    Secretary Chu meets with Annie Whatley, Acting Chief of Staff in the Office of Economic Impact and Diversity, and Dr. William Harvey. Last February, President Obama renewed the White House Initiative on Historically Black Colleges and Universities to encourage collaboration between government agencies, educational associations, philanthropic organizations, the private sector and others to increase the capacity of HBCUs to provide high-quality education to a greater number of students.  The Department of Energy is committed to supporting education at HBCUs and has partnered with HBCUs on a variety of projects. As part of that commitment, today I met with Dr. William Harvey, Chairman of the President’s Board of Advisors on Historically Black Colleges and Universities and President of Hampton University, as well as Langston University President JoAnn Haysbert and Morgan State University President David Wilson. The presidents and I discussed how the Department can better engage HBCUs in our science and laboratory projects, and what lessons we can learn from the many ongoing and successful partnerships we have in place.

    The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from November 1985 through December 1996. The six-station network provided 5-minute averaged measurements of global and diffuse horizontal solar irradiance. The data were processed at the National Renewable Energy Laboratory (NREL) to improve the assessment of the solar radiation resources in the southeastern United States. Three of the stations also measured the direct-normal solar irradiance with a pyrheliometer mounted in an automatic sun tracker. All data are archived in the Standard Broadband Format (SBF) with quality-assessment indicators. Monthly data summaries and plots are also available for each month. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network.

    The HBCU/MI ET Consortium was established in January 1990, through a Memorandum of Understanding (MOU) among its member institutions. This group of research oriented Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs) agreed to work together to initiate or revise education programs, develop research partnerships with public and private sector organizations, and promote technology development to address the nation`s critical environmental contamination problems. The Consortium`s Research, Education and Technology Transfer (RETT) Plan became the working agenda. The Consortium is a resource for collaboration among the member institutions and with federal an state agencies, national and federal laboratories, industries, (including small businesses), majority universities, and two and four-year technical colleges. As a group of 17 institutions geographically located in the southern US, the Consortium is well positioned to reach a diverse group of women and minority populations of African Americans, Hispanics and American Indians. This Report provides a status update on activities and achievements in environmental curriculum development, outreach at the K--12 level, undergraduate and graduate education, research and development, and technology transfer.

As a group the HBCU/MI Consortium is uniquely positioned to reach women and the minority populations of African Americans, Hispanics and American Indians. As part of their initial work, they developed the Research, Education, and Technology Transfer (RETT) Plan to actualize the Consortium`s guiding principles.     Developing human capital in nuclear with required nuclear background and professional qualifications is necessary to support the implementation of nuclear power projects in the near future. Sufficient educational and training skills are required to ensure that the human resources needed by the nuclear power industry meets its high standard. The Government of Malaysia has made the decision to include nuclear as one of the electricity generation option for the country, post 2020 in order to cater for the increasing energy demands of the country as well as to reduce CO{sub 2} emission. The commitment by the government has been made clearer with the inclusion of the development of first NPP by 2021 in the Economic Transformation Program (ETP) which was launched by the government in October 2010. The In tandem with the government initiative to promote nuclear energy, Center for Nuclear Energy, College of Engineering, Universiti Tenaga Nasional (UNITEN) is taking the responsibility in developing human capital in the area of nuclear power and technology. In the beginning, the College of Engineering has offered the Introduction to Nuclear Technology course as a technical elective course for all undergraduate engineering students. Gradually, other nuclear technical elective courses are offered such as Nuclear Policy, Security and Safeguards, Introduction to Nuclear Engineering, Radiation Detection and Nuclear Instrumentation, Introduction to Reactor Physics, Radiation Safety and Waste Management, and Nuclear Thermal-hydraulics. In addition, another course Advancement in Nuclear Energy is offered as one of the postgraduate elective courses. To enhance the capability of teaching staffs in nuclear areas at UNITEN, several junior lecturers are sent to pursue their postgraduate studies in the Republic of Korea, United States and the United Kingdom, while the others are participating in short courses and workshops in nuclear that are conducted locally and abroad. This paper describes the progress of teaching and learning in nuclear engineering and technology at UNITEN that include curriculum development, students’ enrolment and performance, and teaching staff’s human resource development.

    Both kinetically balanced (KB) and kinetically unbalanced (KU) rotational London orbitals (RLO) are proposed to resolve the slow basis set convergence in relativistic calculations of nuclear spin-rotation (NSR) coupling tensors of molecules containing heavy elements [Y. Xiao and W. Liu, J. Chem. Phys. 138, 134104 (2013)]. While they perform rather similarly, the KB-RLO Ansatz is clearly preferred as it ensures the correct nonrelativistic limit even with a finite basis. Moreover, it gives rise to the same direct relativistic mapping between nuclear magnetic resonance shielding and NSR coupling tensors as that without using the London orbitals [Y. Xiao, Y. Zhang, and W. Liu, J. Chem. Theory Comput. 10, 600 (2014)].

    The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    The composition of PM1 (particulate matter with diameter less than 1 ?m) in the greater London area was characterized during the Clean Air for London (ClearfLo) project in winter 2012. Two High-Resolution Time-of-Flight Aerosol Mass Spectrometers (HR-ToF-AMS) were deployed at a rural site (Detling, Kent) and an urban site (North Kensington, London). The simultaneous and high-temporal resolution measurements at the two sites provide a unique opportunity to investigate the spatial distribution of PM1. We find that the organic aerosol (OA) concentration is comparable between the rural and urban sites, but the sources of OA are distinctly different. The concentration ofmoresolid fuel OA at the urban site is about twice as high as at the rural site, due to elevated domestic heating in the urban area. While the concentrations of oxygenated OA (OOA) are well-correlated between the two sites, the OOA concentration at the rural site is almost twice that of the urban site. At the rural site, more than 70 % of the carbon in OOA is estimated to be non-fossil, which suggests that OOA is likely related to aged biomass burning considering the small amount of biogenic SOA in winter. Thus, it is possible that the biomass burning OA contributes a larger fraction of ambient OA in wintertime than what previous field studies have suggested. A suite of instruments was deployed downstream of a thermal denuder (TD) to investigate the volatility of PM1 species at the rural Detling site. After heating at 250 C in the TD, 40 % of the residual mass is OA, indicating the presence of non-volatile organics in the aerosol. Although the OA associated with refractory black carbon (rBC, measured by a soot-particle aerosol mass spectrometer) only accounts for less

    The Navajo and Hopi GIS Project was established to assess the feasibility and impact of implementing GIS techology at Tribal institutions. Los Alamos and Lawrence Livermore National Laboratories funded the Navajo and Hopi Geographic Information System (G.I.S.) Project and assigned a mentor from LANL to help guide the project for three summer months of 1995. The six organizations involved were: LANL, LLNL, Navajo Community College, Navajo Nation Land Office, Northern Arizona University and San Juan College. The Navajo Land Office provided the system software, hardware and training. Northern Arizona University selected two students to work at Hopi Water Resource Department. Navajo Community College provided two students and two faculty members. San Juan College provided one student to work with the N.C.C. group. This made up two project teams which led to two project sites. The project sites are the Water Resource Department on the Hopi reservation and Navajo Community College in Shiprock, New Mexico.

    The superconducting gap symmetry of the Fe-based superconductors was studied by measurements and analysis of London penetration depth and super uid density. Tunnel diode resonator technique for these measurements was implemented in a dilution refrigerator allowing for the temperatures down to 50 mK. For the analysis of the super uid density, we used both experimental studies of Al-coated samples and original thermodynamic approach based on Rutgers relation. In three systems studied, we found that the superconducting gap at the optimal doping is best described in multi-gap full gap scenario. By performing experiments on samples with arti#12;cially introduced disorder with heavy ion irradiation, we show that evolution of the superconducting transition temperature and of the super uid density are consistent with full-gap sign changing s#6; superconducting state. The superconducting gap develops strong modulation both in the under-doped and the over-doped regimes. In the terminal hole-doped KFe{sub 2}As{sub 2}, both temperature dependence of the super uid density and its evolution with increase of the scattering rate are consistent with symmetry imposed vertical line nodes in the superconducting gap. By comparative studies of hole-doped (Ba,K)Fe{sub 2}As{sub 2} and electron-doped Ca10-3-8, we show that the superconducting gap modulation in the under-doped regime is intrinsic and is not induced by the coexisting static magnetic order.

    The `public outcomes` from research universities are educated students and research that extends the frontiers of knowledge. Measures of these `public outcomes` are inadequate to permit either research or education consumers to select research universities based on quantitative performance data. Research universities annually spend over $20 billion on research; 60% of these funds are provided by Federal sources. Federal funding for university research has recently grown at an annual rate near 6% during a time period when other performers of Federal research have experienced real funding cuts. Ten universities receive about 25% of the Federal funds spent on university research. Numerous studies of US research universities are reporting storm clouds. Concerns include balancing research and teaching, the narrow focus of engineering education, college costs, continuing education, and public funding of foreign student education. The absence of research on the `public outcomes` from university research results in opinion, politics, and mythology forming the basis of too many decisions. Therefore, the authors recommend studies of other nations` research universities, studies of various economic models of university research, analysis of the peer review process and how well it identifies the most capable research practitioners and at what cost, and studies of research university ownership of intellectual property that can lead to increased `public outcomes` from publicly-funded research performed by research universities. They advocate two practices that could increase the `public outcomes` from university research. These are the development of science roadmaps that link science research to `public outcomes` and `public outcome` metrics. Changes in the university research culture and expanded use of the Internet could also lead to increased `public outcomes`. They recommend the use of tax incentives to encourage companies to develop research partnerships with research universities.

    Electrodeposition melds key aspects of electrochemistry and materials science. In the last decade the advent of a variety of remarkable in situ characterization methods combined with the ever expanding application of wet chemical processing in high end technological endeavors has transformed the nature of the field. The 'old black magic' is giving way to the rigors of science as the electrodeposition process plays a central role in the fabrication of state-of-the-art ULSI and MEMS devices as well as being a key tool in the fabrication of novel materials and nanostructures. This year the conference will consider several timely issues such as how electrodeposition can contribute to the effective production of energy conversion devices, ranging from solar collectors to fuel cell electrocatalysts. Likewise, the challenge of building contacts and interconnects for next generation electronics will be examined over length scales ranging from individual atoms or molecules to chip stacking. Electrochemical fabrication of magnetic materials and devices as well as composite materials will also be discussed. Nucleation and growth phenomena underlie all aspect of electrochemical deposition and this year's meeting will consider the effect of both adsorbates and stress state on morphological evolution during thin film growth. A variety of new measurement methods for studying the growing electrode/electrolyte interface will also be detailed. In addition to the scheduled talks a session of short talks on late breaking news will be held Wednesday evening. There will also be at least two lively poster sessions that are essential elements of the conference and to which all attendees are encouraged to contribute. This will be 7th Electrodeposition GRC and based on past experience it is the premier 'mixing bowl' where young investigators and international experts have an extended opportunity to interact in a fun and collegial atmosphere. The afternoons provide free time for discussions coupled with mountain hikes, lake trips, and/or lively soccer, volleyball or tennis matches! We anticipate having some funds available to help graduate students and postdoctoral associates attend the meeting. The attendance of this popular conference is limited so early registration is strongly advised.

    In keeping with a long-standing tradition of running Base utilities as a business, the U.S. Navy Submarine Base New London installed a dual-fuel combustion turbine with a heat recovery boiler. The 5-megawatt (MW) gas- and oil-fired combustion turbine sits within the Lower Base area, just off the shores of the Thames River. The U.S. Navy owns, operates, and maintains the combined heat and power (CHP) plant, which provides power to the Navy?s nuclear submarines when they are in port and to the Navy?s training facilities at the Submarine Base. Heat recovered from the turbine is used to produce steam for use in Base housing, medical facilities, and laundries. In FY00, the Navy estimates that it will save over $500,000 per year as a result of the combined heat and power unit.

    This paper describes a method for predicting air temperatures within the Urban Heat Island at discreet locations based on input data from one meteorological station for the time the prediction is required and historic measured air temperatures within the city. It uses London as a case-study to describe the method and its applications. The prediction model is based on Artificial Neural Network (ANN) modelling and it is termed the London Site Specific Air Temperature (LSSAT) predictor. The temporal and spatial validity of the model was tested using data measured 8 years later from the original dataset; it was found that site specific hourly air temperature prediction provides acceptable accuracy and improves considerably for average monthly values. It thus is a very reliable tool for use as part of the process of predicting heating and cooling loads for urban buildings. This is illustrated by the computation of Heating Degree Days (HDD) and Cooling Degree Hours (CDH) for a West-East Transect within London. The described method could be used for any city for which historic hourly air temperatures are available for a number of locations; for example air pollution measuring sites, common in many cities, typically measure air temperature on an hourly basis.     Scientists are quite familiar with what a supernova looks like when these stars are destroyed in the most massive explosions in the universe, they leave their mark as one of the brightest objects in space, at least for several weeks. While the supernova can be seen, it cant be heard, as sound waves cannot travel through space. But what if the light waves emitted by the exploding star and other cosmological phenomena could be translated into sound? Thats the idea behind a Rhythms of the Universe, a musical project to sonify the universe by Grateful Dead percussionist and Grammy award-winning artist Mickey Hart that caught the attention of Nobel Prize-winning astrophysicist George Smoot of Lawrence Berkeley National Laboratory.     We give a universal recipe for constructing nonlinear entanglement witnesses able to detect nonclassical correlations in arbitrary systems of distinguishable and/or identical particles for an arbitrary number of constituents. The constructed witnesses are expressed in terms of expectation values of observables. As such, they are, at least in principle, measurable in experiments.

    This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) Drexel University Project 31091 irradiation. The objective of this test was to assess the radiation performance of new ceramic materials for advanced reactor applications. Accordingly, irradiations of transition metal carbides and nitrides were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in static capsules inserted into the A-3 and East Flux Trap Position 5 locations of the ATR.

    While cosmological inflation can erase primordial inhomogeneities, it is possible that inflation may not begin in a significantly inhomogeneous universe. This issue is particularly pressing in multifield scenarios, where even the homogeneous dynamics may depend sensitively on the initial configuration. This paper presents an initial survey of the onset of inflation in multifield models, via qualitative lattice-based simulations that do not include local gravitational backreaction. Using hybrid inflation as a test model, our results suggest that small subhorizon inhomogeneities do play a key role in determining whether inflation begins in multifield scenarios. Interestingly, some configurations which do not inflate in the homogeneous limit ''succeed'' after inhomogeneity is included, while other initial configurations which inflate in the homogeneous limit ''fail'' when inhomogeneity is added.

    There are currently over 900 facilities in over 170 countries which fall under International Atomic Energy Agency (IAEA) safeguards. As additional nations look to purse civilian nuclear programs or to expand infrastructure already in place, the number of reactors and accompanying facilities as well as the quantity of material has greatly increased. Due to the breadth of the threat and the burden placed on the IAEA as nuclear applications expand, it has become increasingly important that safeguards professionals have a strong understanding of both the technical and political aspects of nonproliferation starting early in their career. To begin overcoming this challenge, Idaho National Laboratory, has partnered with local universities to deliver a graduate level nuclear engineering course that covers both aspects of the field with a focus on safeguards applications. To date over 60 students across multiple disciplines have participated in this course with many deciding to transition into a nonproliferation area of focus in both their academic and professional careers.

    A universal ripper miner used to cut, collect and transfer material from an underground mine working face includes a cutter head that is vertically movable in an arcuate cutting cycle by means of drive members, such as hydraulically actuated pistons. The cutter head may support a circular cutter bit having a circular cutting edge that may be indexed to incrementally expose a fresh cutting edge. An automatic indexing system is disclosed wherein indexing occurs by means of a worm gear and indexing lever mechanism. The invention also contemplates a bi-directional bit holder enabling cutting to occur in both the upstroke and the downstroke cutting cycle. Another feature of the invention discloses multiple bits arranged in an in-line, radially staggered pattern, or a side-by-side pattern to increase the mining capacity in each cutting cycle. An on-board resharpening system is also disclosed for resharpening the cutting edge at the end of cutting stroke position. The aforementioned improvement features may be used either singly, or in any proposed combination with each other.

    An interdisciplinary curriculum in radiochemistry is under development at the University of Iowa. The program represents a collaboration between the Departments of Radiology and Chemistry with strong support from the College of Medicine and the College of Liberal Arts and Sciences. The University has undertaken this venture in response to a national and international need for professionals with skills and knowledge of nuclear chemistry and radiochemistry. Students enrolling in this program will benefit from a diverse spectrum of extramurally-funded projects for which radiochemistry is a cornerstone of research and development. Recently, a symposium was conducted at the University of Iowa to determine the undergraduate educational foundation that will produce desirable personnel for the diverse sectors related to radiochemistry. Professionals and researchers from around the United States were invited to contribute their perspectives on aspects of radiochemistry that would be important to include in the undergraduate program. Here, we present a brief communication of the draft curriculum, which is based on our understanding of the current need for radio-chemists and nuclear chemists across disciplines and is informed by our communications with participants in the radiochemistry symposium. Recurring themes, which were stressed by participants, included the need for the development of specialized hands-on open-source laboratory training, internship opportunities, and the inclusion of inexpensive-simple radiochemistry laboratory modules that could be included in early analytical laboratory instruction to attract students to the study of radiochemistry and nuclear chemistry.     Efimov states are a sequence of shallow three-body bound states that arise when the two-body scattering length is large. Efimov showed that the binding energies of these states can be calculated in terms of the scattering length and a three-body parameter by solving a transcendental equation involving a universal function of one variable. We calculate this universal function using effective field theory and use it to describe the three-body system of {sup 4}He atoms. We also extend Efimov's theory to include the effects of deep two-body bound states, which give widths to the Efimov states.

    Appropriation funding for our project Ecologically Sustainable Campus - New England College (NH). 67.09. supported five environmental initiatives: (1) a wood pellet boiler for our Science Building, (2) solar hot water panels and systems for five campus buildings, (3) campus-wide energy lighting efficiency project, (4) new efficiency boiler system in Colby Residence Hall, and (5) energy efficient lighting system for the new artificial athletic turf field. (1) New England College purchased and installed a new wood pellet boiler in the Science Building. This new boiler serves as the primary heating source for this building. Our boiler was purchased through New England Wood Pellet, LLC, located in Jaffrey, New Hampshire. The boiler selected was a Swebo, P500. 300KW wood pellet boiler. The primary goals, objectives, and outcomes of this initiative include the installation of a wood pellet boiler system that is environmentally friendly, highly efficient, and represents a sustainable and renewable resource for New England College. This project was completed on December 15, 2010. (2) New England College purchased and installed solar hot water panels and systems for the Science Building, the Simon Center (student center), the H. Raymond Danforth Library, Gilmore Dining Hall, and Bridges Gymnasium. The College worked with Granite State Plumbing & Heating, LLC, located in Weare, New Hampshire on this project. The solar panels are manufactured by Heat Transfer; the product is Heat Transfer 30-tube collector panels (Evacuated Tube Type) with stainless steel hardware. The interior equipment includes Super Stor Ultra stainless steel super insulated storage tank, Taco 009 Bronze circulator pump, Solar Relay Control Pack, and a Taco Thermal Expansion Tank. The primary goals, objectives, and outcomes of this initiative will allow the College to utilize the sun as an energy resource. These solar hot water panels and systems will alleviate our dependency on fossil fuel as our primary fuel resource and provide a reliable energy source that supplies the hot water needs for sanitation, dishwashing at our dining facilities, and shower facilities for our athletes. This project initiative was completed on June 30, 2010. (3) New England College has completed energy efficiency lighting projects throughout campus, which included upgrades and new systems throughout our buildings. This project also installed efficiency controls for the Lee Clement Arena and refrigeration equipment in the Gilmore Dining Hall. The College worked with Atlantic Energy Solutions, located in Foxboro, Massachusetts on our 50/50 energy efficiency lighting project and campus-wide audit. The actual implementation of the project was completed by D. Poole Electrical Services, located in Center Barnstead, New Hampshire. The primary goals, objectives, and outcomes of this initiative were to install energy efficient lighting systems throughout our campus buildings, which ultimately will provide New England College with a more efficient way to manage and control its energy use. This project initiative was completed on February 15, 2010. (4) New England College purchased and installed a high efficiency and clean burning system for the Colby Residence Hall, which is the primary housing for our freshman. We purchased and installed two Buderus Boilers, model number G515/10 with two Riello Burners, model number RL 38/2. The College worked with Granite State Plumbing & Heating, LLS, located in Weare, New Hampshire on the installation of this high efficiency and clean burning system for the Colby Residence Hall. The primary goals, objectives, and outcomes for this initiative included the installation of a designed system of two boilers to provide redundancy for backup measures. This new system will provide New England College the flexibility to utilize just one smaller boiler to provide heat and hot water during non-peak periods thus continued reduction in energy use and our carbon footprint. This project initiative was completed on September 18, 2009. (5) New England College purchased and

    The Boston Architectural College's Urban Sustainability initiative is a demonstration project as defined by the National Energy Technology Laboratory. BAC's proposed project with the U.S. Department of Energy - NETL, is a large part of that overall initiative. The BAC's Urban Sustainability Initiative is a multi-part project with several important goals and objectives that will have a significant impact on the surrounding neighborhood including: energy conservation, reduction of storm water runoff, generation of power through alternative energy sources, elimination/reduction of BAC carbon footprint, and to create a vehicle for ongoing public outreach and education. Education and outreach opportunities will serve to add to the already comprehensive Sustainability Design courses offered at BAC relative to energy savings, performance and conservation in building design. At the finish of these essential capital projects there will be technical materials created for the education of the design, sustainability, engineering, community development and historic preservation communities, to inform a new generation of environmentally-minded designers and practitioners, the city of Boston and the general public. The purpose of the initiative, through our green renovations program, is to develop our green alley projects and energy saving renovations to the BAC physical plant, to serve as a working model for energy efficient design in enclosed 19th century and 20th century urban sites and as an educational laboratory for teaching ecological and sustainable technologies to students and the public while creating jobs. The scope of our project as it relates to the BAC and the U.S. Department of Energy- NETL combined efforts includes: Task I of the project is Phase II (Green Alley). Task I encompasses various renovation activities that will demonstrate the effectiveness of permeable paving and ground water recharge systems. It will aid in the reduction of storm water runoff into the Charles River Basin in one of its most significantly polluted sections and, will provide a green renovation mechanism for the redirected storm water of a public alley way. This activity is designed to improve the quality of water recharging the ground water and protecting the vulnerable wood pilings under many of the historic masonry buildings in Boston's Back Bay. Sustainable design research and system monitoring opportunities will also be incorporated, providing ongoing tools for public outreach and education through innovative signage and "virtual tour" technology. The monitoring will include a "building performance dash board" that reflects real time operating conditions and improvements in environmental and economic performance to be prominently displayed on the face of our 320 Newbury Street building (approximately 1.5 million people walk by annually). The project site and demonstration area is located at the rear of 951 Boylston Street, Boston, MA 02115 and the parking area adjacent to Public Alley #444 in Boston's historic Back Bay. Task II of the project is Geothermal Solution. This task involves the installation of approximately seven Geothermal wells which will tap into the earth's constant underground temperatures to provide air-conditioning and heating for BAC facilities. The environmentally friendly geothermal system uses no fossil fuel, produces no emissions and runs silently, providing a sustainable model for commercial and residential buildings throughout Boston. Ultimately the combination of this project and other projects will assist in making the BAC "carbon-neutral", and could generate enough additional energy to provide free power to the Engine 33 and Ladder 15 Firehouse located at 941 Boylston Street. The project is located at the rear of 951 Boylston Street, Boston, MA 02115 and the parking area adjacent to Public Alley #444 in Boston's historic Back Bay. Task III of the project is the Sustainability Design Curriculum at the BAC. The BAC is the nation’s largest independent, multi-disciplinary college of spatial design, and a leader in sustainable design education. The Sustainabiltiy Design program, in particular, focuses on energy efficiency,energy performance, energy modeling, energy and air quality principles, green building, renewable energy alternatives and much more. Additionally, the Urban Sustainability Initiative has an objective of providing courses relative to the BAC's demonstration project with DOE, the project’s period of performance activities, subsequent performance data and anticipated sustainability teaching tools. In keeping with BAC's practice based curriculum, students have been involved in the discussion and planning of this project since its inception and sustainability issues have become a part of other programs throughout the college as well. Students will continue to benefit from this hands-on learning opportunity. The project is located at 320 Newbury Street Boston, MA 02115. Task IV of the project is Program Management and Reporting. This task will involve BAC's oversight and general management of the entire project including subcontract administration, contracts administration, technical and financial reporting, design and renovation assistance, other deliverables in accordance with the Federal Assistance reporting Checklist and other contractual obligations and provisions.

    An overview of the current controversy on the age of the universe is presented. It is shown that the age of the oldest star, globular clusters, yields an age estimate of approximately 14 {+-} 2 {+-} 2 Gyr (where the first {+-} is statistical and the second systematic, and the two should {ital not} be added in quadrature), with a firm lower bound of {ge} 10 Gyr. It is shown how radioactive dating, nucleocosmochronology, also yields a firm lower bound of {approx_gt} 10 Gyr. The currently favored values for the Hubble constant, when converted to ages using a cosmological model with zero cosmological constant, are shown {ital not} to be in conflict with statistical and systematic uncertainties at the present time when one takes both into account, even for critical density universes. 25 refs. , 3 figs., 1 tab.

    We have produced a new conformal map of the universe illustrating recent discoveries, ranging from Kuiper belt objects in the Solar system, to the galaxies and quasars from the Sloan Digital Sky Survey. This map projection, based on the logarithm map of the complex plane, preserves shapes locally, and yet is able to display the entire range of astronomical scales from the Earth s neighborhood to the cosmic microwave background. The conformal nature of the projection, preserving shapes locally, may be of particular use for analyzing large scale structure. Prominent in the map is a Sloan Great Wall of galaxies 1.37 billion light years long, 80 percent longer than the Great Wall discovered by Geller and Huchra and therefore the largest observed structure in the universe.

    This report summarizes the experiences gained in a project involving faculty direct undergraduate research focused on biotechnology and its applications. The biology program at Northern New Mexico Community College has been involved in screening for mutations in human DNA and has developed the ability to perform many standard and advanced molecular biology techniques. Most of these are based around the polymerase chain reaction (PCR) and include the use of single strand conformation polymorphism analysis (SSCP), denaturing gradient gel electrophoresis (DGGE) in the screening for mutant DNA molecules, and the capability to sequence PCR generated fragments of DNA using non-isotopic imaging. At Northern, these activities have a two-fold objective: (1) to bring current molecular biology techniques to the teaching laboratory, and (2) to support the training of minority undergraduates in research areas that stimulate them to pursue advanced degrees in the sciences.

    The charged multiplicity distributions of the diffractive and non-diffractive components of hadronic interactions, as well as those of hadronic states produced in other reactions, are described well by a universal Gaussian function that depends only on the available mass for pionization, has a maximum at n{sub o} {approx_equal} 2M{sup 1/2}, where M is the available mass in GeV, and a peak to width ratio n{sub o}/D {approx_equal} 2.

    This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) University of Illinois Project 29609 irradiation. The objective of this test was to assess the radiation performance of ferritic alloys for advanced reactor applications. The FeCr-based alloy system is considered the lead alloy system for a variety of advanced reactor components and applications. Irradiations of FeCr alloy samples were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in a static capsule in the A-11 position of the ATR.

    A guided tour of Brookhaven's Relativistic Heavy Ion Collider (RHIC) conducted by past Laboratory Director John Marburger. RHIC is a world-class scientific research facility that began operation in 2000, following 10 years of development and construction. Hundreds of physicists from around the world use RHIC to study what the universe may have looked like in the first few moments after its creation. RHIC drives two intersecting beams of gold ions head-on, in a subatomic collision. What physicists learn from these collisions may help us understand more about why the physical world works the way it does, from the smallest subatomic particles, to the largest stars.

    High Performance Buildings Database

    Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building. The resulting building houses Portland State's Architecture department, where students are able to learn from the exposed building systems.

    Prosperity Games are an outgrowth and adaptation of move/countermove and seminar War Games. Prosperity Games are simulations that explore complex issues in a variety of areas including economics, politics, sociology, environment, education and research. These issues can be examined from a variety of perspectives ranging from a global, macroeconomic and geopolitical viewpoint down to the details of customer/supplier/market interactions in specific industries. All Prosperity Games are unique in that both the game format and the player contributions vary from game to game. This report documents the University Prosperity Game conducted under the sponsorship of the Anderson Schools of Management at the University of New Mexico. This Prosperity Game was initially designed for the roadmap making effort of the National Electronics Manufacturing Initiative (NEMI) of the Electronics Subcommittee of the Civilian Industrial Technology Committee under the aegis of the National Science and Technology Council. The game was modified to support course material in MGT 508, Ethical, Political, and Social Environment of Business. Thirty-five students participated as role players. In this educational context the game`s main objectives were to: (1) introduce and teach global competitiveness and business cultures in an experiential classroom setting; (2) explore ethical, political, and social issues and address them in the context of global markets and competition; and (3) obtain non-government views regarding the technical and non-technical (i.e., policy) issues developed in the NEMI roadmap-making endeavor. The negotiations and agreements made during the game, along with the student journals detailing the players feelings and reactions to the gaming experience, provide valuable insight into the benefits of simulation as an advanced learning tool in higher education.

    We investigate a new scenario of dark matter production in a bouncing universe, in which dark matter was produced completely out of equilibrium in the contracting as well as expanding phase. We explore possibilities of using dark matter as a probe of the bouncing universe, focusing on the relationship between a critical temperature of the bouncing universe and the present relic abundance of dark matter.

    The issue of the origin of the Universe and of its contents is addressed in the framework of bouncing cosmologies, as described for example by loop quantum gravity. If the current acceleration is due to a true cosmological constant, this constant is naturally conserved through the bounce and the Universe should also be in a (contracting) de Sitter phase in the remote past. We investigate here the possibility that the de Sitter temperature in the contracting branch fills the Universe with radiation that causes the bounce and the subsequent inflation and reheating. We also consider the possibility that this gives rise to a cyclic model of the Universe and suggest some possible tests.

    Many obvious and significant concerns arise when considering the concept of small-scale biodiesel production. Does the fuel produced meet the stringent requirements set by the commercial biodiesel industry? Is the process safe? How are small-scale producers collecting and transporting waste vegetable oil? How is waste from the biodiesel production process handled by small-scale producers? These concerns and many others were the focus of the research preformed in the Messiah College Biodiesel Fuel Generation project over the last three years. This project was a unique research program in which undergraduate engineering students at Messiah College set out to research the feasibility of small-biodiesel production for application on a campus of approximately 3000 students. This Department of Energy (DOE) funded research program developed out of almost a decade of small-scale biodiesel research and development work performed by students at Messiah College. Over the course of the last three years the research team focused on four key areas related to small-scale biodiesel production: Quality Testing and Assurance, Process and Processor Research, Process and Processor Development, and Community Education. The objectives for the Messiah College Biodiesel Fuel Generation Project included the following: 1. Preparing a laboratory facility for the development and optimization of processors and processes, ASTM quality assurance, and performance testing of biodiesel fuels. 2. Developing scalable processor and process designs suitable for ASTM certifiable small-scale biodiesel production, with the goals of cost reduction and increased quality. 3. Conduct research into biodiesel process improvement and cost optimization using various biodiesel feedstocks and production ingredients.

    As oil and gas production moves to deeper and colder water, subsea multiphase production systems become critical for economic feasibility. It will also become increasingly imperative to adequately identify the conditions for paraffin precipitation and predict paraffin deposition rates to optimize the design and operation of these multi-phase production systems. Although several oil companies have paraffin deposition predictive capabilities for single-phase oil flow, these predictive capabilities are not suitable for the multiphase flow conditions encountered in most flowlines and wellbores. For deepwater applications in the Gulf of Mexico, it is likely that multiphase production streams consisting of crude oil, produced water and gas will be transported in a single multiphase pipeline to minimize capital cost and complexity at the mudline. Existing single-phase (crude oil) paraffin deposition predictive tools are clearly inadequate to accurately design these pipelines, because they do not account for the second and third phases, namely, produced water and gas. The objective of this program is to utilize the current test facilities at The University of Tulsa, as well as member company expertise, to accomplish the following: enhance our understanding of paraffin deposition in single and two-phase (gas-oil) flows; conduct focused experiments to better understand various aspects of deposition physics; and, utilize knowledge gained from experimental modeling studies to enhance the computer programs developed in the previous JIP for predicting paraffin deposition in single and two-phase flow environments. These refined computer models will then be tested against field data from member company pipelines.

    The United States produces only about 1/3 of the more than 20 million barrels of petroleum that it consumes daily. Oil imports into the country are roughly equivalent to the amount consumed in the transportation sector. Hence the nation in general, and the transportation sector in particular, is vulnerable to supply disruptions and price shocks. The situation is anticipated to worsen as the competition for limited global supplies increases and oil-rich nations become increasingly willing to manipulate the markets for this resource as a means to achieve political ends. The goal of this project was the development and improvement of technologies and the knowledge base necessary to produce and qualify a universal fuel from diverse feedstocks readily available in North America and elsewhere (e.g. petroleum, natural gas, coal, biomass) as a prudent and positive step towards mitigating this vulnerability. Three major focus areas, feedstock transformation, fuel formulation, and fuel characterization, were identified and each was addressed. The specific activities summarized herein were identified in consultation with industry to set the stage for collaboration. Two activities were undertaken in the area of feedstock transformation. The first activity focused on understanding the chemistry and operation of autothermal reforming, with an emphasis on understanding, and therefore preventing, soot formation. The second activity was focused on improving the economics of oxygen production, particularly for smaller operations, by integrating membrane separations with pressure swing adsorption. In the fuel formulation area, the chemistry of converting small molecules readily produced from syngas directly to fuels was examined. Consistent with the advice from industry, this activity avoided working on improving known approaches, giving it an exploratory flavor. Finally, the fuel characterization task focused on providing a direct and quantifiable comparison of diesel fuel and JP-8.

    A Monte Carlo simulation of the vacuum Bianchi type-IX (mixmaster) cosmology yields a significant correlation between large universe volume and high anisotropy. An analog of the model's chaotic classical behavior is seen in the break up of the universe wave function at large volume into fingers in the corners of the minisuperspace anisotropy potential.

    We investigate the effect of vacuum corrections, due to the trace anomaly and Casimir effect, on the stability of an oscillating universe with respect to decay by tunneling to the singularity. We find that these corrections do not generally stabilize an oscillating universe. However, stability may be achieved for some specially fine-tuned non-vacuum states.

    The Tribal Colleges Initiative (TCI) grant is in the second year of funding from the US Department of Energy Environmental Management program. This quarterly report includes activities for the first three months (April 1--June 30, 1998) of the Year 2 funding period. The TCI program office requested each Tribal College to write a quarterly report of activities at their respective institutions. These reports are attached. These institutions are Southwestern Indian Polytechnic Institute (SIPI), Crownpoint Institute of Technology (CIT) and the Dine` College (DC, formerly Navajo Community College). The purpose of this program is to offer educational opportunities to Native Americans in the environmental field.
