    The author considers that the European Union has not taken the approach adopted in the USA where environmental regulators are keen to promote the use of coal-fired power station ash by-product and recycled materials. The United Kingdom has seen, with some dismay, the effects EU legislation is having on the ash industry. This article outlines only some of the problems being tackled. The Waste Framework Directive is difficult to interpret and fails to define critical aspects of the problem. This directive is discussed at some length in the article. A total of nine directives effect the operation of coal-fired power plant. Many are imprecise and open to interpretation and cause a deal of frustration, delays and confusion to the ash supplier and contractor. This is causing markets to suffer.

    Background: Carotid artery stenting (CAS) has evolved to treat carotid artery disease with the intention of prevent stroke. The British Society of Interventional Radiologists developed a voluntary registry to monitor the practice of this novel procedure. We present the data from the United Kingdom (UK) CAS registry for short and long-term outcomes for symptomatic and asymptomatic carotid disease. Methods: The UK CAS registry collected data from 1998 to 2010 from 31 hospitals across the UK for 1,154 patients. All interventions were enrolled in the registry for both asymptomatic and symptomatic patients. Initial entry forms were completed for each patient entered with data including indications, demographic data, CAS data (including stents and protection device details) and 30-day outcomes. Complications were documented. Follow-up data were collected at yearly intervals. Results: Nine hundred fifty-three (83 %) symptomatic and 201 (17 %) asymptomatic patients were enrolled into the registry. The 30-day all stroke and death rates for symptomatic patients were 5.5 and 2.2 % for those with asymptomatic disease. The 30-day mortality rate was 1.7 % for symptomatic and 0.6 % for asymptomatic patients. For symptomatic patients undergoing CAS, the 7-year all-cause mortality rate was 22.2 % and for asymptomatic patients 18.1 %. The 7-year all-cause mortality and disabling stroke rates were 25.3 and 19.4 %, respectively. Conclusion: These data indicate that outside of the tight constraints of a randomised trial, CAS provides effective prophylaxis against stroke and death.

    Under the auspices of an agreement between the U.S. and the United Kingdom, the U.S. Department of Energy (DOE) has an opportunity to transfer approximately 710,000 kilograms (1,562,000 pounds) of unneeded normal and low-enriched uranium (LEU) to the United Kingdom; thus, reducing long-term surveillance and maintenance burdens at the Hanford Site. The material, in the form of billets, is controlled by DOE`s Defense Programs, and is presently stored as surplus material in the 300 Area of the Hanford Site. The United Kingdom has expressed a need for the billets. The surplus uranium billets are currently stored in wooden shipping containers in secured facilities in the 300 Area at the Hanford Site (the 303-B and 303-G storage facilities). There are 482 billets at an enrichment level (based on uranium-235 content) of 0.71 weight-percent. This enrichment level is normal uranium; that is, uranium having 0.711 as the percentage by weight of uranium-235 as occurring in nature. There are 3,242 billets at an enrichment level of 0.95 weight-percent (i.e., low-enriched uranium). This inventory represents a total of approximately 532 curies. The facilities are routinely monitored. The dose rate on contact of a uranium billet is approximately 8 millirem per hour. The dose rate on contact of a wooden shipping container containing 4 billets is approximately 4 millirem per hour. The dose rate at the exterior of the storage facilities is indistinguishable from background levels.

    The Electric Power Research Institute (EPRI) is conducting an engineering and economic study of various pressurized fluidized-bed combustor (PFBC) designs. Studies have been completed on bubbling and circulating PFBC technologies and on an advanced PFBC power plant technology, in which the feed coal is partially gasified and the residual char burned in a PFBC. The United Kingdom Clean Coal Power Generation Group`s (CCPGG) air-blown gasification cycle (ABGC), known formerly as the British Coal Topping Cycle, also partially gasifies the feed coal, but uses a circulating atmospheric fluidized-bed combustor (AFBC) to burn the residual char. Although not a PFBC plant, the study was completed to effect a comparison with the advanced PFBC cycle.

    This paper reports an integrated appraisal of options for utilising solid recovered fuels (SRF) (derived from municipal solid waste, MSW) in energy intensive industries within the United Kingdom (UK). Four potential co-combustion scenarios have been identified following discussions with industry stakeholders. These scenarios have been evaluated using (a) an existing energy and mass flow framework model, (b) a semi-quantitative risk analysis, (c) an environmental assessment and (d) a financial assessment. A summary of results from these evaluations for the four different scenarios is presented. For the given ranges of assumptions; SRF co-combustion with coal in cement kilns was found to be the optimal scenario followed by co-combustion of SRF in coal-fired power plants. The biogenic fraction in SRF (ca. 70%) reduces greenhouse gas (GHG) emissions significantly ({approx}2500 g CO{sub 2} eqvt./kg DS SRF in co-fired cement kilns and {approx}1500 g CO{sub 2} eqvt./kg DS SRF in co-fired power plants). Potential reductions in electricity or heat production occurred through using a lower calorific value (CV) fuel. This could be compensated for by savings in fuel costs (from SRF having a gate fee) and grants aimed at reducing GHG emission to encourage the use of fuels with high biomass fractions. Total revenues generated from coal-fired power plants appear to be the highest ( Pounds 95/t SRF) from the four scenarios. However overall, cement kilns appear to be the best option due to the low technological risks, environmental emissions and fuel cost. Additionally, cement kiln operators have good experience of handling waste derived fuels. The scenarios involving co-combustion of SRF with MSW and biomass were less favourable due to higher environmental risks and technical issues.

    The US Department of Energy (DOE) has declared 41.9 tons (38 metric tons) of weapons-usable plutonium surplus to the United States` defense needs. A DOE Programmatic Environmental Impact Statement analyzed strategies for plutonium storage and dispositioning. In one alternative, plutonium as a mixed oxide (MOX) fuel would be irradiated (burned) in a reengineered heavy-water-moderated reactor, such as the Canadian CANDU design. In an Environmental Assessment (EA), DOE proposes to fabricate and transport to Canada a limited amount of MOX fuel as part of the Parallex (parallel experiment) Project. MOX fuel from the US and Russia would be used by Canada to conduct performance tests at Chalk River Laboratories. MOX fuel would be fabricated at Los Alamos National Laboratory and transported in approved container(s) to a Canadian port(s) of entry on one to three approved routes. The EA analyzes the environmental and human health effects from MOX fuel fabrication and transportation. Under the Proposed Action, MOX fuel fabrication would not result in adverse effects to the involved workers or public. Analysis showed that the shipment(s) of MOX fuel would not adversely affect the public, truck crew, and environment along the transportation routes.

    The Dragon Reactor was constructed at the United Kingdom Atomic Energy Research Establishment at Winfrith in Dorset through the late 1950's and into the early 1960's. It was a High Temperature Gas Cooled Reactor (HTR) with helium gas coolant and graphite moderation. It operated as a fuel testing and demonstration reactor at up to 20 MW (Thermal) from 1964 until 1975, when international funding for this project was terminated. The fuel was removed from the core in 1976 and the reactor was put into Safestore. To meet the UK's Nuclear Decommissioning Authority (NDA) objective to 'drive hazard reduction' [1] it is necessary to decommission and remediate all the Research Sites Restoration Ltd (RSRL) facilities. This includes the Dragon Reactor where the activated core, pressure vessel and control rods and the contaminated primary circuit (including a {sup 90}Sr source) still remain. It is essential to remove these hazards at the appropriate time and return the area occupied by the reactor to a safe condition. (author)

    Exposure to fuel from cooking and heating has not been studied in Europe, where lung cancer rates are high and many residents have had a long tradition of burning coal and unprocessed biomass. Study subjects included 2,861 cases and 3,118 controls recruited during 1998-2002 in the Czech Republic, Hungary, Poland, Romania, Russia, Slovakia, and the United Kingdom. The odds ratio of lung cancer associated with solid fuel use was 1.22 (95% confidence interval (CI): 1.04, 1.44) for cooking or heating, 1.37 (95% CI: 0.90, 2.09) for solid fuel only for cooking, and 1.24 (95% CI: 1.05, 1.47) for solid fuels used for both cooking and heating. Risk increased relative to the percentage of time that solid fuel was used for cooking (P-trend {lt} 0.0001), while no risk increase was detected for solid fuel used for heating. The odds ratio of lung cancer in whole-life users of solid cooking fuel was 1.80 (95% CI: 1.35, 2.40). Switching to nonsolid fuels resulted in a decrease in risk. The odds ratio for the longest duration of time since switching was 0.76 (95% CI: 0.63, 0.92). The data suggest a modest increased risk of lung cancer related to solid-fuel use for cooking rather than heating.

    The UK is adopting an open fuel cycle, and is necessarily moving to a regime of long term storage of spent fuel, followed by geological disposal once a geological disposal facility (GDF) is available. The earliest GDF receipt date for legacy spent fuel is assumed to be 2075. The UK is set to embark on a programme of new nuclear build to maintain a nuclear energy contribution of 16 GW. Additionally, the UK are considering a significant expansion of nuclear energy in order to meet carbon reduction targets and it is plausible to foresee a scenario where up to 75 GW from nuclear power production could be deployed in the UK by the mid 21. century. Such an expansion, could lead to spent fuel storage and its disposal being a dominant issue for the UK Government, the utilities and the public. If the UK were to transition a closed fuel cycle, then spent fuel storage should become less onerous depending on the timescales. The UK has demonstrated a preference for wet storage of spent fuel on an interim basis. The UK has adopted an approach of centralised storage, but a 16 GW new build programme and any significant expansion of this may push the UK towards distributed spent fuel storage at a number of reactors station sites across the UK.

    The North American Free Trade Agreement has become a hotly debated topic all over the world, but especially in the countries involved: Mexico, United States, and Canada. Comments made by high ranking officials imply there are differences to reconcile before the agreement is passed. Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure. Gasoline consumption and retail delivery infrastructure are compared and contrasted to illustrate the differences among the NAFTA countries.

    This report summarizes the electricity exchange between the United States and Mexico and Canada during Calendar Year 1985. The construction, opration and maintenance of any electric transmission facility which crosses an international border of the United States requires a Presidential permit which has been granted by DOE. During 1985, the US imported 45,900,563 MWh of electric energy at a cost of $1,041,908,785. Of this total, 45,659,944 MWh were imported from Canada and the remainder (240,619 MWh) were received from Mexico. During this same period, US exports of electric energy totaled 4,964,930 MWh with gross revenues of $25,215,549. Of this, 4,812,537 MWh representing $22,068,665 in revenues were delivered to Canada, and 152,393 MWh representing $3,146,884 in revenues were delivered to Mexico. On a net basis, the US was an importer of 40,935,633 MWh of electric energy. These 1985 values constitute an increase of 8.1% in gross imports and an increase of 94.1% in gross exports compared to 1984 levels.

    The reactor safety research program in Canada not only recognizes the unique features of the CANDU reactor, but is supplemented by a strong interaction with the LWR research community. This is especially so in the area of severe accidents. We participate in international programs such as Phebus FP and CSARP to take advantage of cooperative efforts on phenomena that are generic to all reactors, but also have our distinct programs in Canada on severe fuel damage, fission product chemistry, aerosol behaviour and hydrogen combustion and mitigation. These programs address the characteristics of Canadian nuclear fuel and containment design, and our own series of severe accident scenarios. The scope of the R&D encompasses separate effects experiments, model development and code development, leading to validation testing in several large integral test facilities including the Radioiodine Test Facility and the Blowdown Test Facility in the NRU reactor. We also have extensive hydrogen combustion test facilities including the Large Scale Vented Combustion Test Facility now under construction. The essence of the program is described with examples from recent experiments and analysis.

    The electric power system in North America is linked between the United States and Canada. Canada has historically been a net exporter of electricity to the United States. The extent to which this remains true will depend on the future evolution of power markets, technology deployment, and policies. To evaluate these and related questions, we modify the Regional Energy Deployment System (ReEDS) model to include an explicit representation of the grid-connected power system in Canada to the continental United States. ReEDS is unique among long-term capacity expansion models for its high spatial resolution and statistical treatment of the impact of variable renewable generation on capacity planning and dispatch. These unique traits are extended to new Canadian regions. We present example scenario results using the fully integrated Canada-U.S. version of ReEDS to demonstrate model capabilities. The newly developed, integrated Canada-U.S. ReEDS model can be used to analyze the dynamics of electricity transfers and other grid services between the two countries under different scenarios.

    A front end is currently under construction consisting of a H{sup -} Penning ion source (65 keV, 60 mA), low energy beam transport (LEBT), and radio frequency quadrupole (3 MeV output energy) with a medium energy beam transport suitable for high power proton applications. Diagnostics can be divided either in destructive techniques such as beam profile monitor, pepperpot, slit-slit emittance scanner (preferably used during commissioning) or nondestructive, permanently installed devices such as photodetachment-based techniques. Another way to determine beam distributions is a scintillator with charge-coupled device camera. First experiments have been performed to control the beam injection into the LEBT. The influence of beam parameters such as particle energy and space-charge compensation on the two-dimensional distribution and profiles will be presented.

Anaerobic digestion, combustion and gasification are options for managing biodegradable waste while generating renewable energy. However, very little research has been carried to establish the overall energy balance of the collection, preparation and energy recovery processes for different types of wastes. Without this information, it is impossible to determine the optimum method for managing a particular waste to recover renewable energy. In this study, energy balances were carried out for the thermal processing of food waste, garden waste, wood, waste paper and the non-recyclable fraction of municipal waste. For all of these wastes, combustion in dedicated facilities or incineration with the municipal waste stream was the most energy-advantageous option. However, we identified a lack of reliable information on the energy consumed in collecting individual wastes and preparing the wastes for thermal processing. There was also little reliable information on the performance and efficiency of anaerobic digestion and gasification facilities for waste.

    Robin W. Grimes, Professor at Imperial College, London,was the third speaker in the the May 26, 2011 EFRC Forum session, "Global Perspectives on Frontiers in Energy Research." In his presentation, Professor Grimes discussed recent research endeavors in advanced nuclear energy systems being pursued in the UK. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    A review is presented of the heavy oil upgrading industry in Canada. Up to now it has been based on the processing of bitumen extracted from oil sands mining operations at two sites, to produce a residue-free, low sulfur, synthetic crude. Carbon rejection has been the prime process technology with delayed coking being used by Suncor and FLUID COKING at Syncrude. Alternative processes for recovering greater amounts of synthetic crude are examined. These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader, now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional products, also based on hydrogenation, will use ebullated bed catalyst systems: the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

The mines visited included seven coal mines, one copper mine, and one tar sands mine selected as representative of present state of the art in open pit, strip, and terrace pit mining. The purpose of the survey was to investigate mining methods, equipment requirements, operating costs, reclamation procedures and costs, and other aspects of current surface mining practices in order to acquire basic data for a study comparing conventional and terrace pit mining methods, particularly in deeper overburdens.     The high-grade uranium deposit at Cigar Lake, Canada, is being investigated as a natural analog for the disposal of nuclear fuel waste. Geochemical aspects of the site have been studied in detail, but the microbial ecology has not been fully investigated. Microbial populations in an ore sample and in groundwater samples from the vicinity of the ore zone were examined to determine their effect on uranium mobility. Counts of the total number of bacteria and of respiring bacteria were obtained by direct microscopy, and the viable aerobic and anaerobic bacteria were assessed as colony forming units (CFUs) by the dilution plating technique. In addition, the population distribution of denitrifiers, fermenters, iron- and sulfur-oxidizers, iron- and sulfate-reducers, and methanogens was determined by the most probable number (MPN) technique.

    Construction of Atomic Energy of Canada Limited's (AECL's) Underground Research Laboratory (URL) began in 1982. The URL was designed to address the needs of the Canadian nuclear fuel waste management program. Over the years, a comprehensive program of geologic characterization and underground hydrogeologic, geotechnical and geomechanical projects have been performed, many of which are ongoing. The scientific work at the URL has evolved through a number of different phases to meet the changing needs of Canada's waste management program. The various phases of the URL have included siting, site evaluation, construction and operation. Collaboration with international organizations is encouraged at the URL, with the facility being a centre of excellence in an International Atomic Energy Agency (IAEA) network of underground facilities. One of AECL's major achievements of the past 20 year program has been the preparation and public defense of a ten-volume Environmental Impact Statement (EIS) for a conceptual deep geologic repository. Completion of this dissertation on the characterization, construction and performance modeling of a conceptual repository in the granite rock of the Canadian Shield was largely based on work conducted at the URL. Work conducted over the seven years since public defense of the EIS has been directed towards developing those engineering and performance assessment tools that would be required for implementation of a deep geologic repository. The URL continues to be a very active facility with ongoing experiments and demonstrations performed for a variety of Canadian and international radioactive waste management organizations.
