    China's economic boom in the last three decades has spurred increasing demand for transportation services and personal mobility. Consequently, vehicle population has grown rapidly since the early 1990s, especially in megacities such as Beijing, Guangzhou, and Tianjin. As a result, mobile sources have become more conspicuous contributors to urban air pollution in Chinese cities. Tianjin was our first focus city, and the study there took us about two years to complete. Building upon the experience and partnership generated through the Tianjin study, the research team carried out the Beijing study from fall 2007–fall 2008. Beijing was chosen to be our second focus city for several reasons: it has the largest local fleet and the highest percentage of the population owning vehicles among all Chinese cities, and it has suffered from severe air pollution, partially due to the ever-growing population of on-road vehicles.

    This paper examines Beijing air quality in the winter and summer of 2001 using an integrated air quality modeling system (Fifth Generation Mesoscale Meteorological Model (MM5)/Community Multiscale Air Quality (CMAQ)) in nested mode. The National Aeronautics and Space Administration (NASA) Transport and Chemical Evolution over the Pacific (TRACE-P) emission inventory is used in the 36- (East Asia), 12- (East China), and 4-km (greater Beijing area) domains. Furthermore, we develop a local Beijing emission inventory that is used in the 4-km domain. We also construct a corroborated mapping of chemical species between the TRACE-P inventory and the Carbon Bond IV (CB-IV) chemical mechanism before the integrated modeling system is applied to study ozone (O{sub 3}) and particulate matter (PM) in Beijing. Meteorological data for the integrated modeling runs are extracted from MM5. Model results show O{sub 3} hourly concentrations in the range of 80-159 parts per billion (ppb) during summer in the urban areas and up to 189 ppb downwind of the city. High fine PM (PM2.5) concentrations (monthly average of 75 {mu}g.m{sup -3} in summer and 150 {mu}g.m{sup -3} in winter) are simulated over the metropolitan and down-wind areas with significant secondary constituents. Major sources of particulates were biomass burning, coal combustion and industry. A comparison against available O{sub 3} and PM measurement data in Beijing is described. We recommend refinements to the developed local Beijing emission inventory to improve the simulation of Beijing's air quality. The 4-km modeling configuration is also recommended for the development of air pollution control strategies. 31 refs., 5 figs., 3 tabs.

    The environmental impacts of municipal solid waste management in Beijing City were evaluated using a life-cycle-based model, EASEWASTE, to take into account waste generation, collection, transportation, treatment/disposal technologies, and savings obtained by energy and material recovery. The current system, mainly involving the use of landfills, has manifested significant adverse environmental impacts caused by methane emissions from landfills and many other emissions from transfer stations. A short-term future scenario, where some of the landfills (which soon will reach their capacity because of rising amount of waste in Beijing City) are substituted by incinerators with energy recovery, would not result in significant environmental improvement. This is primarily because of the low calorific value of mixed waste, and it is likely that the incinerators would require significant amounts of auxiliary fuels to support combustion of wet waste. As for the long-term future scenario, efficient source separation of food waste could result in significant environmental improvements, primarily because of increase in calorific value of remaining waste incinerated with energy recovery. Sensitivity analysis emphasized the importance of efficient source separation of food waste, as well as the electricity recovery in incinerators, in order to obtain an environmentally friendly waste management system in Beijing City.

    Understanding how landscape components affect the urban heat islands is crucial for urban ecological planning and sustainable development. The purpose of this research was to quantify the spatial pattern of land surface temperatures (LSTs) and associated heat fluxes in relation to land-cover types in Beijing, China, using portable infrared thermometers, thermal infrared imagers, and the moderate resolution imaging spectroradiometer. The spatial differences and the relationships between LSTs and the hierarchical landscape structure were analyzed with in situ observations of surface radiation and heat fluxes. Large LST differences were found among various land-use/land-cover types, urban structures, and building materials. Within the urban area, the mean LST of urban impervious surfaces was about 6–12°C higher than that of the urban green space. LSTs of built-up areas were on average 3–6°C higher than LSTs of rural areas. The observations for surface radiation and heat fluxes indicated that the differences were caused by different fractions of sensible heat or latent heat flux in net radiation. LSTs decreased with increasing elevation and normalized difference vegetation index. Variations in building materials and urban structure significantly influenced the spatial pattern of LSTs in urban areas. By contrast, elevation and vegetation cover are the major determinants of the LST pattern in rural areas. In summary, to alleviate urban heat island intensity, urban planners and policy makers should pay special attention to the selection of appropriate building materials, the reasonable arrangement of urban structures, and the rational design of landscape components.

    The original overall objective of this activity was to undertake resource evaluation and planning for CCS projects and to describe and quantify the geologic, environmental, and economic challenges to successful development of large-scale CCS in China’s coal sector. Several project execution barriers were encountered in the course of this project, most notably a project stop/delay due to funds availability/costing restrictions from the US State Department to the US Department of Energy at the end of CY2012, which halted project execution from January 2, 2013 to April 1, 2013. At the resolution of this project delay, it was communicated to the project team that the overall project period would also be reduced, from a completion date of February 28, 2014 to December 31, 2013. The net impact of all these changes was a reduction in the project period from 24 months (3/1/2012-2/28/2014) to 22 months (3/1/2012-12/31/2013), with a 3 month stop from 1/1/2013-3/31/2013. The project team endeavored to overcome these project time impacts, focusing heavily on technoeconomic modeling that would be deliverable under Task 3 (Ordos Basin Feasibility Study), and choosing to abandon the full investigation into the Demonstration Site (Task 4) due to the reduced project time. The ultimate focus of this project changed to work with the Chinese on a carbon atlas/geologic characterization, and on mechanisms for CO2 storage options from high-quality streams within China.

    Since January 1997, the US/China Energy and Environmental Technology Center (EETC) in Beijing has been jointly operated by Tulane University and Tsinghua University. EETC is established to encourage the adoption of technologies for energy production with improved environmental performance which are essential for supporting economic growth and managing the Global Warming and Climate Change issues. International cooperation is critical to insure the environmental and energy security on a global basis. For example, the US has acquired a great deal of useful experience in clean coal technology which has been demonstrated with major utilities in commercial operations. The adaption of, and the installation of, clean coal technology should be given high priority. Worldwide, the continuous exchange of information and technology between developed and developing nations relating to the current and future clean coal technologies is of great importance. Developed nations which possess environmental responsive technologies and financial resources should work closely with developing nations to facilitate technology transfer and trade of technologies. International cooperation will lower the cost of deploying clean coal technologies directed toward the clean production of energy. This paper presents the updated activities of EETC on facilitating technology transfer and promoting the clean use of coal to satisfy growing energy demand in China.

    This paper first describes the state-of-the-art of compressed natural gas (CNG) technologies and evaluates the market prospects for CNG vehicles in Beijing. An analysis of the natural gas resource supply for fleet vehicles follows. The costs and benefits of establishing natural gas filling stations and promoting the development of vehicle technology are evaluated. The quantity of GHG reduction is calculated. The objective of the paper is to provide information of transfer niche of CNG vehicle and equipment production in Beijing. This paper argues that the development of CNG vehicles is a cost-effective strategy for mitigating both air pollution and GHG.

    Baseline blood concentrations of metals are important references for monitoring metal exposure in environmental and occupational settings. The purpose of this study was to determine the blood levels of manganese (Mn), copper (Cu), zinc (Zn), lead (Pb), and cadmium (Cd) among the residents (aged 12–60 years old) living in the suburb southwest of Beijing in China and to compare the outcomes with reported values in various developed countries. Blood samples were collected from 648 subjects from March 2009 to February 2010. Metal concentrations in the whole blood were determined by ICP-MS. The geometric means of blood levels of Mn, Cu, Zn, Pb and Cd were 11.4, 802.4, 4665, 42.6, and 0.68 µg/L, respectively. Male subjects had higher blood Pb than the females, while the females had higher blood Mn and Cu than the males. There was no gender difference for blood Cd and Zn. Smokers had higher blood Cu, Zn, and Cd than nonsmokers. There were significant age-related differences in blood levels of all metals studied; subjects in the 17–30 age group had higher blood levels of Mn, Pb, Cu, and Zn, while those in the 46–60 age group had higher Cd than the other age groups. A remarkably lower blood level of Cu and Zn in this population as compared with residents of other developed countries was noticed. Based on the current study, the normal reference ranges for the blood Mn were estimated to be 5.80–25.2 μg/L; for blood Cu, 541–1475 μg/L; for blood Zn, 2349–9492 μg/L; for blood Pb, <100 μg/L; and for blood Cd, <5.30 μg/L in the general population living in Beijing suburbs. - Highlights: • Baseline blood levels of metals in residents of Beijing suburb are investigated. • BMn and BPb in this cohort are higher than those in other developed countries. • Remarkably lower blood levels of Cu and Zn in this Chinese cohort are noticed. • The reference values for blood levels of Mn, Cu, Zn, Pb, and Cd are established.

  10. Lifecycle Assessment of Beijing-Area Building Energy Use and Emissions: Summary Findings and Policy Applications

    Buildings are at the locus of three trends driving China's increased energy use and emissions: urbanization, growing personal consumption, and surging heavy industrial production. Migration to cities and urban growth create demand for new building construction. Higher levels of per-capita income and consumption drive building operational energy use with demand for higher intensity lighting, thermal comfort, and plug-load power. Demand for new buildings, infrastructure, and electricity requires heavy industrial production. In order to quantify the implications of China's ongoing urbanization, rising personal consumption, and booming heavy industrial sector, this study presents a lifecycle assessment (LCA) of the energy use and carbon emissions related to residential and commercial buildings. The purpose of the LCA model is to quantify the impact of a given building and identify policy linkages to mitigate energy demand and emissions growth related to China's new building construction. As efficiency has become a higher priority with growing energy demand, policy and academic attention to buildings has focused primarily on operational energy use. Existing studies estimate that building operational energy consumption accounts for approximately 25% of total primary energy use in China. However, buildings also require energy for mining, extracting, processing, manufacturing, and transporting materials, as well as energy for construction, maintenance, and decommissioning. Building and supporting infrastructure construction is a major driver of industry consumption--in 2008 industry accounted for 72% of total Chinese energy use. The magnitude of new building construction is large in China--in 2007, for example, total built floor area reached 58 billion square meters. During the construction boom in 2007 and 2008, more than two billion m{sup 2} of building space were added annually; China's recent construction is estimated to account for half of global construction

    Rapid growth in economic development, coupled with the absence of an electric grid in large areas of the rural countryside, have created a need for new energy sources both in urban centers and rural areas in China. Environmental pollution from the increased use of coal-fired steam turbines to meet this capacity expansion is a concern. There is a growing interest in China to develop renewable-energy resources and technologies to meet energy demands and help mitigate pollution problems. In February 1995, Secretary Hazel O`Leary of the U.S. Department of Energy signed an Energy Efficiency and Renewable Energy Protocol Agreement with the Chinese State Science and Technology Commission in Beijing, China. Under this agreement, projects using photovoltaics for rural electrification are being conducted in Gansu Province in western China and Inner Mongolia in northern China, providing the basis for much wider deployment and use of photovoltaics for meeting the growing rural energy demands of China.

    In this study, we apply an efficient sampling approach and conduct a large number of simulations to explore the sensitivity of the simulated Asian summer monsoon (ASM) precipitation, including the climatological state and interannual variability, to eight parameters related to the cloud and precipitation processes in the Beijing Climate Center AGCM version 2.1 (BCC_AGCM2.1). Our results show that BCC_AGCM2.1 has large biases in simulating the ASM precipitation. The precipitation efficiency and evaporation coefficient for deep convection are the most sensitive parameters in simulating the ASM precipitation. With optimal parameter values, the simulated precipitation climatology could be remarkably improved, e.g. increased precipitation over the equator Indian Ocean, suppressed precipitation over the Philippine Sea, and more realistic Meiyu distribution over Eastern China. The ASM precipitation interannual variability is further analyzed, with a focus on the ENSO impacts. It shows the simulations with better ASM precipitation climatology can also produce more realistic precipitation anomalies during El Niño decaying summer. In the low-skill experiments for precipitation climatology, the ENSO-induced precipitation anomalies are most significant over continents (vs. over ocean in observation) in the South Asian monsoon region. More realistic results are derived from the higher-skill experiments with stronger anomalies over the Indian Ocean and weaker anomalies over India and the western Pacific, favoring more evident easterly anomalies forced by the tropical Indian Ocean warming and stronger Indian Ocean-western Pacific tele-connection as observed. Our model results reveal a strong connection between the simulated ASM precipitation climatological state and interannual variability in BCC_AGCM2.1 when key parameters are perturbed.

    Recovering and disposal of radioactive sources that are no longer in service in their intended capacity is an area of high concern Globally. A joint effort to recover and dispose of such sources was formed between the US Department of Energy and the Chinese Ministry of Environmental Protection (MEP), in preparation for the 2008 Beijing Olympics. LANL involvement in this agreement continues today under the DOE-Global Threat Reduction Initiative (GTRI) program. LANL will be presenting overview information on their Offsite Source Recovery (OSRP) and Source Disposal programs, in a workshop for the Ministry of Environmental Protection (MEP) at Tianjin, China, on July 16 and 17, 2012.

    Convection-resolving ensemble simulations using the WRF-Chem model coupled with a single-layer Urban Canopy Model (UCM) are conducted to investigate the individual and combined impacts of land use and anthropogenic pollutant emissions from urbanization on a heavy rainfall event in the Greater Beijing Metropolitan Area (GBMA) in China. The simulation with the urbanization effect included generally captures the spatial pattern and temporal variation of the rainfall event. An improvement of precipitation is found in the experiment including aerosol effect on both clouds and radiation. The expanded urban land cover and increased aerosols have an opposite effect on precipitation processes, with the latter playing a more dominant role, leading to suppressed convection and rainfall over the upstream (northwest) area, and enhanced convection and more precipitation in the downstream (southeast) region of the GBMA. In addition, the influence of aerosol indirect effect is found to overwhelm that of direct effect on precipitation in this rainfall event. Increased aerosols induce more cloud droplets with smaller size, which favors evaporative cooling and reduce updrafts and suppress convection over the upstream (northwest) region in the early stage of the rainfall event. As the rainfall system propagates southeastward, more latent heat is released due to the freezing of larger number of smaller cloud drops that are lofted above the freezing level, which is responsible for the increased updraft strength and convective invigoration over the downstream (southeast) area.

    With the increased interest in remote sensing of wind information in recent years, it is important to determine the reliability and accuracy of new wind measurement technologies if they are to replace or supplement conventional tower-based measurements. In view of this, HydroChina Corporation and the United States National Renewable Energy Laboratory (NREL) conducted a comparative test near a wind farm in Hebei Province, China. We present the results of an analysis characterizing the measurement performance of a state-of-the-art Sound Detection and Ranging (sodar) device when compared to a traditional tower measurement program. NREL performed the initial analysis of a three-month period and sent the results to HydroChina. When another month of data became available, HydroChina and their consultant Beijing Millenium Engineering Software (MLN) repeated NREL's analysis on the complete data set, also adding sensitivity analysis for temperature, humidity, and wind speed (Section 6). This report presents the results of HydroChina's final analysis of the four-month period.

    Argonne National Laboratory prepared this report, under the sponsorship of the Office of Vehicle Technologies (OVT) of the U.S. Department of Energy's (DOE's) Office of Energy Efficiency and Renewable Energy, for the Vehicles Technologies Team. The information in the report is based on the author's visit to Beijing; Tianjin; and Shanghai, China, to meet with representatives from several organizations (listed in Appendix A) developing and manufacturing lithium-ion battery technology for cell phones and electronics, electric bikes, and electric and hybrid vehicle applications. The purpose of the visit was to assess the status of lithium-ion battery technology in China and to determine if lithium-ion batteries produced in China are available for benchmarking in the United States. With benchmarking, DOE and the U.S. battery development industry would be able to understand the status of the battery technology, which would enable the industry to formulate a long-term research and development program. This report also describes the state of lithium-ion battery technology in the United States, provides information on joint ventures, and includes information on government incentives and policies in the Peoples Republic of China (PRC).

    During the past year, reforms in China have greatly expanded opportunities for foreign investors in the power sector. On January 11, 1993, Chinese Premier Li Peng announced that China would expand its use of foreign capital for power projects and welcomed foreign investment. This announcement comes as part of a rapid liberalization and restructuring of the Chinese economy as well as the growing need for electricity to sustain the country's galloping economic growth. By the year 2000, China plans to expand total capacity from 165,000 MW to 300,000 MW, requiring from 15,000 MW to 17,000 MW of new capacity additions each year. According to Cheng Li of the Department of International Cooperation at the Ministry of Electric Power - formerly the Ministry of Energy - China will only be able to finance about 75 percent of its development needs and is now looking to foreign investors to make up the remaining 25 percent. Some estimates suggest there could be as much as 70,000 MW open to outside firms, making China one of the world's largest emerging markets for private power development. The opportunities developing in China have generated growing interest in the United States. In the past ten months, trade missions to China and other activities have been organized to explore the opportunities and assess the competitiveness of US firms. Not surprisingly, the China market has also attracted considerable attention in Japan. To put recent US initiatives in perspective, it is instructive to compare these initiatives with those of Japan. Differences are apparent at both the level of the firm and the government, differences that may have important implications for whether US or Japanese firms are more successful in the years to come.

    The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first became involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China`s State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industrics morc energy-efficient, preparing historical reviews of cncrgy supply and demand in the People`s Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. Preparing this volume confronted us with a number of difficult issues. The most frustrating usually involved the different approaches to sectoral divisions taken in China and the US. For instance, fuel used by motor vehicles belonging to industrial enterprises is counted as industrial consumption in China; only fuel use by vehicles belonging to enterprises engaged primarily in transportation is countcd as transportation use. The estimated adjustment to count all fuel use by vehicles as transportation energy use is quite large, since a large fraction of motor vehicles belong to industrial enterprises. Similarly, Chinese industrial investment figures are skewed compared to those collected in the US because a large portion of enterprises` investment funds is directed towards providing housing and social services for workers and their families.

  19. Research on impacts of population-related factors on carbon emissions in Beijing from 1984 to 2012

    Carbon emissions related to population factors have aroused great attention around the world. A multitude of literature mainly focused on single demographic impacts on environmental issues at the national level, and comprehensive studies concerning population-related factors at a city level are rare. This paper employed STIRPAT (Stochastic Impacts by Regression on Population, Affluence and Technology) model incorporating PLS (Partial least squares) regression method to examine the influence of population-related factors on carbon emissions in Beijing from 1984 to 2012. Empirically results manifest that urbanization is the paramount driver. Changes in population age structure have significantly positive impacts on carbon emissions, and shrinking young population, continuous expansion of working age population and aging population will keep on increasing environmental pressures. Meanwhile, shrinking household size and expanding floating population boost the discharge of carbon emissions. Besides, per capita consumption is an important contributor of carbon emissions, while industry energy intensity is the main inhibitory factor. Based upon these findings and the specific circumstances of Beijing, policies such as promoting clean and renewable energy, improving population quality and advocating low carbon lifestyles should be enhanced to achieve targeted emissions reductions. - Highlights: • We employed the STIRPAT model to identify population-related factors of carbon emissions in Beijing. • Urbanization is the paramount driver of carbon emissions. • Changes in population age structure exert significantly positive impacts on carbon emissions. • Shrinking household size, expanding floating population and improving consumption level increase carbon emissions. • Industry energy intensity decreases carbon emissions.

    The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first becamc involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China's State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industries more energy-efficient, preparing historical reviews of energy supply and demand in the People's Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. We are hopeful that this volume will not only help us in our work, but help build a broader community of Chinese energy policy studies within the US.

    The response to the first edition of the China Energy Databook was overwhelmingly positive, and has encouraged us to issue this revised, updated, and expanded edition. It has been a natural counterpart to the Energy Analysis Program`s continuing program of collaborative research with the Energy Research Institute. No other current reference volume dedicated to China`s energy system contains a similar variety and quality of material. We have revised some of the categories and data that appeared in the old volume. The adjustment for energy consumption in the transportation sector, for instance, has been slightly changed to include some fuel use in the commercial sector, which was previously left out. As another example, natural gas consumption statistics in the first edition greatly overstated electric utility use; we have rectified that error. Some tables have changed as statistical collection and reporting practices change in China. Figures on gross output value by sector stop with 1992, and economic output in subsequent years is covered by various measures of value-added, such as national income and gross domestic product.

    The United States Department of Energy, National Nuclear Security Administration (DOE/NNSA) and the China Atomic Energy Authority (CAEA) are cooperating to enhance the domestic regulatory inspections capacity for special nuclear material protection, control and accounting (MPC&A) requirements for civil nuclear facilities in China. This cooperation is conducted under the auspices of the Agreement between the Department of Energy of the United States of America and the State Development and Planning Commission of the People s Republic of China on Cooperation Concerning Peaceful Uses of Nuclear Technology. This initial successful effort was conducted in three phases. Phase I focused on introducing CAEA personnel to DOE and U. S. Nuclear Regulatory Commission inspection methods for U. S. facilities. This phase was completed in January 2008 during meetings in Beijing. Phase II focused on developing physical protection and material control and accounting inspection exercises that enforced U. S. inspection methods identified during Phase 1. Hands on inspection activities were conducted in the United States over a two week period in July 2009. Simulated deficiencies were integrated into the inspection exercises. The U. S. and Chinese participants actively identified and discussed deficiencies noted during the two week training course. The material control and accounting inspection exercises were conducted at the Paducah Gaseous Diffusion Plant (PGDP) in Paducah, KY. The physical protection inspection exercises were conducted at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, TN. Phase III leveraged information provided under Phase I and experience gained under Phase II to develop a formal inspection guide that incorporates a systematic approach to training for Chinese MPC&A field inspectors. Additional hands on exercises that are applicable to Chinese regulations were incorporated into the Phase III training material. Phase III was completed in May 2010 at the China

    Since China adopted an open door policy in 1978, its economy has grown rapidly. Between 1980 and 1993, China`s real GNP growth averaged 9.4 percent per year. Economists at the Chinese Academy of Social Sciences forecast that GNP will increase by 11.5 percent in 1994. During the rest of the decade, the Chinese government plans to reduce its annual GNP growth rate to 8-9 percent. During the 2001-2010 period, the economic growth rate is projected to decline to 6.5 percent per year. Table 1 compares China`s economic growth to other Asia-Pacific Economies, and includes projections to 2010. During the 1980s, China`s GDP growth rate was only second to that of South Korea. In the 1990`s, China is projected to have the highest economic growth in the Asia-Pacific region. China`s rapid economic growth is due to dramatic increases in the effective labor supply and effective capital stock. For the remainder of the 1990s, the effective labor supply should continue to increase rapidly because: (1) Chinese state enterprises are over-staffed and labor system reforms will move millions of these workers into more productive activities; (2) reforms in the wage system will provide increased incentives to work harder; (3) relaxation of migration controls from rural to urban areas will cause nominal labor in the industrial sector to accelerate; (4) differentials in personal income will increase and develop peer pressure on workers to work harder and earn more money; and (5) at China`s low personal income level, Chinese people are willing to trade leisure for more income as wages increase.

    The article gives an overview of the production and use of coal in China, for power generation and in other sectors. Coal use for power generation was 850 million tonnes in 2003 and 800 million tonnes in the non-power sector. The majority of power will continue to be produced from coal, with a trend towards new larger pulverised coal fired units and introduction of circulating fluidised bed combustors. Stricter regulations are forcing introduction of improved pollution control technologies. It seems likely that China will need international finance to supplement private and state investment to carry out a programme to develop and apply clean coal technologies. The author concludes that there is evidence of a market economy being established but there is a need to resolve inconsistencies with the planned aspects of the economy and that additional policies are needed in certain sectors to achieve sustainable development. 1 ref., 2 figs., 2 tabs.

    Environmental conditions in China are dramatically worse than those in the USA, but the Chinese are acting with commendable vigor in attempting to contain and ultimately reverse the damage. The Chinese have air, water and soil contamination, along with garbage and trash problems. They are also experiencing deforestation, desertification, soil erosion, destruction of wildlife habitat and wetlands, and the depletion of ground water. Attempts are being made to reduce the pollutants being produced, but economic factors weigh heavily against cleaning up current pollution.

  2. Municipal solid waste source-separated collection in China: A comparative analysis

    A pilot program focusing on municipal solid waste (MSW) source-separated collection was launched in eight major cities throughout China in 2000. Detailed investigations were carried out and a comprehensive system was constructed to evaluate the effects of the eight-year implementation in those cities. This paper provides an overview of different methods of collection, transportation, and treatment of MSW in the eight cities; as well as making a comparative analysis of MSW source-separated collection in China. Information about the quantity and composition of MSW shows that the characteristics of MSW are similar, which are low calorific value, high moisture content and high proportion of organisms. Differences which exist among the eight cities in municipal solid waste management (MSWM) are presented in this paper. Only Beijing and Shanghai demonstrated a relatively effective result in the implementation of MSW source-separated collection. While the six remaining cities result in poor performance. Considering the current status of MSWM, source-separated collection should be a key priority. Thus, a wider range of cities should participate in this program instead of merely the eight pilot cities. It is evident that an integrated MSWM system is urgently needed. Kitchen waste and recyclables are encouraged to be separated at the source. Stakeholders involved play an important role in MSWM, thus their responsibilities should be clearly identified. Improvement in legislation, coordination mechanisms and public education are problematic issues that need to be addressed.

    Economic reform in China has given a major boost to the development of China's energy industries. Demand for energy has risen steadily in response to the rapid expansion of the economy over the past ten years, while economic liberalization and deregulation have stimulated energy output as the energy industries found new sources of capital, labor, and investment opportunities. In the first half of 1980s, the coal, oil, and electric power industries all experienced accelerating rates of growth. After mid-decade, however, an overheating economy, rising inflation, and lower international oil prices had a serious impact on the vitality of the energy industries. At a time when energy demand was soaring, the state-owned energy industries faced a decline in the real value of their output, excessive debt, falling productivity, and sharply higher costs of production. These trends have continued into 1990 despite the economic slowdown engineered in late 1988 and, if left unmanaged, will constrain the ability of the domestic energy industries to meet the energy needs of China's modernization program. This in turn could lead to progressively higher imports of energy, particularly oil, and could limit the speed and scope of economic expansion in the 1990s and beyond. 2 figs., 18 tabs.

    Over the last decade, China has focused its policies simultaneously on moderating the rapid energy demand growth that has been driven by three decades of rapid economic growth and industrialization and on increasing its energy supply. In spite of these concerted efforts, however, China continues to face growing energy supply challenges, particularly with accelerating demand for oil and natural gas, both of which are now heavily dependent on imports. On the supply side, the recent 11th and 12th Five-Year Plans have emphasized accelerating conventional and nonconventional oil and gas exploration and development through pricing reforms, pipeline infrastructure expansions and 2015 production targets for shale gas and coal seam methane. This study will analyze China’s new and nonconventional oil and gas resources base, possible development paths and outlook, and the potential role for these nonconventional resources in meeting oil and gas demand. The nonconventional resources currently being considered by China and included in this study include: shale gas, coal seam methane (coal mine methane and coal bed methane), tight gas, in-situ coal gasification, tight oil and oil shale, and gas hydrates.

    As of 1981, China was producing some 474.4 billion CF (12.74 billion m/sup 3/)/yr of natural gas from over 60 gas fields, 40 of them in Sichuan Province. The Sichuan gas lies in fractures and solution cavities in limestone and dolomite formations that generally require stimulation. After desulfurization, the gas is used by the steel and chemical industries and for residential heating. Recent discoveries in other areas of China include the Guxinzhuang field in the Bohai-North China basin, where geological conditions favor large gas pools, and the Sebei fields in Qaidam basin, northwest China.

The objective of this study is to (a) provide an overview of applicable code requirements and current efforts within China to enable characterization and comparison of window and shading products,more » and (b) quantify the load reduction and energy savings potential of several key advanced window and shading systems, given the divergent views on how space conditioning requirements will be met in the future. System-level heating and cooling loads and energy use performance were evaluated for a code-compliant large office building using the EnergyPlus building energy simulation program. Commercially-available, highly-insulating, low-emittance windows were found to produce 24%–66% lower perimeter zone HVAC electricity use compared to the mandated energy-efficiency standard in force (GB 50189-2005) in cold climates like Beijing. Low-e windows with operable exterior shading produced up to 30%–80% reductions in perimeter zone HVAC electricity use in Beijing and 18%–38% reductions in Shanghai compared to the standard. I will also discuss the connection between cosmology and particle physics experiments being conducted at accelerators and in underground laboratories.     The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    Global concern about the environment is increasing, and the People's Republic of China (PRC) is not immune from such concerns. The Chinese face issues similar to those of many other developing nations. The US Department of Energy is particularly interested in national and world pollution issues, especially those that may infringe on other countries' economic growth and development. The DOE is also interested in any opportunities that might exist for US technical assistance and equipment in combating environmental problems. Our studies of articles in the China Daily, and English-language daily newspaper published by the Chinese government, show that population, pollution, and energy are major concerns of the Chinese Communist Party. Thus this report emphasizes the official Chinese government view. Supporting data were also obtained from other sources. Regardless of the severity of their various environmental problems, the Chinese will only try to remedy those problems with the greatest negative effects on its developing economy. They will be looking for foreign assistance, financial and informational, to help implement solutions. With the Chinese government seeking assistance, the United States has an opportunity to export basic technical information, especially in the areas of pollution control and monitoring, oil exploration methods, oil drilling technology, water and sewage treatment procedures, hazardous waste and nuclear waste handling techniques, and nuclear power plant safety procedures. In those areas the US has expertise and extensive technical experience, and by exporting the technologies the US would benefit both economically and politically. 59 refs., 3 figs.

    Scientists are quite familiar with what a supernova looks like when these stars are destroyed in the most massive explosions in the universe, they leave their mark as one of the brightest objects in space, at least for several weeks. While the supernova can be seen, it cant be heard, as sound waves cannot travel through space. But what if the light waves emitted by the exploding star and other cosmological phenomena could be translated into sound? Thats the idea behind a Rhythms of the Universe, a musical project to sonify the universe by Grateful Dead percussionist and Grammy award-winning artist Mickey Hart that caught the attention of Nobel Prize-winning astrophysicist George Smoot of Lawrence Berkeley National Laboratory.     We give a universal recipe for constructing nonlinear entanglement witnesses able to detect nonclassical correlations in arbitrary systems of distinguishable and/or identical particles for an arbitrary number of constituents. The constructed witnesses are expressed in terms of expectation values of observables. As such, they are, at least in principle, measurable in experiments.

    The Energy Analysis Program at LBL first became involved in Chinese energy issues through a joint China-US symposium on markets and energy demand held in Nanjing Nov. 1988. EAP began to collaborate on projects with the Energy Research Institute of China`s State Planning Commission. It was decided to compile, assess, and organize Chinese energy data. Primary interest was to use the data to help understand the historical evolution and likely future of the Chinese energy system; thus the primary criterion was to relate the data to the structure of energy supply and demand in the past and to indicate probable developments (eg, as indicated by patterns of investment). Caveats are included in forewords to both the 1992 and 1996 editions. A chapter on energy prices is included in the 1996 edition. 1993 energy consumption data are not included since there was a major disruption in energy statistical collection in China that year.

As the conclusion of this paper, renewable energies technologies are suitable for some rural areas, especially in the remote areas for both household energy and business activities energy demand. The paper looks at issues involving hydropower, wind energy, biomass combustion, geothermal energy, and solar energy.

    The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first becamc involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China`s State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industries more energy-efficient, preparing historical reviews of energy supply and demand in the People`s Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. We are hopeful that this volume will not only help us in our work, but help build a broader community of Chinese energy policy studies within the US.

    This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) Drexel University Project 31091 irradiation. The objective of this test was to assess the radiation performance of new ceramic materials for advanced reactor applications. Accordingly, irradiations of transition metal carbides and nitrides were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in static capsules inserted into the A-3 and East Flux Trap Position 5 locations of the ATR.

    As of 1981, more than 60 natural gas fields with a total annual output of 12.74 billion cu m have been discovered in China, placing the country among the top 12 gas producers in the world. In addition, there are prospects for natural gas in the Bohai-North China Basin and the Qaidam Basin, NW. China, providing a base for further expansion of the gas industry. Gas reservoirs have been found in 9 different geologic ages: Sinian, Cambrian, Ordovician, Carboniferous, Permian, Triassic, Jurassic, Tertiary, and Quaternary. Of the 60 gas field now being exploited, there are more than 40 fields in Sichuan. The Sichuan Basin gas industry is described in detail.

    In 1992 China`s primary energy production reached 1075 million tons of coal equivalent by far the largest in the developing world. Because coal is the primary commercial fuel, rapid growth of carbon dioxide emissions is certain. Thus the attitude of the Chinese government toward energy and environmental issues becomes increasingly important to those involved in the study and analysis of global climate change and energy issues. This report is intended to provide a basic understanding of the development of China`s energy policymaking over the past four decades. The paper first reviews institutional development and policymaking and then describes the transition to the market-oriented system. While energy has consistently received a great deal of attention from the central government, the institutional basis for setting and implementing policies has shifted often. Reforms during the past 15 years have been incremental, piecemeal, and occasionally contradictory, but overall have freed a large portion of the energy industry from the strictures of a planned economy and laid the basis for broad price liberalization. Responsibility for energy planning is now dispersed among a number of organizations, rendering coordination of energy development difficult. Economic reform has rendered obsolete most of the policy-implementation means of the planning era. Although the new tools of central control are not fully effective, the trend toward decentralized decisionmaking has been strengthened. The report ends with a summary of energy forecasts used by Chinese policymakers, highlighting current policy goals and the issues that will shape future policy.

    While cosmological inflation can erase primordial inhomogeneities, it is possible that inflation may not begin in a significantly inhomogeneous universe. This issue is particularly pressing in multifield scenarios, where even the homogeneous dynamics may depend sensitively on the initial configuration. This paper presents an initial survey of the onset of inflation in multifield models, via qualitative lattice-based simulations that do not include local gravitational backreaction. Using hybrid inflation as a test model, our results suggest that small subhorizon inhomogeneities do play a key role in determining whether inflation begins in multifield scenarios. Interestingly, some configurations which do not inflate in the homogeneous limit ''succeed'' after inhomogeneity is included, while other initial configurations which inflate in the homogeneous limit ''fail'' when inhomogeneity is added.

    There are currently over 900 facilities in over 170 countries which fall under International Atomic Energy Agency (IAEA) safeguards. As additional nations look to purse civilian nuclear programs or to expand infrastructure already in place, the number of reactors and accompanying facilities as well as the quantity of material has greatly increased. Due to the breadth of the threat and the burden placed on the IAEA as nuclear applications expand, it has become increasingly important that safeguards professionals have a strong understanding of both the technical and political aspects of nonproliferation starting early in their career. To begin overcoming this challenge, Idaho National Laboratory, has partnered with local universities to deliver a graduate level nuclear engineering course that covers both aspects of the field with a focus on safeguards applications. To date over 60 students across multiple disciplines have participated in this course with many deciding to transition into a nonproliferation area of focus in both their academic and professional careers.

    China`s energy production is largely dependent on coal. China currently ranks third in global CO{sub 2} emissions, and rapid economic expansion is expected to raise emission levels even further in the coming decades. Cogeneration provides a cost-effective way of both utilizing limited energy resources and minimizing the environmental impacts from use of fossil fuels. However, in the last 10 years state investments for cogeneration projects in China have dropped by a factor of 4. This has prompted this study. Along with this in-depth analysis of China`s cogeneration policies and investment allocation is the speculation that advanced US technology and capital can assist in the continued growth of the cogeneration industry. This study provides the most current information available on cogeneration development and market potential in China.

    In China`s 9th 5-year plan (1996-2000), the Chinese government has placed high priority on energy conservation. The China Green Lights Program (CGLP) is listed as one of the key projects of energy conservation. The basic strategy of the CGLP is to mobilise all of the potential contributors to participate in the program, and to use market signals and supplementary non-market instruments to facilitate its implementation. Governmental funds and loans will be used as seed money to attract private participation in the program. The program contains the following elements: (1) Information dissemination to educate the public on the economic and other values of the program and to provide CGLP information to increase consumer awareness and, as a result, increase the demand for energy-efficient lighting systems. (2) Development of standards and codes for lighting systems, establishment of product specifications, and enforcement of product standards. (3) Development of quality certification and labelling system to provide assurances to consumers that the products they are purchasing will meet their performance and cost saving expectations. (4) Highlighted support and financing for production technology development and production capacity expansion. (5) Demonstration and pilot projects to boost consumer confidence in green lighting systems and to demonstrate new production technologies and processes. (6) International co-operation to expand the international exchange and absorb advanced technology and experience for implementation of the China Green Lights Program.

    A universal ripper miner used to cut, collect and transfer material from an underground mine working face includes a cutter head that is vertically movable in an arcuate cutting cycle by means of drive members, such as hydraulically actuated pistons. The cutter head may support a circular cutter bit having a circular cutting edge that may be indexed to incrementally expose a fresh cutting edge. An automatic indexing system is disclosed wherein indexing occurs by means of a worm gear and indexing lever mechanism. The invention also contemplates a bi-directional bit holder enabling cutting to occur in both the upstroke and the downstroke cutting cycle. Another feature of the invention discloses multiple bits arranged in an in-line, radially staggered pattern, or a side-by-side pattern to increase the mining capacity in each cutting cycle. An on-board resharpening system is also disclosed for resharpening the cutting edge at the end of cutting stroke position. The aforementioned improvement features may be used either singly, or in any proposed combination with each other.

    Past decade and current status of development of natural gas vehicles (NGVs) in China is described. By the end of 1995, 35 CNG refueling stations and 9 LPG refueling stations had been constructed in 12 regions, and 33,100 vehicles had been converted to run on CNG or LPG. China`s automobile industry, a mainstay of the national economy, is slated for accelerated development over next few years. NGVs will help to solve the problems of environment protection, GHGs mitigation, and shortage of oil supply. The Chinese government has started to promote the development of NGVs. Projects, investment demand, GHG mitigation potential, and development barriers are discussed. China needs to import advanced foreign technologies of CNGs. China`s companies expect to cooperate with foreign partners for import of CNG vehicle refueling compressors, conversions, and light cylinders, etc.

Recent amendments to the Renewable Energy Law, first promulgated in 2006, attempt to rationalize the regulatory regime governing wind, solar, hydropower and biomass projects in China, currently fraught with inadequate interconnection and tariff shock issues.   14. Building Energy Efficiency in Rural China

    Rural buildings in China now account for more than half of Chinas total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on Chinas success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    The China Spallation Neutron Source (CSNS) is an accelerator-based high-power project currently in preparation under the direction of the Chinese Academy of Sciences (CAS). The complex is based on an H- linear accelerator, a rapid cycling proton synchrotron accelerating the beam to 1.6 GeV, a solid tungsten target station, and five initial instruments for spallation neutron applications. The facility will operate at 25 Hz repetition rate with a phase-I beam power of about 120 kW. The major challenge is to build a robust and reliable user's facility with upgrade potential at a fractional of ''world standard'' cost.

    The current structure of Chinas energy is an unsustainable system mainly dependent on coal consumption. In 1994, China coal consumed 920.55 Mtce, 75% of the total energy consumption. At present, China is the biggest coal consumption country with its CO{sub 2} emission in the first place of the world. New national system of sustainable energy designed for China is based on the following premises: (1) To provide sufficient energy to the economy growth of China; (2) To provide adequate energy supply to improvement of the residents` livelihood; (3) To get rid of the negative effect on the eco-environment produced by the new system; (4) To keep a developmental pace compatible with that of the global mainstream of the sustainable development in the world.
