    The Urban Consortium (UC), created by PTI, is a network of jurisdictions with populations of over 250,000. The UC provides a platform for research and enterprise through its Energy, Environmental, Transportation, and Telecommunications and Information Task Forces. The UC provides a unique creative forum where elected and appointed officials and technical managers identify, test, and validate practical ways to improve the provision of public services and, where possible, generate new revenue opportunities. Public Technology, Inc., is the non-profit technology organization of the National League of Cities, the National Association of Counties, and the International City/County Management Association. PTI creates and advances technology-based products, services, and enterprises in cities and counties nationwide. Staffed by PTI, the UC addresses the critical needs of local governments through its Task Forces. The Urban Consortium Energy Task Force (UCETF) program has, since its inception, acted as a laboratory to develop, test solutions and share the resulting products or management approaches with the wider audience of local governments. It has addressed the overlap between energy and environment and economic development policy issues, and, is the nation's most extensive cooperative local government program to improve energy management and decision-making through applied research and technology cooperation. Proposals to meet the specific objectives of the UCETF annual R and D program are solicited from major urban jurisdictions. Projects based on these proposals are then selected by the UCETF for direct conduct and management by staff of city and county governments. Projects selected for each year's program are organized in thematic units to assure effective management and ongoing peer-to-peer experience exchange, with results documented at the end of each program year.

    This report describes a first phase of a project to design, construct and commission an integrated coal/biomass-to-liquids facility at a capacity of 1 bbl. /day at the University of Kentucky Center for Applied Energy Research (UK-CAER) – specifically for construction of the building and upstream process units for feed handling, gasification, and gas cleaning, conditioning and compression. The deliverables from the operation of this pilot plant [when fully equipped with the downstream process units] will be firstly the liquid FT products and finished fuels which are of interest to UK-CAER’s academic, government and industrial research partners. The facility will produce research quantities of FT liquids and finished fuels for subsequent Fuel Quality Testing, Performance and Acceptability. Moreover, the facility is expected to be employed for a range of research and investigations related to: Feed Preparation, Characteristics and Quality; Coal and Biomass Gasification; Gas Clean-up/ Conditioning; Gas Conversion by FT Synthesis; Product Work-up and Refining; Systems Analysis and Integration; and Scale-up and Demonstration. Environmental Considerations - particularly how to manage and reduce carbon dioxide emissions from CBTL facilities and from use of the fuels - will be a primary research objectives. Such a facility has required significant lead time for environmental review, architectural/building construction, and EPC services. UK, with DOE support, has advanced the facility in several important ways. These include: a formal EA/FONSI, and permits and approvals; construction of a building; selection of a range of technologies and vendors; and completion of the upstream process units. The results of this project are the FEED and detailed engineering studies, the alternate configurations and the as-built plant - its equipment and capabilities for future research and demonstration and its adaptability for re-purposing to meet other needs.     From the title, the reader is led to expect a broad practical treatise on combustion and combustion devices. Remarkably, for a book of modest dimension, the author is able to deliver. The text is organized into 12 Chapters, broadly treating three major areas: combustion fundamentals -- introduction (Ch. 1), thermodynamics (Ch. 2), fluid mechanics (Ch. 7), and kinetics (Ch. 8); fuels -- coal, municipal solid waste, and other solid fuels (Ch. 4), liquid (Ch. 5) and gaseous (Ch. 6) fuels; and combustion devices -- fuel cells (Ch. 3), boilers (Ch. 4), Otto (Ch. 10), diesel (Ch. 11), and Wankel (Ch. 10) engines and gas turbines (Ch. 12). Although each topic could warrant a complete text on its own, the author addresses each of these major themes with reasonable thoroughness. Also, the book is well documented with a bibliography, references, a good index, and many helpful tables and appendices. In short, Applied Combustion does admirably fulfill the author`s goal for a wide engineering science introduction to the general subject of combustion.

    This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid. The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable. The branch current leads being individually insulated from said thermally insulation envelope by individual electrical insulators.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

One or more rigid, non-structural glazings are attached to the inside of the spacer to divide the space between the inner and outer glazings to provide insulating gaps between glazings of from about 0.20 inches to about 0.40 inches. One or more glazing surfaces facing each thermal gap are coated with a low emissivity coating. Finally, the thermal gaps are filled with a low conductance gas such as krypton gas. 2 figs.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for

Furthermore, influential parameters are indoor moisture excess, air leakages through the attic floor, and leakages from air-handling unit and ventilation ducts. In addition, the type of building materials such as the insulation material and closed or open cell spray polyurethane foam will influence the future performance of the roof. A development of a simulation model of the roof assembly will enable a risk and sensitivity analysis, in which the most important varying parameters on the hygrothermal performance can be determined. The model is designed to perform probabilistic simulations using mathematical and hygrothermal calculation tools. The varying input parameters can be chosen from existing measurements, simulations, or standards. An analysis is applied to determine the risk of consequences, such as mold growth, rot, or energy demand of the HVAC unit. Furthermore, the future performance of the roof can be simulated in different climates to facilitate the design of an efficient and reliable roof construction with the most suitable technical solution and to determine the most appropriate building materials for a given climate

    This windmill provides low cost energy out of the wind in the form of compressed air, etc, by maximizing wind-contact at the least cost construction and maintenance, at the least cost of project site - making the ''Output/Cost Ratio'' very high. This is done by making the sails very large using light fabrics with aluminum or bamboo frames forming a square face, supported by light strong ropes, by arranging the sails on a single file close to one after the other at erect posture free to clip to the right or to the left, forming a long procession line transverse to the wind which is in close loop with another long procession line parallel to it but moving to the opposite direction, to produce a very large windmill without the need of additional set up units of windmills; by carrying the large sails high about the ground for better wind-contact thru a two level Aerial Cable Railway by means of a deep-groove roller wheel attached to the top end and to the bottom end of each sail-mast; by separating the two parallel lines of sails at least 100 feet apart for better wind-contact thru the use of set of three Terminal Gear Wheels at a Half-Hexagonal formation that hold the end loops of the Power Cable Chain being tugged by each sail; by making the windmill work during strong winds and storing the energy in compressed air tunnels, elevated water.

    A method for applying novel coatings to substrates is provided. The ends of multiplicity of rods of different materials are melted by focused beams of laser light. Individual electric fields are applied to each of the molten rod ends, thereby ejecting charged particles that include droplets, atomic clusters, molecules, and atoms.     To facilitate early-stage life-cycle techno-economic modeling of emerging technologies, here we identify scaling relations between unit price and sales quantity for a variety of chemical products of three categories - metal salts, organic compounds, and solvents. We collect price quotations for lab-scale and bulk purchases of chemicals from both U.S. and Chinese suppliers. We apply a log-log linear regression model to estimate the price discount effect. Using the median discount factor of each category, one can infer bulk prices of products for which only lab-scale prices are available. We conduct out-of-sample tests showing that most of the price proxies deviate from their actual reference prices by a factor less than ten. We also apply the bootstrap method to determine if a sample median discount factor should be accepted for price approximation. We find that appropriate discount factors for metal salts and for solvents are both -0.56, while that for organic compounds is -0.67 and is less representative due to greater extent of product heterogeneity within this category.
