    This operable unit represents the second of three operable units planned for the site. It addresses the principal threats posed by the site through controlling the source of contamination. The major components of the selected remedy include: excavation of contaminated soils from the southern portion of the site, and contaminated sediment from East Gill Creek, and consolidation of these materials in the northern portion of the site followed by grading in preparation for placement of the cap; construction of an 8.5-acre cap over the consolidated soils in the northern portion of the site in conformance with the major elements described in 6 New York Code of Rules and Regulations Part 360 for solid waste landfill caps; removal and off-site disposal of the vacant trailers and two permanent homes to facilitate the excavation of soils; and capping the Wooded Wetland with six inches of clean sediment.

    The Forest Glen Subdivision site consists of 21 acres of developed residential properties and undeveloped land in Niagara Fall, Niagara County, New York. Land in the area surrounding the Forest Glen subdivision is used for residential and industrial purposes, including a mobile home park, small shopping mall, and the CECOS Landfill. Chemical companies reportedly disposed of wastes onsite from the early 1950s to the early 1970s. Sampling by EPA's Field Investigation Team revealed the presence of high concentrations of unknown and tentatively identified compounds (TICs) in August 1987, and further soil sampling was conducted to identify the TICs. EPA has executed interim measures to stabilize site conditions including collecting, staging, and securing drums in areas north and east of the subdivision and temporarily covering visibily contaminated soil with concrete. The remedial activity is the first of two planned operable units and addresses resident relocation only. A subsequent operable unit will address the remediation of site contamination once the relocation is complete.

    The concealing of one or more identification symbols into a target object and the subsequent determination or reading of such symbols through non-destructive testing is described. The symbols can be concealed in a manner so that they are not visible to the human eye and/or cannot be readily revealed to the human eye without damage or destruction of the target object. The identification symbols can be determined after concealment by e.g., the compilation of multiple X-ray images. As such, the present invention can also provide e.g., a deterrent to theft and the recovery of lost or stolen objects.

    Dynamic Probabilistic Risk Assessment (DPRA) methodologies generate enormous amounts of data for a very large number of simulations. The data contain temporal information of both the state variables of the simulator and the temporal status of specific systems/components. In order to measure system performances, limitations and resilience, such data need to be carefully analyzed with the objective of discovering the correlations between sequence/timing of events and system dynamics. A first approach toward discovering these correlations from data generated by DPRA methodologies has been performed by organizing scenarios into groups using classification or clustering based algorithms. The identification of the correlations between system dynamics and timing/sequencing of events is performed by observing the temporal distribution of these events in each group of scenarios. Instead of performing “a posteriori” analysis of these correlations, this paper shows how it is possible to identify the correlations implicitly by performing a symbolic conversion of both continuous (temporal profiles of simulator state variables) and discrete (status of systems and components) data. Symbolic conversion is performed for each simulation by properly quantizing both continuous and discrete data and then converting them as a series of symbols. After merging both series together, a temporal phrase is obtained. This phrase preserves duration, coincidence and sequence of both continuous and discrete data in a uniform and consistent manner. In this paper it is also shown that by using specific distance measures, it is still possible to post-process such symbolic data using clustering and classification techniques but in considerably less time since the memory needed to store the data is greatly reduced by the symbolic conversion.

    This paper describes the Multilisp Architecture for Symbolic Applications (MASA), which is a multithreaded processor architecture for parallel symbolic computation with various features intended for effective Multilisp program execution. The principal mechanisms exploited for this processor are multiple contexts, interleaved pipeline execution from separate instruction streams, and synchronization based on a bit in each memory cell. The tagged architecture approach is taken for Lisp program execution, and trap conditions are provided for future object manipulation and garbage collection.

    Here, we study the symbol of the two-loop n-gluon MHV amplitude for all Mandelstam regions in multi-Regge kinematics in N=4 super Yang-Mills theory. While the number of distinct Mandelstam regions grows exponentially with n, the increase of independent symbols turns out to be merely quadratic. We uncover how to construct the symbols for any number of external gluons from just two building blocks which are naturally associated with the six- and seven-gluon amplitude, respectively. The second building block is entirely new, and in addition to its symbol, we also construct a prototype function that correctly reproduces all terms of maximalmore » functional transcendentality.« less

    The Pennsylvanian-Wolfcamp section in the Palo Duro Basin includes brine aquifers that are considered to be the most important ground-water flow paths in the deep-basin system. This report is the fifth in a series providing summary documentation of studies that subdivide the section into hydrogeologic units based on their judged relative capacities for transmitting water. This report extends the hydrogeologic study area to the eastern Texas Panhandle, north-central Texas, and southwestern Oklahoma. It includes 37 counties in Texas and Oklahoma. Underground patterns of rock distribution are delineated from a hydrologic perspective and at a level of detail appropriate for numerical modeling of regional ground-water flow. Hydrogeologic units are defined and characterized so that appropriate porosity and permeability values can be assigned to each unit during construction of the numerical models (not part of this study), and so that modelers can combine units where necessary. In this study, hydrogeologic units have been defined as mappable, physically continuous rock bodies that function in bulk as water-transmitting or water-retarding units relative to adjacent rocks. Interpretations are made primarily from geophysical logs. Hydrologic characteristics are assessed on the basis of properties typically associated with certain lithologies (e.g., sandstones are more pervious than shales) and on the basis of gross variations in effective porosity (particularly in carbonate sequences). 44 refs., 32 figs., 1 tab.

    We present the first complete derivation of the well-known asymptotic expansion of the SU(2) 6j symbol using a coherent state approach, in particular we succeed in computing the determinant of the Hessian matrix. To do so, we smear the coherent states and perform a partial stationary point analysis with respect to the smearing parameters. This allows us to transform the variables from group elements to dihedral angles of a tetrahedron resulting in an effective action, which coincides with the action of first order Regge calculus associated to a tetrahedron. To perform the remaining stationary point analysis, we compute its Hessian matrix and obtain the correct measure factor. Furthermore, we expand the discussion of the asymptotic formula to next to leading order terms, prove some of their properties and derive a recursion relation for the full 6j symbol.

    A nonlinear Schroedinger equation with varying dispersion, nonlinearity and gain (or absorption) is studied for ultrashort optical pulses propagating in inhomogeneous optical fibres in the case of normal dispersion. Using the modified Hirota method and symbolic computation, the bilinear form and analytic soliton solution are derived. Stable bright and dark solitons are observed in the normal dispersion regime. A periodically varying soliton and compressed soliton without any fluctuation are obtained. Combined and kink-shaped solitons are observed. Possibly applicable soliton control techniques, which are used to design dispersion-managed systems, are proposed. The proposed techniques may find applications in soliton management communication links, soliton compression and soliton control. (solitons)

    Spark-ignited internal combustion engines have evolved considerably in recent years in response to increasingly stringent regulations for emissions and fuel-economy. One new advanced engine strategy utilizes high levels of exhaust gas recirculation (EGR) to reduce combustion temperatures, thereby increasing thermodynamic efficiency and reducing nitrogen oxide emissions. While this strategy can be highly effective, it also poses major control and design challenges due to the large combustion oscillations that develop at sufficiently high EGR levels. Previous research has documented that combustion instabilities can propagate between successive engine cycles in individual cylinders via self-generated feedback of reactive species and thermal energy inmore » the retained residual exhaust gases. In this work, we use symbolic analysis to characterize multi-cylinder combustion oscillations in an experimental engine operating with external EGR. At low levels of EGR, intra-cylinder oscillations are clearly visible and appear to be associated with brief, intermittent coupling among cylinders. As EGR is increased further, a point is reached where all four cylinders lock almost completely in phase and alternate simultaneously between two distinct bi-stable combustion states. From a practical perspective, it is important to understand the causes of this phenomenon and develop diagnostics that might be applied to ameliorate its effects. We demonstrate here that two approaches for symbolizing the engine combustion measurements can provide useful probes for characterizing these instabilities.« less

Critical design parameters may be identified and optimized using symbolic models as shown in the sample application presented for the Future Armor Rearm System (FARS) arm. The computer-aided development of the symbolic models yields equations with reduced numerical complexity. Important considerations have been placed on the closed form solutions simplification and on the user friendly operation. The main emphasis of this research is the development of a methodology which is implemented in a computer program capable of generating symbolic kinematic and static forces models of manipulators. The fact that the models are obtained trigonometrically reduced is among the most significant results of this work and the most difficult to implement. Mathematica, a commercial program that allows symbolic manipulation, is used to implement the program package. SML is written such that the user can change any of the subroutines or create new ones easily. To assist the user, an on-line help has been written to make of SML a user friendly package. Some sample applications are presented. The design and optimization of the 5-degrees-of-freedom (DOF) FARS manipulator using SML is discussed.     Currently, water utility districts in the East Montana area subdivisions are either unable to provide potable water within acceptable federal and/or state drinking water standards, or furnish an adequate water supply to area residents. This preliminary research study ascertained the economical and technical feasibility of a desalination plant to treat brackish groundwater for potable use. Population growth, and the current and projected water demand and consumption were evaluated for the area. Water quality characterization of the local ground-water supply was conducted to evaluate the chemical composition and suitability of the groundwater for desalination. Reverse osmosis, electrodialysis, and multistage flash distillation were evaluated on an economic and technical basis. The objective was to determine the least expensive system that produced a reliable water supply within federal and/or state drinking water standards. In conjunction, an evaluation of numerous brine disposal technologies was made based on economics, technical feasibility, and federal and state regulations. Several recommendations are presented that met the objectives of this study. A pilot desalination plant investigation is proposed.

    By combining the effects of bounded cylindrical geometry, azimuthal and axial perturbations, the nonlinear dust acoustic waves (DAWs) in an unmagnetized plasma consisting of negatively charged dust grains, nonextensive ions, and nonextensive electrons are studied in this paper. Using the reductive perturbation method, a (3 + 1)-dimensional variable-coefficient cylindrical Korteweg-de Vries (KdV) equation describing the nonlinear propagation of DAWs is derived. Via the homogeneous balance principle, improved F-expansion technique and symbolic computation, the exact traveling and solitary wave solutions of the KdV equation are presented in terms of Jacobi elliptic functions. Moreover, the effects of the plasma parameters on the solitary wave structures are discussed in detail. The obtained results could help in providing a good fit between theoretical analysis and real applications in space physics and future laboratory plasma experiments where long-range interactions are present.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost.     This windmill provides low cost energy out of the wind in the form of compressed air, etc, by maximizing wind-contact at the least cost construction and maintenance, at the least cost of project site - making the ''Output/Cost Ratio'' very high. This is done by making the sails very large using light fabrics with aluminum or bamboo frames forming a square face, supported by light strong ropes, by arranging the sails on a single file close to one after the other at erect posture free to clip to the right or to the left, forming a long procession line transverse to the wind which is in close loop with another long procession line parallel to it but moving to the opposite direction, to produce a very large windmill without the need of additional set up units of windmills; by carrying the large sails high about the ground for better wind-contact thru a two level Aerial Cable Railway by means of a deep-groove roller wheel attached to the top end and to the bottom end of each sail-mast; by separating the two parallel lines of sails at least 100 feet apart for better wind-contact thru the use of set of three Terminal Gear Wheels at a Half-Hexagonal formation that hold the end loops of the Power Cable Chain being tugged by each sail; by making the windmill work during strong winds and storing the energy in compressed air tunnels, elevated water.

    The concept of a United States National Seismograph Network (USNSN) dates back nearly 30 years. The idea was revived several times over the decades. but never funded. For, example, a national network was proposed and discussed at great length in the so called Bolt Report (U. S. Earthquake Observatories: Recommendations for a New National Network, National Academy Press, Washington, D.C., 1980, 122 pp). From the beginning, a national network was viewed as augmenting and complementing the relatively dense, predominantly short-period vertical coverage of selected areas provided by the Regional Seismograph Networks (RSN`s) with a sparse, well-distributed network of three-component, observatory quality, permanent stations. The opportunity finally to begin developing a national network arose in 1986 with discussions between the US Geological Survey (USGS) and the Nuclear Regulatory Commission (NRC). Under the agreement signed in 1987, the NRC has provided $5 M in new funding for capital equipment (over the period 1987-1992) and the USGS has provided personnel and facilities to develop. deploy, and operate the network. Because the NRC funding was earmarked for the eastern United States, new USNSN station deployments are mostly east of 105{degree}W longitude while the network in the western United States is mostly made up of cooperating stations (stations meeting USNSN design goals, but deployed and operated by other institutions which provide a logical extension to the USNSN).

    This binary plant is the first air cooled, high-output refrigeration based waste heat recovery cycle in the industry. Its working fluid is environmentally friendly and as such, the permits that would be required with a hydrocarbon based cycle are not necessary. The unit is largely modularized, meaning that the unit’s individual skids were assembled in another location and were shipped via truck to the plant site. The Air Cooled Condensers (ACC), equipment piping, and Balance of Plant (BOP) piping were constructed at site. This project further demonstrates the technical feasibility of using low temperature brine for geothermal power utilization. The development of the unit led to the realization of low temperature, high output, and environmentally friendly heat recovery systems through domestic research and engineering. The project generates additional renewable energy, resulting in cleaner air and reduced carbon dioxide emissions. Royalty and tax payments to governmental agencies will increase, resulting in reduced financial pressure on local entities. The major components of the unit were sourced from American companies, resulting in increased economic activity throughout the country.

    A compact monolithic capacitive discharge unit (CDU) is disclosed in which a thyristor switch and a flyback charging circuit are both sandwiched about a ceramic energy storage capacitor. The result is a compact rugged assembly which provides a low-inductance current discharge path. The flyback charging circuit preferably includes a low-temperature co-fired ceramic transformer. The CDU can further include one or more ceramic substrates for enclosing the thyristor switch and for holding various passive components used in the flyback charging circuit. A load such as a detonator can also be attached directly to the CDU.

    Double M Electric, Inc. in Watford City, ND is finalizing the testing of its Oilwell Power Controller (OPC) Prototype Unit. This device can be used as a rod pump controller and it can also monitor, record and store power usage, temperature and pressure data. The unit also has the capability to measure the rod string weight, therefore it can be used as a dynamometer. A total of 10 OPC Units were assembled and installed on oilwells pumped with rod pumps in the Central and Western United States. Data from these wells was analyzed and forwarded to the participating oil companies.

The processor includes private bus means including means for transferring signals including address signals defining a private address space. A processor unit means is connected to the private bus means and includes means for transmitting and receiving signals including address signals over the private bus means for engaging in data transfers thereover. The address conversion unit is connected to the private bus means and common bus means for receiving address signals over the private bus means from the processor unit means in the private address space. The unit comprises: A. pointer storage means for storing a pointer identifying a portion of the common bus memory space; B. pointer generation means connected to receive a common bus address and for generating a pointer in response thereto for storage in the pointer storage means; and C. common bus address generation means connected to the private bus and the pointer storage means for receiving an address from the processor unit means and for generating a common bus address in response thereto. The common bus address is used to initiate transfers between the processor unit means and the common memory over the common bus.

    A flow chart depicting energy flow in the transportation sector of the United States economy in 2005 has been constructed from publicly available data and estimates of national energy use patterns. Approximately 31,000 trillion British Thermal Units (trBTUs) of energy were used throughout the United States in transportation activities. Vehicles used in these activities include automobiles, motorcycles, trucks, buses, airplanes, rail, and ships. The transportation sector is powered primarily by petroleum-derived fuels (gasoline, diesel and jet fuel). Biomass-derived fuels, electricity and natural gas-derived fuels are also used. The flow patterns represent a comprehensive systems view of energy used within the transportation sector.

To model the behavior of consumers, the price elasticity of demand has been explored and utilized in both research and real practice. However, the price elasticity of demand is not precisely known and may vary greatly with operating conditions and types of customers. To accommodate the uncertainty of demand response, alternative unit commitment methods robust to themore » uncertainty of the demand response require investigation. In this paper, a robust unit commitment model to minimize the generalized social cost is proposed for the optimal unit commitment decision taking into account uncertainty of the price elasticity of demand. By optimizing the worst case under proper robust level, the unit commitment solution of the proposed model is robust against all possible realizations of the modeled uncertain demand response. Numerical simulations on the IEEE Reliability Test System show the e ectiveness of the method.     A modular core unit for use in a nuclear reactor is described. Many identical core modules can be placed next to each other to make up a complete core. Such a module includes a cylinder of moderator material surrounding a fuel- containing re-entrant coolant channel. The re-entrant channel provides for the circulation of coolant such as liquid sodium from one end of the core unit, through the fuel region, and back out through the same end as it entered. Thermal insulation surrounds the moderator exterior wall inducing heat to travel inwardly to the coolant channel. Spaces between units may be used to accommodate control rods and support structure, which may be cooled by a secondary gas coolant, independently of the main coolant. (AEC)
