    The US Department of Energy (DOE) proposes to lease the Strategic Petroleum Reserve`s (SPR) St. James Terminal to private industry. The St. James Terminal consists of six storage tanks, a pumping station, two maine docks and ancillary facilities. DOE believes that the St. James Terminal presents an opportunity to establish a government- industry arrangement that could more effectively use this asset to serve the nations`s oil distribution needs, reduce the operational cost of the SPR, and provide a source of revenue for the Government. DOE solicited interest in leasing its distribution facilities in a notice published March 16, 1994. In response, industry has expressed interest in leasing the St. James Terminal, as well as several DOE pipelines, to enhance the operation of its own facilities or to avoid having to construct new ones. Under such a lease, industry use would be subordinate to DOE use in the event of a national energy emergency. This Environmental Assessment describes the proposed leasing operation, its alternatives, and potential environmental impacts. Based on this analyses, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) OF 1969 and has issued the Finding of No Significant Impact (FONSI).

    These talks will give an overview of physics research at the University of Chicago centered in two research institutes. The Enrico Fermi Institute pursues research in some core areas of the physical sciences. These include cosmology, particle physics, theoretical physics, particle astrophysics, and cosmochemistry. The EFI talk will focus on some examples of these activities which together will provide a broad overview of EFI science. Research at the James Franck Institute centers on the intersection between physics, chemistry and materials science, with the aim to unravel the complex connections between structure and dynamics in condensed matter systems. The JFI is also home to the Chicago Materials Research Science and Engineering Center. The JFI talk will provide highlights of current projects by JFI members.

    In response to a request from OSHA, a possible cancer cluster was investigated at the James River Corporation (SIC-2657), Newnan, Georgia. The paperboard packaging facility had been in operation for over 30 years. A retrospective cohort mortality study of 2050 workers employed at the facility between 1957 and 1988 was conducted. As of the study date, 141 workers were deceased, 1705 were alive, and 204 had been lost to follow-up. Overall mortality was similar to that expected as was mortality from diseases of the heart, accidents, and violence. The Standardized Mortality Ratios for all cancers was less than expected. Three workers with bladder cancer and six with kidney cancer were identified. No increased risk of bladder cancer was determined. The risk of kidney cancer was increased. The excess risk was associated with overall duration of employment but was not limited to any single department or work process. The author concludes that workers at the facility had an increased rate of kidney cancer. The author recommends measures to reduce exposures to inks containing pigments made from aromatic amines. Personal protective equipment should not be considered a substitute for adequate engineering controls. Follow-up on the cohort should continue.

    Knowledge of the diversity and ecological function of the microbial consortia of James River in Virginia, USA, is essential to developing a more complete understanding of the ecology of this model river system. Metagenomic analysis of James River's planktonic microbial community was performed for the first time using an unamplified genomic library and a 16S rDNA amplicon library prepared and sequenced by Ion PGM and MiSeq, respectively. From the 0.46-Gb WGS library (GenBank:SRR1146621; MG-RAST:4532156.3), 4 x 106 reads revealed >3 x 106 genes, 240 families of prokaryotes, and 155 families of eukaryotes. From the 0.68-Gb 16S library (GenBank:SRR2124995; MG-RAST:4631271.3; EMB:2184), 4 x 106 reads revealed 259 families of eubacteria. Results of the WGS and 16S analyses were highly consistent and indicated that more than half of the bacterial sequences were Proteobacteria, predominantly Comamonadaceae. The most numerous genera in this group were Acidovorax (including iron oxidizers, nitrotolulene degraders, and plant pathogens), which accounted for 10 % of assigned bacterial reads. Polaromonas were another 6 % of all bacterial reads, with many assignments to groups capable of degrading polycyclic aromatic hydrocarbons. Albidiferax (iron reducers) and Variovorax (biodegraders of a variety of natural biogenic compounds as well as anthropogenic contaminants such as polycyclic aromatic hydrocarbons and endocrine disruptors) each accounted for an additional 3% of bacterial reads. Comparison of these data to other publically-available aquatic metagenomes revealed that this stretch of James River is highly similar to the upper Mississippi River, and that these river systems are more similar to aquaculture and sludge ecosystems than they are to lakes or to a pristine section of the upper Amazon River. Altogether, these analyses exposed previously unknown aspects of microbial biodiversity, documented the ecological responses of microbes to urban effects, and revealed the noteworthy presence of 22 human-pathogenic bacterial genera (e.g., Enterobacteriaceae, pathogenic Pseudomonadaceae, and Vibrionales') and 6 pathogenic eukaryotic genera (e.g., Trypanosomatidae and Vahlkampfiidae). This information about pathogen diversity may be used to promote human epidemiological studies, enhance existing water quality monitoring efforts, and increase awareness of the possible health risks associated with recreational use of James River.

    A unique opportunity for cooperation and community development exists in Harrisonburg, Virginia. James Madison University, located in Harrisonburg, is undergoing an aggressive growth plan of its academic base which also includes the physical expansion of its campus. The City of Harrisonburg is presently supplying steam to meet a portion of the heating needs of the existing James Madison campus from a city owned and operated waste-to-energy plant. In an effort of cooperation, Harrisonburg and James Madison University have now negotiated an agreement for the city to provide all of the heating and cooling requirements of the new campus expansion. In another unique turn of events, the local electrical power distributor, Harrisonburg Electric Commission, approached the city concerning the inclusion of cogeneration in the project in order to reduce and maintain existing electric rates thus further benefiting the community. Through the cooperation of these three entities, the conceptual design phase of the project has been completed. The plant design developed through this process includes 3,000 tons of chilled water capacity, an additional 64,000 lb/hr of steam capacity and 2.5 MW of cogeneration capacity. This paper describes the conceptual design process for this interesting project.

Peters VA Medical Center (VA - Bronx) fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of PEVs into the agencies fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements.

    We present the results of large-area {sup 12}CO J = 3-2 emission mapping of three nearby field galaxies, NGC 628, NGC 3521, and NGC 3627, completed at the James Clerk Maxwell Telescope as part of the Nearby Galaxies Legacy Survey. These galaxies all have moderate to strong {sup 12}CO J = 3-2 detections over large areas of the fields observed by the survey, showing resolved structure and dynamics in their warm/dense molecular gas disks. All three galaxies were part of the Spitzer Infrared Nearby Galaxies Survey sample, and as such have excellent published multiwavelength ancillary data. These data sets allow us to examine the star formation properties, gas content, and dynamics of these galaxies on sub-kiloparsec scales. We find that the global gas depletion time for dense/warm molecular gas in these galaxies is consistent with other results for nearby spiral galaxies, indicating this may be independent of galaxy properties such as structures, gas compositions, and environments. Similar to the results from The H I Nearby Galaxy Survey, we do not see a correlation of the star formation efficiency with the gas surface density consistent with the Schmidt-Kennicutt law. Finally, we find that the star formation efficiency of the dense molecular gas traced by {sup 12}CO J = 3-2 is potentially flat or slightly declining as a function of molecular gas density, the {sup 12}CO J = 3-2/J = 1-0 ratio (in contrast to the correlation found in a previous study into the starburst galaxy M83), and the fraction of total gas in molecular form.

    Hello, The notice for the April 21 meeting was too short. The April 15 letter just found its way to me. I hope that there will be more such focused meetings in the not too distant future. If possible, please add me to your notification email list for such meetings. Comments: There is increasing conern over the routing and purpose of additional Natural Gas Pipelines in Massachusetts. There is skepticism that the pipelines will be used for export and that the any improvement in the Energy supply for New England will be shortlived due to a rapid depletion of reserves. In other words, why tear up the landscape with little benefit to the region. If the pipelines are contructed, can a restraint be placed on them to prevent export? Have the impacts of leaks and fires been properly considered? New England has heavily forrested areas and we have been having more frequent exteremly dry summers. At least one pipeline route has been suggested that would run through large wooded areas. A pipeline initiated fire would be devestating. Sincerely, Jim Bennett

The forte of the Laboratory lies in the development and analysis of mathematical models and efficient computing methods for the rapid solution of technological problems of interest to DOE, in particular, the detailed calculation on large computers of complicated fluid flows in which reactions and heat conduction may be taking place. The research program of the Laboratory encompasses two broad categories: analytical and numerical methods, which include applied analysis, computational mathematics, and numerical methods for partial differential equations, and advanced computer concepts, which include software engineering, distributed systems, and high-performance systems.     Studies on nuclei near Z=82 contributed to the establishment of a new region of nuclear deformation and a new class of nuclear structure at closed shells. A important aspect of this work is the establishment of the connection between low-lying 0[sup +] states in even[endash]even nuclei and the occurrence of shape coexistence in the odd-mass neighbors (E0 transitions in [sup 185]Pt, shape coexistence in [sup 184]Pt and [sup 187]Au). A new type of picosecond lifetime measurement system capable of measuring the lifetime of states that decay only by internal conversion was developed and applied to the [sup 186,188]Tl decay to determine the lifetime of the 0[sub 2][sup +] and 2[sub 2][sup +] deformed states in [sup 186,188]Hg. A search for the population of superdeformed states in [sup 192]Hg by the radioactive decay of [sup 192]Tl was accomplished by using a prototype internal pair formation spectrometer.

    The study of heavy-ion reaction mechanisms at the SuperHILAC and LAMPF is reported. Preprints of five articles and manuscripts of four recent conference papers are given, along with complete citations of publications and a list of personnel. Significant work was performed in the following areas: the bombarding energy dependence of the /sup 209/Bi + /sup 136/Xe reaction; the fragment yields for specific Z and A for projectile-like fragments produced in the reaction of 8.3-MeV/u /sup 56/Fe ions with targets of /sup 56/Fe, /sup 165/Ho, /sup 209/Bi, and /sup 238/U; and time distributions of fragments from delayed fission after muon capture for muonic /sup 235/U, /sup 238/U, /sup 237/Np, /sup 239/Pu, and /sup 242/Pu.     The elastic and inelastic scattering of ..pi../sup +/ and ..pi../sup -/ by /sup 13/C, /sup 16/O, and /sup 17/O was studied at pion energies close to the (3,3) resonance. Data were taken at the Los Alamos Meson Physics Facility. Large asymmetries were observed, two of which are consistent with pure neutron and pure proton excitations. Transitions to strongly excited states of /sup 13/C are in strikingly good agreement with theoretical predictions of Lee and Kurath. In sharp contrast, strong disagreements are found for the weakly excited states. The asymmetries for /sup 16/O + ..pi../sup + -/ were interpreted as due to isospin mixing between the excited states. High-resolution data for (t,t') and (/sup 3/He,/sup 3/He') on /sup 13/C were taken to supplement the pion work. Asymmetries were found for the relative cross sections for some states. In studies of the heavy-ion-nucleus potential the effect of potential resonances on the elastic scattering of /sup 16/O + /sup 28/Si was found to be small. A close similarity between the elastic exchange amplitude at 180/sup 0/ and the effect of the parity dependence on the elastic amplitude was found. Fits to the new data at 40 and 41.226 MeV required the use of a composite absorptive potential. The surface derivative part of this potential can be deduced from a coupled-channels calculation. 17 figures.

Spurred by technological advances and high energy prices, extraction of natural gas from Marcellus shale is increasing in the Appalachian Region. Because little is known about effects on wildlife populations, we studied immediate impacts of oil and gas CO&G) extraction on demographics and relative abundance of Louisiana Waterthrush'CLOWA), a riparian obligate species, to establish a baseline for potential future changes. Annually in 2008-2010, we conducted point counts, monitored Mayfield nesting success, spotted-mapped territories, and measured habitat quality using the EPA Rapid Bioassessment protocol for high gradient streams and a LOWA Habitat Suitability Index CHSI) on a 4,100 ha study area in northern West Virginia. On 11 streams, the stream length affected by O&G activities was 0-58%. Relative abundance, territory denSity, and nest success varied annually but were not significantly different across years. Success did not differ between impacted and unimpacted nests, but territory density had minimal correlation with percent of stream impacted by O&G activities. Impacted nests had lower HSI values in 2010 and lower EPA indices in 2009. High site fidelity could mask the immediate impacts of habitat disturbance from drilling as we measured return rates of 57%. All returning individuals were on the same stream they were banded and 88% were within 250 m of their territory from the previous year. We also observed a spatial shift in LOWA territories, perhaps in response to drilling activities. Preliminary results identified few differences at low habitat disturbance levels but highlight the need for continued monitoring with increasing disturbance. file:

    This superb book is the most important reference on the Order Odonata to appear since the 1999 publication of Philip Corbet's monumental work on the behavior and ecology of Odonata. In the context of specimen identification and faunistics, it is the most significant contribution in decades, for it opens a new door to the most diverse and least known dragonfly fauna on Earth, that of the Neotropical Region. The book treats the genera of all the New World dragonflies, but while the Nearctic Anisoptera (at least north of the Mexican border) is extensively summarized in many taxonomic and identification manuals (e.g., Needham et al. 2000), the Neotropical fauna remains rather poorly known. Much of it still is undescribed and taxonomic syntheses are few and far between. This is partly because of its huge diversity, the remoteness of much of the region, and the relative scarcity of specimens in collections. As T. W. Donnelly (2006) noted in a recent review of this book, the New World tropics have always been a challenge to biologists in many disciplines because the region was first colonized by the Spanish and Portuguese who largely lacked the tradition of natural history studies characteristic of the British, French, Dutch and Germans in Africa, India or Southeast Asia. In South America there simply was no F. C. Fraser to write an equivalent to his three volumes on the Odonata in The Fauna of British India. Borror (1945) was an early and wonderful resource for deciphering the genera of the large family Libellulidae in the Americas. Calvert's hard-to-find contributions on the Odonata (1902-1908) in the Biologia Centrali-Americana helped students of the Central American fauna; the updated equivalent by Foerster (2001) for Mesoamerican genera is also important. But as far as syntheses and overviews, that's about all there was - until now.
