    We present the solution to the "mean king's problem" in the continuous variable setting. We show that in this setting, the outcome of a randomly-selected projective measurement of any linear combination of the canonical variables x and p can be ascertained with arbitrary precision. Moreover, we show that the solution is in turn a solution to an associated "conjunctive" version of the problem, unique to continuous variables, where the inference task is to ascertain all the joint outcomes of a simultaneous measurement of any number of linear combinations of x and p.

    The energy diffusion coefficients D_n(E) (n=1,2) for a system of equal mass particles moving self-consistently in an N-body realisation of a King model are computed from the probability per unit time, P(E, Delta E), that a star with initial energy E will undergo an energy change Delta E. In turn, P is computed from the number of times during the simulation that a particle in a state of given energy undergoes a transition to another state. These particle states are defined directly from the time evolution of E by identifying them with the event occuring between two local maxima in the E(t) curve. If one assumes next that energy changes are uncorrelated between different states, one can use diffusion theory to compute D_n(E). The simulations employ N=512, 2048,... , 32768 particles and are performed using an implementation of Aarseth's direct integrator N-body1 on a massively parallel computer. The more than seven million transitions measured in the largest N simulation provide excellent statistics. The numerically determined D(E)'s are compared against their theoretical counterparts which are computed from phase-space averaged rates of energy change due to independent binary encounters. The overall agreement between them is impressive over most of the energy range, notwithstanding the very different type of approximations involved, giving considerable support to the valid usage of these theoretical expressions to simulate dynamical evolution in Fokker-Planck type calculations.

    In the middle of the UC Berkeley campus, next to the Main Library, South Hall is the last surviving building from the original campus, founded about 135 years ago. A tiny tree-shaded appendix to this venerated classical building houses Berkeley's Center for Studies in Higher Education, directed by C. Judson King, former Provost and Senior Vice President--Academic Affairs of the ten-campus University of California and long-time Professor of Chemical Engineering at Berkeley. Jud came to Berkeley in 1963 as assistant professor of chemical engineering, following receipt of a doctor's degree from MIT and a subsequent short appointment as director of the MIT chemical engineering practice school station at what was then Esso (now Exxon) in New Jersey. His undergraduate degree is from Yale. Starting with his MIT doctoral dissertation on gas absorption, Jud has devoted much of his professional career to separation processes. His teaching and research activities have been primarily concerned with separation of mixtures with emphasis on liquid-liquid extraction and drying. As a consultant to Procter and Gamble, he contributed to the technology of making instant coffee. His life-long activities in hiking and camping stimulated Jud's interest in the manufacture of freeze-dried foods (e.g. turkey meat) to minimize the weight of his hiking back-pack. Jud is internationally known not only for his many research publications but even more, for his acclaimed textbook ''Separation Processses'' (McGraw-Hill, second edition 1980) that is used in standard chemical engineering courses in the US and abroad.

    This report provides soil evaluation and characterization testing for the submarine bases at Kings Bay, Georgia, and Bangor, Washington, using triaxial testing at high confining pressures with different moisture contents. In general, the samples from the Bangor and Kings Bay sites appeared to be stronger than a previously used reference soil. Assuming the samples of the material were representative of the material found at the sites, they should be adequate for use in the planned construction. Since soils can vary greatly over even a small site, a soil specification for the construction contractor would be needed to insure that soil variations found at the site would meet or exceed the requirements. A suggested specification for the Bangor and Kings Bay soils was presented based on information gathered from references plus data obtained from this study, which could be used as a basis for design by the construction contractor.

    In this paper, we design a new three dimensional King Cobra face shaped fractional order chaotic system. The multi-scale synchronization scheme of two fractional order chaotic systems is described. The necessary conditions for the multi-scale synchronization of two identical fractional order King Cobra chaotic systems are derived through feedback control. A new cryptosystem is proposed for an image encryption and decryption by using synchronized fractional order King Cobra chaotic systems with the supports of multiple cryptographic assumptions. The security of the proposed cryptosystem is analyzed by the well known algebraic attacks. Numerical simulations are given to show the effectiveness of the proposed theoretical results.

    The Tulare Lake field is located in Kings County, California, on the west side of the San Joaquin Valley and 10 mi east of the Kettleman Hills (North Dome) field and 30 mi souuheast of the city of Coalinga. The field was discovered by Husky Oil Co. (Marathon) in October 1981 with the completion of the Boswell 22-16, Sec. 16, T22S, R20E from sands in the Burbank formation of Oligocene geologic age. Chevron USA offset the Husky discovery well with the completion of the Salyer 678X, Sec. 8, T22S, R20E, in May 1983. Both Chevron and Husky have continued an orderly development of the field, and to date Chevron has 9 producing wells and Husky 10 producing wells. Production is found in the Burbank formation at a vertical depth below 12,800 ft. The entrapment of hydrocarbons is caused by a low amplitude, seismically subtle, anticlinal fold trending northwest/southeast. Isochore maps of the Burbank formation show that stratigraphy is important in the distribution of the four producing sand intervals. Oil gravities form the sands vary 39/sup 0/ API to 51/sup 0/ API and the GOR ranges from 1050 to over 5500. As of January 1, 1984, the field has a cumulative production of 1.7 million bbl of oil and 3.5 billion ft/sup 3/ of gas.

    This is the fifth and final report in a series documenting progress of the pre-construction eelgrass restoration and mitigation activities for the proposed King County Brightwater marine outfall, discharging to Puget Sound near Point Wells, Washington. King County began implementing a multiyear eelgrass monitoring and restoration program in 2004, with the primary goal of returning intertidal and shallow subtidal habitat and eelgrass to pre-construction conditions, after construction of the outfall. Major eelgrass mitigation program elements include: a) pre-construction monitoring, i.e., documenting initial eelgrass conditions and degree of fluctuation over a 5 year period prior to construction, b) eelgrass transplanting, including harvesting, offsite propagation and stockpiling of local plants for post-construction planting, and c) post-construction planting and subsequent monitoring, occurring in 2009 and beyond. The overall program is detailed in the Eelgrass Restoration and Biological Resources Implementation Workplan (King County 2008).

    Job generation has been a part of the national dialogue surrounding energy policy and renewable energy (RE) for many years. RE advocates tout the ability of renewable energy to support new job opportunities in rural America and the manufacturing sector. Others argue that spending on renewable energy is an inefficient allocation of resources and can result in job losses in the broader economy. The report, Study of the Effects on Employment of Public Aid to Renewable Energy Sources, from King Juan Carlos University in Spain, is one recent addition to this debate. This report asserts that, on average, every renewable energy job in Spain 'destroyed' 2.2 jobs in the broader Spanish economy. The authors also apply this ratio to the U.S. context to estimate expected job loss from renewable energy development and policy in the United States. This memo discusses fundamental and technical limitations of the analysis by King Juan Carlos University and notes critical assumptions implicit in the ultimate conclusions of their work. The memo also includes a review of traditional employment impact analyses that rely on accepted, peer-reviewed methodologies, and it highlights specific variables that can significantly influence the results of traditional employment impact analysis.

    A novel in situ method was used to measure emissions and fuel consumption of transport refrigeration units (TRUs). The test matrix included two fuels, two exhaust configurations, and two TRU engine operating speeds. Test fuels were California ultra low sulfur diesel and gas-to-liquid (GTL) diesel. Exhaust configurations were a stock muffler and a Thermo King pDPF diesel particulate filter. The TRU engine operating speeds were high and low, controlled by the TRU user interface. Results indicate that GTL diesel fuel reduces all regulated emissions at high and low engine speeds. Application of a Thermo King pDPF reduced regulated emissions, sometimes almost entirely. The application of both GTL diesel and a Thermo King pDPF reduced regulated emissions at high engine speed, but showed an increase in oxides of nitrogen at low engine speed.

    King County proposes to build a new sewer outfall discharging to Puget Sound near Point Wells, Washington. Construction is scheduled for 2008. The Point Wells site was selected to minimize effects on the nearshore marine environment, but unavoidable impacts to eelgrass (Zostera marina) beds are anticipated during construction. To mitigate for these impacts and prepare for post-construction restoration, King County began implementation of a multi-year eelgrass monitoring and restoration program in 2004, with the primary goal of returning intertidal and shallow subtidal habitat and eelgrass to pre-construction conditions. Major program elements are a) pre-construction monitoring, i.e., documenting initial eelgrass conditions and degree of fluctuation over 5 years prior to construction, b) eelgrass transplanting, including harvesting, offsite propagating and stockpiling of local plantstock, and post-construction planting, and c) post-construction monitoring. The program is detailed in the Eelgrass Restoration and Biological Resources Implementation Workplan (King County 2006). This report describes calendar year 2006 pre-construction activities conducted by Pacific Northwest National Laboratory (PNNL) in support of King County. Activities included continued propagation of eelgrass shoots and monitoring of the experimental harvest plots in the marine outfall corridor area to evaluate recovery rates relative to harvest rates. Approximately 1500 additional shoots were harvested from the marine outfall corridor in August 2006 to supplement the plants in the propagation tank at the PNNL Marine Sciences Laboratory in Sequim, Washington, bringing the total number of shoots to 4732. Eelgrass densities were monitored in the five experimental harvest plots established in the marine outfall corridor. Changes in eelgrass density were evaluated in year-to-year comparisons with initial harvest rates. Net eelgrass density decreased from 2004 post-harvest to 2006 in all plots, despite density increases observed in 2005 in some plots and at some harvest rates. Eelgrass densities within individual subplots were highly variable from year to year, and the change in density in any interannual period did not correlate to the initial 2004 harvest rate. Continued monitoring should help project managers determine an optimum harvest rate that supports rapid recovery of donor eelgrass beds.

    King County proposes to build a new sewer outfall discharging to Puget Sound near Point Wells, Washington. Construction is scheduled for 2008. The Point Wells site was selected to minimize effects on the nearshore marine environment, but unavoidable impacts to eelgrass (Zostera marina) beds are anticipated during construction. To mitigate these impacts and prepare for post-construction restoration, King County began implementing a multiyear eelgrass monitoring and restoration program in 2004, with the primary goal of returning intertidal and shallow subtidal habitat and eelgrass to pre-construction conditions. Major program elements related to eelgrass are (a) pre-construction monitoring, i.e., documenting initial eelgrass conditions and degree of fluctuation over 5 years prior to construction, (b) eelgrass transplanting, including harvesting, offsite propagating, and stockpiling of local plants for post-construction planting, and (c) post-construction planting and subsequent monitoring. The program is detailed in the Eelgrass Restoration and Biological Resources Implementation Workplan (King County 2006). This report describes calendar year 2007 pre-construction activities conducted by Pacific Northwest National Laboratory (PNNL) for King County. Activities included continued propagation of eelgrass shoots at the PNNL Marine Sciences Laboratory (MSL) in Sequim, Washington, and monitoring of the experimental harvest plots in the marine outfall corridor area to evaluate recovery rates relative to harvest rates. In addition, 490 eelgrass shoots were also harvested from the Marine Outfall Corridor in July 2007 to supplement the plants in the propagation tank at the MSL, bringing the total number of shoots to 1464. Eelgrass densities were monitored in four of five experimental harvest plots established in the Marine Outfall Corridor. Changes in eelgrass density were evaluated in year-to-year comparisons with initial harvest rates. A net increase in eelgrass density from 2004 post-harvest to 2007 was observed in all plots, despite density decreases observed in 2006 in all plots and at most harvest rates. Eelgrass densities within individual subplots were highly variable from year to year, and the change in density in any interannual period was not related to initial 2004 harvest rate. Harvest rates of neighboring subplots did not appear to affect subplot eelgrass density (Woodruff et al. 2007). Three years post-harvest, eelgrass shoot densities were not significantly different from pre-harvest shoot densities at any harvest level. Additional plans are being discussed with King County to harvest all eelgrass from the construction corridor and hold in the propagation tanks at the MSL for post-construction planting. Under this plan, plants that would have been lost to construction will be held offsite until construction is completed. This strategy reduces and possibly eliminates the need to harvest eelgrass from donor beds located south of the construction area, allowing them to remain undisturbed. However, if eelgrass is harvested from donor beds, the monitoring of eelgrass growth at different harvest rates should help determine an optimum harvest rate that supports rapid recovery of donor eelgrass beds.

    We provide, and perform a risk theoretic statistical analysis of, a dataset that is 75 percent larger than the previous best dataset on nuclear incidents and accidents, comparing three measures of severity: INES (International Nuclear Event Scale), radiation released, and damage dollar losses. The annual rate of nuclear accidents, with size above 20 Million US$, per plant, decreased from the 1950s until dropping significantly after Chernobyl (April, 1986). The rate is now roughly stable at 0.002 to 0.003, i.e., around 1 event per year across the current fleet. The distribution of damage values changed after Three Mile Island (TMI; March, 1979), where moderate damages were suppressed but the tail became very heavy, being described by a Pareto distribution with tail index 0.55. Further, there is a runaway disaster regime, associated with the "dragon-king" phenomenon, amplifying the risk of extreme damage.     King field has produced over 4 million bbl of oil from the Mississippian Aux Vases Formation along a north-south-trending anticlinal structure 3 mi long and 1.5 mi wide. The porous and permeable quartz sandstone, which comprises the principal hydrocarbon reservoir, can grade laterally into nonporous calcareous sandstone, siltstone, shale, or limestone within one well location (660 ft). The Aux Vases Formation at King field was deposited in an intertidal to subtidal, mixed siliciclastic-carbonate environment, and the resulting mosaic of depositional facies significantly affects reservoirs continuity. Impermeable to only slightly permeable siltstones, shales, and limestones of the various offshore facies, and shales and siltstones of the tidal-flat facies separate the producing sandstones of a tidal channel-offshore bar facies into distinct reservoir compartments. This reservoir heterogeneity results in an oil-water contact at various depths across the field. Lateral compartmentalization of the reservoir has allowed large sections of the Aux Vases reservoir to remain unswept by waterflooding. Volumetric analyses suggest that untapped reservoir compartments may contain an additional 1-2 million bbl of oil recoverable by primary and waterflood methods.

With this device and method, a qualified worker, following a relatively simple protocol that involves a function test (hot, cold, hot) of the voltage verification unit before Lock Out/Tag Out and, and once the Lock Out/Tag Out is completed, testing or "trying" by simply reading a display on the voltage verification unit can be accomplished without exposure of the operator to the interior of the voltage supply enclosure. According to a preferred embodiment, the voltage verification unit includes test leads to allow diagnostics with other meters, without the necessity of accessing potentially dangerous bus bars or the like.

    We investigate the mathematical structure of unit systems and the relations between them. Looking over the entire set of unit systems, we can find a mathematical structure that is called preorder (or quasi-order). For some pair of unit systems, there exists a relation of preorder such that one unit system is transferable to the other unit system. The transfer (or conversion) is possible only when all of the quantities distinguishable in the latter system are always distinguishable in the former system. By utilizing this structure, we can systematically compare the representations in different unit systems. Especially, the equivalence class of unit systems (EUS) plays an important role because the representations of physical quantities and equations are of the same form in unit systems belonging to an EUS. The dimension of quantities is uniquely defined in each EUS. The EUS's form a partially ordered set. Using these mathematical structures, unit systems and EUS's are systematically classified and organized as a hierarchical tree.

Given the structure, capability and technical expertise in the Federal Emergency Management Agency (FEMA) and the Federal Bureau of Investigation (FBI), the Department of Defense (DoD) will be tasked to conduct the response to such an incident. The geographical Commander in Chief (CINC) and the appointed Joint Task Force (JTF) commander will ultimately be assigned the response mission. With this approach it is possible to implement scalable entanglement-storage units. We test the protocol in the Lipkin-Meshkov-Glick model, a prototype many-body quantum system that describes different experimental setups, and in the ordered Ising chain, a model representing a possible implementation of a quantum bus.

    Trace element and major ion concentrations were measured in water samples collected monthly between March 1985 and March 1986 at the MD-1 pumping station at the Tulare Lake Drainage District evaporation ponds, Kings County, California. Samples were analyzed for selected pesticides several times during the year. Salinity, as measured by specific conductance, ranged from 11,500 to 37,600 microsiemens/centimeter; total recoverable boron ranged from 4,000 to 16,000 micrg/L; and total recoverable molybdenum ranged from 630 to 2,600 microg/L. Median concentrations of total arsenic and total selenium were 97 and 2 microg/L. Atrazine, prometone, propazine, and simazine were the only pesticides detected in water samples collected at the MD-1 pumping station. Major ions, trace elements, and selected pesticides also were analyzed in water and bottom-sediment samples from five of the southern evaporation ponds at Tulare Lake Drainage District. The water samples increased in specific conductance and concentrations of total arsenic, total recoverable boron and total recoverable molybdenum going from pond 1 to pond 10, respectively. Median concentrations of total arsenic and total selenium in the bottom sediments were 4.0 and 0.9 microg/g, respectively. 6 refs., 2 figs., 12 tabs.

    A compact monolithic capacitive discharge unit (CDU) is disclosed in which a thyristor switch and a flyback charging circuit are both sandwiched about a ceramic energy storage capacitor. The result is a compact rugged assembly which provides a low-inductance current discharge path. The flyback charging circuit preferably includes a low-temperature co-fired ceramic transformer. The CDU can further include one or more ceramic substrates for enclosing the thyristor switch and for holding various passive components used in the flyback charging circuit. A load such as a detonator can also be attached directly to the CDU.

    An address conversion unit is described for use in one processor in a multi-processor data processing system including a common memory, the processors and common memory being interconnected by a common bus including means for transferring address signals defining a common address space. The processor includes private bus means including means for transferring signals including address signals defining a private address space. A processor unit means is connected to the private bus means and includes means for transmitting and receiving signals including address signals over the private bus means for engaging in data transfers thereover. The address conversion unit is connected to the private bus means and common bus means for receiving address signals over the private bus means from the processor unit means in the private address space. The unit comprises: A. pointer storage means for storing a pointer identifying a portion of the common bus memory space; B. pointer generation means connected to receive a common bus address and for generating a pointer in response thereto for storage in the pointer storage means; and C. common bus address generation means connected to the private bus and the pointer storage means for receiving an address from the processor unit means and for generating a common bus address in response thereto. The common bus address is used to initiate transfers between the processor unit means and the common memory over the common bus.

    A flow chart depicting energy flow in the transportation sector of the United States economy in 2005 has been constructed from publicly available data and estimates of national energy use patterns. Approximately 31,000 trillion British Thermal Units (trBTUs) of energy were used throughout the United States in transportation activities. Vehicles used in these activities include automobiles, motorcycles, trucks, buses, airplanes, rail, and ships. The transportation sector is powered primarily by petroleum-derived fuels (gasoline, diesel and jet fuel). Biomass-derived fuels, electricity and natural gas-derived fuels are also used. The flow patterns represent a comprehensive systems view of energy used within the transportation sector.

    This paper highlights the key results from the Renewable Electricity (RE) Futures Study. It is a detailed consideration of renewable electricity in the United States. The paper focuses on technical issues related to the operability of the U. S. electricity grid and provides initial answers to important questions about the integration of high penetrations of renewable electricity technologies from a national perspective. The results indicate that the future U. S. electricity system that is largely powered by renewable sources is possible and the further work is warranted to investigate this clean generation pathway. The central conclusion of the analysis is that renewable electricity generation from technologies that are commercially available today, in combination with a more flexible electric system, is more than adequate to supply 80% of the total U. S. electricity generation in 2050 while meeting electricity demand on an hourly basis in every region of the United States.

    Scientific applications use highly specialized data structures that require complex, latency sensitive graphs of integer instructions for memory address calculations. Working with the Univeristy of Wisconsin, we have demonstrated significant differences between the Sandia's applications and the industry standard SPEC-FP (standard performance evaluation corporation-floating point) suite. Specifically, integer dataflow performance is critical to overall system performance. To improve this performance, we have developed a configurable functional unit design that is capable of accelerating integer dataflow.

    TRUPACT-I was tested to evaluate the design under the regulatory testing requirements defined in DOE Order No. 5480.1, Chapter 3. Tests were conducted both at the Drop Test Facility at Oak Ridge National Laboratories, Oak Ridge, Tennessee, and at Sandia National Laboratories, Albuquerque, New Mexico. The program consisted of 12-inch and 30-foot drop tests onto an essentially unyielding surface, 40-inch drop tests onto a puncture bar, and a thermal test. Instrumentation for the tests included accelerometers, strain gages, and thermocouples. Data from each test was stored on magnetic tape for later analysis. The test unit met all of the structural regulatory requirements during the impact events, with the possible exception of damage to the seal retainer bond line discovered during disassembly. The adhesive bonds on the seal retainer did not hold after the thermal test. The foam behind the puncture panel on the outer door burned during the thermal test, overheating and deteriorating the seals; the seals failed. This report presents the raw data from the testing program of TRUPACT-I, Unit 0. An analysis report interpreting the data will be published as ''TRUPACT-I, Unit 0 Test Data Analysis,'' SAND85-0943 (TTC-0555), Sandia National Laboratories, Albuquerque, New Mexico.

    A shipping device for a heater unit assembly (23), the heater unit assembly (23) including a cylindrical wall (25) and a top plate (31) secured to the cylindrical wall (25) and having a flange portion which projects radially beyond the outer surface of the cylindrical wall (25), and the shipping device including: a cylindrical container (3) having a closed bottom (13); a support member (47) secured to the container (3) and having an inwardly directed flange for supporting the flange portion of the top plate (31); a supplemental supporting system (1) for positioning the heater unit assembly (23) in the container (3) at a spaced relation from the inner surface and bottom wall (13) of the container (3); a cover (15) for closing the top of the container (3); and a container supporting structure (5,7,8) supporting the container (3) in a manner to permit the container (3) to be moved, relative to the supporting structure (5,7,8 ), between a vertical position for loading and unloading the assembly (23) and a horizontal position for transport of the assembly (23). A seal (57) is interposed between the container (3) and the cover (15) for sealing the interior of the container (3) from the environment. An abutment member (41) is mounted on the container supporting structure (5,7,8) for supporting the container bottom (13), when the container (3) is in the vertical position, to prevent the container (3) from moving past the vertical position in the direction away from the horizontal position, and a retainer member (55) is secured within the cover (15) for retaining the assembly top plate (31) in contact with the support member (47) when the cover (15) closes the top of the container (3).
