    We present Version 3.0 of the GLoBES (``General Long Baseline Experiment Simulator'') software, which is a simulation tool for short- and long-baseline neutrino oscillation experiments. As a new feature, GLoBES 3.0 allows for user-defined systematical errors, which can also be used to simulate experiments with multiple discrete sources and detectors. In addition, the combination with external information, such as from different experiment classes, is simplified. As far as the probability calculation is concerned, GLoBES now provides an interface for the inclusion of non-standard physics without re-compilation of the software. The set of experiment prototypes coming with GLoBES has been updated. For example, built-in fluxes are now provided for the simulation of beta beams.

    The parton and hadron cascade model PACIAE is utilized to investigate strange particle productions in Au + Au collision at $\\sqrt{s}$=62.4 GeV in different centralities and at $\\sqrt{s}$= 39, 11.5 and 7.7 GeV in the most central collision, respectively. It is shown that the transverse momentum distributions of strange particles by the PACIAE model fit well the RHIC BES experimental results.

    The NRC staff uses probabilistic risk assessment (PRA) and risk management as important elements its licensing and regulatory processes. In October 1991, the NRC`s Executive Director for Operations established the PRA Working Group to address concerns identified by the Advisory Committee on Reactor Safeguards with respect to unevenness and inconsistency in the staff`s current uses of PRA. After surveying current staff uses of PRA and identifying needed improvements, the Working Group defined a set of basic principles for staff PRA use and identified three areas for improvements: guidance development, training enhancements, and PRA methods development. For each area of improvement, the Working Group took certain actions and recommended additional work. The Working Group recommended integrating its work with other recent PRA-related activities the staff completed and improving staff interactions with PRA users in the nuclear industry. The Working Group took two key actions by developing general guidance for two uses of PRA within the NRC (that is, screening or prioritizing reactor safety issues and analyzing such issues in detail) and developing guidance on basic terms and methods important to the staff`s uses of PRA.

    In June 1995, the New York Public Service Commission (NYPSC) released a Staff investigation of Orange and Rockland Utilities, Inc. (O&R). The primary focus of the Staffs investigation was the Corporate Policy and External Affairs Department, a restricted disbursements account, the Internal Auditing Department, and O&R officer malfeasance. The Staffs` investigation uncovered widespread, alleged instances of lax internal controls, unethical and illegal actions, and lavish officer behavior. In addition, the Staff investigated O&R`s internal control and purchasing functions. The Staff proposed a series of recommendations to improve the Company`s internal control, purchasing, ethical, climate and addressed the issue of a New York ratepayer reimbursement. The Staffs findings and recommendations were presented in the form of a report, entitled Staff Investigation of Orange and Rockland Utilities, Inc. This article summarizes the Report.

    The objective of the exchange between Pacific Northwest Laboratory (PNL) and Finnigan Corporation is a transfer of expertise and technology for the design and operation of efficient and sensitive atmospheric pressure/vacuum electrospray ionization (ESI) sources. The development of such ion sources will permit wider application of mass spectrometry instrumentation in applied studies in a variety of disciplines including clinical, forensic, biochemical, biotechnical, and environmental studies where sensitivity is a paramount concern. Two meetings were held between representatives of Finnigan Corporation (led by Dr. Ian Jardine, Director for Marketing, Finnigan Corporation) and PNL staff members. During these meetings, Finnigan and PNL staff surveyed the existing technology for atmosphere/vacuum interface of mass spectrometry to ESI. The representatives from Finnigan viewed demonstrations of recent developments that increased efficiency and sensitivity for ESI mass spectrometry. During these meetings, knowledge and expertise were shared in the development of instrumentation, methods, and applications of ESI mass spectrometry with particular emphasis on current and planned Finnigan instrumentation. With the objective of more effective and competitive products for Finnigan Corporation, concepts for a Cooperative Research and Development Agreement (CRADA) were directed toward the development and commercialization of advanced high efficiency and sensitivity ESI technology. A detailed proposal and work plan for the cooperative project was developed and is included in this report.

    This Site Characterization Analysis (SCA) documents the NRC staff`s concerns resulting from its review of the US Department of Energy`s (DOE`s) Site Characterization Plan (SCP) for the Yucca Mountain site in southern Nevada, which is the candidate site selected for characterization as the nation`s first geologic repository for high-level radioactive waste. DOE`s SCP explains how DOE plans to obtain the information necessary to determine the suitability of the Yucca Mountain site for a repository. NRC`s specific objections related to the SCP, and major comments and recommendations on the various parts of DOE`s program, are presented in SCA Section 2, Director`s Comments and Recommendations. Section 3 contains summaries of the NRC staff`s concerns for each specific program, and Section 4 contains NRC staff point papers which set forth in greater detail particular staff concerns regarding DOE`s program.     The Nuclear Regulatory Commission (NRC) is conducting an enhanced participatory rulemaking to establish radiological criteria for the decommissioning of NRC licensed facilities. The NRC obtained comments on the scope, issues, and approaches through a series of workshops (57 FR 58727), Generic Environmental Impact Statement (GEIS) scoping meetings (58 FR 33570), a dedicated electronic bulletin board system (58 FR 37760), and written submissions. A summary of workshop and scope-meeting comments was published as NUREG/CR-6156. On February 2, 1994, the Commission published in the Federal Register (59 FR 4868) a notice that the NRC staff had prepared a ``staff draft`` proposed rule on radiological criteria for decommissioning. Copies of the staff draft were distributed to the Agreement States, participants in the earlier meetings, and other interested parties for comment. This report summarizes the comments identified from the 96 docketed letters received on the staff draft. No analysis or response is included in this report. The comments reflect a broad spectrum of viewpoints. Two subjects on which the commenters were in general agreement were (1) that the enhanced participatory rulemaking should proceed, and (2) that the forthcoming GEIS and guidance documents are needed for better understanding of the draft rule.

    An automatic clock synchronizing method implemented in field programmable gate array (FPGA) is proposed in this paper. It is developed for the clock system which will be applied in the end-cap time of flight (ETOF) upgrade of the Beijing Spectrometer (BESIII). In this design, an FPGA is used to automatically monitor the synchronization circuit and deal with signals coming from external clock synchronization circuit. By testing different delay time of the detection signal and analyzing state signals returned, the synchronization windows will be found automatically in FPGA. The new clock system not only retains low clock jitter which is less than 20ps root mean square (RMS), but also demonstrates automatic synchronization to the beam bunches. So far, the clock auto-synchronizing function has been working successfully under a series of tests. It will greatly simplify the system initialization and maintenance in the future.

The Mississippi State University IAC in existence since 1994 provides plant assessments at no cost to eligible small and mid-sized manufacturers categorized in Standard Industrial Classification (SIC) Codes 20-39.     Violations of the ambient air quality standard (AAQS) for hydrogen sulfide (H2S) are currently being experienced in The Geysers KGRA and could significantly increase in the future. Attainment and maintenance of the H2S AAQS is a potential constraint to optimum development of this resource. The availability of reliable H2S controls and the development of a validated air dispersion model are critical to alleviating this constraint. The purpose of this report is to assess the performance capabilities for state-of-the-art controls, to identify potential cost-effective alternative controls, and to identify the California Energy Commission (CEC) staffs efforts to develop a validated air dispersion model. Currently available controls (Stretford, Hydrogen Peroxide, and EIC) are capable of abating H2S emissions from a proposed facility to five lbs/hr. Alternative controls, such as condensate stripping and condensate pH control, appear to promising, cost-effective control option. The CEC staff is currently developing a validated air dispersion model for The Geysers KGRA. The CEC staff recommends investigation of retrofit control options for existing units, investigation of alternative control technologies, and dispersion analysis for optimum plant location in order to maximize the development potential of The Geysers KGRA. Energy cost studies suggest that the EIC process would be the most cost-effective for retrofits at The Geysers. (DJE-2005)

    Pacific Northwest Laboratory (PNL) reviewed research projects that are related to the development of Stirling engines and that are under way at Japanese national laboratories and universities. The research and development focused on component rather than on whole engine development. PNL obtained the information from a literature review and interviews conducted at the laboratories and universities. The universities have less equipment available and operate with smaller staffs for research than do the laboratories. In particular, the Mechanical Engineering Laboratory and the Aerospace Laboratory conduct high-quality component and fundamental work. Despite having less equipment, some of the researchers at the universities conduct high-quality fundamental research. As is typical in Japan, several of the university professors are very active in consulting and advisory capacities to companies engaged in Stirling engine development, and also with government and association advisory and technical committees. Contacts with these professors and selective examination of their research are good ways to keep abreast of Japanese Stirling developments.

    Here we present a final report for the DOE award for the University of Hawaii High Energy Physics Group (UHHEPG) for the period from December 1, 2009 to May 31, 2013 (including a period of no-cost extension). The high energy physics (HEP) group at the University of Hawaii (UH) has been engaged in experiments at the intensity frontier studying flavor physics (Task A: Belle, Belle-II and Task B: BES) and neutrinos (Task C: SuperK, LBNE, Double Chooz, DarkSide, and neutrino R\\&D). On the energy frontier, new types of pixel detectors were developed for upgrades of the ATLAS experiment at the LHC (Task D). On the cosmic frontier, there were investigations of ultra high-energy neutrino astrophysics and the highest energy cosmic rays using special radio detection techniques (Task E: AMBER, ANITA R\\&D) and results of the analysis of ANITA data. In addition, we have developed new types of sophisticated and cutting edge instrumentation based on novel ``oscilloscope on a chip'' electronics (Task F). Theoretical physics research (Task G) is phenomenologically oriented and has studied experimental consequences of existing and proposed new theories relevant to the energy, cosmic and intensity frontiers. The senior investigators for proposal were T. E. Browder (Task A), F. A. Harris (Task B), P. Gorham (Task E), J. Kumar (Task G), J. Maricic (Task C), J. G. Learned (Task C), S. Pakvasa (Task G), S.     MethodsThe evaluation of a new occupational Dose Aware System (DAS) showing staff radiation doses in real time has been carried out in several angiography rooms in our hospital. The system uses electronic solid-state detectors with high-capacity memory storage. Every second, it archives the dose and dose rate measured and is wirelessly linked to a base-station screen mounted close to the diagnostic monitors. An easy transfer of the values to a data sheet permits further analysis of the scatter dose profile measured during the procedure, compares it with patient doses, and seeks to find the most effective actions to reduce operator exposure to radiation.ResultsThe cumulative occupational doses measured per procedure (shoulder-over lead apron) ranged from 0.6 to 350 {mu}Sv when the ceiling-suspended screen was used, and DSA (Digital Subtraction Acquisition) runs were acquired while the personnel left the angiography room. When the suspended screen was not used and radiologists remained inside the angiography room during DSA acquisitions, the dose rates registered at the operator's position reached up to 1-5 mSv/h during fluoroscopy and 12-235 mSv/h during DSA acquisitions. In such case, the cumulative scatter dose could be more than 3 mSv per procedure.ConclusionReal-time display of doses to staff members warns interventionists whenever the scatter dose rates are too high or the radiation protection tools are not being properly used, providing an opportunity to improve personal protection accordingly.

    If the effective cosmological constant is non-zero, our observable universe may enter a stage of exponential expansion. In such case, regions of it may tunnel back to the false vacuum of an inflaton scalar field, and inflation with a high expansion rate may resume in those regions. An ``ideal'' eternal observer would then witness an infinite succession of cycles from false vacuum to true, and back. Within each cycle, the entire history of a hot universe would be replayed. If there were several minima of the inflaton potential, our ideal observer would visit each one of these minima with a frequency which depends on the shape of the potential. We generalize the formalism of stochastic inflation to analyze the global structure of the universe when this `recycling' process is taken into account.

    The purpose of the study was to determine the risks of radiation-induced cancer and deterministic effects for the patient and staff in transarterial chemoembolization (TACE) of hepatocellular carcinoma (HCC). Sixty-five patients with HCC underwent the first cycle of TACE. Thermoluminescence dosemeters and conversion factors were used to measure surface doses and to calculate organ doses and effective dose. For the patient, the risk of fatal cancer and severe genetic defect was in the magnitude of 10{sup -4} and 10{sup -5}, respectively. Five patients showed surface doses over the first lumbar vertebra exceeding 2000 mSv and 45 patients showed doses over the spine or the liver region above 500 mSv. The risk of fatal cancer and severe genetic defect for the radiologist and assistant was in the magnitude of 10{sup -7} to 10{sup -8}. They could exceed the threshold for lens opacity in the case of more than 490 and 1613 TACE yearly for a period of many years, respectively. Radiation dose could lead to local transient erythema and/or local depression of hematopoiesis in many patients after TACE. For the radiologist and assistant, risk of fatal cancer and genetic defect and lens opacity might arise when they perform interventions such as TACE intensively.
