    Fluid service and/or electrical conductivity for a fuel cell assembly is promoted. Open-faced flow channel(s) are formed in a flow field plate face, and extend in the flow field plate face between entry and exit fluid manifolds. A resilient gas diffusion layer is located between the flow field plate face and a membrane electrode assembly, fluidly serviced with the open-faced flow channel(s). The resilient gas diffusion layer is restrained against entering the open-faced flow channel(s) under a compressive force applied to the fuel cell assembly. In particular, a first side of a support member abuts the flow field plate face, and a second side of the support member abuts the resilient gas diffusion layer. The support member is formed with a plurality of openings extending between the first and second sides of the support member. In addition, a clamping pressure is maintained for an interface between the resilient gas diffusion layer and a portion of the membrane electrode assembly. Preferably, the support member is spikeless and/or substantially flat. Further, the support member is formed with an electrical path for conducting current between the resilient gas diffusion layer and position(s) on the flow field plate face.

    This fact sheet describes UPS second generation hybrid-electric delivery vehicles as compared to conventional delivery vehicles. Medium-duty commercial vehicles such as moving trucks, beverage-delivery trucks, and package-delivery vans consume almost 2,000 gal of fuel per year on average. United Parcel Service (UPS) operates hybrid-electric package-delivery vans to reduce the fuel use and emissions of its fleet. In 2008, the National Renewable Energy Laboratory's (NREL's) Fleet Test and Evaluation Team evaluated the first generation of UPS' hybrid delivery vans. These hybrid vans demonstrated 29%-37% higher fuel economy than comparable conventional diesel vans, which contributed to UPS' decision to add second-generation hybrid vans to its fleet. The Fleet Test and Evaluation Team is now evaluating the 18-month, in-service performance of 11 second-generation hybrid vans and 11 comparable conventional diesel vans operated by UPS in Minneapolis, Minnesota. The evaluation also includes testing fuel economy and emissions at NREL's Renewable Fuels and Lubricants (ReFUEL) Laboratory and comparing diesel particulate filter (DPF) regeneration. In addition, a followup evaluation of UPS' first-generation hybrid vans will show how those vehicles performed over three years of operation. One goal of this project is to provide a consistent comparison of fuel economy and operating costs between the second-generation hybrid vans and comparable conventional vans. Additional goals include quantifying the effects of hybridization on DPF regeneration and helping UPS select delivery routes for its hybrid vans that maximize the benefits of hybrid technology. This document introduces the UPS second-generation hybrid evaluation project. Final results will be available in mid-2012.

    Information on the value of reliable electricity service can be used to assess the economic efficiency of investments in generation, transmission and distribution systems, to strategically target investments to customer segments that receive the most benefit from system improvements, and to numerically quantify the risk associated with different operating, planning and investment strategies. This paper summarizes research designed to provide estimates of the value of service reliability for electricity customers in the US. These estimates were obtained by analyzing the results from 28 customer value of service reliability studies conducted by 10 major US electric utilities over the 16 year period from 1989 to 2005. Because these studies used nearly identical interruption cost estimation or willingness-to-pay/accept methods it was possible to integrate their results into a single meta-database describing the value of electric service reliability observed in all of them. Once the datasets from the various studies were combined, a two-part regression model was used to estimate customer damage functions that can be generally applied to calculate customer interruption costs per event by season, time of day, day of week, and geographical regions within the US for industrial, commercial, and residential customers. Estimated interruption costs for different types of customers and of different duration are provided. Finally, additional research and development designed to expand the usefulness of this powerful database and analysis are suggested.

    SILVAH, FIBER, NE-TWIGS, and OAKSIM simulators, commonly used in the northeastern United States, were evaluated by comparing predicted stand development with actual stand development records for periods ranging from 15 to 50 years. Results varied with stand parameter, forest type, projection length, and geographic area. Except in the spruce-fir forest type where FIBER stands out as the best simulator, no single simulator is clearly superior to the others for all locations within a forest type. In general, FIBER, NE-TWIGS, and SILVAH performed best in the northern hardwood (beech-birch-maple) forest type: NE-TWIGS and SILVAH performed best in the Allegheny hardwood (cherry-maple) forest type; SILVAH and OAKSIM performed best in the oak-hickory forest type; and SILVAH was most suitable in the transition hardwood (mixture of northern hardwoods and oaks) forest type. The results give growth and yield model users more information for selecting the simulator most suitable for their particular needs. The results also can be used as a diagnostic tool for growth and yield model development.

    Interest in various wide-area balancing schemes to help integrate wind have generated significant interest. As we have shown in past work, large balancing areas not only help with wind integration, but can also increase the efficiency of operations in systems without wind. Recent work on the Western Wind and Solar Integration Study (WWSIS) has found that combining balancing over the WestConnect footprint will increase the efficiency of commitment and dispatch at wind penetrations ranging from 10-20% of annual electricity demand, and will be essential for high penetrations and small balancing areas. In addition the Northwest Wind Integration Action Plan recommended balancing area cooperation as a method to help integrate the large potential wind development. In this paper we investigate the potential impact of a proposed Energy Imbalance Service on the ability of the non-market portions of Western Electricity Coordinating Councils (WECC) United States footprint to integrate wind energy. We will utilize data adapted from the WWSIS for the Western Interconnection. The analysis uses time-synchronized wind and load data to evaluate the potential for ramp requirement reduction that could be achieved with combined operation. Chronological analysis and ramp duration analysis quantify the benefit in terms of not only the ramp sizes, but the frequency of the potentially avoided ramps that must be managed by the non-wind generation fleet. Multiple approaches that can be used to achieve these benefits will also be suggested in the paper. We also suggest other approaches that can help achieve much of the benefit of full consolidation without requiring the physical consolidation of balancing areas.

    At a military base in the Southeastern United States, an energy services company (ESCO) has proposed to retrofit more than 1,000 family residences with geothermal heat pumps as part of an energy savings performance contract (ESPC). Each residence is to have one heat pump with its own ground heat exchanger consisting of two or more vertical bores. A design firm hired by the ESCO sized the heat pumps to meet peak cooling loads, and sized the borefields to limit the maximum entering water temperature (EWT) to the heat pumps to 95 F (35 C). Because there is some disagreement in the geothermal heat pump industry over the peak temperature to be used for design (some designers and design manuals recommend temperatures as low as 85 F [29 C], while equipment manufacturers and others specify temperatures of 100 F [38 C] or higher) the authors were requested to examine the designs in detail to determine whether the 95 F (35 C) limit was adequate to ensure occupant comfort, efficient operation, and low capital and operating costs. It was found that three of the designer's assumptions made the borefield designs more conservative (i.e., longer) than the 95 F (35 C) limit would indicate. In fact, the analysis indicates that with more realistic assumptions about system operation, the maximum entering water temperature at the modeled residence will be about 89 F (32 C). Given the implications of a borefield that is shorter than required, it is likely that other designers are using similarly conservative assumptions to size vertical borefields for geothermal heat pumps. This implies that unless all of the design assumptions are examined, blanket recommendations to limit the entering water temperature to a specific value (such as 90 F [32 C]) may result in borefields that are significantly oversized.

    The Registries originated in 1968 as the National Plutonium Registry with the name changed to the United States Transuranium Registry the following year to reflect a broader concern with the heavier actinides as well. Initially, the scientific effort of the USTR was directed towards study of the distribution and dose of plutonium and americium in occupationally exposed persons, and to assessment of the effects of exposure to the transuranium elements on health. This latter role was reassessed during the 1970`s when it was recognized that the biased cohort of the USTR was inappropriate for epidemiologic analysis. In 1978, the administratively separate but parallel United States Uranium Registry was created to carry out similar work among persons exposed to uranium and its decay products. A seven member scientific advisory committee provided guidance and scientific oversight. In 1992, the two Registries were administratively combined and transferred from the purview of a Department of Energy contractor to Washington State University under the provisions of a grant. Scientific results for the first twenty-five years of the Registries are summarized, including the 1985 publication of the analysis of the first whole body donor. Current scientific work in progress is summarized along with administrative activities for the period.

    MidAmerican Energy Co. and its project partners are convinced that supercritical coal-firing technology's inherently higher efficiency and lower CO{sub 2} emissions no longer come with a price: reduced reliability. Unit 4 of the Walter Scott, Jr. Energy Center (WSEC) entered into service in June 2006 doubling the capacity of the PRB-coal fuelled plant to 1,600 MW. This is the first major new supercritical plant in the US in more than 15 years. The design of the boiler and the air pollution control systems downstream are described and illustrated.     Mangrove oysters (Crassostrea rhizophorae) were screened for enteric viruses. For 18 months oysters were collected from Cano Boqueron, a tropical mangrove lagoon on the southwest coast of Puerto Rico. This popular tourist resort has two primary sewage treatment plants which service 158 single family cabanas. In spite of the heavy seasonal input of sewage to Cano Boqueron and high densities of fecal coliform bacteria, enteric viruses were not detected in shellfish meat. Because no viruses were detected in the oysters, a virus survival study was performed. Poliovirus type 1 was placed in diffusion chambers in situ at two sites in Cano Boqueron. More than 95% of the poliovirus inactivation occurred within 24 h. Virus inactivation was significantly different by site, indicating different inactivation rates within the lagoon. Chamber studies done simultaneously with Escherichia coli did not reveal differences between sites. It is suggested that the sewage effluent had an antiviral effect in the absence of an antibacterial effect. This study demonstrates the importance for establishing microbial contamination standards for shellfish growing waters in the tropics based upon in situ studies with tropical species, e.g. mangrove oyster.

This report focuses on the Caribou-Targhee National Forest (CTNF) fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of plug-in electric vehicles (PEVs) into the agencies’ fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle (BEV) or plug-in hybrid electric vehicle (PHEV) (collectively plug-in electric vehicles, or PEVs) can fulfill the mission requirements. ITSNA acknowledges the support of Idaho National Laboratory and CTNF for participation in the study.     At a military base in the Southeastern US, an energy services company (ESCO) has proposed to retrofit more than 1,000 family residences with geothermal heat pumps as part of an energy savings performance contract (ESPC). Each residence is to have one heat pump with its own ground heat exchanger consisting of two or more vertical bores. A design firm hired by the ESCO sized the heat pumps to meet peak cooling loads, and sized the borefields to limit the maximum entering water temperature (EWT) to the heat pumps to 95 F (35 C). Because there is some disagreement in the geothermal heat pump industry over the peak temperature to be used for design (some designers and design manuals recommend temperatures as low as 85 F [29 C], while equipment manufacturers and others specify temperatures of 100 F [38 C] or higher) the authors were requested to examine the designs in detail to determine whether the 95 F (35 C) limit was adequate to ensure occupant comfort, efficient operation, and low capital and operating costs. It was found that three of the designer's assumptions made the borefield designs more conservative (i.e., longer) than the 95 F (35 C) limit would indicate. In fact, the analysis indicates that with more realistic assumptions about system operation, the maximum entering water temperature at the modeled residence will be about 89 F (32 C). Given the implications of a borefield that is shorter than required, it is likely that other designers are using similarly conservative assumptions to size vertical borefields for geothermal heat pumps. This implies that unless all of the design assumptions are examined, blanket recommendations to limit the entering water temperature to a specific value (such as 90 F [32 C]) may result in borefields that are significantly oversized.

    This experimental study investigates the stagnation region of a swirling flow entering an automotive catalyst substrate. A methodology is established using stereoscopic particle image velocimetry (PIV) to determine three-component velocity distributions up to 0.2 mm from the catalyst entrance face. In adverse conditions of strong out-of-plane velocity, PIV operating parameters are adjusted for maximum spatial correlation strength. The measurement distance to the catalyst is sufficiently small to observe radial flow spreading. A scaling analysis of the stagnation flow region provides a model for the flow uniformization as a function of the catalyst pressure drop. (author)

    Under the U.S. Department of Energy's Clean Coal Technology Program (Round 3), a project was completed to demonstrate control of boiler NOX emissions and to a lesser degree, due to coal replacement, SO2 emissions. The project involved combining Gas Reburning with Low NOX Burners (GR-LNB) on a coal-fired electric utility boiler to determine if high levels of NOX reduction (70%) could be achieved. Sponsors of the project included the U.S. Department of Energy, the Gas Research Institute, Public Service Company of Colorado, Colorado Interstate Gas, Electric Power Research Institute, and the Energy and Environmental Research Corporation. The GR-LNB demonstration was performed on Public Service Company of Colorado's (PSCO) Cherokee Unit #3, located in Denver, Colorado. This unit is a 172 MW~ wall-fired boiler that uses Colorado Bituminous, low-sulfur coal. It had a baseline NOX emission level of 0.73 lb/106 Btu using conventional burners. Low NOX burners are designed to yield lower NOX emissions than conventional burners. However, the NOX control achieved with this technique is limited to 30-50%. Also, with LNBs, CO emissions can increase to above acceptable standards. Gas Reburning (GR) is designed to reduce NOX in the flue gas by staged fuel combustion. This technology involves the introduction of natural gas into the hot furnace flue gas stream. When combined, GR and LNBs minimize NOX emissions and maintain acceptable levels of CO emissions. A comprehensive test program was completed, operating over a wide range of boiler conditions. Over 4,000 hours of operation were achieved, providing substantial data. Measurements were taken to quantify reductions in NOX emissions, the impact on boiler equipment and operability and factors influencing costs. The GR-LNB technology achieved good NOX emission reductions and the goals of the project were achieved. Although the performance of the low NOX burners (supplied by others) was less than expected, a NOX reduction of 65% was achieved at an average gas heat input of 18Y0. The performance goal of 70% reduction was met on many test runs, but at a higher reburn gas heat input. S02 emissions, based on coal replacement, were reduced by 18Y0. Toward the end of the program, a Second Generation gas injection system was installed. Higher injector gas pressures were used that eliminated the need for flue gas recirculation as used in the first generation design. The Second Generation GR resulted in similar NOX reduction performance as that for the First Generation. With an improvement in the LNB performance in combination with the new gas injection system , the reburn gas could be reduced to 12.5% of the total boiler heat input to achieve al 64?40 reduction in NO, emissions. In addition, the OFA injectors were modified to provide for better mixing to lower CO emissions.

    Definitive chemoradiation therapy has evolved as the preferred organ preservation strategy in the treatment of locally advanced head-and-neck cancer (LA-HNC). Dry mouth and dysphagia are among the most common and most debilitating treatment-related toxicities that frequently necessitate the placement of enteral feeding tubes (FT) in these patients to help them meet their nutritional requirements. The use of either a percutaneous endoscopic gastrostomy tube or a nasogastric tube, the choice of using a prophylactic vs a reactive approach, and the effects of FTs on weight loss, hospitalization, quality of life, and long-term functional outcomes are areas of continued controversy. Considerable variations in practice patterns exist in the United States and abroad. This critical review synthesizes the current data for the use of enteral FTs in this patient population and clarifies the relative advantages of different types of FTs and the timing of their use. Recent developments in the biologic understanding and treatment approaches for LA-HNC appear to be favorably impacting the frequency and severity of treatment-related dysphagia and may reduce the need for enteral tube feeding in the future.

    This article for HomeEnergy Magazine, a trade magazine on energy efficient home construction, retrofitting, remodeling, and research, describes retrofit projects by Grupe Homes of Sacramento, California, a production builder who has worked with DOE's Building America program on energy-efficient home demonstration projects. In this project, The article is a case study of Grupe's decision to enter the energy efficient remodeling market when new home sales lagged due to the economic slowdown starting in late 2007. The article also describes an energy-efficient retrofit of of a 22-year-old, 3-bedroom home in California’s Central Valley done in 2009 by Grupe. The home is Grupe's first retrofit and was done according to the criteria of Home Performance with ENERGY STAR, a national program from the EPA and DOE that promotes a comprehensive, whole-house approach to making energy-efficiency improvements. Grupe's staff were trained through the California Building Performance Contractors Association and passed the Building Performance Institute test to learn how to conduct extensive energy audits of existing houses as well to perform the energy efficient retrofits. In the retrofit home, they did extensive air sealing, replaced and added insulation, and replaced inefficient HVAC equipment and leaky can lights. They cut air leakage from 2478 to 1115 cfm 50, a 55% reduction. A Building America case study on this project was distributed at the EEBA (Energy and Environmental Building Alliance) Annual Conference in Denver, Colorado, Sept 28-30, 2009. The Home Energy article was published in the March/April 2010 issue.

    Approximately three years ago, the people at Diamond Shamrock's Sunray, Texas, refinery recognized a growing demand for high octane super premium unleaded gasoline in their regional marketing area. It was apparent that they would need to change their processing scheme to meet this growing demand. After investigating several options, they decided to install an MTBE (methyl tert-butyl ether) unit upstream of their existing sulfuric acid (H/sub 2/SO/sub 4/) aklylation unit. The new unit would process olefin feed before it entered the alkylation unit. The MTBE unit was expected to improve Diamond Shamrock's gasoline pool in two ways. First, the MTBE would be an additional high octane blending stock for the gasoline pool. Second, the MTBE unit would improve the quality of the olefin stream going to the alkylation unit. Diamond Shamrock brought their MTBE unit onstream in December, 1985. The results of the combined operation exceeded expectations, producing alkylate in excess of 98 RON (Research octane number) and MTBE of 118 RON. These components significantly upgraded the refinery's capability to produce a super premium unleaded gasoline.

    The end of the Cold War finds the international community no longer divided into two opposing blocks. The concerns that the community now faces are becoming more fluid, less focused, and, in many ways, much less predictable. Issues of religion, ethnicity, and nationalism; the possible proliferation of Weapons of Mass Destruction; and the diffusion of technology and information processing throughout the world community have greatly changed the international security landscape in the last decade. Although our challenges appear formidable, the United Nations, State Parties, nongovernmental organizations, and the arms control community are moving to address and lessen these concerns through both formal and informal efforts. Many of the multilateral agreements (e.g., NPT, BWC, CWC, CTBT, MTCR), as well as the bilateral efforts that are taking place between Washington and Moscow employ confidence-building and transparency measures. These measures along with on-site inspection and other verification procedures lessen suspicion and distrust and reduce uncertainty, thus enhancing stability, confidence, and cooperation.

    The Gas Research Institute, in cooperation with the Electric Power Research Institute, is delivering information products and evaluation tools for applying gas reburn, gas cofiring and seasonal gas switching at utility boilers originally designed for coal or oil firing. Version 1.2 of the Coal Quality Impact Model (CQIM) was released in February 1995 with the inclusion of gas cofiring and seasonal gas conversion. A technology module for the State of the Art Power Plant (SOAAP) Workstation developed by EPRI that will include gas cofiring, gas reburn and seasonal gas switching is under development. A beta release is targeted for fall 1995. An EPRI/GRI guidelines report for gas conversions is being issued this summer. The paper describes how these guidelines and software products are being developed and validated from ongoing and completed full-scale field experiments and tests conducted at units totaling over 4,950 MW of capacity. Future plans for deployment and possible enhancement of information products dealing with gas reburn and cofiring technologies are discussed.

    State and federal regulators, private and public utilities, large and small customers, power brokers and marketers, and others are engaged in major debates about the future structure of the electric industry. Although the outcomes are far from certain, it seems clear that customers will have much greater choices about the electric services they purchase and from whom they buy these services. This report examines the ``ancillary`` services that are today buried within the typical vertically integrated utility. These ancillary services support and make possible the provision of the basic services of generating capacity, energy supply, and power delivery. These ancillary services include: Management of generating units; reserve generating capacity to follow variations in customer loads, to provide capacity and energy when generating units or transmission lines suddenly fall, to maintain electric-system stability, and to provide local-area security; transmission-system monitoring and control; replacement of real power and energy losses; reactive-power management and voltage regulation; transmission reserves; repair and maintenance of the transmission network; metering, billing, and communications; and assurance of appropriate levels of power quality. Our focus in this report, the first output from a larger Oak Ridge National Laboratory project, is on identification and definition of these services. Later work in this project will examine more closely the costs and pricing options for each service.

    A new type of fluid lifting equipment called Balanced Oil Recovery System (trade named BORS Lift{trademark}) was installed on several idle oil wells to demonstrate the operating efficiency of this innovative equipment technology. The BORS Lift system is designed to bring oil to the surface without the accompanying formation water. The BORS Lift system uses an innovative strap mechanism that takes oil from the top of the downhole oilwater column and lifts it to the surface, eliminating production of the formation water. Eliminating salt water production could potentially increase oil production, reduce operational costs, benefit the environment, and cut salt water disposal costs. Although the BORS Lift units did not function as intended, lessons learned during the course of the field demonstration project resulted in improvements in the technology and redesign of subsequent generation BORS Lift units which are reported to have significantly improved their performance characteristics. BORS Lift units were installed on 15 temporarily abandoned wells which had been shut down due to low oil production, high water production, and uneconomic operating conditions. The wells had been producing with artificial lift at a high watercut from a shallow (850-900 feet), pressure depleted oil sand reservoir prior to being shut down. The electrical motor driven BORS Lift units provided a possible approach for economically returning the shallow, low-volume oil wells to production. The BORS Lift units used in this field demonstration were designed to recover up to roughly 22 barrels of fluid per day from depths ranging to 1,700 feet, ideal for many marginal stripper well operations. The BORS units were first-production-model test units, operated under oil field conditions for the first time, and were naturally expected to experience some design problems. From the onset, the operator experienced mechanical, design, and operational problems with the BORS Lift units and was unable to maintain un-interrupted production operations. The inventor provided considerable on-site technical support in an ongoing effort to correct the problems with the units and the inventor worked extensively with the operator to make design and manufacturing changes to the units to try to improve their reliability and performance. The operational problems were mostly related to the durability of the various components under oil field operating conditions such as inadequate mechanical, electrical, and electronic design for rough service, extended operation, and severe weather conditions. During the course of the demonstration project, it further appeared that the producing formation lacked sufficient reservoir energy and/or favorable oil properties to mobilize and displace oil from the formation into the well bore in order to recharge the oil column in the well. The BORS Lift units were then moved to a second lease which appeared to have more favorable WTI quality oil properties. Eight of these units were reported to have been installed and placed in operation on the second lease, however, operational difficulties continued. It was determined that the units were inadequately designed and would need to be replace by improved second generation units. Due to the lack of success with the first generation units and the extra cost to replace them with the redesigned units, the operators decided not to continue with the project and the project was terminated at that point.

    The portable Contamination Analysis Unit (CAU) measures trace quantifies of surface contamination in real time.     The portable Contamination Analysis Unit (CAU) measures trace quantities of surface contamination in real time. The detector head of the portable contamination analysis unit has an opening with an O-ring seal, one or more vacuum valves and a small mass spectrometer. With the valve closed, the mass spectrometer is evacuated with one or more pumps. The O-ring seal is placed against a surface to be tested and the vacuum valve is opened. Data is collected from the mass spectrometer and a portable computer provides contamination analysis. The CAU can be used to decontaminate and decommission hazardous and radioactive surfaces by measuring residual hazardous surface contamination, such as tritium and trace organics. It provides surface contamination data for research and development applications as well as real-time process control feedback for industrial cleaning operations and can be used to determine the readiness of a surface to accept bonding or coatings. 1 fig.

    The enterohepatic circulation (recycling), intestinal (gut) distribution, metabolism, and excretion of enterally infused thyroid hormones were studied in the intact rat under approximately normal physiological steady state conditions. Rats with 7-day osmotic minipumps implanted ip received constant intraduodenal infusions to steady state of very small trace doses of either 125I-labeled T3 (T3*) or T4 (T4*). Enterohepatic and other pathways remained open to normal function, and in particular, there was no biliary diversion or ligation. Complete feces and urine were collected daily, to assess daily distributions of radioactivity and establishment of the steady state, which occurred by day 3. On day 7, rats were anesthetized, blood was sampled, whole intestine and minipumps were removed, and the gut was separated into six segments. Fecal samples and the contents of each gut section were homogenized, ethanol extracted, evaporated, and reconstituted in NaOH for quantitative aqueous chromatography along with infusate, urine, and plasma samples, on Sephadex G-25 columns. No T3* or T4* was found in urine, but feces contained 39% of the T3* infused and 36% of the T4* infused in steady state. Statistically significant amounts of both T3* and T4* in systemic plasma on day 7 clearly indicated absorption of the hormones from the intestine, distinctly demonstrating an enterohepatic circulation of T3 and T4 under experimental conditions closely approximating the physiological steady state. This also establishes the intestine (with its contents) as an exchangeable hormone pool, physiologically internal to the system regulating thyroid hormones and their distribution. Gut contents contained 52 times more T3* and 4.34 times more T4* than corresponding plasma pools in steady state.

    The results of a National Association of Corrosion Engineers survey of 62 HF alkylation units reveal relatively low incidence of service-related cracking of carbon steel. Hydrogen blistering, however, is prevalent, especially in the main acid circuit and overhead condensers. Based on these and other survey results, several recommendations are made to enable refiners to monitor and reduce corrosion in these special units. The paper discusses the survey results, construction materials, post-weld heat treatments, small-diameter piping, construction inspection, bolting, gaskets, block valves, maintenance practices, cracking, blistering, areas of vulnerability, and recommendations.

The publication also provides a 10-year outlook of future generating unit additions. The Summary Statistics chapter contains aggregate capacity statistics at the national and various regional levels for operable electric generating units and planned electric generating unit additions. Aggregate capacity data at the national level are presented by energy source and by prime mover. Aggregate capacity data at the various regional levels are presented by prime energy source. Planned capacity additions in new units are summarized by year, 1991 through 2000. Additionally, this chapter contains a summary of electric generating unit retirements, by energy source and year, from 1991 through 2000.     The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for decommissioning at other facilities with similar equipment and labor costs. It also provides techniques for extracting information from limited data using extrapolation and interpolation techniques.

    We introduce a protocol based on optimal control to drive many body quantum systems into long-lived entangled states, protected from decoherence by big energy gaps, without requiring any apriori knowledge of the system. With this approach it is possible to implement scalable entanglement-storage units. We test the protocol in the Lipkin-Meshkov-Glick model, a prototype many-body quantum system that describes different experimental setups, and in the ordered Ising chain, a model representing a possible implementation of a quantum bus.

    Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

    The United States Department of Agriculture, Forest Service, Southern Forest Experiment Station's Forest Inventory and Analysis (SO-FIA) research unit conducted a project to map the distribution of forest lands for the entire United States. Forest types and forest densities were mapped, and a new forest type group map for the country was produced (Powell and others, in press; Zhu and Evans 1992). The project supported the 1993 Forest and Rangeland Renewable Resources Planning Act (RPA) Assessment Update program, by which the Forest Service was required to provide statistics on current forest land and rangeland conditions.

    This article introduces the use of rigorous econometric tools to understand the geographic scope of the market for generation services. These tools are applied to data from the current wholesale electricity market in the western United States. The behavior of the current wholesale electricity market and the methods used to assess the expanse of the geographic market in the current wholesale electricity market can go a long way toward informing the discussion of pricing behavior and performance in a restructured electricity industry. First, the current wholesale electricity market is already effectively unregulated and suffers from the same technical complexities that face a retail electricity market. Consequently, understanding the supply and demand conditions that cause the extent of the geographic market for generation services to narrow in the current wholesale electricity market can shed light on which times the geographic expanse of the market may narrow in a restructures electricity market. Second, the techniques developed in this paper to assess the extent of the current wholesale electricity market can be applied readily to a restructured electricity market. Finally, because market conditions in the electricity industry are likely to change significantly in the next few years, as the structure of the electricity sector changes dramatically, this analysis of the geographic expanse of the market can provide a useful benchmark against which to compare post-restructuring wholesale price relationships.

    The majority of US commercial floor space is cooled by rooftop HVAC units (RTU's). RTU popularity derives chiefly from their low initial cost and relative ease of service access without disturbing building occupants. Unfortunately, current RTU's are inherently inefficient due to a combination of characteristics that unnecessarily increase cooling loads and energy use. Existing RTU's in the U.S. consume an estimated 2.4 quads annually. Inefficient RTU's create an estimated 3.5% of U.S. CO{sub 2} emissions, thus contributing significantly to global warming. Also, RTU's often fail to maintain adequate ventilation air and air filtration. This project was developed to evaluate the feasibility of a radically new ''HyPak'' RTU design that significantly and cost-effectively increases RTU performance and delivered air quality. The objective of the HyPak Project was to design, develop and test a hydronic RTU that provides a quantum improvement over conventional RTU performance. Our proposal targeted 60% and 50% reduction in electrical energy use by the HyPak RTU for dry and humid climates, respectively, when compared with a conventional unit.

    Ancillary services are those functions performed by the equipment and people that generate, control, and transmit electricity in support of the basic services of generating capacity, energy supply, and power delivery. The Federal Energy Regulatory Commission (FERC) defined such services as those `necessary to support the transmission of electric power from seller to purchaser given the obligations of control areas and transmitting utilities within those control areas to maintain reliable operations of the interconnected transmission system.` The nationwide cost of ancillary services is about $12 billion a year, roughly 10% of the cost of the energy commodity. More important than the cost, however, is the necessity of these services for bulk-power reliability and for the support of commercial transactions. FERC`s landmark Order 888 included a pro forma tariff with provision for six key ancillary services. The Interconnected Operations Services Working Group identified another six services that it felt were essential to the operation of bulk-power systems. Several groups throughput the United States have created or are forming independent system operators, which will be responsible for reliability and commerce. To date, the electricity industry (including traditional vertically integrated utilities, distribution utilities, power markets and brokers, customers, and state and federal regulators) has paid insufficient attention to these services. Although the industry had made substantial progress in identifying and defining the key services, much remains to be doe to specify methods to measure the production, delivery, and consumption of these services; to identify the costs and cost-allocation factors for these services; and to develop market and operating rules for their provision and pricing. Developing metrics, determining costs, and setting pricing rules are important because most of these ancillary services are produced by the same pieces of equipment that produce the basic electricity commodity. Thus, the production of energy and ancillary services is highly interactive, sometimes complementary and sometimes competing. In contrast to today`s typical time-invariant, embedded-cost prices, competitive prices for ancillary services would vary with system loads and spot prices for energy.

The core idea of the DynaBot service discovery system is to use domain-specific service class descriptions powered by an intelligent Deep Web crawler. In contrast to current registry-based service discovery systems--like the several available UDDI registries--DynaBot promotes focused crawling of the Deep Web of services and discovers candidate services that are relevant to the domain of interest. It uses intelligent filtering algorithms to match services found by focused crawling with the domain-specific service class descriptions. We demonstrate the capability of DynaBot through the BLAST service discovery scenario and describe our initial experience with DynaBot.

    This describes the Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project which will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,300 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Coal is slurried in water, combined with 95% pure oxygen from an air separation unit, and sent to the gasifier to produce a high temperature, high pressure, medium-Btu syngas with a heat content of about 250 Btu/scf (LHV). The syngas then flows through a high temperature heat recovery unit which cools the syngas prior to its entering the cleanup systems. Molten coal ash flows from the bottom of the high temperature heat recovery unit into a water-filled quench chamber where it solidifies into a marketable slag by-product.

    This is Volume 1 of an operations manual designed to facilitate the development of biomonitoring strategies for U.S. Fish and Wildlife Service Lands. It is one component of the U.S. Fish and Wildlife Service Lands Biomonitoring Operations Manual. The Volume contains the Introduction to the Manual, background information on monitoring, and procedures for developing a biomonitoring strategy for Service lands. The purpose of the Biomonitoring Operations Manual is to provide an approach to develop and implement biomonitoring activities to assess the status and trends of U.S. Fish and Wildlife Service trust resources. It also provides field sampline methods and documentation protocols for contaminant monitoring activities. The strategy described in the Manual has been designed as a stand alone process to characterize the presence of contaminants on lands managed by the Service. This process can be sued to develop a monitoring program for any tract of real estate with potential threats from on- or off-site contaminants. Because the process was designed to address concerns for Service lands that span the United States from Alaska to the Tropical Islands, it has a generic format that can be used in al types of ecosystems, however, significant site specific informtion is required to complete the Workbook and make the process work successfully.
