    University education aims to supply qualified human resources for industries. In complex large scale engineering systems such as nuclear power plants, the importance of qualified human resources cannot be underestimated. The corresponding education program should involve many topics systematically. Recently a nuclear engineering program has been initiated in Dongguk University, South Korea. The current education program focuses on undergraduate level nuclear engineering students. Our main objective is to provide industries fresh engineers with the understanding on the interconnection of local parts and the entire systems of nuclear power plants and the associated systems. From the experience there is a huge opportunity for chemical engineering disciple in the context of giving macroscopic overview on nuclear power plant and waste treatment management by strengthening the analyzing capability of fundamental situations.     The University/National Energy Technology Laboratory (NETL) Student Partnership Program stimulated basic and applied research in Energy and Environmental Science areas through NETL's Office of Science and Technology (OST). This Partnership Program supported the education of graduate students in Energy and Environmental Sciences, while fostering increased scientific interaction between NETL and the participating universities, by providing graduate student support for research at a NETL facility under the joint supervision of NETL and university faculty. Projects were intended to enhance a previously established scientific or engineering relationship or to create a new relationship. Major areas of research under the Partnership Program included CO{sub 2} sequestration, granular solids flow, multi-phase flow in porous solids, gas hydrates, nanotubes, acid-mine flow identification and remediation, water-gas shift reaction, circulating fluidized beds, slurry bubble column, fuel desulphurization, carbon fibers, and fuel cells.

    The South Carolina Institute for Energy Studies (SCIES), administratively housed at Clemson University, has participated in the advancement of combustion turbine technology for over a decade. The University Turbine Systems Research Program, previously referred to as the Advanced Gas Turbine Systems Research (AGTSR) program, has been administered by SCIES for the U.S. DOE during the 1992-2003 timeframe. The structure of the program is based on a concept presented to the DOE by Clemson University. Under the supervision of the DOE National Energy Technology Laboratory (NETL), the UTSR consortium brings together the engineering departments at leading U.S. universities and U.S. combustion turbine developers to provide a solid base of knowledge for the future generations of land-based gas turbines. In the UTSR program, an Industrial Review Board (IRB) (Appendix C) of gas turbine companies and related organizations defines needed gas turbine research. SCIES prepares yearly requests for university proposals to address the research needs identified by the IRB organizations. IRB technical representatives evaluate the university proposals and review progress reports from the awarded university projects. To accelerate technology transfer technical workshops are held to provide opportunities for university, industry and government officials to share comments and improve quality and relevancy of the research. To provide educational growth at the Universities, in addition to sponsored research, the UTSR provides faculty and student fellowships. The basis for all activities--research, technology transfer, and education--is the DOE Turbine Program Plan and identification, through UTSR consortium group processes, technology needed to meet Program Goals that can be appropriately researched at Performing Member Universities.

We report the experience of a training program, identified as "Advanced Programming Concepts", that introduces software concepts, methods and techniques to work effectively on a daily basis in a HEP experiment or other programming intensive fields.     The University of Texas at El Paso (UTEP) is located on 300 acres, only a few hundred years from the US/Mexico border. The DOE Infrastructure Support Program was initiated at UTEP in 1987. The purpose of the program was to assist the University in building the infrastructure required for its emerging role as a regional center for energy-related research. Equally important was the need to strength the University`s ability to complete for sponsored energy-related programs at the state and national levels and to provide opportunities for faculty, staff and students to participate in energy-related research and outreach activities. The program had four major objectives, as follows: (1) implement energy research, outreach and demonstration projects already funded, and prepare new proposals to fund university research interests; (2) establish an Energy Center as a separate operational entity to provide continuing infrastructure support for energy-related programs; (3) strengthen university/private sector energy research linkages; and (4) involve minority graduate and undergraduate students in energy research and outreach activities. Each of the above objectives has been exceeded substantially, and, as a consequence, the University has become a regional leader in energy and environmental research and outreach efforts.

    This report provides a summary of lessons learned from the demonstration of the licensing process for three Early Site Permit (ESP) applications supported as part of the Department of Energy’s (DOE) Nuclear Power 2010 (NP 2010) program. The ESP process was established by the Nuclear Regulatory Commission (NRC) to enable completion of the site evaluation component of nuclear power plant licensing under 10 CFR Part 52 before a utility makes a decision to build a plant. Early Site Permits are valid for 10 to 20 years and can be renewed for an additional 10 to 20 years. NRC review of an ESP application addresses site safety issues, environmental protection issues, and plans for coping with emergencies. Successful completion of the ESP process will establish that a site is suitable for possible future construction and operation of a nuclear power plant. Most importantly, an ESP resolves significant site-related safety and environmental issues early in the decision process and helps achieve acceptance by the public. DOE competitively selected Dominion Nuclear Energy North Anna, LLC (Dominion); System Energy Resources, Inc. (an Entergy subsidiary); and Exelon Generation Company, LLC (Exelon) in 2002 to demonstrate the ESP process and provided cost-shared support through the NP 2010 program. Dominion pursued an ESP for the North Anna site in Virginia; System Energy Resources, Inc. pursued an ESP for the Grand Gulf site in Mississippi; and Exelon pursued an ESP for the Clinton site in Illinois. After successfully demonstrating the process, the NRC issued an ESP for Clinton on March 17, 2007; Grand Gulf on April 5, 2007; and North Anna on November 27, 2007. As with all successful projects, there are lessons to be learned from the NP 2010 early site permitting demonstration that can help improve future implementation guidance documents and regulatory review standards. In general, these lessons pertain to the effectiveness of the regulatory process, experience related to guidance for developing and reviewing ESP applications, issues involving ESP plant parameters, and suggestions for future ESP applicants. The development, submittal, and issuance of these first ESPs under DOE’s NP 2010 program started the momentum to exercise NRC’s new 10 CFR Part 52 licensing process. Several key questions that define critical issues regarding the effectiveness of regulations pertaining to ESPs have been identified and summarized in this report. However, the final resolution of whether the ESP component of the Part 52 process significantly contributes to the predictability in nuclear power plant licensing requires more experience and time, such as the completion of the ongoing combined Construction and Operating License (COL) process for the North Anna and Grand Gulf sites. The three ESP project participants prepared and submitted to DOE lessons learned reports from their experience in developing, submitting, and receiving an ESP. This document summarizes these reports, which are appended hereto. The Nuclear Energy Institute (http://www.nei.org/) and NRC (http://www.nrc.gov/) have also prepared reports regarding their perspectives on lessons learned during the ESP process. Their documents can be accessed on their respective web sites. Following is a summary of the lessons learned from the NP 2010 ESP projects. Effectiveness of the ESP Process: In general, the ESP process is expected (subject to demonstration of the ESP finality provisions in the North Anna and Grand Gulf ESPs) to provide high value for applicants as a site banking and risk mitigation strategy. However, several aspects of the initial process, such as NRC hearings and determining an acceptable approach to the NRC’s Emergency Planning requirements, proved challenging for the applicants. Project Execution: Initial regulatory and industry guidance for planning and executing an ESP application program proved to be insufficient to address NRC’s document review expectations. However, continuous communication between NRC and the applicants helped establish an acceptable framework

    The grant support of $24,250 (1994-95?) was well used by the University of Florida as host institution to support various educational institutions in the use of UFTR Reactor. All users and uses were screened to assure the usage was for educational institutions eligible for participation in the Reactor Sharing Program; where research activities were involved, care was taken to assure the research was not funded by grants for contract funding from outside sources. Over 12 years, the program has been a key catalyst for renewing utilization of UFTR both by external users around the State of Florida and the Southeast and by various faculty members within the University of Florida.     This document summarizes results obtained during the first eight months of the current three year grant for research at the University of Wisconsin-Madison Torsatron/Stellarator Laboratory (TSL) and presents plans for future activity during fiscal years 1992 and 1993. Research efforts have focused on fundamental physics issues associated with toroidal confinement, predominantly through experimental investigations on the Interchangeable Module Stellarator (IMS). The program direction has been guided into studies of fluctuations, potentials and electric fields, plasma currents and flows, and effects of magnetic islands by a desire for increased relevance and impact on the general toroidal confinement program. Theoretical and computational activities are also being undertaken to support the experimental research and to identify interesting new toroidal confinement concepts which could contribute to the understanding of tokamak transport.

    Over the last six years, Tomsk Polytechnic University (TPU) has developed a 5½ year engineering degree program in the field of Material Protection Control and Accounting (MPC&A). In 2009 the first students graduated with this new degree. There were 25 job offers from nuclear fuel cycle enterprises of Russia and Kazakhstan for 17 graduates of the program. Due to the rather wide selection of workplaces, all graduates have obtained positions at nuclear enterprises. The program was developed within the Applied Physics and Engineering Department (APED). The laboratory and methodological base has been created taking into consideration the experience of the similar program at the Moscow Engineering Physics Institute (MEPhI). However, the TPU program has some distinguishing features such as the inclusion of special courses pertaining to fuel enrichment and reprocessing. During the last two years, three MPC&A laboratories have been established at APED. This was made possible due to several factors such as establishment of the State innovative educational program at TPU, assistance of the U.S. Department of Energy through Pacific Northwest National Laboratory and Los Alamos National Laboratory, and the financial support of the Swedish Radiation Safety Authority and some Russian private companies. All three of the MPC&A laboratories are part of the Innovative Educational Center “Nuclear Technologies and Non-Proliferation,” which deals with many topics including research activities, development of new curricula for experts training and retraining, and training of master’s students. In 2008, TPU developed a relationship with the International Atomic Energy Agency (IAEA), which was familiarized with APED’s current resources and activities. The IAEA has shown interest in creation of a master’s degree educational program in the field of nuclear security at TPU. A future objective is to acquaint nuclear fuel cycle enterprises with new APED capabilities and involve the enterprises in the scientific and educational projects implemented through the Nuclear Technologies and Non-Proliferation Center. This paper describes the development of the MPC&A engineering degree program and future goals of TPU in the field of nonproliferation education.

    The Consortium for Energy Efficiency recently sponsored a study of leading electric utility efforts to promote high efficiency residential HVAC equipment. Given growing concerns from some utilities about the level of expenditures associated with rebate programs, special emphasis was placed on assessing the success of financing and other non-rebate options for promoting efficiency. Emphasis was also placed on review of efforts--rebate or otherwise--to push the market to very high levels of efficiency (i.e., SEER 13). This paper presents the results of the study. It includes discussion of key lessons from the utility programs analyzed. It also examines program participation rates and other potential indicators of market impacts. One notable conclusion is that several utility programs have pushed market shares for SEER 12 equipment to about 50% (the national average is less than 20%). At least one utility program has achieved a 50% market share for SEER 13 equipment (the national average is less than 3%). In general, financing does not appear to have as broad an appeal as consumer rebates. However, one unique utility program which combines the other of customer financing with modest incentives to contractors--in the form of frequent seller points that can be redeemed for advertising, technician training, travel and other merchandise--offers some promise that high participation rates can be achieved without customer rebates.

    The need for engineers and scientists who can ensure safe and secure use of nuclear energy is large in Sweden and internationally. Chalmers University of Technology is therefore launching a new 2-year master's program in Nuclear Engineering, with start from the autumn of 2009. The program is open to Swedish and foreign students. The program starts with compulsory courses dealing with the basics of nuclear chemistry and physics, radiation protection, nuclear power and reactors, nuclear fuel supply, nuclear waste management and nuclear safety and security. There are also compulsory courses in nuclear industry applications and sustainable energy futures. The subsequent elective courses can be chosen freely but there is also a possibility to choose informal tracks that concentrate on nuclear chemistry or reactor technology and physics. The nuclear chemistry track comprises courses in e.g. chemistry of lanthanides, actinides and transactinides, solvent extraction, radioecology and radioanalytical chemistry and radiopharmaceuticals. The program is finished with a one semester thesis project. This is probably a unique master program in the sense of its combination of deep courses in both nuclear technology and nuclear chemistry.

    oak-B202--During the summer of 1999, 12 students from Rochester-area high schools participated in the Laboratory for Laser Energetics' Summer High School Research Program. The goal of this program is to excite a group of high school students about careers in the areas of science and technology by exposing them to research in a state-of-the-art environment. Too often, students are exposed to ''research'' only through classroom laboratories that have prescribed procedures and predictable results. In LLE's summer program, the students experience all of the trials, tribulations, and rewards of scientific research. By participating in research in a real environment, the students often become more enthusiastic about careers in science and technology. In addition, LLE gains from the contributions of the many highly talented students who are attracted to the program. The students spent most of their time working on their individual research projects with members of LLE's technical staff. The projects were related to current research activities at LLE and covered a broad range of areas of interest including laser modeling, diagnostic development, chemistry, liquid crystal devices, and opacity data visualization. The students, their high schools, their LLE supervisors and their project titles are listed in the table. Their written reports are collected in this volume. The students attended weekly seminars on technical topics associated with LLE's research. Topics this year included lasers, fusion, holography, optical materials, global warming, measurement errors, and scientific ethics. The students also received safety training, learned how to give scientific presentations, and were introduced to LLE's resources, especially the computational facilities. The program culminated with the High School Student Summer Research Symposium on 25 August at which the students presented the results of their research to an audience that included parents, teachers, and members of LIX. Each student spoke for approximately ten minutes and answered questions.

    This document summarizes results obtained during the first eight months of the current three year grant for research at the University of Wisconsin-Madison Torsatron/Stellarator Laboratory (TSL) and presents plans for future activity during fiscal years 1992 and 1993. Research efforts have focused on fundamental physics issues associated with toroidal confinement, predominantly through experimental investigations on the Interchangeable Module Stellarator (IMS). The program direction has been guided into studies of fluctuations, potentials and electric fields, plasma currents and flows, and effects of magnetic islands by a desire for increased relevance and impact on the general toroidal confinement program. Theoretical and computational activities are also being undertaken to support the experimental research and to identify interesting new toroidal confinement concepts which could contribute to the understanding of tokamak transport.

    This report summarizes the technical and educational achievements of the Graduate Automotive Technology Education (GATE) Center at West Virginia University (WVU), which was created to emphasize Advanced Hybrid Vehicle Technology. The Center has supported the graduate studies of 17 students in the Department of Mechanical and Aerospace Engineering and the Lane Department of Computer Science and Electrical Engineering. These students have addressed topics such as hybrid modeling, construction of a hybrid sport utility vehicle (in conjunction with the FutureTruck program), a MEMS-based sensor, on-board data acquisition for hybrid design optimization, linear engine design and engine emissions. Courses have been developed in Hybrid Vehicle Design, Mobile Source Powerplants, Advanced Vehicle Propulsion, Power Electronics for Automotive Applications and Sensors for Automotive Applications, and have been responsible for 396 hours of graduate student coursework. The GATE program also enhanced the WVU participation in the U.S. Department of Energy Student Design Competitions, in particular FutureTruck and Challenge X. The GATE support for hybrid vehicle technology enhanced understanding of hybrid vehicle design and testing at WVU and encouraged the development of a research agenda in heavy-duty hybrid vehicles. As a result, WVU has now completed three programs in hybrid transit bus emissions characterization, and WVU faculty are leading the Transportation Research Board effort to define life cycle costs for hybrid transit buses. Research and enrollment records show that approximately 100 graduate students have benefited substantially from the hybrid vehicle GATE program at WVU.

    The Johns Hopkins University Applied Physics Laboratory, under contracts with several agencies of the federal government and an agency of the State of Maryland, is engaged in developing energy resources, utilization concepts, and monitoring and storage methods. This Quarterly Report summarizes the work on the various tasks as of 31 March 1980. The Energy Quarterly Report is divided into four sections. The first, Geothermal Energy Development Planning and Technical Assistance, supported by the Department of Energy/Division of Geothermal Energy (DOE/DGE), contains reports on the progress of geothermal-related tasks on which effort was concentrated during the quarter. The second section, Operational Research, Hydroelectric Power Development, supported by the Department of Energy/Resource Applications (DOE/DGE), contains reports on small-scale hydroelectric investigations in the southeastern states. The third section, Seismotectonic Investigation, supported by the Reactor Safety Research Division of the Nuclear Regulatory Commission, reports on a neotectonic investigation in Connecticut. The fourth section, Energy Conversion and Storage Techniques, contains two articles, the first on OTEC core unit testing supported by the Department of Energy/Division of Central Solar Technology (DOE/CST), and the second on an analysis of the Community Annual Storage Energy System at the U.S. Naval Air Station, Norfolk, Va. This work is supported by the Department of Energy and the Department of Defense, Naval Facilities Engineering Command/Atlantic Division.

    A series of in-reactor experiments were conducted using full-length 32-rod pressurized water reactor (PWR) fuel bundles as part of the Loss-of-Coolant Accident (LOCA) Simulation Program. The third materials experiment (MT-3) was the sixth in the series of thermal-hydraulic and materials deformation/rutpure experiments conducted in the National Research Universal (NRU) reactor, Chalk River, Ontario, Canada. The main objective of the experiment was to evaluate ballooning and rupture during active two-phase cooling in the temperature range from 1400 to 1500/sup 0/F (1030 to 1090 K). The 12 test rods in the center of the 32-rod bundle were initially pressurized to 550 psi (3.8 MPa) to insure rupture in the correct temperature range. All 12 of the rods ruptured, with an average peak bundle strain of approx. 55%. The UKAEA also funded destructive postirradiation examination (PIE) of several of the ruptured rods from the MT-3 experiment. This report describes the work performed and presents the PIE results. Information obtained during the PIE included cladding thickness measurements metallography, and particle size analysis of the cracked and broken fuel pellets.

    The Medical University of South Carolina (MUSC) and the University of Charleston, South Carolina (UCSC) propose to offer the degree of Master of Science in Environmental Studies. The proposed starting date is August 1994. The purpose of this interdisciplinary program is to offer nationally and internationally recognized graduate level training in the areas of environmental policy, science, and health risk assessment. Special emphasis will be placed on human health. Included in this proposal are a needs assessment for environmental science professionals along with employment projections and salary expectations.     During the past four years, the Department of Energy -- Savannah River Operations Office and the Westinghouse Savannah River Company (WSRC) Environmental Restoration (ER) Program completed various activities ranging from waste site investigations to closure and post closure projects. Critiques for lessons learned regarding project activities are performed at the completion of each project milestone, and this critique interval allows for frequent recognition of lessons learned. In addition to project related lessons learned, ER also performs lessons learned critiques. T`he Savannah River Site (SRS) also obtains lessons learned information from general industry, commercial nuclear industry, naval nuclear programs, and other DOE sites within the complex. Procedures are approved to administer the lessons learned program, and a database is available to catalog applicable lessons learned regarding environmental remediation, restoration, and administrative activities. ER will continue to use this database as a source of information available to SRS personnel.

    The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

    This study describes the technical and economic benefits derived from adding an energy storage component to an existing building cooling, heating, and power system that uses microturbine generation to augment utility-provided power. Three different types of battery energy storage were evaluated: flooded lead-acid, valve-regulated lead-acid, and zinc/bromine. Additionally, the economic advantages of hybrid generation/storage systems were evaluated for a representative range of utility tariffs. The analysis was done using the Distributed Energy Technology Simulator developed for the Energy Storage Systems Program at Sandia National Laboratories by Energetics, Inc. The study was sponsored by the U.S. DOE Energy Storage Systems Program through Sandia National Laboratories and was performed in coordination with the University of Maryland's Center for Environmental Energy Engineering.

    The Institute of Medicine and the Pew Health Profession Commission have advocated that physicians broaden their participation in the envirorunental aspects of medical care. Accordingly, both organizations recommend training of future primary care physicians for greater competencies and appreciation of this area of medicine. The extent to which family practice educators are receptive to incorporating this topic into the residency curriculum is not known. A national survey of directors of family practice programs was conducted to assess their attitudes about environmental health education in family practice residency training. The ultimate goal of this study was to provide information that will guide the development of an environmental health curriculum for family practice residency programs.     In June 1988, Savannah River Laboratory requested that the Heat Transfer Research Facility modify the flow excursion program, which had been in progress since November 1987, to include testing of single tubes in vertical down-flow over a range of length to diameter (L/D) ratios of 100 to 500. The impetus for the request was the desire to obtain experimental data as quickly as possible for code development work. In July 1988, HTRF submitted a proposal to SRL indicating that by modifying a facility already under construction the data could be obtained within three to four months. In January 1990, HTFR issued report CU-HTRF-T4, part 1. This report contained the technical discussion of the results from the single tube uniformly heated tests. The present report is part 2 of CU-HTRF-T4 which contains further discussion of the uncertainty analysis and the complete set of data.

    Of late, mobile technology has introduced new, novel environment that can be capitalized to further enrich the teaching and learning process in classrooms. Taking cognizance of this promising setting, a study was undertaken to investigate the impact of such an environment enabled by android platform on the learning process among undergraduates of Sultan Idris Education University, Malaysia; in particular, this paper discusses critical aspects of the design and implementation of the android learning system. Data were collected through a survey involving 56 respondents, and these data were analyzed by using SPSS 12.0. Findings showed that the respondents were very receptive to the interactivity, accessibility, and convenience of the system, but they were quite frustrated with the occasional interruptions due to internet connectivity problems. Overall, the mobile learning system can be utilized as an inexpensive but potent learning tool that complements undergraduates' learning process.

The robot in Figure 1 focuses on the design of scaffolds and physical assembly methods, coupled with a computer logic program to make that makes it move or behave in a very precise (remote controlled or autonomous) manner. This enables students to investigate, explore and refine the program to affect the robots. The Robotics approach takes into account the increasing popularity of Computer Science and the learning by doing (Schank, Berman, & Macpherson, 1999) approach to solve complex problems and use computers meaningfully in learning (Barron & Darling-Hammond, 2008; Jonassen, Howland, Marra, & Crismond, 2008).     We, the Postdoc Professional Development Program (PD2P) leadership team, wrote these postdoc guidelines to be a starting point for communication between new postdocs, their staff mentors, and their managers. These guidelines detail expectations and responsibilities of the three parties, as well as list relevant contacts. The purpose of the Postdoc Program is to bring in talented, creative people who enrich Sandia's environment by performing innovative R&D, as well as by stimulating intellectual curiosity and learning. Postdocs are temporary employees who come to Sandia for career development and advancement reasons. In general, the postdoc term is 1 year, renewable up to five times for a total of six years. However, center practices may vary; check with your manager. At term, a postdoc may apply for a staff position at Sandia or choose to move to university, industry or another lab. It is our vision that those who leave become long-term collaborators and advocates whose relationships with Sandia have a positive effect upon our national constituency.
