    The authors interpreted seismic reflection data, supported by well control, to reconstruct the stratigraphic development of Paleocene Lake Waltman in the Wind River basin of Wyoming. After dividing the upper Fort Union into eight seismic sequences, the authors mapped seismic attributes (amplitude, continuity, and frequency) within each sequence. Interpretation of the variation in seismic attributes allowed them to detail delta development and encroachment into Lake Waltman during deposition of the upper Fort Union Formation. These deltas are interpreted as high-energy, well-differentiated lobate forms with distinct clinoform morphology on seismic data. Prograding delta-front facies are easily identified on seismic data as higher amplitude, continuous events within the clinoforms. Seismic data clearly demonstrate the time-Transgressive nature of this facies. Downdip of these clinoforms, homogeneous shales, as evidenced by low-amplitude, generally continuous seismic events, accumulated in an interpreted quiet, areally extensive lacustrine setting. Seismic definition of the lateral extent of this lacustrine facies is excellent, allowing them to effectively delineate changes in the lake morphology during deposition of the upper Fort Union Formation. Encasing the upper Fort Union lacustrine deposits are fluvial-alluvial deposits, interpreted from discontinuous, variable-amplitude seismic facies. The authors highlight the correlation of seismic facies data and interpretation to well log data in the Frenchie Draw field to emphasize the accuracy of depositional environment prediction from seismic data.

    Four complete surveys were conducted during 2012. The surveys were conducted on April 5, June 19, October 25, and December 18. During the first survey, conducted on April 5, the aerial survey crew detected 26 elk while the ground survey crew detected zero. For the June 19 survey, the aerial survey detected four elk not detected by the ground crew, while the ground crew detected 13 elk not detected by the aerial crew. A total of 17 elk were detected on June 19, 2012. On October 25, surveyors detected two herds of elk. Both the aerial and ground crews detected one herd of six, while only the ground crew detected the other herd of four. No elk were observed during the final survey, conducted on December 18.

    Mule deer (Odocoileus hemionus) and Rocky Mountain elk (Cervus elaphus) forage in many areas at Los Alamos National Laboratory (LANL) that may contain radioactivity above natural and/or worldwide fallout levels. This paper summarizes radionuclide concentrations 3H, 90Sr, 137Cs, 238Pu, 239,240Pu, 241Am, and total uranium in muscle and bone tissue of deer and elk collected from LANL lands from 1991 through 1998. Also, the committed effective dose equivalent (CEDE) and the risk of excess cancer fatalities (RECF) to people who ingest muscle and bone from deer and elk collected from LANL lands were estimated. Most radionuclide concentrations in muscle and bone from individual deer and elk collected from LANL lands were either at less than detectable quantities (where the analytical result was smaller than two counting uncertainties) and/or within upper (95%) level background (BG) concentrations. As a group, most radionuclides in muscle and bone of deer and elk from LANL lands were not significantly higher (p<0.10) than in similar tissues from deer and elk collected from BG locations. Also, elk that had been radio collared and tracked for two years and spent an average time of 50% on LANL lands were not significantly different in most radionuclides from road kill elk that have been collected as part of the environmental surveillance program. Overall, the upper (95%) level net CEDES (the CEDE plus two sigma for each radioisotope minus background) at the most conservative ingestion rate (51 lbs of muscle and 13 lbs of bone) were as follows: deer muscle = 0.220, deer bone = 3.762, elk muscle = 0.117, and elk bone = 1.67 mrendy. AU CEDES were far below the International Commission on Radiological Protection guideline of 100 mrem/y, and the highest muscle plus bone CEDE (4.0 mrendy) corresponded to a RECF of 2E-06 which is far below the Environmental Protection Agency upper level guideline of 1E04.

    Elk Valley Rancheria; Tribe; renewable energy; energy options analysis. The Elk Valley Rancheria, California ('Tribe') is a federally recognized Indian tribe located in Del Norte County, California, in the northwestern corner of California. The Tribe, its members and Tribal enterprises are challenged by increasing energy costs and undeveloped local energy resources. The Tribe currently lacks an energy program. The Tribal government lacked sufficient information to make informed decisions about potential renewable energy resources, energy alternatives and other energy management issues. To meet this challenge efficiently, the Tribe contracted with Frank Zaino and Associates, Inc. to help become more energy self-sufficient, by reducing their energy costs and promoting energy alternatives that stimulate economic development. Frank Zaino & Associates, Inc. provided a high level economic screening analysis based on anticipated electric and natural gas rates. This was in an effort to determine which alternative energy system will performed at a higher level so the Tribe could reduce their energy model by 30% from alternative fuel sources. The feasibility study will identify suitable energy alternatives and conservation methods that will benefit the Tribe and tribal community through important reductions in cost. The lessons learned from these conservation efforts will yield knowledge that will serve a wider goal of executing energy efficiency measures and practices in Tribal residences and business facilities. Pacific Power is the provider of electrical power to the four properties under review at $ 0.08 per Kilowatt-hour (KWH). This is a very low energy cost compared to alternative energy sources. The Tribe used baseline audits to assess current and historic energy usage at four Rancheria owned facilities.     Elk spend the winter in areas at Los Alamos National Laboratory (LANL) that may contain radioactivity above natural and/or worldwide fallout levels. This study was initiated to determine the levels of {sup 90}Sr, {sup 137}Cs, {sup 238}Pu, {sup 239}Pu, and total uranium in various tissues (brain, hair, heart, jawbone, kidneys, leg bone, liver, and muscle) of adult cow elk that use LANL lands during the fall/winter months. No significant differences in radionuclide contents were detected in any of the tissue samples collected from elk on LANL lands as compared with elk collected from off-site locations. The total effective (radiation) dose equivalent a person would receive from consuming 3.2 lb of heart, 5.6 lb of liver, and 226 lb of muscle from elk that winter on LANL lands, after natural background has been subtracted, was 0.00008, 0.0001, and 0.008 mrem/yr, respectively. The highest dose was less than 0.01% of the International Commission on Radiological Protection permissible dose limit for protecting the public.

    Coalbed methane (CBM) is currently the hottest area of energy development in the Rocky Mountain area. The Powder River Basin (PRB) is the largest CBM area in Wyoming and has attracted the majority of the attention because of its high permeability and relatively shallow depth. Other Wyoming coal regions are also being targeted for development, but most of these areas have lower permeability and deeper coal seams. This project consists of the development of a CBM stimulation system for deep coal resources and involves three work areas: (1) Well Placement, (2) Well Stimulation, and (3) Production Monitoring and Evaluation. The focus of this project is the Washakie Basin. Timberline Energy, Inc., the cosponsor, has a project area in southern Carbon County, Wyoming, and northern Moffat County, Colorado. The target coal is found near the top of the lower Fort Union formation. The well for this project, Evans No.1, was drilled to a depth of 2,700 ft. Three coal seams were encountered with sandstone and some interbedded shale between seams. Well logs indicated that the coal seams and the sandstone contained gas. For the testing, the upper seam at 2,000 ft was selected. The well, drilled and completed for this project, produced very little water and only occasional burps of methane. To enhance the well, a mild severity fracture was conducted to fracture the coal seam and not the adjacent sandstone. Fracturing data indicated a fracture half-length of 34 ft, a coal permeability of 0.2226 md, and permeability of 15.3 md. Following fracturing, the gas production rate stabilized at 10 Mscf/day within water production of 18 bpd. The Western Research Institute (WRI) CBM model was used to design a 14-day stimulation cycle followed by a 30-day production period. A maximum injection pressure of 1,200 psig to remain well below the fracture pressure was selected. Model predictions were 20 Mscf/day of air injection for 14 days, a one-day shut-in, then flowback.     Late Neogene (Plio-Pleistocene) shallow marine strata of the western Bakersfield Arch and Elk Hills produce hydrocarbons from several different reservoirs. This project focuses on the shallow marine deposits of the Gusher and Calitroleum reservoirs in the Lower Shallow Oil Zone (LSOZ). In the eastern part of the study area on the Bakersfield Arch at North and South Coles Levee field and in two wells in easternmost Elk Hills, the LSOZ reservoirs produce dry (predominantly methane) gas. In structurally higher locations in western Elk Hills, the LSOZ produces oil and associated gas. Gas analyses show that gas from the eastern LSOZ is bacterial and formed in place in the reservoirs, whereas gas associated with oil in the western part of the study area is thermogenic and migrated into the sands from deeper in the basin. Regional mapping shows that the gas-bearing LSOZ sands in the Coles Levee and easternmost Elk Hills area are sourced from the Sierra Nevada to the east whereas the oil-bearing sands in western Elk Hills appear to be sourced from the west. The eastern Elk Hills area occupied the basin depocenter, farthest from either source area. As a result, it collected mainly low-permeability offshore shale deposits. This sand-poor depocenter provides an effective barrier to the updip migration of gases from east to west. The role of small, listric normal faults as migration barriers is more ambiguous. Because our gas analyses show that the gas in the eastern LSOZ reservoirs is bacterial, it likely formed in-place near the reservoirs and did not have to migrate far. Therefore, the gas could have been generated after faulting and accumulated within the fault blocks as localized pools. However, bacterial gas is present in both the eastern AND western parts of Elk Hills in the Dry Gas Zone (DGZ) near the top of the stratigraphic section even though the measured fault displacement is greatest in this zone. Bacterial gas is not present in the west in the deeper LSOZ which

    A detailed depositional model for the uppermost sand reservoirs of the Stevens Oil Zone, Elk Hills Field, California, contains three facies: turbidite channel-fill sand bodies, overbank Sandstone and mudstone, and pelagic and hemipelagic siliceous shale. Sand bodies are the primary producing facies and consist of layered, graded sandstone with good permeability. The presence of incipient anticlines with subsea relief in the late Miocene resulted in deposition of lenticular and sinuous sand Was within structurally created channels. Relief of these structural channels was low when the earliest sand bodies were deposited, leading to a wide channel complex bounded by broad overbank deposits of moderate to low permeability. As deposition proceeded, increased structural relief constrained the channels, resulting in narrower sand body width and relatively abrupt channel terminations against very low permeability siliceous shale. With post-Miocene uplift and differential compaction, stratigraphic mounding of sand bodies helped create structural domes such as the 24Z reservoir. Stratigraphic traps including the 26R reservoir were also created. Such traps vary in seal quality from very effective to leaky, depending on the lateral transition from sand bodies to siliceous shale. Application of the Elk Hills turbidity model (1) provides a framework for monitoring production performance in the 24Z and Northwest Stevens waterflood projects; and for tracking gas migration into and out of the 26R reservoir, (2) helps b identify undeveloped locations in the 26R reservoir ideally suited for horizontal wells, (3) has led to the identification of two new production trends in the 29R area, and (4) makes possible the development of exploration plays in western Elk Hills.

    Naval Petroleum Reserve No. 1 (NPR-1, also called {open_quotes}Elk Hills{close_quotes}), a Federally-owned oil and gas production field in Kern County, California, was created by an Executive Order issued by President Taft on September 2, 1912. He signed another Executive Order on December 13, 1912, to establish Naval Petroleum Reserve No. 2 (NPR-2), located immediately south of NPR-1 and containing portions of the town of Taft, California. NPR-1 was not developed until the 1973-74 oil embargo demonstrated the nation`s vulnerability to oil supply interruptions. Following the embargo, Congress passed the Naval Petroleum Reserves Production Act of 1976 which directed that the reserve be explored and developed to its fall economic potential at the {open_quotes}maximum efficient rate{close_quotes} (MER) of production. Since Elk Hills began full production in 1976, it has functioned as a commercial operation, with total revenues to the Federal government through FY 1996 of $16.4 billion, compared to total exploration, development and production costs of $3.1 billion. In February 1996, Title 34 of the National Defense Authorization Act for Fiscal Year 1996 (P.L. 104-106), referred to as the Elk Hills Sales Statute, directed the Secretary of Energy to sell NPR-1 by February 10, 1998.The Secretary was also directed to study options for enhancing the value of the other Naval Petroleum and Oil Shale Reserve properties such as NPR-2, located adjacent to NPR-1 in Kern County- Naval Petroleum Reserve No. 3 (NPR-3) located in Natrona County, Wyoming; Naval Oil Shale Reserves No. 1 and No. 3 (NOSR-1 and NOSR-3) located in Garfield County, Colorado; and Naval Oil Shale Reserve No. 2 (NOSR-2) located in Uintah and Carbon Counties, Utah.     Bone is an adaptative material that is designed for different functional requirements; indeed, bones have a variety of properties depending on their role in the body. To understand the mechanical response of bone requires the elucidation of its structure-function relationships. Here, we examine the fracture toughness of compact bone of elk antler which is an extremely fast growing primary bone designed for a totally different function than human (secondary) bone. We find that antler in the transverse (breaking) orientation is one of the toughest biological materials known. Its resistance to fracture is achieved during crack growth (extrinsically) by a combination of gross crack deflection/twisting and crack bridging via uncracked 'ligaments' in the crack wake, both mechanisms activated by microcracking primarily at lamellar boundaries. We present an assessment of the toughening mechanisms acting in antler as compared to human cortical bone, and identify an enhanced role of inelastic deformation in antler which further contributes to its (intrinsic) toughness.

    The ELK team ([E]WA-IIT, [L]os Alamos National laboratory (LANL), and [K]ayvium Corporation (ELK)) used the legal Track task 302 as an opportunity to compare and integrate advanced semantic-automation strategies. The team members believe that enabling parties to discover, consume, analyze, and make decisions in a noisy and information-overloaded environment requires new tools. Together, as well as independently, they are actively developing these tools and view the TREC exercise as an opportunity to test, compare, and complement tools and approaches. Our collaboration is new to TREC, brought together by a shared interest in document relevance, concept-in-context identification and annotation, and the recognition that words out-of-context do not a match make. The team's intent was to lay the foundation for automating the mining and analysis of large volumes of electronic information by litigants and their lawyers, not only in the context of document discovery, but also to support litigation strategy, motion practice, deposition, trial tactics, etc. The premise was that a Subject Matter Expert- (SME-) built model can be automatically mapped onto various search engines for document retrieval, organization, relevance scoring, analysis and decision support. In the end, we ran nearly a dozen models, mostly, but not exclusively, with Kayvium Corporation's knowledge automation technology. The Sal Database Search Engine we used had a bug in its proximity feature, requiring that we develop a workaround. While the work-around was successful, it left us with insufficient time to converge the models to achieve expected quality. However, with optimized proximity processing in place, we would be able to run the model many more times, and believe repeatable quality would be a matter of working through a few requests to get the approach right. We believe that with more time, the results we would achieve might point towards a new way of processing documents for litigation support

    This study was conducted by the Montana Department of Fish, Wildlife and Parks from 1984--1988 to assess the impacts of the Garrison-Taft segment of a 500-kV powerline on elk summer-fall habitat. Construction of the powerline began in 1983, and the powerline was energized in 1985. The Garrison-Taft powerline corridor crossed 251 km of mountainous terrain in western Montana; about 465 km of new roads were constructed to provide permanent access to the powerline towers. The objectives of the study were: (1) to monitor the effectiveness of mitigation measures, including timing restrictions on construction activities and road closures on newly-built access roads, and (2) to determine if opening previously-unroaded elk security habitats to hunters by powerline access roads affected elk habitat use, distribution, use of security areas, or elk harvest. In addition, both the potential for accelerated timber harvest in areas crossed by the powerline that would not have otherwise been logged because of marginal economics and lack of haul roads and the potential effect of powerline flashovers on future prescribed burning of elk winter-ranges were evaluated. 83 refs., 88 figs., 15 tabs.

    Lack of aspen (Populus tremuloides) recruitment and canopy replacement of aspen stands that grow on the edges of grasslands on the low-elevation elk (Cervus elaphus) winter range of Rocky Mountain National Park (RMNP) in Colorado has been a cause of concern for more than 70 years (Packard, 1942; Olmsted, 1979; Stevens, 1980; Hess, 1993; R.J. Monello, T.L. Johnson, and R.G. Wright, Rocky Mountain National Park, 2006, written commun.). These aspen stands are a significant resource since they are located close to the park's road system and thus are highly visible to park visitors. Aspen communities are integral to the ecological structure of montane and subalpine landscapes because they contain high native species richness of plants, birds, and butterflies (Chong and others, 2001; Simonson and others, 2001; Chong and Stohlgren, 2007). These low-elevation, winter range stands also represent a unique component of the park's plant community diversity since most (more than 95 percent) of the park's aspen stands grow in coniferous forest, often on sheltered slopes and at higher elevations, while these winter range stands are situated on the low-elevation ecotone between the winter range grasslands and some of the park's drier coniferous forests.

    The {open_quotes}A{close_quotes} sands of the Northwest Stevens Pool consist of six major subdivisions (A1-A6) and numerous sublayers. These sands are above the {open_quotes}N Point{close_quotes} stratigraphic marker, making them much younger than most other Stevens sands at Elk Hills. Cores show the A1-A3 sands to be possibly mass transport deposition, primarily debris flows, slumps, and sand injection bodies. The A4-A6 sands are characterized by normally graded sheet-like sand bodies Hospital of traditional outer fan turbidite lithofacies. Most current production from the A1-A2 interval comes from well 373A-7R, are completed waterflood wells that came on line in 1992 at 1400 BOPD. Well 373A-7R is an anomaly in the A1-A2 zone, where average production from the other ten wells is 200 BOPD. Other evidence for compartmentalization in the A1-A2 interval includes sporadic oil-water contacts and drawdown pressures, difficult log correlations, and rapid thickness changes. In 1973, well 362-7R penetrated 220 ft of wet Al sand. The well was redrilled updip and successfully completed in the A1, where the oil-water contact is more than 130 ft lower than the original hole and faulting is not apparent. In 1992, horizontal well 323H-7R unexpectedly encountered an entirely wet Al wedge zone. Reevaluation of the A1-A3 and other sands as mass transport origin is important for modeling initialization and production/development strategies.

    The Dry Gas Zone in the Elk Hills field is comprised of fourteen separate productive horizons deposited in the MYA Group of the San Joaquin Formation of Pliocene Age. Eighty-six separate Reservoir Units have been identified within the interval over an area roughly ten miles long and four miles wide. One basal Tulare sand, the Tulare B, was also included in the geologic study. Five earlier studies have been made of the Dry Gas Zone; each is referenced in the Appendix of this report. Most of these studies were geologic in nature, and none provided in-depth reservoir analyses. This report is made up of ten (10) separate volumes which include: engineering text and exhibits (white dot); engineering data (black dot); geologic text and tables (green dot); structure and isochore maps (light blue dot); structural cross sections (dark blue dot); stratigraphic cross sections (brown dot); geologic data sheets -book 1 (yellow dot); geologic data sheets - book 2 (orange dot); geologic data sheets - book 3 (red dot); and geologic data sheets - book 4 (pink or coral dot). Basic production, injection, pressure, and other assorted technical data were provided by the US Department of Energy engineering staff at Elk Hills. These data were accepted as furnished with no attempt being made at independent verification.

    The Dry Gas Zone was defined by US Naval Petroleum Reserve No. 1 Engineering Committee (1957) as ''/hor ellipsis/all sands bearing dry gas above the top of the Lower Scalez marker bed. The term is used to include the stratigraphic interval between the Scalez Sand Zone and the Tulare Formation - the Mya Sand Zone. The reservoirs in this upper zone are thin, lenticular, loosely cemented sandstones with relatively high permeabilities.'' Other than the limited Tulare production in the western part of the field, the Dry Gas Zone is the shallowest productive zone in the Elk Hills Reserve and is not included in the Shallow Oil Zone. It is Pliocene in age and makes up approximately eighty percent of the San Joaquin Formation as is summarized in Exhibit TL-1. The lithologic character of the zone is one of interbedded shales and siltstones with intermittent beds of various thickness sands. The stratigraphic thickness of the Dry Gas Zone ranges from 950 to 1150 feet with a general thickening along the flanks and thinning over the crests of the anticlines. The productive part of the Dry Gas Zone covers portions of 30 sections in an area roughly 10 miles long by 4 miles wide. 4 refs.

    In the Soviet Union, just as in the West, the civilian nuclear industry emerged from research work undertaken for nuclear weapons development. At first, researchers tried various techniques for physical separation of uranium isotopes: electromagnetic and molecular-kinetic thermo-diffusion methods; gaseous diffusion; and centrifuge methods. All of those methods, which are based primarily on differences in the atomic mass of uranium isotopes, called for extensive research and the development of new, technically unprecedented equipment. Gradually gaseous diffusion and gas centrifuge technology became recognized as most feasible for industrial use, so research on other methods was terminated. Industrial-scale uranium enrichment in the Soviet Union began in 1949 using the gaseous diffusion method; by the early 1960s, centrifuge technology was in use on an industrial scale. All Soviet production of highly-enriched, weapons-grade uranium was halted in 1987. The Soviet Union now has four enrichment plants in operation (at classified locations), solely for civilian nuclear power needs. All four enrichment plants have centrifuge modules, and enrichment provided by gaseous diffusion accounts for less than 5% of their total output. Two of the four enrichment plants also incorporate facilities for conversion to uranium hexafluoride (UF{sub 6}).

    The pros and cons of nuclear power are similar in many countries, but the following pro factors are specific to the Soviet Union: the major sources of conventional fuel are in one area of the country, but energy consumption is concentrated in another; and a large portion of energy is generated using oil and gas. The arguments against nuclear power are as follows: safety requirements and expectations have been increased; and public opinion is negative. A program of nuclear power generation has been developed. New techniques are being implemented to increase safety and enhance operations of different types of nuclear power plants. Its should be obvious in the future that a nuclear power plant has better economic and environmental parameters than existing methods of power generation.

    Brooklyn Union has been involved with the development of commercial fuel cells since the late 1960s. In the early 1990`s, the ONSI Corporation began a limited first-of-its-kind production run of a 200-kW system. ONSI`s Model PC-25 remains the only commercially available on-site fuel cell system. Brooklyn Union is currently operating a PC-25 at St. Vincent`s Medical Center in Staten Island, NY. In December of 1989, Brooklyn Union signed a contract with ONSI for the purchase of one of the first PC-25s. Installation of this unit began in September 1992, and the system went on line in October. The system is operating at an electrical efficiency of 36.8% (based on higher heating value) with a combined thermal/electrical efficiency of nearly 71.5%. The thermal output of the fuel cell is being used for the production of domestic hot water for use in the hospital`s laundry. This paper describes the system and its performances to date.

    In May 2000, the Cerro Grande Fire burned approximately 17,200 ha in north-central New Mexico as the result of an escaped prescribed burn initiated by Bandelier National Monument. The interaction of large-scale fires, vegetation, and elk is an important management issue, but few studies have addressed the ecological implications of vegetative succession and landscape heterogeneity on ungulate populations following large-scale disturbance events. Primary objectives of this research were to identify elk movement pathways on local and landscape scales, to determine environmental factors that influence elk movement, and to evaluate movement and distribution patterns in relation to spatial and temporal aspects of the Cerro Grande Fire. Data collection and assimilation reflect the collaborative efforts of National Park Service, U.S. Forest Service, and Department of Energy (Los Alamos National Laboratory) personnel. Geographic positioning system (GPS) collars were used to track 54 elk over a period of 3+ years and locational data were incorporated into a multi-layered geographic information system (GIS) for analysis. Preliminary tests of GPS collar accuracy indicated a strong effect of 2D fixes on position acquisition rates (PARs) depending on time of day and season of year. Slope, aspect, elevation, and land cover type affected dilution of precision (DOP) values for both 2D and 3D fixes, although significant relationships varied from positive to negative making it difficult to delineate the mechanism behind significant responses. Two-dimensional fixes accounted for 34% of all successfully acquired locations and may affect results in which those data were used. Overall position acquisition rate was 93.3% and mean DOP values were consistently in the range of 4.0 to 6.0 leading to the conclusion collar accuracy was acceptable for modeling purposes.     The former Soviet Union made a major commitment to Cogeneration. The scale and nature of this commitment created a system conceptually different from Cogeneration in the west. The differences were both in scale, in political commitment, and in socio economic impact. This paper addresses some of the largest scale Cogeneration programs, the technology, and the residual impact of these programs. The integration of the Cogeneration and nuclear programs is a key focus of the paper. Soviet designed nuclear power plants were designed to produce both electricity and heat for residential and industrial uses. Energy systems used to implement this design approach are discussed. The significant dependence on these units for heat created an urgent need for continued operation during the winter. Electricity and heat are also produced in nuclear weapons production facilities, as well as power plants. The Soviets also had designed, and initiated construction of a number of nuclear power plants {open_quotes}ATETs{close_quotes} optimized for production of heat as well as electricity. These were canceled.

    The US DOE is facing a growing jurisdictional dispute over which unions will perform the majority of clean-up work at its facilities. Unions affiliated with the AFL-CIO Metal Trades Council representing operations employees at the sites believe they have a fundamental right to work. Unions in the AFL-CIO's Building and Construction Trades Dept. insist that they have a clear mandate under federal labor law and the Davis-Bacon Act. The issue has heated up in recent weeks at the policy level and is boiling in a contentious dispute at DOE's Fernald site in Ohio.

    During the Cold War the handling of Soviet military nuclear wastes was a classified topic--kept secret to hide the status and readiness of Soviet military forces. Following the end of the Cold War information about the handling of nuclear wastes by agencies of the Former Soviet Union (FSU) became available. The US Government response to the disclosure of disposal of radioactive wastes into the Arctic Ocean and into rivers that drain into the Arctic Ocean was the finding of the Arctic Nuclear Waste Assessment Program (ANWAP) in the Office of Naval Research (ONR). Projects were aided by ANWAP to study the behavior, transport, and fate of radionuclides in the Arctic Ocean. One of the research teams, the Risk Assessment Integration Group (RAIG) assessed the potential risks to humans and to the environment, particularly in the US Alaskan Arctic.

    DOE proposes to conduct a variety of post-sale site remediation activities, such as characterization, assessment, clean-up, and formal closure, at a number of inactive waste sites located at Elk Hills. The proposed post-sale site remediation activities, which would be conducted primarily in developed portions of the oil field, currently are expected to include clean-up of three basic categories of waste sites: (1) nonhazardous solid waste surface trash scatters, (2) produced wastewater sumps, and (3) small solid waste landfills. Additionally, a limited number of other inactive waste sites, which cannot be typified under any of these three categories, have been identified as requiring remediation. Table 2.1-1 presents a summary, organized by waste site category, of the inactive waste sites that require remediation per the PSA, the ASA, and/or the UPCTA. The majority of these sites are known to contain no hazardous waste. However, one of the surface scatter sites (2G) contains an area of burn ash with hazardous levels of lead and zinc, another surface scatter site (25S) contains an area with hazardous levels of lead, a produced wastewater sump site (23S) and a landfill (42-36S) are known to contain hazardous levels of arsenic, and some sites have not yet been characterized. Furthermore, additional types of sites could be discovered. For example, given the nature of oil field operations, sites resulting from either spills or leaks of hazardous materials could be discovered. Given the nature of the agreements entered into by DOE regarding the required post-sale clean-up of the inactive waste sites at Elk Hills, the Proposed Action is the primary course of action considered in this EA. The obligatory remediation activities included in the Proposed Action are standard procedures such that possible variations of the Proposed Action would not vary substantially enough to require designation as a separate, reasonable alternative. Thus, the No Action Alternative is the only

    Over the last 10 years, Brooklyn Union Gas Co. has undergone significant changes in the methods it has used to install gas service and gas main systems. Recently, Brooklyn Union engineers developed a user friendly method of replacing steel and cast iron gas mains and service lines with same size or larger polyethylene pipe without using conventional trench excavation. The system, known as the ''Bullet'' pipe replacement system, involves splitting steel and cast iron pipe using a series of rolling cutter wheels. After consecutive cutting wheels completely penetrate both pipe and fittings, both pipe and soil are spread with an expander and new polyethylene pipe is inserted. The ''Bullet'' pipe splitting system for 1[1/4] in. (32 mm) through 6 in. (150 mm) diameter has been developed.

    A rotary union for rotatably supporting an ultrasonic probe operable to nondestructively measure the thickness of steam generator tubes to determine the amount of corrosion experienced by the tubes includes a stationary body having a bore therethrough and an outlet drain, and a fitting rotatably mounted within the upper end of the body. The fitting has a bore aligned with the bore of the body. An electrical cable positioned within a water supply tube in an annular arrangement passes through the bore of the body and the bore of the fitting. This annular arrangement, in turn, is positioned within a connector element which extends outwardly from the fitting bore and is connected to the ultrasonic probe. An elastomeric lower bushing seals the annular arrangement to the lower end of the rotary union body and an elastomeric upper bushing seals the connector element to the fitting to permit the connector element and the ultrasonic probe connected thereto to rotate with the fitting relative to the body. The lower and upper bushings permit water to be passed through the annular arrangement and into the ultrasonic probe and thereafter discharged between the annular arrangement and the connector element to the outlet drain of the rotary union body.

    Five years ago, the management at Brooklyn Union embarked on a long, hard look at the way the company conducted business. In effect, they stepped into their customers` shoes. Business Process Improvement (BPI) is designed to construct a lasting corporate culture that can help Brooklyn Union meet its stated goal of becoming the premier energy company in the Northeast. A major component of that culture involves a dedication to service and cost management that is as solid as their credit ratings. To date, the bottom line on BPI has been impressive: By 1995, the customer satisfaction rating, which had been hovering in the `80s, had shot up to 95%. The management commitment has come in the form of resources, and a willingness to put its money where its mouth is (rewards for performance). The employee buy-in has shown up in those outstanding ratings from customers and in the financial results. Changing the culture of any long-established entity is never easy, whether it be on the micro-level (a family, for instance) of the macro-level (a country). It involves issues of trust, and a certain leap of faith that the new approach will bring results. Communication and education are two of the keys to gaining that participation. The company was able to impress upon employees the need for change--in particular the need for them to begin thinking like customers. The paper discusses the implementation of this re-engineering strategy.

    Union Pacific Railroad is testing LNG in six locomotives through 1997 to determine if the liquefied natural gas technology is right for them. Two of the six LNG test locomotives are switch, or yard, locomotives. These 1,350 horsepower locomotives are the industry`s first locomotives totally fueled by natural gas. They`re being tested in the yard in the Los Angeles area. The other four locomotives are long-haul locomotives fueled by two tenders. These units are duel-fueled, operating on a mixture of LNG and diesel and are being tested primarily on the Los Angeles to North Platte, Nebraska corridor. All the information concerning locomotive emissions, locomotive performance, maintenance requirements, the overall LNG system design and the economic feasibility of the project will be analyzed to determine if UPR should expand, or abandon, the LNG technology.

    The former Soviet Union (FSU) was the largest country in the world and was one of the greatest emitters of greenhouse gases to the atmosphere. At the end of the 1980s and the beginning of the 1990s the CO[sub 2] emissions for the FSU amounted to 1.46 Pg C yr[sup [minus]1] (Pg = 10[sup 15] g). Total CH[sub 4] emissions for the FSU were 55.8 Tg C yr[sup [minus]1] (Tg = 10[sup 12] g) or approximately one-third of the global CH[sub 4] emissions; 53% of the FSU CH[sub 4] emissions was contributed by peatlands. Emissions of CFCs were 67 Gg yr[sup [minus]1] (Gg = 10[sup 9] g) and comprised 12% of the global CFCs emissions. The forest sector was a net sink for 0.48 Pg C yr[sup [minus]1] of atmospheric carbon, offsetting approximately one-half of the CO[sub 2] emissions from industrial processes. FSU peatlands accumulated 52 Tg C yr[sup [minus]1], but overall they were a net source of 48 Tg C yr[sup [minus]1] to the atmosphere considering utilization of peat. The net CO[sub 2] emissions of the FSU were 0.68 Pg C yr[sup [minus]1]. The FSU and China shared the fifth and sixth places in the world ranking of net CO[sub 2] emissions. The FSU and European countries shared the fourth and fifth places in the world ranking of net CO[sub 2] emissions per capita.

    The performance of the European Union's Emissions Trading System (EU ETS) to date cannot be evaluated without recognizing that the first three years from 2005 through 2007 constituted a 'trial' period and understanding what this trial period was supposed to accomplish. Its primary goal was to develop the infrastructure and to provide the experience that would enable the successful use of a cap-and-trade system to limit European GHG emissions during a second trading period, 2008-12, corresponding to the first commitment period of the Kyoto Protocol. The trial period was a rehearsal for the later more serious engagement and it was never intended to achieve significant reductions in CO{sub 2} emissions in only three years. In light of the speed with which the program was developed, the many sovereign countries involved, the need to develop the necessary data, information dissemination, compliance and market institutions, and the lack of extensive experience with emissions trading in Europe, we think that the system has performed surprisingly well. Although there have been plenty of rough edges, a transparent and widely accepted price for tradable CO{sub 2} emission allowances emerged by January 1, 2005, a functioning market for allowances has developed quickly and effortlessly without any prodding by the Commission or member state governments, the cap-and-trade infrastructure of market institutions, registries, monitoring, reporting and verification is in place, and a significant segment of European industry is incorporating the price of CO{sub 2} emissions into their daily production decisions. The development of the EU ETS and the experience with the trial period provides a number of useful lessons for the U.S. and other countries. 27 refs., 7 figs., 5 tabs.

The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Although the international community is rightly concerned about the dangers of nuclear weapons proliferation in the former Soviet Union, the greatest nuclear threat emanating from that region has nothing to do with weapons. It stems, rather, from the deteriorating state of nuclear safety at the civilian nuclear power plants in Kazakhstan, Lithuanian, Russia, and Ukraine.     In 1997, more than 305 million short tons of clean and compliant coal were produced from the Wyodak-Anderson and associated coal beds and zones of the Paleocene Fort Union Formation in the Powder River Basin, Wyoming and Montana. To date, all coal produced from the Wyodak-Anderson, which averages 0.47 percent sulfur and 6.44 percent ash, has met regulatory compliance standards. Twenty-eight percent of the total US coal production in 1997 was from the Wyodak-Anderson coal. Based on the current consumption rates and forecast by the Energy Information Administration (1996), the Wyodak-Anderson coal is projected to produce 413 million short tons by the year 2016. In addition, this coal deposit as well as other Fort Union coals have recently been targeted for exploration and development of methane gas. New US Geological Survey (USGS) digital products could provide valuable assistance in future mining and gas development in the Powder River Basin. An interactive format, with querying tools, using ArcView software will display the digital products of the resource assessment of Wyodak-Anderson coal, a part of the USGS National Coal Resource Assessment of the Powder River Basin. This ArcView project includes coverages of the data point distribution; land use; surface and subsurface ownerships; coal geology, stratigraphy, quality and geochemistry; and preliminary coal resource calculations. These coverages are displayed as map views, cross sections, tables, and charts.

    This report assesses the state of the art in several areas of climate research in the former Soviet Union. This assessment was performed by a group of six internationally recognized US experts in related fields. The areas chosen for review are: large-scale circulation processes in the atmosphere and oceans; atmospheric radiative processes; cloud formation processes; climate effects of natural atmospheric disturbances; and the carbon cycle, paleoclimates, and general circulation model validation. The study found an active research community in each of the above areas. Overall, the quality of climate research in the former Soviet Union is mixed, although the best Soviet work is as good as the best corresponding work in the West. The best Soviet efforts have principally been in theoretical studies or data analysis. However, an apparent lack of access to modern computing facilities has severely hampered the Soviet research. Most of the issues considered in the Soviet literature are known, and have been discussed in the Western literature, although some extraordinary research in paleoclimatology was noted. Little unusual and exceptionally creative material was found in the other areas during the study period (1985 through 1992). Scientists in the former Soviet Union have closely followed the Western literature and technology. Given their strengths in theoretical and analytical methods, as well as their possession of simplified versions of detailed computer models being used in the West, researchers in the former Soviet Union have the potential to make significant contributions if supercomputers, workstations, and software become available. However, given the current state of the economy in the former Soviet Union, it is not clear that the computer gap will be bridged in the foreseeable future.

    Throughout the dramatic breakup of the Soviet Union, most of the attention was focused on the Russian federation. This paper reports that less notice was paid to the republics of Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kirghizia, and Tadzhikistan that are located along the Soviet southern fringe. This region was known as the Northern Tier (of the Middle East) when the six republics were forcibly incorporated into the Soviet Union by the Red Army after the revolution. The Russians were considered colonial rulers by the inhabitants of these Muslim states, whereas the Azeris, Turkmen, Uzbeks, Kazakhs, Tajiks, Kyrgyzs, etc., were often regarded as backward by the Russians and given little autonomy. The Soviets, while proclaiming their efforts to improve public health and protect nature, relentlessly degraded both.

    In 2005, the US Department of Energy (DOE) launched the third generation of closure contracts, including the River Corridor Closure (RCC) Contract at Hanford. Over the past decade, significant progress has been made on cleaning up the river shore that bordes Hanford. However, the most important cleanup challenges lie ahead. In March 2005, DOE awarded the Hanford River Corridor Closure Contract to Washington Closure Hanford (WCH), a limited liability company owned by Washington Group International, Bechtel National and CH2M HILL. It is a single-purpose company whose goal is to safely and efficiently accelerate cleanup in the 544 km{sup 2} Hanford river corridor and reduce or eliminate future obligations to DOE for maintaining long-term stewardship over the site. The RCC Contract is a cost-plus-incentive-fee closure contract, which incentivizes the contractor to reduce cost and accelerate the schedule. At $1.9 billion and seven years, WCH has accelerated cleaning up Hanford's river corridor significantly compared to the $3.2 billion and 10 years originally estimated by the US Army Corps of Engineers. Predictable funding is one of the key features of the new contract, with funding set by contract at $183 million in fiscal year (FY) 2006 and peaking at $387 million in FY2012. Another feature of the contract allows for Washington Closure to perform up to 40% of the value of the contract and subcontract the balance. One of the major challenges in the next few years will be to identify and qualify sufficient subcontractors to meet the goal.

    The protection of worker health and safety is of paramount concern at the Savannah River Site. Since the site is one of the largest nuclear sites in the nation, radiation safety is a key element in the protection program. This report is a compendium of the results in 1988 of the programs at the Savannah River Plant and the Savannah River Laboratory to protect the radiological health of employees. By any measure, the radiation protection performance at this site in 1988 was the best since the beginning of operations. This accomplishment was made possible by the commitment and support at all levels of the organizations to reduce radiation exposures to ALARA (As Low As Reasonably Achievable). The report provides detailed information about the radiation doses received by departments and work groups within these organizations. It also includes exposure data for recent years to allow Plant and Laboratory units to track the effectiveness of their ALARA efforts. Many of the successful practices and methods that reduced radiation exposure are described. A new goal for personnel contamination cases has been established for 1989. Only through continual and innovative efforts to minimize exposures can the goals be met. The radiation protection goals for 1989 and previous years are included in the report. 27 figs., 58 tabs.

    The Raft River Geothermal Site has been evaluated over the past eight years by the United States Geological Survey and the Idaho National Engineering Laboratory as a moderate-temperature geothermal resource. The geoscience data gathered in the drilling and testing of seven geothermal wells suggest that the Raft River thermal reservoir is: (a) produced from fractures found at the contact metamorphic zone, apparently the base of detached normal faulting from the Bridge and Horse Well Fault zones of the Jim Sage Mountains; (b) anisotropic, with the major axis of hydraulic conductivity coincident to the Bridge Fault Zone; (c) hydraulically connected to the shallow thermal fluid of the Crook and BLM wells based upon both geochemistry and pressure response; (d) controlled by a mixture of diluted meteoric water recharging from the northwest and a saline sodium chloride water entering from the southwest. Although the hydrogeologic environment of the Raft River geothermal area is very complex and unique, it is typical of many Basin and Range systems.

    Since dissolution of the Soviet Union (USSR) in late 1991, the oil and gas industries in the 15 component nations have been in a state of turmoil stemming mainly from past communist management practices and the transition to Western-style market economies and multiparty governments. As a result, oil and gas output have fallen dramatically. This study incorporates separate oil and gas production forecasts, predicted independently by onshore and offshore sectors, for each of the producing republics of the Former Soviet Union (FSU) over the period 1996-2005. Supply--assessed by full-cycle resource analysis--and demand, estimated from available historic and projected consumption figures, are balanced to yield a coherent picture. Production of both oil and gas for the FSU is forecast to recover strongly. Oil and condensate output--led by Russia, Kazakhstan, and Azerbaijan--are forecast to rebound to 9,545 MBOPD by 2005, which will reinstate the FSU as one of the world`s premier crude exporting blocs. Natural gas output--propelled by gains in Russia, Turkmenistan, and Uzbekistan--will likewise resurge, reaching a world-leading 96,051 MMCFD level, of which a large amount will be exported.

    In 1993 a pilot project between the Defense Technical Information Center and the U.S. Army Cold Regions Research and Engineering Laboratory resulted in a proposal to conduct a state-of-the-art review of technology and techniques for building, operating, and maintaining arctic natural gas and liquid petroleum pipelines in the former Soviet Union. The objectives of the pipeline review were to (1) Review the design, construction, operation, and maintenance procedures of oil and gas pipelines in the permafrost areas of eastern and western Siberia. (2) Assemble data on the evolution of Siberian pipelines, reflecting changes in size, modes of construction, and age. (3) Assemble data on maintenance procedures and practices, including inspection techniques with respect to corrosion, pipe wrinkling, and metal fatigue. (4) Assemble data on pipeline failures and attempt to predict life expectancy of different pipelines under the harsh arctic environment. (5) Evaluate the environmental impact of different pipeline construction techniques and relate it to ruptures and breaks. In conjunction with the study objectives, a literature search was conducted on northern pipelines in the former Soviet Union. References were compiled on dates of construction, location, route conditions, design, construction, maintenance, environmental impact, accidents, production management, and other pertinent facts. In the resulting bibliography, references are separated into three categories: Oil and Gas Pipelines, Construction, and Accidents. There is some repetition of references between the categories because some are relevant to more than one of the subject categories.

Since early in the century, public and private agencies have labored to capture the benefits of this dynamic river. Today, dozens of major water resource projects throughout the region are fed by the waters of the Columbia Basin river system. And through cooperative efforts, the floods that periodically threaten developments near the river can be controlled. This publication presents a detailed explanation of the planning and operation of the multiple-use dams and reservoirs of the Columbia River system. It describes the river system, those who operate and use it, the agreements and policies that guide system operation, and annual planning for multiple-use operation.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

USDA Forest Service, Savannah River, Aiken, SC. 28 pp. Abstract - This paper explains the rationale and results of a 1991 road erosion inventory conducted by members of the USDA Forest Service – Savannah River (FS-SR) and USDA Natural Resources Conservation Service (NRCS). The inventory provided information for the Department of Energy - Savannah River (DOE-SR) to justify the need for developing an erosion and sediment control program with appropriate funding, personnel, and equipment. Federally managed since the early 1950’s, the SRS is located on 198,344 acres (80,301 hectares) in the South Carolina counties of Aiken, Barnwell, and Allendale. Located along the eastern border of the Savannah River, the SRS is located within the Upper and Lower Coastal Plains of South Carolina.

    Beginning in fiscal year 2003, the DOE Richland Operations Office initiated activities, including the development of data packages, to support the 2004 Composite Analysis. The river data package provides calculations of flow and transport in the Columbia River system. This document presents the data assembled to run the river module components for the section of the Columbia River from Vernita Bridge to the confluence with the Yakima River.
