A case for biofuels in aviation

In the last 15 years, the technical and the economic feasibility of biomass based fuels for general aviation piston engines has been proven. Exhaustive ground and flight tests performed at the Renewable Aviation Fuels Development Center (RAFDC) using ethanol, ethanol/methanol blends, and ETBE have proven these fuels to be superior to aviation gasoline (avgas) in all aspects of performance except range. Two series of Lycoming engines have been certified. Record flights, including a transatlantic flight on pure ethanol, were made to demonstrate the reliability of the fuel. Aerobatic demonstrations with aircraft powered by ethanol, ethanol/methanol, and ETBE were flown at major airshows around the world. the use of bio-based fuels for aviation will benefit energy security, improve the balance of trade, domestic economy, and environmental quality. The United States has the resources to supply the aviation community`s needs with a domestically produced fuel using current available technology. The adoption of a renewable fuel in place of conventional petroleum-based fuels for aviation piston and turbine engines is long overdue.

The Renewable Aviation Fuels Development Center (RAFDC) at Baylor University was granted U. S. Department of Energy (US DOE) and Federal Aviation Administration (FAA) funds for research and development to improve the efficiency in ethanol powered aircraft, measure performance and compare emissions of ethanol, Ethyl Tertiary Butyl Ether (ETBE) and 100 LL aviation gasoline. The premise of the initial proposal was to use a test stand owned by Engine Components Inc. (ECI) based in San Antonio, Texas. After the grant was awarded, ECI decided to close down its test stand facility. Since there were no other test stands available at that time, RAFDC was forced to find additional support to build its own test stand. Baylor University provided initial funds for the test stand building. Other obstacles had to be overcome in order to initiate the program. The price of the emission testing equipment had increased substantially beyond the initial quote. Rosemount Analytical Inc. gave RAFDC an estimate of $120,000.00 for a basic emission testing package. RAFDC had to find additional funding to purchase this equipment. The electronic ignition unit also presented a series of time consuming problems. Since at that time there were no off-the-shelf units of this type available, one had to be specially ordered and developed. FAA funds were used to purchase a Super Flow dynamometer. Due to the many unforeseen obstacles, much more time and effort than originally anticipated had to be dedicated to the project, with much of the work done on a volunteer basis. Many people contributed their time to the program. One person, mainly responsible for the initial design of the test stand, was a retired engineer from Allison with extensive aircraft engine test stand experience. Also, many Baylor students volunteered to assemble the. test stand and continue to be involved in the current test program. Although the program presented many challenges, which resulted in delays, the RAFDC's test stand is an asset which provides an ongoing research capability dedicated to the testing of alternative fuels for aircraft engines. The test stand is now entirely functional with the exception of the electronic ignition unit which still needs adjustments.

Certification of alternative aviation fuels and blend components

Aviation turbine engine fuel specifications are governed by ASTM International, formerly known as the American Society for Testing and Materials (ASTM) International, and the British Ministry of Defence (MOD). ASTM D1655 Standard Specification for Aviation Turbine Fuels and MOD Defence Standard 91-91 are the guiding specifications for this fuel throughout most of the world. Both of these documents rely heavily on the vast amount of experience in production and use of turbine engine fuels from conventional sources, such as crude oil, natural gas condensates, heavy oil, shale oil, and oil sands. Turbine engine fuel derived from these resources and meeting the above specifications has properties that are generally considered acceptable for fuels to be used in turbine engines. Alternative and synthetic fuel components are approved for use to blend with conventional turbine engine fuels after considerable testing. ASTM has established a specification for fuels containing synthesized hydrocarbons under D7566, and the MOD has included additional requirements for fuels containing synthetic components under Annex D of DS91-91. New turbine engine fuel additives and blend components need to be evaluated using ASTM D4054, Standard Practice for Qualification and Approval of New Aviation Turbine Fuels and Fuel Additives. This paper discusses these specifications and testing requirements in light of recent literature claiming that some biomass-derived blend components, which have been used to blend in conventional aviation fuel, meet the requirements for aviation turbine fuels as specified by ASTM and the MOD. The 'Table 1' requirements listed in both D1655 and DS91-91 are predicated on the assumption that the feedstocks used to make fuels meeting these requirements are from approved sources. Recent papers have implied that commercial jet fuel can be blended with renewable components that are not hydrocarbons (such as fatty acid methyl esters). These are not allowed blend components for turbine engine fuels as discussed in this paper.

SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.

Job generation has been a part of the national dialogue surrounding energy policy and renewable energy (RE) for many years. RE advocates tout the ability of renewable energy to support new job opportunities in rural America and the manufacturing sector. Others argue that spending on renewable energy is an inefficient allocation of resources and can result in job losses in the broader economy. The report, Study of the Effects on Employment of Public Aid to Renewable Energy Sources, from King Juan Carlos University in Spain, is one recent addition to this debate. This report asserts that, on average, every renewable energy job in Spain 'destroyed' 2.2 jobs in the broader Spanish economy. The authors also apply this ratio to the U.S. context to estimate expected job loss from renewable energy development and policy in the United States. This memo discusses fundamental and technical limitations of the analysis by King Juan Carlos University and notes critical assumptions implicit in the ultimate conclusions of their work. The memo also includes a review of traditional employment impact analyses that rely on accepted, peer-reviewed methodologies, and it highlights specific variables that can significantly influence the results of traditional employment impact analysis.

This project was primarily to develop and implement a curriculum which will train undergraduate and graduate students at the University seeking a degree as well as training for enrollees in a special certification program to prepare individuals to be employed in a broad range of occupations in the field of renewable energy and energy conservation. Curriculum development was by teams of Saint Francis University Faculty in the Business Administration and Science Departments and industry experts. Students seeking undergraduate and graduate degrees are able to enroll in courses offered within these departments which will combine theory and hands-on training in the various elements of wind power development. For example, the business department curriculum areas include economic modeling, finance, contracting, etc. The science areas include meteorology, energy conversion and projection, species identification, habitat protection, field data collection and analysis, etc.

Overview of Aviation Fuel Markets for Biofuels Stakeholders

This report is for biofuels stakeholders interested the U.S. aviation fuel market. Jet fuel production represents about 10% of U.S. petroleum refinery production. Exxon Mobil, Chevron, and BP top producers, and Texas, Louisiana, and California are top producing states. Distribution of fuel primarily involves transport from the Gulf Coast to other regions. Fuel is transported via pipeline (60%), barges on inland waterways (30%), tanker truck (5%), and rail (5%). Airport fuel supply chain organization and fuel sourcing may involve oil companies, airlines, airline consortia, airport owners and operators, and airport service companies. Most fuel is used for domestic, commercial, civilian flights. Energy efficiency has substantially improved due to aircraft fleet upgrades and advanced flight logistic improvements. Jet fuel prices generally track prices of crude oil and other refined petroleum products, whose prices are more volatile than crude oil price. The single largest expense for airlines is jet fuel, so its prices and persistent price volatility impact industry finances. Airlines use various strategies to manage aviation fuel price uncertainty. The aviation industry has established goals to mitigate its greenhouse gas emissions, and initial estimates of biojet life cycle greenhouse gas emissions exist. Biojet fuels from Fischer-Tropsch and hydroprocessed esters and fatty acids processes have ASTM standards. The commercial aviation industry and the U.S. Department of Defense have used aviation biofuels. Additional research is needed to assess the environmental, economic, and financial potential of biojet to reduce greenhouse gas emissions and mitigate long-term upward price trends, fuel price volatility, or both.

Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. This booklet provides an overview of the renewable energy programs and their plans for FY 1990. Sources of additional information are listed at the back of the booklet. 48 figs., 4 tabs.

GENI Project: The University of Washington and the University of Michigan are developing an integrated system to match well-positioned energy storage facilities with precise control technologies so the electric grid can more easily include energy from renewable power sources like wind and solar. Because renewable energy sources provide intermittent power, it is difficult for the grid to efficiently allocate those resources without developing solutions to store their energy for later use. The two universities are working with utilities, regulators, and the private sector to position renewable energy storage facilities in locations that optimize their ability to provide and transmit electricity where and when it is needed most. Expanding the network of transmission lines is prohibitively expensive, so combining well-placed storage facilities with robust control systems to efficiently route their power will save consumers money and enable the widespread use of safe, renewable sources of power.

Explosive Detection in Aviation Applications Using CT

CT scanners are deployed world-wide to detect explosives in checked and carry-on baggage. Though very similar to single- and dual-energy multi-slice CT scanners used today in medical imaging, some recently developed explosives detection scanners employ multiple sources and detector arrays to eliminate mechanical rotation of a gantry, photon counting detectors for spectral imaging, and limited number of views to reduce cost. For each bag scanned, the resulting reconstructed images are first processed by automated threat recognition algorithms to screen for explosives and other threats. Human operators review the images only when these automated algorithms report the presence of possible threats. The US Department of Homeland Security (DHS) has requirements for future scanners that include dealing with a larger number of threats, higher probability of detection, lower false alarm rates and lower operating costs. One tactic that DHS is pursuing to achieve these requirements is to augment the capabilities of the established security vendors with third-party algorithm developers. A third-party in this context refers to academics and companies other than the established vendors. DHS is particularly interested in exploring the model that has been used very successfully by the medical imaging industry, in which university researchers develop algorithms that are eventually deployed in commercial medical imaging equipment. The purpose of this paper is to discuss opportunities for third-parties to develop advanced reconstruction and threat detection algorithms.

Renewal-anomalous-heterogeneous files are solved. A simple file is made of Brownian hard spheres that diffuse stochastically in an effective 1D channel. Generally, Brownian files are heterogeneous: the spheres' diffusion coefficients are distributed and the initial spheres' density is non-uniform. In renewal-anomalous files, the distribution of waiting times for individual jumps is exponential as in Brownian files, yet obeys: {\\psi}_{\\alpha} (t)~t^(-1-{\\alpha}), 0renewal as all the particles attempt to jump at the same time. It is shown that the mean square displacement (MSD) in a renewal-anomalous-heterogeneous file, , obeys, ~[_{nrml}]^{\\alpha}, where _{nrml} is the MSD in the corresponding Brownian file. This scaling is an outcome of an exact relation (derived here) connecting probability density functions of Brownian files and renewal-anomalous files. It is also shown that non-renewal-anomalous files are slower than the corresponding renewal ones.

Life-cycle analysis of alternative aviation fuels in GREET

The Greenhouse gases, Regulated Emissions, and Energy use in Transportation (GREET) model, developed at Argonne National Laboratory, has been expanded to include well-to-wake (WTWa) analysis of aviation fuels and aircraft. This report documents the key WTWa stages and assumptions for fuels that represent alternatives to petroleum jet fuel. The aviation module in GREET consists of three spreadsheets that present detailed characterizations of well-to-pump and pump-to-wake parameters and WTWa results. By using the expanded GREET version (GREET1{_}2011), we estimate WTWa results for energy use (total, fossil, and petroleum energy) and greenhouse gas (GHG) emissions (carbon dioxide, methane, and nitrous oxide) for (1) each unit of energy (lower heating value) consumed by the aircraft or (2) each unit of distance traveled/ payload carried by the aircraft. The fuel pathways considered in this analysis include petroleum-based jet fuel from conventional and unconventional sources (i.e., oil sands); Fisher-Tropsch (FT) jet fuel from natural gas, coal, and biomass; bio-jet fuel from fast pyrolysis of cellulosic biomass; and bio-jet fuel from vegetable and algal oils, which falls under the American Society for Testing and Materials category of hydroprocessed esters and fatty acids. For aircraft operation, we considered six passenger aircraft classes and four freight aircraft classes in this analysis. Our analysis revealed that, depending on the feedstock source, the fuel conversion technology, and the allocation or displacement credit methodology applied to co-products, alternative bio-jet fuel pathways have the potential to reduce life-cycle GHG emissions by 55-85 percent compared with conventional (petroleum-based) jet fuel. Although producing FT jet fuel from fossil feedstock sources - such as natural gas and coal - could greatly reduce dependence on crude oil, production from such sources (especially coal) produces greater WTWa GHG emissions compared with petroleum jet fuel production unless carbon management practices, such as carbon capture and storage, are used.

Data Systems Engineering Organization (DSEO) personnel developed a prototype computer aided instruction CAI system for the Naval Aviation Logistics Data Analysis (NALDA) system. The objective of this project was to provide a CAI prototype that could be used as an enhancement to existing NALDA training. The CAI prototype project was performed in phases. The task undertaken in Phase I was to analyze the problem and the alternative solutions and to develop a set of recommendations on how best to proceed. The findings from Phase I are documented in Recommended CAI Approach for the NALDA System (Duncan et al., 1987). In Phase II, a structured design and specifications were developed, and a prototype CAI system was created. A report, NALDA CAI Prototype: Phase II Final Report, was written to record the findings and results of Phase II. NALDA CAI: Recommendations for an Advanced Instructional Model, is comprised of related papers encompassing research on computer aided instruction CAI, newly developing training technologies, instructional systems development, and an Advanced Instructional Model. These topics were selected because of their relevancy to the CAI needs of NALDA. These papers provide general background information on various aspects of CAI and give a broad overview of new technologies and their impact on the future design and development of training programs. The paper within have been index separately elsewhere.

Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

Developing Government Renewable Energy Projects

The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL抯 renewable energy experiences date back to the 1980抯 when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do抯 and don抰s for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

Ashland Petroleum Company and Sun Refining and Marketing participated in a US Air Force program to determine the costs, yields, physical characteristics, and chemical properties of aviation turbine fuels, Grades JP-4 and JP-8, produced from Kentucky and Utah bitumens. The processes used by both are summarized; Ashland used a different approach for each bitumen; Sun's processing was the same for both, but different from Ashland's. Chemical and physical properties are tabulated for the two raw bitumens. Properties of the eight fuels produced are compared with specification for similar type aviation turbine fuels.

On June 27 and 28, 1989, the US Department of Energy (DOE) national laboratories were convened to discuss plans for the development of a National Energy Strategy (NES) and, in particular, the analytic needs in support of NES that could be addressed by the laboratories. As a result of that meeting, interlaboratory teams were formed to produce analytic white papers on key topics, and a lead laboratory was designated for each core laboratory team. The broad-ranging renewables assignment is summarized by the following issue statement from the Office of Policy, Planning and Analysis: to what extent can renewable energy technologies contribute to diversifying sources of energy supply What are the major barriers to greater renewable energy use and what is the potential timing of widespread commercialization for various categories of applications This report presents the results of the intensive activity initiated by the June 1989 meeting to produce a white paper on renewable energy. Scores of scientists, analysts, and engineers in the five core laboratories gave generously of their time over the past eight months to produce this document. Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.
