    In 2001 and 2004, the Economic Development Office of Pacific Northwest National Laboratory published companion reports to the Washington Technology Center Index studies that provided additional information on the Tri-Cities (Kennewick-Richland-Pasco) area of the state, its technology businesses, and important advantages that the Tri-Cities have as places to live and do business. These reports also compared the Tri-Cities area to other technology-based metropolitan areas in the Pacific Northwest and nation along critical dimensions known to be important to technology firms. This report updates the material in these earlier reports, and highlights a growing Tri-Cities metropolitan area.

    The missions of the U.S. Department of Energy's Richland Operations Office (DOE/RL) are to safely manage the Hanford Site, to manage and clean up its legacy wastes, and to develop and deploy new science and technology in the environmental and energy fields. Collectively, DOE/RL and its contractors are the most important single entity in the Tri-Cities local economy (Pasco, Kennewick, and Richland, Washington, and the surrounding area). Although the relevant economic region affected by DOE/RL and its contractors actually embraces a geographic area reaching from Yakima in the west to Walla Walla in the east and from Moses Lake in the north to Pendleton, Oregon, in the south, over 90% of economic impacts likely occur in Benton and Franklin Counties. These two counties are defined as the ''local'' Tri-Cities economy for purposes of this study. In the federal fiscal year (FY) 1999 (October 1, 1998 through September 30, 1999), the total impact of DOE'S local $1.59 billion budget was felt through payrolls of $542 million and local purchases of goods and services of $226 million. The total local spending of $768 million was up slightly from the FY 1998 total of $765 million. Taking into account the multiplier effects of this spending, the DOE/RL budget sustained an estimated 32% of all local employment (28,250 out of 88,100 jobs) and about 35% of local earned income (almost $1.08 billion out of $3.08 billion). The decrease in these percentages from last year's report reflects an update of the model's economic structure based on the 1997 economic census year, a correction of a programming error in the model found during the update, and a broader definition of earnings that includes proprietor income, not just wages (see the Appendix for revisions to the previous forecasts). DOE budget increases in FY 2000 are expected to result in no change to the number of local DOE contractor jobs and about a $29 million increase in direct local spending.

This report reviews the economic situation in the Tri-Cities during 1988 and presents forecasts for key economic indicators for 1989.     Over the several past years, Lawrence Berkeley National Laboratory (LBNL) has conducted field tests for different pre-cooling strategies in different commercial buildings within California. The test results indicated that pre-cooling strategies were effective in reducing electric demand in these buildings during peak periods. This project studied how to optimize pre-cooling strategies for eleven buildings in the Tri-City Corporate Center, San Bernardino, California with the assistance of a building energy simulation tool -- the Demand Response Quick Assessment Tool (DRQAT) developed by LBNL's Demand Response Research Center funded by the California Energy Commission's Public Interest Energy Research (PIER) Program. From the simulation results of these eleven buildings, optimal pre-cooling and temperature reset strategies were developed. The study shows that after refining and calibrating initial models with measured data, the accuracy of the models can be greatly improved and the models can be used to predict load reductions for automated demand response (Auto-DR) events. This study summarizes the optimization experience of the procedure to develop and calibrate building models in DRQAT. In order to confirm the actual effect of demand response strategies, the simulation results were compared to the field test data. The results indicated that the optimal demand response strategies worked well for all buildings in the Tri-City Corporate Center. This study also compares DRQAT with other building energy simulation tools (eQUEST and BEST). The comparison indicate that eQUEST and BEST underestimate the actual demand shed of the pre-cooling strategies due to a flaw in DOE2's simulation engine for treating wall thermal mass. DRQAT is a more accurate tool in predicting thermal mass effects of DR events.

    Richland Middle School is a single story, 90,000 square feet new school located in Richland, WA. The design team proposed four HVAC system options to serve the building. The proposed HVAC systems are listed as following: (1) 4-pipe fan coil units served by electrical chiller and gas-fired boilers, (2) Ground-source closed water loop heat pumps with water loop heat pumps with boiler and cooling tower, and (3) VAV system served by electrical chiller and gas-fired boiler. This analysis estimates the annual energy consumptions and costs of each system option, in order to provide the design team with a reasonable basis for determining which system is most life-cycle cost effective. eQuest (version 3.37), a computer-based energy simulation program that uses the DOE-2 simulation engine, was used to estimate the annual energy costs.

    The Surface Environmental Surveillance Project (SESP) is conducted by the Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE). This report presents the results of a special study conducted as part of the SESP to supplement the routine Columbia River monitoring program and provide information relative to the dispersion and distribution of Hanford origin contaminants entering the river through the seepage of ground water along the Hanford Site. Sampling was conducted along cross sections to determine the distribution of tritium within the Columbia River at Richland, Washington. The investigation was also designed to evaluate the relationship between the average tritium concentrations in the river water at this location and in water collected from the routine SESP river monitoring system located at the city of Richland drinking water intake (Richland Pumphouse). This study was conducted during the summers of 1987 and 1988. Water samples were collected along cross sections located at or near the Richland Pumphouse monitoring station.

    The economic feasibility of utilizing hot water from nuclear reactors to provide district heating for private residences in Richland, Washington, and space and process heating for nearby offices, part of the Hanford Reservation, and the Lamb-Weston potato processing plant is assessed. Specifically, the practicality of using hot water from the Washington Public Power Supply System's WNP-1 reactor, which is currently under construction on the Hanford Reservation, just north of the City of Richland is established. World-wide experience with district heating systems and the advantages of using these systems are described. The GEOCITY computer model used to calculate district heating costs is described and the assumptions upon which the costs are based are presented.     This report describes a roof testing program that was carried out at the 105KE/KW Spent Fuel Storage Basins and their surrounding facilities at the Hanford Site in Richland, Washington. The roof panels were constructed in the mid 1950`s of corrugated asbestos-cement (A/C), which showed common signs of aging. Based on the construction specifications, the panels capacity to meet current design standards was questioned. Both laboratory and in-situ load testing of the corrugated A/C panels was conducted. The objective of the complete test program was to determine the structural integrity of the existing A/C roof panels installed in the 105KE and 105KW facilities. The data from these tests indicated that the roofs are capable of resisting the design loads and are considered safe. A second phase test to address the roof resistance to personnel and roof removal/roofing system installation equipment was recommended and is underway.

    Brookhaven National Laboratory, in order to provide technical assistance to the NRC, has measured a number of physical and chemical characteristics of soils from two currently operating commercial radioactive waste disposal sites; one at Barnwell, SC, and the other near Richland, WA. Soil samples believed to be representative of the soil that will contact the buried waste were collected and analyzed. Earth resistivities (field measurements), from both sites, supply information to identify variations in subsurface material. Barnwell soil resistivities (laboratory measurements) range from 3.6 x 10/sup 5/ ohm-cm to 8.9 x 10/sup 4/ ohm-cm. Soil resistivities of the Hanford sample vary from 3.0 x 10/sup 5/ ohm-cm to 6.6 x 10/sup 3/ ohm-cm. The Barnwell and Hanford soil pH ranges from 4.8 to 5.4 and from 4.0 to 7.2 respectively. The pH of a 1:2 mixture of soil to 0.01 M CaCl/sub 2/ resulted in a pH for the Barnwell samples of 3.9 +- 0.1 and for the Hanford samples of 7.4 +- 0.2. These values are comparable to the pH measurements of the water extract of the soils used for the analyses of soluble ion content of the soils. The exchange acidity of the soils was found to be approximately 7 mg-eq per 100 g of dry soil for clay material from Barnwell, whereas the Hanford soils showed an alkaline reaction. Aqueous extracts of saturated pastes were used to determine the concentrations of the following ions: Ca/sup 2 +/, Mg/sup 2 +/, K/sup +/, Na/sup +/, HCO/sub 3//sup -/, SO/sub 4//sup =/, and Cl/sup -/. The sulfide content of each of the soils was measured in a 1:2.5 mixture of soil to an antioxidant buffer solution. The concentrations of soluble ions found in the soils from both sites are consistent with the high resistivities.

    This environmental assessment (EA) presents estimated environmental impacts from the resiting, construction, and operation of the US Department of Energy`s (DOE`s) Environmental and Molecular Sciences Laboratory (EMSL), which is proposed to be constructed and operated on land near the south boundary of the Hanford Site near Richland, Washington. The EMSL, if constructed, would be a modern research facility in which experimental, theoretical, and computational techniques can be focused on environmental restoration problems, such as the chemical and transport behavior of complex mixtures of contaminants in the environment. The EMSL design includes approximately 18,500 square meters (200,000 square feet) of floor space on a 12-hectare (30-acre) site. The proposed new site is located within the city limits of Richland in north Richland, at the south end of DOE`s 300 Area, on land to be deeded to the US by the Battelle Memorial Institute. Approximately 200 persons are expected to be employed in the EMSL and approximately 60 visiting scientists may be working in the EMSL at any given time. State-of-the-art equipment is expected to be installed and used in the EMSL. Small amounts of hazardous substances (chemicals and radionuclides) are expected to be used in experimental work in the EMSL.

The purpose of this report is to provide a summary of the previous and current year's Environment, Safety and Health (ES&H) execution commitments and the Safety and Health (S&H) resources that support these activities. The fiscal year (FY) 2000 and 2001 information and data contained in the Richland Operations Environment, Safefy and Health Fiscal Year 2002 Budget-Risk Management Summary (RL 2000a) were the basis for preparing this report. Fiscal year 2001 activities are based on the President's Amended Congressional Budget Request of $689.6 million for funding Ofice of Environmental Management (EM) $44.0 million for Fast Flux Test Facility standby less $7.0 million in anticipated DOE, Headquarters holdbacks for Office of Nuclear Energy, Science and Technology (NE); and $55.3 million for Safeguards and Security (SAS). Any funding changes as a result of the Congressional appropriation process will be reflected in the Fiscal Year 2003 ES&H Budget-Risk Management Summary to be issued in May 2001. This report provides the end-of-year status of FY 2000 ES&H execution commitments, including actual S&H expenditures, and describes planned FY 2001 ES&H execution commitments and the S&H resources needed to support those activities. This requirement is included in the ES&H guidance contained in the FY 2002 Field Budget Call (DOE 2000).

    Potential maximum radiation dose rates over a 1,000-year time horizon were calculated for exposure to the decontaminated concrete removed from the 183-H Solar Evaporation Basins at the Hanford Site, Richland, Washington. The RESRAD computer code, Version 5.62, which implements the methodology described in the US Department of Energy`s manual for developing residual radioactive material guidelines, was used in this evaluation. Currently, the concrete is not being used. Four potential exposure scenarios were developed for the land area where the decontaminated concrete will be stored. In Scenario A industrial use of the land is assumed; in Scenario B recreational use of the land is assumed; in Scenario C residential use of the land is assumed; and in Scenario D (a plausible but unlikely land-use scenario), the presence of a subsistence farmer in the immediate vicinity of the land is assumed. For Scenarios A and B, water used for drinking is assumed to be surface water from the Columbia River; for Scenarios C and D, groundwater drawn from a well located at the downgradient edge of the storage area is the only source of water for drinking, irrigation, and raising livestock. Conservative parameters values were used to estimate the radiation doses. The results of the evaluation indicate that the US Department of Energy`s dose limit of 100 mrem/yr would not be exceeded for any of the scenarios analyzed. The potential maximum dose rates for Scenarios A, B, C, and D are 0.75, 0.022, 29, 29 mrem/yr, respectively. An uncertainty analysis was performed to determine which parameters have the greatest impact on the estimated doses. The doses in Scenarios C and D were found to be very sensitive to the magnitude of the irrigation rate.

    This environmental assessment (EA) has been prepared to assess potential environmental impacts associated with the U.S. Department of Energy's proposed action: the transfer of the 1100 Area, southern rail connection and rolling stock to a non-federal entity. Impact information contained herein will be used by the U.S. Department of Energy, Richland Operations Office Manager, to determine if the proposed action is a major federal action significantly affecting the quality of the human environment. If the proposed action is determined to be major and significant, an environmental impact statement will be prepared. If the proposed action is determined not to be major and significant, a Finding of No Significant Impact (FONSI) will be issued and the action can proceed. Criteria used to evaluate significance can be found in Title 40, Code of Federal Regulations (CFR) 1508.27.     On May 14, 1997, at 7:53 p.m. (PDT), a chemical explosion occur-red in Tank A- 109 in Room 40 of the Plutonium Reclamation Facility (Facility) located in the 200 West Area of the Hanford Site, approximately 30 miles north of Richland, Washington. The inactive processing Facility is part of the Plutonium Finishing Plant (PFP). On May 16, 1997, Lloyd L. Piper, Deputy Manager, acting for John D. Wagoner, Manager, U.S. Department of Energy (DOE), Richland Operations Office (RL), formally established an Accident Investigation Board (Board) to investigate the explosion in accordance with DOE Order 225. 1, Accident Investigations. The Board commenced its investigation on May 15, 1997, completed the investigation on July 2, 1997, and submitted its findings to the RL Manager on July 26, 1997. The scope of the Board`s investigation was to review and analyze the circumstances of the events that led to the explosion; to analyze facts and to determine the causes of the accident; and to develop conclusions and judgments of need that may help prevent a recurrence of the accident. The scope also included the application of lessons learned from similar accidents within DOE. In addition to this detailed report, a companion document has also been prepared that provides a concise summary of the facts and conclusions of this report, with an emphasis on management issues (DOE/RL-97-63).

    This report shows the benefits small businesses can realize by instituting cost-effective pollution prevention improvements. It is a series of pollution prevention assessments that were conducted at small businesses in Richland, Washington. It describes a technology transfer test of US Department of Energy (USDOE) pollution prevention methods to small businesses through eleven pollution prevention assessments conducted at small businesses in the city of Richland. The assessment method tested was first developed at the USDOE Hanford Site, located in Richland, Washington. Two pilot studies were initially conducted to determine the usefulness of the assessment method for small businesses. Then, four additional pollution prevention assessments were conducted using a refined process. In order to determine the assessment method`s usefulness by different practitioners, a number of the assessments contained in this report were conducted by the undergraduate and graduate students at Washington State University at Tri-Cities as part of their class projects. These students were trained in the pollution prevention assessment process by the author of this report and conducted five small business assessments using the same methods and materials as in the remainder of the study.

    The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

    In support of implementation of Executive Order (EO) 13514, Federal Leadership in Environmental, Energy and Economic Performance, the Hanford Site Sustainability Plan was developed to implement strategies and activities required to achieve the prescribed goals in the EO as well as demonstrate measurable progress in environmental stewardship at the Hanford Site. The Hanford Site Sustainability Program was developed to demonstrate progress towards sustainability goals as defined and established in Executive Order (EO) 13514, Federal Leadership in Environmental, Energy and Economic Performance; EO 13423, Strengthening Federal Environmental, Energy and Transportation Management, and several applicable Energy Acts. Multiple initiatives were undertaken in Fiscal Year (FY) 2011 to implement the Program and poise the Hanford Site as a leader in environmental stewardship. In order to implement the Hanford Site Sustainability Program, a Sustainability Plan was developed in conjunction with prime contractors, two U.S. Department of Energy (DOE) Offices, and key stakeholders to serve as the framework for measuring progress towards sustainability goals. Based on the review of these metrics and future plans, several activities were initiated to proactively improve performance or provide alternatives for future consideration contingent on available funding. A review of the key metric associated with energy consumption for the Hanford Site in FY 2010 and 2011 indicated an increase over the target reduction of 3 percent annually from a baseline established in FY 2003 as illustrated in Figure 1. This slight increase was attributed primarily from the increased energy demand from the cleanup projects funded by the American Recovery and Reinvestment Act (ARRA) in FY 2010 and 2011. Although it is forecasted that the energy demand will decrease commensurate with the completion of ARRA projects, several major initiatives were launched to improve energy efficiency.

    The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    While cosmological inflation can erase primordial inhomogeneities, it is possible that inflation may not begin in a significantly inhomogeneous universe. This issue is particularly pressing in multifield scenarios, where even the homogeneous dynamics may depend sensitively on the initial configuration. This paper presents an initial survey of the onset of inflation in multifield models, via qualitative lattice-based simulations that do not include local gravitational backreaction. Using hybrid inflation as a test model, our results suggest that small subhorizon inhomogeneities do play a key role in determining whether inflation begins in multifield scenarios. Interestingly, some configurations which do not inflate in the homogeneous limit ''succeed'' after inhomogeneity is included, while other initial configurations which inflate in the homogeneous limit ''fail'' when inhomogeneity is added.

    There are currently over 900 facilities in over 170 countries which fall under International Atomic Energy Agency (IAEA) safeguards. As additional nations look to purse civilian nuclear programs or to expand infrastructure already in place, the number of reactors and accompanying facilities as well as the quantity of material has greatly increased. Due to the breadth of the threat and the burden placed on the IAEA as nuclear applications expand, it has become increasingly important that safeguards professionals have a strong understanding of both the technical and political aspects of nonproliferation starting early in their career. To begin overcoming this challenge, Idaho National Laboratory, has partnered with local universities to deliver a graduate level nuclear engineering course that covers both aspects of the field with a focus on safeguards applications. To date over 60 students across multiple disciplines have participated in this course with many deciding to transition into a nonproliferation area of focus in both their academic and professional careers.

    A universal ripper miner used to cut, collect and transfer material from an underground mine working face includes a cutter head that is vertically movable in an arcuate cutting cycle by means of drive members, such as hydraulically actuated pistons. The cutter head may support a circular cutter bit having a circular cutting edge that may be indexed to incrementally expose a fresh cutting edge. An automatic indexing system is disclosed wherein indexing occurs by means of a worm gear and indexing lever mechanism. The invention also contemplates a bi-directional bit holder enabling cutting to occur in both the upstroke and the downstroke cutting cycle. Another feature of the invention discloses multiple bits arranged in an in-line, radially staggered pattern, or a side-by-side pattern to increase the mining capacity in each cutting cycle. An on-board resharpening system is also disclosed for resharpening the cutting edge at the end of cutting stroke position. The aforementioned improvement features may be used either singly, or in any proposed combination with each other.

    Efimov states are a sequence of shallow three-body bound states that arise when the two-body scattering length is large. Efimov showed that the binding energies of these states can be calculated in terms of the scattering length and a three-body parameter by solving a transcendental equation involving a universal function of one variable. We calculate this universal function using effective field theory and use it to describe the three-body system of {sup 4}He atoms. We also extend Efimov's theory to include the effects of deep two-body bound states, which give widths to the Efimov states.

    An overview of the current controversy on the age of the universe is presented. It is shown that the age of the oldest star, globular clusters, yields an age estimate of approximately 14 {+-} 2 {+-} 2 Gyr (where the first {+-} is statistical and the second systematic, and the two should {ital not} be added in quadrature), with a firm lower bound of {ge} 10 Gyr. It is shown how radioactive dating, nucleocosmochronology, also yields a firm lower bound of {approx_gt} 10 Gyr. The currently favored values for the Hubble constant, when converted to ages using a cosmological model with zero cosmological constant, are shown {ital not} to be in conflict with statistical and systematic uncertainties at the present time when one takes both into account, even for critical density universes. 25 refs. , 3 figs., 1 tab.

    We have produced a new conformal map of the universe illustrating recent discoveries, ranging from Kuiper belt objects in the Solar system, to the galaxies and quasars from the Sloan Digital Sky Survey. This map projection, based on the logarithm map of the complex plane, preserves shapes locally, and yet is able to display the entire range of astronomical scales from the Earth s neighborhood to the cosmic microwave background. The conformal nature of the projection, preserving shapes locally, may be of particular use for analyzing large scale structure. Prominent in the map is a Sloan Great Wall of galaxies 1.37 billion light years long, 80 percent longer than the Great Wall discovered by Geller and Huchra and therefore the largest observed structure in the universe.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE) Hanford Site, conducted August 18 through September 5, 1986. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team components are being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the Hanford Site. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at the Hanford Site, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain of the environmental problems identified during its on-site activities. The Sampling and Analysis Plan will be executed by a DOE National Laboratory or a support contractor. When completed, the results will be incorporated into the Environmental Survey Interim Report for the Hanford Site. The Interim Report will reflect the final determinations of the Hanford Site Survey. 44 refs., 88 figs., 74 tabs.

    This report was prepared in response to a request from the Nuclear Energy Research Advisory Committee (NERAC) subcommittee on ''Long-Term Isotope Research and Production Plans.'' The NERAC subcommittee has asked for a reply to a number of questions regarding (1) ''How well does the Department of Energy (DOE) infrastructure sme the need for commercial and medical isotopes?'' and (2) ''What should be the long-term role of the federal government in providing commercial and medical isotopes?' Our report addresses the questions raised by the NERAC subcommittee, and especially the 10 issues that were raised under the first of the above questions (see Appendix). These issues are related to the isotope products offered by the DOE Isotope Production Sites, the capabilities and condition of the facilities used to produce these products, the management of the isotope production programs at DOE laboratories, and the customer service record of the DOE Isotope Production sites. An important component of our report is a description of the Fast Flux Test Facility (FFTF) reactor at the Hbford Site and the future plans for its utilization as a source of radioisotopes needed by nuclear medicine physicians, by researchers, and by customers in the commercial sector. In response to the second question raised by the NERAC subcommittee, it is our firm belief that the supply of isotopes provided by DOE for medical, industrial, and research applications must be strengthened in the near future. Many of the radioisotopes currently used for medical diagnosis and therapy of cancer and other diseases are imported from Canada, Europe, and Asia. This situation places the control of isotope availability, quality, and pricing in the hands of non-U.S. suppliers. It is our opinion that the needs of the U.S. customers for isotopes and isotope products are not being adequately served, and that the DOE infrastructure and facilities devoted to the supply of these products must be improved This perception forms one of the fundamental bases for our proposal that the FFTF, which is currently in a standby condition, be reactivated to supply nuclear services and products such as radioisotopes needed by the U.S. medical, industrial, and research communities.

    This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) University of Illinois Project 29609 irradiation. The objective of this test was to assess the radiation performance of ferritic alloys for advanced reactor applications. The FeCr-based alloy system is considered the lead alloy system for a variety of advanced reactor components and applications. Irradiations of FeCr alloy samples were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in a static capsule in the A-11 position of the ATR.

RHIC is a world-class scientific research facility that began operation in 2000, following 10 years of development and construction. Hundreds of physicists from around the world use RHIC to study what the universe may have looked like in the first few moments after its creation. RHIC drives two intersecting beams of gold ions head-on, in a subatomic collision. What physicists learn from these collisions may help us understand more about why the physical world works the way it does, from the smallest subatomic particles, to the largest stars.

    Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building. The resulting building houses Portland State's Architecture department, where students are able to learn from the exposed building systems.

    The `public outcomes` from research universities are educated students and research that extends the frontiers of knowledge. Measures of these `public outcomes` are inadequate to permit either research or education consumers to select research universities based on quantitative performance data. Research universities annually spend over $20 billion on research; 60% of these funds are provided by Federal sources. Federal funding for university research has recently grown at an annual rate near 6% during a time period when other performers of Federal research have experienced real funding cuts. Ten universities receive about 25% of the Federal funds spent on university research. Numerous studies of US research universities are reporting storm clouds. Concerns include balancing research and teaching, the narrow focus of engineering education, college costs, continuing education, and public funding of foreign student education. The absence of research on the `public outcomes` from university research results in opinion, politics, and mythology forming the basis of too many decisions. Therefore, the authors recommend studies of other nations` research universities, studies of various economic models of university research, analysis of the peer review process and how well it identifies the most capable research practitioners and at what cost, and studies of research university ownership of intellectual property that can lead to increased `public outcomes` from publicly-funded research performed by research universities. They advocate two practices that could increase the `public outcomes` from university research. These are the development of science roadmaps that link science research to `public outcomes` and `public outcome` metrics. Changes in the university research culture and expanded use of the Internet could also lead to increased `public outcomes`. They recommend the use of tax incentives to encourage companies to develop research partnerships with research universities.

    Prosperity Games are an outgrowth and adaptation of move/countermove and seminar War Games. Prosperity Games are simulations that explore complex issues in a variety of areas including economics, politics, sociology, environment, education and research. These issues can be examined from a variety of perspectives ranging from a global, macroeconomic and geopolitical viewpoint down to the details of customer/supplier/market interactions in specific industries. All Prosperity Games are unique in that both the game format and the player contributions vary from game to game. This report documents the University Prosperity Game conducted under the sponsorship of the Anderson Schools of Management at the University of New Mexico. This Prosperity Game was initially designed for the roadmap making effort of the National Electronics Manufacturing Initiative (NEMI) of the Electronics Subcommittee of the Civilian Industrial Technology Committee under the aegis of the National Science and Technology Council. The game was modified to support course material in MGT 508, Ethical, Political, and Social Environment of Business. Thirty-five students participated as role players. In this educational context the game`s main objectives were to: (1) introduce and teach global competitiveness and business cultures in an experiential classroom setting; (2) explore ethical, political, and social issues and address them in the context of global markets and competition; and (3) obtain non-government views regarding the technical and non-technical (i.e., policy) issues developed in the NEMI roadmap-making endeavor. The negotiations and agreements made during the game, along with the student journals detailing the players feelings and reactions to the gaming experience, provide valuable insight into the benefits of simulation as an advanced learning tool in higher education.

    The issue of the origin of the Universe and of its contents is addressed in the framework of bouncing cosmologies, as described for example by loop quantum gravity. If the current acceleration is due to a true cosmological constant, this constant is naturally conserved through the bounce and the Universe should also be in a (contracting) de Sitter phase in the remote past. We investigate here the possibility that the de Sitter temperature in the contracting branch fills the Universe with radiation that causes the bounce and the subsequent inflation and reheating. We also consider the possibility that this gives rise to a cyclic model of the Universe and suggest some possible tests.

    As oil and gas production moves to deeper and colder water, subsea multiphase production systems become critical for economic feasibility. It will also become increasingly imperative to adequately identify the conditions for paraffin precipitation and predict paraffin deposition rates to optimize the design and operation of these multi-phase production systems. Although several oil companies have paraffin deposition predictive capabilities for single-phase oil flow, these predictive capabilities are not suitable for the multiphase flow conditions encountered in most flowlines and wellbores. For deepwater applications in the Gulf of Mexico, it is likely that multiphase production streams consisting of crude oil, produced water and gas will be transported in a single multiphase pipeline to minimize capital cost and complexity at the mudline. Existing single-phase (crude oil) paraffin deposition predictive tools are clearly inadequate to accurately design these pipelines, because they do not account for the second and third phases, namely, produced water and gas. The objective of this program is to utilize the current test facilities at The University of Tulsa, as well as member company expertise, to accomplish the following: enhance our understanding of paraffin deposition in single and two-phase (gas-oil) flows; conduct focused experiments to better understand various aspects of deposition physics; and, utilize knowledge gained from experimental modeling studies to enhance the computer programs developed in the previous JIP for predicting paraffin deposition in single and two-phase flow environments. These refined computer models will then be tested against field data from member company pipelines.

    The United States produces only about 1/3 of the more than 20 million barrels of petroleum that it consumes daily. Oil imports into the country are roughly equivalent to the amount consumed in the transportation sector. Hence the nation in general, and the transportation sector in particular, is vulnerable to supply disruptions and price shocks. The situation is anticipated to worsen as the competition for limited global supplies increases and oil-rich nations become increasingly willing to manipulate the markets for this resource as a means to achieve political ends. The goal of this project was the development and improvement of technologies and the knowledge base necessary to produce and qualify a universal fuel from diverse feedstocks readily available in North America and elsewhere (e.g. petroleum, natural gas, coal, biomass) as a prudent and positive step towards mitigating this vulnerability. Three major focus areas, feedstock transformation, fuel formulation, and fuel characterization, were identified and each was addressed. The specific activities summarized herein were identified in consultation with industry to set the stage for collaboration. Two activities were undertaken in the area of feedstock transformation. The first activity focused on understanding the chemistry and operation of autothermal reforming, with an emphasis on understanding, and therefore preventing, soot formation. The second activity was focused on improving the economics of oxygen production, particularly for smaller operations, by integrating membrane separations with pressure swing adsorption. In the fuel formulation area, the chemistry of converting small molecules readily produced from syngas directly to fuels was examined. Consistent with the advice from industry, this activity avoided working on improving known approaches, giving it an exploratory flavor. Finally, the fuel characterization task focused on providing a direct and quantifiable comparison of diesel fuel and JP-8.

    We investigate the effect of vacuum corrections, due to the trace anomaly and Casimir effect, on the stability of an oscillating universe with respect to decay by tunneling to the singularity. We find that these corrections do not generally stabilize an oscillating universe. However, stability may be achieved for some specially fine-tuned non-vacuum states.

    The scenario of an emergent universe provides a promising resolution to the big bang singularity in universes with positive or negative spatial curvature. It however remains unclear whether the scenario can be successfully implemented in a spatially flat universe which seems to be favored by present cosmological observations. In this paper, we study the stability of Einstein static state solutions in a spatially flat Shtanov-Sahni braneworld scenario. With a negative dark radiation term included and assuming a scalar field as the only matter energy component, we find that the universe can stay at an Einstein static state past eternally and then evolve to an inflation phase naturally as the scalar field climbs up its potential slowly. In addition, we also propose a concrete potential of the scalar field that realizes this scenario.

    This article describes a program for personal and handheld computers, written in Basic, which has been developed for the conversion of Saybolt universal viscosity in Saybolt Universal Seconds (SSU or SUS) to kinematic viscosity in centistokes (cSt), at any selected temperature. It was developed using the mathematical relationship presented in the American Society for Testing and Materials (ASTM) standard D2161-82. In the standard, an equation is presented to convert kinematic viscosity to Saybolt universal viscosity, but nothing is presented to convert from Saybolt to kinematic because it is necessary to find the roots of a nonexplicit function. There are several numerical methods that can be used to determine the roots of the nonexplicit function, and therefore, convert Saybolt universal viscosity to kinematic viscosity. In the program, the first iteration of the second-order Newton-Raphson method is followed by the Wegstein method as a convergence accelerator.
