    Wholesale trade in electricity plays an important role for the US electric utility industry. Wholesale, or bulk power, transactions allow electric utilities to reduce power costs, increase power supply options, and improve reliability. In 1994, the wholesale trade market totaled 1.9 trillion kilowatthours, about 66% of total sales to ultimate consumers. This publication, Electric Trade in the United States 1994 (ELECTRA), is the fifth in a series of reports on wholesale power transactions prepared by the Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1994.

    Wholesale trade in electricity plays an important role for the US electric utility industry. Wholesale, or bulk power, transactions allow electric utilities to reduce power costs, increase power supply options, and improve reliability. In 1996, the wholesale trade market totaled 2.3 trillion kilowatthours, over 73% of total sales to ultimate consumers. This publication, Electric Trade in the United States 1996 (ELECTRA), is the sixth in a series of reports on wholesale power transactions prepared by the Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1996. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. The report includes information on the quantity of power purchased, sold, exchanged, and wheeled; the geographical locations of transactions and ownership classes involved; and the revenues and costs. 1 fig., 43 tabs.

    This publication, Electric Trade in the US 1992 (ELECTRA), is the fourth in a series of reports on wholesale power transactions prepared by the Electric Data Systems Branch, Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1992. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. The report includes information on the quantity of power purchased, sold, exchanged, and wheeled; the geographical locations of transactions and ownership classes involved; and the revenues and costs. Information on the physical transmission system are being included for the first time in this publication. Transmission data covering investor-owned electric utilities were shifted from the Financial Statistics of Selected Investor-Owned Electric Utilities to the ELECTRA publication. Some of the prominent features of this year`s report include information and data not published before on transmission lines for publicly owned utilities and transmission lines added during 1992 by investor-owned electric utilities.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    In January 1996, the US Environmental Protection Agency (EPA) released a policy statement endorsing wastewater effluent trading in watersheds, hoping to promote additional interest in the subject. The policy describes five types of effluent trades: point source/point source, point source/nonpoint source, pretreatment, intraplant and nonpoint source/nonpoint source. This paper evaluates the feasibility of implementing these types of effluent trading for facilities in the oil and gas, electric power and coal industries. This paper finds that the potential for effluent trading in these industries is limited because trades would generally need to involve toxic pollutants, which can only be traded under a narrow range of circumstances. However, good potential exists for other types of water-related trades that do not directly involve effluents (e.g. wetlands mitigation banking and voluntary environmental projects). The potential for effluent trading in the energy industries and in other sectors would be enhanced if Congress amended the Clean Water Act (CWA) to formally authorize such trading.

The policy describes five types of effluent trades - point source/point source, point source/nonpoint source, pretreatment, intraplant, and nonpoint source/nonpoint source. This report evaluates the feasibility of effluent trading for facilities in the oil and gas industry (exploration and production, refining, and distribution and marketing segments), electric power industry, and the coal industry (mines and preparation plants). Nonpoint source/nonpoint source trades are not considered since the energy industry facilities evaluated here are all point sources. EPA has administered emission trading programs in its air quality program for many years. Programs for offsets, bubbles, banking, and netting are supported by federal regulations, and the 1990 Clean Air Act (CAA) amendments provide a statutory basis for trading programs to control ozone and acid rain. Different programs have had varying degrees of success, but few have come close to meeting their expectations. Few trading programs have been established under the Clean Water Act (CWA). One intraplant trading program was established by EPA in its effluent limitation guidelines (ELGs) for the iron and steel industry. The other existing effluent trading programs were established by state or local governments and have had minimal success.

    Cap-and-trade programs have become widely accepted for the control of conventional air pollution in the United States. However, there is still no political consensus to use these programs to address greenhouse gases. Meanwhile, in the wake of the success of the US SO{sub 2} and NOx trading programs, private companies, state governments, and the European Union are developing new trading programs or other initiatives that may set precedents for a future national US greenhouse gas trading scheme. This paper summarizes the literature on the 'lessons learned' from the SO{sub 2} trading program for greenhouse gas trading, including lessons about the potential differences in design that may be necessary because of the different sources, science, mitigation options, and economics inherent in greenhouse gases. The paper discusses how the programs and initiatives mentioned above have been shaped by lessons from past trading programs and whether they are making changes to the SO{sub 2} model to address greenhouse gases. It concludes with an assessment of the implications of these initiatives for a future US national greenhouse gas trading program. 91 refs., 2 tabs.

Approximately 31,000 trillion British Thermal Units (trBTUs) of energy were used throughout the United States in transportation activities. Vehicles used in these activities include automobiles, motorcycles, trucks, buses, airplanes, rail, and ships. The transportation sector is powered primarily by petroleum-derived fuels (gasoline, diesel and jet fuel). Biomass-derived fuels, electricity and natural gas-derived fuels are also used. The flow patterns represent a comprehensive systems view of energy used within the transportation sector.

    The US oil and gas industry has been dramatically weakened by the recent oil price collapse. Domestic drilling activity reached a new post-World War II low during the summer of 1986. Given a weak, unstable oil price outlook, US capability will continue to deteriorate. In the last year US imports of foreign oil have risen significantly, and if market forces alone dominate, US dependence is expected to rise from 32% in 1983 to the 50 to 70% level in the not-too-distant future. The 1973 oil embargo and the subsequent attempts to improve US energy security vividly demonstrated the huge costs and long periods of time required to change our energy system. These facts, coupled with the nation's generally short-term orientation, suggest a strong likelihood of a new US energy crisis in the early to middle 1990s. 39 refs., 6 figs., 3 tabs.

    The Renewable Energy Atlas (Atlas) of the United States is a compilation of geospatial data focused on renewable energy resources, federal land ownership, and base map reference information. It is designed for the U.S. Department of Agriculture Forest Service (USFS) and other federal land management agencies to evaluate existing and proposed renewable energy projects.     The 1990 Clean Air Act Amendments affect electric utilities in numerous ways. The feature that probably has received the greatest attention is the provision to let utilities trade emissions of sulfur dioxide (SO{sub 2}), while at the same time requiring them to reduce S0{sub 2} emissions in 2000 by an aggregate 43%. The emission trading system was welcomed by many as a way of reducing the cost of reducing emissions, by providing greater flexibility than past approaches. This report examines some of the potential interactions between trading emissions and increasing end-use energy efficiency. The analysis focuses on emission trading in the second phase of the trading program, which begins in 2000. The aggregate effects, calculated by an emission compliance and trading model, turn out to be rather small. Aggressive improvement of end-use efficiency by all utilities might reduce allowance prices by $22/ton (1990 dollars), which is small compared to the reduction that has occurred in the estimates of future allowance prices and when compared to the roughly $400/ton price we estimate as a base case. However, the changes in the allowance market that result are large enough to affect some compliance decisions. If utilities in only a few states improve end-use efficiency aggressively, their actions may not have a large effect on the price of an allowance, but they could alter the demand for allowances and thereby the compliance decisions of utilities in other states. The analysis shows how improving electricity end-use efficiency in some states can cause smaller emission reductions in other states, relative to what would have happened without the improvements. Such a result, while not surprising given the theory behind the emission trading system, is upsetting to people who view emissions, environmental protection, and energy efficiency in moral rather than strictly economic terms.

    The power industry in many parts of the world is currently undergoing dramatic changes: deregulation, privatization, competition and 3rd party access are the keywords. The major trends are summarized at the beginning of the paper to provide the basis for the evolving consequences for the power generation industry. In the restructured environment of the Open Market power generation companies frequently are organizationally separated from transmission, distribution, and supply and now have to sell their product directly to customers. This necessitates the introduction of energy trading support functions for both bilateral trading and power exchange trading. On the other hand, there is a close relationship between energy trading and the technical process of energy production. The paper discusses design principles for software systems supporting maximum economic benefits. First practical application experience is also presented. The energy trading process requires the break up of proprietary databases and proprietary data structures as this process has a major need to communicate with external partners who normally use different systems. This directly leads to 3rd party products for the database, standardized data structures and standardized communication protocols. The Open Market environment calls for new and modified planning functions: in some cases measured value information necessary for updating load forecasts cannot be directly achieved. This leads to the need for an estimator of the actual load situation, a completely new function. Power scheduling has to take care of the generation company's balance but it need not always be forced to 0. Regulating services from the grid companies can be used instead. This gives the scheduling functions additional freedom for determining more economic overall solutions considering both purchase and services and sales of energy.

    Energy from biomass is potentially an important contributor to U.S. climate change mitigation efforts. However, an important consideration to large-scale implementation of bioenergy is that the production of biomass competes with other uses of land. This includes traditionally economically productive uses, such as agriculture and forest products, as well as storage of carbon in forests and non-commercial lands. In addition, in the future, biomass may be more easily traded, meaning that increased U.S. reliance on bioenergy could come with it greater reliance on imported energy. Several approaches could be implemented to address these issues, including limits on U.S. biomass imports and protection of U.S. and global forests. This paper explores these dimensions of bioenergys role in U.S. climate policy and the relationship to these alternative measures for ameliorating the trade and land use consequences of bioenergy. It first demonstrates that widespread use of biomass in the U.S. could lead to imports; and it highlights that the relative stringency of domestic and international carbon mitigation policy will heavily influence the degree to which it is imported. Next, it demonstrates that while limiting biomass imports would prevent any reliance on other countries for this energy supply, it would most likely alter the balance of trade in other agricultural products against which biomass competes; for example, it might turn the U.S. from a corn exporter to a corn importer. Finally, it shows that increasing efforts to protect both U.S. and international forests could also affect the balance of trade in other agricultural products.

    This dissertation advances an analytical framework intended to account for the international strategies of semi-peripheral countries: those industrialized Third World countries able to manufacture and export industrial goods. The empirical validation of the proposed framework was assessed through five case studies of Brazil's conduct in the following issue areas: nuclear energy, trade, and hydroelectric development of the Parana River Basin. A free-rider strategy was observed in the case of the nonproliferation regime. The decision to attain nuclear self sufficiency through the 1975 agreement with West Germany conforms to what was defined as unilateral behavior. Brazil's activism on behalf of Third World demands in North South negotiations as they impinge upon trade matters was accounted for in terms of the existence of private gains accruing from participation in that collective endeavor. Compliance with a regime's rules resulting from the use or threat of use of coercion was observed in the case of multilateral trade negotiations. The last case study examines a pattern of behavior defined as a hegemonic. In the development of a regime for the utilization of the Parana River Basin's hydroelectric potential, Brazil provided positive incentives to its junior partner (Paraguay) and negative inducements to the uncooperative partner (Argentina).

    The objective of the study was to determine the commercial viability of an Ocean Thermal Energy Conversion (OTEC) electric power plant at the Majuro Atoll in the Marshall Islands. It was concluded that various technology improvements and economic factors have converged to present a feasible opportunity. United States industrial and research organizations are technically capable of developing a commercial OTEC industry for domestic and export markets. It is estimated that 100% of OTEC equipment and services could be supplied by United States firms. However, Japan has aggressively pursued OTEC development with an apparent goal of dominating the export market.

    High energy x-ray beam penumbra are measured using Gafchromic trade mark sign EBT film. Gafchromic trade mark sign EBT, due to its limited energy dependence and high spatial resolution provide a high level of accuracy for dose assessment in penumbral regions. The spatial resolution of film detector systems is normally limited by the scanning resolution of the densitometer. Penumbral widths (80%/20%) measured at D{sub max} were found to be 2.8, 3.0, 3.2, and 3.4 mm ({+-}0.2 mm) using 5, 10, 20, and 30 cm square field sizes, respectively, for a 6 MV linear accelerator produced x-ray beam. This is compared to 3.2 mm{+-}0.2 mm (Kodak EDR2) and 3.6 mm{+-}0.2 mm (Kodak X-Omat V) at 10 cmx10 cm measured using radiographic film. Using a zero volume extrapolation technique for ionization chamber measurements, the 10 cmx10 cm field penumbra at D{sub max} was measured to be 3.1 mm, a close match to Gafchromic trade mark sign EBT results. Penumbral measurements can also be made at other depths, including the surface, as the film does not suffer significantly from dosimetric variations caused by changing x-ray energy spectra. Gafchromic trade mark sign EBT film provides an adequate measure of penumbral dose for high energy x-ray beams.

    A flow chart depicting energy flow in the residential sector of the United States economy in 2005 has been constructed from publicly available data and estimates of national energy use patterns. Approximately 11,000 trillion British Thermal Units (trBTUs) of electricity and fuels were used throughout the United States residential sector in lighting, electronics, air conditioning, space heating, water heating, washing appliances, cooking appliances, refrigerators, and other appliances. The residential sector is powered mainly by electricity and natural gas. Other fuels used include petroleum products (fuel oil, liquefied petroleum gas and kerosene), biomass (wood), and on-premises solar, wind, and geothermal energy. The flow patterns represent a comprehensive systems view of energy used within the residential sector.

    Three years after the Arab Oil Embargo, the International Association of Energy Economists (IAEE) was organized. A non-profit organization operated through a council of 15 elected and appointed members, IAEE has already attracted some 1400 individual members from around the world as well as numerous affiliates among national energy organizations. In this issue, Energy Detente reports various IAEE findings, including: (1) a possible 1% growth during 1983 in total energy demand in capitalist countries to be satisfied by coal, nuclear, gas, and hydro supplies, not petroleum; petroleum is expected to figure in the expected 4% growth in energy demand during 1984; (2) usable commercial inventory of petroleum, having risen to 27 days of forward demand by the second quarter of 1981, now sits at 10 days; (3) the current cushion between oil supply and demand, now 15-million barrels per day (b/d) on the side of surplus production capacity during the first quarter of 1983, is exerting downward pressure on prices; and (4) possibly only half the effect of conservation provoked by the second oil-price shock has yet been manifested. If prices fall below US $25 bbl, the second half might be deferred indefinitely, and some enhanced-recovery and frontier-recovery projects would become uneconomic. Also, with OPEC prices holding through the summer of 1983, there is a good chance prices could stabilize for the next several years. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for August 1983 for countries of the Eastern Hemisphere.

The Senators requested that EIA assess the impacts of a proposal that would regulate emissions of greenhouse gases (GHGs) through an allowance cap-and-trade system. The program would set the cap to achieve a reduction in emissions relative to economic output, or greenhouse gas intensity.

    The United States Department of Energys (DOE) Energy Information Administration (EIA) conducts the Manufacturing Energy Consumption Survey (MECS) to provide detailed data on energy consumption in the manufacturing sector. The survey is a sample of approximately 15,000 manufacturing establishments selected from the Economic Census - Manufacturing Sector. MECS provides statistics on the consumption of energy by end uses (e.g., boilers, process, electric drives, etc.) disaggregated by North American Industry Classification System (NAICS) categories. The manufacturing sector (NAICS Sector 31-33) consists of all manufacturing establishments in the 50 States and the District of Columbia. According to the NAICS, the manufacturing sector comprises establishments engaged in the mechanical, physical, or chemical transformation of materials, substances, or components into new products. The establishments are physical facilities such as plants, factories, or mills. For many of the sectors in the MECS datasets, information is missing because the reported energy use is less than 0.5 units or BTUs, or is withheld to avoid disclosing data for individual establishments, or is withheld because the standard error is greater than 50%. We infer what the missing information likely are using several approximations techniques. First, much of the missing data can be easily calculated by adding or subtracting other values reported by MECS. If this is not possible (e.g. two data are missing), we look at historic MECS reports to help identify the breakdown of energy use in the past and assume it remained the same for the current MECS. Lastly, if historic data is also missing, we assume that 3 digit NAICS classifications predict energy use in their 4, 5, or 6 digit NAICS sub-classifications, or vice versa. Along with addressing data gaps, end use energy is disaggregated beyond the specified MECS allocations using additional industry specific energy consumption data. The result is a completed table of energy end use by sector with mechanical drives broken down by pumps, fans, compressed air, and drives.

    Energy efficiency is a vital component of the Nation`s energy strategy. One of the Department of Energy`s missions are to promote energy efficiency to help the Nation manage its energy resources. The ability to define and measure energy efficiency is essential to this objective. In the absence of consistent defensible measures, energy efficiency is a vague, subjective concept that engenders directionless speculation and confusion rather than insightful analysis. The task of defining and measuring energy efficiency and creating statistical measures as descriptors is a daunting one. This publication is not a final product, but is EIA`s first attempt to define and measure energy efficiency in a systematic and robust manner for each of the sectors and the United States economy as a whole. In this process, EIA has relied on discussions, customer reviews, in-house reviews, and seminars that have focused on energy efficiency in each of the sectors.     Two case studies, one involving a proposed synfuels technology licensing/technical assistance agreement and one a joint marketing of energy production and conservation equipment, illustrate how antitrust laws can affect export activities. The Export Trading Company Act embodies two different approaches to the problem. Title III provides antitrust preclearance protection in the form of immunity from antitrust suits and procedural advantages in private suits against the holder of an export trade certificate of review. The costs of these certificates of review include the time and money spent in preparing the application and negotiating the contents. There may also be costly delays in business plans and a cost in the disclosure of confidential business information. After reviewing the costs and benefits, the author concludes that Title III certificates of review will cost more in the long run, but will provide more benefits.

    A superconducting magnetic energy storage unit is provided in which the magnet is wound in a toroidal fashion such that the magnetic field produced is contained only within the bore of the magnet, and thus producing a very low external field. The superconducting magnet includes a coolant channel disposed through the wire.     Wind is the fastest growing source for electricity in the United States. During 2001, U.S. wind power plant installations are expected to increase by 1,850 megawatts (MW), resulting in a total installed capacity of about 4,400 MW. The market expansion is supported by a variety of Federal and state incentives in the form of production tax credits, renewable energy production incentives, renewable energy portfolio standards, and others. New mechanisms include green power offerings, green tags, and government power purchases. Deregulation of the electric power industry is continuing. In some cases this is allowing higher electricity rates that may increase the rate of wind plant development. Power shortages, natural gas price increases, and enforcement of clean air laws are increasingly important wind market drivers in some regions. Continuing research and technology development has reduced wind energy costs dramatically to less than $0.04/kWh for large projects at sites with ave rage wind speeds higher than 7.0 m/s, making wind the least-cost option in some power markets. The recently published National Energy Policy contains recommendations to increase wind energy development and improve the power transmission system.

    Rising costs of energy consumption and an ongoing effort for increases in computing performance are leading to a significant need for energy-efficient computing. Before systems such as supercomputers, servers, and datacenters can begin operating in an energy-efficient manner, the energy consumption and performance characteristics of the system must be analyzed. In this paper, we provide an analysis framework that will allow a system administrator to investigate the tradeoffs between system energy consumption and utility earned by a system (as a measure of system performance). We model these trade-offs as a bi-objective resource allocation problem. We use a popular multi-objective genetic algorithm to construct Pareto fronts to illustrate how different resource allocations can cause a system to consume significantly different amounts of energy and earn different amounts of utility. We demonstrate our analysis framework using real data collected from online benchmarks, and further provide a method to create larger data sets that exhibit similar heterogeneity characteristics to real data sets. This analysis framework can provide system administrators with insight to make intelligent scheduling decisions based on the energy and utility needs of their systems.

    Logistical barrier are tied to feedstock harvesting, collection, storage and distribution. Current crop harvesting machinery is unable to selectively harvest preferred components of cellulosic biomass while maintaining acceptable levels of soil carbon and minimizing erosion. Actively managing biomass variability imposes additional functional requirements on biomass harvesting equipment. A physiological variation in biomass arises from differences in genetics, degree of crop maturity, geographical location, climatic events, and harvest methods. This variability presents significant cost and performance risks for bioenergy systems. Currently, processing standards and specifications for cellulosic feedstocks are not as well-developed as for mature commodities. Biomass that is stored with high moisture content or exposed to moisture during storage is susceptible to spoilage, rotting, spontaneous combustion, and odor problems. Appropriate storage methods and strategies are needed to better define storage requirements to preserve the volume and quality of harvested biomass over time and maintain its conversion yield. Raw herbaceous biomass is costly to collect, handle, and transport because of its low density and fibrous nature. Existing conventional, bale-based handling equipment and facilities cannot cost-effectively deliver and store high volumes of biomass, even with improved handling techniques. Current handling and transportation systems designed for moving woodchips can be inefficient for bioenergy processes due to the costs and challenges of transporting, storing, and drying high-moisture biomass. The infrastructure for feedstock logistics has not been defined for the potential variety of locations, climates, feedstocks, storage methods, processing alternatives, etc., which will occur at a national scale. When setting up biomass fuel supply chains, for large-scale biomass systems, logistics are a pivotal part in the system. Various studies have shown that long-distance international transport by ship is feasible in terms of energy use and transportation costs, but availability of suitable vessels and meteorological conditions (e.g., winter time in Scandinavia and Russia) need to be considered. However, local transportation by truck (both in biomass exporting and importing countries) may be a high-cost factor, which can influence the overall energy balance and total biomass costs.

    An overall comparative assessment of different energy systems and their potential long-term role in contributing to a sustainable energy mix is examined through the use of a global, long-term Energy, Economics, Environment (E{sup 3}) model. This model is used to generate a set of surprise-free futures that encompass a range of economic potentialities. The focus of this study is nuclear energy (NE), and the range of possible futures embodies extrema of NE growth [a Basic Option (BO)] to an NE Phase Out (PO). These NE scenario extrema are expressed against a background that reflects E{sup 3} circumstances ranging from a Business-As-Usual (BAU) to one that is Ecologically Driven (ED), with the latter emphasizing price-induced reductions in greenhouse-gas (GHG) emissions associate with a mix of fossil energy sources. Hence, four ''views-of-the-future'' scenarios emerge to form the framework of this study: BAU/BO, BAU/PO, ED/BO, and ED/PO. Model results ranging from (regional and temporal) primary- and nuclear-energy demands, carbon-dioxide emissions, nuclear-material (plutonium) accumulations and attendant proliferation-risk implications, Gross National Product (GNP) impacts, and a range of technology requirements provide essential input to the subject assessment.

While a PHA is cleaning, painting and readying a unit for a new resident, there is an opportunity to incorporate energy efficiency measures to further improve the unit's performance. The measures on the list are simple enough to be implemented by in-house maintenance personnel, inexpensive enough to be folded into operating expenses without needing capital budget, and fast enough to implement without substantially changing the number of days between occupancies, a critical factor for organizations where the demand for dwelling units far outweighs the supply.     Increasing energy consumption and depleting reserves of fossil fuels have resulted in growing interest in alternative renewable energy from the ocean. Ocean currents are an alternative source of clean energy due to their inherent reliability, persistence and sustainability. General ocean circulations exist in the form of large rotating ocean gyres, and feature extremely rapid current flow in the western boundaries due to the Coriolis Effect. The Gulf Stream system is formed by the western boundary current of the North Atlantic Ocean that flows along the east coastline of the United States, and therefore is of particular interest as a potential energy resource for the United States.

    Congress granted participating US oil companies a limited antitrust defense, through Section 252 of the Energy Policy and Conservation Act of 1975, for certain actions taken in carrying out the International Energy Agency's (IEA) emergency oil allocation and information systems. These limits (1) apply only to actions taken in accordance with approved voluntary plans, (2) are not applicable if the purpose is to injure competition, and (3) apply only to voluntary plans or agreements concerning allocation and information provisions of the International Energy Program. These limitations are augmented by other antitrust safeguards incorporated in the Voluntary Agreement. Actions by oil companies outside antitrust defense do not necessarily violate the antitrust laws. A May 1981 revised draft of Plan of Action was issued by DOE. Comments raised are concerns for independent transactions and whether the limited antitrust defense should be extended to some reallocation activities independent of IEA requests. Risks (such as collusion) arising from participation in meetings with government and joint action by competitors are outlined. 15 references.

    The Department of Energy's Energy Information Administration (EIA) recently released its short-term forecast for residential energy prices for the winter of 2007-2008. The forecast indicates increases in costs for low-income consumers in the year ahead, particularly for those using fuel oil to heat their homes. In the following analysis, the Oak Ridge National Laboratory has integrated the EIA price projections with the Residential Energy Consumption Survey (RECS) for 2001 in order to project the impact of these price increases on the nation's low-income households by primary heating fuel type, nationally and by Census Region. The report provides an update of bill estimates provided in a previous study, "The Impact Of Forecasted Energy Price Increases On Low-Income Consumers" (Eisenberg, 2005). The statistics are intended for use by policymakers in the Department of Energy's Weatherization Assistance Program and elsewhere who are trying to gauge the nature and severity of the problems that will be faced by eligible low-income households during the 2008 fiscal year. In addition to providing expenditure forecasts for the year immediately ahead, this analysis uses a similar methodology to give policy makers some insight into one of the major policy debates that will impact low-income energy expenditures well into the middle decades of this century and beyond. There is now considerable discussion of employing a cap-and-trade mechanism to first limit and then reduce U.S. emissions of carbon into the atmosphere in order to combat the long-range threat of human-induced climate change. The Energy Information Administration has provided an analysis of projected energy prices in the years 2020 and 2030 for one such cap-and-trade carbon reduction proposal that, when integrated with the RECS 2001 database, provides estimates of how low-income households will be impacted over the long term by such a carbon reduction policy.

    This report updates previous estimates of replacement energy costs for potential short-term shutdowns of 109 US nuclear electricity-generating units. This information was developed to assist the US Nuclear Regulatory Commission (NRC) in its regulatory impact analyses, specifically those that examine the impacts of proposed regulations requiring retrofitting of or safety modifications to nuclear reactors. Such actions might necessitate shutdowns of nuclear power plants while these changes are being implemented. The change in energy cost represents one factor that the NRC must consider when deciding to require a particular modification. Cost estimates were derived from probabilistic production cost simulations of pooled utility system operations. Factors affecting replacement energy costs, such as random unit failures, maintenance and refueling requirements, and load variations, are treated in the analysis. This report describes an abbreviated analytical approach as it was adopted to update the cost estimates published in NUREG/CR-4012, Vol. 3. The updates were made to extend the time frame of cost estimates and to account for recent changes in utility system conditions, such as change in fuel prices, construction and retirement schedules, and system demand projects.

    A modular solar energy collector having elongated V-shaped side walls formed by a pair of coplanar panels for each side wall. The upper panels, occupying most of the wall area are diffusely reflective, but the lower panels are specularly reflective. A Fresnel lens, having a snap fit relation to the side walls focuses some light on the lower specularly reflective panels which direct light to the solar cells at the base of the V-shaped walls. A heat sink provides support for the two panels with two opposed, upwardly extending wings terminating in opposed linear clips located near the lengthwise seam of the coplanar panels, each clip holding two coplanar panels in parallel alignment. The clips not only provide support for the panels, but also transfer heat to the remainder of the heat sink. The clips are shaped so that edges of the panels engage each clip by a snap fit, outside of the clip in one embodiment and inside of the clip in another embodiment. End caps are also formed with structures which snap to the wall panels. Since all junctions of components snap together, the collector of the present invention is easily assembled without specialized tools. Using side walls which are only partly specularly reflective permits a large angle of acceptance, yet provides an economical wall design because the entire wall need not be specularly reflective.

    This analytical study examines the opportunities for cost-effective energy efficiency and renewable energy retrofits in residential archetypes constructed prior to 1980 (Pre-Code) in fourteen U.S. cities. These fourteen cities are representative of each of the International Energy Conservation Code (IECC) climate zones in the contiguous United States. The analysis is conducted using an in-house version of EnergyGauge USA v.2.8.05 named CostOpt that has been programmed to perform iterative, incremental economic optimization on a large list of residential energy efficiency and renewable energy retrofit measures. The principle objectives of the study are to determine the opportunities for cost effective source energy reductions in this large cohort of existing residential building stock as a function of local climate and energy costs; and to examine how retrofit financing alternatives impact the source energy reductions that are cost effectively achievable.
