  1. Uranium- and thorium-bearing pegmatites of the United States

    This report is part of the National Uranium Resource Evaluation (NURE) Program designed to identify criteria favorable for the occurrence of the world's significant uranium deposits. This project deals specifically with uranium- and thorium-bearing pegmatites in the United States and, in particular, their distribution and origin. From an extensive literature survey and field examination of 44 pegmatite localities in the United States and Canada, the authors have compiled an index to about 300 uranium- and thorium-bearing pegmatites in the United States, maps giving location of these deposits, and an annotated bibliography to some of the most pertinent literature on the geology of pegmatites. Pegmatites form from late-state magma differentiates rich in volatile constituents with an attendant aqueous vapor phase. It is the presence of an aqueous phase which results in the development of the variable grain size which characterizes pegmatites. All pegmatites occur in areas of tectonic mobility involving crustal material usually along plate margins. Those pegmatites containing radioactive mineral species show, essentially, a similar distribution to those without radioactive minerals. Criteria such as tectonic setting, magma composition, host rock, and elemental indicators among others, all serve to help delineate areas more favorable for uranium- and thorium-bearing pegmatites. The most useful guide remains the radioactivity exhibited by uranium- and thorium-bearing pegmatites. Although pegmatites are frequently noted as favorable hosts for radioactive minerals, the general paucity and sporadic distribution of these minerals and inherent mining and milling difficulties negate the resource potential of pegmatites for uranium and thorium.

    Scientists, engineers, elected officials, and industry regulators from the United, States and Germany met in Albuquerque, New Mexico, August 16--20, 1993, in the first joint international workshop to discuss uranium tailings remediation. Entitled ``Workshop on Uranium Production Environmental Restoration: An Exchange between the US and Germany,`` the meeting was hosted by the US Department of Energy`s (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. The goal of the workshop was to further understanding and communication on the uranium tailings cleanup projects in the US and Germany. Many communities around the world are faced with an environmental legacy -- enormous quantities of hazardous and low-level radioactive materials from the production of uranium used for energy and nuclear weapons. In 1978, the US Congress passed the Uranium Mill Tailings Radiation Control Act. Title I of the law established a program to assess the tailings at inactive uranium processing sites and provide a means for joint federal and state funding of the cleanup efforts at sites where all or substantially all of the uranium was produced for sale to a federal agency. The UMTRA Project is responsible for the cleanup of 24 sites in 10 states. Germany is facing nearly identical uranium cleanup problems and has established a cleanup project. At the workshop, participants had an opportunity to interact with a broad cross section of the environmental restoration and waste disposal community, discuss common concerns and problems, and develop a broader understanding of the issues.   5. Safeguards design strategies: designing and constructing new uranium and plutonium processing facilities in the United States

    In the United States, the Department of Energy (DOE) is transforming its outdated and oversized complex of aging nuclear material facilities into a smaller, safer, and more secure National Security Enterprise (NSE). Environmental concerns, worker health and safety risks, material security, reducing the role of nuclear weapons in our national security strategy while maintaining the capability for an effective nuclear deterrence by the United States, are influencing this transformation. As part of the nation's Uranium Center of Excellence (UCE), the Uranium Processing Facility (UPF) at the Y-12 National Security Complex in Oak Ridge, Tennessee, will advance the U.S.'s capability to meet all concerns when processing uranium and is located adjacent to the Highly Enriched Uranium Materials Facility (HEUMF), designed for consolidated storage of enriched uranium. The HEUMF became operational in March 2010, and the UPF is currently entering its final design phase. The designs of both facilities are for meeting anticipated security challenges for the 21st century. For plutonium research, development, and manufacturing, the Chemistry and Metallurgy Research Replacement (CMRR) building at the Los Alamos National Laboratory (LANL) in Los Alamos, New Mexico is now under construction. The first phase of the CMRR Project is the design and construction of a Radiological Laboratory/Utility/Office Building. The second phase consists of the design and construction of the Nuclear Facility (NF). The National Nuclear Security Administration (NNSA) selected these two sites as part of the national plan to consolidate nuclear materials, provide for nuclear deterrence, and nonproliferation mission requirements. This work examines these two projects independent approaches to design requirements, and objectives for safeguards, security, and safety (3S) systems as well as the subsequent construction of these modern processing facilities.     This paper describes the history, organization, activities and recent scientific accomplishments of the United States Transuranium and Uranium Registries. Through voluntary donations of tissue obtained at autopsies, the Registries carry out studies of the concentration, distribution and biokinetics of plutonium in occupationally exposed persons. Findings from tissue analyses from more than 200 autopsies include the following: a greater proportion of the americium intake, as compared with plutonium, was found in the skeleton; the half-time of americium in liver is significantly shorter than that of plutonium; the concentration of actinide in the skeleton is inversely proportional to the calcium and ash content of the bone; only a small percentage of the total skeletal deposition of plutonium is found in the marrow, implying a smaller risk from irradiation of the marrow relative to the bone surfaces; estimates of plutonium body burden made from urinalysis typically exceed those made from autopsy data; pathologists were unable to discriminate between a group of uranium workers and persons without known occupational exposure on the basis of evaluation of microscopic kidney slides; the skeleton is an important long term depot for uranium, and that the fractional uptake by both skeleton and kidney may be greater than indicated by current models.     The United States Transuranium and Uranium Registries (USTUR) is a research program studying actinide elements deposited within the human body û in persons with measurable, documented exposures to those elements. The Registries are operated by the Washington State University (WSU) College of Pharmacy, with administrative offices and laboratory facilities in Richland, Washington. The Registries are funded by a grant from the United States Department of Energy (DOE) Office of Health Studies. The mission of the USTUR is to study the uptake, translocation and retention (biokinetics) and tissue dosimetry of uranium, plutonium, americium, and other actinides in occupationally exposed humans (workers), over their whole lifetime (from exposure through full lifespan), and to serve as a national and international resource for testing and improving the application of excreta monitoring and other contemporary bioassay data to predict tissue dose rates measured at autopsy. These studies are fundamental to evaluating and improving the reliability of, and confidence in, both prospective and retrospective assessments of tissue doses and risks from intakes of actinide materials through inhalation, ingestion, or contaminated wounds. Narrative, de-identified case summaries can be viewed by case number for whole body donations, partial body donations, and special studies. Possible intakes, health physics data, autopsy and pathology findings, and tissue analysis data are described. Radiochemistry data such as wet weight, ashed weight, and measured activity are reported, along with health physics data such as urine and fecal analysis results. USTUR autopsy cases are coded using the International Classisfication of Diseases (ICD) versions 9 and 10. Pathology data can be searched by these codes and viewed by relation to death and severity.   10. Safeguards by design - industry engagement for new uranium enrichment facilities in the United States

    The United States Department of Energy's (DOE's) Office of Nonproliferation and International Security (NA-24) has initiated a Safeguards by Design (SBD) effort to encourage the incorporation of international (IAEA) safeguards features early in the design phase of a new nuclear facility in order to avoid the need to redesign or retrofit the facility at a later date. The main goals of Safeguards by Design are to (1) make the implementation of international safeguards at new civil nuclear facilities more effective and efficient, (2) avoid costly and time-consuming re-design work or retrofits at such facilities and (3) design such facilities in a way that makes proliferation as technically difficult, as time-consuming, and as detectable as possible. The U.S. Nuclear Regulatory Commission (NRC) has recently hosted efforts to facilitate the use of Safeguards by Design for new uranium enrichment facilities currently being planned for construction in the U.S. While SBD is not a NRC requirement, the NRC is aiding the implementation of SBD by coordinating discussions between DOE's NA-24 and industry's facility design teams. More specifically, during their normal course of licensing discussions the NRC has offered industry the opportunity to engage with NA-24 regarding SBD.

    The Registries originated in 1968 as the National Plutonium Registry with the name changed to the United States Transuranium Registry the following year to reflect a broader concern with the heavier actinides as well. Initially, the scientific effort of the USTR was directed towards study of the distribution and dose of plutonium and americium in occupationally exposed persons, and to assessment of the effects of exposure to the transuranium elements on health. This latter role was reassessed during the 1970`s when it was recognized that the biased cohort of the USTR was inappropriate for epidemiologic analysis. In 1978, the administratively separate but parallel United States Uranium Registry was created to carry out similar work among persons exposed to uranium and its decay products. A seven member scientific advisory committee provided guidance and scientific oversight. In 1992, the two Registries were administratively combined and transferred from the purview of a Department of Energy contractor to Washington State University under the provisions of a grant. Scientific results for the first twenty-five years of the Registries are summarized, including the 1985 publication of the analysis of the first whole body donor. Current scientific work in progress is summarized along with administrative activities for the period.

    International consumption of uranium currently outpaces production by nearly a factor of two. Secondary supplies from dismantled nuclear weapons, along with civilian and governmental stockpiles, are being used to make up the difference but supplies are limited. Large amounts of {sup 235}U are contained in spent nuclear fuel as well as in the tails left over from past uranium enrichment. The usability of these inhomogeneous uranium supplies depends on their isotopics. We present data on the {sup 235}U content of spent nuclear fuel and depleted uranium tails in the US and discuss the factors that affect its marketability and alternative uses. (authors)

    This Annual Report covers the period October 1, 1995 through September 30, 1996, and includes both scientific and administrative activities. As of September 30, 1996, the Registries had a total of 886 registrants of whom 350 were deceased and 292 classified as active. An anticipated funding cut of approximately 35% for the period beginning October 1, 1996, necessitated some staff cuts, but it is anticipated that the Registries core research will be maintained albeit at a somewhat slower pace. The Registries received approximately 60 public information requests or inquiries ranging over a wide range of topics, about a third of which came from the media or official agencies, including Congress. Specific noteworthy inquiries were received from the President`s Advisory Committee on the Gulf War Veterans with regard to uranium biokinetics and toxicity, and from the County of Los Angeles and the State of California with regard to the management and dosimetry of two separate instances of acute accidental intakes of {sup 241}Am.

    This year was my fourteenth year with the U. S. Transuranium and Uranium Registries (USTUR). How time flies! Since I became the director of the program five years ago, one of my primary goals was to increase the usefulness of the large USTUR database that consists of six tables containing personal information, medical histories, radiation exposure histories, causes of death, and the results of radiochemical analysis of organ samples collected at autopsy. It is essential that a query of one or more of these tables by USTUR researchers or by collaborating researchers provides complete and reliable information. Also, some of the tables (those without personal identifiers) are destined to appear on the USTUR website for the use of the scientific community. I am pleased to report that most of the data in the database have now been verified and formatted for easy query. It is important to note that no data were discarded; copies of the original tables were retained and the original paper documents are still available for further verification of values as needed.

  16. National Human Radiobiological Tissue Repository (NHRTR) at the United States Transuranium and Uranium Registries

    The NHRTR, one component of the USTUR, contains frozen tissues, tissue solutions, microscope slides, and paraffin blocks that were collected by the USTUR at the autopsy of workers with documented intakes of plutonium, americium, uranium, and thorium. The samples are available to qualified scientists for further research. Thousands of frozen, ashed, dried, and plastic embedded bone samples from the radium studies carried out by Argonne National Laboratory, Argonne Cancer Research Hospital, the Massachusetts Institute of Technology, and the New Jersey Radium Research Project are available and linked by case number to de-identified, published case data. These data include the person's source of exposure (dial painter, therapeutic injection, etc.), estimated body burden, radiochemical results, and medical history.     Some of the principal findings of the study on the Lawler Peak Granite are: the granite is dated precisely by this work at 1411 +- 3 m.y., confirming its synchroneity with a great regional terrane of granites. Uranium is presently 8-10 times crustal abundance and thorium 2-3 times in this granite. Uranium is found to be enriched in at least eight, possibly ten, primary igneous mineral species over the whole-rock values. Individual mineral species show distinct levels in, and characteristics ranges of, uranium concentration. It appears that in a uraniferous granite such as this, conventional accuracy mineral suites probably cannot account for most of the uranium in the rock, and more rare, high U-concentration phases also are present and are significant uranium hosts. It appears that at least two different geological episodes have contributed to the disturbance of the U-Th-Pb isotope systems. Studies of various sites for transient dispersal of uranium, thorium, and radiogenic lead isotopes indicate a non-uniform dispersal of these components. It appears that the bulk rock has lost at least 24 percent of its original uranium endowment, accepting limited or no radiogenic lead or thorium migration from the sample.

Part I, The Need for Additional Uranium Enrichment Capacity to Meet Demand, examines DOE's case for continuing construction of the Portsmouth, Ohio gas centrifuge plant on the basis of projected demand. The report concludes that DOE projections are high and that future demand can be met through preproduction and stockpiling. Part II, Necessity for GCEP (Gas Centrifuge Enrichment Plant) Under Low Nuclear Power Growth Conditions, concludes that continued construction is economically valid because of the uncertainty of demand forecasts. 79 references, 12 tables.     Depleted uranium that included carbide inclusions was sputtered with 30-keV gallium ions or 16-kev cesium ions to depths much greater than the ions’ range, i.e. using steady-state sputtering. The recession of both the uranium’s and uranium carbide’s surfaces and the ion corresponding fluences were used to determine the steady-state target sputtering yields of both uranium and uranium carbide, i.e. 6.3 atoms of uranium and 2.4 units of uranium carbide eroded per gallium ion, and 9.9 uranium atoms and 3.65 units of uranium carbide eroded by cesium ions.     The Energy Policy Act of 1992 (Act) established the Uranium Enrichment Decontamination and Decommissioning Fund (D and D Fund, or Fund) to pay the costs for decontamination and decommissioning three gaseous diffusion facilities located in Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio (diffusion facilities). The Act also authorized the Fund to pay remedial action costs associated with the Government`s operation of the facilities and to reimburse uranium and thorium licensees for the costs of decontamination, decommissioning, reclamation, and other remedial actions which are incident to sales to the Government. The report presents the results of the independent certified public accountants` audit of the D and D Fund financial statements as of September 30, 1996. The auditors have expressed an unqualified opinion on the 1996 statement of financial position and the related statements of operations and changes in net position and cash flows.

    The concept of a United States National Seismograph Network (USNSN) dates back nearly 30 years. The idea was revived several times over the decades. but never funded. For, example, a national network was proposed and discussed at great length in the so called Bolt Report (U. S. Earthquake Observatories: Recommendations for a New National Network, National Academy Press, Washington, D.C., 1980, 122 pp). From the beginning, a national network was viewed as augmenting and complementing the relatively dense, predominantly short-period vertical coverage of selected areas provided by the Regional Seismograph Networks (RSN`s) with a sparse, well-distributed network of three-component, observatory quality, permanent stations. The opportunity finally to begin developing a national network arose in 1986 with discussions between the US Geological Survey (USGS) and the Nuclear Regulatory Commission (NRC). Under the agreement signed in 1987, the NRC has provided $5 M in new funding for capital equipment (over the period 1987-1992) and the USGS has provided personnel and facilities to develop. deploy, and operate the network.     Community Water Systems (CWSs) are required to remove uranium from drinking water to meet EPA standards. Similarly, mining operations are required to remove uranium from their dewatering discharges to meet permitted surface water discharge limits. Ion exchange (IX) is the primary treatment strategy used by these operations, which loads uranium onto resin beads. Presently, uranium-loaded resin from CWSs and mining operations can be disposed as a waste product or processed by NRC- or Agreement State-licensed uranium recovery facilities if that licensed facility has applied for and received permission to process 'alternate feed'. The disposal of uranium-loaded resin is costly and the cost to amend a uranium recovery license to accept alternate feed can be a strong disincentive to commercial uranium recovery facilities. In response to this issue, the NRC issued a Regulatory Issue Summary (RIS) to clarify the agency's policy that uranium-loaded resin from CWSs and mining operations can be processed by NRC- or Agreement State-licensed uranium recovery facilities without the need for an alternate feed license amendment when these resins are essentially the same, chemically and physically, to resins that licensed uranium recovery facilities currently use (i.e., equivalent feed). NRC staff is clarifying its current alternate feed policy to declare IX resins as equivalent feed. This clarification is necessary to alleviate a regulatory and financial burden on facilities that filter uranium using IX resin, such as CWSs and mine dewatering operations. Disposing of those resins in a licensed facility could be 40 to 50 percent of the total operations and maintenance (O and M) cost for a CWS. Allowing uranium recovery facilities to treat these resins without requiring a license amendment lowers O and M costs and captures a valuable natural resource. (authors)

The UIA 1994 is prepared for use by the Congress, Federal and State agencies, the uranium and nuclear electric utility industries, and the public. It contains data for the 10-year period 1985 through 1994 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data collected on the ``Uranium Industry Annual Survey`` (UIAS) provide a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Where aggregate data are presented in the UIA 1994, care has been taken to protect the confidentiality of company-specific information while still conveying accurate and complete statistical data.     The rising price of uranium has led uranium producers to increase their plant capacity. The new project proposed to increase capacity is based on processing low-grade uranium by heap leaching. It is necessary to modify the plant, particularly the solvent extraction unit, to handle the increased flow. The goal of our study is to determine the minimal changes necessary to process the whole flow. Several stages have been carried out (i) thermodynamic modelling of the solvent extraction process to determine the capacities of the SX plant and the impact of the modification and (ii) pilot tests at the plant of the different configurations proposed by modelling. This paper presents results of the pilot tests performed at the plant. (authors)

    A flow chart depicting energy flow in the transportation sector of the United States economy in 2005 has been constructed from publicly available data and estimates of national energy use patterns. Approximately 31,000 trillion British Thermal Units (trBTUs) of energy were used throughout the United States in transportation activities. Vehicles used in these activities include automobiles, motorcycles, trucks, buses, airplanes, rail, and ships. The transportation sector is powered primarily by petroleum-derived fuels (gasoline, diesel and jet fuel). Biomass-derived fuels, electricity and natural gas-derived fuels are also used. The flow patterns represent a comprehensive systems view of energy used within the transportation sector.

    The uranium production industry is well into its third recession during the nuclear era (since 1945). Exploration is drastically curtailed, and many staffs are being reduced. Historical market price production trends are discussed. A total of 3.07 million acres of land was acquired for exploration; drastic decrease. Surface drilling footage was reduced sharply; an estimated 250 drill rigs were used by the uranium industry during 1980. Land acquisition costs increased 8%. The domestic reserve changes are detailed by cause: exploration, re-evaluation, or production. Two significant discoveries of deposits were made in Mohave County, Arizona. Uranium production during 1980 was 21,850 short tons U/sub 3/O/sub 8/; an increase of 17% from 1979. Domestic and foreign exploration highlights were given. Major producing areas for the US are San Juan basin, Wyoming basins, Texas coastal plain, Paradox basin, northeastern Washington, Henry Mountains, Utah, central Colorado, and the McDermitt caldera in Nevada and Oregon. 3 figures, 8 tables. Approximately 410,500 million gallons per day of water are managed throughout the United States for use in farming, power production, residential, commercial, and industrial applications. Water is obtained from four major resource classes: fresh surface-water, saline (ocean) surface-water, fresh groundwater and saline (brackish) groundwater. Water that is not consumed or evaporated during its use is returned to surface bodies of water. The flow patterns are represented in a compact 'visual atlas' of 52 state-level (all 50 states in addition to Puerto Rico and the Virgin Islands) and one national water flow chart representing a comprehensive systems view of national water resources, use, and disposition.

The UTU was used to store and treat waste materials that are regulated by the Resource Conservation and Recovery Act.     Pacific Northwest National Laboratory (PNNL) is presently conducting a re-evaluation of remedies addressing persistent dissolved uranium concentrations in the upper aquifer under the 300 Area of the Hanford Site in southeastern Washington State. This work is being conducted as a Phase III feasibility study for the 300-FF-5 Operable Unit on behalf of the U.S. Department of Energy. As part of the feasibility study process, a comprehensive inventory of candidate remedial technologies was conducted by PNNL. This report documents the identification and screening of candidate technologies. The screening evaluation was conducted in accordance with guidance and processes specified by U.S. Environmental Protection Agency regulations associated with implementation of the Comprehensive Environmental Response, Compensation, and Liability Act process.

    This paper highlights the key results from the Renewable Electricity (RE) Futures Study. It is a detailed consideration of renewable electricity in the United States. The paper focuses on technical issues related to the operability of the U. S. electricity grid and provides initial answers to important questions about the integration of high penetrations of renewable electricity technologies from a national perspective. The results indicate that the future U. S. electricity system that is largely powered by renewable sources is possible and the further work is warranted to investigate this clean generation pathway. The central conclusion of the analysis is that renewable electricity generation from technologies that are commercially available today, in combination with a more flexible electric system, is more than adequate to supply 80% of the total U. S. electricity generation in 2050 while meeting electricity demand on an hourly basis in every region of the United States.

    Under the auspices of an agreement between the U.S. and the United Kingdom, the U.S. Department of Energy (DOE) has an opportunity to transfer approximately 710,000 kilograms (1,562,000 pounds) of unneeded normal and low-enriched uranium (LEU) to the United Kingdom; thus, reducing long-term surveillance and maintenance burdens at the Hanford Site. The material, in the form of billets, is controlled by DOE`s Defense Programs, and is presently stored as surplus material in the 300 Area of the Hanford Site. The United Kingdom has expressed a need for the billets. The surplus uranium billets are currently stored in wooden shipping containers in secured facilities in the 300 Area at the Hanford Site (the 303-B and 303-G storage facilities). There are 482 billets at an enrichment level (based on uranium-235 content) of 0.71 weight-percent. This enrichment level is normal uranium; that is, uranium having 0.711 as the percentage by weight of uranium-235 as occurring in nature. There are 3,242 billets at an enrichment level of 0.95 weight-percent (i.e., low-enriched uranium). This inventory represents a total of approximately 532 curies. The facilities are routinely monitored. The dose rate on contact of a uranium billet is approximately 8 millirem per hour. The dose rate on contact of a wooden shipping container containing 4 billets is approximately 4 millirem per hour. The dose rate at the exterior of the storage facilities is indistinguishable from background levels.

    In accordance with the Southern States Energy Board (SSEB) proposal, as incorporated into NETL/DE-FC26-97FT34199, the objective of this agreement is to streamline the environmental technology permitting process site-to-site, state-to-state, and industry-to-industry to achieve remediation and waste processing faster, better and cheaper. SSEB is working with member Governors, legislators and regulators to build consensus on streamlining the permitting process for new and innovative technologies for addressing the legacy of environmental problems from 50 years of weapons research, development and production. This report reviews mechanisms whereby industry consortiums and the Department of Energy (DOE) have been working with State regulators and other officials in technology deployment decisions within the DOE complex. The historic development of relationships with State regulators is reviewed and the current nature of the relationships examined. The report contains observations from internal DOE reviews as well as recommendations from the General Accounting Office (GAO) and other external organizations. The report discusses reorganization initiatives leading up to a DOE Top-to-Bottom review of the Environmental Management (EM) Program and highlights points of consideration for maintaining effective linkages with State regulators. It notes how the proposed changes will place new demands upon the National Energy Technology Laboratory (NETL) and how NETL can leverage its resources by refocusing existing EM efforts specifically to states that have DOE facilities within their borders (host-states).     The purpose of the workshop was to provide training on recent developments in understanding coastal ecosystems in the southeastern United States for Fish and Wildlife Service (FWS) field personnel and other natural resource managers in the region. Major emphasis was given to three types of systems: marshes, mangroves, and sea grasses. Other systems such as coral reefs, mud flats, bottomland hardwoods, and estuaries were discussed in less detail. Twenty-three papers were presented during the workshop.     Density Functional Theory and small-core, relativistic pseudopotentials were used to look for symmetric and asymmetric transitions states of the gas-phase hydrolysis reaction of uranium hexafluoride, UF{sub 6}, with water. At the B3LYP/6-31G(d,p)/SDD level, an asymmetric transition state leading to the formation of a uranium hydroxyl fluoride, U(OH)F{sub 5}, and hydrogen fluoride was found with an energy barrier of +77.3 kJ/mol and an enthalpy of reaction of +63.0 kJ/mol (both including zero-point energy corrections). Addition of diffuse functions to all atoms except uranium led to only minor changes in the structure and relative energies of the reacting complex and transition state. However, a significant change in the product complex structure was found, significantly reducing the enthalpy of reaction to +31.9 kJ/mol. Similar structures and values were found for PBE0 and MP2 calculations with this larger basis set, supporting the B3LYP results. No symmetric transition state leading to the direct formation of uranium oxide tetrafluoride, UOF{sub 4}, was found, indicating that the reaction under ambient conditions likely includes several more steps than the mechanisms commonly mentioned. The transition state presented here appears to be the first published transition state for the important gas-phase reaction of UF{sub 6} with water.

    The Renewable Energy Atlas (Atlas) of the United States is a compilation of geospatial data focused on renewable energy resources, federal land ownership, and base map reference information.   14. Transuranic waste disposal in the United States

    The United States is unique in having created a special class of radioactive waste disposal based on the concentration of transuranic elements in the waste. Since 1970, the US has been placing newly generated transuranic waste in retrievable storage. It is intended that these wastes will be placed in a permanent deep geologic repository, the Waste Isolation Pilot Plant (WIPP). WIPP opening for a demonstration emplacement period is set for October, 1988. Transuranic wastes derive from some of the manufacturing and research activities carried out by DOE. The bulk of this waste is generated in plutonium parts fabrication activities. A variety of plutonium contaminated materials ranging from glove boxes, HEPA filters, and machine tools, to chemical sludges derived from plutonium recovery streams are stored as TRU wastes. Other processes that generate TRU waste are plutonium production operations, preparation for and cleanup from fuel reprocessing, manufacturing of plutonium heat sources, and nuclear fuel cycle research activities.

    This literature review presents treatment options for nitrate, iodine-129, and uranium, which are present in groundwater at the 200-ZP-I Groundwater Operable Unit (OU) within the 200 West Area of the Hanford Site. The objective of this review is to determine available methods to treat or sequester these contaminants in place (i.e., in situ) or to pump-and-treat the groundwater aboveground (i.e., ex situ). This review has been conducted with emphasis on commercially available or field-tested technologies, but theoretical studies have, in some cases, been considered when no published field data exist. The initial scope of this literature review included only nitrate and iodine-I 29, but it was later expanded to include uranium. The focus of the literature review was weighted toward researching methods for treatment of nitrate and iodine-129 over uranium because of the relatively greater impact of those compounds identified at the 200-ZP-I OU.

    The Russian - United States Environmental Restoration Workshop, held in Washington, D.C., and Richland, Washington, from April 5 through 18, 1993, was the first extended collaborative information exchange between the US Department of Energy (DOE) and Russian scientists at the site level. In addition to the Russian scientists, workshop participants included scientists and staff from DOE, Pacific Northwest Laboratory (PNL), Westinghouse Hanford Company (WHC), the US Environmental Training Institute (USETI), universities, and the private sector. The first week (April 5 through 10) of the workshop took place in Washington, D.C., where the Russian and US participants were presented with a US perspective on environmental restoration and remediation issues from representatives in DOE and the US Environmental Protection Agency (EPA). The second week (April 11 through 18) occurred in Richland, Washington, where the participants were presented with site-specific environmental restoration and remediation issues related to Hanford Site cleanup. This report is a compilation of the presentations, discussions, and experiences shared during the second week of the workshop in Richland, Washington.

  1. Beryllium Technology Research in the United States

    While most active research involving beryllium in the United States remains tied strongly to biological effects, there are several areas of technology development in the last two years that should be mentioned. (1) Beryllium disposed of in soil vaults at the Idaho National Laboratory (INL) Radioactive Waste Management Complex (RWMC) has been encapsulated in-situ by high-temperature and pressure injection of a proprietary wax based material to inhibit corrosion. (2) A research program to develop a process for removing heavy metals and cobalt from irradiated beryllium using solvent extraction techniques has been initiated to remove components that prevent the beryllium from being disposed of as ordinary radioactive waste. (3) The JUPITER-II program at the INL Safety and Tritium Applied Research (STAR) facility has addressed the REDOX reaction of beryllium in molten Flibe (a mixture of LiF and BeF2) to control tritium, particularly in the form of HF, bred in the Flibe by reactions involving both beryllium and lithium. (4) Work has been performed at Los Alamos National Laboratory to produce beryllium high heat flux components by plasma spray deposition on macro-roughened substrates. Finally, (5) corrosion studies on buried beryllium samples at the RWMC have shown that the physical form of some of the corroded beryllium is very filamentary and asbestos-like. This form of beryllium may exacerbate the contraction of chronic beryllium disease.

    During the January 1994 Summit Presidents Clinton and Yeltsin agreed on the goal of ensuring the ``transparency and irreversibility`` of the nuclear arms reduction process. As a result, negotiations are presently underway between the United States Government and the Russian Federation to confirm the stockpiles of plutonium and highly enriched uranium removed from nuclear weapons. In December 1994 the United States presented a paper to the Russian Federation proposing additional measures to provide broader transparency of nuclear arms reduction. The US Department of Energy is studying the implementation of these broader transparency measures at appropriate DOE facilities. The results of the studies include draft protocols for implementation, assessments of the implementation procedures and the impacts on the facilities and estimates of the cost to implement these measures at various facilities.
