million gallons of Northslope Alaska crude oil were spilled into Prince William Sound. More than 11,000 workers and uncounted volunteers participated in the clean up operation. The exposure of cleanup workers to spilled oil over several months of cleanup operations suggests the need for an assessment of any unusual occupational health hazards. To address this issue, weathered spilled oil and hold oil were subjected to biodirected chemical fractionation and target chemical analyses. Potential inhalation, ingestion, and dermal contact hazards were investigated. The characterization methods of the DOE/Office of Health and Environmental Research Synthetic Fuels Program were applied to samples related to the spill to permit inter-comparability with that data base. Two oil spills were obtained for characterization. Exxon/Valdez hold oil collected directly from the hold of the tanker was provided by the National Institute of Environmental Health Sciences. Also provided was a 75-days old weathered spilled oil sampled on June 6, 1989, from a skimmer collecting oil washed off of Knight Island. Because 40 wt % of the weathered oil consisted of non-oil materials such as sand, entrapped water, and leaves, an oil fraction was prepared by suspending the oil benzene/chloroform drying with anhydrous magnesium sulfate, filtering, and removing the solvent by rotary evaporation. The tests conducted here suggest that there is no unusual human health hazard associated with the weathered Exxon/Valdez spilled oil in the context of other petroleum crude oils. Clearly, the volatile organics in the freshly spilled oil present a potential inhalation hazard, but such a threat is considerably mitigated by weathering. The polar neutral chemical class fraction increases notably during weathering, but does not appear to represent an increased genotoxic hazard. 20 refs., 1 fig., 4 tabs.

    In 1990, the U.S. Department of Energy (DOE) sponsored a comprehensive evaluation of its Weatherization Assistance Program, the nation`s largest residential energy conservation program. Oak Ridge National Laboratory (ORNL) managed the five-part study. This document summarizes the findings of the evaluation. Its conclusions are based mainly on data from the 1989 program year (supplemented by data from 1991-92). The evaluation concludes that the Program meets the objectives of its enabling legislation and fulfills its mission statement. Specifically, it (1) saves energy, (2) lowers fuel bills, and (3) improves the health and safety of dwellings occupied by low-income people. In addition, the Program achieves its mission in a cost-effective manner based on each of three perspectives employed by the evaluators. Finally, the evaluation estimates that the investments made in 1989 will, over a 20-year lifetime, save the equivalent of 12 million barrels of oil, roughly the amount of oil added to the Strategic Petroleum Reserve in each of the past several years.

    Fundamental problems of plasma fusion (controlled thermonuclear fusion) due to the contradicting demands of the magnetic confinement of plasma and suppression of instabilities occurring on and in plasma are surveyed in contrast with problems of cold fusion. Problems in cold fusion due to the complicated constituents and types of force are explained. Typical cold fusion events are explained by a model based on the presence of trapped neutrons in cold fusion materials. The events include Pons-Fleishmann effect, tritium anomaly, helium 4 production, and nuclear transmutation. Fundamental hypothesis of the model is an effectiveness of a new concept--neutron affinity of elements. The neutron affinity is defined and some bases supporting it are explained. Possible justification of the concept by statistical approach is given.

    The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

    High Density Polyethylene (HDPE) is commonly used as material for corrosion-resistant piping in the petroleum industry. It is used as thick-walled self-supporting linepipes, as internal liners for steel linepipe, and as protective jackets for insulated linepipes. In Canada, it is not uncommon for operations, such as pipeline installation, to be performed during the winter season when temperatures are in the 0 C to {minus}20 C range. Brittle failures of HDPE materials have been experienced during such sub-zero operations, particularly when pipe handling and bending is involved. This study evaluated the changes in HDPE mechanical properties within the temperature range of 10 C to {minus}40 C to understand any embrittlement phenomena that may be occurring. HDPE undergoes substantial increases in modulus and strength at lower temperatures and increasing strain rate. The changes are gradual and over a wide range of temperature with no sharp cut-off temperature at which brittle behavior will occur. Flexural properties behave in a similar manner. A notch, causing a local increased strain rate, has a significant effect on the failure behavior of HDPE material with a gradual transition in behavior of ductility and load at below 0 C.

    This article describes how cold air systems help owners increase the profits from their buildings by reducing electric costs and improving indoor air quality through lower relative humidity levels. Cold air distribution involves energy savings, cost savings, space savings, greater comfort, cleaner air, thermal storage, tighter ducting, coil redesign, lower relative humidities, retrofitting, and improved indoor air quality (IAQ). It opens a door for architects, engineers, owners, builders, environmentalists, retrofitters, designers, occupants, and manufacturers. Three things have held up cold air's usage: multiple fan-powered boxes that ate up the energy savings of primary fans. Cold air room diffusers that provided inadequate comfort. Condensation from ducts, boxes, and diffusers. Such problems have been largely eliminated through research and development by utilities and manufacturers. New cold air diffusers no longer need fan powered boxes. It has also been found that condensation is not a concern so long as the ducts are located in air conditioned space, such as drop ceilings or central risers, where relative humidity falls quickly during morning startup.

    This report presents a wet weather construction plan for the National Ignition Facility (NIF) construction project. Construction of the NIF commenced in mid- 1997, and excavation of the site was completed in the fall. Preparations for placing concrete foundations began in the fall, and above normal rainfall is expected over the tinter. Heavy rainfall in late November impacted foundation construction, and a wet weather construction plan was determined to be needed. This wet weather constiction plan recommends a strategy, techniques and management practices to prepare and protect the site corn wet weather effects and allow construction work to proceed. It is intended that information in this plan be incorporated in the Stormwater Pollution Prevention Plan (SWPPP) as warranted.

    Air source heat pumps (ASHP) including air-to-air ASHPs are easily applied to buildings almost anywhere for new construction as well as retrofits or renovations. They are widespread in milder climate regions but their use in cold regions is hampered due to low heating efficiency and capacity at cold outdoor temperatures. Retrofitting air-to-air ASHPs to existing buildings is relatively easy if the building already has an air distribution system. For buildings without such systems alternative approaches are necessary. Examples are ductless, minisplit heat pumps or central heat pumps coupled to small diameter, high velocity (SDHV) air distribution systems. This article presents two subjects: 1) a summary of R&D investigations aimed at improving the cold weather performance of ASHPs, and 2) a brief discussion of building retrofit options using air-to-air ASHP systems.

    A model for cold fusion in condensed matter is proposed (cold fusion of deuterons in palladium). It is assumed that the palladium-deuterium system forms an alloy, i.e., it is assumed that Pd ions as well as d/sup +/ ions are embedded in an uniform background of negative charge (conduction electrons). The model is based on an interaction potential for deuterons in solid palladium which has been estimated by means of a theoretical picture well known in the physics of liquids. In particular, the following effects are possible: 1. Cold fusion in condensed matter can take place. 2. The observed energy should be larger than that given by the fusion reactions. 3. Hitherto unknown nuclear processes must not be postulated as reported by Fleischmann and Pons. 4. The deuterons are mobile. 5. The deuterons can form close-packed clusters, and in principle a fusion reaction can take place within such a cluster. 6. Not only /sup 3/He should be produced in Pd but possible /sup 4/He too. From their theoretical picture, it can be concluded that experimental results will be strongly dependent on the condition of the materials used in the experiments. This can possible explain that only a part of experiments could show up cold fusion. A well defined condition (lattice defects, different phases, impurities, etc.) of the materials is probably the most critical point in connection with the observation of cold fusion in condensed matter. The effect should also be influenced by lattice dilatations. Experiments with other materials instead of palladium (e.g. vanadium, titanium, lanthanide metals, and different alloys) should be probably more informative.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

    The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

    Despite the unreproducibility, doubt, and controversy involved in the question of the cold fusion of deuterium, enough good data have been published to clearly indicate the reality of some sort of nuclear fusion. Yamaguchi and Niushioka reported a thrice-repeated event in which large amounts of heat and definite bursts of neutrons evolved simultaneously with considerable out-gassing of absorbed deuterium. These results are consistent with nuclear fusion and not with a chemical reaction. In this paper a detailed mechanism is proposed that is consistent with these events and that also generally explains many of the scattered indications of cold fusion that have been reported. There must be an adventitiously large enough presence of tritium to initiate the nuclear reaction. The results of previously successful experiments cannot now be reproduced because currently available D{sub 2}O (and D{sub 2}) is so low in adventitious tritium as to preclude initiation of the nuclear reaction.

    A vacuum gauging system of the cold cathode type is provided for measuring the pressure of a plurality of separate vacuum systems, such as in a gas centrifuge cascade. Each casing is fitted with a gauge tube assembly which communicates with the vacuum system in the centrifuge casing. Each gauge tube contains an anode which may be in the form of a slender rod or wire hoop and a cathode which may be formed by the wall of the gauge tube. The tube is provided with an insulated high voltage connector to the anode which has a terminal for external connection outside the vacuum casing. The tube extends from the casing so that a portable magnet assembly may be inserted about the tube to provide a magnetic field in the area between the anode and cathode necessary for pressure measurements in a cold cathode-type vacuum gauge arrangement. The portable magnetic assembly is provided with a connector which engages the external high voltage terminal for providing power to the anode within in the gauge tube. Measurement is made in the same manner as the prior cold cathode gauges in that the current through the anode to the cathode is measured as an indication of the pressure. By providing the portable magnetic assembly, a considerable savings in cost, installation, and maintenance of vacuum gauges for pressure measurement in a gas centrifuge cascade is realizable.
