  13. Interaction of science and diplomacy: Latin American, the United States and nuclear energy, 1945-1955

    Nuclear programs in Argentina and Brazil can be traced to August 1945 when their scientific communities articulated responses to the atomic bombings of Japan. They culminated in attempts to develop independent nuclear programs, sharply opposed by the United States, during the nationalist governments of Juan Peron and Getulio Vargas. This dissertation, based on primary sources from the three nations, analyzes these programs and the American responses. Latin America entered the nuclear age attempting to control natural resources, to improve scientific establishments, and to appraise Latin American-United States relations. Despite some clear warnings about nuclear dangers, the new form of energy was seen as the solution to industrial problems, poverty, and outside political interference. International opposition, which may have included nuclear threats from the United States, blocked Argentina's first attempt in 1947. After 1948, Peron wanted a nuclear program for cheap energy and prestige. The qualifications of the Brazilian scientists gave more substance to their program. The program originated in August, 1945, but assumed national proportion with the government of Vargas in 1951. Lack of American cooperation forced Vargas to establish a secret program with Germany. American troops intervened taking over the German equipment already completed. The final collapse came about with Vargas' suicide in August, 1954.

    ALSTOM Power Inc.'s Power Plant Laboratories (ALSTOM) has teamed with American Electric Power (AEP), ABB Lummus Global Inc. (ABB), the US Department of Energy National Energy Technology Laboratory (DOE NETL), and the Ohio Coal Development Office (OCDO) to conduct a comprehensive study evaluating the technical feasibility and economics of alternate CO{sub 2} capture and sequestration technologies applied to an existing US coal-fired electric generation power plant. The motivation for this study was to provide input to potential US electric utility actions concerning GHG emissions reduction. If the US decides to reduce CO{sub 2} emissions, action would need to be taken to address existing power plants. Although fuel switching from coal to natural gas may be one scenario, it will not necessarily be a sufficient measure and some form of CO{sub 2} capture for use or disposal may also be required. The output of this CO{sub 2} capture study will enhance the public's understanding of control options and influence decisions and actions by government, regulators, and power plant owners in considering the costs of reducing greenhouse gas CO{sub 2} emissions. The total work breakdown structure is encompassed within three major reports, namely: (1) Literature Survey, (2) AEP's Conesville Unit No.5 Retrofit Study, and (3) Bench-Scale Testing and CFD Evaluation. The report on the literature survey results was issued earlier by Bozzuto, et al. (2000). Reports entitled ''AEP's Conesville Unit No.5 Retrofit Study'' and ''Bench-Scale Testing and CFD Evaluation'' are provided as companion volumes, denoted Volumes I and II, respectively, of the final report. The work performed, results obtained, and conclusions and recommendations derived therefrom are summarized.

  20. Degradation Of Cementitious Materials Associated With Saltstone Disposal Units

    The Saltstone facilities at the DOE Savannah River Site (SRS) stabilize and dispose of low-level radioactive salt solution originating from liquid waste storage tanks at the site. The Saltstone Production Facility (SPF) receives treated salt solution and mixes the aqueous waste with dry cement, blast furnace slag, and fly ash to form a grout slurry which is mechanically pumped into concrete disposal cells that compose the Saltstone Disposal Facility (SDF). The solidified grout is termed saltstone. Cementitious materials play a prominent role in the design and long-term performance of the SDF. The saltstone grout exhibits low permeability and diffusivity, and thus represents a physical barrier to waste release. The waste form is also reducing, which creates a chemical barrier to waste release for certain key radionuclides, notably Tc-99. Similarly, the concrete shell of an SDF disposal unit (SDU) represents an additional physical and chemical barrier to radionuclide release to the environment. Together the waste form and the SDU compose a robust containment structure at the time of facility closure. However, the physical and chemical state of cementitious materials will evolve over time through a variety of phenomena, leading to degraded barrier performance over Performance Assessment (PA) timescales of thousands to tens of thousands of years. Previous studies of cementitious material degradation in the context of low-level waste disposal have identified sulfate attack, carbonation influenced steel corrosion, and decalcification (primary constituent leaching) as the primary chemical degradation phenomena of most relevance to SRS exposure conditions. In this study, degradation time scales for each of these three degradation phenomena are estimated for saltstone and concrete associated with each SDU type under conservative, nominal, and best estimate assumptions. The nominal value (NV) is an intermediate result that is more probable than the conservative estimate (CE) and more defensible than the best estimate (BE). The combined effects of multiple phenomena are then considered to determine the most limiting degradation time scale for each cementitious material. Degradation times are estimated using a combination of analytic solutions from literature and numerical simulation codes provided through the DOE Cementitious Barriers Partnership (CBP) Software Toolbox (http://cementbarriers.org). For the SDU 2 design, the roof, wall, and floor components are projected to become fully degraded under Nominal conditions at 3866, 923, and 1413 years, respectively. For SDU 4 the roof and floor are estimated to be fully degraded under Nominal conditions after 1137 and 1407 years, respectively; the wall is assumed to be fully degraded at time zero in the most recent PA simulations. Degradation of these concrete barriers generally occurs from combined sulfate attack and corrosion of embedded steel following carbonation. Saltstone is projected to degrade very slowly by decalcification, with complete degradation occurring in excess of 200,000 years for any SDU type. Complete results are provided.

    This report summarizes a study and corresponding model development conducted in support of the United States Pacific Command (USPACOM) as part of the Federal Energy Management Program (FEMP) American Reinvestment and Recovery Act (ARRA). This research was aimed at developing a mathematical programming framework and accompanying optimization methodology in order to simultaneously evaluate energy efficiency (EE) and renewable energy (RE) opportunities. Once developed, this research then demonstrated this methodology at a USPACOM installation - Camp H.M. Smith, Hawaii. We believe this is the first time such an integrated, joint EE and RE optimization methodology has been constructed and demonstrated.

    Mississippian oolites (oolitic limestones) are widely distributed across the continental US, and are economically important as hydrocarbon reservoirs. Initial understanding of Mississippian oolitic reservoirs comes from an overview of the Mississippian depositional framework and a review of published literature on depositional models for Mississippian oolites and associated facies. The Mississippian was divided into four intervals corresponding approximately to the following stages: Kinderhookian (interval A), early Valmeyeran or Osagian (interval B), late Valmeyeran or Meramercian (interval C), and Chesterian (interval D). These intervals, which are not unique to this study, provide a convenient method of subdividing Mississippian rocks for more detailed regional mapping. Paleogeographic and gross lithofacies maps were prepared for each interval to relate oolite occurrences to their regional settings. Interval A was characterized by two broad, shallow seas separated by the Transcontinental lowlands. Marine deposition was dominantly carbonate toward the west and shale to the east. Areas of extensive oolite deposition were adjacent to either side of the Transcontinental lowlands. Interval B was a time of extensive marine transgression with small land areas isolated in a broad, generally shallow sea. Shale deposition continued in the Michigan, Illinois, and northern Appalachian basin, and cherty carbonates accumulated elsewhere. Oolite deposition was limited to the western US in the Williston basin, and to other areas along the slightly submerged Transcontinental arch. During interval C, land areas became more emergent and the Transcontinental lowlands once again separated the eastern and western seas.

    The objective of this lower head creep rupture analysis is to assess the current version of MELCOR 1.8.5-RG against SCDAP/RELAP5 MOD 3.3kz. The purpose of this assessment is to investigate the current MELCOR in-vessel core damage progression phenomena including the model for the formation of a molten pool. The model for stratified molten pool natural heat transfer will be included in the next MELCOR release. Presently, MELCOR excludes the gap heat-transfer model for the cooling associated with the narrow gap between the debris and the lower head vessel wall. All these phenomenological models are already treated in SCDAP/RELAP5 using the COUPLE code to model the heat transfer of the relocated debris with the lower head based on a two-dimensional finite-element-method. The assessment should determine if current MELCOR capabilities adequately cover core degradation phenomena appropriate for the consolidated MELCOR code. Inclusion of these features should bring MELCOR much closer to a state of parity with SCDAP/RELAP5 and is a currently underway element in the MELCOR code consolidation effort. This assessment deals with the following analysis of the Three Mile Island Unit 2 (TMI-2) alternative accident sequences. The TMI-2 alternative accident sequence-1 includes the continuation of the base case of the TMI-2 accident with the Reactor Coolant Pumps (RCP) tripped, and the High Pressure Injection System (HPIS) throttled after approximately 6000 s accident time, while in the TMI-2 alternative accident sequence-2, the reactor coolant pumps is tripped after 6000 s and the HPIS is activated after 12,012 s. The lower head temperature distributions calculated with SCDAP/RELAP5 are visualized and animated with open source visualization freeware 'OpenDX'. (author)

    An overview of the main North American codes and standards associated with hydrogen safety sensors is provided. The distinction between a code and a standard is defined, and the relationship between standards and codes is clarified, especially for those circumstances where a standard or a certification requirement is explicitly referenced within a code. The report identifies three main types of standards commonly applied to hydrogen sensors (interface and controls standards, shock and hazard standards, and performance-based standards). The certification process and a list and description of the main standards and model codes associated with the use of hydrogen safety sensors in hydrogen infrastructure are presented.

    Latin America is the most urbanized region in the developing world. In recent years, significant economic growth has resulted in population migration from rural areas to urban centers, as well as in a substantial rise in the standard of living within the Region. These changes have impacted the air quality of Latin American countries as increased numbers of industrial facilities and motor vehicles release pollutants into the air. With the advent of new free trade agreements such as MERCOSUR and NAFTA, economic activity and associated pollutant levels can only be expected to continue to expand in the future. In order to address growing air pollution problems, many Latin America countries including Argentina, Brazil, Chile, Columbia, Costa Rica, and Mexico have passed, or will soon pass, new legislation to develop and strengthen their environmental frameworks with respect to air quality. As a first step toward understanding the impacts that this increased environmental regulation will have, this paper will examine the regulatory systems in six Latin American countries with respect to ambient air quality and for each of these countries: review a short history of the air quality problems within the country; outline the legal and institutional framework including key laws and implementing institutions; summarize in brief the current status of the country in terms of program development and implementation; and identify projected future trends. In addition, the paper will briefly review the international treaties that have bearing on Latin American air quality. Finally, the paper will conclude by identifying and exploring emerging trends in individual countries and the region as a whole.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    Since the U.S. Department of Energy (DOE) initiated the Wind Powering America (WPA) program in 1999, installed wind power capacity in the United States has increased from 2,500 MW to more than 11,000 MW. In 1999, only four states had more than 100 MW of installed wind capacity; now 16 states have more than 100 MW installed. In addition to WPA's efforts to increase deployment, the American Wind Energy Association (AWEA) is building a network of support across the country. In July 2005, AWEA launched the Wind Energy Works! Coalition, which is comprised of more than 70 organizations. In February 2006, the wind deployment vision was enhanced by President George W. Bush's Advanced Energy Initiative, which refers to a wind energy contribution of up to 20% of the electricity consumption of the United States. A 20% electricity contribution over the next 20 to 25 years represents 300 to 350 gigawatts (GW) of electricity. This paper provides a background of wind energy deployment in the United States and a history of the U.S. DOE's WPA program, as well as the program's approach to increasing deployment through removal of institutional and informational barriers to a 20% wind electricity future.

    This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    A voltage verification unit and method for determining the absence of potentially dangerous potentials within a power supply enclosure without Mode 2 work is disclosed. With this device and method, a qualified worker, following a relatively simple protocol that involves a function test (hot, cold, hot) of the voltage verification unit before Lock Out/Tag Out and, and once the Lock Out/Tag Out is completed, testing or "trying" by simply reading a display on the voltage verification unit can be accomplished without exposure of the operator to the interior of the voltage supply enclosure. According to a preferred embodiment, the voltage verification unit includes test leads to allow diagnostics with other meters, without the necessity of accessing potentially dangerous bus bars or the like.

    This binary plant is the first high-output refrigeration based waste heat recovery cycle in the industry. Its working fluid is environmentally friendly and as such, the permits that would be required with a butane based cycle are not necessary. The unit is modularized, meaning that the unit’s individual skids were assembled in another location and were shipped via truck to the plant site. This project proves the technical feasibility of using low temperature brine The development of the unit led to the realization of low temperature, high output, and environmentally friendly heat recovery systems through domestic research and engineering. The project generates additional renewable energy for Nevada, resulting in cleaner air and reduced carbon dioxide emissions. Royalty and tax payments to governmental agencies will increase, resulting in reduced financial pressure on local entities. The major components of the unit were sourced from American companies, resulting in increased economic activity throughout the country.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for decommissioning at other facilities with similar equipment and labor costs. It also provides techniques for extracting information from limited data using extrapolation and interpolation techniques.

    Class 8 heavy-duty trucks account for over three-quarters of the total diesel fuel used by commercial trucks (trucks with GVWRs more than 10,000 pounds) in the United States each year. At the highway speeds at which these trucks travel (i.e., 60 mph or greater), aerodynamic drag is a major part of total horsepower needed to move the truck down the highway, Reductions in aerodynamic drag can yield measurable benefits in fuel economy through the use of relatively inexpensive and simple devices. The goal of this project was to examine a number of aerodynamic drag reduction devices and systems and determine their effectiveness in reducing aerodynamic drag of Class 8 tractor/semitrailer combination-units, thus contributing to DOE's goal of reducing transportation petroleum use. The project team included major heavy truck manufacturers in the United States, along with the management and industry expertise of the Truck Manufacturers Association as the lead investigative organization. The Truck Manufacturers Association (TMA) is the national trade association representing the major North American manufacturers of Class 6-8 trucks (GVWRs over 19,500 lbs). Four major truck manufacturers participated in this project with TMA: Freightliner LLC; International Truck and Engine Corporation; Mack Trucks Inc.; and Volvo Trucks North America, Inc. Together, these manufacturers represent over three-quarters of total Class 8 truck sales in the United States. These four manufacturers pursued complementary research efforts as part of this project. The project work was separated into two phases conducted over a two-year period. In Phase I, candidate aerodynamic devices and systems were screened to focus research and development attention on devices that offered the most potential. This was accomplished using full-size vehicle tests, scale model tests, and computational fluid dynamics analyses. In Phase II, the most promising devices were installed on full-size trucks and their effect on fuel economy was determined, either through on-road testing or full-size wind tunnel testing. All of the manufacturers worked with devices and systems that offer practical solutions to reduce aerodynamic drag, accounting for functionality, durability, cost effectiveness, reliability, and maintainability. The project team members and their roles and responsibilities are shown in Figure 2-1. Figure 2-2 shows the Phase I and II project schedules for all four projects and associated management activities.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    The first and only national norm for residential ventilation in the United States is Standard 62.2-2004 published by the American Society of Heating, Refrigerating and Air-conditioning Engineers (ASHRAE). This standard does not by itself have the force of regulation, but is being considered for adoption by various jurisdictions within the U.S. as well as by various voluntary programs. The adoption of 62.2 would require mechanical ventilation systems to be installed in virtually all new homes, but allows for a wide variety of design solutions. These solutions, however, may have a different energy costs and non-energy benefits. This report uses a detailed simulation model to evaluate the energy impacts of currently popular and proposed mechanical ventilation approaches that are 62.2 compliant for a variety of climates. These results separate the energy needed to ventilate from the energy needed to condition the ventilation air, from the energy needed to distribute and/or temper the ventilation air. The results show that exhaust systems are generally the most energy efficient method of meeting the proposed requirements. Balanced and supply systems have more ventilation resulting in greater energy and their associated distribution energy use can be significant.

    The art of gas centrifugation was born in 1935 at the University of Virginia when Dr. Jesse Beams demonstrated experimentally the separation of chlorine isotopes using an ultra-high speed centrifuge. Dr. Beams experiment initiated work that created a rich history of scientific and engineering accomplishment in the United States in the art of isotope separation and even large scale biological separation by centrifugation. The early history of the gas centrifuge development was captured in a lecture and documented by Dr. Jesse Beams in 1975. Much of Dr. Beams lecture material is used in this paper up to the year 1960. Following work by Dr. Gernot Zippe at the University of Virginia between 1958 and 1960, the US government embarked on a centrifuge development program that ultimately led to the start of construction of the Gas Centrifuge Enrichment Plant in Piketon Ohio in the late 1970s. The government program was abandoned in 1985 after investing in the construction of two of six planned process buildings, a complete supply chain for process and centrifuge parts, and the successful manufacture and brief operation of an initial complement of production machines that would have met 15 percent of the planned capacity of the constructed process buildings. A declining market for enriched uranium, a glut of uranium enrichment capacity worldwide, and the promise of a new laser based separation process factored in the decision to stop the government program. By the late 1990s it had become evident that gas centrifugation held the best promise to produce enriched uranium at low cost. In1999, the United States Enrichment Corporation undertook an initiative to revive the best of the American centrifuge technology that had been abandoned fourteen years earlier. This is an exciting story and one that when complete will enable the United States to maintain its domestic supply and to be highly competitive in the world market for this important energy commodity. As a venue for scientific exchange, the ACNS showcases recent results and provides forums for scientific discussion of neutron research in diverse fields such as hard and soft condensed matter, liquids, biology, magnetism, engineering materials, chemical spectroscopy, crystal structure, and elementary excitations, fundamental physics and development of neutron instrumentation through a combination of invited talks, contributed talks and poster sessions. As a super-user meeting, the ACNS fulfills the main objectives of users' meetings previously held periodically at individual national neutron facilities, with the advantage of a larger and more diverse audience. To this end, each of the major national neutron facilities (NIST, LANSCE, HFIR and SNS) have an opportunity to exchange information and update users, and potential users, of their facility. This is also an appropriate forum for users to raise issues that relate to the facilities. For many of the national facilities, this super-user meeting should obviate the need for separate user meetings that tax the time, energy and budgets of facility staff and the users alike, at least in years when the ACNS is held. We rely upon strong participation from the national facilities. The NSSA intends that the American Conference on Neutron Scattering (ACNS) will occur approximately every two years, but not in years that coincide with the International or European Conferences on Neutron Scattering. The ACNS is to be held in association with one of the national neutron centers in a rotating sequence, with the host facility providing local organization and planning assistance. Additional logistical support is being provided this year through a partnership with the conferencing office of the Materials Research Society (MRS). The ACNS, targeting the entire potential neutron North American user community, complements the annual NIST, ANL and LANSCE neutron and scattering schools which give hands-on experience primarily to graduate students who anticipate using neutron scattering in their thesis research. The summer schools are promoted at the ACNS and represent a natural path for students to take after being inspired by the activities of the ACNS.

    This monograph investigates the uses and effects of chemical weapons used on units. The doctrine and technology available today are compared to those available and used by the American Expeditionary Forces (AEF) during World War One. The monograph first discusses the development and use of gas during WWI. Specifically, five case studies are presented representing the offensive and defensive use of gas as seen by AEF units. Each case is then analyzed using the battlefield operating systems (BOS). Lessons learned are then extracted from the case studies. Today's doctrine is then analyzed using these lessons learned to determine if the US is any better prepared to fight in a chemical environment today than it was at the end of WWI.

    This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group`s findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

Obtaining rights-of-way for the pipelines, particularly across railroad lands, has been a major stumbling lock to construction in the US. Testimony was heard from 9 witnesses, representing the Building and Construction Trade Department of AFL-CIO, Snamprogetti USA, Association of American Railroads, Railway Labor Executives Association, Coal and Slurry Technology Association, American Mining Congress, Edison Electric Institute, and the state of Louisiana. An attorney at law also gave testimony. Additional material was submitted by the National Association of Regulatory Utility Commissioners, the American Farm Bureau Federation, American Public Power Association, several union representatives, and the National Rural Electric Cooperative Association.
