    University education aims to supply qualified human resources for industries. In complex large scale engineering systems such as nuclear power plants, the importance of qualified human resources cannot be underestimated. The corresponding education program should involve many topics systematically. Recently a nuclear engineering program has been initiated in Dongguk University, South Korea. The current education program focuses on undergraduate level nuclear engineering students. Our main objective is to provide industries fresh engineers with the understanding on the interconnection of local parts and the entire systems of nuclear power plants and the associated systems. From the experience there is a huge opportunity for chemical engineering disciple in the context of giving macroscopic overview on nuclear power plant and waste treatment management by strengthening the analyzing capability of fundamental situations.     The Department of Energy’s Idaho National Laboratory, under its programmatic responsibility for managing the University Research Reactor Conversions, has completed the conversion of the reactor at Purdue University Reactor. With this work completed and in anticipation of other impending conversion projects, the INL convened and engaged the project participants in a structured discussion to capture the lessons learned. The lessons learned process has allowed us to capture gaps, opportunities, and good practices, drawing from the project team’s experiences. These lessons will be used to raise the standard of excellence, effectiveness, and efficiency in all future conversion projects.

    The University/National Energy Technology Laboratory (NETL) Student Partnership Program stimulated basic and applied research in Energy and Environmental Science areas through NETL's Office of Science and Technology (OST). This Partnership Program supported the education of graduate students in Energy and Environmental Sciences, while fostering increased scientific interaction between NETL and the participating universities, by providing graduate student support for research at a NETL facility under the joint supervision of NETL and university faculty. Projects were intended to enhance a previously established scientific or engineering relationship or to create a new relationship. Major areas of research under the Partnership Program included CO{sub 2} sequestration, granular solids flow, multi-phase flow in porous solids, gas hydrates, nanotubes, acid-mine flow identification and remediation, water-gas shift reaction, circulating fluidized beds, slurry bubble column, fuel desulphurization, carbon fibers, and fuel cells.

    During the Cassini Radioisotope Thermoelectric Generator (RTG) program, the heritage RTG design was reviewed and modified to incorporate lessons learned. Design changes were made both to resolve problems as they occurred and to correct difficulties noted in earlier missions. Topics addressed in this paper included problems experienced previously at the launch facility in attaching the pressure relief device to the generators, and the open circuit conditions that occurred at times in the resistance temperature device wiring harness. Also discussed is a problem caused by mistakes in software configuration management. The Universal Positioner software suggests the way to handle all of them is with a single approach, whereby a particular hardware driver is created from the template and by translating the actual commands used by the hardware to and from the universal programmingmore » interface. The software contains the universal API module itself, the demo simulation of hardware, and the front-end programs to help developers write their own software drivers along with example drivers for actual hardware controllers. The software allows user application programs to call devices simultaneously without race conditions (multitasking and concurrent access). The template suggested in this package permits developers to integrate various devices easily into their applications using the same API. The drivers can be stacked; i.e., they can call each other via the same interface.« less

    The South Carolina Institute for Energy Studies (SCIES), administratively housed at Clemson University, has participated in the advancement of combustion turbine technology for over a decade. The University Turbine Systems Research Program, previously referred to as the Advanced Gas Turbine Systems Research (AGTSR) program, has been administered by SCIES for the U.S. DOE during the 1992-2003 timeframe. The structure of the program is based on a concept presented to the DOE by Clemson University. Under the supervision of the DOE National Energy Technology Laboratory (NETL), the UTSR consortium brings together the engineering departments at leading U.S. universities and U.S. combustion turbine developers to provide a solid base of knowledge for the future generations of land-based gas turbines. In the UTSR program, an Industrial Review Board (IRB) (Appendix C) of gas turbine companies and related organizations defines needed gas turbine research. SCIES prepares yearly requests for university proposals to address the research needs identified by the IRB organizations. IRB technical representatives evaluate the university proposals and review progress reports from the awarded university projects. To accelerate technology transfer technical workshops are held to provide opportunities for university, industry and government officials to share comments and improve quality and relevancy of the research. To provide educational growth at the Universities, in addition to sponsored research, the UTSR provides faculty and student fellowships. The basis for all activities--research, technology transfer, and education--is the DOE Turbine Program Plan and identification, through UTSR consortium group processes, technology needed to meet Program Goals that can be appropriately researched at Performing Member Universities.

    The Department of Energy’s (DOE) Idaho National Laboratory (INL), under its programmatic responsibility for managing the University Research Reactor Conversions, has completed the conversion of the reactor at the University of Florida. This project was successfully completed through an integrated and collaborative effort involving the INL, Argonne National Laboratory (ANL), DOE (Headquarters and Field Office), the Nuclear Regulatory Commission, the Universities, and contractors involved in analyses, fuel design and fabrication, and SNF shipping and disposition. With the work completed with these two universities, and in anticipation of other impending conversion projects, INL convened and engaged the project participants in a structured discussion to capture lessons learned. The objectives of this meeting were to capture the observations, insights, issues, concerns, and ideas of those involved in the reactor conversions so that future efforts can be conducted with greater effectiveness, efficiency, and with fewer challenges.

    The Advanced Accelerator Applications (AAA) Program was initiated in fiscal year 2001 (FY-01) by the U.S. Congress, the U.S. Department of Energy (DOE), and the Los Alamos National Laboratory (LANL) in partnership with other national laboratories. The primary goal of this program is to investigate the feasibility of transmutation of nuclear waste. An Accelerator-Driven Test Facility (ADTF), which may be built during the first decade of the 21st Century, is a major component of this effort. The ADTF would include a large, state-of-the-art charged-particle accelerator, proton-neutron target systems, and accelerator-driven R&D systems. This new facility and its underlying science and technology will require a large cadre of educated scientists and trained technicians. In addition, other applications of nuclear science and engineering (e.g., proliferation monitoring and defense, nuclear medicine, safety regulation, industrial processes, and many others) require increased academic and national infrastructure and student populations. Thus, the AAA Program Office has begun a multi-year program to involve university faculty and students in various phases of the Project to support the infrastructure requirements of nuclear energy, science and technology fields as well as the special needs of the DOE transmutation program. In this paper we describe university programs that have supported, are supporting, and will support the R&D necessary for the AAA Project. Previous work included research for the Accelerator Transmutation of Waste (ATW) project, current (FY-01) programs include graduate fellowships and research for the AAA Project, and it is expected that future programs will expand and add to the existing programs.

Despite a serious decline in student enrollments in the 1980s and 1990s, the discipline of nuclear engineering remained important to the advancement of the mission goals of DOE. The program is designed to ensure that academic programs in nuclear engineering are maintained and enhanced in universities throughout the U.S. At Penn State, the Matching Grant Program played a critical role in the survival of the Nuclear Engineering degree programs. Funds were used in a variety of ways to support both undergraduate and graduate students directly. Some of these included providing seed funding for new graduate research initiatives, funding the development of new course materials, supporting new teaching facilities, maintenance and purchase of teaching laboratory equipment, and providing undergraduate scholarships, graduate fellowships, and wage payroll positions for students.

    The purpose of this presentation is to relay the experience of the Office of New Production Reactors (NP) in developing and implementing its pollution prevention program. NP was established to plan, design, and construct a new safe and environmentally acceptable nuclear reactor capacity necessary to provide an assured supply of tritium to maintain the nation`s long-term deterrent capability. The Program offered the Department of Energy an opportunity to demonstrate its commitment to environmental protection via minimization of environmental releases; new design offers the best opportunity for pollution prevention. The NP pollution prevention program was never fully implemented because NP`s tritium production design activity was recovery terminated. The information in this paper represented lessons learned from the last three years of NP operation.

    This report summarizes the Nuclear Regulatory Commission staff`s observations and lessons learned from the five License Renewal Demonstration Program (LRDP) site visits performed by the staff from March 25, 1996, through August 16, 1996. The LRDP was a Nuclear Energy Institute (NEI) program intended to assess the effectiveness of the guidance provided by NEI 95-10, Revision 0, {open_quotes}Industry Guideline for Implementing the Requirements of 10 CFR Part 54 - The License Renewal Rule,{close_quotes} to implement the requirements of Title 10 of the Code of Federal Regulations, Part 54 (10 CFR Part 54), {open_quotes}Requirements for Renewal of Operating Licenses for Nuclear Power Plants.{close_quotes} In general, NEI 95-10 appeared to contain the basic guidance needed for scoping, screening, identifying aging effects, developing aging management programs, and performing time-limited aging analyses. However, inconsistent implementation of this guidance in some areas was an indication that clarification of existing guidance and/or the inclusion-of some new guidance may be needed for applicants to develop a license renewal program that is consistent with the intent of the rule.

    The Texas A M experimental high energy physics program continued to reach significant milestones in each of its research initiatives during the course of the past year. We are participating in two major operating experiments, CDF and MACRO. In CDF, the Texas A M group has spearheaded the test beam program to recalibrate the Forward Hadron Calorimeter for the upcoming CDF data run, as well as contributing to the ongoing analysis work on jets and b-quarks. In MACRO, we have assisted in the development of the final version of the wave form digitizing system being implemented for the entire scintillator system. The construction of the first six supermodules of the detector has been completed and all six are currently taking data with streamer chambers while four have the completed scintillator counter system up and running. We have built and tested prototypes of a liquid-scintillator fiber calorimeter system, in which internally reflecting channels are imbedded in a lead matrix and filled with liquid scintillator. This approach combines the performance features of fiber calorimetry and the radiation hardness of liquid scintillator, and is being developed for forward calorimetry at the SSC. The microstrip chamber is a new technology for precision track chambers that offers the performance required for future hadron colliders. The theoretical high energy physics program has continued to develop during the past funding cycle. We have continued the study of their very successful string-derived model that unifies all known interactions; flipped SU(5), which is the leading candidate for a TOE. Work has continued on some generalizations of the symmetries of string theory, known as W algebras. These are expected to have applications in two-dimensional conformal field theory, two-dimensional extensions of gravity and topological gravity and W-string theory.

    The grant support of $24,250 (1994-95?) was well used by the University of Florida as host institution to support various educational institutions in the use of UFTR Reactor. All users and uses were screened to assure the usage was for educational institutions eligible for participation in the Reactor Sharing Program; where research activities were involved, care was taken to assure the research was not funded by grants for contract funding from outside sources. Over 12 years, the program has been a key catalyst for renewing utilization of UFTR both by external users around the State of Florida and the Southeast and by various faculty members within the University of Florida. Tables provide basic information about the 1994-95 program and utilization of UFTR.

    The Department of Nuclear Engineering at Oregon State University (OSU) is performing a series of confirmatory tests for the U.S. Nuclear Regulatory Commission. These tests are being conducted in the Advanced Plant Experiment (APEX) facility which is a 1/4 length scale and 1/192 volume scale integral system simulation of the Westinghouse Advanced Passive 600 MWe (AP600) plant. The purpose of the testing program is to examine AP600 passive safety system performance, particularly during long term cooling. Thus far, OSU has successfully performed ten integral system tests for the NRC. This paper presents a description of the APEX facility and summarizes the important results of the NRC test program at OSU.

    This document summarizes results obtained during the first eight months of the current three year grant for research at the University of Wisconsin-Madison Torsatron/Stellarator Laboratory (TSL) and presents plans for future activity during fiscal years 1992 and 1993. Research efforts have focused on fundamental physics issues associated with toroidal confinement, predominantly through experimental investigations on the Interchangeable Module Stellarator (IMS). The program direction has been guided into studies of fluctuations, potentials and electric fields, plasma currents and flows, and effects of magnetic islands by a desire for increased relevance and impact on the general toroidal confinement program. Theoretical and computational activities are also being undertaken to support the experimental research and to identify interesting new toroidal confinement concepts which could contribute to the understanding of tokamak transport.

The Government of Malaysia has made the decision to include nuclear as one of the electricity generation option for the country, post 2020 in order to cater for the increasing energy demands of the country as well as to reduce CO{sub 2} emission. The commitment by the government has been made clearer with the inclusion of the development of first NPP by 2021 in the Economic Transformation Program (ETP) which was launched by the government in October 2010. The In tandem with the government initiative to promote nuclear energy, Center for Nuclear Energy, College of Engineering, Universiti Tenaga Nasional (UNITEN) is taking the responsibility in developing human capital in the area of nuclear power and technology. In the beginning, the College of Engineering has offered the Introduction to Nuclear Technology course as a technical elective course for all undergraduate engineering students. Gradually, other nuclear technical elective courses are offered such as Nuclear Policy, Security and Safeguards, Introduction to Nuclear Engineering, Radiation Detection and Nuclear Instrumentation, Introduction to Reactor Physics, Radiation Safety and Waste Management, and Nuclear Thermal-hydraulics. In addition, another course Advancement in Nuclear Energy is offered as one of the postgraduate elective courses. To enhance the capability of teaching staffs in nuclear areas at UNITEN, several junior lecturers are sent to pursue their postgraduate studies in the Republic of Korea, United States and the United Kingdom, while the others are participating in short courses and workshops in nuclear that are conducted locally and abroad.     Over the last six years, Tomsk Polytechnic University (TPU) has developed a 5 year engineering degree program in the field of Material Protection Control and Accounting (MPC&A). In 2009 the first students graduated with this new degree. There were 25 job offers from nuclear fuel cycle enterprises of Russia and Kazakhstan for 17 graduates of the program. Due to the rather wide selection of workplaces, all graduates have obtained positions at nuclear enterprises. The program was developed within the Applied Physics and Engineering Department (APED). The laboratory and methodological base has been created taking into consideration the experience of the similar program at the Moscow Engineering Physics Institute (MEPhI). However, the TPU program has some distinguishing features such as the inclusion of special courses pertaining to fuel enrichment and reprocessing. During the last two years, three MPC&A laboratories have been established at APED. This was made possible due to several factors such as establishment of the State innovative educational program at TPU, assistance of the U.S. Department of Energy through Pacific Northwest National Laboratory and Los Alamos National Laboratory, and the financial support of the Swedish Radiation Safety Authority and some Russian private companies. All three of the MPC&A laboratories are part of the Innovative Educational Center Nuclear Technologies and Non-Proliferation, which deals with many topics including research activities, development of new curricula for experts training and retraining, and training of masters students. In 2008, TPU developed a relationship with the International Atomic Energy Agency (IAEA), which was familiarized with APEDs current resources and activities. The IAEA has shown interest in creation of a masters degree educational program in the field of nuclear security at TPU. A future objective is to acquaint nuclear fuel cycle enterprises with new APED capabilities and involve the enterprises

    Sandia National Laboratories and the University of New Mexico's Anderson School of Management are developing a program which enables M.B.A. students to assist in commercializing Sandia-developed technologies. Thus far, students have prepared detailed business plans (which include market analyses, design and development sections, and pro forma financials) for a wide range of technologies (robotics software, electron accelerators, acoustic detectors, sof-gel processing, imaging sensors, and chemical plating). This paper reports on potential applications which include waste management, cancer treatment, oil and gas transportation, coating of plastics, manufacturing and assembly, and parts inspections. By having graduate students conduct the research necessary to identify positive net-present-value projects, Sandia is able to interest private sector firms in its technologies.

    A key challenge for policy-makers and technology market forecasters is to estimate future technology costs and in particular the rate of cost reduction versus production volume. A related, critical question is what role should state and federal governments have in advancing energy efficient and renewable energy technologies? This work provides retrospective experience curves and learning rates for several energy-related technologies, each of which have a known history of federal and state deployment programs. We derive learning rates for eight technologies including energy efficient lighting technologies, stationary fuel cell systems, and residential solar photovoltaics, and provide an overview and timeline of historical deployment programs such as state and federal standards and state and national incentive programs for each technology. Piecewise linear regimes are observed in a range of technology experience curves, and public investments or deployment programs are found to be strongly correlated to an increase in learning rate across multiple technologies. A downward bend in the experience curve is found in 5 out of the 8 energy-related technologies presented here (electronic ballasts, magnetic ballasts, compact fluorescent lighting, general service fluorescent lighting, and the installed cost of solar PV). In each of the five downward-bending experience curves, we believe that an increase in the learning rate can be linked to deployment programs to some degree. This work sheds light on the endogenous versus exogenous contributions to technological innovation and highlights the impact of exogenous government sponsored deployment programs. This work can inform future policy investment direction and can shed light on market transformation and technology learning behavior.

    Department of Energy Grant Number DE-FG02-96NE38152 was supplied to the University of Florida Training Reactor (UFTR) facility through the U.S. Department of Energy's University Reactor Sharing Program. The renewal proposal submitted in January 2000 originally requested over $73,000 to support various external educational institutions using the UFTR facilities in academic year 2000-01. The actual Reactor Sharing Grant was only in the amount of $40,000, all of which has been well used by the University of Florida as host institution to support various educational institutions in the use of our reactor and associated facilities as indicated in the proposal. These various educational institutions are located primarily within the State of Florida. However, when the 600-mile distance from Pensacola to Miami is considered, it is obvious that this Grant provides access to reactor utilization for a broad geographical region and a diverse set of user institutions serving over fourteen million inhabitants throughout the State of Florida and still others throughout the Southeast.

    In 2012, the Centers for Disease Control and Prevention provided funding and technical assistance to all states and territories to implement the Coordinated Chronic Disease Program, marking the first time that all state health departments had federal resources to coordinate chronic disease prevention and control programs. This article describes lessons learned from this initiative and identifies key elements of a coordinated approach. We analyzed 80 programmatic documents from 21 states and conducted semistructured interviews with 7 chronic disease directors. Six overarching themes emerged: 1) focused agenda, 2) identification of functions, 3) comprehensive planning, 4) collaborative leadership and expertise, 5) managedmore » resources, and 6) relationship building. Furthermore, these elements supported 4 essential activities: 1) evidence-based interventions, 2) strategic use of staff, 3) consistent communication, and 4) strong program infrastructure. On the basis of these elements and activities, we propose a conceptual model that frames overarching concepts, skills, and strategies needed to coordinate state chronic disease prevention and control programs.« less

    This research program addresses the need to increase the energy efficiency of industrialized housing. Two research centers have responsibility for the program: the Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. The two organizations provide complementary architectural, systems engineering, and industrial engineering capabilities. In 1989 we worked on these tasks: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts. The current research program, under the guidance of a steering committee composed of industry and government representatives, focuses on three interdependent concerns -- (1) energy, (2) industrial process, and (3) housing design. Building homes in a factory offers the opportunity to increase energy efficiency through the use of new materials and processes, and to increase the value of these homes by improving the quality of their construction. Housing design strives to ensure that these technically advanced homes are marketable and will meet the needs of the people who will live in them.

    Grant support has been well used by the University of Florida as host institution to support various educational institutions in the use of the reactor and associated facilities as indicated in the proposal. These various educational institutions are located primarily within Florida. However, when the 600-mile distance from Pensacola to Miami is considered, it is obvious that this Grant provides access to reactor utilization for a broad geographical region and a diverse set of user institutions serving over twelve million inhabitants throughout the State of Florida and still others throughout the nation. All users and uses were carefully screened to assure the usage was for educational institutions eligible for participation in the Reactor Sharing Program; where research activities were involved, care was taken to assure the research activities were not funded by grants for contract funding from outside sources. In some cases external grant funding is limited or is used up, in which case the Reactor Sharing Grant and frequent cost sharing by the UFTR facility and the University of Florida provide the necessary support to complete a project or to provide more results to make a complete project even better. In some cases this latter usage has aided renewal of external funding. The role of the Reactor Sharing Program, though relatively small in dollars, has been the single most important occurrence in assuring the rebirth and continued high utilization of the UFTR in a time when many better equipped and better placed facilities have ceased operations. Through dedicated and effective advertising efforts, the UFTR has seen nearly every four-year college and university in Florida make substantive use of the facility under the Reactor Sharing Program with many now regular users. Some have even been able to support usage from outside grants where the Reactor Sharing Grant has served as seed money; still others have been assisted when external grants were depleted.

    This document summarizes results obtained during the first eight months of the current three year grant for research at the University of Wisconsin-Madison Torsatron/Stellarator Laboratory (TSL) and presents plans for future activity during fiscal years 1992 and 1993. Research efforts have focused on fundamental physics issues associated with toroidal confinement, predominantly through experimental investigations on the Interchangeable Module Stellarator (IMS). The program direction has been guided into studies of fluctuations, potentials and electric fields, plasma currents and flows, and effects of magnetic islands by a desire for increased relevance and impact on the general toroidal confinement program. Theoretical and computational activities are also being undertaken to support the experimental research and to identify interesting new toroidal confinement concepts which could contribute to the understanding of tokamak transport.

    This report summarizes the technical and educational achievements of the Graduate Automotive Technology Education (GATE) Center at West Virginia University (WVU), which was created to emphasize Advanced Hybrid Vehicle Technology. The Center has supported the graduate studies of 17 students in the Department of Mechanical and Aerospace Engineering and the Lane Department of Computer Science and Electrical Engineering. These students have addressed topics such as hybrid modeling, construction of a hybrid sport utility vehicle (in conjunction with the FutureTruck program), a MEMS-based sensor, on-board data acquisition for hybrid design optimization, linear engine design and engine emissions. Courses have been developed in Hybrid Vehicle Design, Mobile Source Powerplants, Advanced Vehicle Propulsion, Power Electronics for Automotive Applications and Sensors for Automotive Applications, and have been responsible for 396 hours of graduate student coursework. The GATE program also enhanced the WVU participation in the U.S. Department of Energy Student Design Competitions, in particular FutureTruck and Challenge X. The GATE support for hybrid vehicle technology enhanced understanding of hybrid vehicle design and testing at WVU and encouraged the development of a research agenda in heavy-duty hybrid vehicles. As a result, WVU has now completed three programs in hybrid transit bus emissions characterization, and WVU faculty are leading the Transportation Research Board effort to define life cycle costs for hybrid transit buses. Research and enrollment records show that approximately 100 graduate students have benefited substantially from the hybrid vehicle GATE program at WVU.

    The High Energy Physics group at University of Alabama is a member of the L3 collaboration studying e+e{minus} collisions near the Z{degree} pole at the LEP accelerator at CERN. About 2 million Z{degree} events have been accumulated and the experiment has been prolific in publishing results on the Z resonance parameters, the Z couplings to all leptons and quarks with mass less than half the Z mass, searches for new particles and interactions, and studies of strong interactions and/or weak charged current decays of the quarks and leptons abundantly produced in Z decays. The group is contributing to data analysis as well as to detector hardware. In particular, the authors are involved in a major hardware upgrade for the experiment, namely the design, construction and commissioning of a Silicon Microvertex Detector (SMD) which has successfully been installed for operation during the present grant period. The authors present here a report on their recent L3 activities and their plans for the next grant period of twelve months (April 1, 1994--March 31, 1995). Their main interests in data analysis are in the study of single photon final states and the physics made more accessible by the SMD, such as heavy flavor physics. Their hardware efforts continue to be concentrated on the high precision capacitive and optical alignment monitoring systems for the SMD and also includes gas monitoring for the muon system. They are also planning to participate in the coming upgrade of the L3 detector.

    Utilizing funding provided by the American Recovery and Reinvestment Act (ARRA), the Liquid Waste Program at Savannah River site successfully executed forty-one design, procurement, construction, and operating activities in the period from September 2009 through December 2011. Project Management of the program included noteworthy practices involving safety, integrated project teams, communication, and cost, schedule and risk management. Significant upgrades to plant capacity, progress toward waste tank closure and procurement of needed infrastructure were accomplished. Over 1.5 million hours were worked without a single lost work day case. Lessons Learned were continually identified and applied to enhance the program. Investment of Recovery Act monies into the Liquid Waste Program has ensured continued success in the disposition of radioactive wastes and the closure of high level waste tanks at SRS. The funding of a portion of the Liquid Waste Program at SRS by ARRA was a major success. Significant upgrades to plant capacity, progress toward waste tank closure and procurement of needed infrastructure was accomplished. Integrated Project Teams ensured quality products and services were provided to the Operations customers. Over 1.5 million hours were worked without a single lost work day case. Lessons Learned were continually reviewed and reapplied to enhance the program. Investment of Recovery Act monies into the Liquid Waste Program has ensured continued success in the disposition of radioactive wastes and the closure of high level waste tanks at SRS. (authors)

  8. Report on Lessons Learned from the NP 2010 Early Site Permit Program FINAL REPORT

    This report provides a summary of lessons learned from the demonstration of the licensing process for three Early Site Permit (ESP) applications supported as part of the Department of Energy’s (DOE) Nuclear Power 2010 (NP 2010) program. The ESP process was established by the Nuclear Regulatory Commission (NRC) to enable completion of the site evaluation component of nuclear power plant licensing under 10 CFR Part 52 before a utility makes a decision to build a plant. Early Site Permits are valid for 10 to 20 years and can be renewed for an additional 10 to 20 years. NRC review of an ESP application addresses site safety issues, environmental protection issues, and plans for coping with emergencies. Successful completion of the ESP process will establish that a site is suitable for possible future construction and operation of a nuclear power plant. Most importantly, an ESP resolves significant site-related safety and environmental issues early in the decision process and helps achieve acceptance by the public. DOE competitively selected Dominion Nuclear Energy North Anna, LLC (Dominion); System Energy Resources, Inc. (an Entergy subsidiary); and Exelon Generation Company, LLC (Exelon) in 2002 to demonstrate the ESP process and provided cost-shared support through the NP 2010 program. Dominion pursued an ESP for the North Anna site in Virginia; System Energy Resources, Inc. pursued an ESP for the Grand Gulf site in Mississippi; and Exelon pursued an ESP for the Clinton site in Illinois. After successfully demonstrating the process, the NRC issued an ESP for Clinton on March 17, 2007; Grand Gulf on April 5, 2007; and North Anna on November 27, 2007. As with all successful projects, there are lessons to be learned from the NP 2010 early site permitting demonstration that can help improve future implementation guidance documents and regulatory review standards.     A series of in-reactor experiments were conducted using full-length 32-rod pressurized water reactor (PWR) fuel bundles as part of the Loss-of-Coolant Accident (LOCA) Simulation Program. The third materials experiment (MT-3) was the sixth in the series of thermal-hydraulic and materials deformation/rutpure experiments conducted in the National Research Universal (NRU) reactor, Chalk River, Ontario, Canada. The main objective of the experiment was to evaluate ballooning and rupture during active two-phase cooling in the temperature range from 1400 to 1500/sup 0/F (1030 to 1090 K). The 12 test rods in the center of the 32-rod bundle were initially pressurized to 550 psi (3.8 MPa) to insure rupture in the correct temperature range. All 12 of the rods ruptured, with an average peak bundle strain of approx. 55%. The UKAEA also funded destructive postirradiation examination (PIE) of several of the ruptured rods from the MT-3 experiment. This report describes the work performed and presents the PIE results. Information obtained during the PIE included cladding thickness measurements metallography, and particle size analysis of the cracked and broken fuel pellets.

    This report was prepared for the US Department of Energy (DOE) Office of Codes and Standards by the Pacific Northwest Laboratory (PNL) through its Building Energy Standards Program (BESP). The purpose of this task was to identify demand-side management (DSM) strategies for new construction that utilities have adopted or developed to promote energy-efficient design and construction. PNL conducted a survey of utilities and used the information gathered to extrapolate lessons learned and to identify evolving trends in utility new-construction DSM programs. The ultimate goal of the task is to identify opportunities where states might work collaboratively with utilities to promote the adoption, implementation, and enforcement of energy-efficient building energy codes.

    The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

  8. Promoting high efficiency residential HVAC equipment: Lessons learned from leading utility programs

    The Consortium for Energy Efficiency recently sponsored a study of leading electric utility efforts to promote high efficiency residential HVAC equipment. Given growing concerns from some utilities about the level of expenditures associated with rebate programs, special emphasis was placed on assessing the success of financing and other non-rebate options for promoting efficiency. Emphasis was also placed on review of efforts--rebate or otherwise--to push the market to very high levels of efficiency (i.e., SEER 13). This paper presents the results of the study. It includes discussion of key lessons from the utility programs analyzed. It also examines program participation rates and other potential indicators of market impacts. One notable conclusion is that several utility programs have pushed market shares for SEER 12 equipment to about 50% (the national average is less than 20%). At least one utility program has achieved a 50% market share for SEER 13 equipment (the national average is less than 3%). In general, financing does not appear to have as broad an appeal as consumer rebates. However, one unique utility program which combines the other of customer financing with modest incentives to contractors--in the form of frequent seller points that can be redeemed for advertising, technician training, travel and other merchandise--offers some promise that high participation rates can be achieved without customer rebates.

    Lawrence Livermore National Laboratory's (LLNL's) management assigned the responsibility of conducting TSDF audits to the Waste Certification Office in August of 1994. Prior to this date, there was no mandate for LLNL to audit waste facilities, nor was there a structured program in place for conducting the audits Program development took approximately 10 months. This included writing a TSDF Audit Procedure, writing a Quality Assurance (QA) Plan, developing the required audit check lists, and using the documentation on a trial basis. A typical TSDF audit lasted one full day using three hazardous waste specialists The QA Plan is based on the quality assurance and management system requirements of DOE Order 5700.6C (Quality Assurance) and ASME NQA-1 (Quality Assurance Program Requirements for Nuclear Facilities).

    The Texas A&M experimental high energy physics program continued to reach significant milestones in each of its research initiatives during the course of the past year. We are participating in two major operating experiments, CDF and MACRO. In CDF, the Texas A&M group has spearheaded the test beam program to recalibrate the Forward Hadron Calorimeter for the upcoming CDF data run, as well as contributing to the ongoing analysis work on jets and b-quarks. In MACRO, we have assisted in the development of the final version of the wave form digitizing system being implemented for the entire scintillator system. The construction of the first six supermodules of the detector has been completed and all six are currently taking data with streamer chambers while four have the completed scintillator counter system up and running. We have built and tested prototypes of a liquid-scintillator fiber calorimeter system, in which internally reflecting channels are imbedded in a lead matrix and filled with liquid scintillator. This approach combines the performance features of fiber calorimetry and the radiation hardness of liquid scintillator, and is being developed for forward calorimetry at the SSC. The microstrip chamber is a new technology for precision track chambers that offers the performance required for future hadron colliders. The theoretical high energy physics program has continued to develop during the past funding cycle. We have continued the study of their very successful string-derived model that unifies all known interactions; flipped SU(5), which is the leading candidate for a TOE. Work has continued on some generalizations of the symmetries of string theory, known as W algebras. These are expected to have applications in two-dimensional conformal field theory, two-dimensional extensions of gravity and topological gravity and W-string theory.

    After implementing several energy efficiency standards and labels (30 products covered by MEPS, 50 products covered by voluntary labels and 19 products by mandatory labels), the China National Institute of Standardization (CNIS) is now implementing verification and compliance mechanism to ensure that the energy information of labeled products comply with the requirements of their labels. CNIS is doing so by organizing check testing on a random basis for room air-conditioners, refrigerators, motors, heaters, computer displays, ovens, and self -ballasted lamps. The purpose of the check testing is to understand the implementation of the Chinese labeling scheme and help local authorities establishing effective compliance mechanisms. In addition, to ensure robustness and consistency of testing results, CNIS has coordinated a round robin testing for room air conditioners. Eight laboratories (Chinese (6), Australian (1) and Japanese (1)) have been involved in the round robin testing and tests were performed on four sets of samples selected from manufacturer's production line. This paper describes the methodology used in undertaking both check and round robin testing, provides analysis of testing results and reports on the findings. The analysis of both check and round robin testing demonstrated the benefits of a regularized verification and monitoring system for both laboratories and products such as (i) identifying the possible deviations between laboratories to correct them, (ii) improving the quality of testing facilities, (iii) ensuring the accuracy and reliability of energy label information in order to strength the social credibility of the labeling program and the enforcement mechanism in place.

    In June 1988, Savannah River Laboratory requested that the Heat Transfer Research Facility modify the flow excursion program, which had been in progress since November 1987, to include testing of single tubes in vertical down-flow over a range of length to diameter (L/D) ratios of 100 to 500. The impetus for the request was the desire to obtain experimental data as quickly as possible for code development work. In July 1988, HTRF submitted a proposal to SRL indicating that by modifying a facility already under construction the data could be obtained within three to four months. In January 1990, HTFR issued report CU-HTRF-T4, part 1. This report contained the technical discussion of the results from the single tube uniformly heated tests. The present report is part 2 of CU-HTRF-T4 which contains further discussion of the uncertainty analysis and the complete set of data.

    Purpose: To explore the implementation and effectiveness of incident learning for the safety and quality of radiotherapy in a new established radiotherapy program with advanced technology. Methods: Reference to the consensus recommendations by American Association of Physicist in Medicine, an incident learning system was specifically designed for reporting, investigating, and learning of individual radiotherapy incidents in a new established radiotherapy program, with 4D CBCT, Ultrasound guided radiotherapy, VMAT, gated treatment delivered on two new installed linacs. The incidents occurring in external beam radiotherapy from February, 2012 to January, 2014 were reported. Results: A total of 33 reports were analyzed, including 28 near misses and 5 incidents. Among them, 5 originated in imaging for planning, 25 in planning, 1 in plan transfer, 1 in commissioning and 1 in treatment delivery. Among them, three near misses originated in the safety barrier of the radiotherapy process. In terms of error type, 1 incident was classified as wrong patient, 7 near misses/incidents as wrong site, 6 as wrong laterality, 5 as wrong dose, 7 as wrong prescription, and 7 as suboptimal plan quality. 5 incidents were all classified as grade 1/2 of dosimetric severity, 1 as grade 0, and the other 4 as grade 1 of medical severity. For the causes/contributory factors, negligence, policy not followed, inadequate training, failure to develop an effective plan, and communication contributed to 19, 15, 12, 5 and 3 near misses/incidents, respectively. The average incident rate per 100 patients treated was 0.4; this rate fell to 0.28% in the second year from 0.56% in the first year. The rate of near miss fell to 1.24% from 2.22%. Conclusion: Effective incident learning can reduce the occurrence of near miss/incidents, enhance the culture of safety. Incident learning is an effective proactive method for improving the quality and safety of radiotherapy.

    The Milling Assistant (MA) programming system demonstrates the automated development of tool paths for Numerical Control (NC) machine tools. By integrating a Case-Based Reasoning decision processor with a commercial CAD/CAM software, intelligent tool path files for milled and point-to-point features can be created. The operational system is capable of reducing the time required to program a variety of parts and improving product quality by collecting and utilizing ``best of practice`` machining strategies.

    The Graduate Automotive Technology Education (GATE) Center at the University of Tennessee, Knoxville has completed its seventh year of operation under this agreement, its thirteenth year in total. During this period the Center has involved eleven GATE Fellows and three GATE Research Assistants in preparing them to contribute to advanced automotive technologies in the centers focus area: Advanced Hybrid Propulsion and Control Systems. In addition to the impact that the Center has had on the students and faculty involved, the presence of the center has led to the acquisition of resources that probably would not have been obtained if the GATE Center had not existed. Significant industry interaction such as equipment donations, and support for GATE students has been realized. The value of the total resources brought to the university (including related research contracts) exceeds $2,000,000.

    The Defense Nuclear Agency is sponsoring a technical study of the requirements of a vehicle to meet the OPCW`s future needs for enhanced chemical weapons verification capabilities. This report provides information about the proven mechanisms by which the U.S. provided both short- and long-term assistance to the IAEA to enhance its verification capabilities. Much of the technical assistance has generic application to international organizations verifying compliance with disarmament treaties or conventions. In addition, some of the equipment developed by the U.S. under the existing arrangements can be applied in the verification of other disarmament treaties or conventions. U.S. technical assistance to IAEA safeguards outside of the IAEA`s regular budget proved to be necessary. The U.S. technical assistance was successful in improving the effectiveness of IAEA safeguards for its most urgent responsibilities and in providing the technical elements for increased IAEA {open_quotes}readiness{close_quotes} for the postponed responsibilities deemed important for U.S. policy objectives. Much of the technical assistance was directed to generic subjects and helped to achieve a system of international verification. It is expected that the capabilities of the Organization for the Prohibition of Chemical Weapons (OPCW) to verify a state`s compliance with the {open_quotes}Chemical Weapons Convention{close_quotes} will require improvements. This report presents 18 important lessons learned from the experience of the IAEA and the U.S. Program of Technical Assistance to IAEA Safeguards (POTAS), organized into three tiers. Each lesson is presented in the report in the context of the difficulty, need and history in which the lesson was learned. Only the most important points are recapitulated in this executive summary.

    The research performed by the University of Florida (UF) is directed to the development of technologies that can be utilized at a micro-scale in varied environments. Work is focused on micro-scale energy systems, visualization, and mechanical devices. This work will impact the NNSA need related to micro-assembly operations. The URPR activities are executed in a University environment, yet many applications of the resulting technologies may be classified or highly restrictive in nature. The NNSA robotics technologists apply an NNSA needs focus to the URPR research, and actively work to transition relevant research into the deployment projects in which they are involved. This provides a Research to Development to Application structure within which innovative research has maximum opportunity for impact without requiring URPR researchers to be involved in specific NNSA projects. URPR researchers need to be aware of the NNSA applications in order to ensure the research being conducted has relevance, the URPR shall rely upon the NNSA sites for direction.

    During the past four years, the Department of Energy -- Savannah River Operations Office and the Westinghouse Savannah River Company (WSRC) Environmental Restoration (ER) Program completed various activities ranging from waste site investigations to closure and post closure projects. Critiques for lessons learned regarding project activities are performed at the completion of each project milestone, and this critique interval allows for frequent recognition of lessons learned. In addition to project related lessons learned, ER also performs lessons learned critiques. T`he Savannah River Site (SRS) also obtains lessons learned information from general industry, commercial nuclear industry, naval nuclear programs, and other DOE sites within the complex. Procedures are approved to administer the lessons learned program, and a database is available to catalog applicable lessons learned regarding environmental remediation, restoration, and administrative activities. ER will continue to use this database as a source of information available to SRS personnel.

    We, the Postdoc Professional Development Program (PD2P) leadership team, wrote these postdoc guidelines to be a starting point for communication between new postdocs, their staff mentors, and their managers. These guidelines detail expectations and responsibilities of the three parties, as well as list relevant contacts. The purpose of the Postdoc Program is to bring in talented, creative people who enrich Sandia's environment by performing innovative R&D, as well as by stimulating intellectual curiosity and learning. Postdocs are temporary employees who come to Sandia for career development and advancement reasons. In general, the postdoc term is 1 year, renewable up to five times for a total of six years. However, center practices may vary; check with your manager. At term, a postdoc may apply for a staff position at Sandia or choose to move to university, industry or another lab. It is our vision that those who leave become long-term collaborators and advocates whose relationships with Sandia have a positive effect upon our national constituency.

    The Digital Divide prevents Africa from taking advantages of new information technologies. One of the most urgent priorities is to bring the Internet in African Universities, Research, and Learning Centers to the level of other regions of the world. eGY-Africa, and the Sharing Knowledge Foundation are two bottom-up initiatives by scientists to secure better cyber-infrastructure and Internet facilities in Africa. Recommendations by the present scientific communities are being formulated at national, regional and international levels. The Internet capabilities are well documented at country level overall, but this is not the case at the University level. The snapshot of the Internet status in universities in 17 African countries, obtained by a questionnaire survey, is consistent with measures of Internet penetration in the corresponding country. The monitoring of Internet performance has been proposed to those African universities to provide an information base for arguing the need to improve the coverage for Africa. A pilot program is recommended that will start scientific collaboration with Europe in western Africa using ICT. The program will lay the foundations for the arrival of new technologies like Grids.
