    The mission of the U.S. Department of Energy Initiatives for Proliferation Prevention (IPP) Program is to identify and create commercial opportunities for former weapons scientists currently or formerly involved with weapons of mass destruction in the Former Soviet Union (FSU). IPP was first authorized in Fiscal Year 1994 under Section 575 of Public Law 103-87. IPP currently sponsors 164 projects in Russian at 64 institutes; 16 projects in the Ukraine at 14 institutes; 14 projects in Kazakhstan at 10 institutes; and one project in Belarus. To date, the IPP program has engaged over 10,000 experts in the areas of nuclear, chemical, and biological weapons and missile development at more than 170 institutes in Russia, Kazakhstan, Ukraine, and Belarus.

    Program Review VI was comprised of six sessions, including an opening session, four technical sessions that addressed each of the major DOE research areas, and a session on special issues. The technical sessions were on Hydrothermal, Hot Dry Rock, Geopressured and Magma resources. Presenters in the technical sessions discussed their R and D activities within the context of specific GTD Programmatic Objectives for that technology, their progress toward achieving those objectives, and the value of those achievements to industry. The ''Special Issues'' presentations addressed several topics such as the interactions between government and industry on geothermal energy R and D; the origin and basis for the programmatic objectives analytical computer model; and international marketing opportunities for US geothermal equipment and services. The unique aspect of Program Review VI was that it was held in conjunction with the National Geothermal Association's Industry Round Table on Federal R and D. The Round Table provided a forum for open and lively discussions between industry and government researchers and gave industry an opportunity to convey their needs and perspectives on DOE's research programs. These discussions also provided valuable information to DOE regarding industry's priorities and directions.

    The International Atomic Energy Agency (IAEA) Fellowship Program began in April 1958 as a part of the Agency`s Technical Cooperation (TC) Program. Through the TC Program, the IAEA provides technical assistance to meet the needs of recipient countries and to bring about a substantial transfer of technology. This is done by providing experts, equipment, fellowships, and training courses. This report addresses the US component of the fellowship program. These fellowships provide opportunities for research and training of scientists, engineers and physicians from developing countries in the peaceful application of nuclear energy. The fellowships are awarded to persons who are, or soon will be, trusted with responsibilities that are important to the development of their countries. Fellowship awards are classified into two groups, those financed by the IAEA General Fund or the UNDP Fund (Type 1 Fellowships and Scientific Visits), and those offered by Member States (Type 2 Fellowships). In placing individuals, preference is given to applicants from countries that are signatories to the Treaty on Non-Proliferation of Nuclear Weapons or to the Treaty for the Prohibition of Nuclear Weapons in Latin America.

    The HTGR continues to appear as an increasingly attractive option for application to US energy markets. To examine that potential, a program is being pursued to examine the various HTGR applications and to provide information to decision-makers in both the public and private sectors. To date, this effort has identified a substantial technical and economic potential for Steam Cycle/Cogeneration applications. Advanced HTGR systems are currently being evaluated to determine their appropriate role and timing. The encouraging results which have been obtained lead to heightened anticipation that a role for the HTGR will be found in the US energy market and that an initiative culminating in a lead project will be evolved in the forseeable future. The US Program can continue to benefit from international cooperative activities to develop the needed technologies. Expansion of these cooperative activities will be actively pursued.

    The Process Development Unit (PDU) was designed and constructed to demonstrate the novel Calderon gasification/hot gas cleanup process. in the process, run-of-mine high sulfur coal is first pyrolyzed to recover a rich gas (medium Btu gas), after which the resulting char is subjected to airblown gasification to yield a lean gas (low Btu gas). The process incorporates a proprietary integrated system for the conversion of coal to gases and for the hot cleanup of the gases which removes both particulate and sulfur components of the gaseous products. The yields are: a syngas (CO and H[sub 2] mix) suitable for further conversion to liquid fuel (e.g. methanol/gasoline), and a lean gas suitable to fuel the combustion turbine of a combined cycle power generation plant with very low levels of NO[sub x] (15 ppmv). The fused slag (from the gasified char ash content) and the sulfur recovered during the hot gas cleanup will be sold as by-products. The small quantity of spent sorbent generated will be combined with the coal feed as a fluxing agent for the slag. The small quantity of wastewater from slag drainings and steam generation blowdown will be mixed with the coal feed for disposal. The Calderon gasification/hot gas cleanup, which is a completely closed system, operates at a pressure suitable for combined cycle power generation.

  15. International energy program and United States antitrust law

    Congress granted participating US oil companies a limited antitrust defense, through Section 252 of the Energy Policy and Conservation Act of 1975, for certain actions taken in carrying out the International Energy Agency's (IEA) emergency oil allocation and information systems. These limits (1) apply only to actions taken in accordance with approved voluntary plans, (2) are not applicable if the purpose is to injure competition, and (3) apply only to voluntary plans or agreements concerning allocation and information provisions of the International Energy Program. These limitations are augmented by other antitrust safeguards incorporated in the Voluntary Agreement. Actions by oil companies outside antitrust defense do not necessarily violate the antitrust laws. A May 1981 revised draft of Plan of Action was issued by DOE. Comments raised are concerns for independent transactions and whether the limited antitrust defense should be extended to some reallocation activities independent of IEA requests. Risks (such as collusion) arising from participation in meetings with government and joint action by competitors are outlined. 15 references.

  16. Overview of the United States spent nuclear fuel program

    As a result of the end of the Cold War, the mission of the US Department of Energy (DOE) has shifted from an emphasis on nuclear weapons development and production to an emphasis on the safe management and disposal of excess nuclear materials including spent nuclear fuel from both production and research reactors. Within the US, there are two groups managing spent nuclear fuel. Commercial nuclear power plants are managing their spent nuclear fuel at the individual reactor sites until the planned repository is opened. All other spent nuclear fuel, including research reactors, university reactors, naval reactors, and legacy material from the Cold War is managed by DOE. DOE`s mission is to safely and efficiently manage its spent nuclear fuel and prepare it for disposal. This mission involves correcting existing vulnerabilities in spent fuel storage; moving spent fuel from wet basins to dry storage; processing at-risk spent fuel; and preparing spent fuel in road-ready condition for repository disposal. Most of DOE`s spent nuclear fuel is stored in underwater basins (wet storage). Many of these basins are outdated, and spent fuel is to be removed and transferred to more modern basins or to new dry storage facilities. In 1995, DOE completed a complex-wide environmental impact analysis that resulted in spent fuel being sent to one of three principal DOE sites for interim storage (up to 40 years) prior to shipment to a repository. This regionalization by fuel type will allow for economies of scale yet minimize unnecessary transportation. This paper discusses the national SNF program, ultimate disposition of SNF, and the technical challenges that have yet to be resolved, namely, release rate testing, non-destructive assay, alternative treatments, drying, and chemical reactivity.

  17. Burnout in United States Academic Chairs of Radiation Oncology Programs

    Purpose: The aims of this study were to determine the self-reported prevalence of burnout in chairs of academic radiation oncology departments, to identify factors contributing to burnout, and to compare the prevalence of burnout with that seen in other academic chair groups. Methods and Materials: An anonymous online survey was administered to the membership of the Society of Chairs of Academic Radiation Oncology Programs (SCAROP). Burnout was measured with the Maslach Burnout Inventory-Human Services Survey (MBI-HSS). Results: Questionnaires were returned from 66 of 87 chairs (76% response rate). Seventy-nine percent of respondents reported satisfaction with their current positions. Common major stressors were budget deficits and human resource issues. One-quarter of chairs reported that it was at least moderately likely that they would step down in the next 1 to 2 years; these individuals demonstrated significantly higher emotional exhaustion. Twenty-five percent of respondents met the MBI-HSS criteria for low burnout, 75% for moderate burnout, and none for high burnout. Group MBI-HSS subscale scores demonstrated a pattern of moderate emotional exhaustion, low depersonalization, and moderate personal accomplishment, comparing favorably with other specialties. Conclusions: This is the first study of burnout in radiation oncology chairs with a high response rate and using a validated psychometric tool. Radiation oncology chairs share similar major stressors to other chair groups, but they demonstrate relatively high job satisfaction and lower burnout. Emotional exhaustion may contribute to the anticipated turnover in coming years. Further efforts addressing individual and institutional factors associated with burnout may improve the relationship with work of chairs and other department members.

    Wolsong Unit 1 is a CANDU plant which began its commercial operation in 1983 with design life of 30 years. Korea Electric Power Research Institute (KEPRI) had performed the phase 1 of plant life assessment program of Wolsong Unit 1 from the year of 2000 to 2003. The following program phase II is on going to 2007 in order to assess in-detail life evaluation and aging management program development. The phase 1 performed life evaluations of critical components such as fuel channels, feeder pipes, steam-generators and so on. The phase II assesses aging degradations and residual life of the components, structures, and systems (SSCs) screened as important to the continued operation beyond its design life. This paper summarizes recent trends of CANDU PLiM (plant lifetime management) in Canada and introduces the status of Wolsong Unit 1 plant life assessment program in Korea. KEPRI and KHNP (Korea Hydro and Nuclear Power) had performed aging analysis of the fuel channels and feeder pipes of Wolsong Unit 1. The aging analysis showed that some fuel channels could be elongated longer and the thickness of some feeder pipes less than the criteria before plant design life. (authors)

  3. Government commercialization of large scale technology: the United States Breeder Reactor Program 1964-1976

    The US Liquid Metal Fast Breeder Reactor program was an attempt by the Atomic Energy Commission to develop, in partnership with industry, a particular nuclear technology. Not only did the AEC provide subsidies and test facilities for the private sector, but the agency attempted to direct which technological options would be developed. The national laboratories, nuclear vendors, and electric utilities were not amenable to government direction. The resulting time delays and cost overruns stalled the program until the anti-nuclear movement arose and undermined the political consensus behind the program. As a result, a breeder demonstration plant has not yet been built in the United States. The analysis of this thesis suggests two conclusions. First, future government directed commercialization programs are unlikely to succeed. Second, breeder development should be slowed down until the political problems in the nuclear industry are solved.

    The US Department of Energy (DOE) is working with partners from the gas cooling industry to improve energy efficiency and US competitiveness by using advanced absorption technologies that eliminate the use of chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs), refrigerants that contribute to ozone depletion and global warming. Absorption cooling uses natural gas as the heat source, which produces much lower NO{sub x} emissions than oil- or coal-generated electricity. Gas-fired chillers also have the advantage of helping reduce peak electrical usage during summer months. To assist industry in developing advanced absorption cooling technologies, DOE sponsors the Large Commercial Chiller Development Program. The goal of the program is to improve chiller cooling efficiency by 30--50% compared with the best currently available absorption systems.

    Lattice-Boltzmann methods are versatile numerical modeling techniques capable of reproducing a wide variety of fluid-mechanical behavior. These methods are well suited to parallel implementation, particularly on the single-instruction multiple data (SIMD) parallel processing environments found in computer graphics processing units (GPUs). Although more recent programming tools dramatically improve the ease with which GPU programs can be written, the programming environment still lacks the flexibility available to more traditional CPU programs. In particular, it may be difficult to develop modular and extensible programs that require variable on-device functionality with current GPU architectures. This paper describes a process of automatic code generation that overcomes these difficulties for lattice-Boltzmann simulations. It details the development of GPU-based modules for an extensible lattice-Boltzmann simulation package - LBHydra. The performance of the automatically generated code is compared to equivalent purpose written codes for both single-phase, multiple-phase, and multiple-component flows. The flexibility of the new method is demonstrated by simulating a rising, dissolving droplet in a porous medium with user generated lattice-Boltzmann models and subroutines.

    Caustic Side Solvent Extraction (CSSX) is currently used at the U.S. Department of Energy (DOE) Savannah River Site (SRS) for removal of cesium from the high-level salt-wastes stored in underground tanks. Currently, the Actinide Removal Process (ARP) and the CSSX process are deployed in the (ARP)/Modular CSSX Unit (MCU), to process salt waste for permanent disposition. The CSSX technology utilizes a multi-component organic solvent and annular centrifugal contactors to extract cesium from alkaline salt waste. The original plant was permitted for a three year design life; however, given the successful operation of the plant, a life extension program was completed to continue operations. The program included detailed engineering analyses of the life-expectancy of passive and active components, resulting in component replacement and/or maintenance and monitoring program improvements. The program also included a review of the operations and resulted in a series of operational improvements. Since the improvements have been made, an accelerated processing rate has been demonstrated. In addition, plans for instituting a next-generation solvent are in place and will enhance the decontamination factors. (author)

    The Urban Consortium (UC), created by PTI, is a network of jurisdictions with populations of over 250,000. The UC provides a platform for research and enterprise through its Energy, Environmental, Transportation, and Telecommunications and Information Task Forces. The UC provides a unique creative forum where elected and appointed officials and technical managers identify, test, and validate practical ways to improve the provision of public services and, where possible, generate new revenue opportunities. Public Technology, Inc., is the non-profit technology organization of the National League of Cities, the National Association of Counties, and the International City/County Management Association. PTI creates and advances technology-based products, services, and enterprises in cities and counties nationwide. Staffed by PTI, the UC addresses the critical needs of local governments through its Task Forces. The Urban Consortium Energy Task Force (UCETF) program has, since its inception, acted as a laboratory to develop, test solutions and share the resulting products or management approaches with the wider audience of local governments. It has addressed the overlap between energy and environment and economic development policy issues, and, is the nation's most extensive cooperative local government program to improve energy management and decision-making through applied research and technology cooperation. Proposals to meet the specific objectives of the UCETF annual R and D program are solicited from major urban jurisdictions. Projects based on these proposals are then selected by the UCETF for direct conduct and management by staff of city and county governments. Projects selected for each year's program are organized in thematic units to assure effective management and ongoing peer-to-peer experience exchange, with results documented at the end of each program year.

    Caustic Side Solvent Extraction (CSSX) is currently used at the U.S. Department of Energy (DOE) Savannah River Site (SRS) for removal of cesium from the high-level salt-wastes stored in underground tanks. At SRS, the CSSX process is deployed in the Modular CSSX Unit (MCU). The CSSX technology utilizes a multi-component organic solvent and annular centrifugal contactors to extract cesium from alkaline salt waste. Coalescers and decanters process the Decontaminated Salt Solution (DSS) and Strip Effluent (SE) streams to allow recovery and reuse of the organic solvent and to limit the quantity of solvent transferred to the downstream facilities. MCU is operated in series with the Actinide Removal Process (ARP) which removes strontium and actinides from salt waste utilizing monosodium titanate. ARP and MCU were developed and implemented as interim salt processing until future processing technology, the CSSX-based Salt Waste Processing Facility (SWPF), is operational. SWPF is slated to come on-line in October 2014. The three year design life of the ARP/MCU process, however, was reached in April 2011. Nevertheless, most of the individual process components are capable of operating longer. An evaluation determined ARP/MCU can operate until 2015 before major equipment failure is expected. The three year design life of the ARP/MCU Life Extension (ARP/MCU LE) program will bridge the gap between current ARP/MCU operations and the start of SWPF operation. The ARP/MCU LE program introduces no new technologies. As a portion of this program, a Next Generation Solvent (NGS) and corresponding flowsheet are being developed to provide a major performance enhancement at MCU. This paper discusses all the modifications performed in the facility to support the ARP/MCU Life Extension. It will also discuss the next generation chemistry, including NGS and new stripping chemistry, which will increase cesium removal efficiency in MCU.     The purpose of this report is to document the development of the proof-of-concept units within the Advanced Medium-sized Mobile Power Sources (AMMPS) program. The design used a small, lightweight diesel engine, a permanent magnet alternator, power electronics and digital controls as outlined in the philosophy detailed previously. One small proof-of-concept unit was completed and delivered to the military. The unit functioned well but was not optimized at the time of delivery to the military. A tremendous amount of experience was gained during this phase that can be used in the development of any follow-on AMMPS production systems. Lessons learned and recommendations for follow-on specifications are provided. The unit demonstrated that significant benefits are possible with the new design philosophy. Trade-offs will have to be made but many of the advantages appear to be within the technical grasp of the market.

    ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

    Cap-and-trade programs have become widely accepted for the control of conventional air pollution in the United States. However, there is still no political consensus to use these programs to address greenhouse gases. Meanwhile, in the wake of the success of the US SO{sub 2} and NOx trading programs, private companies, state governments, and the European Union are developing new trading programs or other initiatives that may set precedents for a future national US greenhouse gas trading scheme. This paper summarizes the literature on the 'lessons learned' from the SO{sub 2} trading program for greenhouse gas trading, including lessons about the potential differences in design that may be necessary because of the different sources, science, mitigation options, and economics inherent in greenhouse gases. The paper discusses how the programs and initiatives mentioned above have been shaped by lessons from past trading programs and whether they are making changes to the SO{sub 2} model to address greenhouse gases. It concludes with an assessment of the implications of these initiatives for a future US national greenhouse gas trading program. 91 refs., 2 tabs.

    All of the waste streams from ARP, MCU, and SWPF processes will be sent to DWPF for vitrification. The impact these new waste streams will have on DWPF's ability to meet its canister production goal and its ability to support the Salt Processing Program (ARP, MCU, and SWPF) throughput needed to be evaluated. DWPF Engineering and Operations requested OBU Systems Engineering to evaluate DWPF operations and determine how the process could be optimized. The ultimate goal will be to evaluate all of the Liquid Radioactive Waste (LRW) System by developing process modules to cover all facilities/projects which are relevant to the LRW Program and to link the modules together to: (1) study the interfaces issues, (2) identify bottlenecks, and (3) determine the most cost effective way to eliminate them. The results from the evaluation can be used to assist DWPF in identifying improvement opportunities, to assist CBU in LRW strategic planning/tank space management, and to determine the project completion date for the Salt Processing Program.

    The U.S. Support Program (USSP) to International Atomic Energy Agency (IAEA) Safeguards established a program of one-year paid internships for students and recent graduates. The program was in effect from 2002 until 2006 with a total of forty-one U.S. citizens and permanent residents placed in the IAEA. The USSP created a Junior Professional Officer (JPO) Program in 2005 that replaced the internship program at the IAEA. The JPO program creates opportunities for U.S. college graduates to become IAEA employees for a period of one to two years to help increase the effectiveness and efficiency of safeguards. The twenty three former and current JPOs work in varying fields such as software development, information collection and analysis, non-destructive analysis systems, and unattended monitoring systems. This paper will look at the impacts of the USSP internship and JPO program on the interns and JPOs, the U.S. government, and the IAEA. Academic backgrounds, past involvement in nuclear fields, program assessment, and post-program positions were recorded and analyzed through two studies using questionnaires sent to former interns and former and current JPOs. This paper will discuss the effects of the programs on the careers of the interns and JPOs, present the evaluations of the internship and JPO Programs, and report the recommendations for changes.

    The Department of Energy Office of Building Technology, State and Community Programs (BTS) is interested in assessing the potential economic impacts of its portfolio of programs on national employment and income. A special purpose version of the IMPLAN input-output model allied In Build is used in this study of all 38 BTS programs included in the FY2001 federal budget. Energy savings, investments, and impacts on U.S. national employment and wage income are reported by program for selected years to the year 2030. Energy savings from these programs have the potential of creating a total of nearly 332,000 jobs and about $5.3 billion in wage income (1995$) by the year 2030. Because the required investments to achieve these savings are capital intensive, the net effect after investment is 304,000 jobs and $5.0 billion.

    We present a computational framework for integrating the state-of-the-art Weather Research and Forecasting (WRF) model in stochastic unit commitment/energy dispatch formulations that account for wind power uncertainty. We first enhance the WRF model with adjoint sensitivity analysis capabilities and a sampling technique implemented in a distributed-memory parallel computing architecture. We use these capabilities through an ensemble approach to model the uncertainty of the forecast errors. The wind power realizations are exploited through a closed-loop stochastic unit commitment/energy dispatch formulation. We discuss computational issues arising in the implementation of the framework. In addition, we validate the framework using real wind speed data obtained from a set of meteorological stations. We also build a simulated power system to demonstrate the developments.

    This paper focuses on the essential, but often overlooked, elements of a pollution prevention program: the steps required for a successful implementation. As programs are being developed, attention must be given to assuring that the systems to support a successful introduction and continued improvement are in place. The goals of a pollution prevention plan (i.e. 50% reduction in toxics use and 40% reduction in hazardous waste generation within three years) must be translated into performance oriented-responsibilities taken throughout an organization, at all levels. Successful implementation requires a genuine commitment from management, employee awareness programs tailored to each type of audience, and a feedback system to assure that the program is continually changing to incorporate new pollution prevention challenges.     The DOE-EM Office of Engineering and Technology is responsible for implementing EM's international cooperative program. The Office of Engineering and Technology's international efforts are aimed at supporting EM's mission of risk reduction and accelerated cleanup of the environmental legacy of the nation's nuclear weapons program and government-sponsored nuclear energy research. To do this, EM pursues collaborations with government organizations, educational institutions, and private industry to identify and develop technologies that can address the site cleanup needs of DOE. The Office of Engineering and Technology has developed a Technology Roadmap and a Multi-year Program Plan to identify technology needs and identify areas for focused research and development to support DOE-EM's environmental cleanup and waste management objectives. The international cooperative program is an important element of the technology development roadmap, leveraging of world-wide expertise in the advancement and deployment of remediation and treatment technologies. Introductory briefings aimed at furthering familiarity with the DOE-EM mission, and the vital role that technology development plays within it, were presented at two international meetings. The Office of Engineering and Technology currently works with the Khlopin Radium Institute (KRI) and SIA Radon Institute in Russia, the International Radioecology Laboratory (IRL) in Ukraine and the Nuclear Engineering and Technology Institute (NETEC) in South Korea through cooperative bilateral arrangements to support EM's accelerated cleanup and closure mission.

    The ALARA Goals for the Savannah River Site (SRS) for 1992 have been established by the operating Divisions/Departments and totaled for the anticipated scope of sitewide work. Goals for maximum individual exposure and personnel contamination cases have been reduced from 1991 actual data. The goal for assimilations of radionuclides remains at zero. The 633.20 rem cumulative exposure goal is constituted of special work operations and base routine operations, respectively 244.68 rem and 388.52 rem. The cumulative exposure goal is an increase of 50% over the 1991 data to support the start up to K Reactor, operations of FB Line and scheduled special work. The 633.20 rem is 4% less than the 1990 data. Additionally, three reduction goals have been established to demonstrate a decrease in the Site overall radiological hazard. These reduction goals are for the size of airborne activity and contamination areas and the number of contamination events occurring outside a radiologically controlled area (RCA). The ALARA program is documented in the recently revised SRS ALARA Guide (October 1991).

    This report covers the first year of operation of a fuel cell power plant, installed by PPL Spectrum, Inc. (PPL) under contract with the United States Coast Guard (USCG), Research and Development Center (RDC). The fuel cell was installed at Air Station Cape Cod in Bourne, MA. The project had the support of the Massachusetts Technology Collaborative (MTC), the Department of Energy (DOE), and Keyspan Energy. PPL selected FuelCell Energy, Inc. (FCE) and its fuel cell model DFC{reg_sign}300 for the contract. Grant contributions were finalized and a contract between PPL and the USCG for the manufacture, installation, and first year's maintenance of the fuel cell was executed on September 24, 2001. As the prime contractor, PPL was responsible for all facets of the project. All the work was completed by PPL through various subcontracts, including the primary subcontract with FCE for the manufacture, delivery, and installation of the fuel cell. The manufacturing and design phases proceeded in a relatively timely manner for the first half of the project. However, during latter stages of manufacture and fuel cell testing, a variety of issues were encountered that ultimately resulted in several delivery delays, and a number of contract modifications. Final installation and field testing was completed in April and May 2003. Final acceptance of the fuel cell was completed on May 16, 2003. The fuel cell has operated successfully for more than one year. The unit achieved an availability rate of 96%, which exceeded expectations. The capacity factor was limited because the unit was set at 155 kW (versus a nameplate of 250 kW) due to the interconnection with the electric utility. There were 18 shutdowns during the first year and most were brief. The ability of this plant to operate in the island mode improved availability by 3 to 4%. Events that would normally be shutdowns were simply island mode events. The mean time between failure was calculated at 239 hours, or slightly less

  6. Summary of property damage control programs of the United States Department of Energy CY 1979

    Calendar year 1979 was the second full year of operation of the Department of Energy. This report summarizes the loss experience in overall terms and itemizes facility and program achievements in property protection. Planned projects for CY 1980 are included and several subjects of interest to loss-control specialists are discussed in detail. Property damage from all causes was $2.5 million, of which $0.65 million was due to fire, the major cause of losses in both the Department of Energy and its predecessor agencies. Combined losses for the 2 full years of Department of Energy experience total over $20 million, of which over $13 million is due to fire. The fire loss ratio for 1979 was 0.13 cents for each $100 of property values at risk, more than an order-of-magnitude less than that expeienced by the better class of insured private property. Final decontamination and cleanup costs necessitated by a product spill at a solvent-refined coal pilot plant at the end of 1979 may exceed $2 million. Even including this estimate, the total loss from all causes (fire, explosion, mechanical or electrical damage, acts of nature, radioactive and non-radioactive contamination/cleanup costs, and a variety of miscellaneous causes), would yield a loss ratio of about 1 cent for each $100 of property. This indicated the overall property protection program is exemplary.

    The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is interested in assessing the potential economic impacts of its portfolio of subprograms on national employment and income. A special purpose version of the IMPLAN input-output model called ImBuild II is used in this study of 20 subprograms of the Weatherization and Intergovernmental Program contained in the EERE final FY 2005 budget request to the Office of Management and Budget on February 2, 2004. Energy savings, investments, and impacts on U.S. national employment and earned income are reported by subprogram for selected years to the year 2030. Energy savings and investments from these subprograms have the potential of creating a total of 228,000 jobs and about $3.1 billion in earned income (2003$) by the year 2030.

TPA ICD Volume 2 is submitted for the Cold Gas Drive Turbopump Test Article, which is generally similar but incorporates certain changes, particularly in fluid requirements and in instrumentation needs. For the purposes of this ICD, the test article consists of the Hot Fire Drive Turbopump mounted on its test cart, readied for installation in the component test facility. It should be emphasized that the LH2 turbopump program is still in its early concept design phase. Design of the turbopump, test cart, and spools are subject to revisions until successful conclusion of the Detail Design Review (DDR).

    There is a growing interest in defining numerical safety goals for nuclear power plants as exemplified by an ACRS recommendation. This paper proposes a lower frequency limit of approximately 10/sup -4//reactor-year for design basis events. Below this frequency, down, to a small frequency such as 10/sup -5//reactor-year, safety margin can be provided by, say, site emergency plans. Accident sequences below 10/sup -5/ should not impact public safety, but it is prudent that safety research programs examine sequences with significant consequences. Once tentatively agreed upon, quantitative safety goals together with associated implementation tools would be factored into regulatory and design processes.

    The Department of Energy (DOE), Office of Fossil Energy, is participating with the private sector in sponsoring the development of molten carbonate fuel cell (MCFC) and solid oxide fuel cell (SOFC) technologies for application in the utility, commercial and industrial sectors. Phosphoric acid fuel cell (PAFC) development was sponsored by the Office of Fossil Energy in previous years and is now being commercialized by the private sector. Private sector participants with the Department of Energy include the Electric Power Research Institute (EPRI), the Gas Research institute (GRI), electric and gas utilities, universities, manufacturing companies and their suppliers. through continued government and private sector support, fuel cell systems are emerging power generation technologies which are expected to have significant worldwide impacts. An industry with annual sales of over a billion dollars is envisioned early in the 21st century. PAFC power plants have begun to enter the marketplace and MCFC and SOFC power plants are expected to be ready to enter the marketplace in the late 1990s. In support of the efficient and effective use of our natural resources, the fuel cell program seeks to increase energy efficiency and economic effectiveness of power generation. This is to be accomplished through effectiveness of power generation. This is accomplished through the development and commercialization of cost-effective, efficient and environmentally desirable fuel cell systems which will operate on fossil fuels in multiple and end use sectors.

    This study was designed to build upon a previous Global Climate Change Response Program investigation in which an initial `first guess` climate change scenario was derived for the Western United States. Using the scenario`s hypothesized northward shift in the mean wintertime storm track, historical upper-air patterns in the atmosphere were searched to identify winter months (December, January, or February) that would serve as appropriate global warming analogues (GWA). Contour charts were generated of four geopotential height parameters. Specific pattern configurations of the four parameters were identified that reflected the altered storm track pattern, and guidelines for selecting suitable analogues based on the configurations were developed. Monthly mean precipitation values for the GWA months at three climatological divisions in Western Montana, northern Utah, and east central Arizona were compared with median values for the 1946-89 period to determine if any significant differences existed.

    Today, 109 nuclear power plants provide over 20 percent of the electrical energy generated in the US. The operating license of the first of these plants will expire in the year 2000; one third of the operating licenses will expire by 2010 and the remaining plant licenses are scheduled to expire by 2033. The National Energy Strategy assumes that 70 percent of these plants will continue to operate beyond their current license expiration to assist in ensuring an adequate, diverse, and environmentally acceptable energy supply for economic growth. In order to preserve this energy resource in the US three major tasks must be successfully completed: (1) establishment of the regulations, technical standards, and procedures for the preparation and review of a license renewal application; (2) development, verification, and validation of the various technical criteria and bases for needed monitoring, refurbishment, or replacement of plant equipment; and (3) demonstration of the regulatory process. Since 1985, the US Department of Energy (DOE) has been working with the nuclear industry and the US Nuclear Regulatory Commission (NRC) to establish and demonstrate the option to extend the life of nuclear power plants through the renewal of operating licenses. This paper focuses primarily on DOE`s Plant Lifetime Improvement (PLIM) Program efforts to develop the technical criteria and bases for effective aging management and lifetime improvement for continued operation of nuclear power plants. This paper describes current projects to resolve generic technical issues, including degradation of long-lived components, reactor pressure vessel (RPV) embrittlement management approaches, and analytical methodologies to characterize RPV integrity.

    The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is currently transitioning its emphasis from a design and construction phase toward start-up and commissioning. With this transition, the WTP Project has initiated more detailed assessments of the requirements related to actual processing of the Hanford Site tank waste. One particular area of interest is the waste qualification program to be implemented to support the WTP. Given the successful implementation of similar waste qualification efforts at the Savannah River Site (SRS), based on critical technical support and guidance from the Savannah River National Laboratory (SRNL), WTP requested the utilization of subject matter experts from SRNL to support a technology exchange to perform a review of the WTP waste qualification program, discuss the general qualification approach at SRS, and to identify critical lessons learned through the support of DWPF's sludge batch qualification efforts. As part of Phase 1, SRNL subject matter experts in critical technical and/or process areas reviewed specific WTP waste qualification information. The Phase 1 review was a collaborative, interactive, and iterative process between the two organizations. WTP provided specific analytical procedures, descriptions of equipment, and general documentation as baseline review material. SRNL subject matter experts reviewed the information and, as appropriate, requested follow-up information or clarification to specific areas of interest. This process resulted in multiple teleconferences with key technical contacts from both organizations resolving technical issues that lead to the results presented in this report. This report provides the results of SRNL's Phase 1 review of the WAC-DQO waste acceptance criteria and processability parameters, and the specific unit operations which are required to support WTP waste qualification efforts.     Since they were adopted in 1986, the US NRC’s Safety Goals have played a valuable role as a de facto risk acceptance criterion against which the predicted performance of a commercial nuclear power reactor can be evaluated and assessed. The current safety goals are cast in terms of risk metrics called quantitative health objectives (QHOs), limiting numerical values of the risks of the early and latent health effects of accidental releases of radioactivity to the offsite population. However, while demonstrating compliance with current safety goals has been an important step in assessing the acceptance of the risk posed by LWRs, new or somewhat different goals may be needed that go beyond the current early fatality and latent cancer fatality QHOs in assessing reactor risk. Natural phenomena such as hurricanes seem to be suitable candidates for establishing a background rate to derive a risk goal as their order of magnitude cost of damages is similar to those estimated in severe accident Level 3 PRAs done for nuclear power plants. This paper obtains a risk goal that could have a wider applicability, compared to the current QHOs, as a technology-neutral goal applicable to future reactors and multi-unit sites.

It provides the Environmental Restoration Program with information about the requirements to monitor for soil and terrestrial biota in the Lower East Fork Poplar Creek (LEFPC) floodplain; sediment, surface water, and aquatic biota in LEFPC; wetland restoration in the LEFPC floodplain; and human use of shallow groundwater wells in the LEFPC floodplain for drinking water. This document describes the monitoring program that will ensure that actions taken under Phases I and II of the LEFPC remedial action are protective of human health and the environment.

    An analysis of five anticipated transients without scram (ATWS) was conducted at the Idaho National Engineering Laboratory (INEL). The five detailed deterministic simulations of postulated ATWS sequences were initiated from a main steamline isolation valve (MSIV) closure. The subject of the analysis was the Browns Ferry Nuclear Plant Unit 1, a boiling water reactor (BWR) of the BWR/4 product line with a Mark I containment. The simulations yielded insights to the possible consequences resulting from a MSIV closure ATWS. An evaluation of the effects of plant safety systems and operator actions on accident progression and mitigation is presented.

  10. Preliminary Evaluation of the Section 1603 Treasury Grant Program for Renewable Power Projects in the United States

    This article evaluates the first year of the Section 1603 Treasury cash grant program, which enables renewable power projects in the U.S. to elect cash grants in lieu of the federal tax credits that are otherwise available. To date, the program has been heavily subscribed, particularly by wind power projects, which had received 86% of the nearly $2.6 billion in grants that had been disbursed as of March 1, 2010. As of that date, 6.2 GW of the 10 GW of new wind capacity installed in the U.S. in 2009 had applied for grants in lieu of production tax credits. Roughly 2.4 GW of this wind capacity may not have otherwise been built in 2009 absent the grant program; this 2.4 GW may have supported approximately 51,600 short-term full-time-equivalent (FTE) gross job-years in the U.S. during the construction phase of these wind projects, and 3,860 longterm FTE gross jobs during the operational phase. The program’s popularity stems from the significant economic value that it provides to renewable power projects, relative to the otherwise available tax credits. Although grants reward investment rather than efficient performance, this evaluation finds no evidence at this time of either widespread “gold-plating” or performance problems.

    This technology development program scope included studies of those processes and components necessary to convert coal, oxidant and steam into a clean fuel gas. The configuration of the processes and components constitutes a Gasifier Island which is a key concept in the application of the KRW gasification and cleanup technologies. This Gasifier Island typically consists of process units that perform the following functions: feedstock preparation, gasification, desulfurization, heat recovery, particulate removal, and solid waste treatment. The processing has been conducted in a variety of gasifier operating modes including air-blown and oxygen-blown, both with and without in-bed desulfurization which includes injection of limestone or dolomite sorbent. Process configurations downstream of the gasifier have included recycle and non-recycle cyclones, sintered filters, and zinc ferrite fixed beds. Because of the developmental nature of the KRW technology program and the flexibility of the pilot plant itself, a wide range of gasifier-cleanup process configurations has been investigated. The KRW pilot plant program evaluated a system comprised of the following major process elements: gasifier and in-bed desulfurizer, particulate cleanup train, external sulfur polishing bed, and solid waste disposal system.

    The objective of this report is to demonstrate that a thorough assessment of the risks associated with the operation of the Rust Geotech patented VAC*TRAX mobile treatment unit (MTU) has been performed and documented. The MTU was developed to treat mixed wastes at the US Department of Energy (DOE) Albuquerque Operations Office sites. The MTU uses an indirectly heated, batch vacuum dryer to thermally desorb organic compounds from mixed wastes. This process hazards analysis evaluated 102 potential hazards. The three significant hazards identified involved the inclusion of oxygen in a process that also included an ignition source and fuel. Changes to the design of the MTU were made concurrent with the hazard identification and analysis; all hazards with initial risk rankings of 1 or 2 were reduced to acceptable risk rankings of 3 or 4. The overall risk to any population group from operation of the MTU was determined to be very low; the MTU is classified as a Radiological Facility with low hazards.

    Remedial actions conducted under the auspices of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) were completed at the Y-12 United Nuclear Corporation (UNC) Disposal Site in August 1992. The purpose of this Postconstruction Report is to summarize numerous technical reports and provide CERCLA documentation for completion of the remedial actions. Other CERCLA reports, such as the Feasibility Study for the UNC Disposal Site, provide documentation leading up to the remedial action decision. The remedial action chosen, placement of a modified RCRA cap, was completed successfully, and performance standards were either met or exceeded. This remedial action provided solutions to two environmentally contaminated areas and achieved the goal of minimizing the potential for contamination of the shallow groundwater downgradient of the site, thereby providing protection of human health and the environment. Surveillance and maintenance of the cap will be accomplished to ensure cap integrity, and groundwater monitoring downgradient of the site will continue to confirm the acceptability of the remedial action chosen.

    This paper briefly reviews seven cement-based waste form development programs at six of the US Department of Energy (DOE) sites. These sites have developed a variety of processes that range from producing 25 mm (1 in.) diameter pellets in a glove box to producing 240 m (800 ft.) diameter grout sheets within the bedding planes of a deep shale formation. These successful applications of cement-based waste forms to the many radioactive waste streams from nuclear facilities bear witness to the flexibility and reliability of this class of materials. This paper also discusses the major issues regarding the application of cement-based waste forms to radioactive waste management problems. These issues are (1) leachability, (2) radiation stability, (3) thermal stability, (4) phase complexity of the matrix, and (5) effects of the waste stream composition. A cursory review of current research in each of these areas is given This paper also discusses future trends in cement-based waste form development and applications. 31 references, 11 figures.

    This report describes the methodology used and the results obtained from the application of a simplified seismic risk methodology to the LaSalle County Nuclear Generating Station Unit 2. This study is part of the Level I analysis being performed by the Risk Methods Integration and Evaluation Program (RMIEP). Using the RMIEP developed event and fault trees, the analysis resulted in a seismically induced core damage frequency point estimate of 6.OE-7/yr. This result, combined with the component importance analysis, indicated that system failures were dominated by random events. The dominant components included diesel generator failures (failure to swing, failure to start, failure to run after started), and condensate storage tank.

    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    Upper East Fork Popular Creek Operable Unit 3 (UEFPC OU 3) is a source term OU composed of seven sites, and is located in the western portion of the Y-12 Plant. For the most part, the UEFPC OU 3 sites served unrelated purposes and are geographically removed from one another. The seven sites include the following: Building 81-10, the S-2 Site, Salvage Yard oil storage tanks, the Salvage Yard oil/solvent drum storage area, Tank Site 2063-U, the Salvage Yard drum deheader, and the Salvage Yard scrap metal storage area. All of these sites are contaminated with at least one or more hazardous and/or radioactive chemicals. All sites have had some previous investigation under the Y-12 Plant RCRA Program. The work plan contains summaries of geographical, historical, operational, geological, and hydrological information specific to each OU 3 site. The potential for release of contaminants to receptors through various media is addressed, and a sampling and analysis plan is presented to obtain objectives for the remedial investigation. Proposed sampling activities are contingent upon the screening level risk assessment, which includes shallow soil sampling, soil borings, monitoring well installation, groundwater sampling, and surface water sampling. Data from the site characterization activities will be used to meet the above objectives. A Field Sampling Investigation Plan, Health and Safety Plan, and Waste Management Plan are also included in this work plan.

    In 2008, a joint team from Brookhaven National Laboratory (BNL) and Los Alamos National Laboratory (LANL) consisting of specialists in training IAEA inspectors in the use of complementary access activities formulated a training program to prepare the U.S DOE laboratories for the entry into force of the U.S. Additional Protocol. Since the U.S. Additional Protocol would allow for IAEA access to the DOE laboratories under the aegis of complementary access activities, the DOE laboratories would need to prepare for such visits. The goal of the training was to ensure that the DOE laboratories would successfully host an IAEA complementary access. In doing so, the labs must be able to provide the IAEA with the information that the IAEA would need to resolve its questions about the U.S. Declaration and declared activities at the lab, and also protect certain equities, as provided under the U.S. Additional Protocol Article 1.b and c. which set forth a 'National Security Exclusion.' This 'NSE' states that the AP provisions apply within the United States 'excluding only instances where its application would result in access by the Agency to activities with direct national security significance to the United States or to location or information associated with such activities.' These activities are referred to collectively as DNSS-direct national security significance. Furthermore, the U.S. has a specific right to employ managed access, without prejudice to the right under Article 1.b, in connection with activities of DNSS. The provisions in Articles 1.b and 1.c are unique to the U.S. AP, and are additional to the more general right, under Article 7, to use managed access to protect from disclosure proprietary and/or proliferation-sensitive information, and to meet safety and security requirements, that is incorporated directly from the Model Additional Protocol. They are used during project scooping (Data Quality Objectives development), in screening level risk assessments to support early action or No Further Investigation decisions, and in the baselines risk assessment where they are employed in the selection of chemicals of potential concern.     The Department of Energy`s Atmospheric Radiation Measurement (ARM) Program was created in 1989 as part of the US Global Change Research Program to improve the treatment of atmospheric radiative and cloud processes in computer models used to predict climate change. The overall goal of the ARM program is to develop and test parameterizations of important atmospheric processes, particularly cloud and radiative processes, for use in atmospheric models. This goal is being achieved through a combination of field measurements and modeling studies. Three primary locales were chosen for extensive field measurement facilities. These are the Southern Great Plains of the United States, the Tropical Western Pacific, and the North Slope of Alaska and Adjacent Arctic Ocean.     The IAEA, NRC, and DOE regulations and requirements for safeguarding nuclear material and facilities have been reviewed and each organizations purpose, objectives, and scope are discussed in this report. Current safeguards approaches are re-examined considering technological advancements and how these developments are changing safeguards approaches used by these organizations. Additionally, the physical protection approaches required by the IAEA, NRC, and DOE were reviewed and the respective goals, objectives, and requirements are identified and summarized in this report. From these, a brief comparison is presented showing the high-level similarities among these regulatory organizations approaches to physical protection. The regulatory documents used in this paper have been assembled into a convenient reference library called the Nuclear Safeguards and Security Reference Library. The index of that library is included in this report, and DVDs containing the full library are available.

    Air Quality Guidelines for General Plans (Air Quality Guidelines) is a guidance document and resource for cities and counties to use to address air quality in their long-range planning efforts. It includes goals, policies, and programs that when adopted as part of a long-range plan will reduce vehicle trips and miles traveled and improve air quality. Although this is a voluntary program, the San Joaquin Valley Unified Air Pollution Control District (District) has strongly encouraged cities and counties in the San Joaquin Valley to use their land use and transportation planning authority to help achieve air quality goals by adopting the policies and programs suggested by the Air Quality Guidelines. Implementing the goals and policies will result in a win-win situation where cities, counties, and developers save money through more efficient land use and transportation systems and where the public benefits from a more livable community and better air quality. The purpose of the Air Quality Guidelines is threefold: (1) to provide local planning agencies with a comprehensive set of goals and policies that will improve air quality if adopted as part of a long-range plan; (2) to provide a guide to cities and counties for determining which goals and policies are appropriate in their particular community; and (3) to provide justification and rationale for the goals and policies that will convince decision-makers and the public that they are appropriate and necessary.

    Here, genome-scale flux balance models of metabolism provide testable predictions of all metabolic rates in an organism, by assuming that the cell is optimizing a metabolic goal known as the objective function. We introduce an efficient inverse flux balance analysis (invFBA) approach, based on linear programming duality, to characterize the space of possible objective functions compatible with measured fluxes. After testing our algorithm on simulated E. coli data and time-dependent S. oneidensis fluxes inferred from gene expression, we apply our inverse approach to flux measurements in long-term evolved E. coli strains, revealing objective functions that provide insight into metabolic adaptationmore » trajectories.« less

Over the course of the Program, a total of seventy-seven tasks were proposed utilizing a total of $23,202,579 in USDOE funds. Against this funding, cosponsors committed $26,557,649 in private funds to produce a program valued at $49,760,228. The goal of the Jointly Sponsored Research Program was to develop or assist in the development of innovative technology solutions that will: (1) Increase the production of United States energy resources - coal, natural gas, oil, and renewable energy resources; (2) Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; (3) Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and (4) Minimize environmental impacts of energy production and utilization. Under the JSR Program, energy-related tasks emphasized enhanced oil recovery, heavy oil upgrading and characterization, coal beneficiation and upgrading, coal combustion systems development including oxy-combustion, emissions monitoring and abatement, coal gasification technologies including gas clean-up and conditioning, hydrogen and liquid fuels production, coal-bed methane recovery, and the development of technologies for the utilization of renewable energy resources. Environmental-related activities emphasized cleaning contaminated soils and waters, processing of oily wastes, mitigating acid mine drainage, and demonstrating uses for solid waste from clean coal technologies, and other advanced coal-based systems.     This Assessment was conducted to improve the National Earthquake Hazards Reduction Program (NEHRP) by providing NEHRP agencies with information that supports their user-oriented setting of crosscutting priorities in the NEHRP strategic planning process. The primary objective of this Assessment was to take a ``snapshot`` evaluation of the needs of selected users throughout the major program elements of NEHRP. Secondary objectives were to conduct an assessment of the knowledge that exists (or is being developed by NEHRP) to support earthquake risk reduction, and to begin a process of evaluating how NEHRP is meeting user needs. An identification of NEHRP`s strengths also resulted from the effort, since those strengths demonstrate successful methods that may be useful to NEHRP in the future. These strengths are identified in the text, and many of them represent important achievements since the Earthquake Hazards Reduction Act was passed in 1977.

    jointly produced more than 161,000 labor hours in pursuit of EPHX goals over the life of the project. Labor hours were spread among electricians, heating, ventilating and air-conditioning (HVAC) technicians, marketing professionals, engineers, sales, and administrative support staff across the approved contractor workforce. Program participants received both the utility rebate along with the EPHX rebate, and depending on project size and utility rebate structure some projects resulted in low to no-cost upgrades for customers. Phoenix also partnered with ASU, a grant sub-recipient, to leverage the institution’s expertise in research and data analysis. In this partnership, ASU accepted marketing responsibilities for the grant and partnered with DRA Communications (DRA), a Phoenix-based marketing firm, to create and communicate the message out to the marketplace. The EPHX program has completed its energy upgrade activities. A review of the work completed by ASU revealed that the EPHX program substantially exceeded the program’s stated goals by retrofitting/upgrading over 33 million sq ft of commercial space (30 million sq ft goal exceeded by 11%) and 2,014 residential units (1,700 unit goal exceeded by 18%) along the Light Rail Corridor. The program helped stimulate economic growth by adding $31million to the local economy and enhanced an already robust energy efficiency contractor network. This contractor network will continue to promote utility energy incentives to sustain energy efficiency upgrade activities in the future. Finally, EPHX helped reduce participants annual energy consumption by 135 million kilowatt-hour (kWh) translating into over $12.5 million of annual energy cost avoidance for the community. This also resulted in projected payback period of 4.5 years for total investment by all parties and reduced greenhouse gas emissions by over 95,000 metric tons of carbon dioxide equivalent (CO2e).

    The SWERA Programme provides easy access to credible renewable energy data to stimulate investment in, and development of, renewable energy technologies. The Solar and Wind Energy Resource Assessment (SWERA) started in 2001 to advance the large-scale use of renewable energy technologies by increasing the availability and accessibility of high-quality solar and wind resource information. SWERA began as a pilot project with funding from the Global Environment Facility (GEF) and managed by the United Nations Environment Programme's (UNEP) Division of Technology, Industry and Economics (DTIE) in collaboration with more than 25 partners around the world. With the success of the project in 13 pilot countries SWERA expanded in 2006 into a full programme.     Nuclear power has safely, reliably, and economically contributed almost 20% of electrical generation in the United States over the past two decades. It remains the single largest contributor (more than 70%) of non-greenhouse-gas-emitting electric power generation in the United States. Domestic demand for electrical energy is expected to experience a 31% growth from 2009 to 2035. At the same time, most of the currently operating nuclear power plants will begin reaching the end of their initial 20-year extension to their original 40-year operating license for a total of 60 years of operation. Figure E-1 shows projected nuclear energy contribution to the domestic generating capacity. If current operating nuclear power plants do not operate beyond 60 years, the total fraction of generated electrical energy from nuclear power will begin to decline - even with the expected addition of new nuclear generating capacity. The oldest commercial plants in the United States reached their 40th anniversary in 2009. The U.S. Department of Energy Office of Nuclear Energy's Research and Development Roadmap (Nuclear Energy Roadmap) organizes its activities around four objectives that ensure nuclear energy remains a compelling and viable energy option for the United States. The four objectives are as follows: (1) develop technologies and other solutions that can improve the reliability, sustain the safety, and extend the life of the current reactors; (2) develop improvements in the affordability of new reactors to enable nuclear energy to help meet the Administration's energy security and climate change goals; (3) develop sustainable nuclear fuel cycles; and (4) understand and minimize the risks of nuclear proliferation and terrorism.     This Project Quality Assurance Plan (PQAP) sets forth the quality assurance (QA) requirements that are applied to those elements of the Westinghouse Materials Company of Ohio (WMCO) Operable Unit 1 support at Oak Ridge National Laboratory (ORNL) project that involve research and development (R D) performed at ORNL. This is in compliance with the applicable criteria of 10 CFR Part 50, Appendix B, ANSI/ASME NQA-1, as specified by Department of Energy (DOE) Oak Ridge Operations (ORO) Order 5700.6B. For this application, NQA-1 is the core QA Program requirements document. QA policy, normally found in the requirements document, is contained herein. The requirements of this PQAP apply to project activities that affect the quality and reliability/credibility of research, development, and investigative data and documentation. These activities include the functions of attaining quality objectives and assuring that an appropriate QA program scope is established. The scope of activities affecting quality includes organization; personnel training and qualifications; design control; procurement; material handling and storage; operating procedures; testing, surveillance, and auditing; R D investigative activities and documentation; deficiencies; corrective actions; and QA record keeping. 12 figs.
