    Energy efficiency is a vital component of the Nation`s energy strategy. One of the Department of Energy`s missions are to promote energy efficiency to help the Nation manage its energy resources. The ability to define and measure energy efficiency is essential to this objective. In the absence of consistent defensible measures, energy efficiency is a vague, subjective concept that engenders directionless speculation and confusion rather than insightful analysis. The task of defining and measuring energy efficiency and creating statistical measures as descriptors is a daunting one. This publication is not a final product, but is EIA`s first attempt to define and measure energy efficiency in a systematic and robust manner for each of the sectors and the United States economy as a whole. In this process, EIA has relied on discussions, customer reviews, in-house reviews, and seminars that have focused on energy efficiency in each of the sectors. EIA solicits the continued participation of its customers in further refining this work.

    After decades of futile attempts to increase U.S. fuel economy standards for passenger cars, which have remained unchanged since enactment of the Corporate Average Fuel Economy (CAFE) Standards in Title V of the 1975 Energy Policy Conservation Act, it seems increasingly likely that new and tougher standards will be enacted in the near future - especially after the Senate's 21 June passage of energy efficiency bill H.R. 6. As this magazine went to press, the bill, which calls for a 40 percent increase in vehicle fuel economy by 2020 among other efficiency and alternative energy goals, was headed to the House of Representatives for more debate. Congress has seen proposals like this since the 1980s, but this is the first time that one of them has passed in the Senate. The Bush administration has also weighed in with a proposal to increase new vehicle fuel economy by 4 percent per year from 2011 to 2017, and the administrator of the National Highway Traffic Safety Administration (NHTSA) has asked Congress to grant the Secretary of Transportation the authority to restructure and increase CAFE standards for cars, a power denied by the original CAFE legislation. A confluence of events has led to this change of political climate, including: the failure of world oil production and refining capacity to keep pace with rapidly growing demand, especially from China and other emerging economies, which has led to the highest oil prices since the 1980s and growing fears that world production of conventional oil may be close to its peak and rapid decline; the escalating influence of oil resources on geopolitics as China seeks to guarantee its future access to supplies, enhanced revenues from the higher prices, which prop up authoritarian regimes in Iran, Venezuela, Russia, and elsewhere and allow them increasing freedom of action; the enhancement of the role of climate change in political decision making by new reports from the Intergovernmental Panel on Climate Change (IPCC), with much strengthened language about the probability and severity of climate change and man's influence on it, and a recent Supreme Court decision rejecting the Environmental Protection Agency's assertion that it has no authority to regulate greenhouse gas emissions. New fuel economy standards will represent an ambitious and expensive undertaking on the part of the automobile industry and the nation, and proposals for new standards deserve careful congressional and public scrutiny.

    The U.S. Department of Energy report, Effects of a Transition to a Hydrogen Economy on Employment in the United States Report to Congress, estimates the effects on employment of a U.S. economy transformation to hydrogen between 2020 and 2050. The report includes study results on employment impacts from hydrogen market expansion in the transportation, stationary, and portable power sectors and highlights possible skill and education needs. This study is in response to Section 1820 of the Energy Policy Act of 2005 (Public Law 109-58) (EPACT). Section 1820, “Overall Employment in a Hydrogen Economy,” requires the Secretary of Energy to carry out a study of the effects of a transition to a hydrogen economy on several employment [types] in the United States. As required by Section 1820, the present report considers: • Replacement effects of new goods and services • International competition • Workforce training requirements • Multiple possible fuel cycles, including usage of raw materials • Rates of market penetration of technologies • Regional variations based on geography • Specific recommendations of the study Both the Administration’s National Energy Policy and the Department’s Strategic Plan call for reducing U.S. reliance on imported oil and reducing greenhouse gas emissions. The National Energy Policy also acknowledges the need to increase energy supplies and use more energy-efficient technologies and practices. President Bush proposed in his January 2003 State of the Union Address to advance research on hydrogen so that it has the potential to play a major role in America’s future energy system. Consistent with these aims, EPACT 2005 authorizes a research, development, and demonstration program for hydrogen and fuel cell technology. Projected results for the national employment impacts, projections of the job creation and job replacement underlying the total employment changes, training implications, regional employment impacts and the employment impacts of a hydrogen transformation on international competitiveness are investigated and reported.

    A hydrogen economy, the long-term goal of many nations, can potentially provide energy security, along with environmental and economic benefits. However, the transition from a conventional petroleum-based energy system to a hydrogen economy involves many uncertainties, such as the development of efficient fuel cell technologies, problems in hydrogen production and distribution infrastructure, and the response of petroleum markets. This study uses the U.S. MARKAL model to simulate the impacts of hydrogen technologies on the U.S. energy system and identify potential impediments to a successful transition. Preliminary findings identify potential market barriers facing the hydrogen economy, as well as opportunities in new R&D and product markets for bioproducts. Quantitative analysis also offers insights on policy options for promoting hydrogen technologies.     The Methanol Economy Project is based on the concept of replacing fossil fuels with methanol generated either from renewable resources or abundant natural (shale) gas. The full methanol cycle was investigated in this project, from production of methanol through bromination of methane, bireforming of methane to syngas, CO{sub 2} capture using supported amines, co-electrolysis of CO{sub 2} and water to formate and syngas, decomposition of formate to CO{sub 2} and H{sub 2}, and use of formic acid in a direct formic acid fuel cell. Each of these projects achieved milestones and provided new insights into their respective fields. ? Direct electrophilic bromination of methane to methyl bromide followed by hydrolysis to yield methanol was investigated on a wide variety of catalyst systems, but hydrolysis proved impractical for large-scale industrial application. ? Bireforming the correct ratio of methane, CO{sub 2}, and water on a NiO / MgO catalyst yielded the right proportion of H{sub 2}:CO (2:1) and proved to be stable for at least 250 hours of operation at 400 psi (28 atm). ? CO{sub 2} capture utilizing supported polyethyleneimines yielded a system capable of adsorbing CO{sub 2} from the air and release at nominal temperatures with negligible amine leaching. ? CO{sub 2} electrolysis to formate and syngas showed considerable increases in rate and selectivity by performing the reaction in a high pressure flow electrolyzer. ? Formic acid was shown to decompose selectively to CO{sub 2} and H{sub 2} using either Ru or Ir based homogeneous catalysts. ? Direct formic acid fuel cells were also investigated and showed higher than 40% voltage efficiency using reduced loadings of precious metals. A technoeconomic analysis was conducted to assess the viability of taking each of these processes to the industrial scale by applying the data gathered during the experiments to approximations based on currently used industrial processes. Several of these processes show significant promise for industrial scale up and use towards improving our nation’s energy independence.

    Modern vehicles have sophisticated electronic control units, particularly to control engine operation with respect to a balance between fuel economy, emissions, and power. These control units are designed for specific driving conditions and testing. However, each individual driving style is different and rarely meets those driving conditions. In the research reported here we investigate those driving style factors that have a major impact on fuel economy. An optimization framework is proposed with the aim of optimizing driving styles with respect to these driving factors. A set of polynomial metamodels are constructed to reflect the responses produced by changes of the driving factors. Then we compare the optimized driving styles to the original ones and evaluate the efficiency and effectiveness of the optimization formulation.

    This study examines the impact of oil price shocks on output fluctuations of several oil-exporting economies. In most studies of business cycles, the role of oil price is ignored; the few studies that use oil price as one of the variables in the system focus on modeling oil-importing economies. The vector autoregression (VAR) technique is used to consider the cases of Norway, Nigeria, and Mexico. Both atheoretical and structural' VARs are estimated to determine the importance of oil price impulses on output variations. The study reports two types of results: variance decomposition and impulse response functions, with particular emphasis on the issues of stationarity and co-integration among the series. The empirical results suggest that shocks to oil price are important in explaining output variations. In most cases, shocks to oil price are shown to explain more than 20% of the forecast variance of output over a 40-quarter horizon.

    This paper considers the ideal gas-like model of trading markets, where each individual is identified as a gas molecule that interacts with others trading in elastic or money-conservative collisions. Traditionally this model introduces different rules of random selection and exchange between pair agents. Real economic transactions are complex but obviously non-random. Consequently, unlike this traditional model, this work implements chaotic elements in the evolution of an economic system. In particular, we use a chaotic signal that breaks the natural pairing symmetry $(i,j)\\Leftrightarrow(j,i)$ of a random gas-like model. As a result of that, it is found that a chaotic market like this can reproduce the referenced wealth distributions observed in real economies (the Gamma, Exponential and Pareto distributions).

    A flow chart depicting energy flow in the transportation sector of the United States economy in 2005 has been constructed from publicly available data and estimates of national energy use patterns. Approximately 31,000 trillion British Thermal Units (trBTUs) of energy were used throughout the United States in transportation activities. Vehicles used in these activities include automobiles, motorcycles, trucks, buses, airplanes, rail, and ships. The transportation sector is powered primarily by petroleum-derived fuels (gasoline, diesel and jet fuel). Biomass-derived fuels, electricity and natural gas-derived fuels are also used. The flow patterns represent a comprehensive systems view of energy used within the transportation sector.

    This research project compares laboratory-measured fuel economy of a medium-duty diesel powered hydraulic hybrid vehicle drivetrain to both a conventional diesel drivetrain and a conventional gasoline drivetrain in a typical commercial parcel delivery application. Vehicles in this study included a model year 2012 Freightliner P100H hybrid compared to a 2012 conventional gasoline P100 and a 2012 conventional diesel parcel delivery van of similar specifications. Drive cycle analysis of 484 days of hybrid parcel delivery van commercial operation from multiple vehicles was used to select three standard laboratory drive cycles as well as to create a custom representative cycle. These four cycles encompass and bracket the range of real world in-use data observed in Baltimore United Parcel Service operations. The NY Composite cycle, the City Suburban Heavy Vehicle Cycle cycle, and the California Air Resources Board Heavy Heavy-Duty Diesel Truck (HHDDT) cycle as well as a custom Baltimore parcel delivery cycle were tested at the National Renewable Energy Laboratory's Renewable Fuels and Lubricants Laboratory. Fuel consumption was measured and analyzed for all three vehicles. Vehicle laboratory results are compared on the basis of fuel economy. The hydraulic hybrid parcel delivery van demonstrated 19%-52% better fuel economy than the conventional diesel parcel delivery van and 30%-56% better fuel economy than the conventional gasoline parcel delivery van on cycles other than the highway-oriented HHDDT cycle.

    The public, automakers, and policymakers have long worried about trade-offs between increased fuel economy in motor vehicles and reduced safety. The conclusion of a broad group of experts on safety and fuel economy in the auto sector is that no trade-off is required. There are a wide variety of technologies and approaches available to advance vehicle fuel economy that have no effect on vehicle safety. Conversely, there are many technologies and approaches available to advance vehicle safety that are not detrimental to vehicle fuel economy. Congress is considering new policies to increase the fuel economy of new automobiles in order to reduce oil dependence and reduce greenhouse gas emissions. The findings reported here offer reassurance on an important dimension of that work: It is possible to significantly increase the fuel economy of motor vehicles without compromising their safety. Automobiles on the road today demonstrate that higher fuel economy and greater safety can co-exist. Some of the safest vehicles have higher fuel economy, while some of the least safe vehicles driven today--heavy, large trucks and SUVs--have the lowest fuel economy. At an October 3, 2006 workshop, leading researchers from national laboratories, academia, auto manufacturers, insurance research industry, consumer and environmental groups, material supply industries, and the federal government agreed that vehicles could be designed to simultaneously improve safety and fuel economy. The real question is not whether we can realize this goal, but the best path to get there. The experts' studies reveal important new conclusions about fuel economy and safety, including: (1) Vehicle fuel economy can be increased without affecting safety, and vice versa; (2) Reducing the weight and height of the heaviest SUVs and pickup trucks will simultaneously increase both their fuel economy and overall safety; and (3) Advanced materials can decouple size from mass, creating important new possibilities for increasing both fuel economy and safety without compromising functionality.

    We present a stochastic agent-based model for the distribution of personal incomes in a developing economy. We start with the assumption that incomes are determined both by individual labour and by stochastic effects of trading and investment. The income from personal effort alone is distributed about a mean, while the income from trade, which may be positive or negative, is proportional to the trader's income. These assumptions lead to a Langevin model with multiplicative noise, from which we derive a Fokker-Planck (FP) equation for the income probability density function (IPDF) and its variation in time. We find that high earners have a power-law income distribution while the low income groups have a Levy IPDF. Comparing our analysis with the Indian survey data (obtained from the world bank website) taken over many years we obtain a near-perfect data collapse onto our model's equilibrium IPDF.     PNNL and the Volpentest Hazardous Materials Management and Emergency Response (HAMMER) Training and Education Center are helping to prepare emergency responders and permitting/code enforcement officials for their respective roles in the future Hydrogen Economy. Safety will be a critical component of the anticipated hydrogen transition. Public confidence goes hand in hand with perceived safety to such an extent that, without it, the envisioned transition is unlikely to occur. Stakeholders and the public must be reassured that hydrogen, although very different from gasoline and other conventional fuels, is no more dangerous. Ensuring safety in the hydrogen infrastructure will require a suitably trained emergency response force for containing the inevitable incidents as they occur, coupled with knowledgeable code officials to ensure that such incidents are kept to a minimum. PNNL and HAMMER are, therefore, designing a hydrogen safety training program, funded by DOE's Hydrogen, Fuel Cells, and Infrastructure Technologies Program, and modeled after the Occupational Safety and Health Administration’s multi-tiered approach to hazardous materials training. Capabilities under development at HAMMER include classroom and long-distance (i.e., satellite and internet broadcast) learning, as well as life-size, hands-on hydrogen burn props for “training as real as it gets.” This paper presents insights gained from the early emergency response hydrogen safety training courses held in 2005 and current plans for design and construction of a number of hydrogen burn props.

    Fuel economy data contained in the 1996 California Air Resources Board (CARB) report with respect to the introduction of California Reformulated Gasoline (CaRFG) has been examined and reanalyzed by two additional statistical methodologies. Additional data has also been analyzed by these two statistical approaches. Within the assumptions of the analysis, point estimates for the reduction in fuel economy using CaRFG as compared to conventional, non-reformulated gasoline were 2-4%, with a 95% upper confidence bound of 6%. Substantial variations in fuel economy are routine and inevitable due to additional factors which affect mileage, even if there is no change in fuel reformulation. This additional analysis confirms the conclusion reached by CARB with respect to the impact of CaRFG on fuel economy.

    This fact sheet is an overview of the U.S. Department of Energy's Advanced Manufacturing Office. Manufacturing is central to our economy, culture, and history. The industrial sector produces 11% of U.S. gross domestic product (GDP), employs 12 million people, and generates 57% of U.S. export value.     We examine the cost-side income distribution impacts of a carbon tax in the Susquehanna River Basin (SRB) Region of the United States utilizing a computable general equilibrium model. We find the aggregate impacts of a $25/ton carbon tax on the SRB economy are likely to be negative but modest-an approximately one-third of 1% reduction in Gross Regional Product (GRP) in the short-run and double that amount in the long-run. However, unlike many previous studies, we find that the carbon tax is mildly progressive as measured by income bracket changes, per capita equivalent variation, and Gini coefficient changes based on expenditure patterns. The dominant factors affecting the distributional impacts are the pattern of output, income and consumption impacts that affect lower income groups relatively less than higher income ones, an increase in transfer payments favoring lower income groups, and decreased corporate profits absorbed primarily by higher income groups.

Since they can affect products, profit and prices, etc., in an economic system, and are usually independent of economic results, therefore, the system can produce a multiply connected topological economics. If the political economy is an economy chaperoned polity, it will produce consequentially a binary economy. When the changes of the product and the influence are independent one another, they may be a node or saddle point. When the influence function large enough achieves a certain threshold value, it will form a wormhole with loss of capital. Various powers produce usually the economic wormhole and various corruptions.

    In 1983 Hamilton demonstrated the correlation between the price of oil and gross national product for the U.S. economy. A prolific literature followed exploring the potential correlation of oil prices with other important indices like inflation, industrial production, and food prices, using increasingly refined tools. Our work sheds new light on the role of oil prices in shaping the world economy by investigating the metabolic paths of value across trade between 1960 and 2010, by means of Markov Chain analysis. We show that the interdependence of countries' economies are strictly (anti)correlated to the price of oil. We observed a remarkably high correlation of 0.85, unmatched by any former study addressing the correlation between oil price and major economic indicators.

    The growing complexities of energy systems, environmental problems and technology markets are driving and testing most energy-economy models to their limits. To further advance bottom-up models from a multidisciplinary energy efficiency policy evaluation perspective, we review and critically analyse bottom-up energy-economy models and corresponding evaluation studies on energy efficiency policies to induce technological change. We use the household sector as a case study. Our analysis focuses on decision frameworks for technology choice, type of evaluation being carried out, treatment of market and behavioural failures, evaluated policy instruments, and key determinants used to mimic policy instruments. Although the review confirms criticism related to energy-economy models (e.g. unrealistic representation of decision-making by consumers when choosing technologies), they provide valuable guidance for policy evaluation related to energy efficiency. Different areas to further advance models remain open, particularly related to modelling issues, techno-economic and environmental aspects, behavioural determinants, and policy considerations.

    In-use and laboratory-derived fuel economies were analyzed for a medium-duty hybrid electric drivetrain with 'engine off at idle' capability and a conventional drivetrain in a typical commercial package delivery application. Vehicles studied included eleven 2010 Freightliner P100H hybrids in service at a United Parcel Service facility in Minneapolis during the first half of 2010. The hybrids were evaluated for 18 months against eleven 2010 Freightliner P100D diesels at the same facility. Both vehicle groups use the same 2009 Cummins ISB 200-HP engine. In-use fuel economy was evaluated using UPS's fueling and mileage records, periodic ECM image downloads, and J1939 CAN bus recordings during the periods of duty cycle study. Analysis of the in-use fuel economy showed 13%-29% hybrid advantage depending on measurement method, and a delivery route assignment analysis showed 13%-26% hybrid advantage on the less kinetically intense original diesel route assignments and 20%-33% hybrid advantage on the more kinetically intense original hybrid route assignments. Three standardized laboratory drive cycles were selected that encompassed the range of real-world in-use data. The hybrid vehicle demonstrated improvements in ton-mi./gal fuel economy of 39%, 45%, and 21% on the NYC Comp, HTUF Class 4, and CARB HHDDT test cycles, respectively.

    The economy globalization measure problem is discussed. Four macroeconomic indices of twenty among the "richest" countries are examined.     A large, and growing, part of the Nation's economy either serves or depends upon the information technology industry. These high-tech or "digital" enterprises are characterized by a dependence on electronic devices, need for completely reliable power supply, and intolerance to any power quality problems. In some cases these enterprises are densely populated with electronic loads and have very high energy usage per square foot. Serving these enterprises presents both electric power and equipment cooling challenges. Traditional electric utilities are often hard-pressed to deliver power that meets the stringent requirements of digital customers, and the economic and social consequences of a service quality or reliability problem can be large. New energy delivery and control options must be developed to effectively serve a digital economy. This report explores how distributed energy resources, partnerships between utility and customer to share the responsibility for service quality, innovative facility designs, higher energy efficiencies and waste-heat utilization can be coupled to meet the needs of a growing digital economy.

    Like steel production, energy production is one of the significant parameters of stage of advancement of a developing economy. Availability of energy at the right price is vital for development. Coal is a primary resource of energy. The price of coal has been a very important parameter in the Indian economy. In the past 20 years coal has been marketed at administered prices. There has been a very complex mechanism at work for this purpose. There have been a lot of incentives given to thin industry. These, in fact, are tantamount to subsidies. The role of subsidies is well acknowledged and is considered quite useful to the economy. A detailed analysis by carefully studying the methodology of mining and delineating various stages in mining has been conducted, and the subsidies, which have traditionally not been quantified, have been calculated The impact of each parameter on the total subsidy has been studied to facilitate continuance or change in the subsidy by adopting a suitable strategy for coal pricing, as presently the considerations show unaccounted-for subsidies to be more than 70% of the price charged.

The principle reinterprets and generalizes the principle of least action yielding two classes of physical solutions: least action paths and quantum wavefunctions. A new physical foundation of the Hilbert space of quantum mechanics is then accomplished and it is used to derive the Schr\\"odinger and Dirac equations and the breaking of the commutativity of spacetime geometry. The formulation provides an explanation of how determinism and random statistical behavior coexist in spacetime and a framework is developed that allows dynamical processes to be formulated in terms of chains of digits. These methods lead to a new (pre-geometrical) foundation for Lorentz transformations and special relativity. The Parker-Rhodes combinatorial hierarchy is encompassed within our approach and this leads to an estimate of the interaction strength of the electromagnetic and gravitational forces that agrees with the experimental values to an error of less than one thousandth. Finally, it is shown how the principle of least-radix economy naturally gives rise to Boltzmann's principle of classical statistical thermodynamics. A new expression for a general (path-dependent) nonequilibrium entropy is proposed satisfying the Second Law of Thermodynamics.

    A flow chart depicting energy flow in the residential sector of the United States economy in 2005 has been constructed from publicly available data and estimates of national energy use patterns. Approximately 11,000 trillion British Thermal Units (trBTUs) of electricity and fuels were used throughout the United States residential sector in lighting, electronics, air conditioning, space heating, water heating, washing appliances, cooking appliances, refrigerators, and other appliances. The residential sector is powered mainly by electricity and natural gas. Other fuels used include petroleum products (fuel oil, liquefied petroleum gas and kerosene), biomass (wood), and on-premises solar, wind, and geothermal energy. The flow patterns represent a comprehensive systems view of energy used within the residential sector.

    This paper describes a computable general equilibrium (CGE) model with considerable sector and technology detail, the ``All Modular Industry Growth Assessment'' Model (AMIGA). It is argued that a detailed model is important to capture and understand the several rolls that energy plays within the economy. Fundamental consumer and industrial demands are for the services from energy; hence, energy demand is a derived demand based on the need for heating, cooling mechanical, electrical, and transportation services. Technologies that provide energy-services more efficiently (on a life cycle basis), when adopted, result in increased future output of the economy and higher paths of household consumption. The AMIGA model can examine the effects on energy use and economic output of increases in energy prices (e.g., a carbon charge) and other incentive-based policies or energy-efficiency programs. Energy sectors and sub-sector activities included in the model involve energy extraction conversion and transportation. There are business opportunities to produce energy-efficient goods (i.e., appliances, control systems, buildings, automobiles, clean electricity). These activities are represented in the model by characterizing their likely production processes (e.g., lighter weight motor vehicles). Also, multiple industrial processes can produce the same output but with different technologies and inputs. Secondary recovery, i.e., recycling processes, are examples of these multiple processes. Combined heat and power (CHP) is also represented for energy-intensive industries. Other modules represent residential and commercial building technologies to supply energy services. All sectors of the economy command real resources (capital services and labor).

    The Edison Materials Technology Center (EMTEC) solicited and funded hydrogen infrastructure related projects that have a near term potential for commercialization. The subject technology of each project is related to the US Department of Energy hydrogen economy goals as outlined in the multi-year plan titled, 'Hydrogen, Fuel Cells and Infrastructure Technologies Program Multi-Year Research, Development and Demonstration Plan.' Preference was given to cross cutting materials development projects that might lead to the establishment of manufacturing capability and job creation. The Edison Materials Technology Center (EMTEC) used the US Department of Energy hydrogen economy goals to find and fund projects with near term commercialization potential. An RFP process aligned with this plan required performance based objectives with go/no-go technology based milestones. Protocols established for this program consisted of a RFP solicitation process, white papers and proposals with peer technology and commercialization review (including DoE), EMTEC project negotiation and definition and DoE cost share approval. Our RFP approach specified proposals/projects for hydrogen production, hydrogen storage or hydrogen infrastructure processing which may include sensor, separator, compression, maintenance, or delivery technologies. EMTEC was especially alert for projects in the appropriate subject area that have cross cutting materials technology with near term manufacturing and commercialization opportunities.

    Emissions of hydrocarbons from motor vehicles are recognized as major contributors to ozone pollution in urban areas. Petroleum-based motor fuels contain volatile organic compounds (VOC) which, together with oxides of nitrogen, promote the formation of ozone in the troposphere via complex photochemical reactions. VOC emissions from the tailpipe and evaporation from the fuel and engine systems of highway vehicles are believed to account for about 40% of total VOC emissions in any region. But motor fuels also generate emissions throughout the fuel cycle, from crude oil production to refining, storage, transportation, and handling, that can make significant contributions to the total inventory of VOC emissions. Many of these sources of emissions are directly related to the quantity of fuel produced and handled throughout the fuel cycle. It is, therefore, reasonable to expect that a reduction in total fuel throughput might result in a reduction of VOC emissions. In particular, reducing vehicle fuel consumption by increasing vehicle fuel economy should reduce total fuel throughput, thereby cutting total emissions of VOCS. In this report we identify the sources of VOC emissions throughout the motor fuel cycle, quantify them to the extent possible, and describe their dependence on automobile and light truck fuel economy.

  7. Quantifying the Effects of Idle-Stop Systems on Fuel Economy in Light-Duty Passenger Vehicles

    Vehicles equipped with idle-stop (IS) systems are capable of engine shut down when the vehicle is stopped and rapid engine re-start for the vehicle launch. This capability reduces fuel consumption and emissions during periods when the engine is not being utilized to provide propulsion or to power accessories. IS systems are a low-cost and fast-growing technology in the industry-wide pursuit of increased vehicle efficiency, possibly becoming standard features in European vehicles in the near future. In contrast, currently there are only three non-hybrid vehicle models for sale in North America with IS systems and these models are distinctly low-volume models. As part of the United States Department of Energy’s Advanced Vehicle Testing Activity, ECOtality North America has tested the real-world effect of IS systems on fuel consumption in three vehicle models imported from Europe. These vehicles were chosen to represent three types of systems: (1) spark ignition with 12-V belt alternator starter; (2) compression ignition with 12-V belt alternator starter; and (3) direct-injection spark ignition, with 12-V belt alternator starter/combustion restart. The vehicles have undergone both dynamometer and on-road testing; the test results show somewhat conflicting data. The laboratory data and the portion of the on-road data in which driving is conducted on a prescribed route with trained drivers produced significant fuel economy improvement. However, the fleet data do not corroborate improvement, even though the data show significant engine-off time. It is possible that the effects of the varying driving styles and routes in the fleet testing overshadowed the fuel economy improvements. More testing with the same driver over routes that are similar with the IS system-enabled and disabled is recommended. There is anecdotal evidence that current Environmental Protection Agency fuel economy test procedures do not capture the fuel economy gains that IS systems produce in real-world driving. The program test results provide information on the veracity of these claims.

    This paper discusses the use of DRACS to Enhance HTGRs Passive Safety and Economy. One of the important requirements for Gen. IV High Temperature Gas Cooled Reactors (HTGR) is passive safety. Currently all the HTGR designs use Reactor Vessel Auxiliary Cooling System (RVACS) for passive decay heat removal. [1] The decay heat first is transferred to core barrel by conduction and radiation, and then to reactor vessel by thermal radiation and convection; finally the decay heat is transferred to natural circulated air or water systems. RVACS can be characterized as a surface based decay heat removal system. Similar concepts have been widely used in sodium cooled fast reactor (SFR) designs, advanced light water reactors like AP1000. The RVACS is especially suitable for smaller power reactors since small systems have relatively larger surface area. RVACS tends to be less expensive. However, it limits the largest achievable power level for modular HTGRs due to the mismatch between the reactor power (proportional to volume) and decay heat removal capability (proportional to surface). When the relative decay heat removal capability is reduced, the peak fuel temperature increases, even close to the design limit. Annual designs with internal reflector can mitigate this effect therefore further increase the power. Another way to increase power is to increase power density. However, it is also limited by the decay heat removal capability. Besides safety, HTGRs also need to be economical in order to compete with other reactor designs. The limit of decay heat removal capability set by using RVACS has affected the economy of HTGRs. Forsberg [2] pointed out other disadvantages of using RVACS such as conflicting functional requirements for the reactor vessel and scaling distortion for integral effect test of the system performance. A potential alternative solution is to use a volume based passive decay removal system, call Direct Reactor Auxiliary Cooling Systems (DRACS), to remove or mitigate the limitation on decay heat removal capability. DRACS has been widely used in SFR designs and in liquid salt cooled high temperature reactors. The containment cooling system in BWR is another example of volume based decay removal systems. DRACS composes of natural circulation loops with two sets of heat exchangers, one in reactor side and another is in environment side. DRACS has the benefits of increasing the power as needed (scalability) and modularity. This paper introduces the concept of using DRACS to enhance HTGRs passive safety and economy.

    The missions of the U.S. Department of Energy's Richland Operations Office (DOE/RL) are to safely manage the Hanford Site, to manage and clean up its legacy wastes, and to develop and deploy new science and technology in the environmental and energy fields. Collectively, DOE/RL and its contractors are the most important single entity in the Tri-Cities local economy (Pasco, Kennewick, and Richland, Washington, and the surrounding area). Although the relevant economic region affected by DOE/RL and its contractors actually embraces a geographic area reaching from Yakima in the west to Walla Walla in the east and from Moses Lake in the north to Pendleton, Oregon, in the south, over 90% of economic impacts likely occur in Benton and Franklin Counties. These two counties are defined as the ''local'' Tri-Cities economy for purposes of this study. In the federal fiscal year (FY) 1999 (October 1, 1998 through September 30, 1999), the total impact of DOE'S local $1.59 billion budget was felt through payrolls of $542 million and local purchases of goods and services of $226 million. The total local spending of $768 million was up slightly from the FY 1998 total of $765 million. Taking into account the multiplier effects of this spending, the DOE/RL budget sustained an estimated 32% of all local employment (28,250 out of 88,100 jobs) and about 35% of local earned income (almost $1.08 billion out of $3.08 billion). The decrease in these percentages from last year's report reflects an update of the model's economic structure based on the 1997 economic census year, a correction of a programming error in the model found during the update, and a broader definition of earnings that includes proprietor income, not just wages (see the Appendix for revisions to the previous forecasts). DOE budget increases in FY 2000 are expected to result in no change to the number of local DOE contractor jobs and about a $29 million increase in direct local spending.

    The West Kazakhstan-Kumkol pipeline project is extremely vital to the economy of the Republic of Kazakhstan`s ultimate goal of transporting crude oil produced from the western part of the country eastward to Kumkol, from where it is further transported through existing pipelines to refineries in Chimkent in the south and Pavoldar in the northeast. The two refineries are now mainly supplied with west Siberian crudes imported through a pipeline that approaches Kazakhstan via Omsk. The planned pipeline will allow increased use of local crudes, thereby considerably improving a secure supply for the consumers while also increasing the flexibility of the nation`s overall import/export situation. The importance of this project is stressed by the Kazakh government which has officially classified it as a national priority project. The technical feasibility study of the project was prepared by ILF Consulting Engineers of Germany and Price Waterhouse Financial Consultants is conducting a study to determine the economical viability of the project. The overall cost is estimated at $1.1 billion, with the cost of Phase 1 placed at $600 million.

    This paper is devoted to an exploration of the important issues facing the Russian power generation system and its evolution in the foreseeable future and the kinds of modeling approaches that capture those issues. These issues include, for example, (1) trade-offs between investments in upgrading and refurbishment of existing thermal (fossil-fired) capacity and safety enhancements in existing nuclear capacity versus investment in new capacity, (2) trade-offs between investment in completing unfinished (under construction) projects based on their original design versus investment in new capacity with improved design, (3) incorporation of demand-side management options (investments in enhancing end-use efficiency, for example) within the planning framework, (4) consideration of the spatial dimensions of system planning including investments in upgrading electric transmission networks or fuel shipment networks and incorporating hydroelectric generation, (5) incorporation of environmental constraints and (6) assessment of uncertainty and evaluation of downside risk. Models for exploring these issues include low power shutdown (LPS) which are computationally very efficient, though approximate, and can be used to perform extensive sensitivity analyses to more complex models which can provide more detailed answers but are computationally cumbersome and can only deal with limited issues. The paper discusses which models can usefully treat a wide range of issues within the priorities facing decision makers in the Russian power sector and integrate the results with investment decisions in the wider economy.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for decommissioning at other facilities with similar equipment and labor costs. It also provides techniques for extracting information from limited data using extrapolation and interpolation techniques.

    We introduce a protocol based on optimal control to drive many body quantum systems into long-lived entangled states, protected from decoherence by big energy gaps, without requiring any apriori knowledge of the system. With this approach it is possible to implement scalable entanglement-storage units. We test the protocol in the Lipkin-Meshkov-Glick model, a prototype many-body quantum system that describes different experimental setups, and in the ordered Ising chain, a model representing a possible implementation of a quantum bus.

  10. Simulation study of the impact of world oil prices on the development of the Libyan economy

    The goal of this study was to determine quantitatively how sensitive and vulnerable the Libyan economy's aggregates are to fluctuations in world oil prices. In order to achieve the goal, a macroeconomic model of the Libyan economy was constructed using annual data from 1962-1978. The model contains 36 relations, of which 19 are behavioral equations and 17 are identities. The model was validated by both historical simulation and a one-period out-of-sample forecast. Having established the predictive ability of the model, alternative future scenarios of the Libyan economy were examined from 1980-1987 by performing an ex-ante simulation for this period. This simulation was divided into two sections. The first covers the period 1980-1983, for which actual data for Libyan oil prices and the volume of Libyan oil exports are available. The second section covers the period 1984-1987. In this section the future of the Libyan economy was simulated under a basic price scenario which reflects the most likely forecast regarding the world oil price level from 1984-1987. In addition, a sensitivity analysis was performed by establishing a new scenario for the world oil price level from 1984-1987. A comparison the results of these simulations shows the effects resulting from changes in the world oil price level on the Libyan economy.

    This study assessed the potential of alternate automotive engines to meet the fuel economy goals and emission levels of the 1980-1990 period. As part of NHTSA's continuing research in support of the Department of Transportation fuel economy activities, this study reviewed those developments offering viable substitutes for the current spark ignition engine systems. Categories assessed included stratified charge, diesels, turbo charging, rotary/Wankel engines, and the developmental gas turbine and Stirling cycle engines. Results of past and on-going research through 1978 were reviewed along with the development and production status of various alternate engine technologies proposed for automobiles and light trucks through the 1980s. Assessment was then made of the potential fuel economy improvement as a percentage of 1978 baseline data.

    Corporate Average Fuel Economy (CAFE) standards and CO2 emissions standards for 2012 to 2016 have significantly increased the stringency of requirements for new light-duty vehicle fuel efficiency. This study investigates the role of technology adoption and pricing strategies in meeting new standards, as well as the impact of feebate policies. The analysis is carried out by means of a dynamic optimization model that simulates manufacturer decisions with the objective of maximizing social surplus while simultaneously considering consumer response and meeting CAFE and emissions standards. The results indicate that technology adoption plays the major role and that the provision of compliance flexibility and the availability of cost-effective advanced technologies help manufacturers reduce the need for pricing to induce changes in the mix of vehicles sold. Feebates, when implemented along with fuel economy and emissions standards, can bring additional fuel economy improvement and emissions reduction, but the benefit diminishes with the increasing stringency of the standards.

    This paper is an exercise in estimating the costs and benefits of technology-based fuel economy improvements for automobiles and light trucks. Benefits quantified include vehicle cots, fuel savings, consumer's surplus effects, the effect of reduced weight on vehicle safety, impacts on emissions of CO{sub 2} and criteria pollutants, world oil market and energy security benefits, and the transfer of wealth from US consumes to oil producers. A vehicle stock model is used to capture sales, scrappage, and vehicle use effects under three fuel price scenarios. Three alternative fuel economy levels for 2001 are considered, ranging from 32.9 to 36.5 MPG for cars and 24.2 to 27.5 MPG for light trucks. Fuel economy improvements of this size are probably cost-effective. The size of the benefit, and whether there is a benefit, strongly depends on the financial costs of fuel economy improvement and judgments about the values of energy security, emissions, safety, etc. Three sets of values for eight parameters are used to define the sensitivity of costs and benefits to key assumptions. The net present social value (1989$) of costs and benefits ranges from a cost of $11 billion to a benefit of $286 billion. The critical parameters being the discount rate (10% vs. 3%) and the values attached to externalities. The two largest components are always the direct vehicle costs and fuel savings, but these tend to counterbalance each other for the fuel economy levels examined here. Other components are the wealth transfer, oil cost savings, CO{sub 2} emissions reductions, and energy security benefits. Safety impacts, emissions of criteria pollutants, and consumer's surplus effects are relatively minor components. The critical issues for automotive fuel economy are therefore: (1) the value of present versus future costs and benefits, (2) the values of external costs and benefits, and (3) the financially cost-effective level of MPG achievable by available technology. 53 refs.
