    The American Gas Association (AGA) supports a policy of increasing conventional natural gas production and sustaining the higher level for at least 40 years in addition to developing unconventional sources by coal gasification, methane, biomass, and other technologies. International efforts to shift from petroleum to gas are responding to the need for appropriate policies. With gas supplying 40% of the energy consumed by American buildings and by industry and agriculture, the country has a significant financial investment in equipment and distribution systems. Although deregulation of gas prices will not prevent a decline in conventional production for the next decade, new sources and technologies will combine to maintain supplies. Policies are needed to enhance the US coal gasification capability and to promote the use of dual-fired furnaces. The worldwide gas option is an appropriate to other oil-importing countries as it is to the US. (DCK)

    MidAmerican Energy Co. and its project partners are convinced that supercritical coal-firing technology's inherently higher efficiency and lower CO{sub 2} emissions no longer come with a price: reduced reliability. Unit 4 of the Walter Scott, Jr. Energy Center (WSEC) entered into service in June 2006 doubling the capacity of the PRB-coal fuelled plant to 1,600 MW. This is the first major new supercritical plant in the US in more than 15 years. The design of the boiler and the air pollution control systems downstream are described and illustrated. Unit 4 won the 2007 Plant of the Year awarded by Power magazine. 11 figs.

    The Saltstone facilities at the DOE Savannah River Site (SRS) stabilize and dispose of low-level radioactive salt solution originating from liquid waste storage tanks at the site. The Saltstone Production Facility (SPF) receives treated salt solution and mixes the aqueous waste with dry cement, blast furnace slag, and fly ash to form a grout slurry which is mechanically pumped into concrete disposal cells that compose the Saltstone Disposal Facility (SDF). The solidified grout is termed “saltstone”. Cementitious materials play a prominent role in the design and long-term performance of the SDF. The saltstone grout exhibits low permeability and diffusivity, and thus represents a physical barrier to waste release. The waste form is also reducing, which creates a chemical barrier to waste release for certain key radionuclides, notably Tc-99. Similarly, the concrete shell of an SDF disposal unit (SDU) represents an additional physical and chemical barrier to radionuclide release to the environment. Together the waste form and the SDU compose a robust containment structure at the time of facility closure. However, the physical and chemical state of cementitious materials will evolve over time through a variety of phenomena, leading to degraded barrier performance over Performance Assessment (PA) timescales of thousands to tens of thousands of years. Previous studies of cementitious material degradation in the context of low-level waste disposal have identified sulfate attack, carbonation influenced steel corrosion, and decalcification (primary constituent leaching) as the primary chemical degradation phenomena of most relevance to SRS exposure conditions. In this study, degradation time scales for each of these three degradation phenomena are estimated for saltstone and concrete associated with each SDU type under conservative, nominal, and best estimate assumptions. The nominal value (NV) is an intermediate result that is more probable than the conservative estimate (CE) and more defensible than the best estimate (BE). The combined effects of multiple phenomena are then considered to determine the most limiting degradation time scale for each cementitious material. Degradation times are estimated using a combination of analytic solutions from literature and numerical simulation codes provided through the DOE Cementitious Barriers Partnership (CBP) Software Toolbox (http://cementbarriers.org). For the SDU 2 design, the roof, wall, and floor components are projected to become fully degraded under Nominal conditions at 3866, 923, and 1413 years, respectively. For SDU 4 the roof and floor are estimated to be fully degraded under Nominal conditions after 1137 and 1407 years, respectively; the wall is assumed to be fully degraded at time zero in the most recent PA simulations. Degradation of these concrete barriers generally occurs from combined sulfate attack and corrosion of embedded steel following carbonation. Saltstone is projected to degrade very slowly by decalcification, with complete degradation occurring in excess of 200,000 years for any SDU type. Complete results are provided.

    ALSTOM Power Inc.'s Power Plant Laboratories (ALSTOM) has teamed with American Electric Power (AEP), ABB Lummus Global Inc. (ABB), the US Department of Energy National Energy Technology Laboratory (DOE NETL), and the Ohio Coal Development Office (OCDO) to conduct a comprehensive study evaluating the technical feasibility and economics of alternate CO{sub 2} capture and sequestration technologies applied to an existing US coal-fired electric generation power plant. The motivation for this study was to provide input to potential US electric utility actions concerning GHG emissions reduction. If the US decides to reduce CO{sub 2} emissions, action would need to be taken to address existing power plants. Although fuel switching from coal to natural gas may be one scenario, it will not necessarily be a sufficient measure and some form of CO{sub 2} capture for use or disposal may also be required. The output of this CO{sub 2} capture study will enhance the public's understanding of control options and influence decisions and actions by government, regulators, and power plant owners in considering the costs of reducing greenhouse gas CO{sub 2} emissions. The total work breakdown structure is encompassed within three major reports, namely: (1) Literature Survey, (2) AEP's Conesville Unit No.5 Retrofit Study, and (3) Bench-Scale Testing and CFD Evaluation. The report on the literature survey results was issued earlier by Bozzuto, et al. (2000). Reports entitled ''AEP's Conesville Unit No.5 Retrofit Study'' and ''Bench-Scale Testing and CFD Evaluation'' are provided as companion volumes, denoted Volumes I and II, respectively, of the final report. The work performed, results obtained, and conclusions and recommendations derived therefrom are summarized.

    Purpose: The purpose of this guideline was to provide a clinical framework for the use of radiation therapy after radical prostatectomy as adjuvant or salvage therapy. Methods and Materials: A systematic literature review using PubMed, Embase, and Cochrane database was conducted to identify peer-reviewed publications relevant to the use of radiation therapy after prostatectomy. The review yielded 294 articles; these publications were used to create the evidence-based guideline statements. Additional guidance is provided as Clinical Principles when insufficient evidence existed. Results: Guideline statements are provided for patient counseling, use of radiation therapy in the adjuvant and salvage contexts, defining biochemical recurrence, and conducting a restaging evaluation. Conclusions: Physicians should offer adjuvant radiation therapy to patients with adverse pathologic findings at prostatectomy (ie, seminal vesicle invastion, positive surgical margins, extraprostatic extension) and salvage radiation therapy to patients with prostate-specific antigen (PSA) or local recurrence after prostatectomy in whom there is no evidence of distant metastatic disease. The offer of radiation therapy should be made in the context of a thoughtful discussion of possible short- and long-term side effects of radiation therapy as well as the potential benefits of preventing recurrence. The decision to administer radiation therapy should be made by the patient and the multidisciplinary treatment team with full consideration of the patient's history, values, preferences, quality of life, and functional status.     A pair of lithofacies maps of northeastern United States within 2 m below and above the the Tioga Ash middle coarse zone in the Appalachian and Illinois basins and the equivalent Kawkawlin Bentonite in the Michigan basin reveals a pronounced sea level rise about 0.3 m stratigraphically beneath the Tioga middle coarse zone. Removing effects of the rise yields a facies residual indicating these sedimentary tectonic patterns during the volcanic eruption: (1) Tioga volcanic source present near Fredericksburg, Virginia, on the 38th Parallel zone of the North American plate, now hidden beneath the Blue Ridge crystalline overthrust, (2) the Acadian orogeny beginning with rise of low-grade metamorphic terrane near the volcanic center, (3) Browns Mountain growth anticline extending southward across present Valley and Ridge outcrops, (4) east-northeast-trending hinge line controlling Onondaga pinncacle reefs in New York and Pennsylvania, (5) western Rome trough boundary in northwestern West Virginia subsiding to the east, (6) tectonically negative Rome trough in eastern Kentucky, (7) Waverly arch reactivating in southern Ohio, (8) Marcellus Shale initially prograding from a source near Fredericksburg, Virginia (only later did New England Acadian uplift become the dominant source of siliciclastics reaching New York), (9) dolomite flat of Indiana and Illinois receiving normal marine wafers from the south, (10) restriction of Tioga to southeastern Illinois basin, suggesting only that part of the basin was tectonically negative, and (11) apparent absence of Kawkawlin tuff in extreme eastern Michigan basin, suggesting a margin emergent as sabkha dolomite and evaporites, with more normal marine waters entering across the downwarped Chatham Sag.

    This proposal supported Chemistry Symposia at the 2011 American Association for the Advancement of Science (AAAS) Meeting in Washington, DC February 17-21, 2011. The Chemistry Section of AAAS presented an unusually strong set of symposia for the 2011 AAAS meeting to help celebrate the 2011 International Year of Chemistry. The AAAS meeting provided an unusual opportunity to convey the excitement and importance of chemistry to a very broad audience and allowed access to a large contingent of the scientific press. Excellent suggestions for symposia were received from AAAS Chemistry Fellows and from the chairs of the American Chemical Society Technical Divisions. The AAAS Chemistry executive committee selected topics that would have wide appeal to scientists, the public, and the press for formal proposals of symposia. The symposia proposals were peer reviewed by AAAS. The Chemistry Section made a strong case to the program selection committee for approval of the chemistry symposia and 6 were approved for the 2011 annual meeting. The titles of the approved symposia were: (1) Powering the Planet: Generation of Clean Fuels from Sunlight and Water, (2) Biological Role and Consequences of Intrinsic Protein Disorder, (3) Chemically Speaking: How Organisms Talk to Each Other, (4) Molecular Self-Assembly and Artificial Molecular Machines, (5) Frontiers in Organic Materials for Information Processing, Energy and Sensors, and (6) Celebrating Marie Curie's 100th Anniversary of Her Nobel Prize in Chemistry. The Chemistry Section of AAAS is provided with funds to support only 1-2 symposia a year. Because of the much greater number of symposia approved in conjunction with observance of the 2011 International Year of Chemistry, additional support was sought from DOE to help support the 30 invited speakers and 8 symposia moderators/organizers. Support for the symposia provided the opportunity to highlight the excitement of current chemical research, to educate the public about the achievements of chemistry and its contributions to the well-being of humankind. The 2011 AAAS Annual Meeting provided an important opportunity to play a prominent role in the global celebration of the 2011 International Year of Chemistry.

    Purpose/Objective(s): To determine the timeline used by postgraduate year (PGY)-5 radiation oncology residents during the job application process and the factors most important to them when deciding on a first job. Methods and Materials: In 2012 and 2013, the Association of Residents in Radiation Oncology conducted a nationwide electronic survey of PGY-5 radiation oncology residents in the United States during the final 2 months of their training. Descriptive statistics are reported. In addition, subgroup analysis was performed. Results: Surveys were completed by 180 of 314 residents contacted. The median time to start networking for the purpose of employment was January PGY-4; to start contacting practices, complete and upload a curriculum vitae to a job search website, and use the American Society of Radiation Oncology Career Center was June PGY-4; to obtain letters of recommendation was July PGY-5; to start interviewing was August PGY-5; to finish interviewing was December PGY-5; and to accept a contract was January PGY-5. Those applying for a community position began interviewing at an earlier average time than did those applying for an academic position (P=.04). The most important factors to residents when they evaluated job offers included (in order from most to least important) a collegial environment, geographic location, emphasis on best patient care, quality of support staff and facility, and multidisciplinary approach to patient care. Factors that were rated significantly different between subgroups based on the type of position applied for included adequate mentoring, dedicated research time, access to clinical trials, amount of time it takes to become a partner, geographic location, size of group, starting salary, and amount of vacation and days off. Conclusions: The residents' perspective on the job application process over 2 years is documented to provide a resource for current and future residents and employers to use.

    This document reports the results of recent tests and analyses evaluating safety concerns relating to Three Mile Island Unit 2 (TMI-2) core debris pyrophoricity, radiolytic hydrogen and oxygen, and the potential for steam generation in shipping canisters during a fire. Recommendations drawn from these results include the following: (1) hydrogen-oxygen recombiners should be installed in each core debris canister, (2) water should be removed from each canister by drip drying (no vacuum pumping is required), (3) the maximum weight of the loaded, dewatered canisters and the minimum volume of gas/vapor in each canister should be controlled and measured by weighting before and after dewatering, (4) a cover gas of approximately two atmospheres of argon should be added to each canister, (5) each canister should be weighed and pressure checked prior to shipping, (6) the shipping cask should be designed to limit the temperature of the canister contents after the standard hypothetical accident (fire) such that the design pressure of the canister/cask will not be exceeded, (7) provisions should be made for canister venting during long-term storage and for cask venting in the event of an overpressure condition resulting from an ''extended'' fire, and (8) some pyrophoricity testing of samples taken during defueling should be conducted to assure adequate safety-related information during canister opening.

    For the Lancaster, PA seismic zone a multifaceted investigation revealed several manifestations of near-surface, neotectonic deformation. Remote sensing data together with surface geological and geophysical observations, and recent seismicity reveal that the neotectonic deformation is concentrated in a NS-trending fault zone some 50 km in length and 10--20 km in width. Anomalies associated with this zone include distinctive lineament and surface erosional patterns; geologically recent uplift evidenced by elevations of stream terraces along the Susquehanna River; and localized contemporary travertine deposits in streams down-drainage from the inferred active fault zone. In the Moodus seismic zone the frequency of tectonically-controlled lineaments was observed to increase in the Moodus quadrangle compared to adjacent areas and dominant lineament directions were observed that are perpendicular and parallel to the orientation of the maximum horizontal stress direction (N80-85E) recently determined from in-situ stress measurements in a 1.5 km-deep borehole in the seismic zone and from well-constrained earthquake focal mechanisms. 284 refs., 33 figs.

    The objective of this lower head creep rupture analysis is to assess the current version of MELCOR 1.8.5-RG against SCDAP/RELAP5 MOD 3.3kz. The purpose of this assessment is to investigate the current MELCOR in-vessel core damage progression phenomena including the model for the formation of a molten pool. The model for stratified molten pool natural heat transfer will be included in the next MELCOR release. Presently, MELCOR excludes the gap heat-transfer model for the cooling associated with the narrow gap between the debris and the lower head vessel wall. All these phenomenological models are already treated in SCDAP/RELAP5 using the COUPLE code to model the heat transfer of the relocated debris with the lower head based on a two-dimensional finite-element-method. The assessment should determine if current MELCOR capabilities adequately cover core degradation phenomena appropriate for the consolidated MELCOR code. Inclusion of these features should bring MELCOR much closer to a state of parity with SCDAP/RELAP5 and is a currently underway element in the MELCOR code consolidation effort. This assessment deals with the following analysis of the Three Mile Island Unit 2 (TMI-2) alternative accident sequences. The TMI-2 alternative accident sequence-1 includes the continuation of the base case of the TMI-2 accident with the Reactor Coolant Pumps (RCP) tripped, and the High Pressure Injection System (HPIS) throttled after approximately 6000 s accident time, while in the TMI-2 alternative accident sequence-2, the reactor coolant pumps is tripped after 6000 s and the HPIS is activated after 12,012 s. The lower head temperature distributions calculated with SCDAP/RELAP5 are visualized and animated with open source visualization freeware 'OpenDX'. (author)

    The purpose of this project was for Seeo to deliver the first ever large-scale or grid-scale prototype of a new class of advanced lithium-ion rechargeable batteries. The technology combines unprecedented energy density, lifetime, safety, and cost. The goal was to demonstrate Seeo’s entirely new class of lithium-based batteries based on Seeo’s proprietary nanostructured polymer electrolyte. This technology can enable the widespread deployment in Smart Grid applications and was demonstrated through the development and testing of a 10 kilowatt-hour (kWh) prototype battery system. This development effort, supported by the United States Department of Energy (DOE) enabled Seeo to pursue and validate the transformational performance advantages of its technology for use in grid-tied energy storage applications. The focus of this project and Seeo’s goal as demonstrated through the efforts made under this project is to address the utility market needs for energy storage systems applications, especially for residential and commercial customers tied to solar photovoltaic installations. In addition to grid energy storage opportunities Seeo’s technology has been tested with automotive drive cycles and is seen as equally applicable for battery packs for electric vehicles. The goals of the project were outlined and achieved through a series of specific tasks, which encompassed materials development, scaling up of cells, demonstrating the performance of the cells, designing, building and demonstrating a pack prototype, and providing an economic and environmental assessment. Nearly all of the tasks were achieved over the duration of the program, with only the full demonstration of the battery system and a complete economic and environmental analysis not able to be fully completed. A timeline over the duration of the program is shown in figure 1.

    The Agreement Between the Department of Defense of the United States and The Ministry of the Russian Federation for Atomic Energy (MINATOM) Concerning Control, Accounting, and Physical Protection of Nuclear Material, as well as a subsequent amendment to that agreement and a joint statement signed by the Department of Energy (DOE) and MINATOM, resulted in the selection of the Mayak Production Association (MPA) as one of the Russian enterprises that would participate with DOE Laboratories in expanded cooperation aimed at enhancing Material protection, Control and Accounting (MPC&A) systems in both countries. This paper describes the nature and scope of the expanded cooperation involving MPA and six DOE laboratories at an operating civilian, spent-nuclear-fuel reprocessing plant designated RT-1. RT-1 produces, among other materials, reactor-grade plutonium dioxide, a direct-use material that is stored within the boundaries of this plant. Initial efforts at expanded cooperation will focus on enhancements to the existing MPC&A systems at MPA`s RT-1 plant.

    Oak Ridge Institute for Science and Education (ORISE) personnel visited the United Nuclear Corporation (UNC) Naval Products site on three separate occasions during the months of October and November 2011. The purpose of these visits was to conduct confirmatory surveys of soils associated with the Argyle Street sewer line that was being removed. Soil samples were collected from six different, judgmentally determined locations in the Argyle Street sewer trench. In addition to the six soil samples collected by ORISE, four replicate soil samples were collected by Cabrera Services, Inc. (CSI) for analysis by the ORISE laboratory. Replicate samples S0010 and S0011 were final status survey (FSS) bias samples; S0012 was an FSS systematic sample; and S0015 was a waste characterization sample. Six soil samples were also collected for background determination. Uranium-235 and uranium-238 concentrations were determined via gamma spectroscopy; the spectra were also reviewed for other identifiable photopeaks. Radionuclide concentrations for these soil samples are provided. In addition to the replicate samples and the samples collected by ORISE, CSI submitted three soil samples for inter-laboratory comparison analyses. One sample was from the background reference area, one was from waste characterization efforts (material inside the sewer line), and one was a FSS sample. The inter-laboratory comparison analyses results between ORISE and CSI were in agreement, except for one sample collected in the reference area. Smear results For Argyle Street sewer pipes are tabulated.

    There is a growing desire among communities to become more sustainable. Energy conservation and renewable energy production (including solar energy) play a significant role in community sustainability goals. Public officials and engaged citizens have many opportunities throughout the planning process to help support and advance solar energy initiatives in their communities. LONG-RANGE COMMUNITY VISIONING AND GOAL SETTING Community visioning is often the first step in developing any type of community plan, for establishing new standards, policies, and incentives, for doing development work, and for making public investment decisions. Whether part of a planning process or on its own, visioning is an important first chance to identify new opportunities and priorities—including those related to solar energy. Planners often conduct visioning exercises that produce a community’s long-term goals and objectives. By expressing their views of renewable energy generation during these visioning exercises (including responding to surveys and participating in visioning meetings), citizens enable planners to gauge the level of awareness and importance of solar energy in the community. Planners use this information to develop policies and action items for the community. Once a community agrees upon its long-range goals and objectives, municipal officials should look to them when reviewing development proposals, making budget decisions, and performing other related tasks. Both citizens and public officials should use these visioning meetings to discuss how solar energy is connected to other community goals and values and how solar energy could help achieve other community goals.     Since the U.S. Department of Energy (DOE) initiated the Wind Powering America (WPA) program in 1999, installed wind power capacity in the United States has increased from 2,500 MW to more than 11,000 MW. In 1999, only four states had more than 100 MW of installed wind capacity; now 16 states have more than 100 MW installed. In addition to WPA's efforts to increase deployment, the American Wind Energy Association (AWEA) is building a network of support across the country. In July 2005, AWEA launched the Wind Energy Works! Coalition, which is comprised of more than 70 organizations. In February 2006, the wind deployment vision was enhanced by President George W. Bush's Advanced Energy Initiative, which refers to a wind energy contribution of up to 20% of the electricity consumption of the United States. A 20% electricity contribution over the next 20 to 25 years represents 300 to 350 gigawatts (GW) of electricity. This paper provides a background of wind energy deployment in the United States and a history of the U.S. DOE's WPA program, as well as the program's approach to increasing deployment through removal of institutional and informational barriers to a 20% wind electricity future.

    This binary plant is the first high-output refrigeration based waste heat recovery cycle in the industry. Its working fluid is environmentally friendly and as such, the permits that would be required with a butane based cycle are not necessary. The unit is modularized, meaning that the unit’s individual skids were assembled in another location and were shipped via truck to the plant site. This project proves the technical feasibility of using low temperature brine The development of the unit led to the realization of low temperature, high output, and environmentally friendly heat recovery systems through domestic research and engineering. The project generates additional renewable energy for Nevada, resulting in cleaner air and reduced carbon dioxide emissions. Royalty and tax payments to governmental agencies will increase, resulting in reduced financial pressure on local entities. The major components of the unit were sourced from American companies, resulting in increased economic activity throughout the country.

    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

With this device and method, a qualified worker, following a relatively simple protocol that involves a function test (hot, cold, hot) of the voltage verification unit before Lock Out/Tag Out and, and once the Lock Out/Tag Out is completed, testing or "trying" by simply reading a display on the voltage verification unit can be accomplished without exposure of the operator to the interior of the voltage supply enclosure.     In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    Class 8 heavy-duty trucks account for over three-quarters of the total diesel fuel used by commercial trucks (trucks with GVWRs more than 10,000 pounds) in the United States each year. At the highway speeds at which these trucks travel (i.e., 60 mph or greater), aerodynamic drag is a major part of total horsepower needed to move the truck down the highway, Reductions in aerodynamic drag can yield measurable benefits in fuel economy through the use of relatively inexpensive and simple devices. The goal of this project was to examine a number of aerodynamic drag reduction devices and systems and determine their effectiveness in reducing aerodynamic drag of Class 8 tractor/semitrailer combination-units, thus contributing to DOE's goal of reducing transportation petroleum use. The project team included major heavy truck manufacturers in the United States, along with the management and industry expertise of the Truck Manufacturers Association as the lead investigative organization. The Truck Manufacturers Association (TMA) is the national trade association representing the major North American manufacturers of Class 6-8 trucks (GVWRs over 19,500 lbs). Four major truck manufacturers participated in this project with TMA: Freightliner LLC; International Truck and Engine Corporation; Mack Trucks Inc.; and Volvo Trucks North America, Inc. Together, these manufacturers represent over three-quarters of total Class 8 truck sales in the United States. These four manufacturers pursued complementary research efforts as part of this project. The project work was separated into two phases conducted over a two-year period. In Phase I, candidate aerodynamic devices and systems were screened to focus research and development attention on devices that offered the most potential. This was accomplished using full-size vehicle tests, scale model tests, and computational fluid dynamics analyses. In Phase II, the most promising devices were installed on full-size trucks and their effect on fuel economy was determined, either through on-road testing or full-size wind tunnel testing. All of the manufacturers worked with devices and systems that offer practical solutions to reduce aerodynamic drag, accounting for functionality, durability, cost effectiveness, reliability, and maintainability. The project team members and their roles and responsibilities are shown in Figure 2-1. Figure 2-2 shows the Phase I and II project schedules for all four projects and associated management activities.

    ABSTRACT This paper describes a tool that will allow public health analysts to estimate infectious disease risk at the country level as a function of different international transportation modes. The prototype focuses on a cholera epidemic originating within Latin America or the Caribbean, but it can be expanded to consider other pathogens as well. This effort leverages previous work in collaboration with the Centers for Disease Control and Prevention to develop the International Travel to Community Impact (IT-CI) model, which analyzes and assesses potential international disease outbreaks then estimates the associated impacts to U.S. communities and the nation as a whole and orient it for use Outside the Continental United States (OCONUS). For brevity, we refer to this refined model as OIT-CI. First, we developed an operationalized meta-population spatial cholera model for Latin America and the Caribbean at the secondary administrative-level boundary. Secondly, we developed a robust function of human airline critical to approximating mixing patterns in the meta- population model. In the prototype version currently presented here, OIT-CI models a cholera epidemic originating in a Latin American or Caribbean country and spreading via airline transportation routes. Disease spread is modeled at the country level using a patch model with a connectivity function based on demographic, geospatial, and human transportation data. We have also identified data to estimate the water and health-related infrastructure capabilities of each country to include this potential impact on disease transmission.

    The Federal Energy Management Program (FEMP) in the U.S. Department of Energy (DOE) is targeting Federal facilities serving Native American populations for cost-effective renewable energy projects. These projects not only save energy and money, they also provide economic opportunities for the Native Americans who assist in producing, installing, operating, or maintaining the renewable energy systems obtained for the facilities. The systems include solar heating, solar electric (photovoltaic or PV), wind, biomass, and geothermal energy systems. In fiscal years 1998 and 1999, FEMP co-funded seven such projects, working with the Indian Health Service in the U.S. Department of Health and Human Services, the Bureau of Indian Affairs in the U.S. Department of the Interior, and their project partners. The new renewable energy systems are helping to save money that would otherwise be spent on conventional energy and reduce the greenhouse gases associated with burning fossil fuels.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for decommissioning at other facilities with similar equipment and labor costs. It also provides techniques for extracting information from limited data using extrapolation and interpolation techniques.

    Several nuclear weapons programs have or are pursuing the implementation of multi-unit operations for tasks such as disassembly and inspection, and rebuild. A multi-unit operation is interpreted to mean the execution of nuclear explosive operating procedures in a single facility by two separate teams of technicians. The institution of a multi-unit operations program requires careful consideration of the tools, resources, and environment provided to the technicians carrying out the work. Therefore, a systematic approach is necessary to produce safe, secure, and reliable processes. In order to facilitate development of a more comprehensive multi-unit operations program, the current work details categorized issues that should be addressed prior to the implementation of multi-unit operations in a given weapons program.     Purpose: In 2004, the American Society for Radiation Oncology (ASTRO) published its first physics education curriculum for residents, which was updated in 2007. A committee composed of physicists and physicians from various residency program teaching institutions was reconvened again to update the curriculum in 2009. Methods and Materials: Members of this committee have associations with ASTRO, the American Association of Physicists in Medicine, the Association of Residents in Radiation Oncology, the American Board of Radiology (ABR), and the American College of Radiology. Members reviewed and updated assigned subjects from the last curriculum. The updated curriculum was carefully reviewed by a representative from the ABR and other physics and clinical experts. Results: The new curriculum resulted in a recommended 56-h course, excluding initial orientation. Learning objectives are provided for each subject area, and a detailed outline of material to be covered is given for each lecture hour. Some recent changes in the curriculum include the addition of Radiation Incidents and Bioterrorism Response Training as a subject and updates that reflect new treatment techniques and modalities in a number of core subjects. The new curriculum was approved by the ASTRO board in April 2010. We anticipate that physicists will use this curriculum for structuring their teaching programs, and subsequently the ABR will adopt this educational program for its written examination. Currently, the American College of Radiology uses the ASTRO curriculum for their training examination topics. In addition to the curriculum, the committee updated suggested references and the glossary. Conclusions: The ASTRO physics education curriculum for radiation oncology residents has been updated. To ensure continued commitment to a current and relevant curriculum, the subject matter will be updated again in 2 years.

    In August 1988, two years after the Chernobyle accident, the United States and the Soviet Union signed an agreement to sponsor a Joint coordinating Committee on Civilian Nuclear Reactor Safety, (JCCCNRS). The Soviet Union agreed to provide some information on late effects of radiation exposures and to attempt to add some new insights into low dose and low dose rate radiation consequences. At that time, it had just been revealed that significant radiation exposures had occurred in the South Ural Mountains, associated with the early years of operation of the MAYAK nuclear complex. The need to be able to better predict the long term consequences of overexposures, such as occurred with the Chernobyl accident, was a major factor in organizing this workshop. We decided to invite a small number of experts from the Soviet Union, who had direct knowledge of the situation. A small group of American experts was invited to help in a discussion of the state of knowledge of continual low level exposure. The experts and expertise included: Aspects of bask theoretical radiobiological models, studies on experimental animals exposed to chronic or fractionated external or internal radiation, studies on populations exposed to chronic intake and continual exposures, workers exposed to low or high continual levels of radiation. The intent was to begin a dialog on the issue of a better understanding of the dose rate effect in humans. No detailed conclusions could be reached at this first interaction between out two countries, but a model was prepared which seems to support a range of what are known as low dose and dose rate effectiveness factors. A beginning of an evaluation of the role of radiation dose rate on leukemia risk was also accomplished.

    The Department of Energy's (Department) Weatherization Assistance Program received $5 billion under the American Recovery and Reinvestment Act of 2009 (Recovery Act) to improve the energy efficiency of homes, multi-family rental units and mobile homes owned or occupied by low-income persons. Subsequently, the Department awarded a three-year Weatherization Assistance Program grant for $94 million to the Commonwealth of Virginia (Virginia). This grant provided more than a ten-fold increase in funds available to Virginia for weatherization over that authorized in Fiscal Year (FY) 2009. Corresponding to the increase in funding, the Recovery Act increased the limit on the average amount spent to weatherize a home (unit) from $2,500 to $6,500. Virginia's Department of Housing and Community Development (DHCD) administers the Recovery Act grant through 22 local community action agencies. These agencies (sub-grantees) are responsible for determining applicant eligibility, weatherizing homes, and conducting home assessments and inspections. Typical weatherization services include installing insulation; sealing ducts; tuning and repairing furnaces; and, mitigating heat loss through windows, doors and other infiltration points. Virginia plans to use its Recovery Act Weatherization funding to weatherize about 9,193 units over the life of the grant - a significant increase over the 1,475 housing units that were planned to be completed in FY 2009. Given the significant increase in funding and the demands associated with weatherizing thousands of homes, we initiated this audit to determine if Virginia had adequate safeguards in place to ensure that the Weatherization Program was managed efficiently and effectively. The State of Virginia's DHCD had not implemented financial and reporting controls needed to ensure Weatherization Program funds are spent effectively and efficiently. Specifically, DHCD had not: (1) Performed on-site financial monitoring of any of its sub-grantees under the Recovery Act; (2) Reviewed documentation supporting sub-grantee requests for reimbursements to verify the accuracy of amounts charged; (3) Periodically reconciled amounts paid to sub-grantees to the actual cost to weatherize units; (4) Maintained vehicle and equipment inventories as required by Federal regulations and state and Federal program directives; and (5) Accurately reported Weatherization Program results to the Department. Exacerbating weaknesses in DHCD's financial controls, the Department's most recent program monitoring visit to Virginia, made in 2008 before passage of the Recovery Act, did not include a required financial review. Hence, the financial control weaknesses discussed above were not detected and had not been addressed. As described in this report, these control and reporting weaknesses increase the risk that Recovery Act objectives may not be achieved and that fraud, waste or abuse can occur and not be detected in this critically important program.
