    Permanent disposal of low- and intermediate-level radioactive wastes in the subterranean environment has been the preferred method of many countries, including Korea. A safety issue after the closure of a geological repository is that biodegradation of organic materials due to microbial activities generates gases that lead to overpressure of the waste containers in the repository and its disintegration with the release of radionuclides. As part of an ongoing large-scale in situ experiment using organic wastes and groundwater to simulate geological radioactive waste repository conditions, we investigated the geochemical alteration and microbial activities at an early stage (~63 days) intended to be representative of the initial period after repository closure. The increased numbers of both aerobes and facultative anaerobes in waste effluents indicate that oxygen content could be the most significant parameter to control biogeochemical conditions at very early periods of reaction (<35 days). Accordingly, the values of dissolved oxygen and redox potential were decreased. The activation of anaerobes after 35 days was supported by the increased concentration to ~50 mg L-1 of ethanol. These results suggest that the biogeochemical conditions were rapidly altered to more reducing and anaerobic conditions within the initial 2 months after repository closure. Although no gases were detected during the study, activated anaerobic microbes will play more important role in gas generation over the long term.

  1. Fuel Cell Research at the University of South Carolina

    Five projects are proposed, in an effort to supplement the efforts of fuel cell research at the University of South Carolina and to contribute to the Technical Plan for Fuel Cells of the Department of Energy. These efforts include significant interaction with the industrial community through DOE funded projects and through the National Science Foundations Industry/University Cooperative Research Center for Fuel Cells. The allocation of projects described below leverage all of these sources of funding without overlap and redundancy. The first project Novel Non-Precious Metal Catalyst For PEMFCs, (Dr. Branko Popov) continues DOE award DE-FC36-03GO13108 for which funding was delayed by DOE due to budget constraints. The purpose of this project is to develop an understanding of the feasibility and limitations of metal-free catalysts. The second project, Non Carbon Supported Catalysts (Dr. John Weidner), is focused on improved catalysts and seeks to develop novel materials, which are more corrosion resistant. This corrosion behavior is critical during transient operation and during start-up and shutdown. This second project will be leveraged with recent, peer-reviewed, supplemental funding from NSF for use in the National Science Foundation Industry/University Cooperative Research Center for Fuel Cells (CFC) at USC. The third project, Hydrogen Quality, (Dr. Jean St-Pierre) will support the cross-program effort on H2 quality and focus on supporting subteam 1. We assume this task because of we have performed experiments and developed models that describe performance losses associated with CO, NH3, H2S contaminants in the hydrogen fuel feed to laboratory-scale single cells. That work has been focused on reformate fed to a stationary PEMFC and relatively high concentrations of these contaminants, this project will seek to apply that knowledge to the issue of hydrogen fuel quality as it relates to transportation needs. As part of this project USC and Oak Ridge National Laboratory (ORNL) will explore, in a collaborative effort, the usefulness of a techniques developed at ORNL to measure differences in the extent of contaminates adsorption with a spatially resolved mass spectrometer. A subcontract will be issued to ORNL for this part of this task. The fourth project, Gaskets (Dr. Y.J. (Bill) Chao), will complement industrial sponsorship of Project 25C in the National Science Foundation Industry/University Cooperative Research Center for Fuel Cells (CFC) at USC. We have found some materials that give relatively good initial performance and minimal long-term stress relaxation but their raw material cost is higher than that desired by stack and component suppliers. In this fourth project our goals is to obtain a fundamental understanding of the degradation mechanisms of existing gasket and seal materials in a PEMFC environment. We seek to explain the interactions of chemical and mechanical stresses that decrease the long-term durability of both existing and new sealing materials. The fifth project, Modeling the Acid Loss in PBI-type High Temperature Membranes, (Dr. Sirivatch (Vatch) Shimpalee) will support the development of stationary, but the fundamental studies of acid transport should have applications as new high-temperature membranes are developed for transportation and other early market fuel cells. We will work with Plug Power, Inc. (PLUG) to develop a model that will allow for long-term prediction of acid loss from PBI-type High Temperature Membranes (HTM) fuel cells. This project seeks to complete tasks which were under funded in FY2006 due to DOE budget constraints.

  3. Preliminary Report: Results of Computed Tracer Concentrations over Eastern China, South Korea, and Japan for 01 March to 30 May 2007 Daily Simulated Releases from Taiyuan, China

    In order to prepare for a proposed long range tracer experiment in China for the spring of 2008 time period, NARAC computed hypothetical PMCH concentrations over Eastern China, South Korea and Japan for simulated releases from Taiyuan, China. Normalized 1 kg of PMCH source strength releases were made twice a day, with wind input from global forecast weather model. We used 6-hour analysis fields valid at the start of each model run, resulting in four wind fields per day. The selected domain encompassed the region of interest over eastern Asia and the Western Pacific. Screening runs were made for each day at 0000 and 1200 UTC from 01 April, 2007 through 29 May, 2007 for a total of 90 days and 180 cases. 24-hour average air concentrations were evaluated at 22 sample cities in the three regions of interest for each case. 15 sample cities were selected to help quantify modeling results for experiment objectives. Any case that resulted in model predicted air concentrations exceeding 2.0E-02 fL/L at a sample city in all three regions was then selected for a detailed model run with source times six hours before and after evaluated in addition to the case time. The detailed runs used the same wind fields and model domain, but 6-hour average air concentrations were generated and analyzed for the 15 sample cities. Each of the 180 cases were ranked subjectively, based on whether or not the model prediction indicated the possibility that a release on that date and time might achieve the long range experiment objectives. Ranks used are High, Good, Low, Poor, and Bad. Of the 180 cases run, NARAC dispersion models predicted 6 instances of High possibility, 8 cases of Good, 32 of Low, 74 of Poor, and 60 cases of Bad probability. Detailed model runs were made for all 14 High or Good probability cases, a total of only 7.8% of all analyzed. Based on the results of this study we have identified a few dates on which a release of a reasonable amount of PMCH tracer (on the order of 500 kg) might be detected in all three regions of interest. Weather patterns for the 15 cases which met experiment objectives should be studied to help identify future favorable times for the releases. Additionally, particularly bad weather patterns can also be evaluated as times for releases to be avoided.

  5. Closeout Report: Experimental High Energy Physics Group at the University of South Alabama

    The High Energy Physics group at the University of South Alabama has been supported by this research grant (DE-FG02-96ER40970) since 1996. One researcher, Dr. Merrill Jenkins, has been supported on this grant during this time worked on fixed target experiments at the Fermi National Accelerator Laboratory, west of Chicago, Illinois. These experiments have been E-705, E-771, E-871 (HyperCP) and E-921 (CKM) before it was canceled for budgetary reasons. After the cancellation of CKM, Dr. Jenkins joined the Compact Muon Solenoid (CMS) experiment as an associate member via the High Energy Physics Group at the Florida State University. A second, recently tenured faculty member, Dr. Romulus Godang joined the group in 2009 and has been supported by this grant since then. Dr. Godang is working on the BaBaR experiment at SLAC and has joined the Belle-II experiment located in Japan at KEK. According to the instructions sent to us by our grant monitor, we are to concentrate on the activities over the last three years in this closeout report.

    Korea Research Reactor 1 (KRR-1), the first research reactor in Korea, has been operated since 1962, and the second one, Korea Research Reactor 2 (KRR-2) since 1972. The operation of both of them was phased out in 1995 due to their lifetime and operation of the new and more powerful research reactor, HANARO (High-flux Advanced Neutron Application Reactor; 30MW). Both are TRIGA Pool type reactors in which the cores are small self-contained units sitting in tanks filled with cooling water. The KRR-1 is a TRIGA Mark II, which could operate at a level of up to 250 kW. The second one, the KRR-2 is a TRIGA Mark III, which could operate at a level of up 2,000 kW. The decontamination and decommissioning (D & D) project of these two research reactors, the first D & D project in Korea, was started in January 1997 and will be completed to stage 3 by 2008. The aim of this decommissioning program is to decommission the KRR-1 & 2 reactors and to decontaminate the residual building structure s and the site to release them as unrestricted areas. KAERI (Korea Atomic Energy Research Institute) submitted the decommissioning plan and the environmental impact assessment reports to the Ministry of Science and Technology (MOST) for the license in December 1998, and was approved in November 2000.

    Recently, Health Impact Assessment has gained great attention in Korea. First, the Ministry of Environment introduced HIA within existing Environment Impact Assessment. Second, the Korea Institute for Health and Social Affairs began an HIA program in 2008 in alliance with Healthy Cities. In this short report, these two different efforts are introduced and their opportunities and challenges discussed. We believe these two approaches complement each other and both need to be strengthened. We also believe that both can contribute to the development of health in policy and project development and ultimately to improvements in the Korean population's health.

In complex large scale engineering systems such as nuclear power plants, the importance of qualified human resources cannot be underestimated. The corresponding education program should involve many topics systematically. Recently a nuclear engineering program has been initiated in Dongguk University, South Korea. The current education program focuses on undergraduate level nuclear engineering students. Our main objective is to provide industries fresh engineers with the understanding on the interconnection of local parts and the entire systems of nuclear power plants and the associated systems. From the experience there is a huge opportunity for chemical engineering disciple in the context of giving macroscopic overview on nuclear power plant and waste treatment management by strengthening the analyzing capability of fundamental situations.     The assessment of the embodied environmental impacts of buildings can help decision-makers plan environment-friendly buildings and reduce environmental impacts. For a more comprehensive assessment of the embodied environmental impacts of buildings, a hybrid life cycle assessment model was developed in this study. The developed model can assess the embodied environmental impacts (global warming, ozone layer depletion, acidification, eutrophication, photochemical ozone creation, abiotic depletion, and human toxicity) generated directly and indirectly in the material manufacturing, transportation, and construction phases. To demonstrate the application and validity of the developed model, the environmental impacts of an elementary school building were assessed using the developed model and compared with the results of a previous model used in a case study. The embodied environmental impacts from the previous model were lower than those from the developed model by 4.6–25.2%. Particularly, human toxicity potential (13 kg C{sub 6}H{sub 6} eq.) calculated by the previous model was much lower (1965 kg C{sub 6}H{sub 6} eq.) than what was calculated by the developed model. The results indicated that the developed model can quantify the embodied environmental impacts of buildings more comprehensively, and can be used by decision-makers as a tool for selecting environment-friendly buildings. - Highlights: • The model was developed to assess the embodied environmental impacts of buildings. • The model evaluates GWP, ODP, AP, EP, POCP, ADP, and HTP as environmental impacts. • The model presents more comprehensive results than the previous model by 4.6–100%. • The model can present the HTP of buildings, which the previous models cannot do. • Decision-makers can use the model for selecting environment-friendly buildings.

    The greenhouse gases (GHGs) generated in municipal solid waste (MSW) incineration are carbon dioxide (CO{sub 2}), methane (CH{sub 4}), and nitrous oxide (N{sub 2}O). In South Korea case, the total of GHGs from the waste incineration facilities has been increasing at an annual rate 10%. In these view, waste incineration facilities should consider to reduce GHG emissions. This study is designed to estimate the N{sub 2}O emission factors from MSW incineration plants, and calculate the N{sub 2}O emissions based on these factors. The three MSW incinerators examined in this study were either stoker or both stoker and rotary kiln facilities. The N{sub 2}O concentrations from the MSW incinerators were measured using gas chromatography-electron capture detection (GC-ECD) equipment. The average of the N{sub 2}O emission factors for the M01 plant, M02 plant, and M03 plant are 71, 75, and 153 g-N{sub 2}O/ton-waste, respectively. These results showed a significant difference from the default values of the intergovernmental panel on climate change (IPCC), while approaching those values derived in Japan and Germany. Furthermore, comparing the results of this study to the Korea Energy Economics Institute (KEEI) (2007) data on waste incineration, N{sub 2}O emissions from MSW incineration comprised 19% of the total N{sub 2}O emissions.

    This report summarizes the results of the avian surveys conducted at Kunsan Air Base (AB). This on-going survey is conducted to comply with requirements of the Environmental Governing Standards (EGS) for the Republic of Korea, the Integrated Natural Resources Management Plan (INRMP) for Kunsan AB, and the 8th Fighter Wing's Bird Aircraft Strike Hazard (BASH) Plan. One hundred sixteen bird species representing 34 families were identified and recorded. Seven species are designated as Cultural Property Monuments, and their protection is accorded by the Korean Ministry of Culture and Tourism. Six species appear on the Korean Association for Conservation of Nature's(KACN's) list of Reserved Wild Species and are protected by the Korean Ministry of Environment. Combined, only ten different species are Republic of Korea (ROK)-protected because the Eurasian Spoonbill, Peregrine Falcon, and Eurasian Oystercatcher are listed by both agencies. The primary objective of the avian survey at Kunsan AB was to determine what species of birds are present on the airfield and their respective habitat requirements during the critical seasons of the year. This requirement is specified in Annex C.4.a.(1-4) of the 8th Fighter Wing BASH Plan(8FWOPLAN 91-202). The second objective was to initiate surveys to determine what bird species are present on Kunsan AB throughout the year, and from the survey results determine if threatened, endangered, or other Korean-listed bird species are present on Kunsan AB. This overall census satisfies Criterion 13-3.e of the EGS for Korea. The final objective was to formulate management strategies within Kunsan AB's operational requirements to protect and enhance habitats of known threatened, endangered, and ROK-protected species in accordance with EGS Criterion 13-3.a and also that are favorable for the reproduction of indigenous species in accordance with the EGS Criterion 13-3.h.

    This report summarizes the results of the avian surveys conducted at Osan Air Base (AB). This ongoing survey is conducted to comply with requirements of the Environmental Governing Standards (EGS) for the Republic of Korea, the Integrated Natural Resources Management Plan (INRMP) for Osan AB, and the 51st Fighter Wing's Bird Aircraft Strike Hazard (BASH) Plan. One hundred ten bird species representing 35 families were identified and recorded. Seven species are designated as Natural Monuments, and their protection is accorded by the Korean Ministry of Culture and Tourism. Three species appear on the Korean Association for Conservation of Nature's (KACN's) list of Reserved Wild Species and are protected by the Korean Ministry of Environment. Combined, ten different species are Republic of Korea (ROK)-protected.     Since the first nuclear power was engaged in Korean electricity grid in 1978, intensive research and development has been focused on localization and standardization of large pressurized water reactors (PWRs) aiming at providing Korean peninsula and beyond with economical and safe power source. With increased priority placed on the safety since Chernobyl accident, Korean nuclear power R and D activity has been diversified into advanced PWR, small modular PWR and generation IV reactors. After the outbreak of Fukushima accident, inherently safe small modular reactor (SMR) receives growing interest in Korea and Europe. In this paper, we will describe recent status of evolving designs of SMR, their advantages and challenges. In particular, the conceptual design of lead-bismuth cooled SMR in Korea, URANUS with 40∼70 MWe is examined in detail. This paper will cover a framework of the program and a strategy for the successful deployment of small modular reactor how the goals would entail and the approach to collaboration with other entities.

    The PEAK Institute was developed to provide a linkage for formal (schoolteachers) and nonformal educators (extension agents) with agricultural scientists of Clemson University`s South Carolina Agricultural Experiment Station System. The goal of the Institute was to enable teams of educators and researchers to develop and provide PEAK science and math learning experiences related to relevant agricultural and environmental issues of local communities for both classroom and 4-H Club experiences. The Peak Institute was conducted through a twenty day residential Institute held in June for middle school and high school teachers who were teamed with an Extension agent from their community. These educators participated in hands-on, minds-on sessions conducted by agricultural researchers and Clemson University Cooperative Extension specialists. Participants were given the opportunity to see frontier science being conducted by scientists from a variety of agricultural laboratories.

    USF is developing low-cost, high-temperature phase-change materials (PCMs) for use in thermal energy storage systems. Heat storage materials are critical to the energy storage process. In solar thermal storage systems, heat can be stored in these materials during the day and released at night--when the sun is not out--to drive a turbine and produce electricity. In nuclear storage systems, heat can be stored in these materials at night and released to produce electricity during daytime peak-demand hours. Most PCMs do not conduct heat very well. Using an innovative, electroless encapsulation technique, USF is enhancing the heat transfer capability of its PCMs. The inner walls of the capsules will be lined with a corrosion-resistant, high-infrared emissivity coating, and the absorptivity of the PCM will be controlled with the addition of nano-sized particles. USF's PCMs remain stable at temperatures from 600 to 1,000°C and can be used for solar thermal power storage, nuclear thermal power storage, and other applications.

    To date, four Federal offshore oil-and-gas leasing actions have occurred in the South Atlantic Region. Two additional South Atlantic lease offerings remain on the July 1982 final 5-year OCS oil-and-gas leasing schedule before June 1987. The South Atlantic Region consists of three major sedimentary basins: the Carolina Trough, the Blake Plateau, and the Southeast Georgia Embayment. Lease Sale 43, the first in the South Atlantic Region, featured blocks for exploration in the Southeast Georgia Embayment. Offshore operators drilled a total of six exploratory wells on blocks leased in Lease Sale 43. All were dry. The 43 leases from Lease Sale 43 have now expired, some blocks were relinquished earlier by their lease-holders. In the recent Lease Sales 56 and RS-2, and in the South Atlantic Lease Offering (July 1983), blocks leased were largely concentrated in the Carolina Trough Basin. Exploration of these blocks may begin anew in early 1984. The blocks are in deep water and will require careful, long-range planning before drilling can commence. As of July 1983, all 66 leases from the above three sales are active. Two plans of exploration have been approved by Minerals Management Service for exploration on blocks leased in Lease Sale 56. The plans are for Russell Area, Blocks 709 and 710, and Manteo Area, Block 510. Blocks 709 and 710 are held by ARCO, and Block 510 is held by Chevron. Based on current plans of exploration, operations will begin in 1984, first by Chevron, and sometime later by ARCO. Operations will be supported by a temporary service base to be established at Morehead City, North Carolina. 6 references, 4 figures.

An expanded system boundary was employed to compare by-products. Life cycle cost was analyzed through the entire disposal process, which included discharge, separate collection, transportation, treatment, and final disposal stages, all of which were included in the system boundary. Costs and benefits were estimated by an avoided impact. Environmental benefits of each system per 1 tonne of food waste management were estimated using carbon prices resulting from CO{sub 2} reduction by avoided impact, as well as the prices of by-products such as animal feed, compost, and electricity. We found that the cost of landfilling was the lowest, followed by co-digestion. The benefits of wet feeding systems were the highest and landfilling the lowest.

    2 Project Summary: The Multi-University Southeast INIE Consortium (MUSIC) was established in response to the US Department of Energys (DOE) Innovations in Nuclear Infrastructure and Education (INIE) program. MUSIC was established as a consortium composed of academic members and national laboratory partners. The members of MUSIC are the nuclear engineering programs and research reactors of Georgia Institute of Technology (GIT), North Carolina State University (NCSU), University of Maryland (UMD), University of South Carolina (USC), and University of Tennessee (UTK). The University of Florida (UF), and South Carolina State University (SCSU) were added to the MUSIC membership in the second year. In addition, to ensure proper coordination between the academic community and the nations premier research and development centers in the fields of nuclear science and engineering, MUSIC created strategic partnerships with Oak Ridge National Laboratory (ORNL) including the Spallation Neutron Source (SNS) project and the Joint Institute for Neutron Scattering (JINS), and the National Institute of Standards and Technology (NIST). A partnership was also created with the Armed Forces Radiobiology Research Institute (AFRRI) with the aim of utilizing their reactor in research if funding becomes available. Consequently, there are three university research reactors (URRs) within MUSIC, which are located at NCSU (1-MW PULSTAR), UMD (0.25-MW TRIGA) and UF (0.10-MW Argonaut), and the AFRRI reactor (1-MW TRIGA MARK F). The overall objectives of MUSIC are: a) Demonstrate that University Research Reactors (URR) can be used as modern and innovative instruments of research in the basic and applied sciences, which include applications in fundamental physics, materials science and engineering, nondestructive examination, elemental analysis, and contributions to research in the health and medical sciences, b) Establish a strong technical collaboration between the nuclear engineering faculty and the MUSIC URRs. This will be achieved by involving the faculty in the development of state-of-the-art research facilities at the URRs and subsequently, in the utilization of these facilities, c) Facilitate the use of the URRs by the science and engineering faculty within the individual institutions and by the general community of science and engineering, d) Develop a far-reaching educational component that is capable of addressing the needs of the nuclear science and engineering community. Specifically, the aim of this component will be to perform public outreach activities, contribute to the active recruitment of the next generation of nuclear professionals, strengthen the education of nuclear engineering students, and promote nuclear engineering education for minority students.

    As of 2012, 23 units of nuclear power plants are in operation, but there is no experience of permanent shutdown and decommissioning of nuclear power plant in Korea. It is realized that, since late 1990's, improvement of the regulatory framework for decommissioning has been emphasized constantly from the point of view of International Atomic Energy Agency (IAEA)'s safety standards. And it is known that now IAEA prepare the safety requirement on decommissioning of facilities, its title is the Safe Decommissioning of Facilities, General Safety Requirement Part 6. According to the result of IAEA's Integrated Regulatory Review Service (IRRS) mission to Korea in 2011, it was recommended that the regulatory framework for decommissioning should require decommissioning plans for nuclear installations to be constructed and operated and these plans should be updated periodically. In addition, after the Fukushima nuclear disaster in Japan in March of 2011, preparedness for early decommissioning caused by an unexpected severe accident became also important issues and concerns. In this respect, it is acknowledged that the regulatory framework for decommissioning of nuclear facilities in Korea need to be improved. First of all, we identify the current status and relevant issues of regulatory framework for decommissioning of nuclear power plants compared to the IAEA's safety standards in order to achieve our goal. And then the plan is to be established for improvement of regulatory framework for decommissioning of nuclear power plants in Korea. After dealing with it, it is expected that the revised regulatory framework for decommissioning could enhance the safety regime on the decommissioning of nuclear power plants in Korea in light of international standards.     GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.

    The South Carolina Bio-Energy Research Collaborative is working together on the development and demonstration of technology options for the production of bio-fuels using renewable non-food crops and biomass resources that are available or could be made available in abundance in the southeastern United States. This collaboration consists of Arborgen LLC, Clemson University, Savannah River National Laboratory, and South Carolina State University, with support from Dyadic, Fagen Engineering, Renewed World Energies, and Spinx. Thus far, most work has centered on development of a fermentation-based process to convert switchgrass into ethanol, with the concomitant generation of a purified lignin stream. The process is not feed-specific, and the work scope has recently expanded to include sweet sorghum and wood. In parallel, the Collaborative is also working on developing an economical path to produce oils and fuels from algae. The Collaborative envisions an integrated bio-fuels process that can accept multiple feedstocks, shares common equipment, and that produces multiple product streams. The Collaborative is not the only group working on bio-energy in South Carolina, and other companies are involved in producing biomass derived energy products at an industrial scale.

    The Department of Energy (DOE) has prepared an Environmental Assessment (EA) evaluating the proposed construction and operation of the Strom Thurmond Biomedical Research Center (Center) at the Medical University of South Carolina (MUSC), Charleston, SC. The DOE is evaluating a grant proposal to authorize the MUSC to construct, equip and operate the lower two floors of the proposed nine-story Center as an expansion of on-going clinical research and out-patient diagnostic activities of the Cardiology Division of the existing Gazes Cardiac Research Institute. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required.

    The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    The transport of air pollutants in coastal regions has been known to be strongly affected by the mesoscale atmospheric circulations such as sea-land breezes. These mesoscale atmospheric circulations depend on synoptic weather conditions. In this study, a three-dimensional sea-land breeze model was developed to evaluate the effects of the sea and land breezes on the atmospheric dispersion of radioactive materials released from nuclear power plants in Korea. In the model, the hydrostatic primitive equations in the terrain-following coordinate system were used. The mesoscale atmospheric circulation simulation were carried out under various synoptic weather conditions for all seasons around the Wolsung nuclear power plant site.

But what if the light waves emitted by the exploding star and other cosmological phenomena could be translated into sound? Thats the idea behind a Rhythms of the Universe, a musical project to sonify the universe by Grateful Dead percussionist and Grammy award-winning artist Mickey Hart that caught the attention of Nobel Prize-winning astrophysicist George Smoot of Lawrence Berkeley National Laboratory.     The South Carolina Institute for Energy Studies (SCIES), administratively housed at Clemson University, has participated in the advancement of combustion turbine technology for over a decade. The University Turbine Systems Research Program, previously referred to as the Advanced Gas Turbine Systems Research (AGTSR) program, has been administered by SCIES for the U.S. DOE during the 1992-2003 timeframe. The structure of the program is based on a concept presented to the DOE by Clemson University. Under the supervision of the DOE National Energy Technology Laboratory (NETL), the UTSR consortium brings together the engineering departments at leading U.S. universities and U.S. combustion turbine developers to provide a solid base of knowledge for the future generations of land-based gas turbines. In the UTSR program, an Industrial Review Board (IRB) (Appendix C) of gas turbine companies and related organizations defines needed gas turbine research. SCIES prepares yearly requests for university proposals to address the research needs identified by the IRB organizations. IRB technical representatives evaluate the university proposals and review progress reports from the awarded university projects. To accelerate technology transfer technical workshops are held to provide opportunities for university, industry and government officials to share comments and improve quality and relevancy of the research. To provide educational growth at the Universities, in addition to sponsored research, the UTSR provides faculty and student fellowships. The basis for all activities--research, technology transfer, and education--is the DOE Turbine Program Plan and identification, through UTSR consortium group processes, technology needed to meet Program Goals that can be appropriately researched at Performing Member Universities.

    We give a universal recipe for constructing nonlinear entanglement witnesses able to detect nonclassical correlations in arbitrary systems of distinguishable and/or identical particles for an arbitrary number of constituents. The constructed witnesses are expressed in terms of expectation values of observables. As such, they are, at least in principle, measurable in experiments.

    Korea Radioactive-waste Management Corporation (KRMC) established in 2009 has started a new project to collect information on long-term stability of deep geological environments on the Korean Peninsula. The information has been built up in the integrated natural barrier database system available on web (www.deepgeodisposal.kr). The database system also includes socially and economically important information, such as land use, mining area, natural conservation area, population density, and industrial complex, because some of this information is used as exclusionary criteria during the site selection process for a deep geological repository for safe and secure containment and isolation of spent nuclear fuel and other long-lived radioactive waste in Korea. Although the official site selection process has not been started yet in Korea, current integrated natural barrier database system and socio-economic database is believed that the database system will be effectively utilized to narrow down the number of sites where future investigation is most promising in the site selection process for a deep geological repository and to enhance public acceptance by providing readily-available relevant scientific information on deep geological environments in Korea.     This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) Drexel University Project 31091 irradiation. The objective of this test was to assess the radiation performance of new ceramic materials for advanced reactor applications. Accordingly, irradiations of transition metal carbides and nitrides were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in static capsules inserted into the A-3 and East Flux Trap Position 5 locations of the ATR.

    While cosmological inflation can erase primordial inhomogeneities, it is possible that inflation may not begin in a significantly inhomogeneous universe. This issue is particularly pressing in multifield scenarios, where even the homogeneous dynamics may depend sensitively on the initial configuration. This paper presents an initial survey of the onset of inflation in multifield models, via qualitative lattice-based simulations that do not include local gravitational backreaction. Using hybrid inflation as a test model, our results suggest that small subhorizon inhomogeneities do play a key role in determining whether inflation begins in multifield scenarios. Interestingly, some configurations which do not inflate in the homogeneous limit ''succeed'' after inhomogeneity is included, while other initial configurations which inflate in the homogeneous limit ''fail'' when inhomogeneity is added.

    There are currently over 900 facilities in over 170 countries which fall under International Atomic Energy Agency (IAEA) safeguards. As additional nations look to purse civilian nuclear programs or to expand infrastructure already in place, the number of reactors and accompanying facilities as well as the quantity of material has greatly increased. Due to the breadth of the threat and the burden placed on the IAEA as nuclear applications expand, it has become increasingly important that safeguards professionals have a strong understanding of both the technical and political aspects of nonproliferation starting early in their career. To begin overcoming this challenge, Idaho National Laboratory, has partnered with local universities to deliver a graduate level nuclear engineering course that covers both aspects of the field with a focus on safeguards applications. To date over 60 students across multiple disciplines have participated in this course with many deciding to transition into a nonproliferation area of focus in both their academic and professional careers.

    The behavior of relativistic runaway electrons during Electron Cyclotron Resonance Heating (ECRH) discharges is investigated in the Korea Superconducting Tokamak Advanced Research device. The effect of the ECRH on the runaway electron population is discussed. Observations on the generation of superthermal electrons during ECRH will be reported, which will be shown to be consistent with existing theory for the development of a superthermal electron avalanche during ECRH [A. Lazaros, Phys. Plasmas 8, 1263 (2001)].

    Massive gas injection (MGI) system was developed on Korea Superconducting Tokamak Advanced Research (KSTAR) in 2011 campaign for disruption studies. The MGI valve has a volume of 80 ml and maximum injection pressure of 50 bar, the diameter of valve orifice to vacuum vessel is 18.4 mm, the distance between MGI valve and plasma edge is {approx}3.4 m. The MGI power supply employs a large capacitor of 1 mF with the maximum voltage of 3 kV, the valve can be opened in less than 0.1 ms, and the amount of MGI can be controlled by the imposed voltage. During KSTAR 2011 campaign, MGI disruptions are carried out by triggering MGI during the flat top of circular and limiter discharges with plasma current 400 kA and magnetic field 2-3.5 T, deuterium injection pressure 39.7 bar, and imposed voltage 1.1-1.4 kV. The results show that MGI could mitigate the heat load and prevent runaway electrons with proper MGI amount, and MGI penetration is deeper under higher amount of MGI or lower magnetic field. However, plasma start-up is difficult after some of D{sub 2} MGI disruptions due to the high deuterium retention and consequently strong outgassing of deuterium in next shot, special effort should be made to get successful plasma start-up after deuterium MGI under the graphite first wall.

    A universal ripper miner used to cut, collect and transfer material from an underground mine working face includes a cutter head that is vertically movable in an arcuate cutting cycle by means of drive members, such as hydraulically actuated pistons. The cutter head may support a circular cutter bit having a circular cutting edge that may be indexed to incrementally expose a fresh cutting edge. An automatic indexing system is disclosed wherein indexing occurs by means of a worm gear and indexing lever mechanism. The invention also contemplates a bi-directional bit holder enabling cutting to occur in both the upstroke and the downstroke cutting cycle. Another feature of the invention discloses multiple bits arranged in an in-line, radially staggered pattern, or a side-by-side pattern to increase the mining capacity in each cutting cycle. An on-board resharpening system is also disclosed for resharpening the cutting edge at the end of cutting stroke position. The aforementioned improvement features may be used either singly, or in any proposed combination with each other.

    This paper outlines the new physics possibilities that fall within the field of nuclear structure and astrophysics based on experiments with radioactive ion beams at the future Rare Isotope Beams Accelerator facility in Korea. This ambitious multi-beam facility has both an Isotope Separation On Line (ISOL) and fragmentation capability to produce rare isotopes beams (RIBs) and will be capable of producing and accelerating beams of wide range mass of nuclides with energies of a few to hundreds MeV per nucleon. The large dynamic range of reaccelerated RIBs will allow the optimization in each nuclear reaction case with respect to cross section and channel opening. The low energy RIBs around Coulomb barrier offer nuclear reactions such as elastic resonance scatterings, one or two particle transfers, Coulomb multiple-excitations, fusion-evaporations, and direct capture reactions for the study of the very neutron-rich and proton-rich nuclides. In contrast, the high energy RIBs produced by in-flight fragmentation with reaccelerated ions from the ISOL enable to explore the study of neutron drip lines in intermediate mass regions. The proposed studies aim at investigating the exotic nuclei near and beyond the nucleon drip lines, and to explore how nuclear many-body systems change in such extreme regions by addressing the following topics: the evolution of shell structure in areas of extreme proton to neutron imbalance; the study of the weak interaction in exotic decay schemes such as beta-delayed two-neutron or two-proton emission; the change of isospin symmetry in isobaric mirror nuclei at the drip lines; two protons or two neutrons radioactivity beyond the drip lines; the role of the continuum states including resonant states above the particle-decay threshold in exotic nuclei; and the effects of nuclear reaction rates triggered by the unbound proton-rich nuclei on nuclear astrophysical processes.

    Background: Limited epidemiologic data are available concerning the cardiovascular effects of cadmium exposure, although recent studies suggest associations with myocardial infarction and peripheral arterial disease. We examined the associations of cadmium exposure with cardiovascular disease in nationally representative general Korean adults. Methods: We used cross-sectional data on blood cadmium and self-reported diagnoses of ischemic heart disease (IHD), stroke, and hypertension in a sub-sample of 1908 adults, aged 20 years and older, who participated in the 2005 Korea National Health and Nutrition Examination Survey (KNHANES). We used survey logistic regression models accounting for the complex sampling design to estimate the odds ratios (OR), adjusting for age, education, income, alcohol, smoking, body mass index, waist circumference, family history of hypertension, blood pressure, and blood lead. Results: The geometric mean of blood cadmium was 1.53 {mu}g/L. After adjusting for potential confounders, an interquartile range (IQR) increase in blood cadmium (0.91 {mu}g/L) was found to be associated with an increased risk for IHD (OR 2.1, 95% confidence interval (CI) 1.3-3.4). An IQR increase in blood cadmium was found to be associated with an elevated risk for hypertension only among men (OR 1.4, 95% CI 1.1-1.8) but not among women. No association was observed with stroke in both genders. Conclusions: These findings suggest that cadmium in blood may be associated with an increased risk for IHD and hypertension in the general Korean adult population.

    Did India and Pakistan nearly fight a nuclear war in 1990? In a provocative 1993 article, Seymour M. Hersh claims that they did. During a crisis with India over the rapidly escalating insurgency in Kashmir, Pakistan openly deployed its main armored tank units along the Indian border and, in secret, placed its nuclear-weapons arsenal on alert. As a result, the Bush Administration became convinced that the world was on the edge of a nuclear exchange between Pakistan and India. Universe of cases is admittedly small, but my argument is supported by recent research indicating that preemptive attacks of any kind have been historically rarer than conventionally believed. The nuclear era has seen two instances of preventive attacks against nuclear facilities-the 1981 Israeli bombing of Iraq`s Osirak nuclear facility and the allied coalition`s 1991 air war against Iraq-but both of these actions were taken without fear of nuclear reprisal. In situations where nuclear retaliation has been a possibility, no leader of nuclear weapon state has chosen to launch a preemptive first strike. 97 refs.

    The IceCube Neutrino Observatory is located in the ice near the geographic South Pole. Particle showers from neutrino interactions in the ice produce light which is detected by IceCube modules, and the amount and pattern of deposited light are used to reconstruct the properties of the incident neutrino. Since light is scattered and absorbed by ice between the neutrino interaction vertex and the sensor, IceCube event reconstruction depends on understanding the propagation of light through the ice. This paper presents the current status of modeling light propagation in South Pole ice, including the recent observation of an azimuthal anisotropy in the scattering.

    Efimov states are a sequence of shallow three-body bound states that arise when the two-body scattering length is large. Efimov showed that the binding energies of these states can be calculated in terms of the scattering length and a three-body parameter by solving a transcendental equation involving a universal function of one variable. We calculate this universal function using effective field theory and use it to describe the three-body system of {sup 4}He atoms. We also extend Efimov's theory to include the effects of deep two-body bound states, which give widths to the Efimov states.

    Task A: Examination of the physiological, morphological, and reproductive responses of Panicum virgatum (switchgrass) cultivars identified as potential biofuel producing cultivars as well as naturally-occurring varieties of switchgrass to projected changes in climate for the central portion of the United States. This project was a multi-year project set in a field site located at the Konza Prairie Biological Station near Manhattan, KS USA. The major objective of the study was to understand the physiological and growth responses of the important biofuel grass species, Panicum virgatum (switch grass) to simulated changes in precipitation expected for the Central Plains region of the United States. Population level adaptation to broad-scale regional climates or within-population variation in genome size of this genetically and phenotypically diverse C4 grass species may influence the responses to future precipitation variability associated with climate change. Therefore, we investigated switchgrass responses to water variability between natural populations collected across latitudinal gradient and populations. P. virgatum plants from natural populations originating from Kansas, Oklahoma, and Texas received frequent, small precipitation events (“ambient’) or infrequent, large precipitation events (‘altered”) to simulate contrasting rainfall variability expected from this region. We measured leaf-level physiology, aboveground biomass varied significantly by population origin but did not differ by genome size. Our results suggest that trait variation in P. virgatum is primarily attributed to population-level adaptation across latitudinal gradient, not genome size, and that neither population-level adaptation nor genome size may be important predictors of P. virgatum responses to future climatic conditions. Based solely on the data presented here, the most important consideration when deciding what varieties of switchgrass to cultivate for biofuel feedstocks under future climate scenarios is local adaptation and not necessarily genome size as has been hypothesized in the literature. Task B: Installation of an extensive green roof system on the Science Center at Saint Joseph's University for research, research-training and educational outreach activities. An experimental green roof system was designed and installed by an outside contractor (Roofmeadows) on the roof of the Science Center at Saint Joseph's University. The roof system includes four test plots, each with a different drainage system, instrumentation to monitor storm water retention, roof deck temperature, heat flux into and out of the building, rain fall, wind speed and direction, relative humidity and heat emission from the roof system. The vegetative roof was planted with 26 species of plants, distributed throughout the roof area, to assess species/variety growth and coverage characteristics, both in terms of the different drain layer systems, and in terms of the different exposures along the north to south axis of the building. Analysis of the drain layer performance, in terms of storm water retention, shows that the aggregate (stone) drainage layer system performed the best, with the moisture management mat system second, and the geotextile drain layer and reservoir sheet layer systems coming in last. This information is of value in the planning and design of vegetative roof systems since the different types of drainage layer systems have different installation costs and different weights. The different drainage layer systems also seem to be having an impact on plant growth and spread with the test plot with the reservoir sheet layer actually having the poorest plant coverage and plant spread of all areas of the roof studied. Plant growth performance analysis is ongoing, but significant differences have been observed in the third growing season ('13) along the north to south axis, with most species doing better towards the northern end of the roof (in terms of percent ground coverage and plant spread and reproduction). Interestingly, plant growth in all four of the test plots was reduced relative to the lower areas of the roof (the lower area was ca. 2 inches lower than the test plots, due to the space needed for sensors under the plots. The lower roof area uses an aggregate drain layer comparable to that in the third test plot), even when accounting for the north to south differences. The reasons for these differences are not clear and studies are underway to examine the impact of wind scour, drainage rates, temperature, and other factors. This information will be of value to planners of extensive vegetative roof systems in the Philadelphia (and broader) region, since plant growth and roof system overall performance is influenced by local climate, making broad generalizations of performance difficult. Task C: Education and community outreach efforts by the IES involving conferences at SJU, presentations by faculty and students off campus, and educational signage. The Institute for Environmental Stewardship hosted three storm water management workshops on the SJU campus in Philadelphia, in collaboration with the Lower Merion Conservancy, a not-for-profit organization located in Montgomery County, PA. These workshops were free and open to the public. The three workshops (held each year in March) drew more than 200 participants total. The presenters included local and state government agencies, not for profit organizations involved in storm water and open space preservation, designers, engineers, planners and others. Feedback was uniformly positive and we plan to continue the workshops for the foreseeable future. Educational signage has been installed at four locations on campus to explain campus infrastructure related to storm water (rain gardens, vegetative roof and green facades), as well as detailed signage installed on the Science Center roof for the vegetative roof system. More than 100 people (from in and outside of SJU) have thus far participated in tours of the roof system. A digital signage system has been installed in the adjacent library and this system provides information about the vegetative roof project and other efforts. A web camera system for the roof has also been installed and the video will be simulcast to the digital signage and with web site (www.sju.edu/ies) in the near future.

    Task A: Examination of the physiological, morphological, and reproductive responses of Panicum virgatum (switchgrass) cultivars identified as potential biofuel producing cultivars as well as naturally-occurring varieties of switchgrass to projected changes in climate for the central portion of the United States. This project was a multi-year project set in a field site located at the Konza Prairie Biological Station near Manhattan, KS USA. At the field site we planted switchgrass collected from regions in Kansas, Oklahoma, and Texas. After a year of establishment we implemented a set of two-year water treatments that examined the responses in physiology, growth and development of switchgrass to predicted changes in precipitation amount for the central United States. After this experiment was completed we performed a second set of experiments that examined the responses of switchgrass physiology, growth, and development to changes in precipitation frequency. We also included in this analysis how genome size of individuals influenced their responses to precipitation frequency changes. Generally, we found switchgrass to be unresponsive to realistic predictions of precipitation changes for the Central Plains of the United States. These studies have provided significant insight into how this important grassland species will respond to future climate change from both an ecological and applied biological perspective. Finally, we provided insight into the mechanism through which this species changes in the face of altered water availability by not supporting the hypothesis that the control of switchgrass responses to changes in precipitation is altered by genome size.     The safe and effective management of radioactive waste is a national task required for sustainable generation of nuclear power and for energy self-reliance in Korea. Currently, for permanent disposal of low- and intermediate-level waste (LILW), the Wolsong LILW Disposal Center (WLDC) is under construction. It will accommodate a total of 800,000 drums at the final stage after stepwise expansion. As an implementing strategy for cost-effective development of the WLDC, various disposal options suitable for waste classification schemes would be considered. It is also needed an optimized management of the WLDC by taking a countermeasure of volume reduction treatment. In this study, various management options to be applied to each waste class are analyzed in terms of its inventory and disposal cost. For the volume reduction and stabilization of waste, the vitrification and plasma melting methods are considered for combustible and incombustible waste, respectively. (authors)

    In 2002, the U S Department of Energy established a cooperative agreement for a program now designated as the University Turbine Systems (UTSR) Program. As stated in the cooperative agreement, the objective of the program is to support and facilitate development of advanced energy systems incorporating turbines through a university research environment. This document is the first annual, technical progress report for the UTSR Program. The Executive Summary describes activities for the year of the South Carolina Institute for Energy Studies (SCIES), which administers the UTSR Program. Included are descriptions of: Outline of program administrative activities; Award of the first 10 university research projects resulting from a year 2001 RFP; Year 2002 solicitation and proposal selection for awards in 2003; Three UTSR Workshops in Combustion, Aero/Heat Transfer, and Materials; SCIES participation in workshops and meetings to provide input on technical direction for the DOE HEET Program; Eight Industrial Internships awarded to higher level university students; Increased membership of Performing Member Universities to 105 institutions in 40 states; Summary of outreach activities; and a Summary table describing the ten newly awarded UTSR research projects. Attachment A gives more detail on SCIES activities by providing the monthly exceptions reports sent to the DOE during the year. Attachment B provides additional information on outreach activities for 2002.   12. South Dakota Wind Resource Assessment Network (WRAN)

    WRAN is a network of instrument stations sited throughout South Dakota. As of 2010, there are eleven stations, and some have been collecting data since 2001. The purpose of the WRAN:

    There are several reasons why the WRAN was built. One of the most obvious is that it will allow verification of the existing resource assessments of our state. South Dakota has tremendous potential as an exporter of wind-generated electricity. There has recently been a great deal of publicity over a Pacific Northwest National Laboratories study conducted in the early 1990s that ranked the contiguous 48 states in terms of their potential to produce windpower. (Click here for the results of this study as given by the American Wind Energy Association.) South Dakota ranked fourth in that study. Also, more recently, detailed maps of the wind resource in South Dakota were produced by the National Renewable Energy Laboratory (NREL). Unfortunately, both of these studies had to rely heavily on computer-generated models and very sparse measured data, because very little appropriate measured data exists. The WRAN will provide valuable data that we anticipate will validate the NREL maps, and perhaps suggest minor adjustments.

    There are many other benefits the WRAN will provide. The data it will measure will be at heights above ground that are more appropriate for predicting the performance of large modern wind turbines, as opposed to data collected at National Weather Service stations whose anemometers are usually only about 9 m (30 feet) above ground. Also, we will collect some different types of data than most wind measurement networks, which will allow a series of important studies of the potential impact and value of South Dakota's windpower. In addition, all of the WRAN data will be made available to the public via this WWWeb site. This will hopefully enable extensive informed discussion among all South Dakotans on such important topics as rural economic development and transmission system expansion.     An overview of the current controversy on the age of the universe is presented. It is shown that the age of the oldest star, globular clusters, yields an age estimate of approximately 14 {+-} 2 {+-} 2 Gyr (where the first {+-} is statistical and the second systematic, and the two should {ital not} be added in quadrature), with a firm lower bound of {ge} 10 Gyr. It is shown how radioactive dating, nucleocosmochronology, also yields a firm lower bound of {approx_gt} 10 Gyr.     We have produced a new conformal map of the universe illustrating recent discoveries, ranging from Kuiper belt objects in the Solar system, to the galaxies and quasars from the Sloan Digital Sky Survey. This map projection, based on the logarithm map of the complex plane, preserves shapes locally, and yet is able to display the entire range of astronomical scales from the Earth s neighborhood to the cosmic microwave background. The conformal nature of the projection, preserving shapes locally, may be of particular use for analyzing large scale structure. Prominent in the map is a Sloan Great Wall of galaxies 1.37 billion light years long, 80 percent longer than the Great Wall discovered by Geller and Huchra and therefore the largest observed structure in the universe.

    This article is a summary of presentations made during the 1997 Winter Meeting panel session on Power and Natural Gas in Latin America: Towards an Integrated Market. Reregulation and demand for energy resources to support economic growth are driving international natural gas and electricity exchange initiatives. Panelists focused on the gas and electric power industry in Latin America in terms of the: transport of gas or transmission of electricity; energy market integration in the southern cone of South America; and issues on gas use for electricity generation in South America countries. Countries such as Argentina, Bolivia, and Peru will export natural gas to Brazil, Uruguay, Paraguay and Chile, an the energy matrices of these countries will change.

    This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) University of Illinois Project 29609 irradiation. The objective of this test was to assess the radiation performance of ferritic alloys for advanced reactor applications. The FeCr-based alloy system is considered the lead alloy system for a variety of advanced reactor components and applications. Irradiations of FeCr alloy samples were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in a static capsule in the A-11 position of the ATR.

RHIC is a world-class scientific research facility that began operation in 2000, following 10 years of development and construction. Hundreds of physicists from around the world use RHIC to study what the universe may have looked like in the first few moments after its creation. RHIC drives two intersecting beams of gold ions head-on, in a subatomic collision. What physicists learn from these collisions may help us understand more about why the physical world works the way it does, from the smallest subatomic particles, to the largest stars.

    Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building. The resulting building houses Portland State's Architecture department, where students are able to learn from the exposed building systems.

  19. Research universities for the 21st century

    The `public outcomes` from research universities are educated students and research that extends the frontiers of knowledge. Measures of these `public outcomes` are inadequate to permit either research or education consumers to select research universities based on quantitative performance data. Research universities annually spend over $20 billion on research; 60% of these funds are provided by Federal sources. Federal funding for university research has recently grown at an annual rate near 6% during a time period when other performers of Federal research have experienced real funding cuts. Ten universities receive about 25% of the Federal funds spent on university research. Numerous studies of US research universities are reporting storm clouds. Concerns include balancing research and teaching, the narrow focus of engineering education, college costs, continuing education, and public funding of foreign student education. The absence of research on the `public outcomes` from university research results in opinion, politics, and mythology forming the basis of too many decisions. Therefore, the authors recommend studies of other nations` research universities, studies of various economic models of university research, analysis of the peer review process and how well it identifies the most capable research practitioners and at what cost, and studies of research university ownership of intellectual property that can lead to increased `public outcomes` from publicly-funded research performed by research universities. They advocate two practices that could increase the `public outcomes` from university research. These are the development of science roadmaps that link science research to `public outcomes` and `public outcome` metrics. Changes in the university research culture and expanded use of the Internet could also lead to increased `public outcomes`. They recommend the use of tax incentives to encourage companies to develop research partnerships with research universities.

    This document describes the potential environmental impacts associated with proposed modifications to the Hot Fuel Examination Facility/South (HFEF/S). The proposed action, to modify the existing HFEF/S at the Argonne National Laboratory-West (ANL-W) on the Idaho National Engineering Laboratory (INEL) in southeastern Idaho, would allow important aspects of the Integral Fast Reactor (IFR) concept, offering potential advantages in nuclear safety and economics, to be demonstrated. It would support fuel cycle experiments and would supply fresh fuel to the Experimental Breeder Reactor-II (EBR-II) at the INEL. 35 refs., 12 figs., 13 tabs.
