    The National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to BOEM on the identification and delineation of offshore leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM in 2012. This report focuses on NREL's evaluation of BOEM's Rhode Island/Massachusetts (RIMA) WEA leasing areas. The objective of the NREL evaluation was to assess the proposed delineation of the two leasing areas and determine if the division is reasonable and technically sound. Additionally, the evaluation aimed to identify any deficiencies in the delineation. As part of the review, NREL performed the following tasks: 1. Performed a limited review of relevant literature and RIMA call nominations. 2. Executed a quantitative analysis and comparison of the two proposed leasing areas 3. Conducted interviews with University of Rhode Island (URI) staff involved with the URI Special Area Management Plan (SAMP) 4. Prepared this draft report summarizing the key findings.

    Heat pump water heaters (HPWHs) are finally entering the mainstream residential water heater market. Potential catalysts are increased consumer demand for higher energy efficiency electric water heating and a new Federal water heating standard that effectively mandates use of HPWHs for electric storage water heaters with nominal capacities greater than 55 gallons. When compared to electric resistance water heating, the energy and cost savings potential of HPWHs is tremendous. Converting all electric resistance water heaters to HPWHs could save American consumers 7.8 billion dollars annually ($182 per household) in water heating operating costs and cut annual residential source energy consumption for water heating by 0.70 quads. Steven Winter Associates, Inc. embarked on one of the first in situ studies of these newly released HPWH products through a partnership with two sponsoring electric utility companies, National Grid and NSTAR, and one sponsoring energy efficiency service program administrator, Cape Light Compact. Recent laboratory studies have measured performance of HPWHs under various operating conditions, but publicly available field studies have not been as available. This evaluation attempts to provide publicly available field data on new HPWHs by monitoring the performance of three recently released products (General Electric GeoSpring, A.O. Smith Voltex, and Stiebel Eltron Accelera 300). Fourteen HPWHs were installed in Massachusetts and Rhode Island and monitored for over a year. Of the 14 units, ten were General Electric models (50 gallon units), two were Stiebel Eltron models (80 gallon units), and two were A.O. Smith models (one 60-gallon and one 80-gallon unit).

Moving to the 2012 IECC from the 2009 IECC is cost effective over a 30-year life cycle. On average, Rhode Island homeowners will save $11,011 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC.     The 2-MW Rhode Island Nuclear Science Center (RINSC) open pool reactor was converted from 93% UAL-High Enriched Uranium (HEU) fuel to 20% enrichment U3Si2-AL Low Enriched Uranium (LEU) fuel. The conversion included redesign of the core to a more compact size and the addition of beryllium reflectors and a beryllium flux trap. A significant increase in thermal flux level was achieved due to greater neutron leakage in the new compact core configuration. Following the conversion, a second cooling loop and an emergency core cooling system were installed to permit operation at 5 MW. After re-licensing at 2 MW, a power upgrade request will be submitted to the NRC.

    In answer to a request from the International Association of Fire Fighters (IAFF), an evaluation was made of health complaints noted by fire fighters exposed to plastic products and pesticides during two separate fires attended to by the Warwick Fire Department, located in Warwick, Rhode Island. Questionnaires were administered to 43 persons who were only present at the plastics fire and 46 who were only present at the pesticide fire and to 13 present at both fires. The men who fought the plastic products fire and the pesticide fire apparently experienced acute symptoms related to smoke and chemical inhalation during the fires, including headache, cough, sore throat, wheezing, shortness of breath, rash, dizziness, nausea, blurred vision, and numbness. The authors conclude that fire fighters at these two fires experienced acute irritant symptoms from smoke and chemical inhalation. The authors recommend use of protective clothing, use of protective equipment, prefire planning, implementation of medical surveillance for all fire fighters, and the proper cleanup of protective clothing and equipment after fires.

    Between December, 2009 and December, 2012 42 deep energy retrofit (DER) projects were completed through a DER pilot program sponsored by National Grid and conducted in Massachusetts and Rhode Island. 37 of these projects were comprehensive retrofits while 5 were partial DERs, meaning that high performance retrofit was implemented for a single major enclosure component or a limited number of major enclosure components. The 42 DER projects represent 60 units of housing. The comprehensive projects all implemented a consistent 'package' of measures in terms of the performance targeted for major building components. Projects exhibited some variations in the approach to implementing the retrofit package. Pre- and post-retrofit air leakage measurements were performed for each of the projects. Each project also reported information about project costs including identification of energy-related costs. Post-retrofit energy-use data was obtained for 29 of the DER projects. Post-retrofit energy use was analyzed based on the net energy used by the DER project regardless of whether the energy was generated on site or delivered to the site. Homeowner surveys were returned by 12 of the pilot participants. Based on the community experience, this DER package is expected to result in yearly source energy use near 110 MMBtu/year or approximately 40% below the Northeast regional average. Larger to medium sized homes that successful implement these retrofits can be expected to achieve source EUI that is comparable to Passive House targets for new construction. The community of DER projects show post-retrofit airtightness below 1.5 ACH50 to be eminently achievable.

    The primary objective of the Project was to maximize the productive use of the substantial quantities of waste landfill gas generated and collected at the Central Landfill in Johnston, Rhode Island. An extensive analysis was conducted and it was determined that utilization of the waste gas for power generation in a combustion turbine combined cycle facility was the highest and best use. The resulting project reflected a cost effective balance of the following specific sub-objectives. 1) Meet environmental and regulatory requirements, particularly the compliance obligations imposed on the landfill to collect, process and destroy landfill gas. 2) Utilize proven and reliable technology and equipment. 3) Maximize electrical efficiency. 4) Maximize electric generating capacity, consistent with the anticipated quantities of landfill gas generated and collected at the Central Landfill. 5) Maximize equipment uptime. 6) Minimize water consumption. 7) Minimize post-combustion emissions. To achieve the Project Objective the project consisted of several components. 1) The landfill gas collection system was modified and upgraded. 2) A State-of-the Art gas clean up and compression facility was constructed. 3) A high pressure pipeline was constructed to convey cleaned landfill gas from the clean-up and compression facility to the power plant. 4) A combined cycle electric generating facility was constructed consisting of combustion turbine generator sets, heat recovery steam generators and a steam turbine. 5) The voltage of the electricity produced was increased at a newly constructed transformer/substation and the electricity was delivered to the local transmission system. The Project produced a myriad of beneficial impacts. 1) The Project created 453 FTE construction and manufacturing jobs and 25 FTE permanent jobs associated with the operation and maintenance of the plant and equipment. 2) By combining state-of-the-art gas clean up systems with post combustion emissions control systems, the Project established new national standards for best available control technology (BACT). 3) The Project will annually produce 365,292 MWh?s of clean energy. 4) By destroying the methane in the landfill gas, the Project will generate CO{sub 2} equivalent reductions of 164,938 tons annually. The completed facility produces 28.3 MWnet and operates 24 hours a day, seven days a week.

    More than 100 people participated in a discussion session at the DIS08 workshop on the topic What HERA may provide. A summary of the discussion with a structured outlook and list of desirable measurements and theory calculations is given. The HERA accelerator and the HERA experiments H1, HERMES and ZEUS stopped running in the end of June 2007. This was after 15 years of very successful operation since the first collisions in 1992. A total luminosity of {approx} 500 pb{sup -1} has been accumulated by each of the collider experiments H1 and ZEUS. During the years the increasingly better understood and upgraded detectors and HERA accelerator have contributed significantly to this success. The physics program remains in full swing and plenty of new results were presented at DIS08 which are approaching the anticipated final precision, fulfilling and exceeding the physics plans and the previsions of the upgrade program. Most of the analyses presented at DIS08 were still based on the so called HERA I data sample, i.e. data taken until 2000, before the shutdown for the luminosity upgrade. This sample has an integrated luminosity of {approx} 100 pb{sup -1}, and the four times larger statistics sample from HERA II is still in the process of being analyzed.

    Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system.     The Toxic Chemical Release Inventory (TRI) data gives annual estimated releases of toxic chemicals to the environment for the area indicated. Section 313 of the Emergency Planning and Community Right-to- Know Act (also known as Title III) of the Superfund Amendments and Reauthorization Act (SARA) of 1986 (Public Law 99-499) requires EPA to establish an inventory of toxic chemical emissions from certain facilities. Section 313 informs the public of the presence of chemicals in their communities and releases of these chemicals into the community. With this information, States and communities, working with industrial facilities required to comply with this law, will be better able to protect public health and the environment. The TRI data on diskette includes (1) the names, addresses, counties, and public contacts of facilities manufacturing, processing or using the reported chemicals; (2) the SIC code for the plants; (3) the chemical involved; and (4) the estimated quantity emitted into the air (point and non-point emissions), discharged into bodies of water, injected underground, released to land, or released to publicly owned treatment works. Beginning with the 1991 reports, facilities also are required to provide information about pollution prevention and source reduction activities. New data elements include quantities of the listed chemical recycled and used for energy recovery on-site; quanties transferred off- site for recycling and energy recovery. Source reduction activities, and methods used to indentify those activities. All releases are in pounds per year. Also provided is the FIPS code corresponding to the facility state and county; the unique ID number assigned by Dun and Bradstreet to the parent company of the reporting facility as well as the name of the corporation or other business entity that owns or controls the reporting facility.

    We present an alternative scheme for an Emergent Universe scenario, developed previously in Phys. Rev. D 86, 083524 (2012), where the universe is initially in a static state supported by a scalar field located in a false vacuum. The universe begins to evolve when, by quantum tunneling, the scalar field decays into a state of true vacuum. The Emergent Universe models are interesting since they provide specific examples of non-singular inflationary universes.

    We investigate the thermodynamical properties of the apparent horizon in a fractal universe. We find that one can always rewrite the Friedmann equation of the fractal universe in the form of the entropy balance relation $ \\delta Q=T_h d{S_h}$, where $ \\delta Q $ and $ T_{h} $ are the energy flux and Unruh temperature seen by an accelerated observer just inside the apparent horizon. We find that the entropy $S_h$ consists two terms, the first one which obeys the usual area law and the second part which is the entropy production term due to nonequilibrium thermodynamics of fractal universe. This shows that in a fractal universe, a treatment with nonequilibrium thermodynamics of spacetime may be needed. We also study the generalized second law of thermodynamics in the framework of fractal universe. When the temperature of the apparent horizon and the matter fields inside the horizon are equal, i.e. $T=T_h$, the generalized second law of thermodynamics can be fulfilled provided the deceleration and the equation of state parameters ranges either as $-1 \\leq q thermodynamics can be secured in a fractal universe by suitably choosing the fractal parameter $\\beta$.

Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    If the effective cosmological constant is non-zero, our observable universe may enter a stage of exponential expansion. In such case, regions of it may tunnel back to the false vacuum of an inflaton scalar field, and inflation with a high expansion rate may resume in those regions. An ``ideal'' eternal observer would then witness an infinite succession of cycles from false vacuum to true, and back. Within each cycle, the entire history of a hot universe would be replayed. If there were several minima of the inflaton potential, our ideal observer would visit each one of these minima with a frequency which depends on the shape of the potential. We generalize the formalism of stochastic inflation to analyze the global structure of the universe when this `recycling' process is taken into account.

Measures of these `public outcomes` are inadequate to permit either research or education consumers to select research universities based on quantitative performance data. Research universities annually spend over $20 billion on research; 60% of these funds are provided by Federal sources. Federal funding for university research has recently grown at an annual rate near 6% during a time period when other performers of Federal research have experienced real funding cuts. Ten universities receive about 25% of the Federal funds spent on university research. Numerous studies of US research universities are reporting storm clouds. Concerns include balancing research and teaching, the narrow focus of engineering education, college costs, continuing education, and public funding of foreign student education. The absence of research on the `public outcomes` from university research results in opinion, politics, and mythology forming the basis of too many decisions. Therefore, the authors recommend studies of other nations` research universities, studies of various economic models of university research, analysis of the peer review process and how well it identifies the most capable research practitioners and at what cost, and studies of research university ownership of intellectual property that can lead to increased `public outcomes` from publicly-funded research performed by research universities. They advocate two practices that could increase the `public outcomes` from university research. These are the development of science roadmaps that link science research to `public outcomes` and `public outcome` metrics. Changes in the university research culture and expanded use of the Internet could also lead to increased `public outcomes`. They recommend the use of tax incentives to encourage companies to develop research partnerships with research universities.

Each BUG node, utilizing ``on board`` intelligence, has the ability to provide a communication link between BITBUS protocol and other computer-signal interfaces. Among them, IEEE-488, RS232, and raw analog and binary signal 1/0. BITBUS is a multidrop, multinode link with the ability to communicate over great distances. By using this method of signal transfer, along with the communication conversion ability of the BUG, one could accomplish such things as the ability to run IEEE-488 instruments over great distances, extend a multidrop links to RS232 instruments, and provide a convenient interface point for remote analog and binary 1/0 signals, all on one homogeneous network.     Cloud providers, like Amazon, offer their data centers' computational and storage capacities for lease to paying customers. High electricity consumption, associated with running a data center, not only reflects on its carbon footprint, but also increases the costs of running the data center itself. This paper addresses the problem of maximizing the revenues of Cloud providers by trimming down their electricity costs. As a solution allocation policies which are based on the dynamic powering servers on and off are introduced and evaluated. The policies aim at satisfying the conflicting goals of maximizing the users' experience while minimizing the amount of consumed electricity. The results of numerical experiments and simulations are described, showing that the proposed scheme performs well under different traffic conditions.

Integrated services and turnkey operations are becoming the norm for the industry, and oilfield service companies are finding themselves linked with operators and contractors in long-term service contracts that would never have been considered in the 80`s. While these new alliances may prove to be the catalyst for energizing economic growth in the oilfield, they bring with them their own set of operational problems. For example, the integrated solutions approach requires that all parties have a thorough understanding of overall economic and operational project parameters as well as a defined area for which each must take responsibility. Obviously, therefore, to meet the demands of the integrated solutions concept, {open_quotes}the partners{close_quotes} must be able to properly assess all project needs so that the solution provided accomplishes the economic and operational goals for all involved. This means that each must have a detailed technical understanding of a wide variety of equipment, systems and available resources. This is the area in which a major drawback to the integrated solutions concept often occurs - it has been difficult to provide a fast, efficient method to keep users abreast of the continuing enhancements to a technology that already appears to be state-of-the art! Additionally, development of unique systems often results from the combined efforts of integrated teams, and in order to ensure that the systems will provide the expected results, it is equally as important to be able to provide training for the personnel that are responsible for the day-to-day use and maintenance of the new systems.

    The adoption of low carbon energy technologies such as variable renewable energy and electric vehicles, coupled with the efficacy of energy efficiency to reduce traditional base load has increased the uncertainty inherent in the net load shape. Handling this variability with slower, traditional resources leads to inefficient system dispatch, and in some cases may compromise reliability. Grid operators are looking to future energy technologies, such as automated demand response (DR), to provide capacity-based reliability services as the need for these services increase. While DR resources are expected to have the flexibility characteristics operators are looking for, demonstrations are necessary to build confidence in their capabilities. Additionally, building owners are uncertain of the monetary value and operational burden of providing these services. To address this, the present study demonstrates the ability of demand response resources providing two ancillary services in the PJM territory, synchronous reserve and regulation, using an OpenADR 2.0b signaling architecture. The loads under control include HVAC and lighting at a big box retail store and variable frequency fan loads. The study examines performance characteristics of the resource: the speed of response, communications latencies in the architecture, and accuracy of response. It also examines the frequency and duration of events and the value in the marketplace which can be used to examine if the opportunity is sufficient to entice building owners to participate.

    In this study, we examine the arrangements for and experiences of end-use loads providing ancillary services (AS) in five electricity markets: Australia, the United Kingdom (UK), the Nordic market, and the ERCOT and PJM markets in the United States. Our objective in undertaking this review of international experience was to identify specific approaches or market designs that have enabled customer loads to effectively deliver various ancillary services (AS) products. We hope that this report will contribute to the ongoing discussion in the U.S. and elsewhere regarding what institutional and technical developments are needed to ensure that customer loads can meaningfully participate in all wholesale electricity markets.

    Three years ago, Godwin Pumps, one of the largest manufacturers of portable pumps, introduced its Extreme Duty High Lift (HL) series of pumps and more mines are finding unique applications for these pumps. The Extreme HL series is a range single-stage Dri-Prime pumps with heads up to 600 feet and flows up to 5,000 gallons per minute. The American Coal Co.'s Galatia mine, an underground longwall mine in southern Illinois, used an HL 160 to replace a multiple-staged centrifugal pump. It provided Galatia with 1,500 gpm at 465 ft. 3 photos.

Although they provide the best moisture barrier available, glass/glass laminate constructions can trap harmful compounds that catalyze moisture-driven corrosion of the aluminum.     A multi-dimensional user oriented synthetic environment system allows application programs to be programmed and accessed with input/output device independent, generic functional commands which are a distillation of the actual functions performed by any application program. A shared memory structure allows the translation of device specific commands to device independent, generic functional commands. Complete flexibility of the mapping of synthetic environment data to the user is thereby allowed. Accordingly, synthetic environment data may be provided to the user on parallel user information processing channels allowing the subcognitive mind to act as a filter, eliminating irrelevant information and allowing the processing of increase amounts of data by the user. The user is further provided with a craft surrounding the user within the synthetic environment, which craft, imparts important visual referential an motion parallax cues, enabling the user to better appreciate distances and directions within the synthetic environment. Display of this craft in close proximity to the user's point of perspective may be accomplished without substantially degrading the image resolution of the displayed portions of the synthetic environment.

    Dynamic Web data sources – sometimes known collectively as the Deep Web – increase the utility of the Web by providing intuitive access to data repositories anywhere that Web access is available. Deep Web services provide access to real-time information, like entertainment event listings, or present a Web interface to large databases or other data repositories. Recent studies suggest that the size and growth rate of the dynamic Web greatly exceed that of the static Web, yet dynamic content is often ignored by existing search engine indexers owing to the technical challenges that arise when attempting to search the Deep Web. To address these challenges, we present DYNABOT, a service-centric crawler for discovering and clustering Deep Web sources offering dynamic content. DYNABOT has three unique characteristics. First, DYNABOT utilizes a service class model of the Web implemented through the construction of service class descriptions (SCDs). Second, DYNABOT employs a modular, self-tuning system architecture for focused crawling of the Deep Web using service class descriptions. Third, DYNABOT incorporates methods and algorithms for efficient probing of the Deep Web and for discovering and clustering Deep Web sources and services through SCD-based service matching analysis. Our experimental results demonstrate the effectiveness of the service class discovery, probing, and matching algorithms and suggest techniques for efficiently managing service discovery in the face of the immense scale of the Deep Web.

    ABSTRACT Artificial lighting is the largest component of electricity use in commercial U.S. buildings. Hybrid solar lighting (HSL) provides an exciting new means of reducing energy consumption while also delivering significant ancillary benefits associated with natural lighting in buildings. As more than half of all federal facilities are in the Sunbelt region (defined as having an average direct solar radiation of greater than 4 kWh/m2/day) and as more than half of all square footage available in federal buildings is also in the Sunbelt, HSL is an excellent technology fit for federal facilities. The HSL technology uses a rooftop, 4-ft-wide dish and secondary mirror that track the sun throughout the day (Fig. 1). The collector system focuses the sunlight onto 127 optical fibers. The fibers serve as flexible light pipes and are connected to hybrid light fixtures that have special diffusion rods that spread out the light in all directions. One collector powers about eight hybrid light fixtures-which can illuminate about 1,000 square feet. The system tracks at 0.1 accuracy, required by the two-mirror geometry to keep the focused beam on the fiber bundle. When sunlight is plentiful, the optical fibers in the luminaires provide all or most of the light needed in an area. During times of little or no sunlight, a sensor controls the intensity of the artificial lamps to maintain a desired illumination level. Unlike conventional electric lamps, the natural light produces little to no waste heat and is cool to the touch. This is because the system's solar collector removes the infrared light-the part of the spectrum that generates a lot of the heat in conventional bulbs-from the sunlight.
