The Photon Sciences directorate consists of the X-ray Science, Accelerator Systems and Advanced Photon Source Engineering Support divisions, which comprise the Advanced Photon Source (APS); and the Argonne Accelerator Institute. The APS is the brightest source of high-energy X-rays in the Western Hemisphere and is used to study the structures of materials and processes at the atomic scale. Appellants appealed the IOO's determination that the requested videotape was not an agency record. IOO informed OHA that the requested videotape was created and maintained by its contractor, Battelle Energy Alliance (BEA), and that pursuant to its contract, the videotape is deemed contractor-owned as BEA preserved it in anticipation of litigation and it concerns an employee-related investigation. Thus, OHA concluded that the requested videotape is not an agency record and denied the appeal.

After review of the proposed rule, we believe a few changes to the text could greatly improve in the likelihood of reducing the time and cost of necessary environmental reviews, consultations, and permit processing for electric transmission facilities crossing Federal Lands while increasing the efficiency and coordination intended by that section of the Energy Policy Act of 2005 and the nine-agency MOU. The experimental study on the thorium-loaded accelerator-driven system (ADS) is conducted in the Kyoto Univ. Critical Assembly (KUCA). The experiments are carried out in both the critical and subcritical states for attaining the reaction rates of the thorium capture and fission reactions. In the critical system, the thorium plate irradiation experiment is carried out for the thorium capture and fission reactions. From the results of the measurements, the thorium fission reactions are obtained apparently in the critical system, and the C/E values of reaction rates show the accuracy of relative difference of about 30%. In the ADS experiments with 14 MeV neutrons and 100 MeV protons, the subcritical experiments are carried out in the thorium-loaded cores to obtain the capture reaction rates through the measurements of {sup 115}In(n, {gamma}){sup 116m}In reactions. The results of the experiments reveal the difference between the reaction rate distributions for the change in not only the neutron spectrum but also the external neutron source. The comparison between the measured and calculated reaction rate distributions demonstrates a discrepancy of the accuracy of reaction rate analyses of thorium capture reactions through the thorium-loaded ADS experiments with 14 MeV neutrons. Hereafter, kinetic experiments are planned to be carried out to deduce the delayed neutron decay constants and subcriticality using the pulsed neutron method. (authors)

Progress in the continuing program of experimental research in nuclear structure with medium-energy probes during the year 1979-1980 is reviewed, and the research activities planned for the year 1980-1981 are discussed. In the study of pion-induced reactions emphasis is placed on investigation of isovector characteristics of nuclear excitations and on double charge exchange reactions. Pion production studies form the major part of the program of experiments with proton beams of 400 to 800 MeV at LAMPF. Current emphasis is on the bearing of these investigations on di-baryon existence. The study of high-spin states and magnetic scattering constitute the main goals of the electron scattering program at Bates. Representative results are presented; completed work is reported in the usual publications. (RWR)

For developing understanding of longitudinal adiabatic dynamics, and for creating efficiency enhancements of recirculating free-electron lasers, was substantially completed. A computer code for analyzing the critical KAM tori that bound the dynamic aperture in circular machines was developed. The High Energy Theory Group at Syracuse conducted basic research in several areas of current interest. A great deal of progress was made in the understanding of systems with unusual topological properties. A variational formulation of the equations that govern spinning particles in general relativity was accomplished. Perturbative as well as nonperturbative properties (incorporated in an effective Lagrangian) of quantum chromodynamics aspects were investigated. The question concerning gauge fixing in non-Abelian gauge theories was studied. Several new phenomenological aspects of unified electroweak interactions were explored with the object of finding experimental tests for models other than the currently accepted Salam-Weinberg theory. A unified electroweak model based on the group (SU(2) x U(1)) x U'(1) was investigated to account for the repeated fermionic generations and to incorporate CP violations and explain the CP violation as well as the Cabibbo-like angles in terms of the quark masses. A unified theory for all interactions (with the exception of gravitational interactions) based on the group SU(5) x SU(5) was proposed. Finally, axially symmetric multi-instanton solutions were shown to be generated from a set of conformal mappings. The work performed is described briefly; references are given.

Work carried out at the Nuclear Physics Laboratory of the University of Colorado from November 1, 1979 through October 31, 1980 is summarized. Emphasis was on light ion reaction studies with the AVF cyclotron. The high resolution magnetic spectrometer has allowed studies of nucleon transfer, scattering, and charge exchange reactions throughout the periodic table. More experiments have been run with solid state counters this year than has been the case recently, as a broad range spectra of the light nuclei where only moderate resolution is demanded were examined. Several of these experiments were undertaken for more detailed studies of excitations seen with higher energy probes. Multiple coincidence measurements with neutron and gamma-ray counters have opened a new program in pre-equilibrium reactions and provided a new signature for the study of neutron-deficient final nuclei. The neutron time of flight program has expanded to higher excitation and to use of the (d,n) and (..cap alpha..,n) direct nucleon transfer reactions. Three important experiments were completed at the EPICS pion scattering facility at LAMPF, and other low energy pion scattering data were obtained at TRIUMF. Several (p,d) runs at high energies were accomplished, some with polarized beams at TRIUMF. High-lying structures in medium mass nuclei were studied by the (p,n) reaction at Indiana. Interest in the use of polarized beams has been prompted by the theoretical successes in this area. This interest has led to the study of one- and two-nucleon transfer reactions on a range of nuclei at the Los Alamos tandem and at IUCF.

Characteristics of multifragment decay in heavy-ion induced reactions at intermediate energies are explored. Evolution of the timescale for emission of intermediate mass fragments (IMF: 3[le]Z[le]20) is investigated. Fragments associated with central collisions in the reactions [sup 36]Ar + [sup 197]Au at E/A = 50, 80, and 110 MeV are emitted on an extremely fast timescale, [tau] [le] 75 fm/c, comparable to the transit time of the projectile past the target nucleus. With increasing incident energy, mean fragment emission times decrease, consistent with statistical decay from highly excited systems or fast dynamical processes. To examine the importance of expansion effects in multifragmentation, the transverse kinetic energy of fragments was investigated. Evidence for expansion effects in the system [sup 36]Ar + [sup 197]Au at E/A = 50, 80, and 110 MeV was indicated by the charge dependence of the mean isotropic kinetic energy. At the highest incident energy the data suggest the onset of volume emission. Construction and performance of low-threshold high-resolution detector telescopes is discussed. Three-body Coulomb trajectory calculations are being used to probe kinematical correlations associated with neck emission of IMFs during fission. Initial design and testing of position sensitive parallel plate avalanche counters for upcoming ternary fission experiments is discussed.

Attention was focused on the fission process in light nuclear systems. A model calculation based on the transition-state model of nuclear fission was applied to [sup 47]V fission as populated through multiple entrance channels and to fusion-fission cross sections for production of [sup 28]Al through three different entrance channels. Angular distributions are shown for different mass channels of the [sup 29]Si+[sup 27]Al reaction at E[sub lab] = 125 MeV. Pronounced structure is seen in the symmetric and near-symmetric fission channels from the [sup 24]Mg+[sup 24]Mg reaction; cross sections for binary fragment emission are shown for E[sub lab] = 90 MeV. A large Bragg-curve detector was used in this experiment. Ways to optimize detector response were studied; in addition, the Bragg detector was instrumented with an internal position-sensitive multiwire proportional counter.

This report summarizes investigations of various pion-nucleus interactions and nucleon-nucleus charge-exchange reactions. The work was carried out with the LAMPF accelerator at the Los Alamos National Laboratory and the cyclotrons at the Paul Scherrer Institute (PSI) near Zurich, Switzerland, and at Indiana University (IUCF), as a collaborative effort among several laboratories and universities. The experimental activity at LAMPF involved measurements of new data on pion double-charge-exchange scattering, some initial work on a new Neutral Meson Spectrometer system, a search for deeply-bound pionic atoms, measurements of elastic scattering, and studies of the (n,p) reaction on various nuclei. At PSI measurements of pion quasielastic scattering were carried out, with detection of the recoil proton. Work on the analysis of data from a previous experiment at PSI on pion absorption in nuclei was continued. This experiment involved using a detector system that covered nearly the full solid angle.

The overall objective is to study the mechanisms and the energy dependence of heavy ion fragmentation by studying the reactions of heavy ion projectiles (e.g. [sup 4]He, [sup 16]O, [sup 20]Ne, [sup 28]Si, [sup 56]Fe) in a variety of targets (H, He, C, Si, Cu, Pb) and at a number of beam energies exceeding 0.1 GeV/nucleon. The results have application to questions in high-energy nuclear astrophysics. Most of the discussion is on low-energy [sup 16]O,[sup 28]Si data analysis. The description includes analysis procedures and techniques, detector calibrations, data selections and normalizations.
