    Under the auspices of an agreement between the U.S. and the United Kingdom, the U.S. Department of Energy (DOE) has an opportunity to transfer approximately 710,000 kilograms (1,562,000 pounds) of unneeded normal and low-enriched uranium (LEU) to the United Kingdom; thus, reducing long-term surveillance and maintenance burdens at the Hanford Site. The material, in the form of billets, is controlled by DOE`s Defense Programs, and is presently stored as surplus material in the 300 Area of the Hanford Site. The United Kingdom has expressed a need for the billets. The surplus uranium billets are currently stored in wooden shipping containers in secured facilities in the 300 Area at the Hanford Site (the 303-B and 303-G storage facilities). There are 482 billets at an enrichment level (based on uranium-235 content) of 0.71 weight-percent. This enrichment level is normal uranium; that is, uranium having 0.711 as the percentage by weight of uranium-235 as occurring in nature. There are 3,242 billets at an enrichment level of 0.95 weight-percent (i.e., low-enriched uranium). This inventory represents a total of approximately 532 curies. The facilities are routinely monitored. The dose rate on contact of a uranium billet is approximately 8 millirem per hour. The dose rate on contact of a wooden shipping container containing 4 billets is approximately 4 millirem per hour. The dose rate at the exterior of the storage facilities is indistinguishable from background levels.

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment. Results demonstrate that SEA can help inform and improve the efficacy and efficiency of project-based assessment in the offshore sector, however weak coordination between higher and lower tiers limit SEA's ability to influence planning and development decisions in a broad regional environmental and socioeconomic context. - Highlights: Black-Right-Pointing-Pointer SEA can inform and improve the efficacy and efficiency of project EA offshore Black-Right-Pointing-Pointer Scope and deliverables of SEA offshore often differ from stakeholder expectations Black-Right-Pointing-Pointer Considerable variability in influence of SEA output beyond licensing decisions Black-Right-Pointing-Pointer Sector-based SEA offshore is often too restrictive to generate expected benefits.

    The Dragon Reactor was constructed at the United Kingdom Atomic Energy Research Establishment at Winfrith in Dorset through the late 1950's and into the early 1960's. It was a High Temperature Gas Cooled Reactor (HTR) with helium gas coolant and graphite moderation. It operated as a fuel testing and demonstration reactor at up to 20 MW (Thermal) from 1964 until 1975, when international funding for this project was terminated. The fuel was removed from the core in 1976 and the reactor was put into Safestore. To meet the UK's Nuclear Decommissioning Authority (NDA) objective to 'drive hazard reduction' [1] it is necessary to decommission and remediate all the Research Sites Restoration Ltd (RSRL) facilities. This includes the Dragon Reactor where the activated core, pressure vessel and control rods and the contaminated primary circuit (including a {sup 90}Sr source) still remain. It is essential to remove these hazards at the appropriate time and return the area occupied by the reactor to a safe condition. (author)

  12. Development of a National M and O Contractor Work Prioritisation Process and its Use as a Progress Measure for Nuclear Clean Up in the United Kingdom

    In July 2004, Her Majesty's Government established a Nuclear Decommissioning Authority (NDA) to assume responsibility for the discharge of the vast majority of the United Kingdom's public sector civil nuclear liabilities. The Energy Act of 2004 outlines in greater detail how the NDA functions, what its responsibilities are, and how these fit into the overall structure of the UK programme for managing and disposing of the liabilities created by a significant element of the UK's early commercial and nuclear weapons activities. The amount of Government funding provided to the NDA will be a key factor in determining what can be achieved. In agreeing how the funds are distributed to the licensed sites, the NDA will need to keep in mind the 'guiding principles' stated in 'Managing the Nuclear Legacy - A Strategy for Action': - Focus on getting the job done to high safety, security and environmental standards; - Best value for money consistent with safety, security and environmental performance; - Openness and transparency. To satisfy these requirements there is a need for a transparent process for justifying and prioritising work that aids decisions about what should be done and when, is straightforward to understand and can be applied by a wide range of stakeholders. To develop such a process, a multi-stakeholder group (the 'Prioritisation Working Group') produced a report published in April 2005 that examined how the process would align with the NDA's overall management processes. It also identified six criteria or 'attributes' that should be taken into account, and a variety of measures, or 'metrics' that could be used to assess each attribute. The report formed the basis of preliminary guidance from NDA to the site licensees that was used to guide their submissions on plans and programmes of work in 2005. Since this report the NDA has been working, with stakeholder input, to develop a prioritisation process to be used during the production of future Life Cycle Baseline (LCBL) and Near Term Work Plan (NTWP) submissions. This paper describes: - The key attributes chosen to address the selection criteria important to various stakeholder groups; - The methodology selected for ranking and weighing the relative importance of each proposed activity; - The linkage between the decision-making processes at the national and site-specific levels with the NDA's annual planning cycles; - The stakeholder engagement activities undertaken to ensure that the process will operate in an open and transparent manner; - The proposed methods by which this process will not only assist in the early selection of the highest priority work, but also will facilitate the annual management of the portfolio of activities being performed at each site; and - The status of actions to institutionalise these processes into the formal procedures for future NDA work planning and progress measurement.     In this paper, the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom are compared. It is discussed to what extent these developments are determined by the liberalization process. Three key liberalization variables are identified: unbundling, privatization and introduction of competition. The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI program has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Mexico, GTRI first made contact in 2005. The project then lost momentum and stalled. At the same time, GTRIs cooperation with the Republic of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Mexico and to facilitate this cooperation, they offered to invite their Mexican counterparts to Colombia to observe its successful cooperation with GTRI. Shortly after that visit, the Government of Mexico agreed to move forward and requested that the cooperative efforts in Mexico be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians. As a result, 22 of Mexicos largest radioactive sites have had security upgrades in place within 18 months of cooperation.

    The UK is adopting an open fuel cycle, and is necessarily moving to a regime of long term storage of spent fuel, followed by geological disposal once a geological disposal facility (GDF) is available. The earliest GDF receipt date for legacy spent fuel is assumed to be 2075. The UK is set to embark on a programme of new nuclear build to maintain a nuclear energy contribution of 16 GW. Additionally, the UK are considering a significant expansion of nuclear energy in order to meet carbon reduction targets and it is plausible to foresee a scenario where up to 75 GW from nuclear power production could be deployed in the UK by the mid 21. century. Such an expansion, could lead to spent fuel storage and its disposal being a dominant issue for the UK Government, the utilities and the public. If the UK were to transition a closed fuel cycle, then spent fuel storage should become less onerous depending on the timescales. The UK has demonstrated a preference for wet storage of spent fuel on an interim basis. The UK has adopted an approach of centralised storage, but a 16 GW new build programme and any significant expansion of this may push the UK towards distributed spent fuel storage at a number of reactors station sites across the UK.

    Reported concentrated of 17 polychlorinated dibenzo-p-dioxin and furan congeners or congener groups in ten environmental media of the UK have been compiled. The relative equilibrium status of each congener is deduced with respect to its concentration in urban air which is regarded as the primary source of multimedia contamination. This is accomplished by calculating the equilibrium lipid partitioning (ELP) concentration for each congener and medium using partitioning information derived from measured physical chemical properties. It is shown that the extents of departure from equilibrium conditions between media are consistent for all congeners except the octa-chlorinated compounds. This method of analyzing monitoring data and the consistency of intermedia ELP concentration ratios facilitates the interpretation of the fate and levels of these persistent chemicals in a multimedia environment and yields an approximate predictive capability by which levels in one medium can be used to estimate levels in other media. Benefits of this ELP concentration approach are discussed as a means of enhancing the more complete and detailed interpretation of monitoring data for persistent compounds.

    The Nuclear Decommissioning Authority (NDA) is a UK non-departmental public body with a remit to clean up the civil public sector nuclear legacy. Much work has been done to date on developing contractor competition for the management of NDA-owned sites, including the UK's principal disposal facility: the Low Level Waste Repository (LLWR) in Cumbria. The competition goals and principles are integrated with the framework for the development of a UK Low Level Waste (LLW) management plan, through which the NDA will deliver its commitments to UK Government and stakeholders. Nexia Solutions has undertaken work for the NDA in assessing strategic options and scenarios for the management and disposal of current UK LLW. The volumetric, radiological and strategic limitations of existing disposition routes have been assessed against the inventories and characteristics of LLW forecast to arise. A number of potential alternative scenarios and variants for future LLW management have been modelled and assessed. (authors)

    Highlights: > Energy balances were calculated for the thermal treatment of biodegradable wastes. > For wood and RDF, combustion in dedicated facilities was the best option. > For paper, garden and food wastes and mixed waste incineration was the best option. > For low moisture paper, gasification provided the optimum solution. - Abstract: Waste management policies and legislation in many developed countries call for a reduction in the quantity of biodegradable waste landfilled. Anaerobic digestion, combustion and gasification are options for managing biodegradable waste while generating renewable energy. However, very little research has been carried to establish the overall energy balance of the collection, preparation and energy recovery processes for different types of wastes. Without this information, it is impossible to determine the optimum method for managing a particular waste to recover renewable energy. In this study, energy balances were carried out for the thermal processing of food waste, garden waste, wood, waste paper and the non-recyclable fraction of municipal waste. For all of these wastes, combustion in dedicated facilities or incineration with the municipal waste stream was the most energy-advantageous option. However, we identified a lack of reliable information on the energy consumed in collecting individual wastes and preparing the wastes for thermal processing. There was also little reliable information on the performance and efficiency of anaerobic digestion and gasification facilities for waste.

    Robin W. Grimes, Professor at Imperial College, London,was the third speaker in the the May 26, 2011 EFRC Forum session, "Global Perspectives on Frontiers in Energy Research." In his presentation, Professor Grimes discussed recent research endeavors in advanced nuclear energy systems being pursued in the UK. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    A front end is currently under construction consisting of a H{sup -} Penning ion source (65 keV, 60 mA), low energy beam transport (LEBT), and radio frequency quadrupole (3 MeV output energy) with a medium energy beam transport suitable for high power proton applications. Diagnostics can be divided either in destructive techniques such as beam profile monitor, pepperpot, slit-slit emittance scanner (preferably used during commissioning) or nondestructive, permanently installed devices such as photodetachment-based techniques. Another way to determine beam distributions is a scintillator with charge-coupled device camera. First experiments have been performed to control the beam injection into the LEBT. The influence of beam parameters such as particle energy and space-charge compensation on the two-dimensional distribution and profiles will be presented.

    This report presents the results of the Gulf of Mexico Regional Collaborative (GoMRC), a year-long project funded by NASA. The GoMRC project was organized around end user outreach activities, a science applications team, and a team for information technology (IT) development. Key outcomes are summarized below for each of these areas. End User Outreach; Successfully engaged federal and state end users in project planning and feedback; With end user input, defined needs and system functional requirements; Conducted demonstration to End User Advisory Committee on July 9, 2007 and presented at Gulf of Mexico Alliance (GOMA) meeting of Habitat Identification committee; Conducted significant engagement of other end user groups, such as the National Estuary Programs (NEP), in the Fall of 2007; Established partnership with SERVIR and Harmful Algal Blooms Observing System (HABSOS) programs and initiated plan to extend HABs monitoring and prediction capabilities to the southern Gulf; Established a science and technology working group with Mexican institutions centered in the State of Veracruz. Key team members include the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS), the Ecological Institute (INECOL) a unit of the National Council for science and technology (CONACYT), the Veracruz Aquarium (NOAA’s first international Coastal Ecology Learning Center) and the State of Veracruz. The Mexican Navy (critical to coastal studies in the Southern Gulf) and other national and regional entities have also been engaged; and Training on use of SERVIR portal planned for Fall 2007 in Veracruz, Mexico Science Applications; Worked with regional scientists to produce conceptual models of submerged aquatic vegetation (SAV) ecosystems; Built a logical framework and tool for ontological modeling of SAV and HABs; Created online guidance for SAV restoration planning; Created model runs which link potential future land use trends, runoff and SAV viability; Analyzed SAV cover change at five other bays in the Gulf of Mexico to demonstrate extensibility of the analytical tools; and Initiated development of a conceptual model for understanding the causes and effects of HABs in the Gulf of Mexico IT Tool Development; Established a website with the GoMRC web-based tools at www.gomrc.org; Completed development of an ArcGIS-based decision support tool for SAV restoration prioritization decisions, and demonstrated its use in Mobile Bay; Developed a web-based application, called Conceptual Model Explorer (CME), that enables non-GIS users to employ the prioritization model for SAV restoration; Created CME tool enabling scientists to view existing, and create new, ecosystem conceptual models which can be used to document cause-effect relationships within coastal ecosystems, and offer guidance on management solutions; Adapted the science-driven advanced web search engine, Noesis, to focus on an initial set of coastal and marine resource issues, including SAV and HABs; Incorporated map visualization tools with initial data layers related to coastal wetlands and SAVs; and Supported development of a SERVIR portal for data management and visualization in the southern Gulf of Mexico, as well as training of end users in Mexican Gulf States.

    This report summarizes the electricity exchange between the United States and Mexico and Canada during Calendar Year 1985. The construction, opration and maintenance of any electric transmission facility which crosses an international border of the United States requires a Presidential permit which has been granted by DOE. During 1985, the US imported 45,900,563 MWh of electric energy at a cost of $1,041,908,785. Of this total, 45,659,944 MWh were imported from Canada and the remainder (240,619 MWh) were received from Mexico. During this same period, US exports of electric energy totaled 4,964,930 MWh with gross revenues of $25,215,549. Of this, 4,812,537 MWh representing $22,068,665 in revenues were delivered to Canada, and 152,393 MWh representing $3,146,884 in revenues were delivered to Mexico. On a net basis, the US was an importer of 40,935,633 MWh of electric energy. These 1985 values constitute an increase of 8.1% in gross imports and an increase of 94.1% in gross exports compared to 1984 levels.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

SNL/NM is located on land controlled by DOE within the boundaries of Kirtland Air Force Base (KAFB) in Albuquerque, New Mexico.     A detailed study of identified, occupied earth sheltered residences in the south central United States has been conducted by the Oklahoma State University. Selected results from this investigation of more than 150 residences in the states of Arkansas, Colorado, Iowa, Kansas, Missouri, Nebraska, New Mexico, Oklahoma, and Texas are presented, focusing upon the issues of habitability and energy performance of such structures.

    TRUPACT-I was tested to evaluate the design under the regulatory testing requirements defined in DOE Order No. 5480.1, Chapter 3. Tests were conducted both at the Drop Test Facility at Oak Ridge National Laboratories, Oak Ridge, Tennessee, and at Sandia National Laboratories, Albuquerque, New Mexico. The program consisted of 12-inch and 30-foot drop tests onto an essentially unyielding surface, 40-inch drop tests onto a puncture bar, and a thermal test. Instrumentation for the tests included accelerometers, strain gages, and thermocouples. Data from each test was stored on magnetic tape for later analysis. The test unit met all of the structural regulatory requirements during the impact events, with the possible exception of damage to the seal retainer bond line discovered during disassembly. The adhesive bonds on the seal retainer did not hold after the thermal test. The foam behind the puncture panel on the outer door burned during the thermal test, overheating and deteriorating the seals; the seals failed. This report presents the raw data from the testing program of TRUPACT-I, Unit 0. An analysis report interpreting the data will be published as ''TRUPACT-I, Unit 0 Test Data Analysis,'' SAND85-0943 (TTC-0555), Sandia National Laboratories, Albuquerque, New Mexico.

    The present report summarizes the results of the first phase of a project of cooperation between the Mexican National Commission for Energy Conservation (CONAE) and the United States Environmental Protection Agency (U.S. EPA) on sustainable biofuel use in rural Mexico. This first phase has been devoted to (i) conducting an in-depth review of the status of fuelwood use in rural and peri-urban areas of Mexico, (ii) providing improved estimates of biomass energy use, (iii) assessing the socioeconomic and environmental impacts of fuelwood use, and (iv) identifying preliminary potential lines of action to improve the patterns of biomass energy use in Mexico; in particular, identifying those interventions that, by improving living conditions for rural inhabitants, can result in global benefits (such as the reduction in greenhouse gas emissions). A comprehensive review of the existing documentation of biofuel use in rural and peri-urban Mexico was conducted. Reports from official, academic, and non-governmental organizations were gathered and analyzed. A computerized rural energy database was created by re-processing a national rural energy survey. Because of the paucity of information about biofuel use in small rural industries, most of the analysis is devoted to the household sector.

    Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid. The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable.     The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy.     The U.S. Department of Energy (DOE) maintains a strong commitment to transfer the results of its science and technology programs to the private sector. The intent is to apply innovative and sometimes advanced technologies to address needs while simultaneously stimulating new commercial business opportunities. Such focused technology transfer was evident in the late 1990s as the results of DOE investments in environmental management technology development led to new tools for characterizing and remediating contaminated sites as well as handling and minimizing the generation of hazardous wastes. The Departments Office of Environmental Management was attempting to reduce the cost, accelerate the schedule, and improve the efficacy of clean-up efforts in the nuclear weapons complex. It recognized that resulting technologies had broader world market applications and that their commercialization would further reduce costs and facilitate deployment of improved technology at DOE sites. DOEs Albuquerque Operations Office (now part of the National Nuclear Security Administration) began in 1995 to build the foundation for a technology exchange program with Mexico. Initial sponsorship for this work was provided by the Departments Office of Environmental Management. As part of this effort, Applied Sciences Laboratory, Inc. (ASL) was contracted by the DOE Albuquerque office to identify Mexicos priority environmental management needs, identify and evaluate DOE-sponsored technologies as potential solutions for those needs, and coordinate these opportunities with decision makers from Mexicos federal government. That work led to an improved understanding of many key environmental challenges that Mexico faces and the many opportunities to apply DOEs technologies to help resolve them. The above results constituted, in large part, the foundation for an initial DOE-funded program to apply the Departments technology base to help address some of Mexicos challenging environmental issues. The results also brought focus to the potential contributions that DOEs science and technology could make for solving the many difficult, multi-generational problems faced by hundreds of bi-national communities along the 2,000-mile shared border of the United States and Mexico. Efforts to address these U.S.-Mexico border issues were initially sponsored by the DOEs Albuquerque and Carlsbad offices. In subsequent years, the U.S. Congress directed appropriations to DOEs Carlsbad office to address public health, safety and security issues prevalent within U.S.-Mexico border communities. With ASLs assistance, DOEs Albuquerque office developed contacts and formed partnerships with interested U.S and Mexican government, academic, and commercial organizations. Border industries, industrial effluents, and public health conditions were evaluated and documented. Relevant technologies were then matched to environmental problem sets along the border. Several technologies that were identified and subsequently supported by this effort are now operational in a number of U.S.-Mexico border communities, several communities within Mexicos interior states, and in other parts of Latin America. As a result, some serious public health threats within these communities caused by exposure to toxic airborne pollutants have been reduced. During this time, DOEs Carlsbad office hosted a bilateral conference to establish a cross-border consensus on what should be done on the basis of these earlier investigative efforts.     Ozone in the main air pollutant in Mexico City Metropolitan Area (MCMA). This kind of pollution is induced by the emissions of nitrogen oxides and hydrocarbons. According to Official Statistics National Air Pollution Quality Standard is exceeded over 300 days a year. Volatile hydrocarbons are generated in the cycle of storage transport and distribution of fuel (Gasoline Distribution Cycle). Above 17 millions of liters are handled daily in MCMA. Evaporative emission control is a complex task involving: floating roof tanks and vapor recovery units installation at bulk terminals and implementation of Phase 1 and Phase 2 vapor recovery systems at service stations. Since 1990, IMP has been involved in researching vapor emissions associated to gasoline storage and distribution cycle. Besides, the authors evaluate several technologies for bulk terminals and service stations. In this job, the authors present the results of an evaluation according to Mexican Official Standard of 500 vehicles. The gasoline vapors are trapped during refueling of cars and they are conduced to an equipment that includes an activated charcoal canister in order to adsorb them. Another Activated charcoal canister adsorbs ambient air as a reference. Experimental results showed that refueling hydrocarbon emissions are between 0.4 and 1.2 grams per liter with averages of 0.79 and 0.88 grams per liter according with two different gasoline types. These results were applied to Mexico City Vehicular fleet for the gasoline distribution cycle in order to obtain a total volatile hydrocarbon emission in Mexico City Metropolitan Area.

    Sandia National Laboratories has made major investments in microsystems-related infrastructure and research staff development over the past two decades, culminating most recently in the MESA project. These investment decisions have been made based in part upon the necessity for highly reliable, secure, and for some purposes, radiation-hardened devices and subsystems for safety and sustainability of the United States nuclear arsenal and other national security applications. SNL's microsystems development and fabrication capabilities are located almost entirely within its New Mexico site, rendering their effectiveness somewhat dependent on the depth and breadth of the local microsystems workforce. Consequently, the status and development capacity of this workforce has been seen as a key personnel readiness issue in relation to the maintenance of SNL's microsystems capabilities. For this reason SNL has supported the instantiation and development of the Southwest Center for Microsystems Education, an Advanced Technology Education center funded primarily by the National Science Foundation, in order to foster the development of local training capacity for microsystems technologists. Although the SCME and the associated Manufacturing Technology program at Central New Mexico Community College have developed an effective curriculum and graduated several highly capable microsystems technologists, the future of both the center and the degree program remain uncertain due to insufficient student enrollment. The central region of New Mexico has become home to many microsystems-oriented commercial firms. As the demands of those firms for technologists evolve, SNL may face staffing problems in the future, especially if local training capacity is lost.

    Offshore wind is a clean, renewable source of energy and can be an economic driver in the United States. To better understand the employment opportunities and other potential regional economic impacts from offshore wind development, the U.S. Department of Energy (DOE) funded research that focuses on four regions of the country. The studies use multiple scenarios with various local job and domestic manufacturing content assumptions. Each regional study uses the new offshore wind Jobs and Economic Development Impacts (JEDI) model, developed by the National Renewable Energy Laboratory. This fact sheet summarizes the potential economic impacts for the Gulf of Mexico region.

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.
